All right, that being done, please rise while we have the invocation led by Commissioner Dickerson followed by the Pledge of Allegiance led by Commissioner Quarles.

George Goodwin
Member, Planning Commission
00:09:03
Well the agenda is approved as presented.
00:09:07
Next up is approval of Planning Commission meeting minutes for the December meeting.
00:09:15
The minutes are presented on pages 2 through 4 of the packet.
00:09:19
Do we have enough motion to approve the minutes as presented?
00:09:23
So moved Mr. Chairman.
00:09:25
Motion to approve and seconded.
00:09:28
Do we have any comments on the minutes as presented?
SPEAKER_00
00:09:37
Very well.
George Goodwin
Member, Planning Commission
00:09:37
Hearing no comments, Ms. Johnson, can we have a roll call vote to approve the minutes as presented?
SPEAKER_02
00:09:45
Mr. Painting?
00:09:45
Yes.
00:09:46
Mr. Disosway?
00:09:47

00:09:48
Mr. Dickerson?
00:09:49
Yes.
00:09:49
Mr. Quarles?
00:09:50
Yes.
George Goodwin
Member, Planning Commission
00:09:51
Mr. Kirson?
00:09:52
Yes.
George Goodwin
Member, Planning Commission
00:09:52
Very good, the Minister approved is presented.
00:09:54
Next item is consent agenda.
00:09:56
We do not have a consent agenda for the January meeting, so we can move on to the public address period.
00:10:03
Public address period is a time when anyone in the public can address the Planning Commission on any item that is not a public hearing for this evening.
00:10:15
So when I open the public address period, if anyone would like to come forward and address the commission on anything that is not a public hearing, that will be the time to do that.
00:10:26
So the public address period is open.
00:10:29
Would anyone like to come forward and speak to the commission on an item not a public hearing?
00:10:38
Very well.
00:10:39
Seeing none, we'll close the public address period and we'll move on to unfinished business.
00:10:45
The unfinished business that we have had before us recently has been the comprehensive plan, the meetings and town halls that are going on.
00:10:55
So do we have any report on the comprehensive plan town halls?
SPEAKER_04
00:11:00
We had another town hall meeting last night.
00:11:03
The next one is scheduled for next Wednesday at Jewett Elementary School beginning at 4.30 to 7.30.
00:11:10
The comprehensive plan surveys, it's my understanding, are going to be open until the end of the month.
00:11:18
Get the word out.
00:11:19
Encourage people to complete the surveys and attend the meetings if they have questions.
George Goodwin
Member, Planning Commission
00:11:24
Very good, thank you.
00:11:25
And I will say that several of us commissioners have been at the meetings.
00:11:33
There are at least two meetings, possibly three meetings left, and I would encourage every commissioner to attend at least one to speak to the public and participate in the process.
00:11:46
Very well, so we can move on to public hearings.
00:11:49
The first public hearing we have tonight is proposed amendments to Land Development Regulation Schedule of Fees.
00:11:57
Ms. Buckler.
SPEAKER_04
00:12:03
Chairman Disosway and members of the Planning Commission.
00:12:06
We briefly talked about this matter at the December meeting.
00:12:11
This is a public hearing for an amendment to the fee schedule and these proposed increases and changes are intended to help offset cost of replacement of road or street signs.
00:12:26
They that is that process is currently handled by the fire and EMS department.
00:12:31
and they do have funds in their budget to cover sign replacement.
00:12:37
But it just there's, this is just a way to help offset some of those costs by
00:12:43
Adding these fees and we currently don't charge for addressing of new dwellings when they're permitted We're adding a road sign fee for like new subdivisions for new internal state roads We currently don't accept or collect those fees up front That's up to the fire and it has been up to the fire and EMS department to get with the developer and collect those fees and
00:13:09
at the end when they're trying to get the sign installed, but we're going to add that to our fee schedule and collect those fees up front.
00:13:18
So these are just some mechanisms to help offset some of those costs due to the number of replacement of signs due to damage or whatever the case may be.
00:13:33
through those changes, if you'd like, specifically, but they are on your packet page, if I can flip here, sorry.
00:13:48
They are actually on your packet page 10, as shown in the draft amendment there.
George Goodwin
Member, Planning Commission
00:13:55
We did discuss this at the December meeting in the work session so going to unless any of the commissioners have a request to or desire to have you go through each one individually again I think we can dispense with that but I will ask if any of the commissioners have questions for Ms. Buckler at this time.
00:14:16
Mr. Chairman, I do.
00:14:18
Mr. Dickerson.
SPEAKER_01
00:14:19
Ms. Buckler, for new road construction
00:14:24
It's $100 a mile?
SPEAKER_04
00:14:25
Yes.
SPEAKER_01
00:14:28
So if it's a mile and a half, is that $100 or $200?
SPEAKER_04
00:14:31
We would prorate it.
SPEAKER_01
00:14:36
Thank you.
00:14:36
I was going to add a portion thereof, but that takes care of that.
George Goodwin
Member, Planning Commission
00:14:43
Very good.
00:14:44
Any other questions for Ms. Buckler at this time?
00:14:47
All right, then we'll go on to the public hearing part.
00:14:50
OK, thank you.
00:14:50
Thank you.
00:14:51
So I'm going to open the public hearing on this.
00:14:54
When I do, if I don't have any cards on this, if anyone would like to speak on this, you'll step forward and state your name and voting location.
00:15:04
You'll have three minutes to speak on this.
00:15:06
If you represent an organization, please let me know what that organization is.
00:15:10
and that adjusts your speaking time.
00:15:13
So the public hearing is open.
00:15:17
Would anyone like to step forward and speak on these proposed changes?
00:15:27
We'll close the public hearing and bring it back to the Commission for discussion.
00:15:41
Again, we discussed this, looked through it and discussed this in the work session in December.
00:15:48
So does anyone have any further comments or items they'd like to talk about with the schedule change?
00:16:03
Hearing none, then the chair would look for a motion on this action from the floor.
SPEAKER_01
00:16:09
I move to approve the fee schedule change.
George Goodwin
Member, Planning Commission
00:16:13
Motion is second to approve the fee schedule change.
00:16:18
I'll adjust wording just a little bit to recommend approval of the fee schedule change.
00:16:24
Any further discussion?
00:16:29
I will call vote on the motion to recommend approval of fee schedule change.
00:16:34
So the fee schedule change is approved and that completes the public hearings.
00:16:52
The next item is new business.
00:16:56
Mr. Chairman, I have one piece of new business.
00:16:59
Mr. Dickerson, please.
SPEAKER_01
00:17:04
Commissioner Brooks is no longer with us.
00:17:05
His chair is empty.
00:17:06
He's still walking around Louisa County.
00:17:09
So I think it'll be the right thing to do to have a resolution honoring Commissioner Gordon Brooks for his years of service and dedication to this Planning Commission and to Louisa County.
00:17:19
So I make that motion.
00:17:21
Second.
George Goodwin
Member, Planning Commission
00:17:21
Moved and seconded for the county to draft a resolution thanking Mr. Brooks for his years of service on the Planning Commission.
00:17:32
Any further discussion?
00:17:36
Ms. Johnson, roll call vote please.
SPEAKER_02
00:17:38
Mr. Painting?
00:17:39
Yes.
George Goodwin
Member, Planning Commission
00:17:40
Ms. Disosway?
SPEAKER_02
00:17:41
Yes.
00:17:42
Yes.
00:17:43
Mr. Quarles?
00:17:43
Yes.
SPEAKER_00
00:17:45
Mr. Percy?
00:17:45
Yes.
00:17:46
Very well.
00:17:46
Motion carries.
00:17:48
Unless Tommy would like to give an old watch or something like that.
SPEAKER_02
00:17:54
Maybe y'all were all cold and they threatened us.
George Goodwin
Member, Planning Commission
00:17:58
physical action very well next item up is discussion item is Planning Commission bylaws we're required to approve our bylaws during the January meeting each year let me mention one item there was one change that had been suggested which was on packet page 17
00:18:23
9 public hearings, B, order of public hearings, section 4, changing the word a representative to the representative.
00:18:33
If we would like to make that change, that change apparently will require a public hearing.
00:18:40
It will have to be noticed.
00:18:41
So the question is for the commissioner who made that recommendation to make the change, is that a strong desire to make that change?
SPEAKER_01
00:18:50
Mr. Chairman, I'm happy with the way it is without making that change.
00:18:54
I understand.
George Goodwin
Member, Planning Commission
00:18:54
Then were there any other changes to be recommended by the
00:19:08
Very well.
00:19:09
Being none, then we can go ahead and vote to approve if we have a motion to approve.
SPEAKER_01
00:19:13
So moved.
George Goodwin
Member, Planning Commission
00:19:14
Second.
00:19:14
Moved and seconded.
00:19:15
Any further discussion?
00:19:19
Very well, Ms. Johnson.
00:19:20
We have a roll call to approve the Bylaws of the Planning Commission.
SPEAKER_02
00:19:26
Mr. Quarles?
George Goodwin
Member, Planning Commission
00:19:28
Yes.
SPEAKER_02
00:19:29
Mr. Disosway?
00:19:29
Yes.
00:19:30
Mr. Dickerson?
00:19:30
Yes.
00:19:30
Mr. Quarles?
00:19:30
Yes.
00:19:31
Mr. Kirksey?
George Goodwin
Member, Planning Commission
00:19:32
Yes.
SPEAKER_04
00:19:34
I just had a little bit of information to pass along, so we do not have any completed land use amendment applications for the February meeting.
00:19:51
There will be one application for an agricultural and forest district that will be going to the review committee the week before the Planning Commission meeting, but that will be scheduled for public hearing.
00:20:03
The CIP public hearing will be on the February agenda as well.
00:20:09
Also was asked to pass along.
00:20:11
I spoke with Miss Ashley Michael from the town of Louisa, the liaison that has been appointed to the Planning Commission.
00:20:18
She was unable to attend tonight due to a meeting conflict, but she asked that I pass along that she looks forward to meeting and working with the Planning Commission going forward.
George Goodwin
Member, Planning Commission
00:20:29
Very good.
00:20:30
Have you heard anything from mineral about their representative?
SPEAKER_04
00:20:33
We have not.
George Goodwin
Member, Planning Commission
00:20:35
Alright, we may need to reach out to them.
00:20:38
Very good.
00:20:40
Wonderful.
00:20:42
Any other reports from anyone?
00:20:44
Very good.
00:20:50
We will repeat the birthday wishes.
SPEAKER_04
00:20:58
And I will say thank you for the flowers.
00:21:01
It was very thoughtful and appreciated.
George Goodwin
Member, Planning Commission
00:21:03
Quite welcome.
00:21:04
You brighten our meetings and our day.
00:21:09
Thank you.
SPEAKER_04
00:21:10
Thank you.
00:21:11
Enjoy working with everyone.
George Goodwin
Member, Planning Commission
00:21:14
Very good.
00:21:14
Then in that case, that brings us to the adjournment.
00:21:18
So Chair will entertain a motion to adjourn.
00:21:21
So moved.
SPEAKER_01
00:21:22
And a second?
00:21:24
Second.
George Goodwin
Member, Planning Commission
00:21:25
Moved and seconded.
00:21:26
We are adjourned.
SPEAKER_01
00:21:29
Commissioner, I mean, Supervisor Barlow, I guess you can let him know this was a 17 minute meeting without him
