has served the Stanardsville Volunteer Fire Department for nearly 30 years, rising to the position of assistant chief where he supports the chief in managing operations, administrative functions, volunteer recruitment, public relations, and emergency response.

Whereas Bradley McDaniel has been a career firefighter with the Charlottesville Fire Department since 2006, serving as captain, overseeing firefighters

ensuring equipment readiness, assigning duties, offering guidance, and providing critical support as a member of the honor guard and peer support management team.

And whereas Bradley McDaniel's commitment extends beyond the fire service, as he and his family actively contribute to the Green Farm and Livestock Show, demonstrating the importance of family, agriculture, and community traditions.

And whereas Bradley McDaniel is widely respected by his peers and community as a brave, dedicated, trustworthy, and selfless leader whose calm, capable presence

brings reassurance and confidence during emergencies.

Before we come down and present this to Bradley, I want to say a few things about Bradley.

First and foremost, one of his best qualities, even though his wife doesn't think so, he's a great guy.

I'm kidding.

In all seriousness, I've known Bradley a long time and there are three things that I think of when I think of Bradley McDaniel.

The first thing is Bradley's reliable.

He's absolutely reliable.

No matter what it is, you can always rely on Bradley to come through for you.

The next thing is he's an on-point decision maker.

He never wavers on making a decision, and he always makes the right decision.

But most of all, I think Bradley is really cool under pressure, and I think that's the secret to his success.

He's not emotional about his job.

He's clinical about his job, and I think Bradley is a true leader because of that.

I've had the pleasure of working with him in the past and consider him a friend, and I'm very honored to bring this and give it to you.

The next resolution that we have number eight on the agenda is declaring May as Older Americans Month.

So I will now read this resolution.

Whereas May is Older Americans Month, a time for us to recognize and honor older adults in Greene County and their immense influence on every facet of American society.

and whereas Greene County recognizes how through their wealth of life experience and wisdom, older adults guide our younger generations.

and carry forward abundant cultural and historical knowledge.

And whereas Greene County recognizes that older Americans improve our community through intergenerational relationships, community service, civic engagement and many other activities.

And whereas Greene County benefits when people of all ages, abilities and backgrounds have the opportunity to participate and live independently.

And whereas Greene County must ensure that older Americans have the resources and support needed to stay involved in their communities

reflecting our commitment to inclusivity, connectedness, and connectedness.

We urge every resident to flip the script on aging, this year's theme, and transform how we talk about and perceive aging, celebrating older adults and their profound impact on our local community.

Number nine, matters from the public.

What I want to speak for tonight was a fallen here in the county and a feller over the past years.

And there were different people that were injured on these projects.

And not always is it easy to get to know where they are.

But the person called in to describe the location.

And so I came up to get up.

I have one number and I'll give an address and I'll form a lease here and own it all right now.

But anyhow, I've been there a couple of years and I'd like to have three buildings on the property.

and Asala, which are very identifiable once you get up on the high ground or where they are.

And it's at the end of a lane, Cool Springs Lane, here in Greene County, of Cool Springs Road, in a hill.

Because I don't have a residence unit on that property, I can't get this.

I would like to be able to,

and I thought about it and gave ideas like I personally would like, I'd like to put a mailbox on the property.

And then people would know how to use a mapping system to get there.

And I've worked in, actually eight, five counties regular, but three other counties in the state of Virginia, went on a lot of farms over those years.

and some farmers have similar situations in these counties.

They do have a mailbox on the property.

And then once you make contact for a person and they want to leave you some literature or whatever, if they deliver something, you can tell them where to do it.

I'm not on this property all the time.

And I found all the people the same way.

And I've known different folks that were injured over the years on the property, on farms.

actually one farm near me in two of those situations on the same farm.

So it's something that I wish that could be changed in the ordinance so that staff would be able to issue these numbers.

And I would think that at least the entrance to the property, the main entrance to the property could have

signed with their address and so forth and all.

And that would be a good place for people to leave things.

It's probably other possibilities.

But I've talked to folks lately that have property in Buckingham County and one in Albemarle and they have similar situations.

A few months ago I was talking to one person and

they would get their building permit, but they had to have the sewer approved and all that.

Well, we got that done.

And then it took five months for the health department to send that to the county so they could get it.

They needed to build the house so they couldn't get this 9-1-1 designation.

So I would like to ask you to look at it for what you could do here in Greene County.

and I think it's your plan for prophecy of timber and different things already this fall.

I mean, I do think it's a good idea.

I would think so, but we need to get into the ordinance.

Considering it's like a business, I mean, it would seem to be a similar kind of situation.

Good evening members of the board.

I'm a kindergarten teacher, a parent, and a longtime advocate for educational equity in Greene County.

I appreciate the opportunity to speak with you this evening.

As the only black teacher in Ruckersville, and part of the 2.4% division-wide, I stand here not just on my behalf, but in representation of the many families and children in our community who still do not see themselves reflected in the educators serving them.

Despite strong performance, parents support district level recognition, including numerous nominations for Impact Awards and Teacher of the Year.

I've experienced marginalization in the form of placement uncertainty, unequal treatment, dismissed concerns, and a lack of structural support.

Publicly available data confirms that Greene County Public Schools employs 2.4% Black educators across the division, while neighboring counties like Albemarle have more inclusive staff demographics.

This lack of representation is not just a staffing statistic, it's a message that profoundly impacts students' sense of belonging, achievement, and opportunity.

I've submitted detailed documentation to the superintendent and have previously reached out to this board, including a letter sent to member Rebecca Roach on March 11th and a formal request to speak sent to Mr. Lamb.

Unfortunately, I didn't receive a response to either of them.

My experiences are real and ongoing, and they highlight the urgent need for action, not silence.

The Board of Supervisors plays a critical role in ensuring that the values of equity and inclusion are reflected in the ways

in the way schools are resourced, staffed, and supported.

I respectfully request this board to advocate for inclusive hiring and retention of teachers of color, ensure public education funding prioritizes equity and accountability, monitor planning decisions to reflect both physical and human infrastructure needs,

I stand here not only as a teacher and mother, but as a member of this community who believes we can do better for all our students, for all our families, and for all the professionals who serve them.

As we face rapid growth, complex needs, and calls for equity, I'll leave you with a verse that continues to guide me.

He has shown you, oh mortal man, what is good and what does the Lord require of you to act justly and to love mercy and to walk humbly with your God.

May this serve as a reminder that leadership is not just about managing resources, but about honoring the humanity of everyone who walks through our public schools and into this community.

Public hearing on the proposed secondary six-year plan for fiscal year 26-31 and on the secondary system construction budget for fiscal year 26.

Good evening, Mr. Chairman, members of the board.

I'm sure I can give you just a quick outline of what we discussed at the work session and the roads that are currently on the plan as it stands tonight.

We have Mission Home Road as our next priority.

That is going to be funded with $208,000 this July 1 if the plan is approved.

And then the final funding of $61,000 will come on in the next fiscal year, next July of 2026.

And the next road on the list is Middle River Road.

That will receive the majority of the funding or a decent chunk of the funding in 2026 with the rest of the funding coming online in 27 and 28.

and those are the only two priorities right now that are on the current plan.

Next, VDOT quarterly update, Ms.

Carrie Shepherd, resident engineer.

Thank you very much.

I don't have a slide that prepared you this evening because I didn't have a lot of updates to provide to you.

So I'll just talk through a couple things and then I'll open it up to questions and comments.

Route 636 Goose Pond Road bridge replacement.

That is the last public hearing was a or the last milestone.

I'm sorry was a public hearing.

The next milestone of design approval and that add date is still December of 2027.

Mission Home Rd assuming that.

Well, the plan is adopted at this point in time, so our plan is to work on that road later this year with the funding coming online in July.

Hopefully we can get this started late summer or early fall.

And that's really all I have for you.

What was the new surface that they put on 33?

I'm going to double check for you, but I'm assuming what that is.

It's a latex application, which is not the standard asphalt mill and fill type of operation.

And latex is primarily used to preserve the surface of the road.

It's a cheaper option, first of all, but it preserves the surface of the road by closing up cracks, and it gives us a longer life.

We have heard complaints that it can be noisy over time.

But it's okay.

It's not as noisy now.

Somebody's out there saying, at least come by with a roller.

I would have made it better, but they didn't do that.

Does the VDOT here in the counties have deceased animals on the side of the road, pickup, cleanup of that?

Say that one more time.

Does VDOT here in the county have somebody hitting a deer on the side of the road?

I mean, there's one right

Okay, we actually have a contractor that we use to pick up dead animals.

I'm surprised that didn't get reported.

Mother Nature will take care of it.

Yes.

Okay.

Because they're probably the people are going to notice it before anybody else.

I would like to know if anybody's been up on Turkey Ridge to address the concern of the citizens up there regarding the surface of the road and the entrance of the road.

So as far as the surface, if we're just talking about pothole repair grading, that kind of thing, that's something I can share with the maintenance team.

We do do periodic reviews of all the roads on a weekly and monthly basis so I'm sure that they're aware of that condition but I will share that with them if it does need to be graded or gravel applied.

As for the intersection with 33, that unfortunately is not an easy fix.

We did have a construction project to replace a bridge a couple years back and because that was part of the detour we were able to do a minor improvement to clear that bank as you're looking

back to the east.

We did as much as we could at that time.

It didn't fix the problem.

For longer term solutions, we have made contact with the property owner on the western side.

And I think based on, I think there's a conflict with a dream field.

There wasn't the ability for us to gain a right of entry to do any work on that person's property.

So we restricted to our easement.

And then the other challenging

piece with that intersection is the grades.

If we try to realign or have it less steep, we're just going to be chasing ourselves.

So that kind of improvement, that kind of project is outside the realm of maintenance, which is primarily what we're funded for.

There are other avenues for funding that could be looked at.

One is your secondary six-year plan.

Another is we have a small amount of money that Greene County gets every year is $50,000 for county safety and operational improvement projects.

This type of project might be more than that $50,000 allocation.

There is the potential to bank that over two years max.

That side is also challenging just because of the grades.

We have looked at that intersection numerous times.

There has been some suggestion to actually pave and place that road to minimize the damage that's caused by the runoff from the associated driveways that are now, I mean, I've been up there twice to look at it since that meeting.

There's a lot more activity up there than I ever remembered there being up on that road and where the driveways are coming down, they're coming down like

No ditches.

I mean, they're just benched out and they're just, everything's feeding water into that road.

And that's where you're getting all the cutting from.

I don't have to tell you guys that.

And the thought was that some pavement pitched at a little bit of an angle would get that water and run it off of the bank instead of running it down the center of the highway, of the road.

So I think there's a couple different things that I can mention.

So to do, I guess, larger scale paving at all, it would have to be identified as a priority in the secondary six-year plan.

So that's one piece.

But the other piece is that now with the legislation change that allows us to use the unpaid grant money, which traditionally is just to use to hard surface, which are these projects that we just talked about on the secondary six-year plan, that money can now be used

But so that money can now be used to make improvements to a road that doesn't necessarily result in paving.

So this would be a good opportunity to look at these out years of money and we could start to develop a plan that could address drainage issues, alignment issues, those types of things.

OK.

Yes, I do have a draft document.

It's not completely finalized, but I'm OK to share it at this point in time, but a draft document that gives us guidance on how to use that money.

If we're not paving, we do have to establish a project, do some preliminary planning, and get it added to the plan.

But it's a good avenue.

It's a good option.

So I can definitely share that.

Have you looked at the gutters that Mr. Lamb, sorry, Mr. Eppert was talking about a couple months ago, how the culverts are filled in and so are the gullies themselves on usually the mountain side of the road?

I did.

I did.

I shared the maintenance concerns from the board meeting with our maintenance staff.

And they did go out there and address it.

It's been a certain number of months at this point in time.

It might need to be done again.

I can't comment on that.

And there's an article out, or not an article, but a pamphlet on the maintenance of country roads.

And they do discuss creating a slight depression and then a slight oblique berm on that side.

So if you put up maybe two or three of those, you would at least decrease some of that runoff speed.

And if it's gradual enough, it may not really impair anybody going up and down that hill.

I have not heard any updates.

Orange County, of course, would have to add that to their plan.

And I'll echo that.

I contacted the chairman of the Orange County Board of Supervisors and they, at the current time, do not have any interest in that.

Apparently, they've been

over the years down that road, no pun intended, several times and to no avail.

So they are not interested in taking that on at this time and simply just out of our jurisdiction at that point.

So if they don't want to agree to it, there's nothing we can do.

I'm respectfully requesting that when the Board of Supervisors reviews the six-year plan, it also takes under careful consideration the events of the last six years and the ongoing safety conditions on Beasley Road.

Since 2021, we have requested six times either in writing or in person that the Board of Supervisors request the following of VDOT.

Lower the speed limits, install calming signage.

Here we go again.

These are not unreasonable requests.

nor are they expensive requests.

Is that going to fall short of them having to come from king to pre-union?

I know that's going to be everybody's concern.

Is that going to fall short of being responsible for that mountain?

Yes, so we are getting a new area headquarters.

The construction just started.

We actually expect that to be done within one year.

So it should just be this winter that they're relocated to free union.

However,

They'll have somewhere that they can load here and stay in the county while that event occurs.

We've taken A already.

It's a simple request.

Not looked at the definition for indoor recreation since we put it in place.

Definition started in 2003, but the use has been since the beginning of the zoning ordinance.

And I think it reflects maybe some past attitudes.

It has a lot of things that we really don't see much anymore, billiard halls.

The concern really is things like a fitness center workout gym is treated differently than all the other retail activities.

So a restaurant typically is going to have more traffic, more impacts than a gym.

Walmarts by right, you can't have a gym.

You know, so we want to look at these things that are in the definition and

take the things out that have similar impacts to other retail activities and leave in the bigger things.

This skating park is a good example.

Depending on the parcel that that's located on, the size of the facility, the types of events they have, that's something that needs additional consideration because it might have greater impacts than a small, like anytime fitness, for example,

could go in any shopping center and would fit just fine.

And so we're trying to want to just weed through that and we're just asking for information to start that process with the planning commission.

I think it's good that we're doing housekeeping as we find these things, right?

Number 14, items for discussion.

A, administration of state-funded bonuses.

Ms.

Yes, this is coming up late in the

calendar because of the state's process.

So the Virginia Compensation Board had a public hearing at the end of April.

They recommended that any of the compensation board funded positions and constitutional officers get a 1.5% bonus on July, effective July 1.

So whenever the next pay period would be for July, which for us would be the end of July since we're monthly pay.

They recommended it.

The General Assembly subsequently approved the funding, and then it was included in the adopted budget.

The funding isn't money that they're sending to us.

They're giving us a credit on payroll that we send to them monthly.

So it's just a little bit different.

So while the state does give us the credit or funding for these compensation board employees,

There are positions that are working with locally funded

for example, sheriff's deputies side by side doing the exact same work.

It's just a matter of who got put in the constitutional position, who got put in the locally funded position.

So I can say someone who has over a decade experience as a chief human resource officer in a very large place, that when half the office randomly gets a bonus,

i.e.

the constitutional positions and everybody does, the rest don't, there'll be a disruption in the workplace.

So I'm giving you three options for your thoughts.

Working on, you know, you don't have to take action today, but I want to bring it up because this is late breaking news that just hit last week.

and people are becoming aware.

Yesterday, we're starting to get phone calls about people asking, am I in the constitutional position or not?

Because people don't really know that you wouldn't have any way of knowing it, your sheriff's deputy, for example.

So there's three options.

The first would be just give every employee a one and a half percent bonus, which has been done by passports.

We'll,

get the funding credit for about a third of it.

So that's 43,281 that's on this memo that I did today.

And then we'll need, based on our calculations, approximately 126,000.

Option two would be give all the employees in the constitutional offices the raise.

So not just the constitutionally funded ones, but also the locally funded ones in the departments where somebody is getting a raise.

and then we'd need we'd still need an additional 37,000 almost 38,000 and option three is of course just give it to the people who

the state funded for so just the constitutional officers and the comp board funded staff so there would be no funding required for the county so in looking at how we could do this very very late into the process type of thing there's there's because it's a bonus it's not a recurring

For one-time money, you can use one-time sources.

For example, the unreserved general fund balance.

You could use money that's falling out at carryover because the timing would be the end of the year anyway going into July.

You could, we could use some money from contingency.

We could use, we could hold positions vacant for longer to try to get some salary savings, some combination of all of those.

It seems in all fairness that it should be across the board, and I think one of the mechanisms would be delaying the new hires.

Seems to be the most rational, in my opinion.

So in practice and in my experience when I've done this before is it depends on the position.

If it is, there are some positions that have such a criticality because no one does it or there's already, you know, there's other mandates or other requirements around it.

You could hold those vacant a little bit longer but not as long.

So the most critical, trying to think of a good example, one where nobody else can pitch in and you know like you can't you can't assign other people to do that work which works for a short period of time but it's not a good practice long term.

For the most part you would be delaying at least a couple months to get any kind of substantial amount of money.

Now typically if someone quits and they give two weeks notice, it's going to take about two months to fill the position anyway.

So it really varies by department.

Some departments experience a lot more turnover, but generally across the entire county, we don't have high turnover.

I personally think we need to give all the employees up bonus.

If we don't, we're going to have some really upset employees in these departments.

And I think we've been very fortunate that most of all employees get along and are happy.

It's sad that it comes at this time of year.

When we've already done that budget, but I think somehow we could come up with some money if we have to take it from two or three different sources, maybe.

So option two is to give all employees in those departments.

If you give just the constitutional offices a bonus and don't give your regular county employees a bonus, that's going to even be more worse, I feel.

Then the school system didn't get the 1.5% or other raises were given to certain individuals and not the whole group.

And so nobody else got it.

Plus the fact that Danny just got a 3% raise for the whole county.

And I don't think that we should treat people within that constitutional office different because they're working side by side.

At the last meeting on the Greene Sentinel Facebook page, I was severely misquoted as to my position on the PDR.

I had stated that I was neither for or against the PDR, that I thought before we would appropriate funds to it, that it would be proper for us to review multiple sample ordinances and also investigate the impact of what

having a PDR program would be on voluntary conservation easements.

I think I said that really clearly and I just wanted to clarify that I am not opposed to purchase a division rights.

I'm admittedly ignorant on the details of it, but I do know this.

I've been around it a long time around land use a long time.
