They're asking for a letter of support from the commission.

So following her presentation and the presentation from Greene, we will ask for just through consensus, doesn't require a formal vote, but through consensus for staff and Chair Rutherford to sign letters of support for both of them.

As Christine said, my name is Jessica Hersh-Ballering.

I'm a principal planner at Amarillo County Community Development.

My apologies to Supervisor Galloway who had to sit through a longer version of this presentation yesterday.

It's shorter today and maybe I can answer a few more of your questions, Supervisor Galloway.

So yes, we are applying for a RAISE grant.

The title is Planning for a Three Notch Trail Shared Use Path.

So if our grant application is successful,

The grant would fund a shared bike and pedestrian path from the city of Charlottesville to Crozet, likely along US 250.

From there it would continue west all the way to the Blue Ridge Tunnel in Nelson County.

So a little background about RAISE.

It stands for Rebuilding American Infrastructure with Sustainability and Equity.

It is an incredibly competitive discretionary grant program for the construction and or planning of transportation infrastructure projects.

That includes infrastructure projects for non-motorized travelers.

RAISE applications are scored on how effectively the project targets the following criteria, safety, environmental sustainability, quality of life, mobility and community connectivity, and economic competitiveness and opportunity.

Abneron County is eligible to apply for a RAISE grant.

We can request anywhere between $1 million and $25 million in RAISE funds.

This is kind of a unique year.

Usually there's $1 billion available.

This year there's $1.5 billion available, and that is thanks to the Infrastructure Investment and Jobs Act.

Our application proposal, we are requesting $1.5 to $3 million to plan a shared use path, like I said, along the historic three-notched road from the Blue Ridge Tunnel through Crozet to the city of Charlottesville.

This is a range that we're requesting because we are still working through our budget for this project with some local consultants.

We will have a number somewhere in this range finalized by the time we submit our application late next week.

So our project would have four main planning activities.

The first would be to conduct a feasibility study to identify potential alignments for the shared use path.

This would be especially important for the section west of Crozet to the Blue Ridge Tunnel.

There's a number of different routes it could possibly take.

It could go directly through Crozet, it could go a little south of Crozet and go near a few more schools, or it could follow potentially the CSX railroad line to have a very

Gentlegrade for the entirety of that section.

After that, we'll conduct public outreach to determine a preferred alignment for the path.

Then we will reach functional design for the entirety of the preferred alignment.

So functional design is the equivalent of about 30% design.

What that means is that we will have a really clear idea of where the trail is going, what the trail will look like, and we'll do some environmental work, but we would stop short of doing the NEPA process and getting those environmental clearances.

Fourth, we would identify segments of the alignment that would have independent utility if constructed separately.

So the idea is that it would be really expensive to construct the project all at once.

So what we're probably going to do is identify those pieces that can stand alone and then use some of our more common smaller funding sources to fund construction separately.

So what's the merit behind the project?

Why are we applying?

So there has been long held local and regional interest in the project.

References to a three notch trail shared use path are in the Albemarle County Comprehensive Plan, the Crozet Master Plan, the Jefferson Area Bicycle and Pedestrian Plan, which was approved by this commission, and the Virginia Outdoors Plan.

A completed three-notch trail shared use path would serve both transportation and recreational purposes.

For transportation, it would connect thousands of residents to employment, schools, and parks, among other destinations.

The recreational use of the trail would likely inspire tourism to the region.

Similar projects, namely the Virginia Capital Trail, have had a ton of success in Virginia.

An economic impact report showed that the total economic activity stimulated by the Virginia Capital Trail in the fiscal year 2018-19 year was approximately $8.9 million, with trail users typically spending about $22 per visit at local businesses.

Lastly, RAISE is kind of our ideal funding source for this kind of a planning project.

It offers us a really large funding amount that would allow us to view the project with a wide lens.

We would be able to envision the best route for the full 25 to 30 miles of shared use path that would touch three localities.

It allows us a big picture view that we couldn't get planning this path one smaller segment at a time.

He's the Planning Director and Zoning Administrator for the County of Greene.

They are also applying for a RAISE grant to do some pathways connection and parallel road planning.

And he is on with us to be able to give some detail.

Dale promised me he was going to do all the work.

I'm happy to help.

Jessica did an excellent job summarizing the program, summarizing all the details of the program.

Greene County's

This need is very similar.

Greene County's desire is very similar.

It's a combination request for recreational pathway spaces and much needed

Interconnectivity for pedestrian walking with our commerce centers.

So in Greene, because we're a more rural community, there are not walking paths even in our growth area.

You can't, if you live in a housing that's in the growth area, there's no safe way to walk to the shopping and work centers.

So the path in Greene as part of the proposal,

begins actually in the far western part of Greene in the recreational area of the South River Falls.

It's a safe pathway from the falls to the town of Standardsville.

A pathway from the town of Standardsville, mostly in the very large right-of-way along Route 33 that connects the town of Standardsville with the town of Ruckersville and then interconnectivity pathways in Ruckersville that connect the two nodes of the Ruckersville

Grothe area, which is the Midway area up to the 2933 area.

So it's vital for both recreation space.

We don't have any community pathways for just general recreation for families, but it's even more crucial for adding the walkability interconnectivity that make for an equitable and safe community.

The project in green, counting all the same phases that Jessica mentioned, the total between development of the preferred alignment, the preliminary engineering, environmental assessment, project management, it's a total request of $1.4 million.

Again, likely this would be something that would end up being funded and built in phases.

But we, and it is identified in all of our small area plans, larger comprehensive plans, recreational plans, multimodal plans, the current transportation plan for 29.

It all works together.

And we're just hoping to be able to get started

So I'd like to introduce Mark Flynn.

We brought him on here at the TJPDC as legal counsel for both our body program, but also for some other TJPDC programs that we have some legal needs on.

He's very familiar with local governments, working with local governments for more than 30 years.

He has served as the attorney for the city of Winchester in the county of Tazewell.

He also served as general counsel for VML.

What we have before us is guidelines for the Public Private Education and Infrastructure Act.

This really is having this policy in place puts the TJPDC in a position to enter into future arrangements related to public private partnerships.

And the item we specifically have at hand tonight is the body application and an unsolicited proposal that we received from an internet service provider.

You know, our intent here is to do our due diligence and make sure that any contracting that we do related to VATI is legally sound, that we're crossing our T's and dotting our I's.

So we're grateful for Mr. Flynn for his time and working with us on these guidelines and the attached resolution in your packet.

And so

Of course, Firefly submitted an excellent proposal for the women of broadband in 13 localities.

Well, TJPDC, as any public body, has to go through some sort of procurement in order to

enter into an agreement with somebody for a proposal.

Everybody from county government, city government, you all are familiar with, of course, requests for proposals, invitations to bed using normal procurement.

The Public Private Education and Infrastructure Act 2002 is an alternative to that.

So it really is a kind of procurement, just a different way to get there.

And in that, you can have unsolicited proposals, which is the Firefly, or you can have solicited.

That is if TJPDC were to go out to acquire some service, usually a larger project.

That's what the PPEA is generally aimed at, not buying a hundred boxes of pencils or something like that.

So,

Yes, you have something in hand from Firefly significant.

Yes, there's the VATI grant that obviously contemplates a contract with Firefly to carry that out.

But where you are legally is that the PDC has received the proposal, but you haven't accepted it yet.

So the first thing to do then for Firefly and then for this will apply to future

PPEA projects is for the commission to adopt the guidelines and then you have a draft form, a draft that I've submitted to you that worked with David quite a bit.

We had the Northern Shenandoah Valley PDC.

I also

did compare and contrast and reviewed with some other government agencies guidelines to try to put this and then made sure that the guidelines that I've drafted for you all comply with the part of the code, the act itself.

And in fact, a lot of the provisions in your guidelines are recitations of what the state code requires.

So

The process then in this particular case is, if the PDC is of a mind to, is to adopt the guidelines and then to accept the, formally accept the Firefly application for consideration.

And then the guidelines have a process and David and I have worked together on some of that process and Christine and I have worked together on some of that.

So that's where you are.

And this hopefully will serve you well into the future as you do other projects.

One is the next steps for the PPEA process, and then following that, an update on the timeline for five.

As she mentioned, I'm Lori Allshouse.

I'm the VATI program director that's been hired by TJPDC to work with this project.

The first thing I wanted to just share with you is the timeline moving forward with the PPEA program.

So as you see on the left side of this timeline, April 7th is today, and you've approved the guidance and you have accepted the unsolicited proposal.

So what we'll do tomorrow, we will per the guidance and we will post it on

The actual guidance and the proposal on our website.

And then two weeks later, we'll have a special session of the commission to act on it and a public hearing on the proposal.

And then on May 23rd, we'll prepare a comprehensive agreement per the PPEA guidance requirements.

The next slide.

And so the question is, how does this affect our timeline for our grant?

So I wanted to share with you our timeline for getting under contract.

You've had several updates on the grant.

It was awarded back in December.

So what we're doing now is moving towards all the contracting that we need to do as we get the project out into the community.

So you can see the darker boxes on the left side.

You were awarded the $79 million grant.

and December.

And then in January, the pre-contract activities began here at TJPDC.

And our plan is to complete.

There's a number of pre-contract punch list items that DHCD has asked us to work on.

So we are working on those.

There are things like, what is a communication plan?

What is our project management process?

How are we being paid for our performance?

So there's lots of items that we're working with DHCD on currently.

We will then complete, per the timeline on the previous slide, the PPEA process in May.

And then you can see at the last box there in June, we have several contracts and agreements that we enter into.

We will be working on them, working with our legal counsel on them.

But our plan is by June to get everything finished.

And we'll have contracts with our partner entities, with utilities, and with DHCD.

So that's where we are now and where we're going.

And we are very anxious to get this process through this contracting piece so that we can get the services out into the community.

Chair, I wanted to make sure to thank Mr. Flynn for joining us tonight.

For the commission members, in my years at the Municipal League, one of the biggest things I worked on was development of rural broadband.

I was one of the ones who helped.

I will suggest not bragging, but it's no brag, just fact, as the old guy said.

I worked hard in lobbying to get the authority to do rural broadband.

The incumbents wanted to own everything.

Blount, who lived through some of those wars.

But then the other part of it is that I actually used to be a resident of Greene County.

There was a guy from New York, Don Proust, built a real fancy home that was built into a hill.

And I lived in a cabin on his property.

His farm manager was a buddy of mine.

Love Greene County.

Well, love all the counties up there you all have.

So anyway, that's me.

And then we have 9.34 months of operating expenses on hand, 4.66 months of operating expenses that are unrestricted cash.

For the month of February, we had a net gain of $4,000.

and that gives us a total net gain for the fiscal year to date of $15,766.

So Ian Baxter, our Planner 2, is here to present a recommendation to you all for identifying the subrecipients for our Virginia Housing Development Grant.

He's going to detail the process that we use in order to identify these potential partners and then give you all a recommendation on our preferred subrecipients and ask for an action at the end of that.

There is a draft resolution included in your meeting packet.

And I'm going to share my screen and then make you guys.

So, hey, everyone.

My name is Ian Baxter.

I'm a Planner II here at the TJPDC.

Like Christine outlined, I'm going to be going through some of the details of our preferred sub-recipients for the Virginia Housing PDC Development Grant, as well as outline the process that we use to come to the conclusion, to come to these three

potential development partners, and then ask for your support on a resolution.

And so briefly, the background of this grant on July 13, 2021, Virginia Housing announced $40 million in grants to Virginia's 21 Planning District Commissions.

The $40 million was given out to fund new affordable housing developments, so both rental and homeownership development across the Commonwealth, but using the 21 PDCs as the vehicle to spread that investment around.

The TJPDC was awarded $2 million of that $40 million.

And that yellow thing you can't really see, Virginia Housing designated basically per million dollars, given you have to build at least 10 new affordable units.

So by virtue of us receiving $2 million, we are obligated to construct at least 20 new affordable housing units.

And so I guess the first step in our process, we ended up issuing something that we call a proof of concept, which was basically a document that we set out to collect key details about the proposed project.

And so this was basically gathering the basic details about a project's budget, a project's location, type of development, number of development, period of affordability, affordability level, other

Key details that we thought were important to help us make a decision about who to fund.

And so we ended up receiving five proposals totaling almost $6 million in funding requests.

And of the $2 million that we received from Virginia Housing, we're looking to award $1.8 million of it and reserve the remaining $200,000 for contingency costs and staff time to oversee the program.

So yeah, this is kind of what I was just getting at in terms of the proof of concept review.

So sort of the criteria that we judge these submissions by, the things that we thought were most important to consider when we were trying to designate subgrantees included cost per unit, location of development, type of development, affordability level, site control, funding sources, and the capacity to be completed by June 2024, which

I don't think I actually, I didn't actually mention that.

That is when the developments have to be completed and leased up by June, 2024.

So these are the three development partners that we're looking to get your support to disperse the funding to.

The first is Habitat for Humanity, $640,000 in funding awards to construct 32 new home ownership units.

CRAHA, Charlottesville Redevelopment Housing Authority, $660,000 to construct 48 new affordable rental units.

And Virginia Supportive Housing, we're looking to give them $500,000 to construct 80 new permanent supportive housing units.

And I'll go through each of these proposals briefly before getting to the back end of our process.

And so the first

Development, Potential Development Partner is the, is a joint, it was a joint proposal from Habitat for Humanity of Greater Charlottesville, the Fluvanna Habitat for Humanity, and the Piedmont Habitat for Humanity.

And they're looking to build 32 affordable home ownership units in all six of the planning district localities.

So Louisa, Fluvanna, Nelson, Greene, Charlottesville, and Albemarle.

And as you can see, I'm not going to read out the variety of different housing options and types, but

Primarily single-family detached dwellings, but all of these are going to be affordable home ownership units.

So none of these are rental and the home ownership units sold to these residents or to residents of the PDC or the localities within the PDC are going to be between 25 and 60% AMI.

And so homes will include a minimum of 30-year affordability provision, including right of first refusal, appreciation sharing, and a final forgiver of mortgage.

And so this is the brief breakdown or just the location and number of the locality and the number of units in that locality.

Second potential development partner is the Charlottesville Redevelopment and Housing Authority.

They're South First Street Phase Two.

They're looking to construct 48 affordable rental units in the city of Charlottesville.

This project, the South First Street project is broken up into multiple phases.

involves the demolition of 58 deteriorated townhome-style public housing units and replacing them with 113 townhome and garden-style rental apartments.

So we're looking to fund with this money 48 of the 113 proposed new rental units.

And this will, oh, this should say AMI, 30 to 60% AMI.

That's the population it'll serve and a really compelling part of this project.

is the significant and extensive input from current public housing residents as a part of the broader planning and development process.

And so only one locality here, 48 units in the city of Charlottesville.

Final potential development partner is Virginia Supportive Housing, their premier circle project located in Albemarle County, just off of Route 29.

That'll be 80 affordable and permanent supportive housing units,

This is going to be, the site right now is being used as a non-congregate shelter, but it's an old hotel or motel.

And I believe it was a red carpet in, a red roof in, I always, I mix them up, but either way, it's gonna be new construction of a four story unit, a four story building rather.

And these 80 affordable studio apartments will be for formerly homeless and low income individuals.

60 units will have rental subsidies for homeless adults and the remaining units will be affordable for individuals earning 50% AMI or less.

and these are permanent supportive housing.

Within the memo, there's some details about some of the features and amenities associated with this, but there's an extensive level of service provided to the residents of these units, as well as shared and communal laundry, but each studio will have its own kitchen and other eco-friendly and typical that you'd find in a new affordable unit.

Yeah, staying units in Albemarle County.

And so,

You know, us here at the PDC are not housing development or finance experts.

And so to sort of wrap up this process, we ended up assembling a review panel of affordable housing development experts that were referred to us by another PDC, NVRC, Northern Virginia Regional Council Commission, NVRC up in Nova.

And the review panel consisted of our very own supervisor, Jesse Rutherford, chair of the TJPDC, Bob Adams, senior advisor and founder of HD Advisors in Richmond, and Andrew Friedman, the principal and owner of Progressive Housing Collusions in Virginia Beach.

The application that we sent out to the, we basically ended up choosing these three as our preferred development partners.

We constructed a more detailed application that had a lot

Basically a more in-depth picture of some of the information collected in the proof of concept.

So the background about the development, the timeline, full pro forma, proof of site control, if applicable, as well as details about organizational capacity, financial and I guess staff-wise.

So basically a full picture of not only the development, but the organization that is promising development.

In this review panel, we ended up

Getting all of those applications, packaging them up and giving them to this review panel.

And they each determined that they were all feasible and could deliver the proposed units in the required timeframe.

Again, is June, 2024.

So that was sort of the, we wanted to ensure that we had at least some input from folks that knew more about affordable housing and more affordable housing development that we did.

And so, yeah, like I mentioned earlier, this is sort of

All baked into the resolution that will come before you later in the meeting.

Funding these three projects, I guess, ensures that this $1.8 million will fund developments in all of the six jurisdictions in the planning districts.

It'll create a mix of rental, supportive housing, and new home ownership units, all affordable.

A range of affordability ranging from 40% to 80% AMI.

And with 160 proposed new units, that is eight times what we required to deliver per Virginia Housing Grant guidelines.

So we're really happy with the mix of not only location, but variety, type of affordable housing, as well as the ranging affordability unit levels that these units will possess.

And yeah, so our staff recommendation is to approve the resolution, I guess, in so many words.

and we can start giving out this money to start funding these units construction.

And this is the final breakdown of the locality and units in each locality.

The Premier Circle Project is really a unique project and the Thomas Jefferson Area Coalition for the Homeless doing a lot of leadership on that and Anthony Haro.

He presented at the Governor's Conference

What's the name of that?

Oh, boy.

But since it was a virtual conference, I believe there's probably a recording of that.

And my suggestion, Ian, if we could maybe track that down.

The commissioners may be interested in watching or just clicking on that short presentation to learn more about that project.

And I'll echo that.

That was an outstanding presentation.

Will we get to decide on the location and working with Kim Hyland on this project?

So this is, I believe it's going to be the Fluvanna habitat that's going to be constructing it in in Louisa.

It used to be individual counties, and then recently they partnered up and based themselves out of Farmville.

I know, but I know that Louisa habitats separate from Charlottesville and they do not work together.

As a developer myself and a builder and a property management company, one thing that you can always judge the success of an application is based on the other grants that many of these organizations were achieving.

So not only were we able to verify what

Some of the experts in the PDC and outside of the PDC can do.

But also you can make good judgment calls based off of the other successful grants that they're going after and have achieved.

So I definitely think all these projects specifically will be successful.

You know, the issues that they're going to have are the issues that everyone's going to have, that supply chain, labor access.

Delays Regulators.

So I don't suspect they'll have any issues different than what most of us are experiencing in the private sector.

And I can add, Chair Rutherford, if you don't mind, since this is the first time the PDC has gone through this process of determining development partners for new units for affordable housing,

We did our due diligence in attending monthly meetings with Virginia Housing and with all of the other planning district commissions that are on the same track to make sure we're benchmarking the project.

We are very hopeful, optimistically hopeful that this is a pilot that can be continued into the future.

And so we are making note of all lessons learned in ways that we can refine the process.

And so we're really grateful for your support on this, having not done this before as a PDC and feeling like we have a really good

I think that'd be awesome if we can do this every year.

And Virginia Housing, guys, we can't emphasize how great they've been in this whole process and their eye on affordable housing.

It's the only pathways really through Virginia Housing and whatever other entities that are financial players in the area.

What happens if they are not able to complete by June 2024?

Yep, I have two separate answers.

One of them is we now have legal counsel that will be reviewing our contracts that we go into to make sure that we have the proper clawback clauses.

Is that what it's called?

Yes, that we have the proper clauses in there, but also second to that, Virginia Housing has indicated to us that there will be the ability to extend if we are showing a perfect amount of progress and that they can see that the units will be completed.

So as a recovering developer and builder, I wanted to make sure that this, in case it goes over, we had some ability to extend.

So I put in your packet a very detailed memo knowing that some of you are reading for the fine details and others of you are looking for the high level broad strokes and want to read on your own time.

So it's a little bit of a new process than what we've done in the past.

So you have a very detailed memo.

I included graphs in there as well, pie charts, tables to help show visuals of our budget.

And then I'm also going to do a PowerPoint with those visuals, which we have not done in the past.

So I'm very happy to receive feedback if this was a good way to present the budget or if there's something else you would like for me to bring to you in May.

This is just the draft that's being presented, no action.

is going to be taking tonight.

But I'm happy to receive feedback because this is a little bit new.

It raised my hand because I don't know how.

But I would say that being able to pull those two huge projects out so you could see the smaller ones and what part they play in the whole thing, I found it pretty helpful.

Okay, so just a quick review of the budget timeline.

In September, October of 2021, we brought the FY 23 projected budget to you all for approval that set the per capita rate

on the population basis.

It also set the amount that we requested for specific programs to serve as a basis for budget submissions to our six localities.

Now coming before you in April with a draft in May for approval with the actual FY 23 operating budget that takes into account any changes that have occurred since last fall in grants received or programs started.

And then we'll bring it back to you all in February or March of 2023, both in draft and then for approval.

and amended budget that will serve as the final budget for our financial reporting.

The FY 23 budget looks a little bit different than the FY 22 budget in terms of its scale.

We are projecting revenues and expenditures as a balanced budget in 41 million, 143 and $88.

We do have an anticipated budget shortfall, which is not uncommon for us in our operating budget.

That 71,420 shortfall at this point, it would require a reserve transfer.

However, one grant or any combinations of grants, some of which we've already applied for and are just awaiting award notice, any combination of grants equaling that 71,420 would put us back in the black and we would not need to pull reserve transfer.

If at previous years or any indication, the last seven or eight years, we've been able to close to balance that budget without the need for a reserve transfer.

Here is the FY 23 budget revenues.

You can see that 63% of our revenues are from a federal source.

The majority of that is related to the VODI grant.

2.7% of our revenue is a state source.

Local revenues are 34%.

Again, that's a lot larger than normal because of the local match for the VATI grant and the Virginia Housing PDC grant and the Cigarette Tax Board.

And then our local per capita is less than 1% of our budget revenues.

If you look at our federal revenues and $25.8 million,

Like Ms. Wilkinson said, I pulled out the broadband VATI 24 million so that it did not skew the buy chart to be unreadable.

So 24.2 million of that is not displayed in this circle graph.

This is all of the non VATI federal revenue sources.

So you can see home, the MPO and home art funds are the majority of our federal revenues with smaller amounts coming in for housing preservation, rural transportation, the WIP program, watershed improvement plan.

and Hazard Mitigation.

Our state revenues, $1 million, $1 million 98.

The majority of that is this Virginia Housing PDC grant.

So that 653 includes both the administrative and the pass-through amounts for that program.

And then the remaining state revenues are the programs listed.

Our local revenue is $13.9 million.

Again, I pulled out the revenue for the body broadband local match.

The reserve transfer, the bottom left of your screen for the budget gap that we have right now that we would need to pull reserves if we did not secure another grant, and then the remaining programs around the rest of that circle chart.

Our per capita revenues are based on population.

Here are the totals by jurisdiction.

And then our budget expenditures, 95.8% are pass-throughs.

Pass-throughs for us are when we contract and or pass through to sub-recipients, our local governments, consultants, contractors.

So a very, very large portion of our budget is pass-throughs.

And I listed there all of our pass-throughs.

Then our operating expenses portion of the budget is just over $1.7 million.

and 75.8% of that is our salary fringe and benefits.

We do hope in FY 23 to be fully staffed with 13 full-time staff members.

Right now we have 11 full-time.

We still have a planner two, three at a body support staff position.

And then three part-time.

Currently we have two part-time, but we're looking to add a compliance agent for the cigarette tax board.

Other things to note that I did not include in here.

Actually, I'll go back to that just so you have the screen to look at it for the salary fringe and benefits.

Staff retention and recruitment are really important to TJPDC leadership.

We have seen a lot of turnover as a lot of your organizations and a lot of sectors are experiencing.

In FY22, all staff members received a 3% salary increase.

This is just a reminder.

But also in FY22, each full-time staff member received a one-time $3,000 one-time bonus.

We did make some merit-based adjustments for several employees.

And then this FY23 budget incorporates salary increases that range from 3% to 6%, depending on where people are in the organization and when their last merit-based increase was.

As well as additional one-time bonuses should we be able to close the budget gap.

We are following the various compensation reviews and studies that local jurisdictions are doing to make sure that we are staying competitive.

And then should an anticipated end of year net gain be evident, I would bring to you all a recommendation for some additional salary increases in the FY 23 amended budget come February or March, if more adjustments are needed in order to

Stay in line with our competing agencies.

Another thing of note that I did not include in there is that our indirect cost rate, currently it's at 66%.

Our indirect cost rate will drop significantly in FY23 to 55%.

That is due to the reduced administrative expenses that we had in fiscal year FY21 due to the leadership changeover.

And so the FY21 audit sets the indirect cost rate for FY23

So we're hoping by FY24, and we're fully staffed now, that we'll see that indirect cost rate go back a little bit closer to the 60%, which is the sweet spot for us.

I'm happy to take any questions and see if there's any feedback you all have on additional information that you would need.

In your packet are the documents that I would normally include, the overall operating budget, a table of all of the budget revenues by source,

and then the per capita table that shows all of the local contributions to all of our programs.

I have a question.

Perhaps it's unfair to ask this question, but my sense is that TJPDC is delivering really a lot more in spending than it's asking its localities for in terms of local taxes.

Are we spending more than we're asking for?

Yes, we have not changed our per capita rate since 2014, I believe.

So we have had a flat per capita rate for several years.

We have had some internal discussions about looking at that and seeing if we need to, with the inflation and with the change of salaries that we're paying, if we need to request a higher per capita rate.

However, we have been ending every year with a small net gain.

And so we are not ever in the red.

So we're never spending more than we bring in.

You're getting at my concern, sustainability.

Yeah.

And Mr. Solla-Yates, I can just speak directly.

This year in the FY 23 budget, we introduced a new request of our local governments for the regional housing partnership.

And so we did not want to make requests for two different jumps in the same year.

All right.

A couple of administrative updates.

The United Way has completed their tax prep program and is no longer using the Water Street Center.

We still have a Planner 2-3 position actively listed right now.

We have received several applications that we are reviewing but are keeping the position open until filled.

Related to the City of Charlottesville did extend their local emergency ordinance to be able to meet electronically, knowing that they are working on a transition plan to be able to come back in person.

We at the TJPDC are also moving in that direction.

So we are not caught off guard if they do change their mind and we have a plan in place.

And so what that means for our staff is beginning May 1, our staff will return in person to our offices.

We are revising our telework policy.

If you guys can recall pre-pandemic, we had approved a telework policy that allowed staff to work up to one day remotely.

This revised telework policy will allow staff to request working up to two days telework.

And so that would mean a minimum of three days in the office where one of those days, all staff will be present.

So on Wednesdays, all staff will be in the office so we can have staff meetings and

O'Brien.

What that will mean is we will bring to you all next month a recommendation that the commission begin to return to in-person meetings as well, assuming that the pandemic stays in the state that it's in and we don't see any major changes, but also knowing that we will be very flexible in changing it if there are changes in the pandemic.

And so we'll bring back to you next month a recommendation for the commission to return in its June meeting in person, and we'll

Open that up for discussion next month.

But I'm happy to take any questions about that.

A legislative update from David.

Governor called the General Assembly back for special session.

David, do you want to give any updates to that since that was April 4th and a change happened since then?

Yeah, I think it lasted all of an hour to an hour and a half, Max.

Wasn't really ready for prime time.

Budget negotiators are still trying to work towards

You're coming to some agreement on both the fiscal year 22 state budget as well as the 23-24 biennial budget.

And at such time as they're able to reach an agreement, I expect that the General Assembly will be back to continue the special session as well as to act on about, I think they had about 30 some bills that were really kind of tied to the budget that they also deferred action on.

So we'll see them back.

I'm not going to go through all of these because you do have them in your packet, but the Regional Housing Partnership had a three hour strategic planning workshop working with the consultants in March 23rd.

That was very successful.

They're now developing the draft strategic plan for review by the executive committee.

The home federal fiscal year 2022 draft annual action plan has been posted to our website.

We'll have a public hearing in the next meeting on the annual action plan.

Pre-applications for SmartScale were submitted for both the MPO and the TJPDC projects.

We also submitted a SmartScale application on behalf of Nelson County.

The Zion Crossroads Gateway Plan, there's a public meeting scheduled for April 19th.

Information on that is on our website.

and Kittleson Associates as well as staff will inform the public of the transportation study and recommendations for that.

And then consultants for the regional transit vision plan, they have drafted a vision and goals memo.

They are also working to identify various scenarios for recommended regional transit system configurations.

That's the step that they are on right now.

They will be coming before the regional transit partnership in their May meeting to share those recommendations.

They will also be coming to the City Council and the County of Albemarle Board of Supervisors since they were the co-funders of that project, but staff at the PDC will be coming to Nelson, Greene, Louisa, and Fluvanna to present that information as well because we feel strongly about this being a regional plan.

And then the economic development, just to let you all know, we did submit an economic adjustment assistance grant to the U.S. EDA for a comprehensive economic development strategy plan, the SEDS.

So that was successfully submitted.

So we've just finished our, but we're almost finished with our budgeting.

process and discussions here.

Looks like it's going to be a pretty good year for us in terms of we were able to reduce the tax rate slightly, in large part driven by the personal property tax rate or increases in terms of value, which helped to bolster the revenues coming in at the end of the year.

But also more construction and more building has helped to add to the general fund from that perspective.

Overall, we were really very happy with the budget season.

I'm pretty sure we're going to end up with a unanimous vote on it, which is always a plus.

And I feel like almost everybody that wanted and asked for funding, which was in reason, were funded appropriately.

And we added some new staff members.

So this is one of the best budget season years that I've gone through.

So I'm very happy about that.

We are reducing the personal property tax rate as well to just a quasi equalizer.

I wouldn't call it a full legalization, but it did allow us to drop it down for about 65 cents.

So it should be a rather interesting meeting.

Hello.

Bit a lot of work going on.

Mostly I haven't been doing it, which has been perfect.

Lots of budget work, lots of work trying to figure out how do we manage taxes.

It's looking like taxes will go up, but not that much.

It's looking like we will start setting aside some money to catch up on our capital improvement backlog, but not much.

So I'd say it's a compromise and that I'm sure it feels great and terrible to everyone.

So maybe we're doing something right.

In planning world, we are making progress on our initial zoning assessment where it should be hearing about that mid-month.

I think that we'll be seeing a lot of things that we're expecting, that we've got problems and we need to solve them, which is okay.

But that was always what we were expecting to see.

So hopefully we'll have a clearer sense of what those problems are and how we'll solve them this month.

We've got a few decent-sized residential projects.

People are looking at a hotel project, really things around the university.

Lots going on there.

Actually, just sort of on a personal note,

The state of Virginia will be considering for the first time in a century allowing single staircase buildings and residential construction up to six stories next week in code review.

I know because I requested it.

Fingers crossed, we'll see what happens.

It may be that they'll yell and scream and run me out of the virtual room, but it may be that we will have some less expensive, more attractive,

Less land-consumptive residential options available in the state this year.

It could happen.

Like everyone else, our budget is ongoing.

We too did not change our real property tax rate.

However, we did reduce our personal property by 86 cents.

Just the rationale behind it with the incredible increase in used car valuation.

That's where we gave some relief.

A lot of that's being offset by we are increasing our food and beverage transit occupancy taxes to match that of the city.

So that is an increase.

So the revenue coming in from those two areas, the new cigarette tax and of course the increase in property values are what's helping us to

Basically transfer the real property or the personal property burden on our citizens over into those areas.

To do that move was about a 12 million plus dollar cost to the revenue stream.

So it wasn't an insignificant move of money.

Yesterday with the Albemarle County Board of Supervisors was our first back in person meeting with the whole board.

It was a hybrid meeting where we were at the dais.

We had unmasked areas for folks to come and join.

We had social distanced areas and a masked area for those who wanted to be masked.

And we had the public and presenters being able to participate virtually to give presentations to the board or to offer public comment.

So it went off without a hitch.

And I'm glad to see that we're able to continue the virtual participation

both for staff developers in the community because I think that we've learned over the last couple of years that's increased participation.

I just want to call out a request to Commissioner Solla-Yates.

I'll check back on that.

So if you ever come across that link, I know a few people that might be interested in that report.

and then finally the Charlottesville Albemarle Metropolitan Planning Organization did choose a location for a Rivanna River pedestrian bike bridge crossing which will connect Pan Tops over to the Woolman Mills area.

We had two different locations to select and the MPO chose that one so fingers crossed with the trust bridge design that was done that this will be able to go to the state and compete as a smart scale application.

All right, if we're not missing anyone else, it's just me.

Well, Nelson County, we did not lower our personal property 80 some cents, it was only 78 cents, so Ned, you won that one there.

So we just fully equalized our personal property.

It looks like we're gonna be lowering our real estate tax from 72 cents 100 to 65 cents 100.

There is a potential for our transient,

occupancy tax from going from 5% to 10%.

We do believe that that is very much needed in our community and try to offset some of the burden of so many different things, whether it's EMS, safety, and our school systems.

And with that being said, is our transient occupancy taxes potentially going to be giving

dependent on what the school board does, a pay increase to all of our teachers in our school system.

So seeing some of that burden from the taxpayer be passed on to the transient is a exciting thing, potentially.

Of course, we don't know yet.

Hadn't gotten to the final public hearing and who knows what might happen.

Things always change.

We recently, our school system asked for a 20% increase in their operations budget, which was a total of $6 million.

We went from a school population of 1,700 to 1,450.

So that was a very fun budget meeting.

Needless to say, we did not agree to give them the 3.5 million.

That was a shortfall that the state would not contribute.

Looks like it's gonna probably be one and a half million dollars.

We also have great movement in potentially doing a recreation facility in Nelson County, which includes a public swimming pool.

So that's going to be a very exciting potential.

And also, there's a another opportunity of renovating our high school with and probably another $5 million in capital improvement projects.

All in all, it was exciting.

It's been a fun year.

We also are in search for an executive director for our county administrator.

Sorry.

It's wrong thing.

She's got a heart attack right now.

Anyways, county administrator.

And she, I mean, not she, but we currently have been going on with our search committee, seeing what we're going to get.

It'll be fun.

It's a fun year to be in Nelson County.

On Tuesday, we also have the public hearing for that 51 site mobile home park.
