    My name is Joe Lurch, Director of Local Government Policy for Virginia Association of Counties.

    And probably just a little bit for your citizens who aren't familiar with VACO, we've been representing counties since 1934.

    We chiefly do it through policy and advocacy at the state and the federal level.

    but we also provide a lot of education programs.

    And one of these that's really critical to this that we started in 2003 is the Vaco Achievement Awards.

    It's just a little bit about, this is our 23rd annual awards program.

    We received a record 155 entries this year and we had 57 winners from 33 counties.

    So this is truly a competitive competition because only 36% of the entries were selected.

    I think when hearing about this and reading about the Citizens Academy, I think two things are really interesting that caught the eyes of the judges.

    First, it's an innovative program.

    It's not something you see very often.
  • 00:13:30
    And I go back in planning circles back to the early 90s when I cut my teeth in a rural county.

    And you can develop a plan, put it on a shelf,

    But unless you get citizen buy-in and really try to look it through, I think this is really an innovative program.

    And then I think the second part of that, it's a model that can be replicated elsewhere.

    And I think that's something that hopefully others will take a good example with.

    Hi, my name is Deborah Turk and I'm here representing the Greene County Electoral Board.

    I'm chair of the Electoral Board and I just wanted to make a few comments about something that we had going on last week, an election, as you may know.

    There's been a lot of questions asked of the office, of ourselves, a lot of keyboard warriors out there making comments about what the process is with elections.

    So I'm just here to try to get it on public record as what the steps are that are involved.

    Of course, we have election day, and at 7 p.m., officers' elections bring in the voted ballots that are secured and other tapes and paperwork and everything.

    The board meets on the following, that Wednesday, the next day,

    starts going through the tapes and this time we had a lot of write-ins.

    It took 13 hours to go through all the tapes and write-ins.

    That was Wednesday and Thursday.

    We have to wait until Friday afternoon, meaning noon,
  • 00:22:06
    12 o'clock because the state law says that any absentee ballots that are postmarked on election day can be received up to noon the Friday after elections.

    So therefore we had to wait to see what would come in and about 22 or so did come in.

    There's a group of officers election that meet on Friday afternoon and they process those ballots that came in.

    The state also puts restrictions on when we can process same-day registrations and provisional ballots.

    Same-day registrations are considered our type of provisional ballot, but the state has to process them statewide.

    In other words, the registrar enters in all the information from the same-day registrations, but over the weekend the state

    So the county received a total of eight bids from underwriting firms on 2025 bonds.

    Robert W. Baird provided the lowest true cost interest rate, which is the actual borrowing rate, which was 4.17%, which reflects, that's an outstanding result.

    And just to give you a point of comparison, in Ricoh County, and they have a AAA bond rating, ours is a AA,

    They sold $125 million of water and sewer revenue bonds 15 minutes before ours, so I was a little nervous.

    They have the highest possible bond rating and their interest rate was 4.06, so we were only 11 basis points higher than the interest rate that they got.

    So it was a combination of the strong underwriter participation, because we did get those eight bids, coupled with only an 11 basis point differential in the borrowing rate.

    That shows a really strong market demand for the county's bonds.

    So our all-in borrowing rate, which includes all the cost of issuances plus the underwriter's discount, et cetera, et cetera,

    comes out to 4.24%.

    So that's more than 125, actually technically exactly 126 basis points lower than the planning rate we were using every time we've talked about the cost of this with y'all because we're using 5.5% in the 10-year pro forma that we presented.

    It's also lower than the short-term interest rate that we got on that 2025 ban we did this summer.

    So we got, this is just incredible to me, that we got long-term permanent financing at a better rate.

    So the all-in borrowing is going to translate to lower debt service compared to what we planned for.
