Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:00:00
Aye.
00:00:01
We are adjourned.
00:00:02
We will convene the water and sewer as soon as board members join us.
00:00:11
Good afternoon.
00:00:13
I'd like to open the meeting of the board of directors of the Rivanna Water and Sewer Authority.
00:00:19
First is the approval of the agenda
00:00:23
Are there any changes to the agenda?
00:00:27
Hearing none, do we have a motion and a second to approve?
00:00:32
All in favor?
00:00:33
Aye.
00:00:34
The agenda is approved.
00:00:36
Next item, minutes of the previous board meeting from October 28, 2025.
00:00:41
I move the motion.
00:00:44
Second.
00:00:45
We have a motion and a second.
00:00:46
All in favor?
00:00:48
Aye.
00:00:48
Opposed?
00:00:50
Motion carries.
00:00:52
Recognition.
00:00:54
Not today, sir.
00:00:56
We'll save it for next month.
00:00:57
That's right.
00:00:58
Executive Director's report, Bill.
Bill Mawyer
Executive Director
00:01:02
Yeah, I do want to recognize again, Leah Beard, who was recently selected through a competitive recruitment and selection process as our new Director of Administration and Communication.
00:01:13
So for our board members that weren't here earlier, thank you, Leah.
00:01:16
We appreciate your effort.
00:01:17
She's been with us two years and done a nice job as our human resources manager, as you see on the chart.
00:01:23
The circle is where she is the position she's in now.
00:01:26
The green box just below it, the human resources is what she was before she was promoted.
00:01:32
So with Betsy Nemeth retiring, we did a process and Leah was selected.
00:01:37
So we're thrilled about that.
00:01:40
We also are happy that Daniel Hunter got his wastewater operator class one license and we note that 65% of our wastewater operators, which we have 14 wastewater operators or about nine of them are class one operators, which is the highest level in the state.
00:02:00
and David Bortner.
00:02:02
And on the water side as a water operator class one, he attained that license and almost the same 63%.
00:02:09
So 13 of our 21 water operators are class one, which most utilities would be envious of that.
00:02:21
We hear that at our conferences all the time.
00:02:23
Well, gosh, we can't hire people.
00:02:25
So I don't say we don't have any challenges, but we're doing well.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:02:29
Yeah, stay away from our employees.
Bill Mawyer
Executive Director
00:02:31
That's right.
00:02:32
Look the other way.
00:02:34
Okay, so we did celebrate Lonnie, our Director of Finance and Stephanie Deal, Finance Manager, Kathy Ware, went to the Virginia Government Finance Officers Association meeting here in Charlottesville and Ms.
00:02:49
Beard and Alisa went to a class that doesn't say that this talks about her being selected.
00:02:58
Okay.
00:03:00
Okay, we did celebrate employee appreciation earlier this month.
00:03:05
We took our staff to Mickey Tavern on the one of suicide.
00:03:09
And you know, we used to do that years ago before the COVID.
00:03:12
COVID wiped that all out.
00:03:14
And we've been celebrating in our parking lot.
00:03:17
but this year not even the parking lot was available so we sort of went full circle and went back to Mickey Tavern and they let us in early where it was nice and quiet and we could have our service awards and we recognized all these people with various years of service from five to 20 years of service we recognized them and had a very nice time so it was an opportunity and we passed on from the board your appreciation of their their help so it was a very nice event.
00:03:47
We did get notice like yesterday that the state put the center yellow part of the state into a drought watch.
00:03:59
Hence it started to rain a bit.
00:04:01
Hopefully it will rain enough to get us out of that.
00:04:04
But so the top left red quadrant in our area is on precipitation, which is in the emergency status.
00:04:14
The yellow is a drought watch status for groundwater levels, stream flow.
00:04:20
Although stream flow and reservoir levels, the two bottom green blocks are at normal levels.
00:04:26
So go figure.
Ann Mallek
Member, Rivanna Water & Sewer Authority
00:04:28
Yes ma'am, yes ma'am.
Bill Mawyer
Executive Director
00:04:31
So we're monitoring South Rivanna and all of our reservoirs and our streams to keep an eye on this and hoping for rain.
00:04:40
On an update to our Rivanna pump station that had a terrible event in January of 2024,
00:04:49
We pretty much finished all that work.
00:04:51
The picture still shows the temporary bypass system that's going around the black plastic pipes.
00:04:57
All that's gone now.
00:04:59
We've settled with the insurance company.
00:05:02
The total project, and this news is better even than I put in your package, we thought it was going to be $16 million, but our maintenance staff stepped up and was able to complete some work recently, which reduced that cost to about $14.2 million for the total.
00:05:19
restoration of the pump station.
00:05:22
So we had repair work that basically the insurance company helped us substantially with.
00:05:28
They paid 9.9 of the $10.9 million for the repairs, improvements that we wanted to make while we were at it.
00:05:37
Of course, the insurance did not support that.
00:05:39
That was 3.4 million.
00:05:41
So collectively, we paid about 4.3 of the $14.3 million.
00:05:48
Better news than what we thought some time ago when we thought it was going to be a $22 million to repair it.
00:05:54
So that's much better.
00:05:59
We do have a lot of planning and infrastructure projects underway.
00:06:02
Central Waterline is underway over to Lewis Street area.
00:06:08
We had a neighborhood meeting with that neighborhood on the north side of the railroad track.
00:06:18
but they're putting in pipe and they're working on going across Fontaine Avenue at night now and they're working actually from the railroad to the north towards UVA so they can finish the work that's on UVA property during the Christmas holiday break.
00:06:36
and then we will bore under the railroad track and move over towards Jefferson Park Avenue.
00:06:43
We're gonna have a virtual meeting with that Fry Springs neighborhood on December the 15th at seven o'clock.
00:06:52
Their next neighborhood meeting in person I think is February but we wanted to have this meeting before we start work over there on that side of the track.
00:07:01
So that's gonna happen on December 15th.
00:07:06
And we have moved into our luxury trailer suite now that the administration building is under restoration, demolition and repair and in addition.
00:07:18
So all the units have been put together and wired and you see the inside view there with Mr. Tungate coming down the hall.
00:07:26
So this these are our current office situation.
00:07:30
and we're making the most of it so it's brand new that's good we have three bathrooms in there and so we're we're doing okay but this is the first full week that we've been in the trailer suite so the contractor owns these when the project is done and he moves us back into the facility then he will take the trailers away or they'll be there for 30 years we hope not
00:07:54
And so that work at the Moores Creek Admin Building is underway.
00:07:58
They were pouring some footings and building the elevator, the hole in the ground where they have the elevator.
00:08:07
So that's underway.
00:08:09
And after next week, after Thanksgiving, they'll move inside the building and really start the demolition inside.
00:08:16
They're basically stripping everything down to the exterior walls and starting over.
00:08:22
Okay, and we also have the structural repairs of our digesters that's underway.
00:08:27
The maintenance shed that used to be called the compost shed is underway, repairing the structural beams and putting a new roof on.
00:08:36
On to the left is the two equalization storage basins where we store wastewater when we get too much rain and we get more wastewater than we can process for a short period of time.
00:08:49
We store it in those two basins and the concrete was in disrepair.
00:08:53
So there's the contractor Schlosser is in there.
00:08:58
Chipping out the bad concrete and replacing that to the right.
00:09:03
English is renovating our maintenance building and creating what you see in the bottom picture there.
00:09:09
So that's what it's going to look like with new restrooms and staff facilities and storage facilities to update that maintenance building.
00:09:20
The South Rivanna River Crossing is going well.
00:09:23
They've completed three bores under the river, and they're on the last pass, the fourth bore, before they pull the HDPE high density polyethylene pipe through.
00:09:34
And then that project, and then we put pipe in the trenches on old Rio Mills Road, and we'll wrap that up in a year or so.
00:09:43
The Ragged Mountain Reservoir to Observatory, Watershipping Plant, and Pump Station Project as well underway.
00:09:49
It too has been crossing Fontaine Avenue down near the UVAF facility.
00:09:55
And that was night work that you see a few pictures of that ongoing.
00:10:01
The Ragged Mountain Reservoir Pool Raising Project really got started yesterday and you see one barge that all the trees there are on a barge and in the distance behind the shovel and in the reservoir there's another barge.
00:10:18
They have two barges that are
00:10:20
shipping the trees to the unloading point and that's where they put them on the trucks and take them out.
00:10:27
The scrubs will go into a burn box and be burned and of course they have to get a permit from Albemarle County Fire Marshal so I know there was a red flag warning over the weekend of no burning.
00:10:39
while the winds were high and the drought conditions.
00:10:43
So we're finally moving forward and they can cut trees through I believe March 31st and then the long eared bat prevention impact period starts again.
00:10:56
So we're following that regulatory issue and moving forward with the clearing around the perimeter of the reservoir so we can raise the water level.
00:11:07
And all of this,
00:11:09
Thursday, we will receive construction bids on the Purple Line, the big pipe from the Rivanna Reservoir over to really Route 250.
00:11:20
The pieces of red pipe there at Birdwood is already in place.
00:11:25
And the brown line at the bottom left is under construction with Thale Construction.
00:11:30
You see the central waterline weaving through the city.
00:11:33
So hopefully next month we will bring a contract recommendation to you to award the Rivanna to Ragged Pipeline and we will have all of the necessary water supply piping projects under construction and well on our way of increasing the community's water supply and having a
00:11:57
a solid, Credibles water supply to fill Ragged Reservoir and the central water line will be in place to help us distribute the water within the city and the county in the urban areas all being done over the next five years.
00:12:13
So we're excited to bring this to a reality and we appreciate the board's support in getting us there.
00:12:20
We have received about a million dollars in PFAS settlement payments for the
00:12:26
class action litigation that we participated in from 3M in DuPont.
00:12:30
So that's a good thing.
00:12:34
And we did meet with your subcommittee on our water and sewer budget, Quinn and Lauren.
00:12:40
And we have another meeting on December the 5th to go back through the preliminary CIP budget for the water and sewer authority, which we'll bring to this board in February.
00:12:51
So that's my report, sir.
00:12:53
Thank you, Bill.
00:12:54
Comments or questions for Bill?
SPEAKER_09
00:12:58
Hearing none, we'll move on.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:13:01
We'll now open the meeting for items from the public.
00:13:05
Are there any members of the public here who would like to speak at this time?
00:13:13
Seeing none, are there any members of the public online?
00:13:18
Okay, we will close the items from the public.
00:13:22
Note there's no responses to public comments.
00:13:27
I will ask if there are any items on the consent agenda.
00:13:31
Board members would like to call for comments or questions.
SPEAKER_01
00:13:35
I have one, page 8D.
00:13:39
It's on the information technology report.
00:13:41
Wonderful report.
Bill Mawyer
Executive Director
00:13:42
That's great.
00:13:43
It may look familiar to you, Quin, because we confess we've modeled it a bit after your report.
00:13:48
We like it so much.
SPEAKER_01
00:13:50
It looks great.
00:13:51
I don't know if you can, I don't know that you want to speak to it specifically, but can you talk about some of the threats that you've got, some of the security events that you've got strapped there?
00:14:00
There were a couple of big spikes.
Bill Mawyer
Executive Director
00:14:04
Gwen, you caught me cold on that.
SPEAKER_03
00:14:06
That's the, David, you had me.
00:14:08
Jeff's not here.
00:14:08
He's attending a meeting.
00:14:11
There was a hacking event.
00:14:13
We felt that there was a penetration, attempted penetration to our system.
00:14:18
That's what you see on that one.
00:14:21
It was unsuccessful, but our software picked that up.
Bill Mawyer
Executive Director
00:14:28
That is a new report in our package since we started to be more independent with our IT division department, which we want to make a division, but you'll hear more about that in March.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:14:43
There's a heck of a spike.
00:14:50
Any others?
00:14:52
We have a motion and a second to approve the consent agenda.
00:14:56
So moved.
00:14:57
Second.
00:14:58
Motion and a second.
00:14:59
All in favor?
00:15:01
Opposed?
00:15:02
Motion carries.
00:15:04
Under other business, we have a presentation on the enhanced employee safety with OK allowances.
00:15:10
Can you?
00:15:12
Well, at that time of day, I promise.
Daniel Campbell
Director of Operations & Environmental Services
00:15:18
Good afternoon, everyone.
00:15:21
So this afternoon, we're going to look at the OK Loan System, which is an enhanced employee safety initiative that falls within the operational optimization goal of our strategic plan.
00:15:32
That specifically focuses on efficiency, reliability, and safety.
00:15:36
And we're going to see how this technology is improving safety for our loan workers.
00:15:45
So just like solid waste on the water and sewer side, we do have folks that work completely alone.
00:15:53
We have maintenance mechanics that work alone, water operators, Scottsville, Crozet, all those several treatment plants have workers or operators work by themselves.
00:16:07
Wastewater, Glenmore and Scottsville wastewater plants, the operator works by themselves.
00:16:12
and finally engineering inspectors like are shown there in the picture also work by themselves.
00:16:18
So the current
00:16:21
Safety Verification Program that we have uses two-way radios.
00:16:26
And typically this process is done when the Moores Creek Administrative Office is opened by the admin assistants.
00:16:34
So the folks come in, they start their shifts at the water wastewater plants.
00:16:40
They notify the office that they're checking in for the day.
00:16:44
The admin assistants will go on the safety check log, which is on teams.
00:16:48
and put them on and then they would begin safety checking with them every two hours if there was no answer usually the admin assistant tries them on the phone and then reaches out to their manager typically and this process is in place 24 hours a day there are single operator plans that we have to operate overnight so
00:17:09
If there are folks that are still signed in and working when the administrative office closes, they get transferred over to South Havana Water Treatment Plant and the operators there take over the safety checks.
00:17:25
So a little bit about OK alone.
00:17:27
This was
00:17:29
something that Dave and Bill asked me to look into several months ago about different alternatives to the traditional two-way radios and I reached out to VDH to see what other utilities did.
00:17:44
We were in a little bit of a unique situation
00:17:47
and that most water and wastewater utilities are part of a city or part of a county.
00:17:52
They have a fire department that they can safety check with or a police department that runs 24 hours.
00:18:00
So taking that into account and then also taking into account the unique situation and setup we have with our solid waste authority, water sewer authority, we wanted an option that was really customizable for our needs.
00:18:14
So we decided on OK alone.
00:18:17
In addition to being fully customizable to meet our needs in terms of dialing in the check in process or what any of that looks like, it doesn't require any additional hardware.
00:18:29
So some of the vendors that we looked at required additional hardware pieces that would actually go inside the treatment plants.
00:18:36
and it uses cell phones that we currently already have.
00:18:41
All IT had to do was push that software update to the devices and it could be installed and finally there's a third-party option for additional monitoring if we ever wanted to go that route.
00:18:51
Right now the system is self-monitored meaning it alerts the employees that we have in-house typically supervisors and managers but the third-party option is there if we ever want to use it so
00:19:02
At the bottom of the screen that kind of highlights what happens when there is a missed check-in with an employee.
00:19:10
So if an employee ever misses a check-in, 10 minutes after that check-in it's going to email them and it's going to text them asking them to check in with the system and letting them know that they've missed their check-in.
00:19:21
If 10 more minutes goes by it's then going to call them and text them and ask them to check in what
00:19:27
Check in on the app.
00:19:29
And finally, if 30 minutes passes and they still haven't checked in, it's going to notify their monitors for that group, which is their supervisors and managers.
00:19:43
So OK alone was installed on more than 100 Rivanna Authority smartphones so traditionally the solid waste facilities, water operators, and wastewater operators were the only ones who safety checked but this
00:20:00
This program is for both authorities all across the authorities.
00:20:05
So this is engineering, maintenance.
00:20:08
All the departments are going to work safer with OK alone, and they're all going to be able to utilize the app.
00:20:13
So this was pushed out to all departments for the workers.
00:20:18
And you can see here, this is what Brad would see if he checked into the app to begin a shift.
00:20:24
Very simple to use, very intuitive.
00:20:27
In addition to this, we developed administrative procedures for the staff to follow that have instructional videos, links for monitors and for workers to see how to use the system, but it's very intuitive.
00:20:38
And it does include features like shake for help, worker down, where if the phone sits idle for long enough, it'll alert the staff that there could be an issue.
00:20:48
So a whole lot of technology happening within the app.
00:20:54
So some of the benefits of OKAlone.
00:20:56
So the employee can initiate an emergency.
00:20:59
They can shake the device.
00:21:00
They can hit the emergency alert button.
00:21:03
It's not meant to replace 911.
00:21:04
Obviously, if there's a fire, we want to call the fire department, not go on OKAlone and alert our manager.
00:21:11
But it is a
00:21:15
one touch option for emergency notification.
00:21:18
We can see here that their location's included.
00:21:20
So we see the last known location GPSed here on the dashboard that the manager would see when they log into the system.
00:21:27
And whenever it does notify the supervisors and managers, it's text, phone call, email, they get everything under the sun to let them know that there's a problem.
00:21:37
And more employees can use it.
00:21:39
So we have enough licenses that we can expand this if need be to additional employees.
00:21:47
So some of the benefits of OK Loan.
00:21:49
So water and sewer, a little bit bigger than solid waste, more employees and water and wastewater engineering maintenance.
00:21:59
So the current radio check system requires about 140 minutes of work each day from the admin staff and then from the South Urbana Water Treatment Plant operators after hours.
00:22:09
Staff savings of approximately 16 hours a week or $480 a week comes to about $25,000 a year.
00:22:16
and the staff performing these radio checks with the use of okay loan, they can spend their time doing other appropriate tasks.
00:22:24
So this, the okay loan cost is about $11,000 a year for water and sewer.
00:22:29
So that would be an optimization savings of $14,000 a year on water and sewer.
00:22:37
And with that, I'll take any questions.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:22:41
Any questions for Daniel?
Ann Mallek
Member, Rivanna Water & Sewer Authority
00:22:43
I have a few.
00:22:44
Okay.
00:22:45
Alarmist's grandmother here.
00:22:46
So I know that probably you know, and I know, of long experience with your current system about the kinds of occurrences you have, things like that.
00:22:58
Do these, are you, well you would, as someone who has too little information and not at more worry, 10 minutes or 30 minutes seems like a really long time.
00:23:10
If you slipped on the ice on the deck at the top of Sugar Hollow, it would have gone down in the cold water.
00:23:17
Can you reassure me that there are other ways that help would be on the way, besides that 45 minute drive from town to get somebody out there?
Daniel Campbell
Director of Operations & Environmental Services
00:23:27
Yeah, so the system that was put in place was meant to just get us started off with what we currently have.
00:23:33
So that 10, 20, 30 minute procedure is what the admin staff would follow.
00:23:37
They would try to employ it 10 minutes because they could be outside just and left the radio inside to walk out to take the trash out to the dumpster or
00:23:46
you know something like that so typically they would try them at 10 minutes 20 minutes and then in 30 minutes they would reach out to the manager and say hey there's something wrong you know I can't get a hold of these folks but in in the case of slipping on the ice they do have the man down feature so it uses the the I guess it's the accelerometer in the phone to
00:24:08
You know, say maybe someone might have fallen, maybe, or it could just be they dropped their phone, but it would send an alert to the management staff.
00:24:17
So once again, it's, we haven't eliminated our two-way radio system either.
00:24:21
I mean, our units have them, our plants have them, so it is there, but.
Ann Mallek
Member, Rivanna Water & Sewer Authority

So if someone's out making their circuit or whatever, do they wear that radio on their
Daniel Campbell
Director of Operations & Environmental Services
00:24:31
So whenever they make their, when water and wastewater operators make their rounds, they're supposed to carry their two-way radio and their plant cell phone.
00:24:40
Yep.
Ann Mallek
Member, Rivanna Water & Sewer Authority
00:24:41
Well, it sounds like you've covered all the bases, but it's still a lot to ask.
00:24:45
Thank you.
00:24:47
Oh, I know one last one.
00:24:48
Is it possible, do you have an ability for voice without texting?
00:24:54
In other words, can someone in your home base just speak through something that would
00:24:59
Talk to somebody who is there and that person if they couldn't text back could answer.
00:25:06
Is that even an option?
Daniel Campbell
Director of Operations & Environmental Services
00:25:08
I would say the closest thing we have is with the OKloan software with the emergency notification button.
00:25:14
So they wouldn't have to do anything aside from touch that button.
00:25:20
And it would let the management staff know that it's been activated.
00:25:23
And then they would call if they couldn't answer, they would get folks headed that way.
00:25:27
or they don't even have to call if they drop the phone.
00:25:32
It's going to alert them and think it could possibly be a man down.
00:25:37
We're in the process of dialing this in.
00:25:39
I was actually working with the folks at OK Alone to set up the system and set up the groups and the monitors.
00:25:49
Just yesterday, I was getting, I got a couple alerts for solid waste.
00:25:53
And I thought, why am I getting these, Phil?
00:25:55
And his folks should be getting them.
00:25:56
And we were on the phone setting up the setting.
00:25:58
So it's going to be a work in progress, something that we have to dial in.
00:26:03
Great.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:26:07
Thank you, Daniel.
Daniel Campbell
Director of Operations & Environmental Services
00:26:07
All right, folks.
00:26:08
Thank you.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:26:10
Are there other items from board or staff not on the agenda?
Jeff Richardson
Member, Rivanna Water & Sewer Authority / Vice Chair, Rivanna Water & Sewer Authority
00:26:14
I would like to go back to where I talked earlier today,
00:26:17
and circle back to the director is to say when you look at the two numbers in combination, you're up over $15,000 a year in cost savings, which is just a good example of the staff looking for ways to do things to get the work done at less cost.
00:26:33
That's $15,000 that goes back into your budget to try to figure out, okay, now what do we need to do because things cost, things are more expensive.
00:26:41
I think it's a good example of using IT in the right way and technology
00:26:47
I'd love for you, I hate to put some on your to-do list, I'd love for you to send me just like a paragraph on it in an email so that I can share that with our staff as an example of how Rivanna is using technology to save money.
00:27:03
In this case, you're using an outside IT company and then it's going to reduce staff time that can be redirected to other work.
00:27:12
If you would do that for me, I'd appreciate it.
00:27:14
and I would also, I know this is the water meeting, not solid waste, but I would also like to have a copy of your, the future of solid waste.
00:27:22
Would you send me that?
00:27:23
Just because I want to share that with our staff.
00:27:25
I think it's important for our staff.
00:27:28
As you look ahead and you're saying, let me look to the future of our challenges and how things are going.
00:27:34
I think it would be helpful for me to share that with our staff.
00:27:36
And I'm sure Jeff Dumars would like a copy of that too.
00:27:41
Thank you.
00:27:41
Next month I'm planning to talk about the future of water and sewer, too, just to cover that.
00:27:47
That's probably something that our board would appreciate as well.
00:27:52
So thank you.
00:27:53
Thank you very much.
00:27:54
She's in front of mind.
00:27:55
I appreciate just one note on that.
00:27:58
Yes, sir.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:27:58
On the OK loan.
00:28:03
Yes, sir.
00:28:03
It's not just cost savings.
00:28:05
It's a better system, too.
Jeff Richardson
Member, Rivanna Water & Sewer Authority / Vice Chair, Rivanna Water & Sewer Authority
00:28:06
Yeah, but it's a sense of safety.
00:28:08
And that is a great point that it's not dollar for dollar.
00:28:12
You're actually enhancing it.
00:28:14
It's better.
00:28:15
That's a great point.
Bill Mawyer
Executive Director
00:28:16
Yeah.
00:28:17
So I appreciate your comments, Mr. Richardson, because we spend a tremendous amount of money for the community, but we do look for every opportunity to try to save, even if it's only $15,000.
00:28:29
I agree.
00:28:30
It keeps adding up and try to find places to save and optimize where we can.
00:28:35
Yes, sir.
00:28:36
Thank you.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:28:37
Thank you, sir.
00:28:40
Is there any reason for a close meeting?
00:28:45
We have a motion and a second to adjourn.
00:28:49
All in favor?
SPEAKER_09
00:28:52
Aye.
Mike Gaffney
Chair, Rivanna Water & Sewer Authority
00:28:54
Meeting adjourned.
SPEAKER_09
00:28:56
Let's eat cake.
