Now, like I've noticed on the CIP and everyday operational funds for county employees, shouldn't we have to make sure that we keep enough in reserve to cover, say, two months or

So you do have a financial policy that lays out how much you should have in reserves, and we are far exceeding what's in our unreserved balance, and maybe Dan has those exact numbers.

Right now we have $15 million.

And are we going to have any restricted funds?

you know you've had other priorities like the rec center might be one water and sewer projects or another probably won't be able to afford too much besides those things but you know a rate stabilization funds always a good idea.

And after all of this back and forth, plus the additional expenditures requested, we're going to actually be a net, we're going to be in a lower general fund balance, right?

We're showing we're going from 15-8 down to 14 point something.

We're not going down in fund balance every year in the big picture.

But it doesn't sound like that's what you're saying.

So I don't feel uncomfortable saying we're in a good spot financially.

The losses that the general fund is making up for in operations.

It's just using money a different way and using a more intelligent way.

It's hard to appropriate an extra $380,000 when I don't know how much money it's costing me now.

I'd say you're not appropriating an extra $380,000 because we're already spending the money in overtime, time and a half.

For the people in the admin transfer, it's exactly half of that that go into the 390 because it's a half year remaining.

And in addition to, we put in there everything that was necessary to run these two systems properly.

But there's still, beyond the personnel, though, there's still the request for 200,000, more than half of is that R&R.

That's how things are done.

But we're not doing anything for the bulk users for their water meter fees.

What do you mean by water meter fees?

The increase in the meter fee.

But this is to reflect the actual cost of doing that.

For the residents, you go over your changes on page 13.

It's adjusted with the cost of water.

It's called exactly what the one for the residences are, and it actually has the same piping changes.

So it's almost encouraging people to use more water and more sewer because the sewer situation is exactly the same, except the sewer numbers vary between 18 and 15% and 36%.

Bulk water service means water service to provide water that is drawn in large quantities from the county water work from a fire hydrant or other authorized location for transport by tank trucks.

So one is addressed with meters, but bulk meter rates was not addressed.

It's a one-time charge.

I'm just trying to get you to the second part.

Otherwise, we lose it.

And I was wondering why that didn't change when it did for residents.

What is a meter?

The tanker is mixed up with the bulk.

Others, we just enter into an agreement based on what they anticipate using, and we bill them at the same rates that we bill residential and commercial customers.

if the meter was raised on residents why wasn't it raised on these developer meters that you're saying you have?

net tax support and was working on the basic rates that we charged 3,300 of our water and sewer costs.

So will we take this table and make the same increase for the developers and everybody else as you did to our four residents?

The rates that a bulk water user would pay, we didn't.

We're talking about the meter itself.

In a bulk water situation, they don't buy a meter.

I thought you just said with developers that they do.

then they pay for the water actually use right so it's like a fire hydrant meter we issue that to them we read it as they return it sometimes they return it in a month or two after their small short term project is done sometimes they return it after six months or a year of a relatively long term project but we're not actually

It just seems basic fairness.

I think we will look at it and we'll try to make it equitable as you're suggesting.

So now we can go to water rates.

We have a lot of quality time coming up in January and February, and we can look at changing this also.

because one is 10% and the other is 10%, 15% on sewer, 10% on water and 15% on sewer.

If you want to, the percentage increase is definitely, it's hurting them.

I repeated it, and I'm just telling you that for people between 1,000 and 5,000 gallons for water, it's a 6% increase.
