SPEAKER_05
00:00:02
Hi, my name is Tom Egeland.
00:00:04
I'm the chairman of RTAC, the Rural Transportation Advisory Committee for Thomas Jefferson Planning District Commission, and I call the meeting to order.
00:00:15
Do you want to do a whole call or anything like that?
Sara Pennington
Member, Rural Transportation Advisory Committee
00:00:19
We can, sure, yeah.
00:00:22
All right, well, Tom Egeland, Louisa, Jim Frydl, Greene County.
SPEAKER_04
00:00:29
Here.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:00:32
It does not look like, Douglas is not the representative for Fluvanna anymore.
00:00:37
That's what I thought, yeah.
00:00:39
Dylan Bishop, Nelson County, Charles Proctor, VDOT, David Cook, VDOT.
SPEAKER_06
00:00:49
That's right.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:00:52
So then we have Alberic,
00:01:01
How do you say your last name?
00:01:02
I'm sorry.
00:01:03
Karina Plun.
00:01:03
Karina Plun from Albemarle County.
00:01:07
And Sandy Shackelford from VDOT.
SPEAKER_05
00:01:13
We have one member of the public today, which is a rarity.
00:01:17
Do you have anything you would like to bring to our attention?
00:01:24
Well, since you asked, I saw this morning the localities
00:01:30
We may have the ability to lower speed limits on the state of the state of the Congress, in general.
00:01:43
And one of the things I've been working on is
00:01:59
Well, yeah, it's interesting that I know a voice for violence and a request for reduction is needed from the data office and we would have to pay for that.
00:02:27
and then the VDOT gives recommendations, but your team should receive the VDOT.
00:02:34
So I'd be interested perhaps in the next meeting to learn more about that.
00:02:38
Is it, you know, is there still the process of requesting a reduction of state in the VDOT office or is there now a different process where we can go, we want this segment from here to here to be the state and we're going to have to really resolution it to happen.
00:02:56
But I think we,
SPEAKER_06
00:02:57
I think that maybe what we should do is let us bring more information back about this because there's a new office to this, but I'm not going to be able to share that accurately.
SPEAKER_04
00:03:11
I can share 16 years of experience and typically more supervisor can make the request.
00:03:21
and VDOT will do a sweet study.
00:03:25
There are a certain number, it depends on how much this is abused, but a certain number of these are provided for already in the funding.
00:03:36
It's not something the county has to add extra money.
00:03:40
We cover the cost more unless they're asking for one every week.
00:03:45
And I've been through over a dozen.
00:03:50
Typically, the result is, there is the safety, the speed that people travel on the road, and there's a speed that people would like to reduce to.
00:04:06
And people traditionally by habit drive what they think is appropriate for the road, and then there's probably half the population that likes to follow rules.
00:04:16
So then if the speed limit is 55, for example, and everybody's driving a 65, and you drop it at 45, now you've just made all of the accidents more severe and more dangerous.
00:04:29
You have a large difference between people following the law and the people doing what they like.
00:04:35
And typically the roads aren't going to speed up.
00:04:42
and the majority of the studies that have been done have come up with that type of scenario.
00:04:50
Sell them have ended up with reduced speeds.
00:04:54
The key for VDOT is for the community, but it's never a fun thing to have to explain to the Ruthie citizens that want to speed well around that, but actually decrease safety, but that can take a lot.
SPEAKER_05
00:05:11
Well, I look forward to learning more about fine details.
00:05:15
Thank you for bringing time to work with us.
00:05:19
And I believe that's the first time anybody from the general public has spoken in class.
SPEAKER_07
00:05:26
Do you want to know about speed limit reductions,
Sara Pennington
Member, Rural Transportation Advisory Committee
00:05:40
Sandy, would this be something that you might want to or think it would be good to present at another meeting to this group on all of this or just something that you maybe just want to share through email?
SPEAKER_06
00:06:07
We can probably, I think we can probably put together a presentation.
00:06:15
Okay.
00:06:16
More financial money through some of the...
SPEAKER_04
00:06:20
I think there's some different scenarios, and I'm a little tired.
00:06:25
That the revolutionary development of fluidity, the on hold patterns, you know, they're all kind of wrapped at work.
00:06:38
This one you just asked and you received.
00:06:40
You may not be able to find a truck restriction.
SPEAKER_05
00:06:43
You have to go through the whole process of getting the work done here in the organization.
SPEAKER_06
00:06:48
OK. We can just watch it on the dinner competition.
00:06:54
I like that shit.
00:06:54
Come on, Scott.
SPEAKER_04
00:06:56
I didn't do Frank and whatever I want.
00:06:59
Our friends and partners are here.
SPEAKER_06
00:07:04
Chuck reverse.
SPEAKER_05
00:07:05
But they raised him.
00:07:07
All right, so, yes, we have, can we give introductions to some of you?
00:07:17
Yeah.
00:07:18
But this side of the table.
SPEAKER_02
00:07:22
I'm Todd Fortune.
00:07:23
I'm the new director of planning at Fluvanna County.
00:07:25
This is my fourth week on the job.
00:07:28
Some of you who work at the PDC might know me when I used to work at the Commonwealth Regional Council.
00:07:32
That was my previous employer.
00:07:34
Well, welcome.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:07:37
And I'll go ahead and make the next introduction.
00:07:39
This is Sarah Simba, who is one of our new staff members here at the TJPDC.
00:07:45
She will be working on some transportation projects.
00:07:49
And so we wanted her to sit in and have a chance to meet everybody here at this meeting.
00:07:55
Thank you.
SPEAKER_04
00:07:56
Everybody at TJPDE associated with transportation have that first thing to start with.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:08:01
You know, that is an excellent question.
00:08:03
It might be the current, but you know, I think we're casting a wide net and maybe going to open up our opportunity here, like in a little more.
00:08:12
Yeah, we joked that this was the Sarah corner now.
SPEAKER_06
00:08:15
Yes, Charlottesville Albemarle.
00:08:23
Yes.
SPEAKER_05
00:08:25
Well, I want to move on to the approval of the minutes.
00:08:28
I see the, I did not get the November 28th and January 16th minutes in the pattern, but I missed this.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:08:36
I thought they were in there.
00:08:37
They're rather short.
00:08:41
And technically, since we did not, I guess, have a full quorum in January and March, those are more like meeting notes than minutes.
00:08:50
But we definitely, if possible,
00:08:53
would like to at least approve the November.
00:08:55
And it certainly would not hurt, even if they're not 100% official, since we didn't have quorum for January and March, just to make sure that there weren't any noticeable mistakes or incorrect information.
SPEAKER_05
00:09:10
It appears that the RICO printer repair individual was in my office this morning.
00:09:17
But I motion to defer the November and January notes
00:09:22
I have some comments from the last one.
00:09:29
Okay.
00:09:30
So can we have a motion to do the January and November negative second?
00:09:37
And all those in favor say aye.
00:09:40
Aye.
00:09:40
Excellent.
00:09:41
I motion to approve the March minutes with a slight tweak.
00:09:46
It would appear that under VDOT with David Cook, there's a couple of questions or perhaps notations that someone's going to listen to the minutes again or perhaps ask David a couple of questions.
00:10:01
So I motion that that paragraph with David Cook be sorted out after we approve the minutes.
00:10:08
That's OK. Second.
00:10:12
All those in favor say aye.
00:10:14
Aye.
00:10:14
All those opposed.
SPEAKER_04
00:10:17
Excellent.
SPEAKER_05
00:10:19
One abstention.
00:10:22
Okay.
00:10:23
SMART SCALE applications.
00:10:25
Unless there's something else that we want to talk about before we go on the SMART SCALE.
00:10:31
Who's the first presentation?
Sara Pennington
Member, Rural Transportation Advisory Committee
00:10:33
You know, I think maybe Mr.
00:10:36
Chair, if you aren't opposed to going first.
00:10:38
Okay.
00:10:38
Let me just put in your info here.
SPEAKER_07
00:10:49
All right.
SPEAKER_05
00:11:11
Welcome everybody again.
00:11:12
I'm Tom Egeland.
00:11:13
I'm a senior planner for Louisa County.
00:11:15
And the first slide we have here that you're all very familiar with is PSI locations for our particular county.
00:11:23
We have intersections and segment points.
00:11:27
And obviously the lower your PSI score, the more of a safety issue you have.
00:11:34
So interestingly enough, our lowest PSI score is the intersection of Spring Creek and Route 15.
00:11:41
If you remember a few years ago, that was supposed to be a bow tie interchange, which would have been the first bow tie interchange in the state of Virginia.
00:11:48
There's not a lot of support for that.
00:11:51
So although that intersection probably has the best possibility for scoring in SMART SCALE, we are not submitting a recommendation for that.
00:12:01
So next slide, please.
00:12:03
So we have been rather successful in the past with SMART SCALE.
00:12:09
We have a re-alignment which was completed a couple years ago, a roundabout which has been done, and in the last intersection, 522 and 208, that roundabout is currently under construction now.
00:12:22
So we have received three projects through SMART SCALE over the years.
00:12:27
Next slide, please.
00:12:29
And one of our three will be the intersection of, well that is going to be the intersection of 250 and Route 15.
00:12:42
at the Fluvanna and Louisa County border.
00:12:47
So this is a roundabout that would benefit both localities.
00:12:50
It is in the County of Louisa, so we will be submitting that as a locality.
00:12:58
It includes some pedestrian improvements and essentially getting rid of a four-way traffic light in a relatively busy area besides Proctor.
00:13:09
This intersection was submitted previously to other rounds of SMART SCALE.
00:13:13
Next slide, please.
00:13:16
Carrying on the theme of roundabouts, this particular intersection is at Boswell's Tavern.
00:13:23
This used to be a growth area, but it was removed as a growth area in February of 2021 when we did an update to the future landings map and the land development regulations for Louisa County.
00:13:36
Actually, I believe a lot of the projects in the complex plan are taken in 2019 in fall.
00:13:42
That's probably more likely.
00:13:45
This is a away traffic light currently.
00:13:50
It has 55 miles per hour for all directions.
00:13:53
And so you're in very rural areas coming to a traffic light.
00:13:59
You have a lot of truck traffic on here, horse trailer traffic, transit.
00:14:03
between basically Orangeville, Orange, Greene, further up north, down towards 64 is on a crossroad.
00:14:14
This hadn't been really on the PSI ranking for a couple of rounds because the curriculum has been in round one, but it's popped back up as number four games, so we'll be submitting this as a roundabout in this round of SMART SCALE.
00:14:29
And then the last slide, please.
00:14:32
This is an intersection that has been submitted in round three, round four, and round five, and will be submitted again in round six.
00:14:40
I actually use this intersection a lot, other than this area.
00:14:44
So this roundabout is near the Burnflip interchange of 64.
00:14:48
We have a small industrial business park in this area.
00:14:52
And this is another gateway into Fluvanna, between the 250 and 208, Courthouse Road.
00:15:02
and right now it is blinking perfectly and so
00:15:07
It's a high-speed area.
00:15:09
Again, it's 55, I think, from at least three films coming into it.
00:15:15
And this is an area that I can test with what events are greatly from roundabout.
00:15:22
In previous iterations of the concept plan, there was going to be a VDOT parking ride, but that has been removed in this round.
00:15:31
So these are our preliminary concept plans.
00:15:34
VDOT is working on a final concept plan that we'll be submitting
00:15:37
I'm happy to answer any questions about all of my roundabouts.
SPEAKER_02
00:15:47
So the roundabout at Silent Crossroads, that's one you're planning to submit?
00:15:53
Correct.
00:15:54
Has Fluvanna County been made aware of this?
SPEAKER_05
00:15:57
I'm certain, but I'm informing you today that we are, we'll be submitting, we've done the pre-app, pre-application round, obviously.
SPEAKER_02
00:16:06
Any chance I can get my hands on that pre-app?
SPEAKER_05
00:16:08
Do you create the, yeah, I think we can download, should be able to download the PDF.
SPEAKER_06
00:16:14
Yeah, I don't know that you could get into the pre-app, but you can download the PDF.
SPEAKER_05
00:16:19
I can download the PDF and all of a sudden.
SPEAKER_06
00:16:21
Thank you.
00:16:21
It might be up to you.
00:16:22
I will say that one of the things
00:16:24
The 2015 round has actually scored pretty well in the first round and the previous round is just not quite good enough to be funded, but it's scoring well.
00:16:36
So one of the things that I just mentioned with Tom is one way that you can potentially look at some top savings is that there are some bifurcals industry in our group that are in the current draft and in the design concepts that could be removed because there are only attractions in that area.
00:16:54
So I think the final concept that VDOT is working forward for as part of the application would be to go ahead and acquire the right-of-way and grade the roundabout so that there's an opportunity to install those pedestrian improvements and they're also in the future but that the actual improvements would not be included as part of the project itself and that's partially to reduce the cost and often because there's no like affections in that area
00:17:24
The other thing that I'll mention is that since SMART SCALE has undergone that pretty significant overhaul, the impact of land use and the sporting function has decreased significantly.
00:17:39
And then also economic development, the way that economic development sports are being
00:17:47
So I don't know how much this matters.
00:18:02
Excuse me.
SPEAKER_02
00:18:08
I'm not sure how much this matters.
00:18:15
But there are plans to build a Wawa?
SPEAKER_05
00:18:18
Yes.
SPEAKER_02
00:18:18
You know, you're aware of that.
SPEAKER_05
00:18:20
We are aware of that on the Fluvanna portion of the property.
00:18:25
And what's interesting is we don't have UDA in Fluvanna.
00:18:28
We do not have UDA.
00:18:30
So that also accounts for the scoring.
00:18:32
And in previous rounds, we have a, Fluvanna may not be aware of a large planning or development where the soccer fields are.
00:18:40
right near the interchange.
00:18:42
It's going to be a mix of commercial.
00:18:44
I have an apartment complex plan, site plan and review right now.
00:18:48
It's going to be townhomes, apartments, hotel, medical.
00:18:52
We were able to put that in for economic development in previous stages between 2019 and the last round, but because of the way that economic development has changed, we're going to have to be on the... No, that's... What is that?
SPEAKER_06
00:19:06
Virginia Scan.
SPEAKER_05
00:19:07
Virginia Scan website.
00:19:09
A project like that is not going to be offered.
00:19:14
What Sandy is saying is that the scoring has moved quite a bit.
00:19:17
It's not that economics is all going to fall over this round.
00:19:21
It's definitely going to change.
00:19:23
But we've been applying, we're going to keep applying for it because we could all agree that roundabout will be a really good improvement to this intersect.
00:19:33
I'm going to stand up and show you
00:19:38
So it runs diagonally, kind of, see, kind of like for here.
00:19:45
Kind of like that.
00:19:47
So these two parcels are in the county.
00:19:56
Kind of right in through here.
SPEAKER_07
00:20:07
who really made the comfort small in my staff talk.
SPEAKER_04
00:20:12
So it looks like people have...
00:20:13
This section will be in the copy.
00:20:15
Right.
SPEAKER_05
00:20:16
So it looks like people have four lanes in each direction coming up to the ramp.
00:20:20
If I read that correctly, they're here as well.
00:20:24
Okay.
Christine Jacobs
Executive Director
00:20:25
Here are a few.
SPEAKER_05
00:20:27
A few at the top.
00:20:28
So this segment right here and that is probably the law lawyers should be aware I think that because we had a meeting a year ago yeah I'm not sure I actually had a meeting a brief conversation with our community development director a few days ago
SPEAKER_02
00:20:52
We're actually meeting.
00:20:54
She's going to bring me up to speed on all of her projects, and I'm sure a wobble is going to come up.
SPEAKER_05
00:21:01
But yeah, I'd be happy to get you a copy of our application.
SPEAKER_04
00:21:09
Well, you have to have a wobble-wobble within a fishing ladder and sheets.
SPEAKER_05
00:21:13
That's all I have for Louisa.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:21:22
All right, who would like to go next?
00:21:27
Okay, we'll pull yours up in just a second, Dylan.
SPEAKER_02
00:21:31
And remind me, SMART SCALES will be going in the fall.
00:21:33
We're pre-abs due soon, but the full labs are going in the fall.
SPEAKER_05
00:21:36
That's pre-abs due March 31st, and then you have to have all of your documentation submitted for complete applications for lab 15.
SPEAKER_02
00:21:45
Okay, I'm confusing that with the transportation alternatives, yeah.
SPEAKER_07
00:21:52
Taylor's the leader.
00:21:59
And typically as we pass, the planning district commission has submitted on our behalf on the technical.
00:22:07
Next slide.
00:22:11
So a couple of big projects we've had going on the last couple of years.
00:22:15
VDOT completed their route 51 for Lord Franklin study in 2023.
00:22:20
Their last one was done in 2013 and we adopted our comprehensive plan.
00:22:26
Our 2042 comprehensive plan was adopted in April of this year.
00:22:29
We had a robust public engagement summary that helps guide some of these decisions and recommended priority transportation projects.
00:22:39
So I was told our
00:22:41
Overarching a goal for our transportation chapter, Nelson kind of maintains a transportation system that provides a safe and efficient multi-modal network, changed by residents and visitors to places in Midland, work, recreate, and access services throughout the county and region.
00:22:55
Next slide.
00:22:59
These are a couple of the maps that were generated for our comprehensive plan.
00:23:03
We've got, of course, Crashbond, the Fable Crashes, B-Trans midterm needs.
00:23:09
Next slide.
00:23:13
So this map shows our recommended primary transportation projects.
00:23:18
The two is Blue Star, 17 and 18.
00:23:22
Those are going to, those are our current applications for this round of SMART SCALE that were submitted for pre-application.
00:23:30
One that was funded in the last round was, I believe it's number one.
00:23:37
Yep, number one there at the roundabout at Route 6 or Route 151.
00:23:42
So that one was funded, I believe that's scheduled for start of construction 26 or 27, I believe.
00:23:50
Next slide.
00:23:54
So both of our applications are on Route 151 corridor that was identified through our public engagement and the studies as a high concern area for safety improvements.
00:24:08
So one project is Rockfish School Lane and Route 151 Turn Lane.
00:24:12
which will install dedicated right turn lanes in the southbound and the eastbound legs of Rockfish School Lane and Rockfish Valley High Lane.
00:24:22
That was identified in our 51 corridor study.
00:24:25
This had the highest average ranking out from one to five on the public survey for safety needs and cost estimates about 1.3 million.
00:24:36
Next slide, I've got the drawing here.
00:24:41
So this is one of our
00:24:43
problem areas where traffic tends to back up.
00:24:46
When you got in the southbound turning lane and then a Rockford school lane turning out, things get jammed up pretty bad there.
00:24:54
We have one of our two elementary schools that's back there.
00:24:57
The other schools are in the south end of the county, so this was a priority project that we're submitting for, we submitted for re-application.
Christine Jacobs
Executive Director
00:25:09
Next slide.
SPEAKER_07
00:25:11
The other project we submitted, Route 151 at Tamberg Drive roundabout.
00:25:17
This would expand the gas station curb to restrict driveway opening nears to proposed roundabout on 151.
00:25:25
We'd relocate the existing parking lot entrance south of the intersection, regrade Tamberg Road embankment to improve visibility, geometric improvements that would form the curb radius modifications, and realign Route 151.
00:25:41
Roundabout will slow traffic flow, increase motor awareness and visibility, improve intersection safety, which is a BGS need.
00:25:49
Also identified in the route 51 corridor study, our cost estimate for that is about 9.3 million.
00:25:57
Next slide.
00:25:58
In our previous rounds of SMART SCALE, we submitted the same intersection for turnways and site distance improvements.
00:26:09
The Route 151 study that was completed, it did indicate a slightly higher average ranking for the turn lanes rather than the roundabout option.
00:26:18
But that was thought to be a skewed result because less survey respondents answered the roundabout questions and also answered the turn lanes questions.
00:26:28
So less people answered the roundabout questions.
00:26:31
An issue with the turn lanes is that it would increase time across Route 151 due to the wide vertical.
00:26:39
and the roundabout will solve more safety issues in terms of traffic and slow down.
00:26:44
Next slide.
00:26:48
So that's the sketch there of the roundabout where the gas station intersects there.
00:26:55
It's one of our gateway areas.
00:26:58
I'd say when you're exiting Nelson County, when you come up that way, the sight distance, as we said, isn't great there.
00:27:05
That's one of our popular gas stations.
00:27:09
I just want to thank the PDCA, especially Isabella.
SPEAKER_05
00:27:15
Who else would like to present their SMART SCALE project?
Sara Pennington
Member, Rural Transportation Advisory Committee
00:27:23
I was going to say I have a couple of images from Jim here.
SPEAKER_05
00:27:28
Show and tell.
SPEAKER_04
00:27:41
So this is our submission for Greene County.
00:27:45
This was submitted almost successfully in rounds three, four, and five.
00:27:53
We submitted it in round six.
00:27:55
This has been the highest, I don't know, safety, I think it's in the 140 range this time.
00:28:09
The rating, PSI rating.
00:28:12
So we're going to submit it again.
00:28:13
We don't have too many projects that meet the criteria for SMART SCALE.
00:28:18
The intersection with the highest amount of crashes in Green County is the intersection just to the right of center there where you see the purple crossover.
00:28:35
That's the highest it has been for a year with the highest crash incidents in the country.
00:28:50
I think it's in the 140s.
00:28:53
I don't know about that, man.
00:28:55
It's kind of bounced around, plus or minus.
00:29:00
The other one, if we don't find it, but done.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:29:05
I was like, I have it here somewhere.
SPEAKER_04
00:29:07
The other one is in front of a commercial area with the senior residential district behind it.
00:29:15
And we have two fatalities there.
00:29:17
There are two high crash, higher crash incidents intersections for Greene County.
00:29:24
It would close two full crossovers and have U-turn movements on the far end, east and west end.
00:29:33
So it would hopefully lessen the, well it definitely mathematically lessens the conflicting traffic movements and the movements that remain are usually sideswipe incidents that are broadside and head-on collision.
00:29:48
So that one we've submitted now, this would be the second year for some of them, we did it round five and round six.
00:29:56
It's a relatively expensive problem
00:30:01
back in the club with the crossovers and utilizing the existing turn lanes and doing a little bit of bump out and still pushing them in a maybe eight million dollar range or something.
00:30:13
So I'm super excited to hear from Sandy that we're going to have, because I've never heard that from VDOT before in anything else, that we'll have them tweak the scores to really help out our rural counties.
00:30:26
And we have such a bigger chance of
SPEAKER_02
00:30:29
That was a common complaint from the plane district 14 because that's totally rural and we were always at a disadvantage.
SPEAKER_04
00:30:36
Well, I mean, let's face it, we're going to be at a disadvantage.
00:30:39
There's more accidents, more traffic in the urban areas.
00:30:44
In Virginia, no offense to VDOT, it's more political than anything else.
00:30:48
We haven't funded roads in decades.
00:30:53
So there's more people, more traffic.
00:30:56
and we all have the same neglect on the roads as far as some of the safety things because there's not been funding.
00:31:04
We're going to be at the bottom of the list.
00:31:05
That's just the way it is.
SPEAKER_06
00:31:08
And just to put this to bed, the PFI intersection for the US-29 corridor was number 47.
00:31:18
Okay.
00:31:19
So it was pretty much actually the US-29.
00:31:22
and then for the 33-4 improvement, number 84.
SPEAKER_04
00:31:28
What's your speed?
00:31:30
It's 45 through there, so there's speed.
00:31:34
There's a lot of crossing movements.
00:31:38
There's probably, probably just in that mile stretch, there's at least six over also.
00:31:45
Wow.
SPEAKER_05
00:31:48
Well, thank you for sharing.
00:31:49
You're welcome.
SPEAKER_07
00:31:50
May I ask a clarifying question?
00:31:54
You're asking for an R5 at the intersection of 29 and...
SPEAKER_04
00:31:58
So it would be J-turns at 29 and Carpenters Mill.
00:32:07
Where's that in relation to Route 33?
00:32:10
South of Route 33, just south of us, okay.
00:32:12
So, and then there would be e-turn limits at the northern end, out on Commerce Drive and up north, doesn't have the existing place that would be a new e-turn limit.
SPEAKER_05
00:32:29
Thank you.
SPEAKER_03
00:32:29
Who else would like to do a show on tell today?
00:32:36
I can tell.
00:32:36
I did not care.
00:32:37
I'm sure I got some answers today, but I can
00:32:43
So we have three for the county and three for the MPO.
00:32:55
Sorry for taking the slots.
00:32:58
But the one for the MPO is a hand-ops improvement package, which is just east of the city.
00:33:06
So that'll be improving two intersections.
00:33:11
One would be
00:33:12
Thank you.
00:33:13
I should start from here.
00:33:16
Okay.
00:33:18
Okay.
00:33:19
So this is one of our county ones.
00:33:21
This would be a runabout intersection improvements at the NSX Old Trail, mostly 50, up by Crozet.
00:33:27
So, up here is the Old Trail development and kind of downtown Crozet.
00:33:37
That way the interchange is, or the interstate is this way.
00:33:42
A roundabout improvement, a hyper-roundabout with two lanes going in there and then also having better pedestrian crossings on the north leg and the east leg for students walking on the old trail to the high school.
00:33:55
Additionally, we're going to have four feet off the first people for us, hopefully a series path that will extend on the north part that'll connect to this over there is how many middle school, I believe it's
00:34:11
I imagine for students to walk that way through there and also people in general to have that.
00:34:16
This is the reason we submitted it last year.
00:34:19
It was not funded, but we got close from what I understand.
00:34:22
And we're hoping that this year we are going to get funded for that.
00:34:29
Oh, this is going to be wrong.
00:34:34
This one is really interesting.
00:34:35
So this one comes from a private order plan that was about two years ago.
00:34:41
I wrote from 29 going down to the cities.
00:34:44
And one of the improvements I recommended in that plan was, or it was called a peanut roundabout or sort of a dumbbell and a whole bunch of other things.
00:34:54
No, it's one intersection.
00:34:56
It was a Kidini that one.
00:34:58
Kidini, yeah, it's many legumes.
00:35:05
But essentially how it works is they're in the intersection of
00:35:10
Olbrook and Northfield are about 500 feet apart, which are two similar intersections, which is not standard.
00:35:15
It's not safe.
00:35:17
It causes a lot of congestion and crashes.
00:35:19
So the idea here is to combine it into one mega peanut bean dumbo roundabout and make it a hybrid.
00:35:28
And it can also improve a lot of pedestrian crossroads.
00:35:31
You would have a cross with each of the legs.
00:35:34
It would slow some of the traffic down going through here.
00:35:45
There's still a lot of changes with design going on.
00:35:48
So I'm sure this will change for the next few months, but this is the idea of it.
00:35:52
And I don't think we have another peanut roundabout in Virginia, I think, to be kind of the first one.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:35:58
That feels wrong.
00:35:59
I mean, Virginia peanut.
SPEAKER_03
00:36:01
I agree.
00:36:03
I agree.
00:36:03
But yeah, it's really exciting.
00:36:05
So we're kind of working with VDOT into how to make it work best for the area it's in.
SPEAKER_02
00:36:13
Could you hold on for each other?
00:36:15
Just for context, Fashions Square Mall is what direction?
SPEAKER_03
00:36:18
Fashions Square Mall is this way.
00:36:19
So if you're driving, Fashions Square Mall will be here at 29, the City of Charlottesville is going that way.
00:36:25
Thank you for asking that.
00:36:30
We have here, so this is one of the MPO, this is part of the EMBARASS 250 Padma Study, and this is one of the improvements that are recommended by the study.
00:36:40
This is kind of a, are you guys doing both entertaining?
SPEAKER_06
00:36:43
No, this is the Albemarle.
SPEAKER_03
00:36:45
Okay, perfect.
00:36:46
So this is, there's a separate package or a separate project that's kind of off the screen going south towards the city, but I'll focus on the Albemarle one.
00:36:54
This is looking at the intersection from Georgetown Road and barracks coming this way toward the rural area, that way toward Charlottesville, the way to turn this intersection into a roundabout and then
00:37:08
There would be over here with the interchange of 215 and 29, there'd be another bow tie or double roundabout interchange intersection here.
00:37:15
So the idea of it is that you would, or we are going to close the median breaks along the barracks here.
00:37:22
So people would have to, we're leaving out of here, this to make that movement.
00:37:28
So the idea there is to reduce the cost of points and to make sure that everyone, there's better operations.
00:37:35
And then we're going to also
00:37:42
We're trying to stop right over there now.
00:37:44
Additionally, we're going to have a shared use path on the south side, going from the Georgetown roundabout, going along the road, then I'll go under the bridge, into the city, connecting with their future and their shared use path as well.
00:37:58
So it's part of a larger thing, but this is just the Albemarle package that we're talking about.
00:38:05
And I'm here, this is one of the Albemarle County ones.
00:38:10
This is Plank Road and 29 South, Charles Bill, Dr. Hoad, and Brian Peter.
00:38:19
Yes, and then Plank Road and Batesville is that direction for reference as well.
00:38:24
Here, we should be looking to install some hard cuts.
00:38:26
We have one here, one at Plank and 29 and one over here.
00:38:31
We have a lot of crashes here.
00:38:32
This is a PSI number exactly right there, yeah.
00:38:37
It's a fairly high crash number and the crashes you get there are weird because you have high speeds and a platform movement that people want to go to Dr. Post.
00:38:45
So this would look to reduce the serious crashes and make that intersection perform better.
00:38:50
We have a lot of people who are worried about making those movements.
SPEAKER_07
00:38:56
What's the public perception like on that one?
SPEAKER_03
00:39:00
For the art cuts?
00:39:01
I haven't heard too much
00:39:08
We need to have a lot more safety gear, so I've not heard a lot of negative comments, but... We had submitted... Did you see that last year?
SPEAKER_06
00:39:21
We did that one.
SPEAKER_07
00:39:22
It was at Front Street, then about 29th when I got there, and the public perception on that was pretty negative, so we just put that one in the back.
SPEAKER_03
00:39:34
Well, there was one intersection, you know, in the county that was
00:39:38
I think this is a different concept because there's one development in the corner of the rest of it.
SPEAKER_06
00:39:55
It's not a single line of intersection right now.
00:40:00
There's not
00:40:04
A lot generating on the side roads.
SPEAKER_03
00:40:06
Yeah, this is a really paved road, rustic road actually, so it's very, very low volume anyway.
00:40:14
And then Clank Road is fairly high volume, but we might be getting a truck restriction on this part of Clank Road anyway, so you might have less trucks making movements out of here as well.
00:40:25
And then, yeah, the road here or the arc over here is pretty well over there, so it's mostly focusing on this intersection as
SPEAKER_06
00:40:38
I think that's it for the MTOs.
SPEAKER_03
00:40:43
We don't have the MTOs yet, but the MTOs are, just want to know, the 5th Street, the 64th, and the other MTOs, and then for the MTOs.
00:40:53
Thank you for providing.
SPEAKER_04
00:40:54
Thank you.
00:40:57
I think we're going to need to see some ID's since the security alarm popped up as soon as you started this movie.
SPEAKER_02
00:41:14
I check with my staff where I'm not aware of any SMART SCALE from Fluvanna County this time around.
SPEAKER_05
00:41:21
Well, this is a friendly reminder that my birthday is July 16th, which is the next meeting.
00:41:27
So why am I telling everybody?
00:41:31
Because July didn't want anybody to update their SMART SCALE.
00:41:34
So just remember now, you won't forget.
00:41:37
It's a wonderful day, which means you have to get your resolutions and support from your elected officials who did not do so already.
00:41:49
and I also look forward to spending part of that.
00:41:52
You'll be hanging out there on my birthday.
00:41:55
That's what's going on here.
00:41:59
Thanks for the gift of our presence.
Christine Jacobs
Executive Director
00:42:03
Adding to that Tom, the TJPDC Commission will have a resolution before them in their first Thursday of the Month meeting with all of the projects within the Planning District that we will then immediately forward to you all for your final applications.
SPEAKER_05
00:42:16
Excellent.
00:42:17
Thank you.
00:42:18
I will leave it at that.
00:42:23
Okay, since we don't have any other things to talk about with SMART SCALE, and now you won't forget July 15th alternatives, are there any other items we want to discuss before we go to vendor proposal?
00:42:40
What about topics for next?
Sara Pennington
Member, Rural Transportation Advisory Committee
00:42:42
Yes, always topics.
SPEAKER_05
00:42:43
You've got a town table.
00:42:46
Yeah, thank you.
00:42:48
Would you like to take this off while I'm here?
SPEAKER_07
00:42:51
Sure.
00:42:52
Yeah.
00:42:53
And Nelson, our big project is over pretty much.
00:43:01
We got the content adopted and he's huge.
00:43:07
And I think everyone is excited, but also nervous to go into phase two, which is our zoning and self-position work.
00:43:17
So we're looking at taking that off in July.
00:43:20
And then the next two years from now, it's going to be gone.
00:43:23
We can all live in the same spirit.
SPEAKER_06
00:43:26
Great.
00:43:26
You're just saying the same ultimately.
00:43:28
We are.
00:43:28
Okay.
00:43:29
Cool.
00:43:30
Yep.
SPEAKER_05
00:43:31
Thank you.
00:43:33
Mr. Mayor, I may not be aware of Louisa County.
00:43:36
We unfortunately lost our graphic community development to Louisa County Kids Fund.
00:43:41
We should, I should have an update formally for you in the next meeting of
00:43:46
Kane, who's been staffing.
00:43:48
Then there's this had not slowed down in Louisa County.
00:43:52
We're looking at adjusting the solar cap.
00:43:56
We're looking at adjusting our technology overlay district.
00:43:59
So those two items will be going to either planning commission or board of supervisors in the next month.
00:44:06
And, you know, your standard is having CBP here and there for different plans.
00:44:11
So I should have a lot more to do.
00:44:15
in July.
00:44:19
Congratulations, you are more than welcome to call me at any time.
00:44:32
You are welcome.
00:44:33
So Jess, if you have questions about financials, feel free to touch base with me.
00:44:39
I can give you a touch for my own directly.
00:44:40
And Wade, he's a great resource.
00:44:43
And then if you, again, have any questions about solar, I am happy to tell you all the things I wish I had done six years ago.
00:44:53
So again, to have more planning-related news, hopefully for you in the next week.
SPEAKER_06
00:45:01
As far as VDOT,
00:45:02
As far ahead everybody, there should be full application training on June 4th.
00:45:07
So if you haven't registered yet or seen that email come through.
00:45:13
Great, make sure you can do that.
00:45:17
I think all the screenings of the free application are should be completed by the end of the month.
00:45:27
Hopefully the folks streamline some of the new development of the final applications that we'll be working with everybody.
00:45:33
The other thing I just want to mention is that in the next two minutes the Commonwealth Transportation Board will be approving the shared visa program.
00:45:42
So that's going to include approvals for any new funding awards that are being recommended as far as revenue sharing and demonstration.
SPEAKER_05
00:45:53
And can I add back on that that's reminding me July 1st is when we get all of the new laws.
00:46:00
It might be a good idea if there's anything transportation related that we have an update on whatever item that is that comes out.
00:46:08
Not particularly tracking what's left.
SPEAKER_06
00:46:13
Okay.
Christine Jacobs
Executive Director
00:46:18
Transientially related to that, the law related to
00:46:23
Virtual meeting participation has changed.
00:46:25
So it's set up to 25%.
00:46:27
It can be up to 50%.
00:46:29
Part of that law does require that public bodies then review that and re-approve their policy annually.
00:46:37
So it's not just you approve it once, and then it holds every year.
00:46:39
You have to update.
00:46:41
So coming before this body and the first meeting after the start of the fiscal year will be an amended policy for you to review.
SPEAKER_05
00:46:47
Please keep your savings earned.
SPEAKER_06
00:46:49
I think all of the applications of a well-prepared circuit met all of their needs.
00:47:17
You shouldn't be meted out if you are something went wrong and let us know.
00:47:24
But I mentioned this in that I'm here meeting as well.
00:47:28
You might get, I don't know what the screening feedback is going to be when you get your applications.
00:47:33
Some of them might have some minor issues or major issues fly, but those are
00:47:40
We have like a database where we can see what the reason is for those changes and all of those are things that we are aware of that we have been discussed.
00:47:49
So it just makes us know that we need to make sure that we address it.
SPEAKER_04
00:47:55
So you start to imply that they would be kind of looking to see if they met enough key criteria that would be a valid application.
00:48:04
So they're not going to be as strict as you are.
SPEAKER_06
00:48:07
No, I mean, they will be, but everybody in this room, obviously, I mean, you guys are working closely with Carson and Fred and Nelson as well, but everybody in this room has done all that right through, so you're all good.
SPEAKER_03
00:48:23
Thank you.
00:48:24
Onward County, so we're still in our protocol plan.
00:48:28
We are kind of in the phase, we're kind of putting together
00:48:33
We recently adopted our secondary six-year plan.
00:48:37
So we have two roads that have no signatures to be paid from our county.
00:48:42
That is Henderson Lane, which is South 29 on Glendower Road, which is a connector between Route 20 and Glen Eyre where a bunch of line routes are.
00:48:51
So those signatures and the path of work will still be hopefully moving or paving sometime next year.
00:49:02
You just saw that, so those are our main copies from My Night in the Woods.
SPEAKER_04
00:49:09
Greene, mostly got a lot of applications in for new development, residential and commercial.
00:49:18
They're ongoing.
00:49:20
And we finished our comprehensive plan.
00:49:23
We're working through
00:49:24
Small updates, key things, we don't have a clear requirement for water and sewer connections while we're simultaneously looking at spending money for a 50-year water supply, so the board has asked us to review
00:49:42
connection requirements so that people can't just put in a well and septic system and have a water and sewer line in their yard.
00:49:50
And there's probably five small things that we're going through.
00:49:59
We've reviewed temporary events.
00:50:02
We've reviewed performance standards to make sure that
00:50:08
New Road, for example, and other public improvements were properly funded and supported when site plans were submitted.
00:50:15
Is there any statement?
SPEAKER_05
00:50:20
Temporary events, because we did not have a temporary event permit.
00:50:23
The closest thing we have is a tenor or vendor permit for like a fireworks stand or a food truck.
00:50:28
I would love to learn more about what your temporary event permitting process is like.
00:50:33
If you have a detailed site plan requirement, permit review, how many people
00:50:40
We can send you a support ask.
SPEAKER_04
00:50:43
We'll find a few questions that we can view it.
00:50:45
We had three public hearings.
00:50:47
We had our three work sessions and public hearing.
00:50:50
We had an election.
00:50:53
The new board, Dean and I, every piece of work without a single question.
00:51:00
I can send you what we had.
00:51:01
It has a very nice application.
00:51:04
It details makers for public safety and who's responsible for what and what kind of
00:51:10
Insurance, you have to have all steps so that it's clear to any applicator or applicant what they should do.
00:51:18
The board didn't ask any questions.
00:51:20
They weren't able to learn that the county code section, which of course we don't enforce through planning and zoning, only apply to music festivals.
00:51:29
So at this moment, we really don't have a very vague, temporary advance ordinance, but it doesn't have any detail.
00:51:38
Thank you for sharing.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:51:47
If it's something that everyone is interested in, would you be willing to to do a presentation here with it?
00:51:58
I mean if it sounds like everyone really wants it, I mean why not?
SPEAKER_04
00:52:06
Sure.
00:52:07
might require ingress, ingress, and permanence from VDOT.
00:52:13
I would love to have a topic on that, sure.
00:52:19
Nothing on the hand of a dumb person.
00:52:24
It's right around the clock.
SPEAKER_02
00:52:31
Excuse me a second.
00:52:32
It's actually up to you to speak, okay.
00:52:34
So in Fluvanna County,
00:52:37
We have fairly new staff pretty much in all of my departments.
00:52:41
So the best way to put it is we have been working on our comp plan amendment and the assistant county administrator is trying to get a quick update through and hoping to have that next couple of months.
00:52:54
Once we do that, we're going to go into a full blown update.
00:52:58
At that point, I'll get involved.
00:53:01
Actually, at my previous job at planning district 14,
00:53:04
Comp plans were a big part of what I did.
00:53:06
I was actually working on four when I came to work here.
00:53:09
So that's one thing, but solar is the big issue.
00:53:12
I think Jason may have touched on this.
00:53:15
That's taken a lot of our time.
00:53:16
We have a solar ordinance committee trying to work on policy right now.
00:53:20
We actually had a meeting with a solar developer last week about a potential project.
00:53:26
That individual decided to wait until the committee finishes its work.
00:53:30
And until we decide on what we're going to do, but that's not going to anytime soon.
00:53:34
I mentioned the Wawa and we actually have another big convenience store going up in another part of the county.
00:53:39
So that's, those are the highlights.
00:53:42
Thank you.
SPEAKER_04
00:53:43
I will share this.
00:53:44
We took the easy way out because I can pick up the newspaper and every day four or five localities are revising their solar panel rods or creating new ones and thinking about all the things that exist.
00:53:58
So when we revise ours, it's anything greater than one acre requires a special use permit.
00:54:04
And then I'm just going to rob all Tom's work and your work and everybody else's work and put in the latest and greatest conditions.
SPEAKER_05
00:54:12
You are more than welcome to take all of the conditions and code I have, if I ask that you probably scratch your head on something, then you ask me why it's in there, because there's probably a reason for it.
SPEAKER_02
00:54:25
I will share this, because this has been shared publicly, so I'm not disclosing any confidential information.
00:54:31
What our committee is considering is
00:54:33
evading solar in A1 altogether and creating a special district within a certain proximity to the transmission lines where solar could be sited.
00:54:45
Well, not really an overlay.
00:54:48
They considered an overlay too.
00:54:49
They weren't happy, really thrilled about that.
00:54:51
It'd be basically creating a special district where anytime a developer wanted to come in
00:54:57
And inside of solar, it had to be rezoned to solar.
SPEAKER_05
00:55:02
Yes.
00:55:03
Yes.
00:55:03
And then all the requirements of the district.
SPEAKER_02
00:55:06
Yeah.
00:55:07
So we're, this is still fairly early.
00:55:08
We haven't, we've not yet, first of all, the Planning Commission Board hasn't signed off on it.
00:55:13
And second of all, assuming they do, we'd have to develop on the underlying regulations.
00:55:18
Well, since
SPEAKER_05
00:55:19
That's the first I've heard of that being proposed.
00:55:22
I would love once that person got on the road to hear more about the transportation related part of what you're planning for in that district.
00:55:31
If that happens, that's an interesting idea.
00:55:34
Yes, it's 3% right now.
00:55:39
The Planning Commission voted a couple of weeks ago.
00:55:43
They voted 3-3-2.
00:55:47
Well, they did not make a recommendation.
00:55:49
They forwarded it to the board without a recommendation to lower it from three to two.
00:55:54
And so the board of supervisors will be making a decision.
00:55:57
I'll probably have an answer for that the next time I meet with Glenn on whether the caps can stay at three or up or down.
00:56:03
It's the cap for amount of like acreage, total acreage.
00:56:09
So we take the total acreage of Louisa County, so only 3%, which is around 9,000 acres of change.
SPEAKER_02
00:56:18
So, are you doing fenced acreage or just acreage covered by panels?
SPEAKER_05
00:56:22
That is a great question because some of the conditional use permits are the entire acreage.
00:56:26
So, this CEP is 1,234 acres and includes utility-skilled solar substation and inventory support.
00:56:33
And then you might have an older project where it goes, the project is located on two parcels with a combined acre of 214 acres but the CEP is for like 123.
00:56:42
So, we've been adding it up by what is the total acreage that the CEP is capable of?
00:56:48
And sometimes it's all of the land, and sometimes it's some of the land.
00:56:52
So that's a great question.
SPEAKER_02
00:56:54
Well, I can just think about it.
00:56:55
I can tell you in Charlotte County, and that's right before I left, that's the one we actually got finished.
00:57:01
Their cap is 4% and that is fenced acreage for this work.
SPEAKER_05
00:57:06
And so, you know, that in all depends, it sure depends on the interior or the exterior of the buffer, right?
00:57:13
And so there's a lot of that.
00:57:15
You have to think about when you're doing an acreage cap,
00:57:18
So what we're doing is what is a total acreage for individual use from it.
00:57:22
And that's what we're using to cover all of them.
00:57:24
First of all, scale individual length.
00:57:26
Some person do that on a panel of my house, does that count?
00:57:29
Are that acreage or is that?
00:57:30
So we define solar as three different definitions.
00:57:33
The utility scale is solar, and then he thinks the megawatt or over, and then he replies that there's been use from it.
00:57:38
Now, small, I'm gonna jump, skip the middle.
00:57:42
I mean, small, it was 15 kilowatts when we found out people wanted more.
00:57:45
So we, if it's 30 kilowatts and it's on a roof, it's a building permit.
00:57:49
If it's 30 kilowatts and it's on the ground, then we have our own specific code for buffers and setbacks and things of that nature.
00:57:57
And then- But it's not as much a use permit for that.
00:58:01
No, so the administrator reviews, I'll say that, but with the same administrator reviews,
00:58:06
30 kilowatts in the west that is ground mounted on a case by case basis that they're incited to determine the appropriate vegetation and setbacks based off of it.
00:58:15
So kind of like the district of some sorts, but not really just defined in that definition.
00:58:23
But yeah, it's a much easier permitting process with 30 kilowatts in the west.
00:58:27
If you're over 30 kilowatts, you're looking at basically a conditional piece of product.
SPEAKER_03
00:58:31
With the spread of it's ground now.
00:58:33
And that over 3% starts kind of working 3%
SPEAKER_05
00:58:36
Yes, so anything that requires a conditional use term, we'll put it into the label.
00:58:44
We don't have anything that's under 291.
00:58:47
Okay, so actually I take that back.
00:58:49
I don't think we have anything under 11.
00:58:53
Don't hold me on that.
00:58:56
Yeah, that's good, that's good.
Sara Pennington
Member, Rural Transportation Advisory Committee
00:58:58
Somehow you make SLOR sound very interesting, so we'll just keep you on that.
SPEAKER_04
00:59:05
So if you haven't figured out yet, Tom is very knowledgeable about this.
00:59:11
He actually gave several, defined as greater than few, but less than many, presentations across the state about this very topic.
00:59:22
He's very knowledgeable and has a lot of good information.
SPEAKER_05
00:59:25
You're too kind, sir, and why it comes up in this formal law is transportation is a huge component of that.
00:59:30
There's probably, it's one of the biggest issues when you have a building for the public.
00:59:35
because transportation is an impact in a whole way.
00:59:43
Thank you, sir.
00:59:45
And yes, happy to answer any solar questions at any time.
00:59:47
Very good, thank you.
00:59:50
What does the TJPDC do?
Sara Pennington
Member, Rural Transportation Advisory Committee
00:59:52
So I'll just do a couple quick ones.
00:59:54
First, put on my RideShare hat.
00:59:57
We are finishing up our CAP strategic plan.
00:59:59
That stands for Commuter Assistance Program, which they have all over the state, and that's
01:00:04
what RideShare is classified under.
01:00:06
We also assisted VDOT with the annual park and ride inventory.
01:00:13
We do that quarterly here.
01:00:15
And then with some of the specifically the VDOT owned lots, they ask for an annual inventory that's a little more extensive than what we do.
01:00:26
You know, we count lights and
01:00:30
Look at drainage, which I don't really understand and make my best guesses on all kinds of things.
01:00:35
So we had that completed in April, March and April is when that happened.
01:00:40
Just now back to RTAC staff, like Christine mentioned in the July meeting, we will be
01:00:49
Looking at the virtual meeting policy for this group.
01:00:53
And then we will also have election of officers, according to the bylaws.
01:01:00
So
01:01:00
something to keep in mind.
01:01:03
I probably shouldn't have told y'all that now no one will show up in July so that we can't elect everybody.
01:01:08
Maybe if I promised Tom some birthday treats in honor of Tom for his birthday, you guys will all be here in person for the July meeting.
01:01:24
But those are two things that I just wanted to make sure that you were aware of that we would be tackling in July.
01:01:30
and as always topics that you are interested in please you know I know we covered a couple today that I wrote down but if you think of some please feel free to shoot me an email and we will make sure that we are getting you guys the information that you are most interested in or want to hear about.
Christine Jacobs
Executive Director
01:01:50
And I have a recommended topic, actually.
01:01:53
It's a follow-up on the LUPEC meeting that Sandy helped schedule before she moved on to VDOT.
01:01:58
But Christine Fix from the Virginia Passenger Rail Authority did a really interesting presentation.
01:02:06
And the same with Taylor Holden from DRPT came and talked about the Commonwealth Corridor.
01:02:11
And it might be a little less relevant to our day-to-day transportation planning, but zooming out and looking at the plans that the state is coming up with for passenger rail was actually really interesting.
01:02:20
So if you guys have interested in that, we can ask her to redo her presentation.
SPEAKER_05
01:02:24
I would love that because I believe Buckingham Branch, the line of CSR is now up to state, and I would love to learn about what their plans are.
01:02:33
I've heard, read, but that would be great.
SPEAKER_04
01:02:38
We're excited about anything that has to do with braille.
01:02:47
I'd also like to know about any interior of bays.
Christine Jacobs
Executive Director
01:03:03
Something about boats in
01:03:07
What was that?
01:03:08
Have you read when I first started here?
01:03:10
I mean, what is this?
01:03:10
And I was like, I think this is a company based on a law on an actual builder.
01:03:14
Oh, like, like marinas.
01:03:15
Oh, yeah.
01:03:16
Wasn't there something really bold?
01:03:18
I mean, this is old.
01:03:19
It's not in your current, I don't think.
01:03:21
In your zoning, we're talking about marinas there.
01:03:23
And I was like, oh, dear.
SPEAKER_05
01:03:25
There's one building here.
Christine Jacobs
Executive Director
01:03:27
It's like waterfront or something.
01:03:28
Yeah, yeah.
01:03:30
It's like talking rail in green.
01:03:32
If you guys can ask her, depending on where that timing falls, we can reach out and see if they're willing to come.
SPEAKER_06
01:03:39
You have to be on the same day that Jim does his temporary event presentation so that he can come.
Christine Jacobs
Executive Director
01:03:44
She can skip it because it's real.
SPEAKER_05
01:03:51
But the TJPDC ran into any AI users
01:03:58
Software that can count parking spots or other things.
01:04:01
I've been kind of curious in your day to day, have you had vendors or seen a, you know, a very fine education webinar with the use of AI?
SPEAKER_06
01:04:10
I don't know about AI, but the place where that probably occurred was at Commercial Truck Stop.
01:04:18
Because they, when I worked for the American Truck Association,
01:04:22
We're doing research because one of the things they want to be able to communicate out to truck drivers is in their space for you to partner with us.
01:04:30
So that would be a good place to look at that information.
SPEAKER_05
01:04:33
If I have a lost crowd, since I was looking to locate at Gum Springs, Pasadena for several days in the meeting, there are about a hundred and ninety people.
01:04:42
If we have something trucked up related, I know that I'm doing very well with it right now, but I would like to hear anything trucked up related that I can use.
01:04:58
I'll make that even better.
01:04:59
Let me start out there.
01:05:00
I would like some information possible from VDOT on the rest of COPS 164.
01:05:08
One of those designed for capacity is their desire to expand them in the future.
01:05:14
It is, you don't have a desire throughout the state to address a national issue, which is the cubing of trucks on long roadways.
01:05:25
So let me think, let me get into something where all of us can participate.
01:05:30
Something along those lines.
01:05:31
And that would help me with my research and what I do.
01:05:36
I'd like to learn if there is somebody within the state, within VDOT, that has an effort on the future development or what we've done on rest stops, especially those that have trucking learning spaces for them,
01:06:05
I think it would be really interesting to hear from them about how that division of VDOT goes about maintenancing, spanning, and splitting into locations.
01:06:14
New locations often be very crazy.
01:06:16
But I think that would be a very interesting topic, especially for those of us that have characteristic lore, we have other 81s, yeah.
01:06:29
We have to, it was never, there were never, there are two,
01:06:35
Huge areas.
01:06:36
I don't know whether they're going to be wave-stage, wave-scaled, or they're going to be rest areas, or what they're going to be looking at.
01:06:42
I would love to ask that person who could find somebody what the plan for those two areas and, honestly, if people were able to use it would be.
01:06:51
Because the last time it was used was during the blizzard for the system we had a few years ago, and that was a staging area for removing all the debris on the system floor.
01:07:00
And they put it there and then bulged it.
01:07:05
You know, trains, trucks, let's cover it all.
SPEAKER_07
01:07:15
The World Planning Caucus, which some are all getting familiar with.
01:07:25
Registration is opening soon.
01:07:27
It will be at Mountain League Watch again and the publics are going to be on AI.
01:07:32
Royal Transportation, Rails to Trail, VDOT funding, zoning enforcement.
01:07:41
So we're working on the agenda now, but those are some of the confirmed topics.
SPEAKER_05
01:07:46
So you just got in the door for me since I'm not a member yet of the office.
01:07:51
This is a great idea.
01:07:52
Would you like to give a presentation on all the things you learned?
SPEAKER_07
01:07:56
I'm actually on the executive committee on all the topics.
01:08:01
I've been going for five years.
01:08:03
I'm glad you're glad too.
01:08:06
We already have the RFP calendar.
01:08:09
We just did our strategic plan as well that will be adopted at the conference this year.
01:08:15
This is the 40th annual conference.
01:08:18
So kind of it is the next generation.
Sara Pennington
Member, Rural Transportation Advisory Committee
01:08:21
And when is the conference?
SPEAKER_07
01:08:23
It's in October.
01:08:24
I think that's like through the 18th.
01:08:27
And you said registration is open?
SPEAKER_02
01:08:28
I'm not sure if I'll be going.
SPEAKER_05
01:08:33
I have a scheduled conflict with a war meeting that week.
Sara Pennington
Member, Rural Transportation Advisory Committee
01:08:47
We've come up with lots of great ideas.
01:08:49
Thank you everyone.
01:08:50
This is very helpful.
SPEAKER_05
01:08:53
Does anybody, Carson who's joined us online, anything you'd like to add?
01:08:59
No pressure before we wrap up.
SPEAKER_00
01:09:05
I think you guys covered everything.
01:09:07
Thank you for having me here.
SPEAKER_07
01:09:09
Thanks, Carson.
SPEAKER_02
01:09:10
Hey Carson, Senator Youngblood, my regards please.
01:09:14
Copy that.
SPEAKER_07
01:09:16
He's one of the speakers of the world news.
SPEAKER_02
01:09:20
Rick and I go back at least 15 years.
01:09:22
Awesome.
01:09:24
Yeah.
SPEAKER_05
01:09:24
Is there anything that the public would like to add?
01:09:29
We would like to thank you for participating and being the first speaker in six years.
01:09:33
And come back at the next meeting because there might be birthday creates.
01:09:44
Well, if there's anything else to add before we go to the first room.
SPEAKER_07
01:09:49
Second?
SPEAKER_05
01:09:49
All those in favor say aye.
01:09:52
Aye.
01:09:53
I see why I have nobody here.
01:09:55
Thank you.
01:09:59
Okay.
