Hey, Ian.
00:00:23
How's it going?
Ian Baxter
00:00:24
Hey.
00:00:25
How are you?
Jessica Hersh-Ballering
Staff Member
00:00:27
Good.
00:00:27
Do you feel ready to present today?
Ian Baxter
00:00:29
Yeah, I should.
00:00:30
Can I quickly test out sharing my screen just so I can?
Jessica Hersh-Ballering
Staff Member
00:00:34
Yes.
00:00:35
Let me see if I can.
Ian Baxter
00:00:39
Oh, it looks like I'm allowed to.
00:00:41
So let me.
Jessica Hersh-Ballering
Staff Member
00:00:41
It looks like you're allowed to?
Ian Baxter
00:00:43
Yeah.
00:00:44
Oh, this.
00:00:44
OK. Two.
00:00:50
Oh, yeah.
Lucinda Shannon
Transportation Program Manager
00:00:53
There.
Ian Baxter
00:00:54
Cool.
00:00:54
I just want to make sure that I'm in.
00:00:58
Perfect.
00:00:59
Okay, cool.
00:00:59
That works.
00:01:00
Let me get out of here.
00:01:02
Cool.
Ian Baxter
00:01:03
Yeah, I just want to show the sort of the design, the updated design.
Jessica Hersh-Ballering
Staff Member
00:01:08
Yeah, I think that's great.
00:01:12
And hi, Tim.
00:01:12
Good to see you.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
00:01:15
Good evening.
00:01:15
Good to see you guys.
Jessica Hersh-Ballering
Staff Member
00:01:17
Seeing you has reminded me since I haven't thought of it in two months that I have to make that statement at the beginning of the meeting and now I got to go hunt it down.
00:01:26
So talk amongst yourselves.
00:01:29
Ian, I've also made you a co-host of this meeting.
00:01:32
So as you see people popping in to the waiting room, if you could just let them in while I'm hunting down that statement.
00:01:46
Hey.
00:01:47
Hey Lucinda.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
00:01:49
Good evening.
Lucinda Shannon
Transportation Program Manager
00:01:54
Jessica, do you want the memo about the TIP program?
00:02:00
Like I have it up.
00:02:01
I don't know if you have it, if you need it on the screen when I talk about it or not.
Jessica Hersh-Ballering
Staff Member
00:02:08
I think it would be good to have it on the screen.
00:02:10
Ian is able to share his screen.
00:02:13
Are you able to do that?
Lucinda Shannon
Transportation Program Manager
00:02:15
Me?
00:02:16
Yes.
00:02:16
Yeah, I think so.
Jessica Hersh-Ballering
Staff Member
00:02:18
Yeah, I think then just having you go ahead and share your screen as you're talking would be perfect.
00:02:23
OK. Lucinda, do you know where that statement would be that says the thing that I'm supposed to read at the beginning of a meeting like this?
Lucinda Shannon
Transportation Program Manager
00:02:35
Oh, let me email it to you.
00:02:36
It's, yeah.
Sandy Shackelford
Director of Planning and Transportation
00:02:38
Hey, Lucinda, can you go ahead and send that to Nick too while you're at it?
Lucinda Shannon
Transportation Program Manager
00:02:41
Yeah.
00:02:43
Let's see.
Sandy Shackelford
Director of Planning and Transportation
00:02:48
It came in just in time.
Lucinda Shannon
Transportation Program Manager
00:02:50
All right.
00:02:52
It got moved.
Jessica Hersh-Ballering
Staff Member
00:02:56
I know it used to be on the policy board website somewhere.
Sandy Shackelford
Director of Planning and Transportation
00:03:00
Chip has included it at the beginning of the TJPDC, like the commission packets for the PDC.
00:03:09
So if you can't find it anywhere else, it should be in one of the packets.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
00:03:13
I got it.
Jessica Hersh-Ballering
Staff Member
00:03:24
So Sandy, I don't know if you're doing it on purpose, but for some reason you're very quiet.
00:03:29
Not, you can still hear you, but just quieter than usual.
Sandy Shackelford
Director of Planning and Transportation
00:03:32
Is that better?
Jessica Hersh-Ballering
Staff Member
00:03:35
Yes.
00:03:37
I'll put my...
00:03:38
I think you should awkwardly hold it up to your mouth while you talk the whole time.
Sandy Shackelford
Director of Planning and Transportation
00:03:43
I can clip it to my shirt.
00:03:47
I just can't go very far because it's tethered to my computer, so I just can't get up without
Lucinda Shannon
Transportation Program Manager
00:03:54
So the preamble has like some things that are like like it says the policy board and stuff so you'll have to like change the words.
Jessica Hersh-Ballering
Staff Member
00:04:06
I should be able to handle that.
00:04:08
Thank you for sending that.
Lucinda Shannon
Transportation Program Manager
00:04:15
Yeah.
00:04:19
And I learned how to do the links in the PDF and make them look nice.
Jessica Hersh-Ballering
Staff Member
00:04:22
Congratulations.
00:04:24
I did think they looked very nice.
00:04:26
Oh, thanks.
00:04:32
But joke's on you, Lucinda, because now I'm going to ask you to do it.
Sandy Shackelford
Director of Planning and Transportation
00:04:36
That's OK. You know, someday, Jessica, maybe we'll get you set up so you can do it yourself.
Jessica Hersh-Ballering
Staff Member
00:04:44
Oh, no rush, Sandy.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:04:51
Hi, everyone.
00:04:51
Tristan's here.
Jessica Hersh-Ballering
Staff Member
00:04:52
Hi, Tristan.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:04:53
How are you guys doing?
Jessica Hersh-Ballering
Staff Member
00:04:54
Good.
00:04:54
How about yourself?
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:04:56
I am well.
00:04:57
I'm impressed you guys show up before time.
00:05:01
My own line of work, we show up right at time.
00:05:03
We're a minute late.
00:05:04
That's how we operate, at least in my company.
Jessica Hersh-Ballering
Staff Member
00:05:08
What do you do again, Tristan?
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:05:11
IT project management for S&P Global in the big gray building down by Market Street Garage.
Lucinda Shannon
Transportation Program Manager
00:05:20
Let's see here.
00:05:22
Oh, this might not be the right thing.
Jessica Hersh-Ballering
Staff Member
00:05:26
Yeah, I'm not sure.
Lucinda Shannon
Transportation Program Manager
00:05:27
This looks like a series of emails.
00:05:31
Huh.
00:05:33
Not what it was labeled as.
00:05:35
Let me look again.
00:05:36
OK.
Jessica Hersh-Ballering
Staff Member
00:05:38
But Sandy, otherwise you said it's on.
Sandy Shackelford
Director of Planning and Transportation
00:05:40
Yeah, it should be the very first or second page of any of the commission packets for like the PDC commission.
00:05:48
So not the minutes, but the packet.
Lucinda Shannon
Transportation Program Manager
00:05:51
Yeah.
00:05:52
All right, hold on, sorry about that, God.
00:05:56
I got it again, let me.
Sandy Shackelford
Director of Planning and Transportation
00:06:00
Hey guys, we know what we're doing.
00:06:05
We're good.
Lucinda Shannon
Transportation Program Manager
00:06:13
Try that one.
Jessica Hersh-Ballering
Staff Member
00:06:29
Oh, Ian's Wi-Fi went out, so he's working on fixing that.
Sandy Shackelford
Director of Planning and Transportation
00:06:35
Oh, no.
00:06:36
Yep, that looks like the right one.
Jessica Hersh-Ballering
Staff Member
00:06:38
Yeah.
00:06:39
All right, everyone, thanks for joining us.
00:06:53
We're just waiting a little bit longer to get everything in place, and then we'll get started.
00:07:06
We also need one more person to have quorum, so we'll hope someone joins us soon.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:07:18
This is Travis.
00:07:19
I'll just note my camera isn't working today for some reason, so I'm going to have to be audio only.
Jessica Hersh-Ballering
Staff Member
00:07:26
Are you sure it's not just that you don't want to get out of your pajamas?
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:07:30
That is a plus side of it.
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
00:07:34
I love how seriously you said that.
Jessica Hersh-Ballering
Staff Member
00:07:36
Exciting news, everyone.
00:07:42
I just admitted our seventh committee member, so we do have a quorum.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:07:46
Great.
Jessica Hersh-Ballering
Staff Member
00:07:49
That means everything is official and we can vote on things.
00:07:52
But I'm still gonna give us one more minute because one of our first presentations will be coming from one of the TJPDC interns and he's having a little internet trouble and he was just on, so I'm sure he'll be able to get on shortly.
00:08:07
So we'll give him another minute and then we'll get started.
Sandy Shackelford
Director of Planning and Transportation
00:08:19
Does he know that he's fired if he doesn't, Jessica?
Jessica Hersh-Ballering
Staff Member
00:08:23
I'm worried he takes things even more seriously than I do, so we can't tell him that.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:08:28
Gotcha.
00:08:33
Also, hi.
00:08:34
Nice to meet everybody.
00:08:35
I'm Joe.
Jessica Hersh-Ballering
Staff Member
00:08:37
Hi, Joe.
00:08:37
Yeah, we're gonna go around and do introductions, but thank you so much for introducing yourself.
00:08:41
We do have a few new folks and a couple people returning who had been on the committee before and are now rejoining us.
00:08:49
So we'll do that first, probably.
00:09:03
All right, Lucinda and Sandy, one more question for you guys.
00:09:05
Do I read the meeting preamble before we call the meeting to order or vice versa?
Lucinda Shannon
Transportation Program Manager
00:09:13
Yeah, there's like a couple of times where you'll have to change the name from the policy board to your committee in the beginning.
00:09:20
The first paragraph and then also the second paragraph, that's it.
Jessica Hersh-Ballering
Staff Member
00:09:34
I'll just read the whole thing.
Lucinda Shannon
Transportation Program Manager
00:09:38
Oh, and then five paragraphs down, we will begin by calling attendance of the CTAC committee change.
Jessica Hersh-Ballering
Staff Member
00:09:53
Oh, okay.
00:09:58
Alright, if everyone is ready, we're going to get started and hopefully Ian will join us shortly.
00:10:03
Alright, so the first thing I have to do is read this electronic meeting preamble.
00:10:09
It's a bit lengthy, so bear with me.
00:10:12
The TJPDC Citizens Transportation Advisory Committee is meeting this evening, July 15th at 7pm with a quorum of voting members through electronic virtual communication of Zoom software application.
00:10:29
The meeting agenda and virtual meeting address has been posted for one week at 401 Water Street East on the TJPDC website and provided to local media outlets and provided to the general public and CTAC members contemporaneously.
00:10:44
This meeting is open to public viewing and public comment will be allowed through electronic communication at such time as provided on the meeting agenda.
00:10:51
As a public body, the TJPDC is allowed to meet utilizing virtual meeting procedures and policies as outlined in item 4.0-01 of the Virginia State Budget HB 29.
00:11:02
Item 4.0-01 allows public bodies to meet through electronic communication means during emergency declarations, such as the current COVID-19 emergency.
00:11:14
The governor has declared a state of emergency.
00:11:16
The nature of this declared emergency makes it impracticable or unsafe for the public body to assemble in a single location.
00:11:22
The purpose of meeting is to discuss or transact the business statutorily required or necessary to continue operations of the public body.
00:11:31
The TJPDC shall make available a recording of the meeting on its website in accordance with the timeframes established in section 2.2-3707 and 2.2-3707.1 of the Code of Virginia.
00:11:48
The nature of the emergency, the fact that the meeting was held by electronic communication means, and the type of electronic communication means by which the meeting was held shall be stated in the minutes of the public body.
00:12:01
We will begin by calling attendance of the CTAC members and then TJPDC staff members.
00:12:09
We ask that you keep your communication devices on mute until you prepare to speak.
00:12:13
In addition, you may use the raise hand or chat feature to indicate that you would like to speak or ask a question and the host will call on you.
00:12:21
We ask that the public stay on mute except for the public comment periods to cut down on background noise.
00:12:26
Those wishing to speak during the hearings or public comment periods are asked to use the raise hand or chat function of the Zoom program to indicate that you would like to speak.
00:12:35
The meeting host will call your name and then you can unmute yourself and speak to the group.
00:12:39
If you prefer to speak using the chat feature, the host can read your comments to the group.
00:12:43
To see the raise hand feature on your screen, click on participants at the bottom of your screen.
00:12:48
The raised hand button will be at the bottom left of your screen under the list of participants.
00:12:54
Alright, so that was the whole preamble.
Sandy Shackelford
Director of Planning and Transportation
00:12:56
Ian said he's in the waiting room.
Jessica Hersh-Ballering
Staff Member
00:12:58
I have not let anyone else in, and we have another member.
00:13:02
Really quick, Sandy, since you're at the top, I'm going to go ahead and make you a co-host as well, just in case other people come in and I miss them.
Lucinda Shannon
Transportation Program Manager
00:13:12
Are we recording?
00:13:13
Is it being recorded?
00:13:14
Yes.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:13:18
All right, are we ready to order?
Jessica Hersh-Ballering
Staff Member
00:13:20
So Tristan, I'm going to hand it over to you.
00:13:23
And your first order of business is to call attendance of the CTAC members first, followed by staff.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:13:31
Sounds good.
00:13:31
So calling it to order, and I believe it's 706.
00:13:35
All right, so as part of the attendance, I would also ask if everyone, since it looks like we have like three new members, Joe, Lucas, and Ray, if we could introduce ourselves
00:13:47
I can go first.
00:13:48
I'm your chairman and name's Tristan Fessel.
00:13:52
I live in the Charlottesville area, just north of and Albemarle County.
00:13:56
And I work for S&P Global and IT management and I deal specifically with audit.
00:14:00
So lovely fun stuff there.
00:14:02
But I found myself very interested in transportation and found myself on this committee for the past, I think, nine months now.
00:14:09
Time is starting to fly.
00:14:11
But yeah, name's Tristan.
00:14:12
Look forward to meeting you guys.
00:14:16
I guess we can go, Joe, could you introduce yourself?
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:14:20
Hey, my name is Joe.
00:14:22
I am an elementary school IA for the city school.
00:14:26
I lived in Charlottesville.
00:14:28
I did college here and then started living in Albemarle County the year after now in the city.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:14:37
Welcome.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:14:38
Lucas?
SPEAKER_03
00:14:39
Hi, I'm Lucas.
00:14:41
I also was a student at UVA for a while, but I graduated about five years ago.
00:14:46
So I've been living in Charlottesville City since then.
00:14:49
And I currently work at Crutchfield and Oakhurst Inn part time.
00:14:57
And I got interested in transport just like anybody else would around Charlottesville.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:15:03
Thank you, Charles.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:15:09
Yeah, I'm Charles Proctor.
00:15:10
I'm a VDOT district planning manager, and I work with the PDC on administering some of the programs through the federal to meet the federal obligations.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:15:24
Sounds good.
00:15:24
Thanks, Charles.
00:15:26
Martin?
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:15:28
Hi, my name is Marty Meth.
00:15:30
I moved here about three years ago.
00:15:31
I'm retired, except being on a lot of committees.
00:15:35
I'm chairman of one of the CAC committees, the RIO, the P29 RIO committee.
00:15:43
And through that, transportation seems to be on every one of the agendas.
00:15:47
I got interested in joining this committee as well.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:15:51
Sounds good.
00:15:52
Thanks, Marty.
00:15:53
Ian?
00:15:58
I know you're the intern.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:16:01
I'm muted.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:16:02
Yeah.
00:16:03
I think you're muted, but you can keep moving if you're having an issue connecting.
00:16:07
Oh, looks like you're connecting through.
00:16:09
Hey, Ian.
Ian Baxter
00:16:15
Hey, everyone.
00:16:15
Sorry about that.
00:16:16
I'm having a bunch of Wi-Fi problems, but can you guys hear me?
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:16:20
Yes, sir.
Ian Baxter
00:16:22
Cool.
00:16:23
Oh, sorry, I missed a question, I guess.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:16:25
Just asking for quick introductions.
Ian Baxter
00:16:27
Oh, okay.
00:16:28
Um, yes.
00:16:28
So my name is Ian Baxter.
00:16:29
I'm a student at the Batten School.
00:16:32
I'm getting my master's in public policy and I am the, yeah, I'm spending my summer interning at the PDC, working obviously on transportation stuff and then some research about the community land trust.
00:16:42
So, yeah.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:16:44
Got it.
00:16:44
Thanks.
00:16:45
You look like you're in a
00:16:46
Witness Protection Program with the background light.
Ian Baxter
00:16:49
I'm at my parents house and they just have I guess the wi-fi is really bad so I'm in their room just trying to get close to the router.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:16:56
Yeah whatever works.
00:16:58
I know it seems almost random I'm just going by the pains so there's no intention here.
00:17:02
I see names here so Travis could you introduce yourself please?
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:17:06
Yeah, I'm Travis Pietila.
00:17:08
I've been on CTAC for a few years now, and I work in the land and community program for the Southern Environmental Law Center, where I work mainly on land use and transportation issues, both around the state of Virginia and also in the Charlottesville, Albemarle community.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:17:23
Thank you.
00:17:24
Thank you, Travis.
00:17:27
I guess, Tim?
Tim Keller

00:17:29
Hi, I'm Tim Keller.
00:17:30
I'm the At-Large Planning Commissioner for Albemarle County.
00:17:34
and I am the commission's representative on this body.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:17:39
Sounds good, thank you.
00:17:40
Donna?
00:17:46
Looks like you're still muted, Donna, if you're trying to talk.
00:17:53
If you're still having- Donna, you're still on mute.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
00:17:57
Sorry.
00:17:59
Sorry.
00:17:59
Hey, guys.
00:18:00
I'm Donna.
00:18:01
I'm a professor of transportation engineering at UVA.
00:18:04
My research is mostly looking at sustainable transportation systems, special interests in things like autonomous vehicles, electric vehicle planning, most recently also non-motorized travel safety.
00:18:16
I apologize.
00:18:17
I'm home alone with my kids right now, so I'm probably going to have to keep my video off because they're on some kind of Disney movie and I'm having bandwidth issues.
00:18:25
But I'll be listening in and contribute as much as I can.
00:18:28
Understood, thank you.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:18:30
All right, Ray.
SPEAKER_11
00:18:33
I'm Ray Heron from the City of Charlottesville.
00:18:37
I was on the CTAC committee for several years and my term expired.
00:18:44
The city somehow had a paperwork glitch and couldn't find my reapplication so they didn't reappoint me last year.
00:18:56
but they decided to do it again this year.
00:19:00
My interest in transportation mostly stems from almost 20 years on Jaunt's board.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:19:06
Sounds good.
SPEAKER_11
00:19:10
Well good to have you back Ray.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:19:13
Cool and so I guess the staff, Jessica to introduce yourself.
Jessica Hersh-Ballering
Staff Member
00:19:18
So I'm Jessica Hersh-Ballering.
00:19:20
I am a transportation planner here at the TJPDC.
00:19:24
Sorry, I'm also admitting people as I'm talking.
00:19:28
Yeah, I seem to be the staff member in charge of SCAC.
00:19:32
Really briefly, my background is actually in public health, and I got interested in transportation as a way to combat chronic disease.
00:19:39
So I care about all transportation modes, but my heart is definitely in those active transportation modes like biking and walking.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:19:47
Sounds good.
00:19:48
Thanks, Lucinda.
Lucinda Shannon
Transportation Program Manager
00:19:50
Hi, I'm Lucinda Shannon.
00:19:51
I'm also staffed with the TJPDC.
00:19:54
I'm a transportation planner, and I work mostly on the MPO and other transportation projects.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:20:01
Sounds good.
00:20:01
Thanks.
00:20:02
Stuart, I skipped you.
00:20:04
Stuart, you're back on my screen.
00:20:05
Can you introduce yourself?
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
00:20:06
My power went out here, so then I was like trying to get logged on.
00:20:11
Sorry about that.
00:20:12
My name is Stuart Gardner.
00:20:13
I've been on CTAC for about a year in the new vice chair, looking forward to working with everyone.
00:20:23
My background is in the automotive industry, primarily with manufacturers.
00:20:28
So I've worked with
00:20:30
Chrysler and Dodge, most recently Volkswagen.
00:20:34
Now I recently changed roles to an environmental nonprofit based in Charlottesville.
00:20:40
So yeah, this is a great group and I look forward to meeting all the new members and continue to work with all the existing members.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:20:49
Well, thank you.
00:20:50
And Sandy.
Sandy Shackelford
Director of Planning and Transportation
00:20:54
Hi, I'm Sandy Shackelford.
00:20:56
I am the Director of Planning and Transportation for the PDC.
00:21:00
I guess before I came to work here, I spent 11, 12 years, something like that, as a county planner for Campbell County and Nelson County.
00:21:11
Before that, I did some policy research for the American Trucking Association.
00:21:16
So I have a little bit of transportation background, a lot more planning background,
00:21:21
Just kind of try to fit in whatever gaps we have that need to get done.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:21:29
Sounds good.
00:21:29
I think we got through everyone.
00:21:30
Is there anyone we missed?
00:21:33
I missed.
00:21:34
Sorry.
Jessica Hersh-Ballering
Staff Member
00:21:36
I think you got everyone.
00:21:36
Thanks, Tristan.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:21:39
Cool.
00:21:39
Great.
00:21:40
So as I think the first thing we have to do today is public comments.
00:21:45
I don't see anyone.
00:21:46
With public matters, or at least representing it, does anyone see anyone that might not be a member or part of the county or planning commission?
Jessica Hersh-Ballering
Staff Member
00:21:55
There are no members of the public in attendance today.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:21:58
Looks like we're good on that item then.
00:22:01
Then I guess we need to review the meetings.
00:22:03
Does anyone need time to review the last meeting's minutes?
00:22:06
They were posted in our current agenda for today, if you had had a chance.
00:22:14
Does anyone have questions on the last meeting's notes from, actually not last, it was January, January's?
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:22:22
I think we already reviewed these before the last meeting and didn't have a quorum.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:22:26
Okay, I need to approve those.
00:22:28
All right, so does anyone have questions before we move to approve those?
00:22:37
If not, do I hear a motion?
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:22:41
I'll move to approve the January 18th meeting minutes.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:22:46
I'll second it.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:22:48
Sounds good.
Jessica Hersh-Ballering
Staff Member
00:22:50
And then let me just jump in, Tristan.
00:22:52
Sandy, Lucinda, can we just do a voice vote then?
00:22:54
OK.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:22:58
I approve along with him.
Jessica Hersh-Ballering
Staff Member
00:23:01
So Tristan, what we'll do is you just say all those in favor and everyone.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:23:07
All those in favor, please say aye.
00:23:10
Aye.
00:23:11
Sounds good.
00:23:12
Anyone say nay?
Jessica Hersh-Ballering
Staff Member
00:23:15
And then you'll also want to ask if anyone's going to abstain, because people who were not in attendance at the January 18th meeting should technically abstain from this vote.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:23:22
Yes, I will abstain.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:23:25
Thank you.
00:23:25
That makes sense.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:23:26
I'll opossumously abstain, take back my vote.
00:23:32
I'll also abstain.
00:23:33
Cool.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:23:33
All right.
00:23:34
Seems that it carries.
00:23:36
Good job.
00:23:38
Yeah.
00:23:39
All right, so going to the next one here, it looks like we are now on the MPO's transportation, the one pages at the end.
00:23:47
Ian, do you have something?
Jessica Hersh-Ballering
Staff Member
00:23:48
Oh, Tristan, if I could stop you for one second.
00:23:50
We have the meeting summary from last time, so it's not official minutes because it is not an official meeting.
00:23:57
So if you could just, if anyone wants to make any changes to that meeting summary, please let me know.
00:24:05
Otherwise, we can just move on.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:24:07
All right, yeah.
00:24:08
Does anyone have any questions about the May 20th meeting we had?
Jessica Hersh-Ballering
Staff Member
00:24:15
And while you're thinking about those questions, I'll also just throw in really quickly, we did not have a March meeting.
00:24:20
For all of you new folks, we do meet every other month because everything was just beginning to happen with COVID-19.
00:24:27
We didn't have an official meeting in March, but I did send out meeting materials at that time.
00:24:33
And what we'll do is we'll have those posted to the website
00:24:37
as we put up these minutes in the meeting summary.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:24:42
Understood.
00:24:44
Any questions on May 20th's meeting minutes?
00:24:48
I know there's some of us who aren't here, but if none, I think we're ready to move on to our first presentation by Ian.
Ian Baxter
00:24:56
Ian, you good to go with your internet?
00:24:58
Yeah, I think it's working now.
00:24:59
It's a good change in the rooms.
00:25:01
Thank you for being patient.
00:25:02
So yeah, so I guess, hello again.
00:25:04
So my name is Ian Baxter.
00:25:06
So sort of the big project that I've been tasked with this summer is to take a list of topics with which I was not familiar with.
00:25:15
My background is primarily in voter registration.
00:25:19
So I have no real transportation background, which kind of makes it perfect that I was kind of trying to translate some of these little dense sort of
00:25:28
yeah I guess sets of dense terms and very important obviously processes that the PDC goes through to do all sorts of things and I've tried to distill down into these one-pagers so I know Jessica sent out an update or sort of the first draft since then I'm gonna go ahead and share my screen and I've gone ahead and sort of added a color and
00:25:53
So if you just want to, this is sort of what they look like now and obviously I'm sure there'll be a way for us to send it out afterwards but I'd like to hear if anyone got the chance to take a look at them.
00:26:06
I'd love to hear any general observations because again it's new to me, a lot of this the concept and even sort of
00:26:15
stuff that you guys might find elementary like sort of even the difference between an MPO and a PDC was something that I was learning so we kind of hoped that that kind of unfamiliarity kind of translated to writing it for an audience that wouldn't be acquainted with these terms so the the ultimate goal is for someone who
00:26:34
has absolutely no idea for example what a long-range transportation plan is and is able to read this document and sort of have at least the gist, maybe have it just enough to where they would be able to participate in one of these meetings without sort of having a dictionary of acronyms next to them.
00:26:51
So that's sort of all I have.
00:26:53
I'd be happy to send sort of the more colorized
00:26:58
Funner to look at versions of these primers after the call because I've been fighting to make them look a little bit better.
00:27:05
But yeah, as for content, I'd love to hear any sort of suggestions or yeah.
00:27:11
So that's pretty much all I have for what the primers are.
00:27:14
I mean, the goal really is to hopefully acquaint people with what not only the MPO does, but with the broader PDC mission and how important the organization is for transportation in the region.
00:27:28
I'd be happy to talk to any of you about it.
SPEAKER_11
00:27:31
I'll give you big kudos, Ian.
00:27:34
My first year on the committee, my entire first year was trying to figure out these acronyms that the planners used all the time.
SPEAKER_03
00:27:46
Thank you.
Jessica Hersh-Ballering
Staff Member
00:27:49
I think Ian did a really good job of explaining what he was trying to do with these primers.
00:27:55
Sandy, I was wondering if you might pop in and also talk a little bit about how this fits in with our public outreach and public participation plan, if you wanted to speak to the overall goals of the TJPDC and asking Ian to create these.
Sandy Shackelford
Director of Planning and Transportation
00:28:11
Sure, yeah.
00:28:12
So the primers were actually one of the things that was approved as part of the Unified Planning Work Program, which there is a primer on that if you haven't looked at it already, but that's the work plan that we submit through VDOT to the FHWA.
00:28:31
the Federal Highway Administration to be approved that tells them how we're going to spend the money that the MPO receives to support our planning services.
00:28:41
So one of the things this was really important is over the past year we really heard a lot from you all, especially about the importance of making sure that we do a really good job of increasing the representation of a diverse
00:28:58
set of needs and demographics on our committees.
00:29:02
And it seems like it's been a passion at least historically of this committee to improve our outreach specifically to areas that are underserved, maybe don't have the same capacity to spend a lot of time reading through your technical dense information.
00:29:23
And so part of this is just to try to help make
00:29:27
So the idea is to reduce the barrier for what it's going to take to participate in the process of preparing some of our planning documents which tend to be highly technical.
00:29:38
So the idea is that we can have this kind of information available which hopefully will also help people who are new to committees like CTAC just have a quick
00:29:48
frame of reference when we start talking about some of these programs to get sort of a really high level view, know sort of what the big picture goals are, and be able to enter into the discussion, but also to help the public understand why these documents are important, how our funding works, what the goals of them are, and again, just start making the information and the process more accessible to a wider diversity
Jessica Hersh-Ballering
Staff Member
00:30:17
Did you also want to talk, Sandy, about where we might put these
00:30:26
like on our website, et cetera.
Sandy Shackelford
Director of Planning and Transportation
00:30:28
Yeah, I mean, there are a couple of places.
00:30:30
I think one of the things we would want to, sorry, my dogs just came into the house, so they're clicking little footprints.
00:30:37
We'll definitely put them on the website.
00:30:38
I think we would want to include information of these with any sort of outreach materials, just have places where they can be accessed either online or make sure that they're also available if anybody wants to pick up a hard copy.
00:30:54
We'll talk a little bit later about our public participation plan, but we'll also look for some opportunities to other organizations or geographic locations where it might make sense to make this information available.
00:31:05
We would want to sort of put it together as an orientation packet for any new committee members to anybody on the MPO.
00:31:15
that kind of thing.
00:31:16
If you all have other suggestions on ways we should share this or who should have access to it I think that's certainly part of this discussion.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:31:27
I remember I was speaking a couple weeks ago to Emily Dreyfus from the Legal Aid Justice Center and she was especially interested in documents like this that are supposed to be for public consumption that are going to go out especially in
00:31:44
In this COVID society where it's sort of like hard to access things in person, that she would actually be really interested in getting her or members of her team to sort of break these documents down even further.
00:31:59
Because what I loved about this is I thought it was a perfect introduction for me.
00:32:03
I have a college education
00:32:06
And I'm able to parse through stuff like this.
00:32:11
And I understand how things like committees and local government work.
00:32:15
But I don't know if somebody who's actually coming in from the public level at base or below her might be able to parse this.
00:32:23
But Emily Dreyfus from the Legal Aid Justice Center would be perfect.
00:32:28
And I can get her email.
00:32:29
But she's also online.
Jessica Hersh-Ballering
Staff Member
00:32:33
Yeah, that's great.
00:32:34
Thank you for that.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:32:36
Yeah, and I did want to ask, do you all, if we do have more specific suggestions, do you all want us to send those along?
00:32:42
Is now the time?
Jessica Hersh-Ballering
Staff Member
00:32:44
I mean, I only had a few, but... Yeah, I think if you have really specific stuff or don't feel ready to say all of your thoughts at this meeting, you are welcome to email me.
SPEAKER_03
00:32:55
OK.
Jessica Hersh-Ballering
Staff Member
00:32:56
Whenever you guys email me, just as a reminder, please email me directly.
00:33:01
Don't include the rest of the CTAC committee, just so we stay within the rules of open meeting law.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:33:08
OK.
00:33:09
I just have a couple out there now and a couple more that I think I'll just send later.
00:33:14
I did note on the, well, first of all, Ian, thanks for putting all these together.
00:33:19
I agree.
00:33:19
They're great and will be very helpful in getting everybody in general public up to speed.
00:33:25
For the kind of initial one about the overview of the MPO, I had a couple of suggestions I think specifically regarding CTAC's role and how we fit into things.
00:33:39
So I get the bottom of the first page, the paragraph on how it's staffed.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
00:33:48
Wait for you to get up there.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:33:50
Yeah, so at the end we say,
00:33:54
federal and agency representatives and other transportation stakeholders appointed members of the committees within the MBO are often elected appointed officials and then we get to another transportation stakeholders I would suggest adding in members of the public because I think just trying to make sure that anybody reading this can see that there are committees like CTAC that you know anybody from the public can potentially join it's making sure it sounds as accessible as it is
00:34:24
And then similar point on the next page, actual bullet for CTAC, the Citizen Transfer Age Advisory Board.
00:34:34
Well, one is that I think committee to be swapped in there.
00:34:39
At the end of that, we say members of this board are recruited and appointed by the policy board.
00:34:46
It seems like you can just kind of submit an application on your own without being kind of officially recruited.
00:34:53
So I was thinking you could change that to like drawn from the general public and appointed by the policy board.
00:34:59
Again, just getting at the idea that anybody can apply for CTAC.
Ian Baxter
00:35:06
Yeah, thank you.
00:35:07
This is like the first one I did.
00:35:10
But yeah, now I'm sort of having, I agree, sort of, I'm not sure, I can't see who's speaking, but I agree that, you know, even this might be inaccessible to someone without a background in local government and
00:35:22
Yeah obviously the point is to encourage as much public participation as possible so I'd be happy to yeah I'll definitely make those edits but a broader note it's important to me as well that you know for example like my neighbors could I can be able to talk to them about what these organizations do because it does affect you know traffic safety in our neighborhood you know that's something that a lot of people care about and this is one of the ways to combat you know combat speeding and or all sorts of local problems so that's a great point.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:35:47
And we all recognize how complex this stuff is.
00:35:50
So it is very hard to boil down.
00:35:52
So I think you're doing a good job and on the right track.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:35:57
Two things struck me a little bit.
00:35:59
I have to say, it's going to sound strange coming from me because I worked in a Pentagon.
00:36:03
So I'm used to this very in-depth type of policy papers.
00:36:10
But it seems to me if we're going to reach out to
00:36:14
Citizens who don't have too much of a background and generally interested, is there a cliff book version of this, maybe a PowerPoint version that could be put together?
00:36:25
I mean, it's much harder to do a very short version and still communicate some of the basic ideas.
00:36:35
So that's one thought I had.
00:36:37
The other thought I was going to say on that one sentence, the members of this board are recruited and appointed by the policy board.
00:36:45
I was appointed by the board of supervisors to be a representative to CTAC.
00:36:52
So that sentence isn't exactly correct in any way.
00:36:55
Forget about recruited.
00:36:57
This isn't only a policy board per se, or unless you, unless you broadly defined a policy board as
00:37:04
a wide variety of other organizations.
00:37:07
So I think that really needs to be clarified, but I really, the basic point about the cliff notes is the thing I think it needs some help with.
00:37:16
I don't know how everybody else feels about that.
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
00:37:19
Yeah, this is Stuart.
00:37:20
I think with any communication, you always have to think about who the audience is.
00:37:26
So if this audience is for general public, or if you're targeting to a certain audience,
00:37:33
If I was to give a guess, I would ask, is the first page the idea here, the boilerplate
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:38:03
Yeah, that right there.
00:38:05
I mean, this is what you would provide.
00:38:07
You maybe chop up, depending on what audience.
00:38:10
This could be the bluff, if you will, the basic upfront.
Ian Baxter
00:38:13
Yeah, I was actually, I talked to Sandy about this sort of
00:38:18
One way I was trying to, because it's tough to make, I tried to simplify it as much as I can without sort of sacrificing sort of, yeah, the nuance of how the processes work.
00:38:29
But I do agree with, I think it was Martin and Stuart, both of what you were saying, because we were sort of thinking a way to maybe graphically depict how these organizations are related to one another and are related to, for example, Charlottesville City local government or the County of Albemarle Board of Supervisors.
00:38:44
and I guess entities that folks are already acquainted with, talking about the role that generally the PDC and or the MPO plays in terms of policy decision making without getting a little into the weeds about the structure in terms of the committees, who's on the committees that might not be as important to other people.
00:39:03
And I totally agree with that.
00:39:04
In fact, that's sort of gonna be the next step.
00:39:06
And I'm almost done with almost sort of the first round of these, finishing up a few about housing and environmental stuff.
00:39:12
After that I kind of want to look at and say, okay, how can I make this even more accessible to someone who has absolutely no background but wants to participate?
00:39:20
Because that's really important to me.
00:39:21
Yeah, that's a great, I think, thank you for those points guys.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
00:39:25
Hi, this is Tim Keller.
00:39:27
I think this is a great step forward and I agree with what my colleagues have said.
00:39:33
I think that one of the most exclusionary parts of transportation planning are the acronyms.
00:39:39
And so I would recommend that the acronym be the title for each one of these.
00:39:44
And that the real title be underneath the acronym.
00:39:49
So I wouldn't say Charlottesville Albemarle Metropolitan Planning Organization.
00:39:53
I would say MPO first.
00:39:58
Because I just think that that's part of the thing that makes people feel like they don't understand, the general public feel like they don't understand what's going on.
00:40:06
And then I have a question for you all.
00:40:08
And that is, how much reinventing the wheel are we doing on this?
00:40:13
I mean, there are thousands of comparable organizations because of the way Federal Highway Administration is set up and state departments of transportation are set up.
00:40:23
Are there dozens of these comparable fact sheets or summary sheets that have been done by other groups in the state of Commonwealth of Virginia, for instance?
00:40:37
Did you do the research to see what was out there before you started, in other words?
Sandy Shackelford
Director of Planning and Transportation
00:40:43
I haven't seen any.
00:40:44
I looked, I mean, I didn't look specifically for one-page primers, but I haven't seen any in the work that I've done.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
00:40:52
I mean, I certainly think when I've been up like in Fairfax County, which I think many of us would agree is one of the best organized jurisdictions in the Commonwealth,
00:41:04
that you see all sorts of these things in the old paper way.
00:41:09
And these I think are really excellent in terms of the old fashioned paper way.
00:41:17
I could see them being on board of supervisor, planning commission,
00:41:24
City Council on the table where they have the extra agendas and they have the sign up sheets, I could see a place for actually hard copy for this sort of thing that would really be useful, especially when there's a transportation topic on the agendas.
00:41:41
But then there is this other part, and I think that recommendation of something that's more like a PowerPoint that is really almost a slide for each one of them would really be useful on the
00:41:53
on the website.
Sandy Shackelford
Director of Planning and Transportation
00:41:55
Yeah, that's a really great idea.
00:41:56
And the other thing I want to point out is that while Ian has focused mostly on doing these for the MPO, we are doing these for the entire organization as well for all the other PDC programs.
00:42:09
So our goal will be that all of our programs that meet a certain criteria, at least we probably won't do these for contracted projects, for example, but anything that
00:42:18
It's sort of a mandated project or a mandated program that we facilitate.
00:42:23
We would have one of these four.
00:42:25
So it also just creates some cohesion as far as the accessibility to information across our organization as a whole.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
00:42:34
Hi, so this is Donna.
00:42:35
I agree with Tim.
00:42:37
I think it was Tim who said that it's, you know, this is really good in terms of detail.
00:42:42
So these things, it looks like something you would find on a paper brochure and that is reasonable.
00:42:47
But when thinking about someone who's being introduced to these concepts for the first time, we need something a little bit more concise, maybe less wordy, more graphics.
00:42:57
So one thing I was thinking is that, sure, we have explained what the various abbreviations mean here, but we have not really
00:43:04
In a quick way, explain how each of these things relate to each other.
00:43:08
So right now, someone's going to have to go through all of these documents in depth to be able to understand how the MPO relates to the long range plan and how does the committees provide input.
00:43:22
So maybe something that's like a shorter PowerPoint slide format, but also quickly can overview the relationship between the organizations and the various documents.
00:43:31
And that may be enough for someone who's just being introduced to this stuff for the first time without having to read all of the details.
Sandy Shackelford
Director of Planning and Transportation
00:43:39
Yeah.
00:43:40
No, I think that's a really great suggestion.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:43:43
I'm gonna piggyback off of that a little bit and say that I think it's like yeah it is concision because I think earlier someone had worded it more like we're breaking it down a little bit more but I feel like that that it feels like we're like thinking looking down on the public a little bit but really we're just trying to empower people to feel like they have an opinion on these things it's like they can participate in these discussions
Ian Baxter
00:44:12
So I guess the way I'm looking at it now is maybe this would be sort of the second step between participating fully in a committee and never ever having heard of what an MPO is, right?
00:44:23
So
00:44:23
If your first introduction might be something a little more simple, a little more, this is how this is related to this.
00:44:31
That's a horrible way of saying it, but generally a lot easier to digest.
00:44:34
And then if you are more interested, I think these are kind of like the cliff notes of sort of the abstract and the introduction of a lot of the actual, for example, the long range transportation plan.
00:44:44
I kind of hope that this primer reads as an easier to digest introduction to that without having to get, because you don't have to understand all of the acronyms that are in there,
00:44:53
The ideas of fiscal years and all these, you know, everything that's in there.
00:44:57
So I appreciate it.
00:44:58
That's all really good feedback.
00:44:59
I definitely agree.
00:45:02
And it's something I was thinking about because there's sort of a point where you can't translate it any more simply without kind of starting another type of project.
00:45:10
So yeah.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
00:45:11
Yeah.
00:45:12
So I'll just translate this into like college professor talk, I guess.
00:45:15
I think of like that PowerPoint slide I mentioned as sort of the attention catcher, right?
00:45:19
So when I'm introducing a topic to the class for the first time,
00:45:22
They do that outside of class.
00:45:29
I don't have to read to them all the words on these things.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
00:45:37
And the old professor really supports the younger professor in that approach.
00:45:43
And I would also say that as beautiful as the graphics are, I'm hoping that these are just placeholders because there are great graphics out there that could stand for these different ones as opposed to these beautiful rural images.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
00:46:00
Hey, thanks, Tim.
00:46:01
Could you write me a teaching evaluation?
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:46:05
All right.
00:46:05
Well, everyone, I know there were about 10 over on the agenda time here.
00:46:09
So is there any other major questions or feedback?
00:46:11
I believe we can forward those over to Jessica, as she indicated earlier.
00:46:15
So anything else for Ian, please forward to Jessica.
00:46:20
And thanks, everyone.
00:46:21
And Ian, I'll just reiterate everyone else.
00:46:23
It's a good step forward.
00:46:24
Moving to the next one for the MPO documents, Lucinda and Sandy.
Lucinda Shannon
Transportation Program Manager
00:46:31
Is this the TIP document?
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:46:35
public participation plan memo.
Sandy Shackelford
Director of Planning and Transportation
00:46:38
I'll cover that real quickly.
00:46:39
So we are supposed to review the public participation plan every so often and I think we might
00:46:48
Have waited a little bit too long to do that.
00:46:51
But one of the big things, obviously, is that with COVID, there was the opportunity to do some electronic meetings.
00:47:00
And so I started looking at this again and realized that we probably needed to update this to at least reflect
00:47:08
you know, procedures for when we had electronic meetings.
00:47:10
And then there were some other things that were just kind of out of sync with what we were doing as an organization.
00:47:18
So we wanted to update the public participation plan to also reflect any changes in our organizational procedures so that we weren't out of compliance.
00:47:28
What I really want to iterate with the public participation plan is that this is a Federal Highway Administration
00:47:35
requirement as part of the MPO.
00:47:38
And so the goal when creating and implementing this plan is to make sure that we check all the requirements and are in compliance with the federal regulations.
00:47:49
But we also want to provide enough flexibility so that we can, you know, kind of customize our process to what makes sense for a specific project or a specific plan.
00:48:00
So we don't want to be
00:48:01
Too specific with what we're going to commit to doing, but we do want to be specific enough to let everybody know that we're going to meet the requirements and then, well, just as an organization, we're committed to exceeding those.
00:48:19
So the things that were updated were just references to how we share information.
00:48:26
We don't necessarily always do those on a bi-weekly basis, for example, so we wanted to remove any specific references to that.
00:48:33
where we updated some of the sections on accessibility for people with disabilities and non-English speakers.
00:48:40
I think that's still highlighted in the document because I was going to check with Albemarle County and Charlottesville to make sure that we were consistent with what they were doing and make sure that I understood what their procedures were.
00:48:51
And I think theirs is also two days notice, so I don't think that's going to change.
00:48:57
Updating plans for communicating with traditionally underserved communities.
00:49:01
Previously, the plan had just mentioned that we would, it may have mentioned that we would advertise the minority in publications that had a wide minority population that
00:49:17
The publication circulated too.
00:49:19
There aren't really a lot of those.
00:49:20
So that's not a very effective way.
00:49:22
I mean, we'll still gonna do it because it's required, but it's not a very effective way to actually reach those communities.
00:49:29
And then also that we would put planning documents in certain geographic locations.
00:49:35
And so I believe we also added that we would work with creating a list of organizations such as what you mentioned.
00:49:44
I believe it was Travis that mentioned
00:49:46
like the legal aid centers and other organizations or community groups to make sure that they're aware and can inform their populations that they work with.
00:50:02
When there are important documents that we want public participation with.
00:50:09
And then we just generalized some of the information to remove references to specific individuals so that doesn't get outdated immediately.
00:50:16
So after
00:50:19
Actually, earlier today, after you all have already reviewed this, I got a few comments back from Jaunt as well, just asking to update some of their information to remove references to the capital J-A-U-N-T and modernize the references to their organization as well, but nothing really substantive.
00:50:40
So if you have any initial feedback on the draft plan, I'd be happy to hear it.
00:50:46
Otherwise, after today, this is more of a notification that we'll go ahead and start the 45-day public comment period that's required in the federal regulations.
00:50:58
And we will come back in September to let the MPO committees and the policy board review this again.
00:51:05
And at that point, potentially vote on
00:51:09
Adopting the revisions to the plan.
00:51:16
Any questions or comments on that at this time?
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:51:22
You didn't or I didn't see a link to the public participation plan itself or like any written document to it.
00:51:30
Is that available online?
00:51:31
Can I read that?
Sandy Shackelford
Director of Planning and Transportation
00:51:32
Well, I sent it to Jessica.
00:51:34
It's not available online yet, but after this meeting, we will put it online for the public comment period.
00:51:41
So.
Jessica Hersh-Ballering
Staff Member
00:51:44
Just jumping in for a second, Sandy, what you guys should have in your packet is just a link to a memo where Sandy was talking about the public participation plan.
00:51:51
But like Sandy's saying, we'll have the actual plan available soon for you to take a closer look at.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
00:52:02
That's a working document?
Sandy Shackelford
Director of Planning and Transportation
00:52:08
Yeah so there is the old plan from 2016 is available online so you could look at that one but there aren't a lot of substantive changes it's mostly just modernizing it and there are a couple revisions so I'm going to I just got the comments from John today so before I send it to you all I will make those changes.
00:52:29
and then that plan will be what's put on the website for public comment as a working document and so then we'll be able to come back for another round of reviews in September when we do this again before there's, you know, and then there could be a vote in September once we've met that public comment period or if there are more things we have to work out that's always an option as well.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
00:52:53
In terms of our input, you'd like us, once it's posted online, to send that as we review it and then it sounds like maybe in September we'll have a chance to see some of the public input received and provide additional comments at that point?
Sandy Shackelford
Director of Planning and Transportation
00:53:07
Correct, yeah.
00:53:09
And let me also say that at the same time that we're updating this plan, I had mentioned earlier that we're also working on a communications plan for the PDC as a whole.
00:53:20
And so the goal of that is to go beyond this public participation plan.
00:53:26
But again, the purpose of this public participation plan is to communicate
00:53:31
that we are going to comply with the federal regulations while still giving us as much flexibility as possible to customize any sort of outreach to what makes the most sense to, you know, get meaningful engagement from our communities.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:53:49
Sounds good.
00:53:50
Any other questions for Sandy?
Lucinda Shannon
Transportation Program Manager
00:53:54
Thank you.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:53:56
Lucinda, I think we have a memorandum on the TIP amendment.
Lucinda Shannon
Transportation Program Manager
00:53:59
Okay, I'm going to share my screen with you so you can see the memo.
00:54:04
Let's see.
00:54:11
And this is actually pretty easy.
00:54:13
Can you guys?
00:54:14
Yeah, you can see it, right?
00:54:19
We have the Transportation Improvement Program, which is basically kind of the budget of what the state is spending, how the state's spending the federal money that's allocated to our region for the Metropolitan Planning Organization.
00:54:35
And this update, it's an amendment because it's such a large amount, but it's basically adding in
00:54:44
little over eight and a half million dollars to one of the groupings for preventative maintenance and system preservation.
00:54:52
So if you see on the screen, there's the old table, which is in the transportation improvement program, and then the new table, which we're going to ask the policy board to approve.
00:55:06
next week, in their next meeting.
00:55:09
And it's pretty simple, straightforward.
00:55:12
This is just preventative maintenance on the roads, and they're adding money to it in fiscal year 2020.
00:55:26
So it's one of those complicated things.
00:55:32
It's pretty simple though.
00:55:33
I mean, it's just adding some money.
00:55:35
It's kind of a bookkeeping thing.
00:55:38
Are there any questions?
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
00:55:41
Yeah, this is Stuart.
00:55:42
Is that new money or money being transferred from one place to another?
Lucinda Shannon
Transportation Program Manager
00:55:49
Chuck, are you on the line?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:55:51
Yeah, it's new money that's being available for additional paving, mainly just paving of the roads in the area.
00:56:02
of the MPO over the next year.
00:56:08
Because it'll be FY20, which is this year, and FY21, which starts with, well, FY21 is this year.
00:56:16
FY20 was last year.
00:56:18
So it's just to first meet federal obligation requirements to show how much money we spent on these improvements
00:56:31
in this physical year, or last physical year, and what we plan to spend this physical year.
00:56:38
We're also in the middle, we just updated the TIP, so this is basically amending the old TIP document, because a new TIP document is still being reviewed by FHWA, and it'll be reviewed and approved probably before October.
00:56:53
So at that point, we'll have to
00:56:56
revised some of these tables to reflect some of these changes too in the new document.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:57:04
Just for clarity's sake, when I looked at this, I said transportation.
00:57:10
Transportation is wide ranging.
00:57:12
It's really road maintenance.
00:57:15
It doesn't include any of the buses or whatever else comes to mind.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:57:21
No, it's just preventative maintenance.
00:57:23
The tip's broken up into a bunch of different sections by road type.
00:57:30
And then you also have groupings for a lot of smaller projects.
00:57:35
And then there's appendices that usually those are listed out.
00:57:38
For maintenance, however, it's not as straightforward because we don't necessarily know how much we're going to spend until the year before.
00:57:49
So that's why these are
00:57:53
have to be changed.
00:57:54
Generally, they get amended or adjusted throughout the year, but sometimes they'll have to do amendments when there's a large shift in funding to these groups to support just ongoing maintenance of the roadway.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:58:10
Is it maintenance, of course I actually have a question which I'm going to get to you at some other time, but is it maintenance or let's say a roadway is partially paved and needs to be fully paved, would that be included in this or is that a separate type of a project?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:58:27
That would be under, if it's like a gravel road that's resurfaced, that would be done as a construction in the, included in the construction grouping for like improving a non-hard surface road.
00:58:41
That wouldn't be this.
00:58:43
If a road is basically starting to break up and they're going to go ahead and patch it and repave it, that would be what this would cover.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
00:58:52
OK, fine.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:58:53
Thank you.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
00:58:57
But to just double check Stuart's question, it's coming from a new federal fund, not something existing and being pushed around.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:59:06
Yeah.
00:59:10
I don't think this was new federal funding.
00:59:12
I think this is money that's just they pulled off other programs to obligate it and put it in this program to obligate it this past year.
Jessica Hersh-Ballering
Staff Member
00:59:25
OK.
00:59:25
So Chuck, would that be like saying it's new to us?
00:59:27
It's not like new VDOT money, but new to the MPO?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
00:59:32
Well, I mean, it's not
00:59:39
Bonus funds.
00:59:40
I mean, there's a bunch of different funds that we can get.
00:59:42
If some states don't spend all their funding, it's put out to other states who have spent all the money and we can actually use that money.
00:59:55
I don't think that's what this was.
00:59:56
I think this is just regular money that we needed to spend this fiscal year, we would lose it.
01:00:04
So they basically shifted in here and we were able to spend it on
01:00:08
are resurfacing.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:00:15
Understood.
01:00:15
All right.
01:00:16
Thanks.
01:00:18
Lucinda, does that make sense?
01:00:21
It does to me.
01:00:21
Does anyone else have questions concerning that?
01:00:27
All right.
01:00:27
If not, Lucinda, is there anything else that we need to discuss on the TIP Amendment?
01:00:31
No, that's all.
01:00:32
Thanks.
01:00:34
All right.
01:00:35
Thank you.
01:00:39
I guess the next one is the STIP.
01:00:43
We have a draft to review.
01:00:47
Is that me too?
01:00:50
Click on it right now.
01:00:51
I'm just looking at the agenda.
01:00:53
Jessica, from whom would be presenting on this, the statewide transportation improvement program?
Jessica Hersh-Ballering
Staff Member
01:00:59
Yep, so Lucinda, I was hoping that you... Sure.
Lucinda Shannon
Transportation Program Manager
01:01:03
So that is actually, it's just a notice saying that the statewide transportation program is on the VDOT website and for review, it's a public review period.
01:01:17
So again, it's
01:01:19
It's what they plan on spending from the federal dollars and where they are going to allocate it in the upcoming years.
01:01:29
So the public, you guys can go on the VDOT website and take a look at it and make public comments through their website.
01:01:39
This kind of relates down to our TIP, which is kind of for our region, our Metropolitan Planning Organization area.
01:01:48
They're tied together.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:01:56
Got it.
01:01:56
I can probably help with this too if you need it, Lucinda.
01:01:59
Sure.
01:02:01
Yeah, the STIP, I mean, we went through a process this spring.
01:02:06
And because of COVID, a lot of the processes were delayed.
01:02:11
But we went through, starting last year,
01:02:15
updating the TIP document, which is the Transportation Improvement Program for the MPO.
01:02:23
And that's just the MPO area.
01:02:26
The STIP is the Statewide Transportation Improvement Program.
01:02:30
And it's basically a four-year planning document that shows the feds what we're planning to spend, what funding we're going to try to obligate, federal funding we're going to try to obligate,
01:02:45
over the next four years.
01:02:47
And we were supposed to approve it in June, but because of the delays, we weren't able to get it approved.
01:02:54
So we're running through the public review process right now.
01:02:58
We hope to get it approved later this year, later this summer, maybe by fall.
01:03:05
So this is just to let you know that it's out there if you guys want to go out and review it and provide comments.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:03:19
I do have one question.
01:03:20
I was doing a quick scan of it.
01:03:23
It's over 400 pages long.
01:03:26
I remember earlier in the year that there was a right-of-way purchased for the railway going from Richmond to Charlottesville for passengers.
01:03:34
I see no mention of the word train anywhere unless it's a part of another word like constraint, something like that.
01:03:39
So I was just curious if there has been any developments on that, if that would be in a document such as this.
01:03:45
So they would be dealing with multiple districts such as that kind of project and where that might be going in those four years?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:03:52
I'm not sure on that particular project, how it was funded.
01:03:57
If it was, it may have been already paid for, so it might be in the previous document.
01:04:03
Okay.
01:04:05
So, and I would have to go and look to see how it was
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:04:11
They might not talk about the vehicle.
01:04:14
They might talk about the way itself.
01:04:17
So I know that they don't talk about cars.
01:04:19
They talk about highways.
01:04:19
So they might be talking about railways instead of trains.
SPEAKER_03
01:04:22
Yeah, just a quick look.
01:04:24
I found rail showing up a lot, like space, rail, space.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:04:32
Yeah, there are sections for rail in all the tips.
01:04:36
I mean, we do do.
01:04:40
The Department of Rail and Public Transportation, they actually support the at-grade crossings and putting up new flashing lights and arms at the crossings, and they upgrade the crossings periodically.
01:05:01
So those will show up as actual line items in the grouping under the TIP group document for rail.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:05:11
Understood, all right.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:05:15
But as far as that project goes, we don't have any information on it this time.
01:05:19
I know that was a specific call out, but it seemed like a large one that might be of interest to us.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:05:24
Yeah, that one I don't know that much about.
01:05:28
I don't think it would be included necessarily in our tip, but I'm not sure how that was reconciled regarding federal
01:05:41
funding.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:05:44
Understood.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:05:45
Or if it involves federal funding.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
01:05:51
All right.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:05:52
Well, that was my only question.
01:05:53
Does anyone have questions on the STIP or STIP?
01:06:02
Great.
01:06:02
For the FOIA resolution is the next topic.
Lucinda Shannon
Transportation Program Manager
01:06:06
I had no idea these were in there.
01:06:10
OK.
01:06:12
So that is just that we're required to have a Freedom of Information Officer and we have nominated David, I can't remember his last name, Blount, David Blount to be our Freedom of Information Officer.
01:06:28
So if a member of the public wants to view one of our public records, they will contact David Blount and he will get that to them in a certain amount of time.
01:06:40
So that's just a resolution.
01:06:41
We're asking the policy board to vote on designating him as our officer.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:06:49
Would he then be the point of contact that we would send people to?
01:06:53
That's good to know.
01:06:54
Yes.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:06:57
Do you require any motion from our group on recommending this?
Lucinda Shannon
Transportation Program Manager
01:07:02
If you wanted, you could recommend that the policy board pass it, but it's pretty standard.
01:07:08
I don't think it needs a recommendation.
Sandy Shackelford
Director of Planning and Transportation
01:07:12
Just to clarify, David is also going to be the FOIA officer for the PDC, so it'll be consistent across all of the organizations.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:07:25
Great.
01:07:25
Any questions about the resolution about selecting Mr. Blount for the FOIA officer?
01:07:34
Well, if not, we can move on to the next topic area.
01:07:37
And Chuck and Lucinda, it looks like there's SMART SCALE updates.
01:07:45
So Lucinda, show.
Lucinda Shannon
Transportation Program Manager
01:07:48
Yeah.
01:07:50
Let me just, I can pull that up because I have the policy board packet up here.
01:07:54
So let me share my screen again.
01:07:56
And I'm not sure how much you want to get into the weeds.
01:08:03
So the SMART SCALE is the state funding for transportation projects and our Metropolitan Planning Organization has 12
01:08:20
opportunities to apply.
01:08:22
The city can apply for four.
01:08:25
The county can apply for four.
01:08:27
The Metropolitan Planning Organization can apply for four.
01:08:30
And usually we apply on behalf of the city or the county or other localities.
01:08:36
And then the TJPDC, the Planning District Commission, can also apply for four projects.
01:08:43
And again, the MPO, the Metropolitan Planning Organization, and the PDC, the Planning District Commission,
01:08:49
typically are applying for projects on behalf of the city or the counties that have extra projects that they need more applications for.
01:09:03
So here is a summary of what
01:09:08
projects are being submitted by which entity.
01:09:12
And we will ask the policy board to pass two resolutions supporting the projects.
01:09:18
The first resolution will be just to support the projects that are being submitted by the other entities, by the city, the county, and the PDC, just saying that the policy board supports those projects.
01:09:31
And then the second resolution will be
01:09:35
For the projects that are being submitted by the MPO on behalf of the county.
01:09:41
And so that would just be a resolution stating that they're going to apply for those projects.
01:09:47
We did a workshop on these and they're on the website and they have a pretty detailed
01:09:54
Explanation of what each project is on the website.
01:10:00
It's on the MPO website.
01:10:02
So I think what I'm going to do is just ask if there's questions and not try to go through all of the materials.
Jessica Hersh-Ballering
Staff Member
01:10:14
I did want to add really quickly that we also have Chuck from VDOT here to answer any questions you have about the SMART SCALE process itself.
01:10:23
He's really knowledgeable about that, as well as knowledgeable about all of the particular projects we have.
01:10:29
But Lucinda can also speak directly to the public workshops that were held on the 13th and 14th.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:10:39
But these are going to be ranked soon, I guess.
01:10:42
Is that right, in August, if I remember correctly?
01:10:44
Chuck.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:10:50
The way the process works is these projects are once they're submitted, they're evaluated and scored, and then they're ranked based on how well they score compared to all the other projects in the state.
01:11:08
And then they're funded based on there's two pots of money.
01:11:12
There's a district grant pot, which is
01:11:14
For us, it's about $20 million across the district.
01:11:18
Statewide, it's around $500 million across the state.
01:11:24
So basically, the projects are ranked.
01:11:28
Once they're ranked, they're chosen by the policy board, not the CTB, Commonwealth Transportation Board, and funded.
01:11:40
And that'll take place next spring.
01:11:44
We'll spend the rest of the year once the applications are submitted which is the submission date was extended to August 17th.
01:11:53
They'll be submitted and then this fall we'll evaluate and score the project and then at the January CTB meeting they will be presented to the CTB.
01:12:04
The ranked list will be presented to the CTB for their evaluation and then during the spring they'll basically go back through those
01:12:14
the process and see which ones they want to fund out of the list of projects that are prioritized.
01:12:24
Does that make sense?
Jessica Hersh-Ballering
Staff Member
01:12:26
And just to back us up just a little bit, especially for our newer members.
01:12:30
So back in April, that's when the PDC and the MPO submitted our pre-applications for SMART SCALE.
01:12:39
VDOT then gave the initial go ahead that we were ready to proceed on all of those projects.
01:12:46
And now we're in the process of getting these resolutions or support that Lucinda mentioned.
01:12:51
from the MPO and the other required entities in order to submit our full applications which Chuck was saying are due now on August 17th.
01:13:01
So we've done the pre-app.
01:13:04
We're coming up on the full application, the final application after which all of the ranking happens and all the determining about who actually gets funded.
01:13:13
Right now what Lucinda is showing to you is some of the public feedback so that you guys can make
01:13:21
And correct me if I'm wrong, we want CTAC to make a recommendation on whether or not the MPO should offer its support for these projects, correct?
01:13:33
And that support is required in order for us to submit our full applications and to be considered by VDOT for funding.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:13:43
Do we offer support on a project to project basis or on the document as a whole?
Jessica Hersh-Ballering
Staff Member
01:13:49
You can do it on a project to project basis.
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
01:13:54
This is Stuart.
01:13:55
Chuck, can you remind us the general categories that SMART SCALE ranks?
01:14:00
Isn't it something like safety, congestion, and some other things like that, just at a high level?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:14:06
Yeah, there's safety, congestion, accessibility, environmental, land use, and what was the last one?
01:14:22
Economic Development, I think.
01:14:25
Economic Development and then Transportation and Land Use is the sixth one.
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
01:14:31
Thank you.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
01:14:32
And Chuck, I was just going to ask briefly, I think you mentioned maybe $500 million for the SMART SCALE pot.
01:14:39
Is that kind of pre-COVID effects or does the state have a sense that they will have that amount of money or is that likely to come down?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:14:47
I don't know if they've officially announced it yet.
01:14:52
The money, I mean, it's based on next year's, it would be FY22 budget.
01:14:58
So, I mean, I don't know what's gonna happen over the next year.
01:15:03
We don't even know what the budget is for this year.
01:15:05
So, and this would be basically, would it be adopted in June of next year and start with the July budget, which would be FY2022.
01:15:26
But that's what the money, that's historically been available for the different pots of funding.
Lucinda Shannon
Transportation Program Manager
01:15:36
I just put up the web page that has all the SMART SCALE information on it.
01:15:40
It has recordings of the workshops and then it also has links to all of the, these are links to the projects that will show you the page, like a two page summary of the project with the maps.
01:15:57
And then also on that page, you can link to the report that summarizes all of the comments right here from the workshop.
01:16:11
We collected comments for about a month and summarized them in a report.
01:16:21
So that's all available on the website if you want to review it.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:16:28
So I have to say, just to give you some general feedback, I mean, we are where we are, and it's not necessarily Chuck's fault.
01:16:36
But the projects I'm familiar with, I've heard of some of our citizens sort of really say, none of their comments are really taken in.
01:16:44
None is too harsh a word.
01:16:46
Their comments weren't really taken into account.
01:16:49
Now, this is, I know, a long process that's been going on.
01:16:53
We've had about three briefings on SMART SCALE over this last year.
01:16:58
But somehow this process needs to be really looked at to make sure that we really that the citizens voice, because I know they're frustrated.
01:17:08
are better taken into account and addressed more properly.
01:17:14
I'm not saying there's anything you do on this.
01:17:16
This is so far along.
01:17:18
But I do think we ought to come back and talk about how this comes about and how we can better reflect citizen inputs.
01:17:26
Seems to me it's much more an insider game than a general game, general public game.
Lucinda Shannon
Transportation Program Manager
01:17:34
So we actually are, I'm going to go back to the packet.
01:17:39
We are addressing that.
01:17:42
One of the things is it's very difficult for the citizens to kind of run the road transportation projects because the state maintains and runs the roads.
01:17:54
So the state has the money and is making the decisions.
01:17:58
on how we spend it.
01:18:02
And they have a criteria that they're using to select projects that is based on safety.
01:18:09
And as Chuck had said before, that SMART SCALE criteria.
01:18:15
But we heard the issue
01:18:20
that you brought up of the public comment.
01:18:23
And we are going to, I'm trying to pull it up, propose to the policy board to, let me just pull up the memo, to start our SMART SCALE process earlier and vet the projects that the MPO and the PDC are going to submit.
01:18:48
And if there are any that,
01:18:51
We will need more public participation.
01:18:54
We will pay attention to that and do it earlier ahead of time.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
01:19:03
I'd also make a suggestion for CTAC in particular.
01:19:06
I know we've had SMART SCALE projects come up on our agenda a number of times, but it is often one of many other items and sometimes we have to cram it into 15 minutes at the end of the meeting.
01:19:17
But these applications seem important enough that we should maybe schedule like one meeting that's just only to review SMART SCALE applications in the next round.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:19:29
I'm for anything that brings visibility.
01:19:32
Lucinda, starting early would be good.
01:19:35
Focusing it into the particular, not have everybody all over the county.
01:19:41
If it's, in my area, it's Rio.
01:19:44
If it's a Rio Project, do a workshop just for the Rio community.
01:19:49
That would be helpful too as well.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:19:55
OK.
01:19:56
I've got a question, and it comes down, well,
01:19:59
It fits into this whole category.
01:20:02
So we all know that there was tremendous controversy over the Route 20 South project.
01:20:10
And we know that the supervisors didn't support it, I believe.
Lucinda Shannon
Transportation Program Manager
01:20:16
That's right.
01:20:16
That's correct.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:20:17
And yet it's still on here.
Lucinda Shannon
Transportation Program Manager
01:20:20
No.
01:20:21
No, it's been removed.
01:20:23
It's on the website.
01:20:24
It's on the website because that was the workshop, but that Route 20 project is not in the policy board packet.
01:20:33
It has been removed from the resolution.
01:20:35
They won't be asked to vote on that.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:20:38
Okay, so we're not being asked to vote on that either then.
Lucinda Shannon
Transportation Program Manager
01:20:41
Right.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:20:42
Okay, because I thought when I skimmed through this earlier, I did see it in this packet.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:20:48
There is one other Route 20 project, but it's the intersection one with 53.
Ian Baxter
01:20:52
I saw that too and immediately thought, hey, wait, but different.
Jessica Hersh-Ballering
Staff Member
01:20:57
Yes, there is another Route 20 project.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:20:59
Yeah, I'm aware of both the projects, but I swear that I saw this one in some aspect of skimming through it.
01:21:07
Maybe it was, well, I'm not sure where I saw it, and I just have it digitally.
01:21:13
I didn't print this out.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:21:17
I do have one question around SMART SCALE, and I know, just like Travis, it needs its own timeframe, but the generation of the new projects, we seem to be on our heels reviewing what has been already scoped and framed, and we gave comment on that.
01:21:34
How are these things generally spawned, if you will, and how is that shaped, and who does that?
01:21:41
Is that at the state level?
01:21:42
Do they just know themselves?
01:21:44
At what point does the community help in that idea generation?
Jessica Hersh-Ballering
Staff Member
01:21:49
Yeah, so can I speak to that Lucinda?
01:21:51
Just because I've talked about this about Route 20 a million times, I think I've got it down pat now.
01:21:56
So these projects typically come way back during the long-range planning process.
01:22:02
So there are no projects that are put forward for SMART SCALE unless they've been included, at least in our case, unless they've been included in some sort of long-range plan, either the LRTP or in the cases of a lot of the projects I work on,
01:22:14
with the Jefferson Area Bicycle and Pedestrian Plan.
01:22:17
So these are long-term planning documents that have gone through the full public participation process to identify all of the projects and prioritize the projects that our community wants to work on in the coming years.
01:22:32
So from there, staff make decisions
01:22:37
Typically, the localities will make decisions about which projects are most important to them.
01:22:42
And what's most important to them at any particular time is not necessarily going in exact numerical order of what is listed in the LRTP or the bike ped plan as the most important thing.
01:22:58
It depends on what other projects are going on in their communities, what else they found funding for, and how they can
01:23:05
Look for new funding to complement the projects that are currently being funded and then they come to us to the PDC and the MPO
01:23:17
to request that we use some of our spaces for SmartScale to apply for those projects that they've deemed the most important.
01:23:24
That's how it's worked up to this point.
01:23:27
Because of what we've heard in the feedback process for this round of SmartScale projects, we are considering changing that process.
01:23:36
And I really, if this is something that's really important to you guys, I encourage you to check out the policy meeting.
01:23:41
The date is listed in your packet, but Lucinda, maybe you have the date off the top of your head, the 22nd.
01:23:50
It's July 22nd.
Lucinda Shannon
Transportation Program Manager
01:23:52
At four o'clock, it's an earlier meeting.
Jessica Hersh-Ballering
Staff Member
01:23:55
Yep.
01:23:56
So if you can attend it, you can see that whole discussion because changing this process would have both positive and negative impacts.
01:24:04
Positive because it would give us a lot of time to review the projects in a very public way and get a lot more public input about the projects that we actually apply for.
01:24:15
But it would also limit our ability to
01:24:20
It would just make it more challenging for the localities to do the work necessary in order to submit these applications.
01:24:29
They'd have to be on a much earlier timeline in order to submit when we only have the opportunities to submit every two years.
01:24:39
So pros and cons, that conversation is going to happen first at the policy board meeting.
01:24:45
I will definitely be listening to that and we can include that on our agenda for next meeting where Lucinda or Sandy or even Chip can come and talk about what was discussed at the policy board and we'll definitely want CTAC's input on how we might move forward.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:25:03
Just to go back to the point that I had asked before, I think now you all can clarify this for me.
01:25:09
So in table one, some of comments received by Project
01:25:13
There is a discussion, it's both the route 20 shared use path is in that because there were comments from the public and you've done an analysis of the full set.
01:25:27
And then there's a discussion that speaks to that a bit, at least in general terms below that.
01:25:33
But then after the fact, when we get to the actual number of projects that are moving forward from there, it's been removed.
01:25:43
So that's how I saw it in here because it's part of the comments.
Jessica Hersh-Ballering
Staff Member
01:25:46
Yeah, correct.
01:25:47
Yeah.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:25:48
OK, thank you.
Jessica Hersh-Ballering
Staff Member
01:25:49
And Tim, I will say that I think we did make a mistake in how we put together this packet.
01:25:53
So what you were looking at and what you guys have in your packet is the list of comments from the public, not just the public workshop, but all of the comments we've had in regards to SMART SCALE.
01:26:03
What we did not include was a list of the projects that are only the projects that are moving forward and summaries of those projects, which if I had a chance to redo this, that's what I would also include in your packet.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:26:15
And I think again,
01:26:16
As you're talking about ways to do modifications for the future, that would be the piece to have up front in future.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
01:26:27
In the interest of time, since there are, looks like, 16 projects that are being recommended, I just wonder if it may be more helpful if individual CTAC members just say if there are any particular ones they want to call out for discussion rather than trying to go through all 16 one by one.
01:26:44
Unless you all want to.
Jessica Hersh-Ballering
Staff Member
01:26:48
I don't think we want to keep anyone here until 9.30 or 10 at night, so I don't think we should go through all 16 of them.
01:26:54
I like your suggestion, Travis, if there's anything that anyone wants to ask specific questions of Chuck or Lucinda or any of the other TJPDC staff.
01:27:06
Let's do that now and if you want to dive more deeply into this website that Lucinda has up that she's sharing on her screen, you can look at each of these projects more closely and you can follow up with me with any questions and I can get you guys those answers.
01:27:28
The only problem with that is we wouldn't be able to do anything official as a committee in terms of making a recommendation
01:27:36
to the policy board before they're going to vote next week.
Lucinda Shannon
Transportation Program Manager
01:27:44
So that's my comment.
01:27:45
There is a public comment period at the beginning of the policy board meeting.
01:27:50
So you could comment as the public if you wanted to.
Jessica Hersh-Ballering
Staff Member
01:27:56
So that was a very roundabout way of saying, if you have any questions about any of these projects, now is the time to ask them.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:28:02
I guess I have one.
01:28:03
I think I know the answer to that question.
01:28:06
These projects get submitted, but if they get approved, there's still some scope to revise them slightly.
01:28:15
It stays within a boundary.
01:28:16
Is that right, Chuck?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:28:22
Yes, to a certain extent.
01:28:26
We try to do a due diligence to make sure we identify most of the details with the
01:28:35
Material we have available.
01:28:37
Granted, we don't have survey on these projects.
01:28:40
So there's a lot of still unknowns, but we want to try to quantify as much of what's going to go on on the project as possible.
01:28:50
So there is some minor ability to make some deviations, but not major.
01:28:57
Like if you change type of intersection improvements you're going to make, then that would be a scope change.
01:29:04
And it would have to be go back through and get reevaluated at the time that change was made.
01:29:13
And then if it proves that it's not of the same benefit as the original submission, then it could be a problem where it may not get funded or funding may be removed from the project.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:29:31
So, for example, if we had a project, which we do, which has an R cut, I'm sure you know which one, and we want to have a traffic light instead, that would be a new project.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:29:43
Well, there was a traffic light there already.
01:29:45
No, there isn't.
01:29:50
So the one that we're looking at, there is a traffic light there at Frays Mill and Burley Station.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:29:58
No, that's not the one I'm talking about.
01:30:00
That's not the one I'm talking about.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:30:04
If there's not a signal there, and you're looking at doing a signal there, it's a little bit more than that, because depending on the road, it would have to be evaluated and determined that a signal is justified there.
01:30:22
Because putting a signal in doesn't necessarily provide the best solution for that.
01:30:29
situation because it can create more crashes than what you're trying to solve.
01:30:36
So a lot of things have to get evaluated with a signal.
01:30:40
But yeah, if you wanted to make that kind of change, it would have to be reevaluated to see if it would still have the benefit to get funded.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:30:53
So just the other thing to clarify, Jessica, next week, are they approving the SMART SCALE on the MPO, or there's still some time to readjust?
01:31:05
That's what I'm not clear about.
Jessica Hersh-Ballering
Staff Member
01:31:09
And the policy board would be voting to give their resolutions of support, which is a necessary component in submitting our final application.
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:31:17
I see.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:31:19
OK.
01:31:20
Thank you.
01:31:20
Yeah, the final applications have to be in by the 17th.
01:31:24
So we're up against the boards here to really make any major changes to any of the projects.
01:31:34
We're actually going through most of these and doing the final cost estimates.
01:31:41
But most of the sketches and the concepts have already been finalized.
01:31:49
OK.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:31:52
Can we be realistic here though?
01:31:55
The jurisdictions that are involved, the city and the county mothers and fathers have let you all know and their representatives are the people on the MPO.
01:32:11
So in reality, they have made their decisions in each of those bodies, which of these they support and which ones they don't.
01:32:19
They are going to be just restating that at the MPO through their representatives.
Jessica Hersh-Ballering
Staff Member
01:32:26
So yes.
01:32:27
So what Tim is mentioning is that in order for these pre-applications to move forward as full applications, they not only have to have the resolution of support from the MPO policy board and the commission, but they also need to have a resolution of support
01:32:46
if they're taking place in Albemarle County, from Albemarle County, or from the City of Charlottesville if they're taking place in the City of Charlottesville.
01:32:55
Sorry, I didn't catch that.
01:32:57
Could you please repeat it?
Jessica Hersh-Ballering
Staff Member
01:32:58
Siri, I really thought I was talking to her.
01:33:00
Sorry, guys.
01:33:03
But regardless, those, the localities, the Board of Supervisors and the City of Charlottesville have already voted to offer their resolution of support.
01:33:13
So yeah, we're just kind of double stamping it.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:33:18
All right, and speaking to what Travis was indicating earlier, is there any specific projects that anyone wants to call out that they have any questions on before we move to review and discuss approval?
01:33:38
If not, are we ready to approve?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:33:44
Hey, I have one question.
01:33:47
This is Chuck.
01:33:48
I know when the Albemarle County reviewed the projects for their resolution, they were still debating on which project on Rio Road to submit.
01:34:00
Do you know if they ever revised or resolved that?
01:34:05
Whether they were going to submit the Belvedere R Cut, which is what the project the gentleman was speaking to, or the roundabout at John Warner Parkway.
01:34:18
or a combination of the two?
Lucinda Shannon
Transportation Program Manager
01:34:21
They have not decided.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:34:23
OK, I didn't think they had.
01:34:26
So that's still something that's still supposed to be resolved.
Lucinda Shannon
Transportation Program Manager
01:34:33
So our plan is to ask the policy board to approve it.
01:34:38
And then when Albemarle County decides which ones to submit, we will amend the resolution.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:34:49
Lucinda, I think it's a similar question or in the same vein.
01:34:54
So for the 29 Fontaine, the Hillsdale South Extension and Hydraulic in 29, I believe in those past workshops and meetings that, I mean, are these all going to be submitted all together and approved and then teased out to which ones will actually go forward?
01:35:13
Or are we planning to submit all three?
Sandy Shackelford
Director of Planning and Transportation
01:35:15
No, all of those are being submitted at this point.
01:35:20
I need to verify whether or not Charlottesville approved or provided a resolution with their support, but Albemarle has.
01:35:30
And those are the ones that will be submitted by the MPO itself.
01:35:34
So we're pretty confident with those projects that there aren't any outstanding issues that need to be resolved.
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
01:35:43
And this is Stuart, just to clarify, then the state looks at these and could accept some or none, right?
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:35:55
We've already looked at the pre-applications.
01:35:59
And it's not that we won't, if the application meets the criteria, it's going to be validated and accepted and scored.
01:36:10
It may not get funded if it
01:36:12
All right.
01:36:13
Well, any questions on any of the projects?
01:36:22
We'll be ready to
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:36:40
Is anyone ready to have a motion for approval?
Marty Meth
Member, Citizens Transportation Advisory Committee (2013-2026)
01:36:46
What's the purpose of the motion from our standpoint?
01:36:50
Why do we have to have any sort of resolution for this particular case?
01:36:55
Because it's clear for me, at least for Albemarle County, that we have some projects still up in the air.
01:37:01
I'm not exactly sure where they stand.
01:37:04
We're going to get a briefing next week.
Jessica Hersh-Ballering
Staff Member
01:37:08
You don't have to provide any resolution of any kind if you don't want to.
01:37:13
As individuals, you can make comments either to me to pass along to the policy board or you can make them yourselves during public comment at the policy board.
01:37:23
Any resolution that you do make would be to state that as a committee, you guys are in favor of a resolution of support for the projects being put forward.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:37:40
Does that make sense, Marty?
01:37:42
Yeah, it makes sense.
01:37:45
I understand.
01:37:45
All right.
01:37:50
Anyone want a motion for approval, or do we want to just kick it to the MPO for next week?
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
01:38:00
My sense is that people are hesitant to approve because they really haven't spent the time to go through each one and are to be comfortable with it.
01:38:10
I don't know if other people feel that way.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:38:14
Absolutely.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:38:18
I have to say that this is where I have a question about this whole
01:38:25
advisory committee and I have as long as I've been on it as I watch how these things play through I think that as we're trying to have a more expanded opportunity for public involvement that this might this CTAC might be more important but if we look at what has happened in the one city in the one county case and I and I do
01:38:53
feel that I know these all fairly well.
01:38:56
We've heard that there's not been a decision by the county on hierarchy, meaning the executive or the staff and supervisors on Royal Road.
01:39:09
And that ultimately the decisions are made by each of the jurisdictions.
01:39:14
And this is an attempt through a planning district commission and through an MBO to try to have
01:39:22
Collective decision making, which I think is a really positive goal.
01:39:26
But when you see it at this particular point, you see that it is, whoever said stamping, rubber stamping, whatever it is, rather rubber stamping something that is fait accompli.
Sandy Shackelford
Director of Planning and Transportation
01:39:49
Can I make one comment?
01:39:52
The biggest reason that we would get the resolution of support from the MPO for the projects that would be submitted in areas and by localities that are outside of the MPO is mostly not to take the place of
01:40:09
you know saying that we support this politically but mostly just as a confirmation that any plans that or requests for any projects would be consistent with the long-range plan and it's consistent with the regional transportation network goals.
01:40:25
That's one of the biggest purposes why we would submit the letters of support or the resolutions of support from the MPO.
01:40:36
And it's the same thing for the PDC.
01:40:37
Now the projects that are going to be submitted by the MPO itself is a little bit different because that's the policy board saying that they agree with those are the highest priority projects in the area.
01:40:49
But that's just something to also keep in mind that that's one of the purposes of the resolution.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:40:54
I think that's a good point.
01:40:56
And with that, I'll make the motion.
01:41:00
If no one else will make the motion, I will make the motion.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:41:03
Thank you.
01:41:08
Jessica, can you tell me if I'm able to second a motion?
Jessica Hersh-Ballering
Staff Member
01:41:13
I think so, Sandy.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:41:18
Sure.
01:41:18
I'll second if that's the case.
Jessica Hersh-Ballering
Staff Member
01:41:20
Great.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:41:24
Great.
01:41:25
So seconded, I guess, by me.
01:41:28
So are we doing another voice of yeses and nos, or are we want to conduct it the same way as before, like the minutes?
Jessica Hersh-Ballering
Staff Member
01:41:36
Can we go one by one?
01:41:37
I just want to double check that everyone feels heard.
01:41:42
So Tristan, what you would do is you would just go through a roll call and people can say yay or nay.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:41:48
Sure.
01:41:48
I'll go through the participants list.
01:41:51
So I'm going to go from the bottom now, as is showing to me.
01:41:54
Donna, how do you vote?
01:41:59
Yay.
01:42:00
Thank you.
01:42:01
Stuart?
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
01:42:07
You're muted, Stuart.
01:42:10
I'm sorry.
01:42:11
Yes.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:42:12
Thank you.
01:42:13
Ray?
01:42:14
Yes.
01:42:16
Thank you.
01:42:16
Lucas?
SPEAKER_03
01:42:19
Abstain.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:42:21
All right.
SPEAKER_03
01:42:21
Thank you.
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:42:22
Joe?
01:42:24
I'm also going to abstain.
01:42:26
Rush that.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
01:42:28
Travis?
01:42:29
I'll vote yes, but again, just putting in a plug to have a little more in-depth review during the process going forward.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:42:39
Understood.
01:42:39
Thank you.
01:42:41
Marty?
01:42:42
Same.
01:42:45
Cool.
01:42:46
Tim?
01:42:47
Same.
01:42:51
All right.
01:42:52
And did I miss anyone?
01:42:59
Myself, yay.
01:43:03
Cool.
Jessica Hersh-Ballering
Staff Member
01:43:03
Good catch.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:43:06
All right.
01:43:07
Jessica, I believe the yays have it.
01:43:10
but you can double check me 10 times over.
Jessica Hersh-Ballering
Staff Member
01:43:12
Yes, I think the motion carries.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:43:20
All right, great.
01:43:22
Anything else on SMART SCALE that we'd like to discuss?
01:43:26
I have to get out of a bunch of windows back to the packet.
01:43:31
Let's try to follow along.
01:43:34
Great, so COVID-19 impacts, I think that's the next one here for us to get through.
Jessica Hersh-Ballering
Staff Member
01:43:39
Yeah, so this can be really brief.
01:43:42
So as I'm sure you guys are all aware, COVID-19 has dramatically impacted the way we move.
01:43:48
VMT or vehicle miles traveled is down, although slowly creeping back up now that restrictions have been lifted in many areas.
01:43:57
Data suggests that biking and walking is up based on counters on roadways and paths.
01:44:03
Transit ridership is dramatically down and in many ways mirrors the decrease in vehicle miles traveled.
01:44:11
So anyway, COVID is having a dramatic impact on
01:44:15
Transportation.
01:44:16
I just wanted to give you guys the opportunity to voice any interest in this topic and specifically what you're interested in so that I can better prepare for our next meeting, which would be
01:44:30
in September.
01:44:32
I just want to make sure that our agendas are always filled with things that are not just important to the processes of the MPO but things that are of interest to you guys that you guys can be very excited about and this is something that I think could be very exciting to a lot of people but I wanted to hear from you guys directly if this is something you want to pursue either through presentations or some
01:44:57
It just as an agenda item.
01:44:58
So tell me if this is of interest to you and if so, exactly what?
01:45:01
Is it transit?
01:45:03
Is it bike and ped?
01:45:04
Is it vehicle miles traveled?
01:45:05
What would you be most interested in learning more about in relation to COVID-19's impact on transportation?
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
01:45:11
I'll say I'm very interested and I think all three of the things you mentioned I think are going to be very important.
01:45:18
So I don't know if I can pick one because I think I'd like to see updates and presentations on all three of them.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:45:26
Yeah, Jessica, to second that whole thing.
01:45:28
I know we've touched on it maybe like six months ago or maybe more.
01:45:31
We were talking about the miles traveled and how its impact on taxes are being.
01:45:37
I'm wondering if that's a topic we could somehow delve into about what the future might hold, if whether or not COVID, for instance, is kicking that more in the butt, if you will, how it's impacting revenue sources and how we're gonna fund projects in the future, if it's spurring it.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
01:45:55
And so speaking of transit ridership, I'd like to, I guess I am interested in how transit access and use has been different spatially and across a socioeconomic classes.
01:46:09
So far, some of the stuff we've been reading is showing us that yes, general transit ridership is down, but that's definitely not the case equally through various socioeconomic classes and sort of any adjustments to service.
01:46:22
We need to take that into consideration.
Stuart Gardner
Vice-Chair, Citizens Transportation Advisory Committee (2013-2026)
01:46:27
This is Stuart.
01:46:28
I'd love to know more about if there are any cities out there that could be progressive benchmarks as far as closing streets to traffic and making them more walkable, bikable, livable cities.
01:46:43
And what are some inspiration we could get from cities around the world that have kind of taken COVID to be an opportunity to transform their cities?
Joseph French
Member, Citizens Transportation Advisory Committee (2013-2026)
01:46:59
I'd like to think about transportation from places in the county that are maybe not as close to grocery stores in areas where car ownership might be down or people have to share cars or have traditionally done like ride or share in their neighborhood.
Tristan Fessel
Chair, Citizens Transportation Advisory Committee (2013-2026)
01:47:23
And if we're looking for topics outside of COVID, I mentioned it earlier.
01:47:28
It's about the rail, what practices and what projects and what ways in which we'll start looking at rail in the future as, you know, connecting us to major hubs like Richmond and DC areas and what we're looking at there.
01:47:42
Does that have to be anything now or next meeting, just something in the future perhaps?
Jessica Hersh-Ballering
Staff Member
01:47:47
No, just noting Tristan that that was definitely discussed in our January meeting.
01:47:52
So hopefully we can come back to that for sure.
Travis Pietila
Member, Citizens Transportation Advisory Committee (2013-2026)
01:47:55
I'll add one more specific.
01:47:58
When it comes to bicycle and pedestrian networks, I'd like to know what, if any, assessment you all have done or can do about how much usage of our sidewalks and trails has increased during COVID and how you see that playing out going forward too.
Jessica Hersh-Ballering
Staff Member
01:48:15
Great.
01:48:21
Those are all great topics.
Tim Keller
Member, Citizens Transportation Advisory Committee (2013-2026)
01:48:22
I would just, one last piece, and maybe Donna and Chuck could assist us on this, maybe you folks.
01:48:29
But just the fact that we are not getting the really most current kind of data using the technologies that we have before us.
01:48:42
So from the planning perspective side, it's extremely frustrating that we don't have origin and destination studies
01:48:51
that are current and up to date using smartphone data and the sort of collection techniques that are used.
01:49:00
And I'd like to know, because you're our regional brain trust, what we might be doing, where we might be going to get this kind of information, because it would answer several of the questions that, or it would allow us to collect data to answer several of the questions that have been posed by fellow
01:49:20
I can chime in a little bit on that.
Donna Chen
Member, Citizens Transportation Advisory Committee (2013-2026)
01:49:27
There's basically a wealth of private
01:49:31
Data aggregators, I guess you want to call them.
01:49:35
They're aggregating data from cell phone signals to location-based data, all kinds of ways to collect and infer this type of OD data, sometimes even by mode, depending on your speed.
01:49:49
And so I know, for example, VDOT has had a partnership
01:49:52
or I guess a contract with one data provider called Streetlight who has been able to utilize cell phone data to provide things, bicycle count approximations and other types of detailed data that we've not traditionally had access to.
01:50:12
There are a lot of vendors competing in this space though and they all say their data source is the best.
01:50:17
So one of the challenges for the agencies and maybe
01:50:21
Chuck can chime in on this is checking to ensure that the quality of the data is good because it is expensive to purchase but yeah so I think this stuff is available and so we're just kind of working through with what's in the profession we're trying to work through to see what's a good way to assure quality behind the data.
Chuck Proctor
Non-Voting Member, Citizens Transportation Advisory Committee (2013-2026)
01:50:44
Yeah I can chime in.
01:50:45
Yeah we have an ongoing contract with Streetlight so we have full access to
01:50:51
on their data set.
01:50:55
They were just evaluating.
01:50:57
I don't know if we picked up the bike ped piece of it this round of contracts, but we've had the contract for a number of years.
01:51:08
And when we did the long range transportation plan, we actually used streetlight as one of the data sources to develop the OD matrix for the region.
01:51:21
as part of that plan development.
01:51:24
So we are using it.
01:51:27
The problem we run into is some of the data, especially the further you go out from an urbanized area, there's not enough points to have a lot of quality of the data that you're getting from streetlight.
01:51:46
And it's only been in the last probably four or five years that we've gotten enough
01:51:51
data points even in the urbanized areas to where it works reasonably well.
01:52:00
The Research Council over at UVA just did a study last year through Old Dominion where they looked at the streetlight data for various types of uses to see how accurate it was.
01:52:16
And they published a report.
01:52:20
For some things it's good, like for ADT data, it's not very good.
01:52:25
For turning movement data, it usually predicts them multi really, they're not very accurate.
01:52:32
But for O&D data, which is what we primarily use it for, we can usually, it's usually reasonably accurate and we can scale it to the data that we have in our database
01:52:48
to that's based on actual accounts.
01:52:50
So we're comfortable with doing it that way.
01:52:52
And that's how I traditionally used it in the past.
01:52:55
So we do use it and it is available for what we need.

Well, is there anything else that anyone wants to suggest or any questions people have?
01:53:15
All right, well, I wanna thank you all for all of those ideas, and I will work with Tristan and Stuart to make sure that those things end up on the upcoming agendas.
01:53:22
That's it, Tristan.

01:53:31

01:53:34

01:53:39
