The other, so this is the new revenue.

I did go in and plug in six cents on this, but that was just to be able to have it on a table and have a total.

These were the new revenue increases and then some places decreases.

And Jim, if you could flip over to that Excel spreadsheet.

So I put together an Excel spreadsheet

Right here where it says revenue from six cents, we can change the formula to five cents so you can see what that looks like.

If you go to the other tab, Jim, that says monthly cost per penny.

I just made a whole new chart that showed those assessed values and 70 cents represents one penny, 71 is two pennies, et cetera.

So you could see

what the proposed was.

So at 78 cents, which is a nine cent increase, those were the numbers I gave you before on what it would look like per month to pay that additional tax.

I moved it down to six cents because part of it was just to find a number, but at six cents and working very hard with the schools and everybody getting super sharp pencils, we can still,

do the basics of the salary and the benefit increases and make up for the state loss of revenue without using one-time funding for those ongoing expenses.

So we did use one-time expenses for buses, which I'll show you in a future slide.

So you can look at anywhere on this continuum of what it would represent.

So 74 cents as an example is five cents.

so depending on what your assessed value is it you know represents anywhere from and I did 1.5 million because that's to represent commercial what commercial might have to pay so if you look so I can we can go back to this when we start the discussion and start plugging in other numbers and look at it so I just want to let you know I I did that to hopefully aid your discussion or

I don't know how much of a help it'll be, but another tool.

So if you go back to the PowerPoint slide.

All right, so I also made a summary of all the changes that we made, so we did reduce by reducing the proposed real estate tax rate from nine cents to six cents that that ends up being

54.4% less than the initial request, which was $4.2 million.

But at that reduced rate, it still covers the state shortfall.

And most of the salary benefits, we did decrease the proposed

salary increased to 3% versus the five and that matched with the reduction that we did on the county side as well.

We reduced the number of positions funded in the general fund, reduced the vehicles, reduced the capital projects funded.

So I'm going to expand on that in the next slide.

So this is the new revised list of positions that we're funding, that are proposed funding based on what I heard from you.

So as you can see, it's still six positions.

Two of them are paid completely with other sources of revenue.

So it doesn't matter whether you fund them or not, it won't help.

balance a general fund.

And then the family program specialist is the one that is funded 70% by the state.

So the county's contribution would be $25,306.

So all those six positions will cost the general fund $297,309.

So if you go to the next slide.

So that does greatly reduce by more than half what we were asking before.

This is, you've seen this before, the share facility upgrade.

I just added in a note that if we're going to borrow the money, because at this point that's all that's left besides the vehicles.

If we were going to borrow money for the $400,000, we could do it

after you guys approve it, but before July 1st, because the first payment won't be due until the next fiscal year anyway.

And then we could go ahead and keep on the schedule that the sheriff and facilities had recommended so that we don't lose the contractors that we have lined up.

And we can get the work done faster so they can get in their space faster, since what I heard was you want to do it anyway.

This is the revised list of vehicles, which has been greatly reduced.

I want to point out two things about this slide and consultation with the schools.

Those three buses that were recommended can come from the school's capital fund that we've been discussing because it was dedicated for capital funds and looking back in the history is not the first time that we've used that capital fund to pay for things like buses anyway.

So that's not a new thing.

That leaves just the sheriff's vehicle for the new position, the inspections replacement vehicle, because that really, really has to be replaced.

And as you heard, there's no other vehicles to bump down and give that person who is already on staff.

and then an erosion and sediment replacement vehicle to go with the new position that I heard you say you would be willing to fund.

So those three vehicles could be paid just outright so we can borrow any money from that proffer fund.

So that eliminates the need to have to borrow that.

So in summary, all we will be borrowing is money for the sheriff's improvements

and then we could start that anytime because we could also have at least the first payment come from the proffer fund as well.

And as Mr. Chipman had mentioned, by 2028, FY 2028, which is not the fiscal year we're talking about, but the next one, there's a big amount of debt that comes off our books.

So there's room in the baseline to fund

from the rest of it.

So I think that solves that problem that we were wrestling with.

And I still, I know this is something for a future discussion, but you know, this is just a reminder that we are still looking to do the second phase of borrowing.

and we'll hear more about that the next, so yeah.

So this is just the highlight.

So this means, you know, like we did budget decreases so that we could do a lot of, you know, make this plan work.

So we took 381,000 out of the agencies to help us balance.

And then as required by, you know, state law,

This budget does balance expenditures and revenues.

It does have a plug in for $0.06 and I know that's the discussion, so I'm not saying that's a done deal.

I'm just saying just for purposes of illustration here that you know and I can.

We can kind of focus in on that and we can use Excel spreadsheet or however you want to do it, but that would then show a different increase of the 1.9 instead of the 2.8.

2.88 that we've been talking about to increase the general fund transfer to public schools.

It's a 3% increase in compensation for both county and schools, but this budget does continue our commitment to employees because it's funding compensation increases and the health insurance increases and it ensures continuity of operations for all the departments in the schools.

So the next slide just has a reminder that we have an upcoming town hall on March 26 right across the street over here, a little bit down the street across at Stanardsville.

That's going to start at 6 o'clock.

That's next Thursday, right?

OK, yeah.

I don't even know.

Yeah, so two weeks from now, two weeks from today.

And then going to the next slide, the public hearing, which is where we'll probably get the most amount of input, where people can sign up and speak for three minutes.

The town hall is going to be more of a conversation, but the public hearing is

gives everybody a chance to sign up and come and speak for three minutes.

How does everybody feel about the paying cash for the vehicles, the 143 after the bus situation is out of it?

And that's coming from proper funds, right?

It's coming from proper funds.

Yeah, not general funds.

That's correct.

Yep.

Still coming from the proppers.

Right, right, right.

And that's only for the Sheriff's office.

That's only financing the difference, right?

400, yeah.

And if we have an opportunity at carryover, I'm going to recommend that we don't even finance, that we just use some of our leftover cash to pay it off.

OK.

Sooner the better, because

The longer you get it started, like I said, the cost of materials is glad you're going to catch up quicker.

More like everything we do, daily, the dollar short.

Because the system don't let you get ahead of it.

All right.

Everybody feel like that everything that's been discussed is fairly accurate.

I'm not talking about school funding or I'm not talking about the increase, but I'm talking about all the things that Ms. Shafrick has gone back over reflects where we are at this point, right?

Yeah.

We don't want to have a wake up in the middle of the night moment, like, oh, gosh, sound the alarm.

OK.

So the million dollar question literally is the 1.919226.

Some of us have been pretty adamant about funding any increase through the capital fund or I would say reserve fund and some of us want to raise taxes to do it.

So that's really the discussion at hand.

I don't think anybody has trouble with the 1.919226.

The question is where we get it from.

So I think that should be how our discussion starts tonight.

No, definitely there was this discussion of taking it out of the school board reserve.

Definitely try to offset some of it too.

Yep.

The main goal is to do what we can to not put the burden on the taxpayers in general.

It may come down to a little sacrifice, but not a big jump.

That's my consensus on it.

We are in a troubling time and it's going to take some crunching and negotiations and

Yeah, and I just want to thank Miss Shafrick and Dr. Whitmarsh because getting to that number is so much closer to if you go back the whole way like 2017 and see the incremental increases in school.

Even with a big ask from the state this year, the fact that they were able to get there is really, really impressive.

And that came from sacrifices both on the county side and the county's budget and the schools figuring things out on their side.

So again, that's just a lot of good work over the last couple of weeks on everybody's part.

Right now, right, Ms. Shafrick's recommendation at the six cents covers everything.

That would be a straight tax increase, right?

And that brings us up to 75 cents, which I believe was what we were at two, three years ago.

Is that right?

The audit book is the devil.

I look about three pages, it makes my eyes go across.

I thought we were at 73.

Oh yeah, 73.

The 73, so it was, oh 75 was back in like 2018.

Yeah, it was a long time ago.

82 from 2019 to 2022, then it came down to 73 cents, and then at the end of, or the

$24.25, $0.71, and then you guys took off the threes.

In two years.

In two years, yeah.

And then there's a little bit of reduction too on the personal property, right?

So don't sell yourself short.

That's 20% decrease on personal property, a dollar off.

Yeah.

But really all we were doing was actually equalizing the inflation.

Okay.

Right.

Because then when COVID hit and used vehicles were more than new vehicles because you couldn't get

And we had the highest rates in the state.

It was highway robbery.

And the businesses in our county really got hit because you don't have any tax relief on very expensive trucks, service trucks, whatever people have, tank trucks, whatever.

I mean I don't think we reduce taxes to make everybody happy or be comfortable.

We just tried to equalize inflation because I think we felt that previous boards

take advantage of is the wrong word.

But the county did yield a great benefit out of not equalizing the rates long before we were all here, right?

Through COVID and everything, which is great.

It's not like the money disappeared, but it was a real burden on taxpayers for a period of time.

And that's the feedback we were getting regularly from the citizens.

I don't think it's a trend you can continue, but it certainly feels like you've equalized things a little bit.

And we got closer to what other counties were around us.

That's right.

Because death and taxes are inevitable.

Right.

I just have a problem because, you know, people who bought houses 40 years ago, and they're now seniors, their houses have gone like

down in Locust Lane, they were like $21,000.

They're $300,000 now.

These people are not drawing much on Social Security.

And you just keep on raising taxes for this and that when they're not making any more money.

And you just will say they're zoned out of their houses because they can't afford the water rates, everything, electrical rates and all.

I'm not crazy about that $0.06.

I mean, I could pay it, hopefully, but I think we forget about the other people.

I've never heard anyone say anything up here about the handicapped people or the elderly people or the ones, the children that are handicapped and, you know, the mental, like region 10 and the jail, they really, they just wash out of their heads and say,

Oh, we need more.

We need a raise.

I didn't have any raises when I was coming up because my dad told me, raise a God.

And so I worked.

I worked every day, seven days a week for 40, 50 years.

And I'm still working.

But I mean, that was my choice.

My son always fusses at me about that and said, well, it's your choice.

Well, I mean, it was the other people's choice too, but still.

I thought we cared about everyone, and that's the way I care about everyone in Greene County.

A lot of people out there don't get that raise every year.

Three percent, two percent, it doesn't matter.

And they suffer for it, so that's how I feel.

Well, the other thing is that $350,000, unfortunately,

That's probably not the average of what a house costs in Greene County anymore.

A lot of that new stuff in Ruckersville is starting at $485 and up.

And I mean, I think you're going to be more in the $500 to $600 range, which blows my mind.

And that doesn't mention the businesses.

I mean, you take a business with a $2 million piece of property, $17 whatever a month doesn't mean anything.

And I think the businesses are going to really get

the brunt of what the state's getting ready to do coming up and I don't want to be the next that extra burden like I said we've worked really hard on that personal property because it affected business more than anybody and obviously looking at Ruckersville we have trouble some of the businesses are running into trouble and we don't need to you know keep adding adding to that trouble

Having said that, we do have to probably advertise a rate that's slightly higher because there's so many wildcards that are coming out of the state, horrifying ones.

The latest one I heard was the withholding tax for state tax is going up, minimum wage is going up and arguing whether it should or not.

All I know is it's going to have a tremendous impact on our budget and if

If our lobbying efforts on collective bargaining don't work, I don't even know what the implications of that are.

Ms. Shafrick is the expert on that.

Everything she said about that doesn't make me feel good.

So it's not like we won't advertise a rate that will give us the flexibility to do something.

But I'd say we're, you know, if we took that 1.919 out of that reserve fund, you know, we're done tonight.

I'm good.

I would say advertise three.

instead of six.

And then we'll work that out at the end because you can still have a lot of balancing to do.

And then when we actually set it, we'll know exactly where we are.

But three gives us a million extra dollars cash, which is a lot.

Plus, we got a little bit floating around.

Right?

So I mean, if we do the three, if we advertise the three and wind up doing the three, which I'm not saying we will, but if we wind up doing the three, we're basically back to square one.

So the gains we did on real estate, we've given up already.

As far as values go, next year's an assessment year.

that changes the whole financial matrix because that's the time where you can actually grow revenue at the same rate, right?

Correct.

So that's the time when you, and that's really one of the reasons that budget stability, I mean we have the option of using that reserve this time, doesn't mean we'll use it next year, doesn't mean any of that, it just means that in this year with the changes that were dumped on us all by the state, we can absorb it and move on.

The board's obviously funded the school board adequately, and the school board's obviously done good with the money to create that since 2014.

And doesn't mean we've got to use it all.

Let's just use it.

That's why you have a savings account.

Nobody ever wants to use it.

But it's there when needed.

And that's just my thought.

So I'm thinking like 0.03, take the buses and that out of the reserve next year's a new year.

And the 3% raise, that's what the school board decides to do.

That's great because it matches everybody else's.

That's my piece.

I like this one.

That's basically where I was from day one almost, and not saying that Will said it.

We can advertise it as you said, but then that gives us some flexibility.

We can't go up, but we can always go down.

And I'm like Davis.

Yeah.

So many elderly people that just don't have the income coming in, even though they worked when they were younger,

their social security in retirement, even if they have retirement, it's not there.

I know people who juggle paying electric bill this month and medications, various things shuffling around, but they don't, they're too proud and I appreciate that to ask for help because some of them could get help, but they just

I mean a good glaring smoke and gun example of that is how many refunds have we had to give back since we changed the parameters of the real estate aid, right?

and Ashley, I'm so glad you said that because I was thinking about that when Supervisor Lamb was talking to again give yourself credit because there have been actually, I don't know the number of households that are taking advantage of it but per Ms. Tate it's been a good amount of people so it's obviously had a good impact but that is one of the reasons when you look at the revenue projections

Because as we back that out, we have made it an intentional choice that that's not where we're getting our revenue from.

But it does impact our revenue projections, which is by design.

And it is having a good impact.

But as you said, not everybody wants to take advantage of it.

Not everybody even knows about it.

More and more people come in because there's also for veterans, there's tax relief.

There's really for people.

And it's tiered so that

I actually think that after the budgets over we need to talk about this whole issue because the state there are certain states and I know Virginia's weird because we're a Commonwealth dealing rule nightmare yeah but there's some states that if you're vested in a community let's just say you lived here 20 years and you retired with 65

your assessed value at 65 is what you pay taxes on until you either move or drop dead.

And I don't know if those things are legal, but they make sense because they keep those inflationary issues away from people that are on a fixed income.

And maybe they're, you know, which has a $3.2 million house.

Okay, right?

I'm talking about the people that, you know, where we're sitting at here because I think that things have changed, right?

The matrixes have changed, the problems have changed, and that's probably the fairest way to do it or the more modern way to do it for the different zeros that we are dealing with now.

But I don't know that any of it's legal.

I used, I think, three slides in my initial presentation on Dylan Rule because one of the most limiting just in general is how we can tax.

I mean, not only what types of things we can tax, but how we tax them.

So there's a bunch of other tools that other states use.

Some of them have deferred tax.

So until the person sells their house,

There are no taxes due.

They have all kinds of really cool programs.

Most of those are not available in Virginia, but I think it'd be a good idea to have an information session, at least, to say, here's all the things.

And who knew?

I haven't checked the pending legislation.

I doubt there's anything, because I think what I heard about it.

But there might be other tools that have been recently passed that allow us

a teeny bit more flexibility and we can definitely check into that.

You certainly should advertise it, right?

Even in general, just like a tax workshop with allowing also like the farmers and stuff, because there's a lot of stuff that we try to do for them, making sure that that information gets out to them.

Yeah.

Again, trying to protect rural Greene and all that.

And that's why I brought up again, like the property tax, the sorry, the personal property tax.

Because, look, I'm trying to think of what are the most impacted people, right?

And a lot of the like, a lot of people don't even see any realization in this because it's real estate tax.

And if you're a renter in Greene County, and the only thing you have is a car, and you know, it's valued at whatever dollars and you have low income,

Assuming that all I mean it seems like our Greene County vehicle fleet right looks pretty good on the highway 383 was kind of the average of everybody around us Didn't do any more science than that, but I just ever added all up and divided about whatever in it So I mean that would have got us within a rate.

Exactly, because that's really where they get killed.

The personal priority tax is that and machine and tools.

I mean if all that is

They literally could tax your ink pens.

I'm just looking at it too as far as the buckets of money coming in.

Personal property tax, machine and tools is much lower, smaller percentage of all the revenue coming in.

A few cents does make a big difference for the owner and it doesn't really kill the bottom line for the

I'm just testing that out.

Your primary vehicle does get tax relief from the state too.

Okay.

I should probably look into that.

Would it be fair?

I mean, it's the school's money.

I know that Mrs. Locke has mentioned something about, couldn't the school invest that money in CDs?

It's on the county side of the ledger actually.

So it could be for all.

I mean, we have funds invested, but

It's all together with the investment.

And that's the one that Perjuring Accountability set us in.

So you have the investment in there.

I think I'm going to take the shtick that being the new guy, I can say something that's a little bit.

It gives you a little bit of muck.

We never hold anything against anybody.

You're always about your opinion.

I see some benefit in getting more I've gotten a bunch of emails about a bunch of different topics on the budget so far but I do see going to the town hall and having the actual proposed tax rate out there to draw attention to all the issues that we've talked about so I think I'm in a place where after they've done all this great work with the budget that's suggesting that sixth sense as the advertised budget and like you have all said

I think we said that we wanted it all to come out of the capital funding regardless and we were doing the three for the

So that would be creating a surplus.

So like if we didn't need the three, we would have an option at that point.

And that's a million dollars.

So you could say, okay, well, maybe we wake up that day and say, well, why don't we use it and offset?

But to get past today, I think what we're saying is we would like to advertise the three, which gives us the room.

and we would like to say the 1.919 plus whatever's in here the 1.919226 comes out of the reserve irregardless today so we know that's what the schools know they're getting no matter what right and we we have cushion to protect us from an unfunded mandate or other surprise more bad math error that would happen I think that's what the rest of us are saying.

I'm comfortable again with like the one-time use for the school bus and stuff that makes sense for that capital fund for me I'm still personally just trying to like wrap my head around using it for something that can be if that's the expansion of the budget that's so the 19 is roughly what we would have given them anyway well not anyway I shouldn't say that but it is close to the percent increase that has happened year on year since 2017 as far as like

added to all the other sources of revenue would be on par with what their increase has been in the past.

The difference is in the past that increase was funded by the state.

So this is the difference is because the state is not coming forward and their budget is still increasing at the same rate it always has.

And the state hasn't done us any favors because they have still, I believe even today, not passed the budget, right?

I'm still trying to figure that thing out.

So it's a bi-annual, it's a two-year budget, right?

And so that's the only thing that creates a lot of uncertainty for me because there's the change in the people who are running things, right?

and they're putting different money in different places, which is fine.

That's up to them.

And then they're playing with Youngkin's last little bit of budget, right?

And then the next two years.

And so there's just, to me, like a level of uncertainty trying to track what's going to actually come down the pipe is why I'm so hesitant to like not

What I heard from you guys is that hopefully we wouldn't be

needing to dip back into the capital fund next year.

I mean, yeah, I just understand.

Because it's every year there's another mandate that this is just the one we're talking about today.

But every year we get to the wire and there's always a surprise.

And also, even doesn't matter who is in there, just seems like they never have a budget ready for us.

Like in May, when you're

trying to set your final rate.

It's always a two-year lapse.

Yeah.

Yeah.

And then there's the potential of another two, right?

You still got $8 million sitting there.

Yeah.

We're not suggesting we take it out every year.

You also have an assessment year next year, and we do have new challenges next year, but you haven't been through that yet.

So once you get through that, you'll understand that.

That's really a better place to get more money than it is now.

It's a little less impactful in a way.

But you have your opinions fine.

We're just trying to kind of talk through it.

I think that's why I feel the way I feel is exactly sort of what you said.

The unknowns are so raw that we need to kind of use some of the options we have to kind of keep a lot of our options open at one time.

So you know what happened in the old days?

You crashed your reserve and then you started borrowing

literally 15, 20 days after you took money.

And that's how things were done when I first got here.

You literally borrowed your operating expenses every six months.

Right.

Yeah.

Yeah.

It would come a long way.

I just, I get really anxious and I don't know where that threshold is in the numbers as far as, because we got that great bond rating and everything else, the water projects coming up, like,

We want to continue to show health on our books and everything.

I don't think that this is going to nosedive us, but I just don't want to be on a slippery slope towards, you know.

I mean, even like what we were talking about with the vehicles the other night, it's an easier example because it's not as much money.

We knew, and I think I said it four times, if we do this this year, like don't buy them all, we can't not do them next year because there's a cost to not doing it this year, but it's a calculated risk, right?

But if you kept doing it, you'd wind up in a nightmare.

Same thing here, I don't think anybody served for not having a reserve.

But when you need to use it, you do need to use it, within reason.

Whether it's ours, marked theirs, whatever.

And with what happened in this year, and the possibility of next year, all the departments now need to start analyzing the most important things for next year

because we may get hit with the same thing next year.

Hopefully we've done worse.

I think a lot of our philosophy is that it doesn't necessarily mean that the level that we're operating at now, yeah, things are going to get worse, but it's not like we're going to just keep piling money on top of what we already have.

you know you've been here enough to see already that we'll go through a budget even if it frustrates and aggravates everybody in the Greene County.

We do that very regularly and I mean I think it's good that we do that because it's the ultimate in transparency when you're calling out line by line by line hey what about this what about that hey where's this where's that and I think those are exercises it's good for all of us you know to do on a regular basis.

but we have been doing pretty good.

I mean, we've been getting steady raises.

You know, I'm saying that it's banging.

The second year we had our town hall meetings at Stanardsville Fire Department.

We had a good little crowd there.

I mean, you kind of look at it as, OK, nobody's here to complain.

Yeah.

And again, I think this is like my first time going through the process.

If I had like a

time machine to go back a couple months.

I wish, and I don't know how it's gone in the future.

Think about that all the time.

I just see it as a point of process, not even so much the numbers and everything else, is that if we put out a rate and then have the people come out and talk about all the specific things that

For me, it's a matter of if we set the rate at 3% and then there's something other than what we've talked about this whole time, and I don't know if anybody else has got any feedback about anything besides pretty much the schools is probably the hottest topic, but any other project on the capital improvement plan that wasn't really talked about by us doesn't get a fair shake in the public eye.

We're talking about schools today, but everybody's got a pet project, right?

That's like herd and catch.

You never get that done.

You have to have a little bit of a process.

And you know, we are hired to do a little something, right?

I mean, we get phone calls, emails, we go out to eat and hear from people all the time.

That's where a lot of business gets done, right?

That's where a lot of, what's wrong with you people?

You know, that's kind of where that happens at.

Your points are well taken.

I mean, my gut feeling would have been to initially start with saying that we should advertise a proposed rate.

And since we already know we can get down to the revised rate, there's an easy two cents.

I don't know.

It's definitely been a process.

And I do appreciate how much all of you guys have given me the feedback and the staff and the schools.

Absolutely.

And there's no right answer.

That's what you have to remember, too.

And that goes back to their citizens.

The majority of them don't have a clue how we come up to all this.

It's sad that they don't know and don't come out

through the meetings or whatever to see their process.

Do we go through all the hours and the work that all the department heads, the schools, all of them put together so that we have that information?

Well I remember when I was first on the board I don't want to go down memory lane too much because we got to get back to work but this is a funny story.

I'm fresh off the farm so to speak here I am.

went through the first budget.

I saw these people against this, that, and the other.

And then the next budget, when theirs got picked on, well, they were mad as they could be, but they were just as nasty to the people that were getting the money the first time.

And I was like, wait a minute.

I see how this works now.

Everybody feels their own pain, I guess is the point of that story.

And it's a revolving door.

worked with a county attorney and you guys would have to revise or create a policy for it to be able to use that money and vote on it and then you dip into it.

The one thing I feel like it might be almost malpractice if I don't say this, but I mentioned last time that when you

have a structural issue in the budget.

And that is, we know once you pay salary increases, that's the new baseline.

But if the new baseline is covered with one-time money, like if it was your salary and it was you were using a bonus to pay your mortgage, you've got to make up that the next year somehow.

So that's essentially $0.06 worth of money we'd have to find somehow.

and you're right you know like there's time to go back and find things but the probability of finding 1.9 million firms there's just no way that that's going to happen so it may be some function of whatever so there may be a sixth increase in your future unless we can go out of it and that means having the commercial and you mentioned the reassessment year that's also going to be a big thing for next year because

We can also spread the love.

There's other departments that have made up pretty good with a lot of money.

All right.

Well, I think we should adjourn the workshop and we should move on to the special meeting so we can set the rate if we all, if, I mean, unless you want me to do a consensus on where we are before we do that, but I think we can do that in a regular meeting.
