come this afternoon to talk about something that we had discussed earlier before the pandemic when it first started and that was the removal of the Confederate statue in front of the courthouse.

We had agreed that we wouldn't come forward, that we had discussed it.

We had had views from those who opposed it and those who were against it, or those who were against it and those who were for it back last year.

So now we're asking again that the statute be removed and replaced somewhere else.

And I look at all the other localities.

They are moving, removing them and locating them somewhere else.

It is time for Nelson County to follow suit.

I would think that if you expect tourists to come to Lovingston, that they would want to see a Confederate statue in front of the courthouse and in front of the city government.

I heard so much talk about on the south side of 29, now that you're getting broke and over there, you're expecting that you set up a three to five year comprehensive economic development plan to bring some businesses to that side of the county, Glassstone, Norwood, Windana, Shipman, Arrington,

We're looking for some type of development on that side of the county.

And if you have broadband on that side of the county.

How come for these meetings and not hear about the 151 court?

We were here last Tuesday and I've been able to create a summary of our secondary road construction program with rural rustics.

I know I don't want to share with you that we are looking at the effects of the rock slide on Route 250.

The roads in our area over there, I know the truck traffic is being very difficult and we are looking at putting some additional message boards on Route 29 in the oil pound to advise our traffic, the truck traffic, to go to I-64 and Charlottesville in lieu of using River Road 151 and ultimately trying to go up to restrict the

who restricted part of Route 6 up the mountain.

And I did want to look at doing some additional measures on that road.

There's talk I would discuss prior to the meeting.

You know, go through traffic, local traffic, do something up there to get some of that traffic off that road because that is not, that road is just not suitable for a high volume of traffic.

I'm going to be working that out in the next day or two.

As far as how long it'll be, it's my understanding, and I haven't heard a revised timeframe.

I would imagine that we have a statewide GS solar-vailing contractor and I would imagine they're bringing them in to do a massive solar-vailing project along on that slope between 250 and I-64.

There is a contingency plan should I-64 be closed.

It is a very extensive detour because if it

If 64 was shut down right there, basically, ages 96 and 99, you're gonna have to wrap that traffic around.

And right now, the detour would be 64, 29 in Charlottesville to Ford, all the way down to Nelson County,

who rolled over and back up.

That's the only viable route.

There was some consideration in using Route 60 in Amherst County but we chose not to do that because that would be two disasters.

So I was on a call last Friday and that was actually being considered and

But that's really for the trucks that's on the route.

Next, a resolution to approve the support agreement in connection with the issuance of a revenue bond by Nelson County Service Authority, R 2021-30.

We previously presented this subject to the board.

They're uncertain

whether or not this bond is going to close at the end of June.

That's what was preliminary claim, but they're still not sure.

But in any event, what the resolution authorizes is ultimately approval or signatory approval to a more obligation resolution, which if the service authority is unable after it

received as bond insurance from VRA for the Wintergreen and wastewater treatment project.

In any year during that bond period that the service authority was unable to meet its expenditure obligations, if it fell short, then the county would be morally obligated to cover the shortfall.

And although that more obligation resolution is not in, it's in their package, but not for signatory approval yet, that's what this resolution

There's a procedure on what the service authority is supposed to do if they do have an annual shortfall to report to the county and the county's administrative supposed to budget it and recommend funding or put it in the budget proposal for the assumed fiscal year, etc.

The bottom documents will say it's more obligation that doesn't require the county to take action on it.

but if you read further, there's also provisions, references to state code that says VRA, if the county doesn't fund a shortfall, can report to the governor and the governor can decide to take action to withhold funding from the county, state funding from the county until such time as the county remedies the situation or state fundings are used to remedy the surface water shortfall, should that happen.

If you look at that, the highlighted sections, and this is done by VRA staff, it shows that fiscal year 2026, a revenue

have also suggested to be increased this fiscal year, last fiscal year, or have not been increased.

So if you look at it, sort of from a critical perspective, critical high, what the search has already done is not, doesn't apply with that scenario, which could suggest that there will be a shortfall that will be reported

is that you get to fiscal year 2026 or before, if you look at that schedule, their budget for this year and next year shows significant deficits in the $5,600 range.

As they move forward, that situation improves, but when you get to fiscal year 25 and 26,

It doesn't show these annual capital projects that they undertake as being factored in.

So I'm not saying it will happen.

I'm just suggesting that it's very possible that they'll have a shortfall.

And I think obviously most actions that the Water Authority takes is obviously in some way or fashion at the pleasure of the government itself, the local government.

The struggle you have is with the current DEQ requirements on the Service Authority and what they have to do to make certain corrections.

It's in order on that and obviously Schuyler as well so it's rocking a hard place and I'm not sure how of course you know I think engineers are always a scenario that you could challenge but you know we were open to suggestions and any grant solicitations or whatever may exist.

I did feel an obligation to at least note some degree of concern about the subject with respect to the board and future boards because another consideration is seemingly they're going to, the search starts are going to be very limited in its ability to do something else.

And now we have an addition to the agenda of the joining interregional group concerning the cigarette tax.

And what the consideration is, it's a resolution for the county to join 500 local

of, I think this July or last July, counties are authorized to impose cigarette tax up to 40 cents per pack.

And what this would do, instead of the county, if the board wanted to enact a local ordinance to enact a cigarette tax, the regional entity would actually administer the tax and disperse revenues back to Eastland County.

So it would take the administration

and the county staff in the treasurer's office who traditionally were responsible for administration of the tax.

So this is a study to see if it's relevant, what the cost would be, what ready estimates would be for localities.

So we're not arguing to the tax at this point.

You're agreeing to study the establishment of regional entity that would, after the member localities

accrued either local ordinance or regional ordinance for establishment of the tax.

At that point, it would be in place.

There is some floodplain on the property, but the tower site is not located in or near those bounds.

The nearest Verizon wireless sites are quite far away.

The closest are two that are six miles to the west and the north and then after that the nearest are seven and eleven miles.

Those are basically too far away to even serve this area so the tower site that's been proposed here will plug a hole in the existing network and it's very much needed

This is a slide that just demonstrates how important this is to folks on wireless.

This really is a utility these days and you can see with this chart the number of folks that rely on cell phones versus landlines has flipped several years back now that more people rely only on cell phones than have microphones at home at all.

Likewise with data usage, wireless users have continued to go up and up and up each year and that trend is continuing.

and likewise with the pandemic although we're hopefully coming out of that pretty soon there's been such an increase in working from home and doing school from home and other communications and video calls and whatnot that the data has been really essential for the last year plus and folks that have been underserved by wireless services have really been

at a disadvantage and so this would help us as the world continues to increasingly rely on wireless technologies and internet connection.

You can see, and this is right at the entrance to the corridors, and you can see where the tower would be visible from, where the trees would be clear to the power lines.
