00:03:44
Welcome back Pam.
00:03:51
So we have the next item is to adopt the city's Harrisonburg's election
SPEAKER_04
00:03:58
You might be able to give a little bit of explanation on this.
SPEAKER_06
00:04:00
Certainly.
00:04:01
Thank you Madam Mayor and members of council.
00:04:03
As you recall, back during COVID, the General Assembly passed some legislation that made it permissible for members of local government to appear at meetings electronically and this council did approve a policy which is required under the state law at that time.
00:04:20
It's been used very successfully, I think, over the last several years.
00:04:23
There have been a couple of changes in the state code and we wanted to go ahead and address that and get this policy in place going forward.
00:04:30
First, the policy now needs to be adopted every year so we can do it now and it takes care of the rest of the year.
00:04:36
The other change was it provided a third category.
00:04:39
As you recall, the two categories that previously existed was if a member has a temporary or permanent disability or other medical condition that prevents the member's physical attendance or
00:04:52
if they were simply unable to attend due to personal matters and you identify the nature of that matter.
00:04:58
The General Assembly added a third condition there that it's a medical condition of a member of the council member's family that requires the council member to provide service or care and prevents them from physically attending.
00:05:15
So we went ahead and added that.
00:05:17
The other significant change was prior
00:05:21
to the General Assembly's latest amendment.
00:05:24
It was limited to two meetings per year.
00:05:26
You could use the electronic participation if it was a matter due to just a personal nature.
00:05:34
The General Assembly has increased that to two or 25% of the number of meetings which for our council basically gives it up to six times per year.
00:05:45
All the other requirements stay in place.
00:05:48
The reason has to be identified to the mayor before the council meeting.
00:05:53
The council has to be assembled in a physical quorum, in a physical relation in a quorum, and council must vote on the members attendance.
00:06:03
In all of the respects, the policy is the same, but we want to go ahead and try to get that in place.
SPEAKER_01
00:06:08
Okay, so we need to go ahead and make a motion for that.
SPEAKER_02
00:06:10
Yes, ma'am.
00:06:11
Well, just one other point.
00:06:13
I remember once when the mayor was attending electronically,
00:06:19
then it rolled to me then as the vice mayor to chair the meeting.
00:06:22
That's correct.
SPEAKER_06
00:06:23
That's correct.
00:06:24
We have Robert's rules in the state code that the mayor is done here physically than the vice mayor takes over.
SPEAKER_01
00:06:31
Okay.
00:06:32
Any other questions?
SPEAKER_05
00:06:37
Okay.
00:06:37
So I'll make a motion to approve the electronic communications policy as presented.
SPEAKER_01
00:06:43
Second.
00:06:44
Any more discussion?
00:06:46
We can do this by voice.
00:06:47
Yes.
00:06:48
All in favor say aye.
00:06:50
Aye.
00:06:50
Any opposed?
00:06:51
Motion carries.
00:06:52
Thank you.
00:06:52
All right, we're going to go into the appointments of committees.
00:07:00
And so if we can do, did we get it approved to do it?
00:07:05
Yes.
00:07:10
to make this very clean.
00:07:12
I would like to read the committees and who is going to serve on each committee.
00:07:23
And then at the end, if there's no discussion, we can just do one big motion in second.
00:07:30
Okay, are we all in agreement with that?
00:07:33
Okay.
00:07:33
And if I mess up, vice mayor, I know you worked on this, you can correct me.
00:07:40
All right, first committee is CSP DC and that would be Nasser and Laura.
00:07:49
CVWDB would be myself.
00:07:52
Build Our Park would be Laura and Dany.
2. Election of Vice-Mayor
SPEAKER_01
00:07:56
Planning Commission would be Laura.
3. Appoint City Manager
SPEAKER_01
00:07:58
Parks and Rec would be myself.
4. Appoint City Attorney
SPEAKER_01
00:08:02
Stormwater Advisory, Dany.
00:08:05
Social Services Advisory, Monica.
00:08:08
City School Liaison would be myself and Nasser.
00:08:12
Library would be myself.
00:08:15
City JMU Liaison would be Monica and Dany.
00:08:20
HRMPO is Laura, Dany and Nasser.
00:08:26
HRCC, Dany.
00:08:30
HDR, Nasser.
00:08:34
Dear Task Force,
SPEAKER_05
00:08:38
I would I would propose we drop that necessarily as a committee.
5. Appoint City Clerk
SPEAKER_05
00:08:44
So attorney Brown, would we have to vote on that or do we have to appoint someone to that?
00:08:48
I don't think you have to appoint someone.
SPEAKER_06
00:08:50
I think if you don't want the task force to exist anymore, you would probably just have a motion to disband that.
00:08:58
Or you could just leave it in place with no member and if it's ever needed.
00:09:01
As the need arises.
SPEAKER_01
00:09:02
So we don't have to have a member.
00:09:04
No member.
6. Adopt the City of Harrisonburg’s Electronic Communications Policy
SPEAKER_01
00:09:07
CDBG, Monica CCJB, Monica City County Liaison, myself and Dany City EMU Liaison, my sister, Dany City HRHA Liaison, Monica and Nasser Zoning Organs, Laura and Monica and ITGA, Nasser I got completes the committees
SPEAKER_05
00:09:39
I guess the city can provide a list of the acronyms.
SPEAKER_04
00:09:44
I apologize, Mayor.
00:09:46
I could have clarified for those in the audience or watching at home that the mayor presented a list that is equal to the agenda.
00:09:55
So starting with 3G,
00:09:57
Appointment to members of Council to the Central Shenandoah Planning District Commission and follows the suit.
SPEAKER_01
00:10:02
I think that you missed Epsack.
00:10:05
Oh, well you did.
SPEAKER_05
00:10:06
Yeah, you can actually apologize for that.
00:10:08
So I just, I will nominate Councilwoman Dent and Councilwoman Robinson.
SPEAKER_02
00:10:13
Wait.
SPEAKER_05
00:10:14
Oh, I'm sorry, Councilwoman Dent.
SPEAKER_02
00:10:15
It's one person, right?
00:10:17
Yeah.
00:10:17
Say hold on, I don't want to.
SPEAKER_05
00:10:18
I'm sorry, I was thinking as to Epsack.
SPEAKER_02
00:10:21
Good, thanks.
SPEAKER_06
00:10:21
Sorry about that.
00:10:22
I'll be missing.
00:10:23
and one other thing, if I may, on 3Q, Harrisonburg, Rockingham Metropolitan Planning Commission, I know you identified the council members.
00:10:31
I think it also requires that you appoint members of staff and that would be
00:10:36
Mr. Banks and Mr. Kotobu and Cheryl Spain as their alternate to Gerald and Amy Snyder as alternate for Mr. Banks.
00:10:46
We include that.
SPEAKER_04
00:10:48
And then one other clarification under 3-H, appointment of one member of council and Mr. Schall as the alternative to serve on the Shenandoah Valley Workforce Development Board.
SPEAKER_05
00:10:57
So I move for each of those appointments as stated to be included in that list.
SPEAKER_01
00:11:04
Hey, I'm do you have all that?
00:11:05
I think I've got it all.
00:11:06
Okay.
SPEAKER_05
00:11:07
Yeah, I apologize.
00:11:08
I'm not sure how that.
SPEAKER_02
00:11:10
Yeah, I was sort of forgiving that I was gonna do it.
SPEAKER_01
00:11:12
All right, if we are clear.
00:11:17
Make the motion.
SPEAKER_05
00:11:18
So I move to approve the committee list as presented.
SPEAKER_01
00:11:22
Second.
00:11:23
Any more discussion?
00:11:26
All in favor say aye.
SPEAKER_03
00:11:28
Aye.
SPEAKER_01
00:11:29
Any opposed?
00:11:31
All right, motion carries.
00:11:34
That's probably the quickest we've ever done that.
00:11:37
Um, if there's, is there any other business that we need to take care of?
00:11:46
Well, I want to say congratulations and welcome to our new council member.
00:11:51
We look forward to working with you.
00:11:53
Would you like to say anything before we close out?
SPEAKER_03
00:11:55
Well, I like to say, um, I'm very happy to be one of the
00:12:00
City Council members and I will do my best to serve my city and be a good old model for our newcomers.
00:12:10
And thank you for my colleagues for all the assistance that they showed until now.
00:12:15
And I'm happy to work with them.
00:12:17
Thank you.
SPEAKER_01
00:12:18
Thank you.
00:12:19
Thank you so much.
00:12:19
Welcome, welcome.
7. Appoint two members of council to the Central Shenandoah Planning District Commission
SPEAKER_05
00:12:20
I'd like just to respond because I think, well congratulations Councilman Alsaadun.
00:12:28
and you know, often we have elections that create milestones for our city.
00:12:33
We've had those in the past and your election is a milestone for our city.
00:12:37
So I'm very appreciative and excited for that.
00:12:40
So you represent a first for our city as a first immigrant.
00:12:44
Thank you.
00:12:46
Congratulations.
SPEAKER_01
00:12:53
We have no further business.
00:12:54
So this meeting is now adjourned.
00:12:56
Thank you.
