00:00:00
All right, we'll call the meeting to order of the Rivanna Water Solid Waste Authority, sorry.
Bill Mawyer
Executive Director
00:00:10
And so Mr. Vice Chair, Mr. Gaffney, our chairman, of course, requested permission to participate remotely.
00:00:19
Mike, would you like to ask the board for that authority approval to participate remotely?
SPEAKER_03
00:00:26
Yes, with the board's approval I would like to participate remotely.
00:00:30
I am at 720 Southwest 56th Street in Cape Coral, Florida.
Jeff Richardson
Member, Rivanna Solid Waste Authority / Secretary-Treasurer, Rivanna Solid Waste Authority
00:00:38
I would make a motion to allow remote participation for Mr. Gaffney, sir.
00:00:42
Is there a second?
00:00:42
Second.
SPEAKER_15
00:00:44
Yes.
00:00:45
May I ask Mr. Gaffney to just state the reason for his request?
00:00:50
That is a requirement of the state code.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:00:52
Thank you.
SPEAKER_03
00:00:53
Okay, yes, I am on vacation.
SPEAKER_15
00:00:56
Thank you.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:00:58
And that was a second, Mr. Pinkston.
00:01:00
Does he need to be visible?
SPEAKER_15
00:01:02
He does when it's time for everyone else to do that.
00:01:07
If the camera's available for him to be visible and for his audio to also work.
00:01:14
But in times like this, if when others are not shown, I think it's fine the way you put it.
00:01:20
Perhaps just when he's speaking.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:01:22
All right.
00:01:22
So we have a first and a second.
00:01:23
All in favor?
00:01:25
Aye.
00:01:26
Motion approved.
00:01:29
All right.
00:01:29
Our next item is to approve the agenda.
SPEAKER_02
00:01:34
Move to approve the agenda.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:01:36
Is there a second?
00:01:37
Second.
00:01:38
All in favor?
00:01:39
Aye.
00:01:41
Next up is minutes of the previous board meeting from November 19, 2024.
00:01:45
Any questions or comments from any members of the board?
00:01:52
All right, entertain a motion on that item as well.
Jeff Richardson
Member, Rivanna Solid Waste Authority / Secretary-Treasurer, Rivanna Solid Waste Authority
00:01:54
Move to approve the minutes from November 19, 2024.
00:01:58
Second.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:02:00
approved and seconded.
00:02:02
All in favor?
00:02:03
Aye.
00:02:04
That item carries as well.
00:02:06
Recognition?
Bill Mawyer
Executive Director
00:02:07
None today, sir.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:02:08
No recognition.
00:02:09
So we'll move right into the executive director's report.
Bill Mawyer
Executive Director
00:02:11
Yes, sir.
00:02:11
Thank you.
00:02:12
And welcome to our 2025
00:02:15
Rivanna Solid Waste Authority meetings.
00:02:17
I appreciate everyone coming.
00:02:18
We're looking for another exciting year.
00:02:21
And we start off with the best news we've gotten so far this year.
00:02:25
Well, firstly, we want to congratulate Mike Gaffney, who was reappointed jointly by the city and the county for his 23rd and 24th years to serve on the Rivanna Solid Waste Authority.
00:02:39
Mike, congratulations.
00:02:41
And also we wanted to congratulate Jim Andrews, our board member, who was recently re-elected as chair of the Albemarle County Board of Food Advisory.
00:02:51
So congratulations, Jim.
00:02:53
But the other good news we had this year to get started as
00:02:58
as you will see on the consent agenda, but the new recycled materials bailing facility, the bids came in, they were slightly under budget.
00:03:07
And so we were real thrilled with that.
00:03:09
You know, we've had a few bids recently on the water and sewer side that exceeded the budget.
00:03:14
And so we were pleased that this project came in under budget.
00:03:18
R2 Build Inc was the low bidder from Vienna, Virginia.
00:03:23
And their headquarters actually out of California.
00:03:26
but on their webpage they show a lot of experience with government and municipal work and commercial work.
00:03:32
So we have done our due diligence and investigated them and we feel like they're responsible and responsive bidder.
00:03:41
So that's a part of the consent agenda.
00:03:45
Next.
00:03:46
I'll note that our tonnage through the transfer station over the last four years has almost doubled
00:03:52
111 tons per day in 2020, 206 tons per day in calendar 2024.
00:04:02
So this graph reflects that information.
00:04:06
You do see that 23 and 24 somewhat are similar, the red line and the green line.
00:04:12
So we grew a lot from 22 to 23 and then we seem to level off in 24 and that's okay.
00:04:21
So moving forward, the EPA passed a risk assessment that deals with PFAS being in wastewater treatment plants.
00:04:36
And you say, well, why are we talking about that here?
00:04:38
Well, because all of the leachate, which is the water that runs through the land, we have three lined landfill cells at Ivy and all the water that passes through those is captured at the bottom liner, pumped over to the Ivy leachate pond.
00:04:54
That green color is algae growing on the top there.
00:04:58
That's not the color of leachate.
00:05:00
And then we pump it into the trailer and bring about 5,000 gallons a day here to Moores Creek for treatment.
00:05:07
So as we talk about wastewater treatment and biosolids and land application of biosolids that we'll talk about in the water and sewer board, Leachate is a component of that product.
00:05:22
So a little bit about our leachate history, if you're interested.
00:05:26
So that at the top, the draft health risk threshold was 1000 parts per trillion.
00:05:35
That's the unit here for PFOS and PFOA.
00:05:40
Our biosolids that we've sampled in December exceed that amount for the PFOS.
00:05:47
They're underneath for the PFOA.
00:05:50
And then in green, you can see the contribution of leaching at 87 for PFOS, 203 parts per trillion.
00:06:00
That was in 2024, is about slower, 95 and 47 in 2020.
00:06:07
So again, this just is a comment that these are recommended thresholds.
00:06:14
It's not a regulation yet.
00:06:16
EPA has not made a regulation of it.
00:06:19
It's open for public comment for 60 days.
00:06:23
but leachate makes its way to the wastewater treatment plant which then goes into the biosolids that we produce here.
00:06:31
So if the biosolid amount of PFAS is high, the program will be, we will look to see where it's coming from and we'll look at the landfill and the leachate we received on the water and sewer side, okay?
00:06:48
You know, the General Assembly's in session.
00:06:50
We're watching closely some of the legislation being proposed there.
00:06:54
One of the proposals, Senate Bill 1319, is again about PFAS monitoring and really looking to the wastewater streams to find what industrial waste waters are contributing PFAS to the wastewater stream.
00:07:10
And it specifically includes landfills.
00:07:12
So that brings it back to solid waste.
00:07:15
It's different.
00:07:17
There is a bill, House Bill 2482, Public Procurement Act, which is requiring construction projects in excess of 250,000 to require 12 and a half percent of the total labor hours to be from an approved apprenticeship program.
00:07:35
So we'll see where that goes.
00:07:36
As you know, the General Assembly is still in session and the bills are moving around.
00:07:40
These have not passed, but those are two of the ones that we're watching.
00:07:49
Also, we have planned the spring e-waste special collection event on April 19th for e-waste collection to be held at Ivy for residents of the city and county to bring their e-waste.
00:08:03
They do need to call and make a reservation because we have a contractor that provides that service and we have a limited capacity of how much stuff we can get in the tractor trailers to take away.
00:08:14
On your consent agenda, another item is a special tire collection event at the Southern Albemarle Convenience Center.
00:08:23
You know, we got that open a couple years ago and many of the meetings we've had with the community and the Esmont-Keene area and they have asked for more special collection events to be held in their neighborhood.
00:08:35
So we've proposed one to be held on March 8th to collect tires.
00:08:40
Again, they would need to make a reservation.
00:08:42
And this is primarily for the Albemarle County residents in that area.
00:08:47
And it would be at the expense of Albemarle County through our true up that we have with you every year.
00:08:53
So that's a consent agenda item for you to consider also.
00:08:59
We had diversity awareness training before the holidays.
00:09:02
We had a consultant come in and talk to many of our managers and staff about diversity and gender equity and mentoring and a lot of important HR issues in the workplace.
00:09:13
So that was a very productive meeting that we had.
00:09:18
We continued to reach out in the community.
00:09:21
at the Monticello Garden Club, come to Ivy and gave them a tour.
00:09:25
We also, Phil McKalips, our director of solid waste, went to the Yancy Community Center for a community meeting in November and talked about recycling.
00:09:35
And that's where we heard more about they'd like to have a tire event at the Southern Albemarle Convenience Center.
00:09:46
One of the items that's also on your consent agenda that was proposed back in November by a resident from Dr. Palmer was consideration of putting together a long range planning committee.
00:10:01
And in our consent agenda, we suggested that we have a lot of planning committees already functioning within the county and the city listed here, also regionally through the TJPDC.
00:10:15
They manage the Regional Solid Waste Management Plan, which is due for an update in 2026.
00:10:22
Also regionally, we have the Land Use and Environmental Planning Committee that the City, County, UVA, UVA Foundation and Robana sit on that committee and
00:10:33
This comes from the Long Range Solid Waste Solutions Advisory Committee that was put together in 2014 and our review says that the county and the city have come a long way since 2014 and in our solid waste planning.
00:10:51
and the county still has the Solid Waste Alternatives Advisory Committee, which is an active committee every month that meets and Phil attends that for us.
00:11:03
And so when we have the consent agenda, we had asked for any comments from the board, but we recommended that we are sufficiently committed throughout the city, county and region to address solid waste facilities and programs.
00:11:22
And that, Mr. Chairman, is my report.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:11:26
Are there any questions for the Executive Director in the comments?
SPEAKER_02
00:11:30
Thank you.
00:11:31
So I noticed that there's the Virginia Waste Management Board doing a development of new statewide solid waste management plan.
00:11:39
I don't know if there's anything you could comment on yet.
Bill Mawyer
Executive Director
00:11:43
Not yet.
00:11:44
Ms. Malek sentenced the advertisement and we're going to monitor that process and participate as we can.
00:11:50
Again, this is a statewide solid waste management plan and planning facilities.
00:11:54
So it fits in with the regional effort that the TJPDC puts forth and we and the county and the city through our different sustainability, climate action, and facility planning groups that we have.
00:12:08
So maybe we'll monitor that.
00:12:09
Thank you.
Brian Pinkston
Member, Rivanna Solid Waste Authority
00:12:11
So to respond to Dr. Frohmer's
00:12:17
request suggestions and put back in all your basically a crafted this statement memorandum in the packet consideration of a long range planning committee.
00:12:33
And is this sort of part of this that a lot of the things that were on the
00:12:41
playing the future sort of horizon back at that time you feel like is actually being has been and is being carried forward by the various groups of organizations you have here.
Bill Mawyer
Executive Director
00:12:53
Yeah, the report that that long range Solid Waste Solutions Advisory Committee did was excellent, really well put together and
00:13:03
Many of the projects and the programs that it recommended have either been provided or in the process of being provided.
00:13:09
And that with the growth within the county, the city and the region of other planning committees and groups that we can carry on that effort to plan for solid waste without having another citizen advisory group.
Brian Pinkston
Member, Rivanna Solid Waste Authority
00:13:25
And so the Solid Waste Alternatives Advisory Committee in the county is
00:13:30
Is that sort of the direct air of that?
Bill Mawyer
Executive Director
00:13:32
Yes, I would say that's a direct offshoot of the Solutions Advisory Committee of 2014.
Brian Pinkston
Member, Rivanna Solid Waste Authority
00:13:40
And how do folks in the county feel about that?
00:13:42
Do you feel like that's doing what you need to earn?
SPEAKER_02
00:13:45
It is an offshoot and it deals primarily with alternatives.
00:13:49
to landfill solid waste disposal at this facility or elsewhere.
00:13:55
And so it's not a complete overlap, but it's dealing with a particular part of that, composting and recycling and things like that.
00:14:02
But I understand and looked at the issue and you have the expertise currently to continue on with it.
Bill Mawyer
Executive Director
00:14:11
We think so.
00:14:12
If the board would like us to follow another committee, we'd be glad to, but we feel like we have a lot of committees that we are working with and on, and the city and the county have, and collectively we have a lot of resources to make that effort a positive.
Jeff Richardson
Member, Rivanna Solid Waste Authority / Secretary-Treasurer, Rivanna Solid Waste Authority
00:14:27
Council Member Pinkston, one of the things that I've seen in the seven and a half years that I've been on this board is how well that Rivanna does strategic planning.
00:14:39
They really do a good job.
00:14:42
And I think it starts with the director and his key staff.
00:14:45
They just do an excellent job.
00:14:46
I think both boards have been really supportive of the strategic planning work, but I think that is just, I mean, that is really good work that they do, which is part of that is,
00:14:56
is looking out and planning five, seven, 10 years out.
00:15:00
And, you know, I'm certainly proud that I've been on a board that was, it already had the momentum.
00:15:05
It was already going and I just latched on and have been a part of that.
00:15:08
But I think that's part, I believe that's part of it too, is that I think I wasn't here in 2012, 2014.
00:15:15
I think Ms. Palmer was critical to helping to form the future direction.
00:15:20
to her and a lot of other folks created.
00:15:23
I think that a lot of that work has got traction and is a part of where we are today.
Brian Pinkston
Member, Rivanna Solid Waste Authority
00:15:28
It sort of baked into our overall strategic planning efforts.
Jeff Richardson
Member, Rivanna Solid Waste Authority / Secretary-Treasurer, Rivanna Solid Waste Authority
00:15:33
Yes, sir.
SPEAKER_02
00:15:34
Yeah.
00:15:35
Yeah.
00:15:36
I second that.
00:15:36
It should be clear that we think solid, always less strategic planning, long range planning is very important.
00:15:42
Yes.
00:15:43
Not that at all.
00:15:45
It's about whether we need an additional committee.
SPEAKER_20
00:15:48
Right.
Bill Mawyer
Executive Director
00:15:49
Again, that's the consent agenda item.
00:15:54
So you're welcome to pull it when you have that discussion.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:15:57
All right.
00:15:58
All right.
00:15:58
Next step is items from the public.
00:16:01
Do we have any members in the public?
00:16:03
I'll go with the audience first.
00:16:05
Anyone that would like to speak?
00:16:08
Okay.
00:16:08
Seeing no one.
00:16:09
Do we have anyone online?
SPEAKER_12
00:16:12
No, sir.
00:16:13
None at this time.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:16:14
Okay.
00:16:15
All right, we will move on.
00:16:17
Next, we don't have to respond to public comment, because there was none.
00:16:20
So consent agenda.
00:16:23
We have a motion to approve the consent agenda as presented.
Brian Pinkston
Member, Rivanna Solid Waste Authority
00:16:26
So the piece that you just mentioned, Mr. Moyer, what we just discussed.
00:16:33
Item F. Yeah, item F. If we're voting for this as part of the consent agenda, we're basically affirming.
00:16:40
Right.
00:16:41
We don't feel like there's a need for that.
00:16:46
I would move for approval of the consent agenda.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:16:49
Is there a second?
00:16:50
Second.
00:16:51
All in favor?
00:16:53
Aye.
Brian Pinkston
Member, Rivanna Solid Waste Authority
00:16:55
Mr. Gaffney voting.
00:16:57
Can we hear you, Mr. Gaffney?
SPEAKER_03
00:16:58
Aye.
00:16:59
I had it on mute, sorry.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:17:02
Thank you.
00:17:03
I guess we're going to move into recess.
00:17:06
I need a motion to vote to move into recess and convene the other board.
00:17:11
Yeah, I move.
00:17:14
Second.
SPEAKER_15
00:17:14
For a joint meeting.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:17:15
For a joint meeting, sorry.
Bill Mawyer
Executive Director
00:17:20
You guys voted on that, right?
00:17:21
Yes.
00:17:21
OK, thank you.
Sam Sanders
Member, Rivanna Solid Waste Authority / Vice Chair, Rivanna Solid Waste Authority
00:17:22
Yes, sir.
Bill Mawyer
Executive Director
00:17:23
All right, now, Mr. Vice Chairman Richardson of the Water and Sewer Authority, if you will take charge.
