Ettrick Station Study CAG Meeting #1   10/7/2026

Okay, good afternoon, everyone.

We're about two minutes after the start time, and we have a lot of information to share.

So we want to go ahead and get started.

Thank you all for joining us for the first Community Advisory Group, or CAG, of the Edgwick Station study this afternoon.

And I'll jump right into the presentation.

So, I'll introduce myself first.

Thanks, Courtney.

And we also have Olivia and Sham from the HDR team who will be supporting us.

And just for everyone's awareness, also Allison from ACR is going to be monitoring the chat.

So if you have any questions, feel free to dump those in there.

And when you do, let us know what organization you're with just so we can capture everybody's comments.

So in this presentation, we'll talk about a little bit of history of the Virginia Passenger Rail Authority or VPRA.

We'll also talk about the Ettrick Station Study, which we're all here for today.

Courtney is going to talk about the Community Advisory Group and what the role of the Community Advisory Group will be.

And then we're going to pass it over to Olivia and Sean, who will talk about some of the research that's been done for the existing conditions, the opportunities, the constraints, and the market analysis.

And after each section, there'll be a brief Q&A.

So if there's any questions that come up in a particular section, feel free to chime in at that point in time.

So Virginia Passenger Rail Authority, we were started in 2020.

We can kind of trace our lineage back to the Department of Rental Public Transportation who still exist.

The way I think of the two different agencies, DRPT kind of writes the playbook and then VPRA implements.

And we were originally really, really stood up to deliver the Transforming Rail in Virginia program, or TRV, you may hear it called.

And the way we are going to be delivering that TRV program, TRV is just the name of all the projects that we have under our umbrella, is to build out the infrastructure necessary to further separate passenger and freight rail in Virginia.

So if anybody's ever taken Amtrak in Virginia before, you may have experienced delays.

Sometimes that is due to freight trains causing a delay.

So by separating passenger and freight, we're going to be increasing the capacity.

And this study is a little bit different than VPRI projects that have typically been done to date, where those projects are kind of capital delivery, transportation projects, station improvement projects.

This is more of a study to look at kind of the long term vision of an area, the metric area of southern Chesterfield County.

But you can see here that this is what VPRA was enabled to do by the General Assembly.

While we own the rail assets and right of way, we are not technically a right of way.

So how do we deliver those capital projects in order to improve passenger and freight rail in Virginia?

That's through agreements that we execute with freight railroads, CSX in Norfolk, Southern and Virginia.

This map shows the areas that we own.

Segment one goes from Petersburg up to Washington, DC.

There's segment two, which travels from Petersburg to the North Carolina border.

And I should say that that segment two, there's currently no passenger rail, no rail at all on that line.

but it is kind of germane to this study because we are dealing with the Ettrick Station.

Segment three, you see it stretches from Doswell to Clifton Forge, East-West.

There is passenger rail and freight rail on that.

Passenger rail only extends from Clifton Forge to Charlottesville, but we purchased that as more of a rail preservation model, so if the freights are looking to sell off rail, we want to keep that for the potential of future passenger rail service in the future.

We also executed an agreement with Norfolk Southern in Northern Virginia from Manassas to Washington, DC, known as the Manassas Line.

And that's really more for VRE services and those lines traveling down to the southwestern part of the state.

So the Ettrick Station, you may hear it called the Petersburg Station.

We understand that it's actually not in Petersburg.

It's in Ettrick.

But in the Amtrak system, it's called the Petersburg Station.

And it's been like that for as long as I think it's been around.

But so for the purposes of this discussion, we typically call it the Ettrick Station.

However, you may see it called the Petersburg Station.

You can see it there located just south of Richmond.

And it has a number of different rail passenger lines that travel through it.

Any of those trains that travel from Norfolk up to the Northeast Corridor, as well as the long distance trains travel from places as far as south as Florida.

Also the Carolinian, which is a North Carolina Department of Transportation sponsored train which travels from Charlotte up to New York City.

The annual ons and offs for the Ettrick Station are about 60,000

And that places it about halfway.

Some stations will have, for instance, Staples Mill Station in Richmond has about 500,000 passengers per year.

Then there's other stations like in Clifton Forge out far west, which have around two to 3,000.

So it's kind of right in the middle.

This slide shows, you hear me talk about the Transforming Rail in Virginia program, kind of the cornerstone project of the Transforming Rail in Virginia program is the Long Bridge.

The Long Bridge is a new two-track structure which will connect Northern Virginia with the District of Columbia, and that's anticipated to be completed in 2030.

So once Long Bridge and a couple other pieces of rail from Richmond to DC are completed,

We will introduce passenger rail service in Virginia at a level that we haven't had before.

Currently there is some service that has been cut during the Long Bridge construction.

In order to complete this construction we need to take some tracks out of service.

So those trains are out of service right now, but following the depletion of the Long Bridge and the sidings, those projects from Richmond to DC are complete.

This is what the passenger rail service lines in Virginia will look like.

So you heard me talk about the CSX agreement and how we acquired about 450 miles of right-of-way and about 250 miles of track from CSX.

In most places in Virginia, we just basically acquired the right-of-way next to the existing track where they do the same track themselves.

In Etrick, we actually acquired more than that.

So you can see this map shows that yellow shaded area is the land that VPRA is in the process of owning.

We own half of the rail right-of-way, the existing station in that kind of storage building that's attached to it, as well as the parking lot, the canopy, the platform.

And it says pending VPRA property because it's kind of a long process.

We executed the agreement years ago, but we have to go through a number of steps before it's officially ours.

But for all intents and purposes, this is the land that we own around the Ettrick Station.

And I wanted to point out this orange shaded area that VPRA also owns, where it says VPRA property.

Those are two parcels that VPRA acquired in the process of completing another project, which I'll also talk about a little bit later.

But what's kind of critical to think about with this orange piece of land, these two properties that we own in the orange area,

There are two structures on those parcels.

One's the old Jeff's Place Barbecue Restaurant and another is a house at 3702 East River Road.

So we acquired those properties and in the course of this study we're going to look at potential development in the area.

If the development deems that those buildings need to be demolished, we want to get feedback from the community advisory group as kind of that first step.

If there are any concerns with demolishing those properties, if there's anybody in the community who has an interest in maybe working with us about doing something in that area, but we want to put that on your radar.

It's not a decision we have to make right now, but it's something we'd like to talk about through the course of our public outreach.

But the Ettrick Station study itself.

So we received a grant from Congresswoman McLaughlin back in 2024 to look at modernizing the station and improving the economic community around the Ettrick Station.

You saw me talk about that one slide where there's going to be added service to the area once Long Bridge is complete.

So we want to, once that service is kind of introduced, prepare for how we can make the station more, I guess, to put it simply, to make it better.

We'll do one slide that talks about the Ettrick Station Improvements Project.

So this is a separate project.

So if you hear Ettrick Station Improvements Project, that is a separate project from the Ettrick Station study.

But I think it's important to talk about because it is something that's going on.

And you may hear about these two different initiatives going on.

The Ettrick Station Improvements Project is a capital project that's meant to address some of the immediate challenges that the station faces.

So with the Ettrick Station Improvements Project, we're going to be improving the canopy and the platform.

And when I say improving the platform, we're not going to be bringing it up to a level boarding platform where you can, you know, directly from a platform onto the train.

We're going to be bringing it up a bit to bring it into ADA compliance or Americans with Disabilities Act.

So it'll be eight inches above the top of rail.

So a slight elevation increase and then also adding some of those truncated domes, tactile strips along the edge.

We're also going to be improving the drainage in the parking lot, the lighting in the parking lot.

Some improvements to the interior of the station building and then the restrooms as well.

symmetric station study.

The area that we're going to be looking at for this particular study is a half mile, kind of a radius around the station, not a direct circle around the station, but half mile within the station.

What are some opportunities that we can identify for future growth and development in the area, improve some of the connections to the stations.

In order to do that, we want to get, in order to make these recommendations, we want to bring in the community.

The CAG is kind of that

that tip of the spear, so to speak, for the community, get input from you all about what kind of recommendations we can make to improve the station area.

Again, my name is Courtney Batop.

I'm the Community Affairs Manager for this project and also for Virginia Passenger Rail Authority.

The first step was kicking this off, which is the Community Advisory Group, which is a place for us to provide a regular forum for communications, input and feedback.

Our goal is to keep you guys informed about the study as it progresses

share information and updates, and get your perspectives on the issues, opportunities, and priorities that are important to this community.

Your feedback is also going to inform the planning process and our team's work.

Allison, you can go to the next slide for me.

We also kind of want this to be a two-way conversation.

We'll share information with you, but we also want to hear from you from what you're seeing, hearing, and experiencing in the Etric area.

And if there's anyone else that you think should be a part of this, please drop their information or their name in the chat.

So far right now we have our CAG, which is the kick-off today.

November 17th is the public meeting, which is going to be at the Ettrick-Matoka Library at 5.30.

We'd love to have you all come out for that.

Back a couple slides, they were mismitching for the ADA Improvements Project groundbreaking, which is on Friday, November 13th at 10.30.

We'd also love to have you guys join as well.

With that, I'm going to pause and take a pause right now.

Thank you, Courtney and good morning or afternoon everybody.

My name is Olivia Waneski.

I'm with HDR and I am deputy project manager for this effort.

As Colin and Courtney kind of talked about, we are trying to understand the community around metric to come up with some land use and policy strategies to sort of revitalize the area around metric station.

So part of that is this existing conditions analysis that looks at establishing sort of a baseline understanding of the community so that we can make some informed recommendations on what we think would be most realistic for the community members and what's needed there.

So this is going to really inform those strategic planning policies and the market analysis work that Shom is going to talk to in a minute.

Next slide, please.

For the sake of this assessment, we came up with five memos, and those are on the screen right here.

Just for the sake of timing, I'm only going to touch on three of them, and that's going to be the community assessment, the infrastructure analysis, and the urban design memo.

But if you have any questions about the zoning analysis or the community development policy memo, I'm happy to take those after this.

Next slide.

So our community assessment findings, we looked at three basic study areas within ETRIC, a half mile walk shed,

a mile walk shed, and then that study area, which is around a 20 to 30 minute walk from metric station itself.

For the sake of this conversation, I'm only going to touch on that 0.5 mile walk shed as it came out to be the most demographically distinct from compared to the three other study areas.

And these sort of highlights that we have on the slide right here are really going to inform that market analysis work that Sean is going to talk to in just a second and also help us inform our engagements approach so that we understand, you know,

Who are these community members?

What is the makeup of the study area?

And, you know, how do we tailor our approach to make sure that our residents feel like they're a partner in this study rather than just sort of being talked at?

So, for example, we have a large population of legacy residents.

And so, you know, tailoring our approach to make sure that some of the older populations feel included in this process is going to be really important.

Next slide please.

Moving on to the infrastructure analysis, we did a high level sort of network analysis to understand like what are those most heavily trafficked roadways in the study area and that's going to help inform our transportation recommendations.

So as you can see the East River Road and Chesterfield Avenue are sort of the spines of the study area and they're the most heavily traveled from an automobile perspective as well as a bicycle and pedestrian.

From that bicycle and ped perspective, we found that there are sort of limited pedestrian networks within the study area.

East River Road seems to be the most built out from that pedestrian perspective with that shared use path that is on the side of VSU.

And so that helps really improve connectivity within VSU itself.

But we also found that there are very few marked or signalized crossings from East River Road to the other sides, and particularly to the station itself.

And so that can decrease safety for some users who are trying to walk around the study area.

We also found there are a couple of desire paths from Ettrick Station itself to the grocery store and a couple of other amenities on the other side of the railroad tracks.

So we're going to use that as the opportunity to figure out where are pedestrians going and how can we better connect them through the ways that they are making their own paths.

And we also found that there is no direct stop at the station itself right now.

It's only on East River Road across from Vesey Lane.

And so without those signalized crossings and, you know, prioritized crossings, we find that that might impact access to the station itself.

Oh, sure.

Yeah, that's a great question.

Desire paths or sort of, I guess, unofficial pathways, you know, like they could be like little dirt roads or those sorts of things that are not like dedicated crossings, like such as a sidewalk or, you know, a shared youth path.

So you'll find those where, you know, the existing network is not built with the pedestrian in mind.

The pedestrian is going to make their own path.

I could share an image later on where it, I think we also call them goat paths, where you just have like little tracks where folks are making their own pathways as it makes sense to them.

We also took a look at safety.

So that's really going to help inform our safety recommendations as well.

As you can see, East River Road and Chesterfield as the most heavily trafficked corridors in the study area also see the most amount of accidents.

63% of those crashes were on two of those roadways itself.

So that's going to be a big priority within the study is how do we help improve safety, not only from the pedestrian perspective, but from the vehicle perspective as well.

Just multimodal options are important.

And moving away from the car is not going to be possible.

We also took a look at mode shift within the study area and where the, I guess, high priority destinations.

And we found something interesting is that over 73% of the trips originating from the study area take less than 20 minutes.

So that is a really short travel time.

But with the short travel times, most of them are still being made with a vehicle.

So that can really create some congestion within the study area and just outside of it as well.

As you can see, only 10% are made on foot or 1% on bicycle.

So we think that this study really represents an opportunity to shift that sort of transportation mode from heavy vehicular to more multimodal.

That'll improve walkability within the community, make it

to get more sustainable and promote those healthy communities by giving more transportation options.

Next slide, please.

Kind of building off that, you can see that there are a couple of walkable areas already existing within the study area, but they're a bit isolated from each other right now, which really limits connectivity.

As you can see, Colonial Heights, Petersburg, and obviously VSU are some of the more walkable hubs within the study area.

So this study is really going to look at how do you better connect those to make it an overall more improved community from that connectivity standpoint.

Looking at some of the barriers within the station area, obviously the rail line represents one, as you can see with those desired paths, that represents a way that the community is attempting to cross those barriers.

and the Appomattox River as well is a barrier with only Chesterfield and I think MLK Drive representing the only crossings to and from the station area across the river.

We also found that the station itself is a little bit isolated from the overall study area.

There's very few signage or wayfinding that would help Etric residents or folks from outside of Etric to see where the station is.

So we think this is going to be a really great way to

improve that wayfinding to the station itself and harness it as that more regional anchor for residents and folks outside ETRIC as well.

Next slide.

Moving on to some of our urban design findings.

This is really going to help inform what do our visuals look like for what we think could happen with this study area.

We took a look at just the existing architecture themes within it.

And we find obviously Petersburg has that fairly iconic old Georgian brick with lots of windows that make it a really interesting walk for anybody who's within the area and is one of the more walkable hubs within the station area.

But across the river, we find that there's sort of a theme between Petersburg and the architecture of VSU.

So you can see from the bottom two pictures, we have an older residential hall that is most similar to the architecture in Petersburg, but the

Picture on the left, I believe, is a new engineering building that sort of combines that more Georgian classical architecture with some more modern features such as the large windows and the clean glass lines.

So as we think about some of our urban design findings for this study, we imagine that they would look something similar to this and keep up with that theme and really help with that placemaking.

Looking at some of the amenities within the station area, obviously the Appomattox River can be considered a barrier, but there are some lovely community amenities alongside of it.

The VSU River trailhead represents one of those really beautiful sort of iconic placemaking features within the study area.

And we think with the construction of the future fall line that connects to the trailhead, there's going to be some really great opportunities to improve or to promote wayfinding and signage for some trail tourism.

Hi, everyone.

Welcome to the day.

My name is Shyam.

I work for HDR and I'm heading up the piece that for this study is providing what we call market analysis and research findings and to level set what the purpose of a market analysis is, is not to tell the community what should be built.

It's helped us to understand what's realistically doable today, tomorrow, and the future.

And so we're looking at what's already here, what people and institutions and entities indicate our needs, what the market, which basically supply and demand economics could deliver.

And we're also looking at the investments that are already happening at and around the station, including not only those from VPRA and our transportation investments, but also those that might be taking place from

VSU and the county.

So our challenge is to line those things up if the station, the university, if local infrastructure, private investments and community priorities can reinforce one another.

ETRC may be able to capture more of the benefit from this moment in time and that's a real opportunity.

So I'm going to go through some of this.

They're not findings, they're not recommendations.

These are some ideas that we're unearthing as we go through the work.

Some of these look promising now, some of them need some more testing, and we'll continue to adjudicate this going forward.

So you see these seven sort of key questions that we're asking as we do this work.

We organized our analysis around these relatively straightforward questions, and for each one I'm going to give you the bottom line and then tell you how strong

This is not a list of seven projects, mind you.

It's just a way to help us distinguish and demystify some of the data.

A lot of this is really data wonky and which things might deserve more study and what things the market might not support right now.

Oh, interestingly, I thought I had control of the slides.

I realize I do not have that much power, so I'm hoping we can advance to the slide that says seven questions answered.

Ah, great.

So we're on.

This is great.

And we need to understand who the community is today.

And you're probably unfamiliar with this particular map.

This is a way that we are trying to understand how the data that exists maps into real life.

and the community around the station, both people and businesses, institutions, many working families looking for value along with some households that are feeling some real housing and cost pressures.

The students are also an important part of this area.

And when we take a look at the students, we actually kind of need to consider them somewhat separately because their housing and spending patterns are just different from those who are earning incomes and

already establishing their lives.

So without going through each one of these rows, the practical takeaway is that whatever happens here in the future needs to be able to fit the people who are already here today and their children and their children's children, as well as the anticipated sort of generational changes that will be brought forth by the university, the county, etc, etc.

So the housing and the services that may accompany the station investment need to be useful, attainable, and grounded in actual community needs, but also be aspirational for what the community envisions it wants to be in the future.

This analysis helps us understand a lot of the potential sort of housing related or community related investments that may be part of the picture going forward, and we want to test those with you as we go through the work.

We can continue on.

We're doing a lot of inspection of retail, right?

Sometimes when we think of community, we think about places that we want to be, and often those places include amenities, including places to eat, dine, shop, pray, and play.

Interestingly, we're finding that the households and residents around the station and in the broader area are already spending money on everyday needs.

But a lot of that money is leaving the study area, meaning they're taking those dollars and spending them elsewhere.

Is that because the place to spend the dollars is not here?

Well, in some cases, that's true.

Is that because where those dollars might need to go, for example, a big box store, a warehouse store physically couldn't fit here?

Well, in some cases, that's true as well.

And so we're dissecting that.

The good news is that there's a lot of spending power already and anticipated to grow.

But that doesn't automatically mean that we could support a giant new retail shopping extravaganza.

It suggests that there may be more room for small businesses, maybe local businesses that support everyday needs, food, personal services, health-related, flexible commercial space for entrepreneurs.

And one of the goals that we're testing is whether we can capture a reasonable amount of that existing potential demand and not kind of overbuild, right?

The downside risk is to have a vision for lots of commercial and retail space that's hard to fill.

We don't want empty storefronts.

So you can kind of see the bottom line up front, top of the slide, which I just went through.

All right.

And you can see again at the bottom line, interestingly, I put the bottom line at the top of the slide, which doesn't make a lot of sense.

We can work on that next time.

But ETRIC itself is connected to a much larger regionally county in the Tri-Cities area.

And most residents actually leave the area for work, while most jobs here are filled by people that are commuting in.

And so you can kind of see three boxes in the middle.

And what's fascinating about this area is that of all the thousands of folks that live in and around the stationery and all the many, many, many folks who live in the broader region, there's only 85, more or less, less than 100 workers that both live in the proximity of the stationery and work there simultaneously.

So you have a daily inflow outflow all the time.

And that creates both a challenge and an opportunity.

People are moving through ETRIC every single day, but very little of that activity is being retained locally.

And this harkens back to some things we've seen in your precedent planning already.

You've done some very good planning to date, which we've scoured through.

and in almost every case the plans call for better connections between the station, VSU, employers, neighborhoods, and local businesses so that we could convert some of that movement into local activity.

It's just a really interesting challenge and opportunity for us to wrestle with and of course we'll confirm that we're getting this right or there aren't nuances there, we're continuing to explore.

We'll go back to housing for a moment if you go to the next slide.

A place to call home.

That's fundamentally what many in our industry would like to see that these places that we invest in, reinvest in can ultimately be a place to call home.

So looking at apartments specifically or rental housing, the market data gives us a little bit of a mixed signal.

You can see some charts and graphs, so we don't need to go through them in detail.

But at a high level, people that deliver real estate, whether it's apartments or houses, they have to pay to build it.

And in exchange, they either sell it or they rent it.

So there has to be some relationship between how much money they take in from either selling it or renting it, and how much money they had to pay to build it.

The regional average is a little bit higher than the local average in terms of the rents that apartments are getting.

That can make new construction kind of difficult.

There's this tipping point beyond which the person that builds the stuff knows they can get just enough money from renting it or selling it to make it worth building.

At the same time, however, we did find some newer and higher

levels of execution, apartment homes, mostly redevelopment, historic repositioning that have not only gotten value from the financial side, meaning it's worth it for a developer to continue to do that, but they've been relatively full, which suggests that a well-designed product that could be attainable as well may be possible

but we have to phase it and test it to make sure that it actually can be delivered.

The other thing which we realize is that given the dynamics, we shouldn't presume that some large swath of housing could all be delivered at once.

Definitely needs to be phased over time.

We don't want empty storefronts, we don't want empty apartments, but there's demand coming, so we have to take advantage of that.

Let's go to the next slide to talk about the students and how they impact this market.

In student affiliated housing, given the growth that's taking place at VSU, may be one of the strongest near-term opportunities.

Enrollment has grown and interestingly there are not that many modern and or student appealing opportunities near the station.

So can we capture some of that?

Interesting question.

Simultaneously, we know that the university is already planning housing and we need to reconcile what we think might be something to take and harness against what VSU is already projected to deliver.

And the question here is not simply do students need housing?

The answer is generally yes.

It's how much additional housing could be delivered and the relationship between retail is that once you have housing, those individuals who live there tend to spend their dollars on those

Personal Affairs of the Day, and they provide fuel for making the amenities and retail successful as well.

It's promising, and we're still testing that scale.

Another land use we took a look at, the next slide please, is hospitality or hotels.

Interestingly, the study area generally is replete, lots of hotels in the area, and whereas there's some

Interest in could an additional hospitality asset better serve potentially large events that are either university or entertainment related.

There's already a substantial amount of hotel nearby with more planned.

And these major events don't necessarily create the kind of year round demand that a hotel operator would need to know is there before they build and then operate a hotel.

So we're looking at sort of like a better near-term approach, which might be some flexible visitor serving uses, the food, the gathering spaces, the events, temporary vendors that could serve residents, visitors, rail passengers, and visitors without depending on a hotel to make that work.

Next slide, please.

In terms of neighborhood business, incredibly important.

We want to be mindful of the fact that there are entrepreneurs and neighborhoods and

local businesses that have a vested interest in having this be a part of their future and legacy.

And so the strongest, the strongest starting point here is actually kind of the businesses and buildings that are already here.

The commercial spaces in metric tend to be on the smaller side and of an older vintage, which can be beautiful.

As Olivia mentioned, some of the precedents nearby, beautiful urban form and the type of places that people really find appealing on an emotional level.

That's fantastic.

So instead of trying to create some large new retail district,

The market's telling us the more realistic approach may be to improve existing properties, stabilize current businesses, reuse some vacant buildings, and add some smaller flexible spaces over time.

And so that's kind of what we mean by making the plan doable.

Start with what you already have.

Reduce the barriers to reinvestment and let success build upon itself.

So that's kind of a synopsis of what the market analysis is telling us.

If we go to the closing slide, take us all together.

The market analysis doesn't give us a single big answer.

It shows us where several opportunities may reinforce one another and

This moment in time that I mentioned, the station investment can actually improve access, visibility and investability.

It's a tremendous market signal.

The University can provide activity and demand.

The County may be able to contribute in terms of infrastructure, zoning and partnerships and existing

Services and Properties Foundation upon which to build.

So our job, line those pieces up, see what's realistic today and tomorrow, see what the community needs are as expressed to us, and line those up so that you can take advantage of this moment without losing what people value about it.

Like I said, today is our first CAG meeting.

Our first public meeting is going to be on Tuesday, November 17th at 5.30 at the Ettrick Mattook Library.

Our next CAG after that, hard to believe, will be early 2027, and then we'll have another public meeting

Spring of 2027.

Our goal of these CAGs are quarterly, at least three, three different touch points at different parts of the project stages.

So we'd love to have you all come again.

I hope to see everyone at the public meeting.

We'll have boards and other presentations.

It will go into a deeper dive of actually what the study will look like, what we hope to maybe see the future of the station with that.

And also,
