And we have three resolutions.

At this point, what I'll do is I will turn the floor over to Christine for resolution number A.

The first resolution is for our fiscal year 22 Rideshare grant application and as you all see Sara Pennington is on so if we have questions we can direct to her.

I also want to note that in next month's commission meeting we will be presenting the work program for Rideshare and she'll also be in that meeting to present and ask any questions.

So for this resolution, the TJPDC applies for and receives annual grant funding from the DRPT, Department of Rail and Public Transportation, for our rideshare and TDM, Transportation Demand Management Program.

Because of COVID-19, there's been a decrease in shared rides for ride share.

So there's been a focus to kind of reprioritize and promote education and advocacy around remote work and work from home activities.

The funding for ride share has decreased slightly due to COVID, but it's anticipated that the full funding will resume in fiscal year 23.

The grant application was due February 1st.

It is for 139,358 with a local match provided by member local governments in the amount of 34,840.

That we're happy to take questions.

We have used it in the past and

The next one is your regional transit visioning plant grant.

All right, we're very excited that the PDC received an award again from the Department of Rail and Public Transportation for a regional transit visioning.

This award is 175,000 for the development of a regional plan as recommended by the Regional Transit Partnership.

There is a match for this of 175,000 to be provided both by Albemarle County and the city of Charlottesville over two fiscal year periods.

The visioning plan will be coordinated with Charlottesville Area Transit, Jaunt, Albemarle County, and the City of Charlottesville, the PDC, oh and UTS, thank you I did not write that one down.

and UTS.

The PDC will receive approximately $35,000 to manage that across the two years.

And we will do both the management of it and providing community engagement for the project.

The staff recommends that you approve the Regional Transit Visioning Plan Grant Award Resolution in a total amount of $350,000.

I have another little question.

Yup, even littler than the last one.

The last whereas again, local transit partners, Albemarle County in the city of Charlottesville, strike the of maybe, I spent 15 minutes trying to figure out who the other partner was, or if it said local transit partnership of Albemarle, it would say the local transit partnership of Albemarle County in the city of Charlottesville, and I wouldn't have had to think about it,

or just local transit partners, Albemarle County and the City of Charlottesville, I wouldn't have to think about it.

As it was, I puzzled for 15 minutes who was missing.

Also excited about this one, the PDC received another award from the Department of Rail and Public Transportation, DRPT, for an Albemarle transit expansion study.

And this is in the amount of $106,215 to be matched 50% by Albemarle County.

This study is to develop the financial feasibility of new transit services in three different areas, Route 29 North,

Monticello, and Pantops area.

Demonstration grant to implement.

And it's the application that

This plan will be utilized for is due February 1st of 2022.

Appreciate that.

For this project, the TJPDC is expected to receive approximately $12,000, again, to manage and facilitate and provide community engagement.

And then with that, staff would recommend approval of the resolution for the Albemarle County Transit Expansion Study.

The next item on our new business,

So Christine, I'll turn this over to you and maybe to you and Chip on this one.

I will do my best and Chip will definitely help me where needed.

So the net quick assets have increased to $779,000 based on our 12 month average for operating expenses.

We have over seven months of available operating expenses.

Our goal is to have five months available.

So we're in excess of our goal.

Funds in excess of that are for a capital reserve account, so we have $239,853 in our capital reserve account.

Unrestricted cash on hand as of the end of the year was 308,759 or 2.86 months of average monthly operating expenses with four months is our target and our concern level is less than two.

So we're above our concern level but still shooting to raise that to our target.

The revenue less expenses, we had a net gain in December of 18,723, which was a great December for us compared to previous fiscal years.

It gives our fiscal year to date net gain of 34,114.

We do expect our operating expenses to decrease a little bit with Mr. Boyles moving on.

It'll be a bit of a savings for us.

But with that personnel transition of the amended budget, we anticipate a net gain somewhere around just above $90,000 for the year.

For our total income through December has been just over 3.1 million with six months, we're 50% of the year complete.

We've received 144% of our budgeted income, and we've expended 142% of our budget expenses, but that is mainly due to the fact that the RMRP grant came through with its large task through amount and so

We're obviously spending and receiving in excess to what we had originally budgeted.

For our

Operating expenses, we're about halfway through the year.

For our operating expenses, we're right where we want to be.

49% of our total budgeted operating expenses have been spent, and our revenues are 51.5%.

So right at halfway through the year, that's a good place for us to be.

As far as our accrued revenue report, and I would like to make a correction,

The accrued revenue report that you have is accurate in the executive director's report that we wrote.

We had not yet included new contracts, and so there is one number to revise.

But as far as our existing grants and contract balances, we've revised that to now include a contract amendment with the Thomas Jefferson Community Land Trust.

Moving that employee, instead of contracting half-time, will be full-time.

The Fifth Street Bike and Ped Smart Scale Award is added.

Yeah, we do.

So with those amendments, we currently have 779,000 operating funds available for the remaining six months.

We have approximately 129,936 available per month.

Our operating expenses in December were 108,000 and the 12 month average is 107,000.

So we have enough grant money and above to be able to cover those expenses on a monthly basis.

Nope.

I think Christine did a great job just walking through that.

We've had a great, great first six months of the fiscal year.

The hard work that Christine and Charise Franklin did on the rental relief mortgage fund really made a big difference for us.

And now that that's ended with December 31st,

Having these two transit grants moving forward will pick us up for the rest of the year.

I'd like to make one observation, which is on the balance sheet, the leave payable has increased quite a bit, I assume, because people couldn't take vacations with COVID.

Hopefully COVID will go away eventually, and they'll be able to take their vacations.

I just point that out.

Lane out there waiting to happen.

And also, I would like to just go ahead and suggest that we accept the financial reports as presented.

The next item is the presentation of the draft fiscal year 21 amended final budget.

Thank you and again Chip please step in anywhere you see the need to.

So tonight we're presenting to you the amended fiscal year 21 budget for your review questions and comments.

We will bring it back again for the March 4th meeting for your consideration for approval.

The request, so at this point we can take any questions on it and you'll see there's quite a few large changes.

As a review of the background, the first budget approval of the projected budget occurs in September or October of the year prior.

So this September, October will be the projected FY23 budget.

It then comes back to the commission to be adopted in May as prescribed by our bylaws and then the revised operating budget which is this one comes before the commission in March for review, February for review, March for a vote.

So in your packet it includes the amended budget.

There are some significant changes to both revenue and expenses.

I'm going to walk through some of those and again feel free to ask any questions.

So there was a substantial increase in our revenues again due to the RMRP, the rental relief program.

We also had an increase in local

Stolzenberg, and then the Livingston CDBG Planning Grant and the Nelson County CARES Small Business Grant Program.

All of those were increases in our federal revenues.

State and local revenues both remained constant.

There is a difference in the local contract revenue due to the community land trust contracting with them for a full time staff member to work with the land trust.

So Susan Steinmark, who was half time with the land trust and half time with the PDC will now be contracted out full time.

There's a decrease in interest income due to the Virginia investment pool.

Interest has dropped from over 2% to less than 1%.

And then there is a reserve transfer increase that wasn't in the original budget.

And that was a refund for canceling the in person housing summit that had been accounted for in FY20.

And then a one time approved carry over funding for ride share for the FY20.

Carriover, coming into FY21.

Some changes to the expenses for this budget.

Decreased salary and benefits to adjust for one person that has chosen to leave us to move on to something new.

Decreased supplies, travel, meeting expenses, professional development, a lot less of those in-person occurring and a lot of the virtual ones have been less expensive.

decreased advertising as DRPT decreased their funding.

We've had an increase in contractual expenses and that's mostly related to computer and software and IT for remote work and working from home and the support that we've needed for troubleshooting with our IT consultant.

We did increase equipment and software spending as we've purchased some new laptops for ones that were nearing their end.

They didn't have, they weren't as up to date and were unable to renew software and applications that we needed for remote work.

And then the largest increase was the unanticipated award of the RMRP.

1.7 to 3 million of that was passed through and went either directly to households or to our sub grantees.

to do intake and then 90,695 of that is income to the PDC for our administration.

Again, overall we expect the revenues, go ahead.

If I could.

I think it's important to note out in the narrative that's in your packet.

If you remember, we didn't include any salary increases in FY21.

And then with COVID and people working from home, we have provided a reimbursement to each of the employees for their IT and telephone use at home.

so that we can help cover some of those costs.

And with the good financial condition that we're in, we felt very comfortable being able to reimburse those for each of our employees that are working from home.

So just wanted to point that out as well.

That was not in the original budget, but in this one.

Overall, we expect this year to have revenues in excess of $90,000, $91,846 to be specific.

We're currently working on the FY22 budget that will be delivered to you in draft form in April.

It is possible that excess revenues from this budget may be needed to balance FY22 budget.

Chip definitely noted in here that he expects

As federal deficits and local governments have less ability for projects that the TJPDC has currently been working on that we may need some of that access to balance the budgets moving forward.

We're just anticipating if not FY22, FY23 could be very lean years and just trying to prepare for that.

And also there's some potentially some opportunity with the regional cigarette tax program.

We're continuing to look ahead a year or two or three to see other programs that we can become involved in administering for the region.

So with that, I'm happy to take any questions that Chip can help me answer.

The memo, which is page 19 of this packet, does talk about the three steps and the names of the different budgets are remaining to be a little inconsistent and change around a lot.

I looked at what we had last year,

It had actual operating results, not budget, but actual operating results for two of the prior years.

Then it provided a budget of the

O'Brien, and then the current projection and the current operating.

The very first column says fiscal year 20 actual budget.

Well, there is no such thing.

So is that fiscal year 20 actual results?

Or is it?

OK.

So the word budget was wrong.

Well, I had to go back and look at it last year.

It was not easy for me to figure out.

I thought that's what it was.

It was actual, not a budget at all.

fiscal year 21 was the zero projected budget that was taken to the boards early in the year.

And then fiscal year 21 operating is what we now call our amended or revised budget.

So the wording, is it going to be, we want to call it operated, revised or amended because we use all of these words and I wish we'd pick one and stick with it all the time.

I have always preferred amended.

I just want it to be the same one all the time.

It could be, I kind of like amended too, really.

So the next item on a new business is the CDBG regional priorities, which are due on March 26, 2021.

So DHCD administers our community development block grant program, and they ask for the planning district commission to

submit regional priorities for anticipated CDBG funding applications.

So we're asking our jurisdictions and area housing agencies

for notice of any anticipated projects in each jurisdiction.

As of the end of January, we've already been notified of one project in Louisa County for planning an infrastructure grant for affordable housing.

We know of a Nelson County potential grant for downtown revitalization of Livingston.

We have Albemarle County acquisition and redevelopment for an affordable housing project.

and Scottsville has a redevelopment project going on.

So we ask you all if you know of other projects, if you can ask your staff to let us know by February 15th, and then I can prepare for DHCD, our listed priorities and the expected CDBG proposals.

I think that's all on that one.

And the next item on the agenda is Executive Director's Report.

Couple of things just to update you on.

Our staff continues to work mostly remotely.

We have a couple of staff that do come in a couple days a week intermittently.

We anticipate returning to the office March 15th in a staggered way where we would just have a handful of staff each day continuing to work in person a couple days a week and at home a couple days a week.

We'll continue to pay attention.

to the conditions and make decisions closer to that date.

But for right now, we're still anticipating around March 15th.

We've amended our staffing agreement with the Community Land Trust.

I already mentioned that.

We will now be billing them for 40 hours a week, and it includes office space.

So Susan is still in the office here with us as the Community Land Trust.

continues to work on their transition with Piedmont Housing Alliance.

We'll continue to continue to contract out that staff member.

The draft FY21 amended budget will be delivered to you all, as we said, and we're going to bring the FY22 budget draft for you all in April.

We are working with VDOT on a combined PDC MPO project, North 29 corridor plan.

This is a combined project with Albemarle and Greene.

We are also inquiring about a regional cigarette tax program.

And we had a meeting today about that as a matter of fact.

Oh, who met today?

Thank you.

Administrators and finance directors met today to talk through interest in that program.

We expect to bring a proposal to the commission to see if the TJPDC could serve as a regional administrator of that program.

Do you want to add anything on that one?

Yeah, today's meeting really was designed to gauge interest from the counties in the region.

We actually had a representative from one of the counties outside of our border participate as well, but just to gauge interest in doing this regionally as opposed to individual counties doing it on their own.

We got that signal to move forward continuing to look at this.

And I would just add that David and I have had some discussions with our legal consultants.

And what at this point it would look like is that an entity would be formed that would be this regional body.

That body would then enter into an agreement with the Planning District Commission that they would pay us for the management and fiscal services of providing the services

of both the tax collection, the stamp dispersal, and the enforcement review of those selling the cigarettes.

So that came from discussion both with our legal representatives and discussing it with the Northern Virginia Regional Tax Board.

Hey Chip?

Yes.

So, Senator Hanger, Mr. Chairman, Senator Hanger had a bill that he introduced really just kind of on the heels of last year's legislation to grant locality, to grant counties the authority.

that would basically compel counties that want to implement the tax to participate in a regional effort.

Actually, just right before this meeting this evening, the bill was on the Senate floor and there were some changes to it.

So probably the biggest change is that previously he had said that you'd have to have a board that was at least 10 localities involved.

That's now been reduced down to six.

But there were a lot of questions about the bill.

And David did reference at the meeting too for some of our member governments that already are imposing a cigarette tax that one of the bills includes that those local governments over an extended period of time

And that may have been a provision.

I think the cities and towns particularly were concerned about that.

And I think that provision may have been taken out.

Another update is the Commonwealth Transportation Board, CTB, met in January to receive VDOT's recommendations for FY22 Smart Scale.

I'm sure you all have heard this, but we received 14 of the 20 recommendations.

It's a great effort and a huge success for our transportation planners.

The PDC doesn't receive direct funding for these projects, but

It was an incredible effort and something I think we're really proud of.

Yeah.

Wow.

That's fantastic.

Also, in that same meeting, the CTB approved their six year improvement plan, which included Stanton to Charlottesville transit services,

both of the transit grants that we talked about earlier in our resolutions and funding for cat, jaunt, and green area transit.

So also good things for the region.

And then last I have is our Water Street Center.

We have not been allowing any public meetings in that space.

And what we're gonna be doing is allowing United Way, following very strict safety protocols to use that space to continue their tax filing program that they have for families in the community.

So if we find that we're able to meet again in person, we will be sure to follow strict safety protocols to make sure that we can do that

moving forward.

But until mid-April, United Way will use that space.

I believe that's all I have in mind.

Also included in your packet is the quarterly report.

That goes into a deeper dive on all of our programming.

We sent out this summary to you all, but the RMRP program has come to a close.

Our contract ended December 31st.

I'll still go through the summary.

The program has closed.

We have done all of our closeout reporting with DHCD.

We were awarded a total grant of $1.8 million for the region.

$1.624 of that went directly to pay for rent and mortgage relief.

For qualifying families, that was 570 families in this region were served with an average of $2,000 rent per household.

And then I showed in the flyer a breakdown by area median income to demonstrate that the majority of the funding went to the households that were economically in need of it the most.

And then the final page of that infographic showed the spending in the program and the relief that was provided per jurisdiction.

And that relief is the direct relief that went to households.

Again, you guys know that TJPDC for our administration of the program got somewhere in the neighborhood of $90,000.

Right now,

DHCD is doing RMRP 2.0.

They do not any longer have a funding source that will cover mortgage relief.

So they are waiting to hear more to see if there are additional federal funds that will be available, but they do still have rental relief.

We'll be updating our outreach materials to give people an update on the mortgage.

But at this point, everything is being run by the state through two different intakes.

Christine, could I add in something on that?

Just for information, the state budget that's being worked on right now, the governor's introduced budget did include some additional dollars.

There are no questions on that.

The last thing we have on there is the Regional Housing Partnerships porch lights.

We are very excited that this is up and functional.

Where we are right now with Porch Light is that we are really grateful for the contributions of CARES funding from all of our jurisdictions to get it up and going.

Our focus right now is really to help get more owners and landlords to list their available rental units.

And so we did a pretty big marketing push and a direct mailing to landlords in the region to let them know about Porch Light and let them know the benefits of listing their properties on the site.

We're going to continue to work on refining that site and with a goal of getting for sale housing.

But there's some details that we have to work through on how that for sale will work.

If we could ask your help for one thing with this,

is if you know people who have rental properties, direct them to our website and they can go directly to the site.

Hopefully you all can see this.

And we need landlords to list their properties.

It's free.

It's easy.

If they even have apartment complexes, they can list the apartment complex and just go on and show how many units they may have available or if there's a waiting list.

So we really need those landlords because we do have, Fluvanna County, for example, does not have any properties listed right now.

Yeah, I guess I have a couple of questions, unfortunately.

I guess the first question is, is it intended for all affordable or all units that are affordable at a level below the, I think it was a 65% AMI threshold that was set.

Right now to be able, and I'm trying to get the, I need to stop sharing.

There we go.

Right now, it's really geared to get as many units as we can.

And then when, you know, when you go long,

You can actually even click to see is it a HUD voucher supported unit or not.

You can put the income levels, and there's even a tool on it that will tell you, based on the HUD guidelines, if your income is this, you should be able to be searching for a rental unit in this category.

But right now, it's a much wider range than would not normally be classified as affordable.

And that's where the difficulty is in the for sale side

that we're trying to determine because we don't want to allow million dollar houses to be listed on this.

That makes sense.

And so when you determine the top level, for example, for four sale houses, will you guys be kind of just integrating everything that comes through the MLS that's below that amount and just tossing it onto the site?

No, it'll be manual.

In that case, it would be property owners or developers who list those properties rather than mining a Zillow or MLS or something like that because some of the information that we're asking for, for instance, broadband coverage,

That's still fairly new to be required when properties are being listed, but it's rapidly becoming as standard as water and sewer.

And then the last question is, are you guys working with the localities housing coordinators or equivalent position to list things?

Yes, we are, and this is all through the Regional Housing Partnership.

So we're, you know, we're working with housing providers, elected officials, for-profit, nonprofit, and I would say, and you know, thanks to all of our local governments who contributed CARES money,

We pushed this forward very quickly because at the time we were anticipating the eviction moratoriums to go away at the end of December.

Thank goodness it hasn't, but we tried to get this on board, so we're kind of building this plane while we're flying it too.

But one of the things we will very likely do when the regional housing plan is completed is we will go to our local governments and say, if you do have a proffered affordable units, if you've assisted in any way to help create affordable units, we would like the local governments to require the recipients of that to list their properties on this site.

And I don't see it as a bad requirement because it's free.

Yeah, that makes sense to me.

It seems pretty doable, at least thinking about our operating procedures for that.

And I actually have one more question, I guess.

Is there a way to sort of see or track whether people are actually finding rentals and renting units or buying units eventually through the program, or is it

Just sort of tracking how many searches or users there are.

Yeah.

Yeah.

We have no follow up on the back end.

Now, let me say there is a much larger discussion towards a kind of regional housing hub that would have people who would be somewhat of case managers that will help families through the process.

They then would very likely have the end product.

But for what we're doing, it's strictly a resource tool.

Just my standard thanks to everybody that this regional housing partnership is a ton of work and they're just doing some outstanding work.

So just want to give kudos to everybody.

Out of career with your first comments, I've heard a lot of positive comments about this from different boards and different people in the area.

So it was something that was very necessary and needed at this time frame.

And I think it's been a great resource for those who had that need.

During COVID, that team knocked out a ton of work.

and some of our staff with a lot of Sara's help and a local marketing firm.

We got the information about this site in front of 10,000 families through different types of marketing.

Our PDC website and Facebook pages

just went through the roof as far as activity during that period.

And do we have stats on people using it kind of already?

Yeah, as part of our annual maintenance, we'll be able to work with them to get some of the backend analytics, but we haven't gotten to that point yet.

We've still been working on getting it up and functioning and looking good and working with the marketing firm.

So the first part of where I'll like at this point, all the commissioners have seen this.

I'm going to read this into public record.

So I'll try to speak very slowly and distinctly.

Whereas Charles P. Chip Boyles II faithfully has served the Thomas Jefferson Planning District Commission as Executive Director since April 2014.

And whereas Chip has provided the commission, staff, agency partners, and community stakeholders with profound leadership

Energetic Initiatives, and Visionary and Thoughtful Approaches to Regional Programs and Projects.

And whereas soon after this arrival, Chip guided the agency to financial stability, implemented simpler yet more robust financial reporting systems, and steered a greater portion of per-capital funding to regional projects.

And whereas throughout the tenure, Chip's daily increase in number and variety of contracts for service with member localities

especially projects and technical assistance to support the rural areas of the region and whereas Chip was a key player and participant in the establishment and ongoing work of the GO Virginia Region 9 Council, they're spearheading economic recovery on a regional basis and whereas Chip was a trusted leader and advisor for local governments

and advisor panel working with VDOT to shape buildable solution as part of the Route 29 hydraulic small area plan.

and whereas CHIP helped forge a partnership with the Department of Environmental Quality to utilize PDCs to help implement parts of the phase three watershed implementation plan for cleanup of the Chesapeake Bay cleanup.

And whereas, it's law where as I said, we'll keep going.

CHIP secured funding to develop a regional housing plan to identify regional housing needs and improvement strategies leading to the establishment of the regional housing partnership

Porcelain, Virginia, a regional affordable housing locator, an administration of the region's emergency rent and mortgage relief program, and whereas, Chip's Bird Formation and Regional Transit Partnership, an advisory board to Albemarle, Charlottesville, and John, provides recommendations to decision makers on transit-related matters, and whereas,

Chip guided TJPDC's work in oversight of members' locality, and Campo submitted transportation project applications to the state for smart-scale funding, and whereas Chip was a key player in the establishment of the Charlottesville Area Alliance, a cadre of organizations working to make the region an age-friendly community, also serve as an alliance officer, and whereas the influence and reputation of the TJPDC

and the quality of programs and services during Chip's tenure has been greatly enhanced by the vision, skills, and passion he brought to the TJPDC's mission.

Therefore, being resolved, the Thomas Justin Planning District Commission expresses enduring gratitude and appreciation for the generous and faithful service provided to the TJPDC in this region by Chip Boyles.

Chip has thoroughly impressed me and his devotion to really clearing up the perception that this commission was primarily centered on Charlottesville and Albemarle and disregarding us rural folks.

He has really dispelled that and has proved on numerous occasions

The contrary.

So I applaud him for that and all the assistance he's given all of us.

And likewise, I mean, I could just express on behalf of the entire council that I think City Hall and the Charlottesville community, just the

The deep gratitude for coming in and

coming in to lead our organization.

I think maybe only Rory has been on the commission a shorter time than I has, but in that time, I've certainly seen the incredible success that there's been with the regional housing partnership, the rental and mortgage relief program.

And I'm just incredibly excited to work with Chip going forward.

I've got to know Chip working on the MPO for a time, the Regional Transit Partnership.

but also very appreciative of your always measured and even-filled advice and guidance that you have given me over the years.

Well, I guess I got something I got to say.

Yeah, Michael and y'all, I'm just saying.

My thread out there of saying that if this doesn't go well, we will ban all food products and beverages from going into Charlottesville.

No, Chip has been an incredible asset.

And going into my first term, you know, at the age of 23, you know, Chip gave me a level of confidence that I didn't know I could have.

and ideas that I thought weren't possible.

When we talk about Livingston, when we talk about broadband and those many things, Chip is always a breath of optimism and optimism met with knowledge.

And I can say I greatly appreciate the council that I've received numerous occasions and we definitely will be missing Chip in the coming time.

And I say on behalf, I'm certain of TJPDC, we look forward to the success of Charlottesville.

You know, that is not only important to Nelson County, but to the region.

And I can't say this enough, but we've sent you our best.

And at Greene County, a good example.

There's a lot of opposition was to the TJPDC.

And when the TJPDC came to Greene, we were concerned that a lot of people may show up and have negative things to say.

That did not happen.

What happened was quite the opposite.

We had a lot of people showing up and expressing their gratitude and their thanks for everything that the TJPDC had done.

And that was under your leadership.

You have impacted more people in this community than you can probably ever imagine.

By helping the local governments, you've helped every resident of their localities, and then they've helped other people in their community.

You have been a great asset, a great resource, a great friend, a great mentor.

We've been very fortunate and lucky

to have you lead us through some troubling times and good times.

And we've been very blessed to know you as a friend.

Thank you for everything you've done.

And Michael O'Rourke, I will tell you this.

Matter of fact, let me count them.

Chip didn't do any of this.

It was just everybody.

I would not be the true southerner that I am without trying to bring a reference to good Southeastern Conference football to this.

But one of the winningest coaches ever in college football, Coach Paul Bear Bryant was asked about being the best.

And he said he wasn't the best and said that he actually was only good at one thing.

He was able to surround himself with the best.

And he said that he didn't know as much about football as any and all of his assistants on the team.

And he put his money where his mouth is.

One of the things that has never been very widely known is that when he died, he left the foundation so that any assistant coach or any football player that ever coached or played for him, their children could go to school at the University of Alabama for free.

He paid their tuition.

That's how much he believed in the people that he surrounded himself in.

That's how much I believe in the people here.

It's been the staff.

Whether you want to give me a pat on the back for being really good at choosing the right people or really lucky, it really doesn't matter.

It's the bottom line.

That's been the story of my success.

I appreciate it.

My family and I, we love it here.

This is really lucky for me in that I can start accepting new challenges, continuing to do what I love to do without ever moving out of my house, without ever moving my kids out of the high school here.

That is what means so much to us.

And I've spoken with Michael at great lengths.

There is a commitment that I have that I feel I have to do everything I possibly can for our greater community.

And it's something that was instilled in me.

I come from a long line of elected officials and a small place in South Carolina.

So this means so much.

So we'll start with what I'd like to do now.

We'll start with Charlottesville first.

We have, as you may have heard, made a city manager hire.

That's the biggest news.

And we're working on the budget season.

And again, as I said earlier, I think Charlottesville is certainly the council.

And I think City Hall and the community are very optimistic and looking forward to charting a new direction and course for the city and are very optimistic about the future.

Roy?

Yeah, so I guess I'd add, we're, like Michael said, in budget season and hearing our CIP next week, where we have an ambitious set of goals that we're trying to juggle.

So that might mean, you know, shaking things up from, you know, what our previous plans were.

You know, on streetscape projects to refocus on things the council's big on.

And I guess, you know, in the last month or so, we reviewed the Cherry Avenue Small Area Plan.

which we had of course outsourced to TJPDC and I gotta say I don't want to put a damper in the positive mood in the room but I was a little bit disappointed in the work product that we saw.

TJPDC did some excellent work for sure especially on outreach to the community.

They did a great job on that.

But in the data analysis side, we had some sort of analysis of the existing conditions where, for example, we have a neighborhood that was presented as something like 77% detached housing.

In reality, it's about 35% detached housing.

And everyone makes mistakes, and I definitely understand that.

I guess my problem here is that it was pointed out over a year ago at a work session and still managed to end up in the detached product.

So I do hope that that will spark some introspection among staff of how that ended up happening.

And I know there were some staff turnover in that time, but nevertheless, we will be making changes and it will be going ahead and will be approved eventually.

So good to see that.

And that's my report.

Well, really not too much to report.

I haven't had a chance to talk to Tony about what happened at the board.

I just want to go back to this wonderful thing we just did with Chip.

Chip's response is the very essence and the very definition of the word leadership.

So, you know, Michael, Citi, let the man lead, and he's going to produce some magic for you guys.

I know it.

So anyway, that's all I have to say, Mr. Chairman.

Oh, we've got quite a bit going on.

But the biggest two things I'll just mention is our planning commission held public hearings for both nonconforming and solar ordinances for commercial solar.

So next week at the Board of Supervisors meeting, we'll be presenting both of those to the board for discussion and likely go to public hearing in March.

So that's the two big items we've going on now and we'll continue to be working on ordinance updates.

Right.

So behind whatever Dylan's got to say, I'm excited about the solar move.

I think that's going to be a really big place in Nelson County's history and how we approach renewable energy.

To complement that, we're one of the first pilot programs to be offering career and technical training related to renewable energies in our high school.

We're excited to be able to do that and hopefully continue that.

COVID put a big damper on it.

and hopefully expand that.

We actually had 20 kids sign up for the program to actually become solar technicians, so installers, which is huge, you know, especially with the big move from Segura and the mini, you know, Charlottesville is kind of a mecca of renewable energy.

So excited just to be part of that just so we can get ahead of the game so that these other fun things we can go on.

Of course, we all know how great we are with internet.

We'd still like to rub that in, guys.

Yeah, go away, Dale.

As far as I'm concerned, honestly, that took a lot of work.

It was a lot of fun conversations and obviously there's a lot of geography struggles that we have with it and trying to get through rock and whatnot, but to be able to secure the how and now it's the when, you know, that's a big next step and hopefully many in our region by the successes of Central Virginia Electric Cooperative will be able to achieve similar things that we have.

On top of that, another big focus I have is career technical education.

I just recently was at a joint school board, board of supervisor meeting.

My priorities are career technical education, as of course as we get into the

McClelland.

Thank you so much.

But I want to talk about housing because that's such in the midst of COVID that got amplified on top of what we struggle with broadband housing.

We're going to be doing some pretty hard soul searching in Nelson County and what it is we can do to get some economies in scale and some more dense housing.

Of course, you know, me and Keith have talked all the time about how successful Nelson County's market is.

Yes, you're right, the existing market.

There is no new supply.

And no new supply, what does that mean?

That means the population stays stagnant.

And that means that locals are now going to be competing for housing that has already been there for 20, 30 years at prices that they cannot afford.

So I'm excited to be part of that.

I do know something regionally that we need to be thinking about, Fluvanna, Greene, and anybody who has impact with fiber internet.

I also own a property management company and I rented a house to a guy who works in Crystal City.

We have fiber internet and he's a superintendent.

He's able to live in a one bedroom, one bathroom in Nelson County and just commute there twice a week.

We're going to see some major culture changes in our workforce and in how we operate on a business level.

You know, what does a storefront look like when all of a sudden the Silk Road is at your front door?

So I think there's a lot of things that Nelson County is going to work on developing themselves to look like and how we can be that rural gem known as God's country.

in this region, but also preserve people's ability to live and thrive in our county, especially those who come from lower income brackets.

So excited to be part of that, excited to move forward.

I would say I have big success right now is keeping the schools open.

School Superintendent has done an excellent job of keeping the kids in school.

And it's been a plus that a lot of the areas haven't been able to do.

That right now is our biggest success.

I think if we ever get this James River water line off Dead Summer, that will be another huge one.

And Louisa's got a few things in the works that we would love to be able to talk about and just can't

Let it out just yet.

So there's some exciting things coming.

Well the main reason, and I'm glad you went to Tommy first, he was appointed as my guardian basically to continue protecting Louisa County and the Thomas Jefferson Planning Commission as well because Willie Gentry was crying for relief because he was worn out.

But just to add a couple of dillies for you,

We had a terrific session at our last board meeting Monday night because we invited our Blue Ridge Health District Denise Bonds of EDH to give us a stand-up briefing as to the current COVID situation, especially dealing with the

Biermann, and the lack of doses.

She was a pure Spartan, she got up there, gave the briefing, and then we unleashed

questions and concerns, complaints to her.

And again, she stood up.

So anybody that wants to gain a lot of information, I would heartily recommend other counties to do it if they feel that they could glean as much as we did.

We're starting our public hearings on our comp plan, mostly the ordinances and our F-22 on them.

and CIP budgets as well.

Again, Tommy mentioned we got several positive actions.

We're hoping to be able to unleash news about that in the March meeting.

There's a couple of requests I have.

I don't know if anyone else has a pin handling prohibition, but we've suffered some near accidents in some of our more complicated traffic intersections.

So I'm asking if anybody has one, we sure would like to not have to reinvent the wheel.

If anybody has any recommended resolution or ordinances on that, I'd like to get it.

We also started on a noble ploy for compensation increase for board of supervisors.

David Blount there has assisted with giving his advice because there's some complications involved, mostly with the outdated

Outdated laws that are in place right now and we're working on that.

I'm enlisting the support of Vaco as well.

We're trying to get the last measure of devotion out of Chip before he leaves.

And tomorrow we got the fireworks on the Zion area crossroads study.

And so that should be exciting.

I didn't have a representative from Fluvanna County.

Since this is a joint area study between the two counties, my overkill amount of

of point papers that Chip and Sandy got inundated with.

I didn't have anybody from Fluvanna to give or subject them to, so they could participate.

So I'm looking for that to happen.

So I don't know if Keith Smith can communicate with anybody on that deal.

At our meeting last night, we were starting early into our comprehensive plan update.

We're estimating that could take as long as about three years.

Our comprehensive plan currently is around 400 pages.

We're hoping to be able to reduce that.

But just some interesting comparisons.

50 years ago, Charlottesville had about 38,000 people.

Now they're at about 48,000 people.

50 years ago, Albemarle County had 40,000 people.

We're now at 110,000 people.

So our population has increased 175% in the 50 years, which definitely puts us in an urbanized county.

And we've got all of the challenges that go with that.

We've also got a major corridor study going on Rio Road, which is one of our busiest thoroughfares in our development area.

It's got a lot of parts and pieces to it, but that's really gonna be important for some of our transportation planning on the northern side of the city of Charlottesville.

We also are looking at some of our entrance corridor, arterial roads, historic area designation on some of the roads.

And we had our annual report from our county executive, which really was amazing as I'm sure in each of your counties as well.

The challenges that our county staff has faced during the pandemic.

We gapped in the military, we'd say we gapped billets when positions became vacant.

with the exception of our first responders and Department of Social Services, we left those billets gapped.

And so it was fewer people doing more under the most challenging circumstances.

And they really, really did a wonderful job last year.

As I'm sure with you all, our tax assessments

went out in the mail and most of our property values declined.

The only area that went up was a narrow area of commercial, which was the temporary storage places.

I mean, obviously, like everyone else, we're getting ready to go into budget season.

So just I had mentioned the joint meeting with school board and relative to compensation.

And then the other piece, Albemarle is very thrilled with the smart scale applications that have come through.

We have quite a bit of transportation projects on there that are critical for us and thrilled with that.

We have a couple of things going on in Greene County.

We do have another possible internet provider coming through.

It will be before the board of supervisors at the next meeting, if approved, which I am hoping that it will.

It will bring a service to quite a few citizens of Greene.

We also have gone through our reassessment, and I guess the good thing being a rural area, if it's a good thing, depends on who you talk to, our reassessment values, based on what I'm seeing on social media, which obviously those comments aren't very good, has gone up.

So that's something we'll be looking at the next few meetings, I'm sure.

Our schools have also been operating, have been open.

We're operating a hybrid where we have certain grade levels

I want to say Monday through Friday and other grade levels two days a week and everybody can be virtual if they want to be virtual.

It's been that way for us since about August, September.

So we are still operating so far.

We have not closed.

The same goes for our local government, which is something that we are very proud of.

One word of caution.

What I am hearing is that you always hear about teachers and the lack of people entering that profession.

It seems like that those numbers are dropping dramatically.

So when you meet your school divisions, you may hear about the lack of qualified applicants or the lack of individuals going into profession.

And that could impact everybody's budget.

And the last thing we have going on, most of you heard our situation with our water authority.

In case you haven't, we've asked to be removed.

They voted not to allow us to do so.

Then they took our voting rights away.

We had a bill before the Senate.

David was pretty much aware of what was going on there.

That died.

We are still basically part of RSA at this point in time.

They have stopped collecting the facility fees that were going to be used to pay for the project.

So we have some bills coming due that we have.

We're using the facility fees to pay.

We have land acquired.

We have permits.

and we are waiting to start building a reservoir.

And at this point in time, we are unable to do so, but we are still proceeding and we will find a way to make sure that we're successful.

This will impact other counties around us as well.

It will impact, it may have an impact on Albemarle County with the population of Greene that could grow, may not grow because this may impact Charlottesville.

People were commuting back and forth and working in Charlottesville.

So it could have an impact in our region if we're not careful.

So we're definitely moving forward with that.

So we've got some issues we're working through, but we'll work through those.

And that's all we have for Greene.
