    I'm here tonight to let you know I have contacted the board chairman, the county administrator, and the county attorney in an effort to comply with the initiated due diligence review by a third party agency.

    Despite Mr. Catalano's indication that we should hear from that agency early last week, and it would take two weeks or less, to date no notification of review date or instructions have been sent, and I believe time is of the essence.

    I immediately emailed a copy of the invoice and canceled check for allegations regarding county funds for apparatus purchase.

    This is in addition to the contract that was presented to the county before these funds were ever released.

    I'm speaking tonight not as an at-large supervisor for Greene County, but as a private citizen.

    At the conclusion of the last Board of Supervisors meeting, I was verbally attacked by Chairman Catalano for expressing my fundamental First Amendment rights as a citizen to question the Board of Supervisors policies and actions.

    In a Facebook post, I stated my observations on the potential

    of Greene adopting a policy of purchasing development rights to preserve the county's rural character, natural beauty, and farmland.

    According to the comprehensive plan, these three objectives are the county's top priorities.

    Accomplishing this goal was the foundation of my campaign.
  • 00:20:18
    Purchasing of development rights is one cornerstone of that foundation.

    At the meeting, Chairman Catalano inferred my use of a pen name of Greene Sentinel was somehow wrong.

    It is an action that conforms to the law and recent Supreme Court rulings.

    Elected public servants are required to divorce their comments as elected officials from their private opinions.

    It is why I removed my name from my campaign Facebook, and listed in the introduction statement, views expressed here are strictly my own.

    In speech and written word, elected officials must take measures and care to avoid the impression that we speak in an official capacity when we are not.

    With 13 and a half years on the board and long service as chairman, Mr. Catalano doesn't abide by this basic concept.

    In the post, I never, as the chairman claimed, quoted him.

    He did, however, misquote what I wrote.

    Apparently, the chairman believes someone who served in the military treating the grievous injuries of hundreds of Marines and SEALs who fought in Afghanistan and Iraq to protect this nation is not a man.

    Such disrespect, in my opinion, is unconscionable, and I believe he owes me a public apology.

    During his position as chairman to publicly attack anyone who disagrees with his policy and actions is concerning.

    In the future, will he speak or write in an official capacity, attacking other private citizens or news organizations who dare to negatively comment on his agenda?

    Just a few thoughts regarding Davenport's presentation on the 2025 lease revenue ban of $14,400,000.

    Instead of making monthly or quarterly payments on the bond over the past few years, Greene County has opted to finance and refinance the bond again.

    As a reminder, this amount was for the purchase of the land for the reservoir, associated engineering fees, roadwork, etc.

    The proposal is to make six payments of interest only during the 2026 through 2026 and 2028, then make a lump sum payment of $14,400,000 in June of 2029.

    If we can't afford to pay off this bond from 2022, how will we afford to pay it in four years with an additional $1,883,000 of interest?

    Not to mention all the other water department expenses and millions of dollars that it will take to build a reservoir and all the county's other projects and everyday expenses.

    Davenport's proposal equates to over 13% interest on the $14,400,000 bond.

    Spread out over 36 months, that would be $452,311 monthly to pay off the loan.

    Had we been paying a monthly amount over the past 36 months, it would have been $400,000 per month.

    As we've discussed in the past, we have the ban that's coming due in July.

    And so following your direction from April 22nd, we distributed a request for proposals to local, regional, national lending institutions to solicit interest for the proposal of creating the 2025 ban and taking out the 2022s.

    so as a part of that what we did is we asked for rates especially with interest rates built a little bit still having the inverted yield curve at two, three, and five year intervals just to see what the rates would come back so that would be a final maturity in 27, 28, or 30 and so we use the same security that we've had in the past which basically it puts up as collateral the the land designated as the improvement the impoundment project

    And so we ended up with two proposals.

    However, one of the proposals actually wanted more than just the impoundment.

    They wanted a building of some equal value, which, of course, we don't really have.

    I knew it would not be valuable to go to the schools and ask for a school.

    So really, we've got the one proposal, which is the bank that currently holds the ban we're about to take.

    And so the proposal that came back Huntington had a 429 for the two years, actually one basis point higher than the three year at a 428.

    And then the five year was a 434.

    And as you can see laid out, while Webster had a much lower rate, the other thing was, Webster was only, would not let us call the bonds for two years.

    So there's a, it would have required us to basically not pay it off for a full two years.

    Whereas with Huntington, we can pay this off, which is the intention at some point is to pay it off and permanently finance it over 30 years.

    The other thing that I'll mention here is we've highlighted that 428 is a three-year recommendation, and that is to coincide with the permit and knowing that we've got to get moving by that point in time anyway, moving forward with the project itself or we'll face losing the permit.
