Just want to highlight changes that have been made since the previous draft that was provided to you in your March meeting.

The placeholder number that we had in for our FTA DRPT

have been finally confirmed by FDA.

So the number that was placeholder was 131,000 is now just over 136,000.

So I replaced that in all of the tables and then the narrative.

And then the other placeholder that we had in there was VDOT state planning and research funds, the SPR funds.

The placeholder was at 170,000.

The actual number is 202,500.

So that's been updated throughout the plan.

and also in response to some feedback that we received within the transit and rails planning, adding a specific bullet that says support Kat and John's strategic plans.

And so I added that bullet responding to that feedback.

I actually have a question on this, but I wanted to make sure, I mean, it has nothing to do with the approval of it, but a problem with that.

But in task 1.0, which is page 44 of the packet, I believe, and then again in task 4 of it, so that's administration and continuing urban transportation climate

That is under VDOT state planning and research.

I know that we've got resources like the headlight program that would be that provides us information on travel around the region.

So that's a resource that can be used.

The kind of a piece behind the question, I can't remember now, are we doing the census today?

It was once we were a program and we were running it.

But that started showing commuter patterns and travel patterns and things like that.

That started to kind of brainstorm or snowball in some other areas that some were like, oh, where do you get access to that?

We collect lots of information at state levels that are accessible to people when they actually come in.

Oh, you got a little bit of a question in the Q and A. Yeah, that's extremely important.

It is.

That's the information that we've done.

at the commission meeting, the Nelson Supermeasure Center, I believe.

This is certainly part of the unified planning work plan has that travel demand management in it.

So would the monitor regional travel under task one be just as different?

Under task one of VITA?

under the UWP task force, 44, the administration of continuing urban transportation planning process.

It's the same thing.

Hey, can you all see my screen?

All right, thanks for having me.

Yeah, so I'm Alan from EPRPC.

I was here last time.

We have been working to help get this plan wrapped up and I'm just gonna provide an update on where we are.

As Christine mentioned, you all received a draft of the plan last week.

So I'm gonna go through chapter by chapter briefly, just kind of go over the outline of the plan.

and talk about next steps and if there's anything that anyone has questions about or comments or revisions they'd like to see we can we can talk about that at the end.

But I'm going to go through a few slides here just to kind of give a quick update on where we are.

So we'll have an overview, talk about the drafting process, summary of the chapters, talk a little bit about the constrained budget, next steps and then we'll do discussion and feedback.

So

In 2022, the TDPDC contracted us to assist with a few aspects of the plan, including public engagement, needs prioritization, federal or private compliance.

Due to staff turnover, we recently stepped in to write the plan and format it as we prepare for May adoption.

So as I mentioned, the meeting packets include an unformatted draft, which reflects materials that you reviewed over the last 18 months.

Aside from the constrained budget section, none of it should be new.

It's just a compilation of everything that we've been looking at over the last year and a half.

But this is the first document that comprehensively records the methodology, the engagement, and the results.

We haven't formatted it yet, so it's just a Word document, as there may be additional changes if there are any recommendations for that.

You'll receive a final formatted draft in a sleeker, in-design format before our next meeting in May.

So the drafting process, we started with a careful review of the last transportation plan from 2045.

So we kept some aspects of the outline, but all data and figures, project lists have been updated for 2050.

Aside from updating that content, we made a few changes to the narrative, the flow of the document.

Specifically, the last plan started with a demographics chapter that was, it's definitely useful information and we still have that in there, but we moved it to the back to an appendix.

Instead, this one starts out by talking about the plan itself, its purpose, goals, and objectives before talking about existing conditions, deficiencies, improvements, that kind of thing.

And the demographics are at the end and still preserved there, but we felt it would make more sense to kind of start things out with an introduction section.

That's the biggest difference aside from the actual content from the last plan.

So introduction goes over an overview of the, excuse me, the last one went over the region's demographics, like I mentioned.

While that information is important, we started with an introduction section, like I mentioned, so we talk about the purpose of the plan, the planning process, talk about public and stakeholder engagement, overview of the goals, objectives, and lenses that we've discussed in meetings here before, and the process that was undertaken to develop them.

In the second chapter, we look at existing conditions of the transportation systems, everything from roadways to freight to bridges,

public transit, bike ped, travel demand management, so on and so forth.

It also talks about national goals and performance measures for states and MPOs, public transportation safety performance data, statewide highway safety data as well.

So just kind of an overview of where we are today, the transportation network.

And chapter three gets specifically into transportation deficiencies.

So looking at

Parts of the transportation network that are expected to be incomplete or insufficient by 2050 for 2050 conditions.

So analysis for each travel mode considers population and employment projections, road network conditions as projected for 2050.

So that information was used to develop the initial list of proposed transportation projects to improve those areas.

Chapter four goes over the needs evaluation, project identification, and project prioritization process that we've talked about in these meetings before, but this is just a summary

of how all of that took place.

So the process that we use to evaluate transportation needs, identify those candidate projects and prioritize those projects.

So that's an overview of that in that chapter.

Chapter five is brief.

It just talks about intersections, bike and pedestrian improvements and bridge needs specifically because there's some funding that's dedicated to the specific project types.

Chapter six talks a little bit about

emerging trends in transportation technologies that will impact transportation in the future things that are already happening now but will become more and more commonplace at least we think they will so e-bikes and scooters autonomous vehicles telecommuting and remote work especially the impact of COVID since the last plan was written things have changed quite a bit with the landscape of telecommuting and remote work and how that impacts transportation network we talked about sustainable and resilient transportation systems as well in that chapter

And chapter seven is where we talk about the actual list of transportation projects.

That's where the constrained and vision lists are.

These are the lists that were reviewed by NPO staff, the committees and the policy board.

They're organized by transportation improvement program category.

It also includes a list of funded projects and the breakdown of the of the CLRP budget.

The appendices.

So as I mentioned before, we've got a section on demographics.

We've got project review pages, which right now are just texts that are going to be much more fleshed out and a little bit easier to read and more informative in the final version.

But that's detailed information on each project, maps showing their locations, that sort of thing.

A record of public participation.

We've got documentation on the needs prioritization process.

That's a lengthy PDF that explains every step that went into the geo processing and

the GIS work that we did to identify areas that need improvement in the road network and descriptions of other plans that relate to the long-range transportation plan.

So the constrained budget, just a brief overview of that and how that works.

So BDOT reviewed our budget assumptions and provided the following breakdown, which was included in chapter seven.

They also provide a list of potential state of good repair bridge projects that could be included in the plan.

This says that we're currently reviewing them

This is from a previous presentation.

So those bridge projects are in the plan.

This is a breakdown of how the constrained budget works.

This is money that is expected to be available or projected to be available by 2050.

And we organize the projects by category.

So we have safety and operational improvements.

which that's a combination of that category and traffic traffic and safety operations you can see there that 433 number is a combination of those two categories in the tips so we just combined all those projects into that category.

Bridge projects are their own things so bridge projects and bridge maintenance those orange categories there were combined into one and transportation enhancements that's in its own category as well so there's three main categories of funding

that we use the TIP as a kind of a guide to organize the projects and that's what the funding, future funding looks like.

Sure, yeah.

So I'm not sure where what I have is lined up with yours but on page 120 of the packet, chapter seven, the first page, for example, it says budget forecast 2024 to 2015.

Yeah, those are the projections into the different VDOT categories.

So the high priority program, the district grant program, whereas the one on page 121 of the packet is then breaking them up by the categories in the tip.

Yeah, the section on that starts on page 70 with funding estimates that that is a breakdown that that basically tells explains how we got those final numbers.

So it's a step by step of here's where those those funding numbers came from.

Here's how we organize them.

And here's how we categorize them.

Yeah, maybe a little better.

I'm still confused.

And I guess these actual numbers and the projections came from

VDOT or somebody.

And anybody at VDOT can correct me.

I know, Chuck, that you're on.

But it's not saying that there will be this pool of funding in the future.

So it's less like when you have these projects, you've got this list of projects, we put cost estimates against it and we said it's sort of

All right, so next steps are going to be public comment is being advertised right now.

It'll be advertised through May 22nd.

Please provide any questions or comments on the draft plan to staff as soon as possible or in this meeting.

The final formatted draft, including any revisions based on comments we receive, will be in your meeting packet a week before our next meeting in May.

At that time, the group must consider the final document for adoption on May 22.

So the MPO may decide to revise the plan at any time.

Back on that previous slide, some public comments available through May 22.

It's actually now for the 21st.

I sent to you all a revised calendar to move that and the public notice that went out of the paper was also to the 21st.

So it all aligns.

It went out in the newspaper.

We've sent it directly to about 280 stakeholders that have been involved throughout the process and the organizations that they represent.

We've just had the one section on airport.

And I know this is a small thing, but braille, I think we just did everything in the intro, but we're

But it just stood out, air was there.

I was like air, I don't remember even reading about air.

Do we get a lot of feedback or any sort of commentary on the movement of freight through our region?

Does that come up at all in this?

So it seems like we focus on projects and intersections and this, that, and the other.

And it was mentioned like 81 is the primary because that's where trucks are always created.

And it talked a little bit about what we see with the 64 and 29.

So I was curious

Anything comes in about that.

I don't know if any of you have a little bit.

I'm going to phone a friend from VDOT back there that used to be here.

That has historically not really been a major topic or discussion for this particular region.

So it is reflected a little bit in the

In the data-driven needs prioritization process, it's reflected in those congestion measures that were used.

I had a question that I would read through this and I keep a third of the document I keep from the BBC on my desk was to read most pattern mitigation points like chat.

Well, I mean we've got a lot of good stuff in so I guess it's kind of well worth it but it's a good thing.

Yeah, that's about environmental measures.

Yeah, but what happened, and Alan can explain this a little bit more, is that there were very few growth segments that were identified that met that threshold in that project forwardization process.

Yeah.

Yeah, so the environmental aspect of that process, basically, if a road was in a flood zone, it got a bit of a bump in terms of its need prioritization score.

It was a very minor bump in most cases.

So I don't think it ended up really contributing too much.

But yeah, that was the threshold.

If a road was in a flood zone, then it would get a tiny little bump on the score.

This can remind me that it's not, and I understand, a constraint versus a visualist and not a constraint.

But if there's a project that comes out, it should have been identified.

So is there anyone online who wishes to speak as part of the public hearing now open?

making a bigger deal about the inner city and regional rail because we've been overtopping the expected ridership for the Northeast Regional Center for the very first run.

We need to keep that front and center for everybody.

I believe another question for you for your future work and that is several people over the last couple of weeks have said is anybody keeping track of where the pedestrians are and where do we need, where are the guests?

because we're always talking about where the sidewalks are going to go, but is that really where the people want them to be?

And I understand there's also some software out there that something called Strava and something else that people use and find their walking and typing and spiking groups.

So the data is available without having to buy the software.

And I didn't know where that would be incorporated, either into this plan or a local or more sort of regular work.

So I'll leave that up to you.

It's probably, even going through all the data stuff, remembering the presentations.

It's interesting how the different things that got reported on throughout, now that that's all, it's in there, it's kind of absorbed it.

It makes things just hit differently when you re-read it.

In the TIF, there was one block for rail projects for the

bridging the state-supported Amtrak operations.

And it broke out just our region's money for it.

And the state wanted to switch that to two separate blocks and have it be for all of the state funding.

So that change was made in the TIP.

It was just a format change, so there's no need to go around it.

and the money is all staying the same.

All the allocations are the same.

This is on page 234 of the packet.

So what you're saying is that even though it doesn't show our region separated from others, we're still never claimed.

And then the second update is the Rideshare CAP strategic plan.

So just want to keep everybody aware of what is going on through our strategic planning process.

We are about halfway through with the plan.

We have tackled chapters that looked at the area demographics, much like the LRTP, and some characteristics of those demographics.

We've looked at strategic vision, goals, and objectives for the program.

We are just finishing up.

I've just received the drafts for the target markets and customers and the operations plan.

So I'll be reviewing those this week, but just to give you the collected

teeny bit of a preview.

We have decided on the mission of being connecting people to inclusive and sustainable transportation alternatives in order to increase mobility and enhance the quality of life.

Our four main goals are to reduce single occupancy vehicles.

That one has retained.

That is kind of what the state sets for us as our number one priority and goal.

We will also look to encourage utilization of trip planning tools, and we have some of those through the state and with DRPT, so making sure that folks are aware of them, can take advantage of them, and know how to use them.

Goal three is to build and maintain relationships with community stakeholders to promote regional collaboration around transportation solutions.

We all know that TVM is

a huge umbrella that encompasses a lot of things.

So making sure that we're looking at all the different pieces of the pie that we can put together for those solutions.

And then the last goal is to educate community members on TDM as a solution to increase mobility and access through the region.

The target markets that we have identified

And when I say this, that doesn't mean that we are only targeting these people, that we're only interested in these people, but these are kind of the main groups that really stand out as potential folks that can benefit from TDEM.

So we have three of them.

The first one that was kind of the easiest, and that was commuters from the CFPDZ region.

Over the years that I have been here, we have always seen the largest number of groups of commuters

that have come from the CFPDC region.

Now with Athens Express, there are expanded services, so we really see a lot of opportunity to continue serving that particular audience.

Of course, commuters that commute within the TJPDC region is also a huge priority for us.

And that both encompasses folks who are coming out of rural areas into the urbanized areas, as well as folks just getting around the city.

you know we often think of commuters as people who travel long distances and that is a large portion of what is defined as commuters but people who telework which is one of the cleanest commutes that actually counts too and so that's something to remember and keep focused on and then we also you know want to make sure that we're promoting all the trains and options available to folks as well and then we have seen some numbers and some information that indicates that there are certainly commuters

who are outside of both the CSPDC and TJPDC regions.

So we definitely have seen folks that commute from Richmond, from Lynchburg, just did some examples of folks coming from outside of the region into ours for employment.

And so some of the things that we're looking with here are, you know, kind of creating a persona or a profile of what do these commuters look like, because that will help us make sure that we're putting forth the right messages

to the right people, rather than just one message for them all.

We've offered that adage that if you only do one message, you miss everybody.

So we want to make sure that we're putting the right messaging in front of the right people.

Our next steps is we will be finalizing our operational plan, then moving into looking at how that translates into our financial plan for the next six years, looking at

different tools and ways we can monitor and evaluate the program and the plan.

And then hopefully we will have a draft that we will be putting out and getting finalized towards the end of this fiscal year, possibly the beginning of next fiscal year.

So it's been a really interesting process.

And I think the timing of it was also really great.

Much like Alan said, we've seen people's behavior and what they do with

regards to community changed dramatically since the pandemic.

So much of what we thought we knew before, you know, we weren't quite sure if it still held true.

So this has been a really interesting process to be able to get to work through some of that and see the differences.

So, yeah.

I do have one.

We have some information from the ACS data that is out there.

One of the things, while timing-wise it was great because we know people's behavior has changed, timing-wise on data, we have been looking, the consultants have been really working to make sure they're getting

the best data sources that they can, but then also making sure that they're able to relate to one another and be consistent.

And that was one of the struggle points of making sure they were getting the right data.

all the way down to the census block, I believe, but you can manipulate variables and you can see the data.

We've used it for the regional housing plan.

I believe they looked at it and looking at the SEDS plan.

I'm sure that we'll hear more from you when we wrap this project up.

We are to our brand-new digital updates.

Yeah.

I've reported previously that we're in the middle of doing three different studies, and we will be wrapping them up in May through June timeframe.

And so I'm going to make it into July a little bit.

One is electrification, one is micro-translate, one is rural transit needs assessment.

Just on the topic of coming back, it's not related to these studies, but on the even tracking ridership from the pandemic, pre-pandemic, the pandemic itself, and then the re-emergence.

We're getting close right now to pre-pandemic levels.

We're not there yet, but we're close.

Just, is that going on?

So anyway, we'll be working on this for studies, hopefully we'll be able to bring some of those findings to folks.

for our six-year program public hearing.

And we'll have a small contingent of VDOT folks here hopefully will happen to the public and representatives from our local bodies too.

Yeah, a couple of updates.

We have a couple of memories used, but it is there.

That was an invitation that was added to the design bill by the old people.

considered to go roundabout at 2.50, 1.51, and trucks coming down the mountain with brakes.

It's problematic for one of us.

So we've installed that arrest killer system, and we've opened it now.

Also, we've got a go-no-go determination regarding the closeout of Red Charlotte and Hillsdale, so it's just another roundabout there.

We have to make that decision by May 14th.

I'm fairly confident it's going to move forward with closing it, and it will be closed for about 46 days.

spoken a couple of times about getting battery powered buses at UVA and we were supposed to get four this summer.

And we put in all of the charging infrastructure and got ourselves all ready.

And then it turned out that the particular bus that we selected, Proterra, went out of business.

So we had to kind of start from zero and figure out what we could do, how we could do it,

and long story short, we're now submitting, there's federal funding for this type of bus infrastructure.

And so P&T is now in the process.

I think it's getting submitted today for a grant, a federal grant for 20 buses.

So why do four and 20, right?

So we'll see what happens.

I think it's about four or five months

until we hear back, but if we were granted that, it would be quite exciting.

Yes, I apologize.

I just want to make sure.

And there is a new, both UVA and these killing buses.

And we have, they actually recently brought one out for both of those organizations to test.

and we have decided with that weekly defense that we would select Italy on the grant, so that's coming determined also.

It's interesting, I was talking to Scott Silstoy today who said that 70%, in the case of the Gillard buses, 70% of the bus is consistent between the gas-powered and the battery-powered bus, so that's a huge advantage.

for us and from a maintenance perspective, et cetera.

Well, Chuck and I are working on the Smart Care Lab locations, so we have to, through the art district review, I believe, there's a little patch list of any of the outstanding issues that led

Fifth Street went live on Monday.

The Ivy corridor, I think, went live today or later this week.

Those are going to be out there for the next three weeks to get comments.

We're pushing social media and on those, like she said.

So hopefully we'll get some good comments back.

County staff are working with Sandy and Chuck to get our Smartville applications in order.

The RFP for the Three Notch Trail Shootback Master Plan is out.

Those will start due on May 2nd.

We've got our selection committee together.

We'll have representation from the city, from UDA, and then from Nelson County on that selection committee, and we're hoping that that work will actually begin early August, late July.

Well last Monday I did a much longer presentation on what the city is doing in terms of transportation so if you want to go back and check that out and get a little bit of everything we're doing

The most important two pieces that came out of that were our sidewalk prioritization list.

It's currently up in draft form.

We're taking comments through the 30th and then we'll pull those together in May, come out with our final sidewalk priorities and come up with sort of a game plan of how we actually get those on the ground.

The second one was the CAT TSP, the transit strategic plan.

We're currently wrapping that up.

We'll be presenting that to regional transit partnership tomorrow evening.

and then we're beginning with a stakeholder group and started moving on to larger public engagement early next month.

Also next month, I'll be going back to the court council along with Public Works to talk about our D-DOT funded projects within the city, both the ones that are locally administered and ones that D-DOT is administering planning in and around the city.

is May is Bike Month.

We've got a lot of different events planned.

You'll see a livable Seagull is hosting a calendar of events for us.

We've got something nearly every day, I believe, somewhere in the region, whether it's in the city or in the UK or around the county.

I'm much happier, I have more confidence in where the city's going on with all its transportation to the troops.

I feel like they've been and James and others saying that they're working really hard to come up with like an integrated plan and how we're going to tackle everything from sidewalks to buses and there's a lot of work yet to be done.

But I feel like the city's perspective is really the first time I've seen the

sort of really coherent, thoughtful, you know, well integrated effort.

Could have been working on it for a long time to get us there.

But anyway, if you get a chance to go back and look at our information, our packets, I think it's reported in the meeting, right?

It was very good.

I mean, I have this color because I was also going to mention bike month, um, which it's not just one thing on, on the days where there there's activities, there's morning things, midday things, evening things.

So, um, including, um, e-bike demo days out in current locations.

The other thing I'll mention is this year in our budget public hearings that the supervisors chose, we did a little bit of change in format.

So we have a budget section, obviously, then we have a transportation section and a public safety.

And that, I think, we've all had better turnout than we've had in years.

And obviously, they were there to hear much information, ask some questions about it.

But it seemed that the transportation information, one of these further projects, and the projects that we presented on were specific to the district that they were out on.

but that information was well received and I think is what helped initiate a push of turnout versus years past when that was a shift in budget.

That's to say that citizens are really interested in knowing what's going on.

Protection-wise, and I appreciate the staff about who was their idea to kind of incorporate those different elements and then we had done that, more staff were out there to answer questions.

That was great.

So like Night Roll Project, a lot of people asking questions about what's going on.

I think we could create digital signs sort of hoping for that, but people are having some questions and I think they're being important.
