Rural Transportation Advisory Committee Meeting   3/19/2024

Welcome, everybody.

It does not look like we have any questions from the public today.

And you, since we have a slight change in the agenda, would you like to start with SMART SCALE and knock that out?

I don't have any slides ready, but I can call them back.

That's OK.

Basically, we're working with all the localities and finalized all the application locations.

We're working on updating the sketches and the cost estimates.

Those will be done in the next probably two months and they'll be done as L&D gets them going.

For most of the applications you guys are looking at, they're resubmissions, so there's not a lot of new information you need right away.

I will be providing you updated crash summary documents for all those studies, but that will be coming after the pre-app will be coming right now.

So what you've got in the portal for your applications is most of what you're going to need.

They did do a few changes from last round.

There's a certification that you have to check saying that all the documentation will be in by July 15th.

I'm basically gonna make sure you have all that documentation by that date.

So you can go ahead and check those boxes.

For some of the projects, I know that Tom, I've been working with you directly on 22.

and 15, that was a very old project that couldn't actually clone it, so you had to actually recreate that.

So I think we've got everything we need.

I'll just go back with you.

Jim and Greene, I think you should have everything you need for the pre-app.

I'll give you updated material for the full app.

Albemarle,

I'm working with them too on theirs and we should be in good shape on those.

I'm getting preliminary cost estimates on Plank Road, Barracks Road, Ryder Road, and then the one for Pantops, you guys should have, well MPO's doing that study, or Western Alabama High School.

So Jessica, you should add all the information that you can just, what's in the previous application, you can just resend that.

But I'll get you, the other ones I'll need to get updated cost estimates, or get cost estimates to you guys on, which Kevin is working on, Hope is working on a one-page memo to cover that.

And then for the Baratieri projects, we'll have all the study material that can be uploaded for those applications.

We'll Ride the Road, Baker's working on that information, and I will try to send it to you later this week.

We have Mr. Clifton Tweedy, the Deputy County Administrator of Campbell County, who's going to tell us all things revenue sharing.

Thank you very much.

I see some names up there.

Probably know as much more bird than I do.

So if I get something wrong, they can certainly get me straight.

Rick and I have worked together a lot longer than he probably most admit.

So anyway, it's nice to see some folks up there.

Anyway, yes, I'm Cliff Tweedy with Campbell County.

I've been with Campbell County about 32 years now, 29 and a half.

I was also director of public works.

So I've been there a while.

and before that I worked for about 11 years in consulting engineering.

So in a minute, there's a while.

So anyway, just some general information.

I think probably most of you know, we do take a lot of advantage of revenue sharing up to 50% state matching funds.

We use them for a number of improvement projects.

We've done community development around school and access to county facilities.

We've also done some private development with Cleveland University, a couple of projects, and with Central, the highway system, I mean the health system they have at the hospital.

But primarily we've done a lot of improvements with unpaid subdivision roads.

We've probably done, I guess for the last 20 years, we've done two or three projects a year and a lot of them have been private development.

The one I think that I believe you're more interested in, if you look on the next slide, it just shows you a map of what we call the Holiday Forest Subdivision.

Holiday Forest was a subdivision that was constructed back in the mid-70s.

It was probably 500 acres or so up in a fairly

A steep terrain part of Campbell County that was cut up in large lots and all the roads were put in with just gravel.

And so over the last 20 plus years, they have a very good homeowners association that has been working to raise the 50% share and doing a couple of roads every time with an application process.

And actually the last two roads were approved in the last process.

and they will get them all paid before their 50-year homeowners agreement expires.

And so they have worked very diligently.

We've tried to help them.

And so they can get all their roads actually brought into the state system before their ability to maintain them through a committee is expired.

But the Mount Vista is a very steep road.

And when they tried to get that one done, go to the next page, they asked if they could get some help.

and they were a little concerned about the ability to raise their 50% funding with approximately 19 property owners.

So they asked if there was a process that we could help them with and the county attorney identified a special assessment process and it involves a request from the property owners within that subdivision, particularly on that road and the option was identified where

The Board of Supervisors agreed to put up to $200,000 that would be reimbursed through taxes, basically a special assessment put on the individual property on site.

I believe there are several different ways you can do it.

You can do it based on road funds.

You can do it, I think, on maybe one other way.

We chose to do it based on each individual office compared to the same amount.

And so, because there were most of them about the same size.

Once that was determined,

We had a public hearing.

We adopted the ordinance.

Then we also required a petition from all of the landowners.

And we got, I think, about 80 to 85%.

I think there were 20 property owners.

One couldn't be reached and another one really wasn't.

We got a really high percentage.

And so when we had a public hearing, they did submit the petition, did speak in favor of it.

And with that,

Done, the county agreed to do that.

So that was where we went through the process.

For the next slide, it came up to be basically the owner's share was just short of $88,000.

If I had that by 19, you get $4,600 per property owner.

So it was the county

I would say anywhere from two to five years.

They wanted more, but we agreed on five years, so they will be assessed at $921.66 for each of five years for each department.

That was done just like their property taxes.

So they had to pay it, and it started in 2019, and they finished it up in 2023.

So it all worked out.

We got the money back, and it's interesting that nobody else has requested the same process.

I get calls every month or two from some private road in the county that wants to do it, but when they find out the cost and the process, they buy them and never hear from them again, or you get an estimate and then they never hear from them again.

But we still have, like I said, two or three, most every time there is an open application process and we've got

Sara Wilmore, I just went through one this past year.

What is the, I guess, demographic of the railroad belong?

There's multi-wealthier land there?

That is one of the advantages of this whole holiday forest.

They are upper middle class.

A lot of them are retired, but they also

A lot of the roads I get are lower income and they just don't have the ability to come up with that kind of money.

But these folks in here, between their socioeconomic class and the fact that they had a very well organized and

I'm also curious to see what their yearly costs have been to maintain what they currently had and whether, was there a road maintenance agreement in a road maintenance agreement?

Yes.

I don't know.

I think it was several hundred dollars.

I don't know if it was close to a thousand, but I think it was in the three to five hundred dollar range a year.

So they were used to spending some money and they also knew that when this agreement expired at the end of 50 years,

Special tax assessment process starts and going through, if you think about it, do you require them to come up with like three estimates, one estimate, does it have to be reviewed by the local VDOT office to determine whether the estimate for bringing the road to standard, you know, is there like a punch-out list of things that have to be done?

Well, what we typically do when I get a request, I contact the local administrator.

He goes out and does the first thing.

He tells them how much it's going to be.

And so we get the estimate up front and we tell them what the number is going to be.

And the local administrator has been very good about getting the work done, using it with state forces, adding what he estimated.

A couple of times, maybe he can come under a little bit of what they estimate.

So we haven't had an issue where we've had trials and runs, we haven't had an issue where the project came in over cost.

So that's the first step in there.

And that's where we start.

And then if we get the estimate, we give it to the group and they say, again, we want to go forward.

Then we put in the application once it's approved, which takes, you know, 10 months.

We call back and say, okay, it's been approved.

We need a check from you of this amount of money.

No, not usually.

They call me and I walk through the process.

They have and you can send it out and you can also go to our website on the county code under the subdivision code and it talks about our whole

This was the first, this is the one and only time we've used it.

Okay.

And so when they came in and said, is there some way we can, you can assess us and we can make the taxes over a multi-year period.

And the attorney said, we can do it this way.

And so he came up with this based on state code and I've got those

So these were private roads for these subdivisions originally?

Yes.

And the owners association was supposed to maintain them?

Yes.

They were, yes.

And over the last 20 years, they've been taking, every time it was an application process, they would usually have two or three roads and they say, we raised this much money and we're going to get a little extra money.

Well, how did they come up?

We didn't get into it.

And I met with them a number of times, walked them through the process and always helped them.

But they were responsible for coming up with the money.

And so would any money they have left off from maintenance?

And any money that they, I guess they put a special assessment on the property owners on that particular road, they always came up with the money.

And we didn't get where you came up with it, as long as you wrote us a check.

Yes.

I mean, that's because then you're using it to get the matching funds from VDOT in the revenue share package.

Because I know a lot of localities, that's how they're doing a lot.

They're paving gravel roads, but they're already public roads.

We got most of our gravel roads paved back when they had a real six-year plan for low-counter rest.

We didn't have so many that were in the public system, so we got most of ours paved.

Well, I mean, part of the formula money is set aside for improvements to gravel roads.

If you don't use it for that, it goes

gets reduced and then you can use it on anything, but we just have to do that.

So that was something, but I'm not sure how they're going to balance.

I think we still have a handful of short gravel roads that are in the state system that haven't been paved.

and usually our allocation, my recollection is so small that we don't have enough to do one in any one category and so they'll usually try to roll it over to the 20 years they've got a priority list based on the latest track count and they pick whichever one is they can have the money so that's what we do but we're lucky we most about the ones that are in the state system are paid so we don't have a lot of

I know from you guys you guys got a bunch of those that are private and you can't there's no process for getting them into the system we've got a lot of ones that were built back in the 70s and 80s and I can remember we had one subdivision that was built in the early 90s and it was so bad that that's when we changed the code that you couldn't subdivide

Yeah, you know.

So, do you get any more credit for the divisions at all or?

We stopped it.

We stopped it back in the

So that was my question.

Does that make sense that you're trying to go back and fix all these roads now?

I'm glad to answer questions.

Again, the summary data just showed what I said.

We've got an equal amount of just under $1,000 for five years, totaling $4,600, and the total share was a little under $88,000, 19 parcels, and it was a special assessment.

It's all one day back.

It really worked well.

Do you know which VDOT standard the road was brought up to?

Well, my understanding is the district administrator goes out and they do some spot checking to see how much gravel is there, how wide the gravel is.

Usually one of the bigger costs is the size of the culvert.

A lot of these roads, when they were put in, they put the bare minimum size culvert, and it doesn't meet the drainage standard now.

And so if it's an oral condition, so if they have to go in and replace a culvert, particularly an upsized and several pipe sizes, that can be fairly expensive to drive the price up.

If you guys, we've had a few roads that have been basically short and flat,

No drainage problems with a reasonable amount of gravel.

They just come in, they had a little bit of gravel to address it up and find gravel, you know, chip sealer, and they're done.

So those were pretty quick and easy.

Some of them are a little more difficult.

It's not all just paving.

It's like they're trying to be hitting a couple roads out there.

They're just trying to get it up to be that standard gravel.

They've got to bring it up to be that standard for sub-base, drainage,

Gotta be sure it's 50 foot right-of-way because no utilities that are affected have to be moved.

It's been a while, but we used to have some that they actually had to move some poles and the property owners had to pay to get the poles relocated before they beat up when it starts to price.

Oh, there is a question in the chat.

I don't know if you answered this or not.

Josh Gillespie was asking, can you provide the cost per linear foot to construct?

We don't have a, I usually tell them, what did I tell them?

I usually, when somebody calls and they said, how much is this going to cost?

I say, well, I will get you an estimate, but it usually runs anywhere from five to $10,000 per property.

And like I say, it depends on

Yeah, understandable.

Thank you very much for that detailed response.

Yeah, when somebody called, they just said, well, how much is it going to cost?

And I just, again, depending on the lot size, depending on how many people, I said it's usually $5,000 to $10,000, just a rule of thumb.

But we'd go and then get, if they want to proceed, knowing it's going to be fairly expensive, we'd go to the district commandant fair and say,

for Paris and Essendon.

They've always been really good at doing that.

And then I share it with them, whoever called me and I share it back with them.

And in this case, your number is actually lower than that, right?

Well, that was also six, seven years ago too, eight years ago when we started this.

Got it.

So again, just a reminder, you can go to the Campbell County website and look in the subdivision section 21-41 for our assessment code.

And also that's based on the state code 33.2-335C1 and also 15.2-2450.

But I think the assessment code and the county county code is pretty detailed and does reference those state codes.

I've been dealing with roads for a regular while, but you've also got some great people at VDOT.

I want to say how much I appreciated working with the folks at VDOT between the revenue sharing and the SMART SCALE.

We've gotten a lot of good projects funded in Campbell County, and I give most of the credit to the folks at VDOT.

They've been really helpful in getting the stuff together.

and keeping me on task and straight about what needs to be submitted, fixing it when I don't get it exactly right.

And so again, Rick Youngblood and his folks have been really good to work with and the other folks have been out too.

So again, I give them a lot of credit for getting it done.

And I hope that the revenue sharing program doesn't get changed to make it more difficult.

I know it stayed with some legislation this year where they talked about changing the rules

The idea was to make it a lot more challenging to get it done, but it's a great process for more rural or local governments to try to get some of the unpaid roads, private roads, rather than the state standard.

There are both things that I want feedback on, so I think if we go ahead and just kind of present it and then folks can feel free to email any feedback, I think that should work perfectly fine.

All right, so the first one is the annual work plan for the role program here, the role

A copy of it was included in the packet that was sent out.

This particular draft has also been presented to our commission at our March 7th meeting.

They will be acting on it at the April meeting.

So we wanted it to come to this committee in the in-between for review and in case there is feedback or changes.

And I believe that's pretty much the process on the program.

I will say not a ton of numbers or funding or anything like that has really changed since the last program.

So, yeah, it just kind of goes over some of the highlights.

that happened and are still happening in FY24 and then the basic tasks that we will be taking on for FY25 through both program administration and then the planning.

The big task under planning is still the comprehensive safety action plan since that was a multi-year project, so that will continue into FY25.

I think everything else

Stayed pretty similar, if not exactly the same.

So yeah, I open it up for any feedback now, or like I said, if it's easier, certainly welcome to email me feedback or any changes or anything anyone sees.

And I believe the commission meeting that it goes before for final is April 4th.

Just a curiosity question.

So are you, because not a lot has changed, as you were saying.

Are you seeing, especially I think over the people getting out and doing things and wanting to be more whole time old and perhaps gas prices going back up this summer, are you seeing a need maybe in the next few years for more money being allocated to that task?

Or is this something that's kind of just been steady?

I think it's really intended to make sure to set aside to be sure that we're looking at not just like roadway but we're also considering bike bed.

I think it's also particularly important now with the discussions going on at the Regional Transit Partnership related to a transit authority and making sure that as they

determine whether they're going to activate the existing legislation and develop a regional transit authority that we're incorporating for federal jurisdictions into that discussion.

So that any legislation that they bring forth is something, I mean, we've talked with a lot of staff in the four jurisdictions, including Albemarle's rural portions of five, I guess I should say.

So that's to make sure that we are including all of those in the region, not just those in the metro area.

All right, so another thing which actually, Tom, you gave me the perfect subway here into that particular task.

One of the things that was both highlighted and it was in the FY24 work plan was the Commuter Assistance Strategic Plan that RideShare is currently working on.

One of the things, we started the process, we had a little bit of a delay due to

Just getting all the funding and the contracts signed, but we are well underway into the process.

We have worked, we're working with the local consultant, Launch Consulting, and we have started the process of developing the goals, objectives, mission, vision.

They've done a lot of data gathering for us as much as you can.

Right now, data is really interesting because it's from all different times, but they have been able to get some good commuting and just

demographic and basic data that we can use.

The next stage of what we just started, we had a meeting, a workshop with the consultants last week on, and this is kind of where I wanted to particularly engage this group, is we're really looking at identifying some target markets and target audiences.

So basically taking a little bit more of a deeper look into what do commuters in the region look like.

and what commuters do we think are the most receptive or in need of this messaging and so forth.

We did a really fascinating and kind of fun exercise in this workshop where we actually kind of worked through what those markets are and developed a persona of what a commuter in that particular market would look like.

What were their struggles?

What were their barriers?

And I wanted to bring it to this committee because I kind of thought that might be something really interesting to do together with locality staff.

You know, we have data, we have information, but you guys are there and in it.

And so we thought that might also help and illuminate maybe some things that we haven't thought of or just a different way of thinking about that.

So I wanted to approach the group to see if you guys could be willing, you know, we could do that through a Zoom call, a phone call, we could sit down in person.

It's very flexible.

Just kind of, you know, getting a little bit more to those pieces of who we are trying to serve.

What do they need?

What are their barriers?

Yeah, I think kind of the Microsoft team is involved with it.

Well, I'm glad to hear that you guys are willing to help us.

We just really want to make sure that we're thinking about everything and looking at the region as a whole.

and taking in all types of commuters.

They say if you craft a message that is for everyone, you reach no one in marketing.

So that's what we don't want to do.

And RideShare is available for anyone.

And that certainly will never change that particular facet of it.

However, if we can do a little bit more direct and targeted marketing,

I think that there's a lot of benefit for the program in the region as a whole so yeah.

One other quick thing that I wanted to ask for y'all's help on as well is we are in the process of also putting out a survey to individuals in the region so we're wanting feedback from a lot of different places so we can again really look at the whole thing holistically.

So I was going to craft an email I wanted to

I want to preface this and give you the advance warning with the information on why we're doing the survey, what it's for, and then the survey link.

And then if you knew any groups or individuals that you could also potentially share that with, we would greatly appreciate the help in just getting that survey link out and about so that we can

And I think the strategic plan happened at a really great time as we're all shifting back into that post-COVID life and what does that look like.

And a lot of people saw change during that time.

Pre-COVID, we're not really even sure if it's valid anymore.

So that's really all that we have on that part.

I guess I'll start off.

I will be speaking at Seagull Power Policy Forum next Tuesday.

There's a panelist that I asked to present that.

So the solar discussion continues, transportation is always a question at these particular events.

And Louisa County has adopted their facilities appendix

to add on to our 2040 comprehensive plan.

So that's very exciting.

We're able to use that for evaluating the resulting conditional use permits and other things.

The county right now working through the draft secondary six-year plan, focusing on hitting some of the rural roads in the county.

That's moving through.

We have our

board work session on April 3rd, so they can give feedback and kind of get an idea of what's happening, what's going on right now.

And then we'll go to May 15th for the public hearing, plus the local adoption of the secondary teacher plan by then.

For other rural things, BC44 is still leaving the board.

I know that the team is working on the, we're getting feedback on the rural transportation part of that right now.

kind of that whole process we had meeting before meeting in EMC and Batesville and somewhere else I'm figuring right now talking kind of about rural transportation needs and like what kind of things people want talking about both bike pad and transit as well so there's a lot of ride share discussions that are really interesting and that's

Our comprehensive plan public hearing for Board of Supervisors is going to be tomorrow night.

So we're looking at potential adoption of the COP plan in April, maybe, if they're ready to vote.

I know, I'm very excited to get that done.

And then from there, we're going to be getting recommendations from the Berkeley group for our zoning ordinance update, which is what I'm very excited to get into because the zoning ordinance stuff.

We met with Carson and Isabella this morning about SMART SCALE applications.

I'm feeling good about those, but I haven't been super involved in that process up to this point.

I'm going to have Dylan take a look over everything as well before we submit, but we're ready to submit.

Hey, Tom and RTAC group.

Yeah, we really don't have anything to add.

We're still somehow working on our comp plan.

That's many years overdue.

And looking at applications for next year's SMART SCALE, we don't really have anything this year, as you know, as Chuck mentioned.

No major updates right now.

The State Trails Plan is under development.

The first phase of that is going to be delivered in the spring.

For that, let me go ahead and put my video on.

Might be a little bit of glare.

But for that plan right there, we're looking at basically just a gap analysis, looking at where the existing and planned trail facilities are located across the Commonwealth of Virginia and how they interact with population centers, with employment centers, equity emphasis areas, and other connectivity gaps throughout the planned and existing network.

it'll also include the public engagement component of the plans that we had a pretty broad outreach including a big survey with about 5,800 responses across Virginia we had a number of town halls and we also had focus groups as a part of that plan

So the initial part of that will be delivered in the early spring so be on the lookout for that.

The final plan should be in October we're going to have a trails resource hub that will have kind of the complete statewide inventory of planned and existing facilities with other layers you can interact with.

It's going to be kind of a ArcGIS online format style map

So that'll come out later in the fall.

So we hope to have the complete plan developed by late summer, early fall.

It'll kind of come out in stages.

Other than that, we're kind of reviewing the new updated MUTCD 11th edition.

We're currently in a two-year transition plan as a part of that.

My job is to focus on the bicycle elements of that plan and all of the new rules that are coming out.

So we do have some new features such as bike boxes and two-stage turning boxes, as well as new flexibility for use of green paint markings.

and other types of on-street marketing so we're going to be reviewing kind of the different elements and whether or not they currently comply with the VDOT supplement for MUTCD and kind of what it's going to be the case-by-case situation by which we apply those new treatments

So that's going to be about a year and a month that we're going to be working on that transition plan Otherwise just it's a pretty status quo.

We do offer accounting support So if you have any kind of bicycle or pedestrian counts, you would like to take a look at specifically We're looking at before and after counts of different types of bicycle accommodations and treatments

For example, contraflip, bike lanes, or cycle tracks, we like to look at what is going to be the anticipated number of new users as a result of facilities, specifically if it's protected or buffered going in, as well as the speed reduction.

So if you have a study that's out there or any kind of planning effort that you would like to get count data for the bicycle and pedestrian network, we can assist with that.

And finally, trying to think what else we may have out there.

The only other thing we have is we do offer technical assistance for roadway reconfigurations, roadway diets to help for readiness requirements in SMART SCALE or any other application program.

So with that, we offer basically looking at an operational analysis, turning movement counts, provided sketch, and a planning level cost estimate for any kind of road diets or roadway reconfigurations.

the only one in your general area it's going to be in Charlottesville we just had the kickoff meeting about a week and a half ago and looking at the fishery corridor there is a roadway reconfiguration technical assistance plan to look at the road guide on the southbound lane to create a two-way cycle track with both a near-term and a long-term solution the near-term looking

mostly lane markings, striping buffer with flex post delineators to a cycle track and a long-term solution with a concrete median ray cycle track that could be submitted to SMART SCALE or some other program.

Is there anybody else online who would like to participate, contribute to the round table?

So follow up question, do you need a resolution of support from our board supervisors in order to provide resolution support from you?

Yeah, we can say you submitted these and their PDC is then supporting those applications.

Do you want us to give like a very short presentation of the problem, not you Chuck?

What would it be helpful for the localities in the next meeting to give a very short presentation of the three projects that are out there submitting?

I think that would be interesting.

I mean, that's what I'm working with now.

I do have one idea for a topic.

I know that right now it's past both the State Senate and the State House.

I call it House Bill 74 and essentially is looking at the paving part of the secondary six-year plan and looking to use those funds for more than just parts of the pavement.

So I could use like a lot of roads that don't qualify for real rustic because they don't meet the general pick standards or safety things like that.

sort of basically unable to get that money to improvements, but they're the bill that hopefully passes the governor's desk soon.

His action deadline is midnight on April 8th to look at how funds can be used to maybe do more spot improvements on roads or just do something other than like pavement.

I think that could be an interesting discussion or a quick presentation that could let us know what other areas for us

We basically go out there with maintenance forces and we'll re-tip our road and put more gravel down and compact it.

Even our rainstorms, we'll go out there and redo that after a rainstorm.

If you get tall and chipped, they'll get asphalt.

Here's the summary basically that clarifies that the improvement of non-surface treated secondary highways includes improvements other than paving as described in the databases.

The bill also clarifies the local governing body of the county receiving funds for such improvements to select highways or highways that could be approved after consulting with the department or with VDOT.

The bill provides that improvements will be designed and implemented utilizing project standards that conform to the dependence as in federal and state requirements.

So just give us more of what you believe.

I think the minimum right now for these on paved railroad would be 18 feet wide so you can have paths and stuff but I think some of these roads have a lot of problems and they have a lot of problems and sometimes it's very specific areas which and if you're doing like a mile on segment for example with like 200 feet that can't be paved sometimes roads don't get paved because you'd have these

Yeah, these problem areas that are just pinch points or something.

I mean, there's the pay-per-place or the 3R standard.

The pay-per-place is basically just... Pay-per-place is road-rusted.

And those can go down to like 14 feet wide depending on the traffic laws.

I don't know where they pushed it out of that program because we work with a lot of Alamo County, a lot of their roads, trying to get some of those done.

At that time, I'm just curious to know how this is different than that because generally, the reason you do that is because you don't basically deal with an existing footprint as long as the board passes resolution saying that they're not going to approve more than so much development so the roads can't exceed 1,500 vehicles a day.

How do I go with the regular 3R standard, which basically, that's what you're talking about, the AT.

Because that's the minimum for a 3R standard.

But they're all paid products.

I know in Albemarle County, down in the southern part, a lot of horse areas,

Barnes down there, and they didn't want their roads paved because they wanted to provide their horses on the gravel roads.
