    And it's like, so when you think about the potential crop failure, because that happens a lot, that's why you can buy crop insurance as a farmer, right?

    It would facilitate the development of a true farm winery agritourism industry without losing sight of the broader public interest set out in the comprehensive plan.

    We know from other counties' experience that commercial interests seeking to take advantage of policies that were intended to support farming may present themselves as farm wineries where their real identity and impacts are as event centers.

    Bad consequences followed, and they changed their policies as a result.

    At July's Agritourism Workshop, and today also, some supervisors expressed concern about event centers dressed up as farm wineries.

    The alternative proposal

    Coming back to the alternative proposal, some might worry that its limits on event center activities are too restrictive and might discourage investors.

    they would constrain only the phony operators.

    True farm wineries, including farm wineries who chose to pick up additional income from hosting weddings, would fly right under the proposed ceilings.

    In our region, facility rental income from countryside weddings is often about $12,000 to $15,000 per event, with some much higher in peak season.

    So clearly, a farm winery hosting only a dozen such weddings a year would receive quite a healthy boost to its income.

    Of course, reasonable people can disagree about the exact numbers in the alternative proposal or in the commission's proposal.

    The impacts are varied, but for brevity, I will limit my remarks to what I believe is a very important issue, noise from outdoor amplified music.

    Currently, the only noise enforcement mechanism we have is our general noise ordinance.

    It is based upon a technical standard that is both expensive and difficult to implement.

    It also fails to adequately account for the low frequency bass sounds encountered in dance music.

    State law permits outdoor amplified music at agritourism events to be dealt with independently of a general noise ordinance.

    And other jurisdictions have chosen to do so.

    They use a plainly audible standard for what you or a deputy can hear at what distance.

    Failure to implement a common sense standard adopted by others would be a mistake.

    I do not have a presentation this time because there were just a few things that I wanted to mention.

    And it wasn't worth putting up a bunch of slides for these things.

    We've seen this one before, but Route 636 Goose Pond Road bridge replacement project that's still ongoing.

    The ad date is still a couple years out at December 2027.

    So it's still working through the project preparation process.

    Mission Home Road was our rural rustic for this year.

    That road is complete.

    It's been paved.

    It still needs to be reviewed by traffic engineering for any kinds of advisory signs and the speed limit signs, but that road has been paved.

    We also have a pipe replacement project going on at the entrance to Lake Saponi.

    We had to do some repairs prior to being able to be lined, but our contractors are going to come in.

    And I did want to mention, I know at the last meeting we had talked about snow preparation in particular for the mountain.

    And at that time we had thought we were going to have a location

    Close to the top of the mountain where we could store materials and that fell through for environmental reasons.

    But what we have decided to do to address that situation is we're going to have an additional truck up on top of the mountain.

    So we'll have three tandem dump trucks.

    And then, you know, as needed or if conditions worsen, we have other equipment that we're going to send up there, primarily a tractor, and then we're going to be using abrasives.

    So we feel like we're pretty prepared for this winter and hopefully it's the last winter that we have to plan like this and our Stanardsville area headquarters can reopen before the next one.

    And as far as I'm concerned, I don't see why that road, I was told years ago, I won't mention the supervisor that told me it was in a six-year plan.

    And it's really to hire a firm called Techonomy to look at our region's competitive advantages in national security and defense and intelligence.

    You all have heard about the Manning Institute and they're hiring a hundred research teams for that.

    Interestingly enough, the executive director of Manning Institute is from AstraZeneca.

    So he was a big fan, went to UVA, a big fan of this community that helped us with that project.

    We are going to work with them on both of those sectors, plus also IT.

    Very briefly, Everblue Training Institute, we are a firm based in Charlotte, North Carolina that does a significant amount of work with the Virginia Energy Office.

    Most of that work involves training and certifications and workforce development.

    So our primary mission is to provide training and workforce development opportunities for individuals who are interested in breaking into the energy efficiency sector of the world.

    So a lot of what we do is work with contractors and individuals who may be interested in

    specific jobs around energy efficiency such as low income weatherization programs and different things like that.

    We have been in business for the past 16 years and we were really born out of a need.

    Our primary purpose, like I said, is workforce development and that was because of our two founders, Chris and John Boggiano,

    who served in the United States Army were West Point graduates and decided to start Everglue as they came out of the Army, mainly because they wanted to create a mission-driven company that served a purpose and met a need in the community.

    And really what they saw coming out of the Army was a need to address workforce shortages in the energy sector across the United States.

    And so what we have done since that time is really understand the market needs

    and focused on creating really unique opportunities for individuals to get certifications and training in and around this sector to create lasting outcomes in the community that focus on building energy resilience within their local community.

    We really met Greene County because of an opportunity released through the Virginia Department of Energy called the EECBG program.

    And again, that's Energy Efficiency Conservation Block Grant program.

    This program is funded through the U.S.

    Department of Energy.

    Typically, they release this funding opportunity several times throughout the year.

    And essentially what the EECBG program is, is it provides federal funding to local governments

    in the state of Virginia to support energy efficiency and conservation projects.

    So really the purpose of EECBG funding is to fuel some type of creative programming or initiative that encourages new jobs, workforce development, and local economic opportunities through various energy

    And when you start really diving into energy usage and energy efficiency, what you recognize pretty quickly is that a huge way to improve energy grid resilience and strengthen your community is by focusing on residential energy efficiency, going into a home,

    meeting with a homeowner and determining why their power bill is so high and why their HVAC unit is so strained.

    And so by establishing an energy auditor training program, we can train individuals in your local area to go out and conduct these energy audits and work with homeowners to identify ways

    to make their homes better insulated, warmer, and thus reducing their energy bill.

    So this program is going to happen in three phases.

    We're going to be implementing training and industry certifications.

    We're going to be providing on-the-job training within the community, so we'll be again creating opportunities for these individuals to go out and actually do work.

    And then we'll also be creating a self-sustaining energy efficiency workforce within Greene County.

    So we'd like to launch phase one fairly quickly, but this will include an opportunity for us to train up to five individuals who will earn three certifications,

    So they'll earn an industry recognized, nationally recognized certification for building science principles, building analyst technician, and building analyst professional.

    And so those three certifications, like I said, are kind of the nationally recognized certifications that someone needs to go out and actually perform energy audits and earn these credentials.

    As part of this program, Everblue will provide the instructors all of the equipment and everything that's needed in order to certify these individuals.

    From there, those who graduate from the program will have the opportunity to do some on-the-job training.

    I wanted to make sure that you all understood the potential impacts that it could have on the administration of social services throughout the county and across the state and nation for that matter.

    And so it's kind of bifold.

    So the impact that has already occurred has been on the issuance of supplemental nutrition assistance program benefits to households within Greene County and

    That is kind of being taken care of by the state.

    The governor, Governor Youngkin is the first governor in the US that implemented a replacement program for those benefits to ensure that the
  • 01:37:17
    citizens in the state of Virginia to the tune of about 854,000 people in Virginia that would have been without SNAP benefits will have those SNAP benefits available to them.

    And that is being, a plan is being worked out currently and several states are looking to Virginia as a model of how they're going to make that happen.

    On the other side is of course the administration of programs through social services and the way that our funding works.

    A lot of the programs that we determine eligibility for contribute through the federal government to our operations at social services.

    And so for the government shutdown to be in effect and to

    so you know for me my purpose is kind of threefold to inform you all and the letter that you have before you is a proactive way to get the to try to encourage the governor or the commissioner of social services or whoever that may be to act proactively in ensuring that social service programs continue throughout the state because what I'm

    I don't see everything that's happening, but I'm a little bit concerned about some of the things that I'm hearing from our state leadership in terms of addressing the administration of programs and at this point, anyway, in somewhat of a nonchalant manner that concerns me.

    In fact, I was in a meeting yesterday where they said,

    Essentially, let's worry about the benefits right now.

    That's our big problem right now.

    And I was thinking to myself, well, you know, localities can't do that.

    Localities don't have that luxury to just sit back.

    They need to be planning now for what may or may not happen.

    make sure that you all understood what the potential impacts were and then to you know if you need me acting in a certain way to alleviate some of the burden on the county that's what I want to know as far as guidance from you all and from the county administrator and how we can be

    again proactively trying to reduce some of that stress on the county because that's no way to do business and so I'll be glad to answer any questions that I can and it's a rapidly evolving situation and I hear different things

    just about day to day.

    And so, you know, again, I'll do what I can to to address your concern.

    So what did the governor have in mind when he declared an emergency?

    So the state of emergency that he implemented was for, again, as far as I can tell, the only thing that I've seen is on the benefits side.

    And so, again, if you're talking about SNAP benefits, Supplemental Nutrition Assistance Program benefits, and what he's doing is not

    replacing SNAP benefits because there's no federal dollars involved.

    He is creating essentially a parallel system that will fill in the gaps of what the federal government is not doing.
  • 01:41:37
    So in Virginia, you're talking about in the month of November, $150 million that's going to come out of the state general fund possibly to fill in that gap.

    the reality is the way that they're going to, they determined to distribute the funds is on a weekly basis so that they don't overcommit funds that they don't need to.

    And so, you know, if you get a SNAP allotment, the example they use, if you get a SNAP allotment of $200 for the month, you're not gonna get that whole $200.
  • 01:42:08
    You're gonna get $50 a week.
  • 01:42:10
    And so those funds won't be over committed because as soon as the federal government decides to open back up, if they decide to open back up, then

    the state program would end and that commitment on the state's part would end.

    And so it's a wise decision, I believe.

    And so that's kind of how it stands.

    In Greene County, you're probably talking about, I should have looked today.

    I told myself a hundred times I needed to look today in Greene County, but did I?

    But I believe the last time I looked, you're probably talking about on a monthly basis of

    Yearly, at least last year, it was about $5 million.

    And so divide that out by 12 and you're probably going to have a pretty close estimate of what we're distributing in Greene County.

    But that, like I said, that's pretty much being taken care of.

    It's the administration that I'm concerned about at this point as the shutdown drags on and just

    DSS expends approximately maybe $210,000 a month for staff and operations and programs.

    And so the vast majority of that, probably 77%, is for staff and operations.

    The rest goes to programs in determining eligibility for benefit programs and

    managing foster care children and making sure that, you know, child protective services, adult protective service, all those kinds of things are done.

    There's just not a lot of money that the state or federal government shares with us to necessarily do all of those things.

    They just have us doing that through staff and operations.

    That's kind of what that looks like for the month.

    DSS is a reimbursement based system.

    So October, we're all good.

    but we put in our expenditures in the end of October, beginning of November and those expenditures are going to be reimbursed at the end of November, expenditure-based and reimbursement-based system.

    The concern is once we start going through November, the state has basically said, hey, we're not going to have the general fund dollars to reimburse the locality

    for any of its activities, whether that's distributing 4E funds or adoption assistance funds or anything else.

    Whether that's going to change or not, I can't tell you that, but you would get to the end of December and possibly not get your reimbursement for November in December.

    Now, what they're banking on is that because we've had four other shutdowns that put us in similar kind of threats anyway in situations,

    that the federal government will of course come along and fill those holes in once they open the government back up and everything will be fine and dandy and you'll get all your money back but my concern is we're in a different world now and you know you can't bank on
