So we're just going to go ahead and begin the meeting.

Well, since I'm acting chair at the moment, what I'm going to do is I'm going to hand this meeting over to you and then you can handle it from here.

How does that sound?

So we're going to start with the notice of electronic meetings since we are in fact meeting virtually.

This meeting of the Thomas Jefferson Planning District Commission is being held personally with two codes, sorry you're overlapping it, of Virginia 2.2-3708 which allows a public body to hold electronic meetings when the locality in which it is located has declared a state of local emergency.

and the catastrophic nature of the emergency makes it impractical or unsafe to assemble a quorum in a single location.

The purpose of the meeting is to provide for the discharge of its lawful purposes, duties and responsibilities.

This meeting is being held via electronic video and audio means through Zoom online meetings and is accessible to the public with closed captioning and there will be an opportunity for public comment during that portion of the agenda.

Notice has been provided to the public through notice of the TJPDC offices to the media, website posting and agenda.

The meeting minutes will reflect the nature of the emergency.

The meeting was held by electronic communication means and the type of electronic communication means by which the meeting was held.

A recording of the meeting will be posted at tjpdc.org within 10 days of the meeting.

Well, the chairperson is here, so he now takes over.

So Mr. Galloway, we just did the notice of public meeting, and we took the roll call.

We are now into giving a little background, and then we'll open the public hearing.

No problem.

In early July, the TJPDC submitted a notice of application to the Department of Housing and Community Development saying that we intended to apply for a round of 2023 body funding to expand broadband into some of the areas that were covered in our 2022 application.

We did receive an unsolicited proposal from Firefly and in our August 4th commission meeting per our PPEA guidelines,

The commission accepted that unsolicited proposal, which then prompted us to provide notice of accepting any competing proposals, opening a 14-day window, and none were received by the deadline of last Friday, 19th, by 10 a.m.

So we now would like to go ahead and have a public hearing in case there is public that would like to comment on the unsolicited proposal up for review, and then we will close public hearing and move into the draft resolution.

We'll open the public hearing.

All right, hearing done, we will close the public hearing.

And then I will put up on the screen the draft resolution that we have.

If there's any questions, this states all the whereas that I just commented on.

And then this resolution would have the commission formally approve the proposal from Firefly and to be our co-applicant for the 2023 round.

Further, it resolves to have the executive director proceed to negotiate and award an agreement
