      I am going to give a condensed executive director's report on Monday, the last day of the month, as I always do, I will send out a more fulsome report, but I felt like since we were going into significant detail on some of the bigger projects that we have finalized negotiations on,

      I thought, given the time constraints, a condensed report would be more appropriate.

      That said, I'm happy to answer any questions that you have.

      So, first slide, we just have a brief slide on public outreach.

      Over the last few months, we have been working very hard, our communication team, on getting out in the community.

      We've been to public meetings, bike to work days, we've been out at VRE stations.

      We're letting folks know specifically on our major projects, and these are from Long Bridge,

      what's going to be happening from a construction point of view in the upcoming months.

      This is pretty important because we're going to be having changes to people's commutes starting July 11th, I believe we're going to have some roads that are shut down as we continue to work on Long Bridge and we've been very proactive in getting out in the community and letting them know here's what you're going to see, here's where the roads are going to be shut down so there are no surprises.

      These meetings have been very well attended.

      In fact, there was one meeting in DC that was attended surprisingly by

      member of Virginia politics, and he was very impressed with our message.

      It's not always good news.

      People don't get thrilled that their commutes are going to change, but we've been open, we've been transparent, and as you've heard from me before, no surprises.

      So this outreach has continued and will continue as we move forward and continue in construction.

      But just a great job by the communications team.

      Next slide, we've got May ridership.

      It's eight and a half percent higher than May of last year.

      May of 2025 was actually our fourth highest month ever.

      We continue to show that folks are riding the train and folks are anxious to have additional options.

      It continues to solidify and validate why what we're doing is so important to the community and to the Commonwealth.

      The slide after this just shows the region-by-region basis.

      Roanoke this month at least led the pack-in increase being up 11%, but Norfolk and Newport News were just below that at 9.5% and 7%.

      People look at the Richmond train and say, wow, it's only a 2.6% increase.

      A couple comments there.

      Number one, a 2.6% increase is still very, very good.
    • 00:22:05
      And number two, a lot of folks have left the Richmond train and instead taken the Norfolk or the Newport News train because the timing is better for them.

      Just because we've got the lower increase in Richmond, there are plenty of folks on the Newport News route or on the Norfolk route that only take the train from D.C. let's say to Fredericksburg or D.C. to Richmond.

      But because they're on the train that continues to Norfolk, they count as Norfolk ridership, not Richmond ridership.

      So across the board, good news.

      As I said on the previous slide, an eight and a half percent increase year over year is more than we could ever hope for.

      Next slide, I just want to go into detail on some of the capital projects we won't be talking about today in detail.

      The first is Allie Junior Fourth Track.

      We actually just yesterday, CSX released the imitation bid.

      You see there that it's anticipated by July of 2025.

      It went out a little bit early because we are making good progress with a lot of the right-of-way acquisition, which I'll talk about in a second.

      But that project remains on schedule.

      We got the bid out just a little bit early.

      A lot of the land, as we've talked about, there are just slivers of land that we need to acquire, some of it permanent easements, some of them just temporary construction easements.

      We have worked with the communities, Alexandra, Arlington, WMATA, and there are a couple JBG private owners that we've worked with.

      No problems going forward.

      As you see on this slide, we'll be attending the Alexandria City Council meeting on July 1st to get approval for some of those temporary construction easements.

      We've briefed the city ahead of time.

      They are fully supportive.

      They actually love what we're doing to get folks off the roads and also on the King and Commonwealth bridges.

      So we don't foresee that being a problem.

      We've got 46 lots of land that we need to acquire in various aspects, again, either temporary or permanent easements.

      And then the final project that I'm going to talk about is the New River Valley project.

      This is slightly ahead of schedule, don't tell NS, I told you that, but we continue with construction.

      If you actually go down there, you'll see a lot of dirt moving.

      The next slide will show you a couple pictures both at the Radford Layer Facility, where they're putting up a sheet pile wall.

      A sheet pile wall is, you've seen them on the highways, they're hard to explain, but they put

      Metal, basically, and they're used quite frequently around bridges to keep landscaping back.

      The NSCR tracks, which will still be a working yard.

      So that way when crew is there cleaning the train as it lays over or the crews are signing up, they have a clear safe separation from the yard tracks that are placed.

      And then at the actual station site, they're doing a lot of excavation, starting the grading, making good progress there.

      So just to give you an update on where we stand with the progress on the north package of Long Bridge, we do have an amended budget of $1.65 billion.

      You can see in the picture there on the right-hand side a drill, a machine that will drill shafts that we're going to test or we have tested to determine the capacity of those that can then inform the design for the retaining walls in the project.

      Next, right now we are doing micropiles.

      We're doing a similar activity to doing those test micropiles, seeing what their capacity is, and then that will be used to inform the design, particularly in Main Avenue.

      And another area for early works package one is under the Maryland Avenue overbuild where we are reinforcing the existing crash walls there, making them higher and stronger.

      So we've started that work and we will start concrete pours early next week.

      Additionally, DJ had talked about how we would start a work zone in Maiden Lane that's right off of Main Avenue near where the Salamander Hotel is and that whole portals complex.

      The plan is that that will be implemented starting July 11th.

      So looking forward to getting an NTP for this phase two of this contract, but we'll talk more about that once we get into closed session.

      Longbridge Rail Partners has developed a marine approach.

      That is, they will be in the water for the majority of the construction of the rail bridge and the bike pedestrian bridge across the river.

      But they're going to start with land access across GWNP.

      You can see in the bottom right, they've established two spans across the parkway, and that's really to feed smaller materials.

      They'll start in the river from each approach

      and work their way across the river.

      There'll be two pile driving cranes along with barge units that will help support the building, the piers.

      From there, the spans, the structural steel that you see there and brown

      Those will actually float upriver from a marine access point that is actually adjacent at the base of the Harry Nice Bridge, Route 301 over the Potomac.

      So those spans will be assembled down there at that location, and then they will float up river.

      This is a little different method than had been envisioned during PE.

      They had envisioned that they would build a trestle across the river in order to build both bridges.

      But instead, this marine approach actually saves time, but also is more environmentally friendly.

      There are several hundred piles that would support that trestle that are no longer

      So in this way, a lot less impact to the actual river and the river bottom, but also it has its schedule benefits as well.

      From here, they've got the bridge across the Potomac for the rail bridge, and then they will use that as a construction trestle for the pedestrian bridge, which we can roll to the next slide, please.

      The bypass project, the Franconia-Springfield bypass project, I really reached a number of critical milestones in the last month since the last board meeting and I'm pleased to report.

      First, we've executed our construction management contract and provided NTP to HNTB on June 3rd.

      This is a procurement we started back in October, so we're really excited to have them on board to support the project in the construction phase.

      We also received approval of our NEPA reevaluation from FHWA and then we got adoption from the FRA a few weeks later.

      This is huge for us because it really clears us at the federal level to start construction and to start right-of-way acquisition.

      Most critically, we completed negotiation on the Phase II Amendment and the guaranteed maximum price with the Flatiron Herzog Joint Venture, which culminated in the execution of the Phase II Amendment on June 13th.

      The GMP that we reached is reflected in the proposed amended budget that you see here, $532 million.

      And then finally, following the execution of the Phase II amendment, we issued a limited notice to the proceeds in the joint venture on the 16th to start construction on the Shoe Fly package.

      So the siding is located between those two points.

      We've done a little bit of realignment here.

      So the middle orange Siding B project has now been deferred out to Phase 3.

      That was due to some constructability and permitting issues as well as its proximity to Siding F, as you can see they're very close.

      So that kind of led to a little bit of less efficient use of that siding.

      So in negotiations with CSX over the last six to eight months, we've been talking about where the best use of these funds would be.

      So with that Siding F, the crossroads, the purple one, will accelerate into Phase 1.

      So that's an extension of a third track right near the Spotsylvania station there.

      Additionally, during discussions with CSX, there was a proposal to add some crossovers to improve fluidity as trains moved north and south.

      Now we can slot trains into that longer third track.

      So then moving towards the south, the green siding originally was the Hanover siding,

      That included a VDOT bridge over the CSX tracks, the US-1 Washington Highway.

      That was costing about $75 million on the low end, and it could have gone anywhere up above $100 million depending on where we landed with VDOT around the dime speeds.

      So in negotiations and discussions, we said, maybe we can find a new location.

      We moved a little bit north here.

      We're just south of the Doswell Diamond in the Buckingham Branch intersection.

      And we'll be locating a two-mile siding in that location.

      So as trains move to and from Ashland, we have some fluidity to move them across different tracks.

      The Citing F budget went from $112 million up to $142 million due to costs of dollars today and as we move closer to construction and design.

      There is a rather complicated formula that is in the PREO-209 methodology where states that have passengers that border a light in Virginia but can continue on to Amtrak's Northeast Corridor, there is a revenue sharing formula.

      Two years ago, there was talk that this formula was going to be amended, and what VPRA had as an assumption was that this margin of 25% that we have historically earned from this revenue would start to erode over time.

      As conversations have progressed with Amtrak, it is clear that as their new proposals come out, their goal is to retain that margin for all of the affected states.

      We have further confirmed that with our strong relationships with Amtrak.

      So how that results is that we're actually reducing the amount of expense related to this interplay of our Northeast Corridor passenger charge.
