I noticed on the agenda a lot of different things that would be done.

Any public hearings, they don't take a sign-up sheet.

And then when the pros are done, the chairman just calls.

The Board of Supervisors has broad authority to enforce the statewide Fire Protection Control Act.

This board takes its oversight of key parts of the county's operations very seriously.

There is no more important key part than emergency services.

The process for Ruckersville Volunteer Fire Department started

with concerns about public safety from outside public safety partners.

It's the board's moral more than legal responsibility to ensure that the public is served effectively, safely and efficiently during times of emergency.

The review is very sensitive in nature.

and comprehensive in scope involving all county responding agencies.

The board does not want to publicize details until the pending investigation is complete.

The process of an independent review is underway.

The fact finding portion of this review shall be wrapped up by the beginning of next week.

The complete review process should be wrapped up by the beginning of July.

At that time, the board will act based on findings of the independent review.

Real quick, if I may have a moment for administrative purposes, I just want to make sure I apologize for the glasses I'm wearing.

Stephen Fitch duly noted, elected a spokesperson for the Greene County Republican Committee.

I'm here to convey a special vote upon communication to this board.

Honorable Chairman Catalano, Madam, members, and gentlemen of the board, the Greene County Republican Committee resolves to our voice the displeasure with this board and its decision to close the Ruckersville Volunteer Fire Company.

In fact, the comments that you've made, sir, previously do not negate our greatest concern.

It's understandable that, yes, you may have to go with

investigation, certifications, and all those sorts, but you did not in any way do proper contingency planning, including adding a five, I'm sorry, a 15 to 20 minute delay on initial response.

Now to assist you all, as I'm formerly in this field myself, that's enough time for a human being to be incinerated, especially by diesel petroleum products.

The lack of expansion and transparency regarding this decision, the manner in which it was made, and others have only turned around and disclosure, has always made us even more to be concerned.

The background has shown great patience as we have tried to allow for your shortcomings on other concerns, such as infrastructure, namely the reservoir.

However, at this time, we can no longer be silent.

We demand right now that Ruckersville Fire Company be so reactivated immediately

either by their personnel or other personnel qualify to man at least the initial response we got the pumper.

Furthermore, the lack of foresight and communication of this to general has been shocking.

Emergency managers from Orange, Madison, and Albemarle did not know anything of this until the MC-29 news story was broke.

We believe the border security virus failed to consider the ramifications of their contingency and not have a contingency plan.

And it's such a full fledged response to this emergency.

As a first world country, you do not turn around and take out a fire acid without a contingency in place.

Now please, all of you, listen to this last verbiage.

This is the important part.

Consider this due notice we are observing and are active.

The Greene County Public Committee reminds you that you are not secure within your positions.

And if necessary, we will mobilize to correct, even employing a recall election, as rightfully afforded to us underneath the laws of Commonwealth of Virginia.

It should be known that this is a communication that was unanimously passed by our membership.

But moreover, we pray it is her reflection of the frustrations and concerns of this community at large.

I've also spoken to Richmond, and I also have been informed that there are other

avenues we may take.

We do not intend to pursue this.

We hope that this is your wake up call.

Act like a team and not as individuals and do not put citizens in peril.

I recently patronized the Tiny Paws Pet Store in Ruckersville to learn more about the breeders who supply dogs to the store.

The manager does not permit photography or video recording in the store, but I was able to memorize several names posted next to the window so the dogs are displayed.

Among the suppliers identified was Rebecca Eiler, who has been cited for failure to provide adequate housing, protection from the cold, sanitary space, and clean water at her facilities in Kansas and Nebraska.

The unsanitary environment included inadequate drainage of feces and exposure to feces of other dogs.

The lack of clean water included green algae in water bowls and frozen water bowls.

Eiler killed 1,200 dogs after a highly contagious disease outbreak at one of her facilities.

Such outbreaks are liable to happen at puppy mills.

Another supplier identified was the Graber family, which has been cited for failure to provide adequate veterinary care.

This lack of care has resulted in ear infections, swollen ears, scabs, untreated wounds, and hair loss.

Two years ago, Reuben Graber was fined $9,450 for heeding 26 puppies to death at his facility in Wisconsin.

The highly publicized prosecution of the three men running a puppy mill in the free union area suggests that puppy mills are not welcomed in this county, yet Tiny Paws is selling dogs who come from puppy mills.

And this incessant breeding and selling happens as dogs languish and are euthanized in overcrowded shelters across Virginia.

A few miles from Tiny Paws, your wonderful county shelter commonly has more dogs than kennels and must force dogs to share kennels designed for one.

And small dogs are commonly relegated to crates.

They don't even get a kennel.

To protect dogs and cats and to relieve stressed shelters, more than 400 counties and cities across the country have implemented bans on the sale of dogs and cats at pet stores.

Just up Route 29, Fauquier County implemented a ban in 2021.

My question tonight is, what about Greene County?

How can we make Greene County a county that protects dogs and cats?

I would love to talk with any and all of you about this question.

My name is Jennifer Lewis Fowler.

A couple of election reminders.

The dual primary is next Tuesday, June 17th from 6 a.m.

until 7 p.m.

Voters should report to their precinct on that date as early voting in our annex across the street ends this Saturday at 5 p.m.

Also, next Tuesday at 7 p.m.

is the deadline for local candidates to turn in the required paperwork and petition pages in order to qualify to have his or her name on the November 4th ballot.

The four local seats are Board of Supers for Stanardsville and Midway, as well as School Board for Stanardsville and Midway districts.

I've already talked about this other issue, but I'm going to talk again to reiterate.

At the May 27th board meeting, it was approved to defer payment of the 2022 outstanding bond of $14,120,000.

That hefty amount of money was needed to finance and refinance the cost towards the reservoir project such as land acquisition, road work, engineering, and surveying.

So now the can has been kicked down the road again for four more years.

If the county has been unable to pay $14 million to date, how will it be able to be in the position to pay that plus interest by 2028?

Not to mention the estimated $75 million or whatever more for the entire reservoir project.

So that's a big heavy weight on me.

Furthermore,

How can we even consider building a pipeline, pump station and treatment plant on land that the county does not own?

It's also concerning that when requesting bids for the refinancing, Davenport only secured two.

Mr. Chair, members of the board, for those of you that may not know me, my name is Kathy Darnell and I reside in Ruckersville, the Ruckersville district off of Dairy Road.

As you know, the story broke via a small clip on the local news that you shuttered the Ruckersville firehouse.

This almost went unnoticed until it wasn't.

Local social media groups picked up on it and your constituents were outraged.

You issued a say nothing statement, and I'll say that I think the one you had tonight was just as say nothing as the previous one.

which probably wouldn't have been released had the story not been gaining traction in local Facebook groups.

The most ridiculous sentence in that statement was, I quote, the public is not at risk, end quote.

How can you say that with a straight face?

Sandersville and Dyke have wonderful volunteers, but there's no way that you can honestly say that running Ruckersville calls out of those two stations does not add to your response time.

It's not physically possible.

So you are putting people at risk.

Not to mention, Ruckersville includes the nightmare that is Route 29 during rush hour.

There are a lot of accidents out there, probably just about every day.

I totally understand that there may be personnel and operational issues that need to be addressed and corrected.

but you've gone about it in an ask backwards way.

You should have suspended those in question and made arrangements to keep the house open during your investigation.

Instead, you shuttered the house with no plans to afford the residents of Ruckersville adequate emergency services.

What is the county going to do when someone dies or their house burns to the ground while the waiting on mutual aid comes too late?

What are we going to do late?

Once it's gone, it's gone.

It's been three weeks since your May statement was published, and we still have no answers and no emergency services and no known plan that is unacceptable.

As a Ruckersville resident, I'm disappointed at best.

As a proud conservative Republican, I fully support the Greene County Republican Committee's unanimously passed resolution presented to you this evening.

Know that we are watching you.

You owe your constituents.

No, you will owe your neighbors better than this.

Doug Roberts yields to Paige Roberts, so I'm going to call Paige Roberts.

Good evening.

I'm Paige Roberts, and I'm speaking before you as both a private citizen and as someone who serves in various capacities as a representative of the citizens of the county, the state, and the country.

I've always felt compelled to speak up whenever people I support violate both decorum and procedure, and Mr. McGuigan's orchestrated politics at the last board meeting places me in the unfortunate position to have to stand before you tonight.

To be honest, I regret that I took this long to speak out, considering there were at least two events on social media that gave me grave concern.

Last September, a private citizen was effectively doxxed and told to stay out of Greene County affairs.

And in February, a second private citizen forced a partial retraction under threat of libel.

I'm sorry, but I just can't keep quiet anymore.

Right is right, wrong is wrong.

Ad hominem attacks, whether on social media or during public meetings, serve no other purpose than to solely the name of this board as a whole.

Mr. McGuigan's grandstanding two weeks ago was unprofessional, unseemly, and counterproductive.

This is especially disappointing when our county faces massive, complex, and potentially dire problems, and instead this board becomes known for petty squabbles.

This defeats the purpose for which you were elected.

At the same time, this has been the most effective board I've seen since we've moved here, from lowering real estate and car taxes to halting new housing developments.

Yet, how are residents to know your accomplishments when the messaging they see is one-sided and hyperpolitical?

You know, as a child, whenever I whined my mom about what some other kid did to me at school, she would always challenge me with the question, what did you do to contribute to the problem?

The point was to force me to contend with the uncomfortable notion that maybe, just maybe, I helped escalate the situation.

She asked that I apply introspection by analyzing the event and each person's involvement in the hope that I might learn from the experience and change how I interacted with others with whom I may disagree.

So I feel the need to pose the question to Mr. McGuigan, what did you do to contribute to the problem?

Whether you're sitting up there or not, you still represent our community through the words and actions you commit to in your private life.

Stepping down from this dace or hiding behind a pseudonym does not absolve you of your responsibility to your citizens.

What I witnessed last meeting was performative and only served to undermine this board.

Your job is to be a statesman, not a partisan.

Kelly Kim, had put forward.

You have to, if you're going to give any bonuses, even the purely state-funded ones, we have to make that adjustment in the ordinance.

Yeah, I wish I could explain why this is necessary and you all could, we could change the language to make it more broad in the past.

I think the last time we did it was either late 2020 or 2021 from some COVID funds.

It is part of the state code that you all can give ordinances or give bonuses if you have an ordinance.

I wish I could explain why the state feels that an ordinance is necessary.

I just can't.

Okay.

I'm going to try to answer questions or do more digging.

And that's even just for the one, it doesn't matter what the source of funding is.

So we're in this position that I discussed last well, I think two meetings ago where very late in the process, the general assembly passed the comp board's recommendation to take some leftover funds and provide them as a bonus for constitutional officers and

the comp board funded employees, which are the employees that we get state funding reimbursement for.

In many offices, there are side by side locally funded people doing the same thing that the comp board funded positions are doing.

And employees don't necessarily know which position they're in.

They're just a sheriff's deputy or whatever.

So last time when we had a discussion about this, when I brought it to you the May, whatever the first May meeting was,

You narrowed down the options.

The three options were just give it to the people that we got the state funding for.

That other option was give it to the people we got the state funding for and any other people in those particular agencies.

And then the third option was to give it just across the board to all employees.

So you narrowed it down to

the options of give it to the employees and the departments that are impacted or give it to all of the employees as your consideration.

When I brought it to you last time, it's so late, the budget's cut.

There was, and there isn't money lying around.

So it was extremely difficult to deal with how we would fund the two options that we kind of narrowed it down to.

But after having some time,

I have a memo that's provided to you that for all employees that are hired before April 1st and the constitutional officers and also in the Department of Social Services because the state gives us funding for them.

Okay, so regarding this evening's public hearing on the one and a half percent bonus, it's obvious that the county already has money issues so to start the new fiscal year

with an additional cost of $81,000 to $128,000 in the whole does not seem wise, nor does it seem fair to require some departments that already have had their budgets reduced cut more money from their budgets to make up the difference.

Would another option to consider be to not give anyone a bonus?

Probably not a very popular suggestion, but I'm throwing it out anyway.

the constitutional, give it the money for the constitutional offices from the state itself.

We're going to deal with that resolution first.

First, yeah.

Do you have?

I mean, on number one and two, down the page,

where it says from the county administrator and determined by the county administrator.

I just, from the county administrator on number one and approved by the board and then determined by the county administrator and the board for number three.

I would think that'd be a good change to have in it.

And I am understanding this correctly.

This isn't like a, we're not just approving this for this issuance.

We're approving this like in the ordinance, correct?

like it's permanently in the ordinance so we don't have to approve it every time.

It's a one-time bonus.

So I will tell you there's some split thoughts and this is why I kind of, I mean, why the General Assembly does something is not necessarily important because you all make decisions for all kinds of reasons when you're making flaws.

To me, a bonus is a one-time situation.

But I will tell you that, for example, Essex County has an ordinance, they passed an ordinance that it's very broad, very general.

And their county attorney believes that it covers any, any bonus situation until they take it off the books.

Now it has things like that's, you know, it has to be, you know, the specifics have to be approved by the board and county administrator and things like that.

The one we did previously was very specific.

It was because I think we were getting some federal money.

So very, very narrow.

And I, it would not, I don't think it would have covered this.

I do think this could, you know,

Do y'all want to do it that way?

I mean, do we have the ability to make a temporary ordinance?

I mean, if you all wanted to, you know, add more specific language, you know, something that's, you know, to match

you know, authorize a budget or a bonus to match state funds or a bonus given to comp board employees and their, you know, work on some language to narrow it down to just this sort of pot of money worth doing.

But I mean, last year, they directed us to give a 3% raise to teachers.

This goes away.

Well no, it's kind of odd.

The whole thing is odd how it works and it winds up being unfunded mandates what it winds up being when it comes in after the budget's done if you decide to do it.

I think that I would like to just, I mean, approve this resolution or approve this ordinance revision for now and then if you want to revise it later, we revise it later and then we deal with what we want to do for the employees after that.

This is the most important part.

Do we know how much it would cost even with the 1.5% right now?

Yeah, but we're just talking about the ordinance right now, not the money.

This ordinance does not appropriate any funds.

Okay, so now we'd be able to accept the bonuses for the people that the state is sending us the money for, so that's great.

Now the question is if there's any other bonuses for either people in those departments or just an across the board bonus for all employees and some potential ways to fund it.

So the proposed option block on the memo are

bonuses that won't require any additional appropriation on top of what you've already adopted.

It's just reallocating within our current appropriation.

So if you select option one, which is just the departments that have people that are going to get the state funded bonuses, we anticipate we're going to get about $65,000 from the state for those bonuses, but we'd still need approximately

81,863 to come from local funds.

Option two, which is the across the board is still the same 65,000 that we get from the state and 127,600 would be needed in local funds.

So if you pick option one,

The impacted agencies could absorb within their approved allocation the cost

which would be which may be difficult for some of them so we may have to make some changes later in the year if that ends up becoming difficult for them or if option two selected or maybe some hybrid of option two can go with option one but if option two selected implement a flat

Half of a percent cut from any department or office with the budget higher than $250,000, which was kind of an arbitrary line.

But if you don't have at least two, like some of the departments like stormwater is one person and there's no other costs, but there's like, there's no way to affect another cut.

Right.

So $250,000, it's still going to be very, and I want to stress this.

I think I talked about this last time and then a couple of minutes ago when I was up here, the budget was done.

and there wasn't pockets of money left.

So that means if there's turnover, people might hold positions a little bit longer or doing those types of things to try to make up for that cut.

But excluding, we wouldn't get a cut from the departments for whom the state's fully funding the bonuses.

So some of the small offices are gonna get fully funded by the state, like the commissioner revenues, a small office, and they're all, we're gonna get funding for everybody in that.

DSS, even though they're big office, we're going to fully get funded for the bonuses for them.

So it doesn't make sense to cut them when their bonuses are already paid for.

So we took them out.

That would raise about $90,000.

And then we could take some of the money from contingency, another $27,000 from contingency that was put aside.

That's what you guys decide the money for contingencies use for.

And then

We feel fine doing $10,000 from the fuel line given where we see fuel prices now versus what they were in December when we were trying to project out what they might be in the spring of 2026.

You know, it's kind of, and if fuel prices somehow go up

That's again why we centralized the money in contingency so you can decide that some because obviously we're going to need fuel.

So that's how you could fund it potentially without asking for any additional reallocation of money.

Some other options that were discussed last time.

So I'm just giving you the numbers so that you have them.

If you

looked at our current fiscal year which is going to end at the end of this month on June 30th.

Any unexpended funds from this fiscal year could be moved into FY2026 with your approval that would increase the appropriation level for FY26 and it would be allowed under the board's fiscal management policy because bonuses are one-time costs.

You can use savings

like the type I'm talking about for one-time cost only.

So if you wanted to increase the amount of money you were giving everybody as a percent increase for their baseline salary, you couldn't use this type of money for that.

But because it's a bonus one time, you could.

I think last time I was asked about delaying the new positions that were added to the budget.

If we said you can't fill them on July 1, you have to wait till September 30, that would save about $100,000.

So we should absorb that to the next meeting.

No, no, no, no, no.

I mean, you could get complicated in saying, all right, they got a one and a half percent increase, but we're going to do a different increase of something lesser for other employees.

That would be difficult to administer and I think that will just make everybody upset about everything.

You could do a flat bonus again, same thing, instead of a percent increase for everybody not getting the state funded bonuses.

These bonuses for the state will be, we anticipate, or we were planning to pay those on July 11th.

that would be the soonest that we would be able to get the money in and be able to apply and put the bonuses forward.

We're trying not to make people wait till the end of July.

So if you were going to give bonuses to anybody else, they would get paid on a different date because there's no way we could have the next four meetings, I think July 8th, is that right?

No wait, June 24th, right.

Yeah, yeah, and there would still be time to get the bonuses.

OK.

I met the tourism council this morning.

They said the Bear Festival was a big success again this year, and they had a very good turnout.

I was there for a couple of hours when it was hot, and it was hot.

We have a Citizens Academy this Thursday from 6.30 to 7.30 in this room.

The topic is grant writing, so that should be a good one.

We have a free and reduced pet vaccination day at the Greene County Animal Shelter will be Friday, June 20th from 11 to 3 p.m.

All this information is also in the newsletter, so if you haven't signed up for the newsletter, I highly suggest it.

The Saturday after that clinic, we're having a fundraiser for the shelter.

All the Greene County Animal Shelter Sonic Bloom Band and the proceeds are going to go to the shelter.

There's going to be live music, food, there's going to be a silent auction, some unique t-shirts, a dog parade, a canine social

We did it last year.

It was really fun.

And then lastly, we've got a Lifesaver Gala, also a fundraiser, June 26th from 6 to 10 p.m.

I'd like to resolve that the Board of Supervisors established the Rural Preservation Reserve as outlined in the county administration presentation of the fiscal year 2020-26 advertised budget, page 26.

The purpose of the reserve is to facilitate rural preservation.

Additionally, as called for in the fiscal year budget plan that was presented by the county administrator of the county,

will transfer 40% of the unreserved ending balance of the fiscal year into this reserve fund.

Well, that's in violation of our rules of order, so we have to vote on that first.

Sure, I mean we can do that, but I would rather maybe get all the sample ordinances in place and see if we actually want to do the program like we discussed a couple weeks ago to see if it's viable.

Let's collect some sample ordinances and start on that process and got to be a way to get into maybe have somebody from the PEC maybe come and discuss conservation easements

That's a different type of mechanism.

Then there's everything from supporting an ALES program, working with the Farmland Trust.

There's a lot of different options and that's what I think we'd really want to do because again, when you look at our comprehensive plan,

Supposedly our number one priority is preserving the rural districts, preserving farming and agriculture.

And basically we do, in my opinion, just about nothing for those three things, which is supposed to be our primary priorities.

But that's not, I was going to say that that's not exactly, that's required by Virginia code.

No, it isn't.

It's a volunteer program and it's a valuable program and the taxpayers do subsidize open space to the tune of over two million dollars.

But look, I don't want to get transfer of division rights and purchase of division rights confused.

Yeah, so personally, I just think we need to start with the purchase of division rights and unwind that program and see what ordinances could or could or could not apply to the county and also look at the conservation easements and talk to some people.

I think we should have a workshop on it.

I don't think we should just throw it all on the board.

I think it's a very complicated process and there are unintended consequences that could happen by doing it wrong.

So I'm perfectly willing to myself look at it, read it, try to come up with something, and if it works, it works.

So my staff has already researched several of the ordinances.

Getting a conservation expert to a work session, we make contact with groups that can do that.

I know we have a busy meeting the next meeting.

I would think we could do it in July sometime.

Let's see if you can get some dates.

Yeah, because many people do easements, right?

Definitely better if you don't have if you have more division rights or more ability to divide the voluntary Decision to do that is more lucrative so except the purchase of those is going to be more lucrative because when you look at the Conservation easement number one you have to get a land survey you have to get lawyer fees you usually have to make a donation to a group like PEC and

and then you're getting a 30% tax deduction from Virginia, excuse me, a tax credit, and then only a 75% tax deduction from the feds.

but I think we need to have a workshop setting on it because there's a lot to go through.
