SPEAKER_04
00:00:02
Hello.
SPEAKER_05
00:00:06
Hello.
SPEAKER_04
00:00:08
Yes, and the elevators are broke or not working.
00:00:27
No, I told her, I was like, hey, a couple of us will be coming through for a board meeting.
00:00:32
She's like, okay.
SPEAKER_01
00:00:53
How you doing?
00:00:59
I'm good.
00:01:00
How are you?
00:01:01
How you been?
00:01:04
All right.
00:01:04
Did you go yesterday?
SPEAKER_05
00:01:06
Mm-hmm.
00:01:07
How did it go?
00:01:08
It was good.
00:01:10
It was good.
SPEAKER_01
00:01:11
What did they talk about?
00:01:13
They talked about different things about how
00:01:23
about the, not the budget, but the, about the, what was that for the search for?
00:01:32
Oh, yeah, okay, okay.
00:01:34
And they were talking about the lanes, they were talking about trying to sustain the, the board, like the commissioner said to, to, to the, but they said City Council, they said they got to discuss that.
00:01:51
Okay.
SPEAKER_01
00:01:55
about First Street coming along.
00:02:00
They had like a booklet showing different things.
00:02:04
Had departments have houses coming along, you know, like with the process they went through and stuff like that.
SPEAKER_05
00:02:13
Talking about different things.
00:02:16
Okay.
00:02:16
Yeah.
00:02:16
So how was it different from
00:02:18
What were you doing?
00:02:21
Hello.
00:02:22
Or it was with City Council?
00:02:25
Hi.
00:02:25
Gotcha.
00:02:26
Okay.
SPEAKER_01
00:02:26
Has that happened before?
00:02:29
It was like a joint.
00:02:30
Oh, okay.
00:02:30
It was a joint meeting between City Council.
SPEAKER_05
00:02:32
Have you done that before?
00:02:34
This is the first time you've done this?
00:02:36
Yeah, I did that a couple of times.
00:02:38
I think twice.
00:02:39
So it's a couple times a year?
00:02:40
Yeah.
00:02:40
Okay.
00:02:41
It seemed like it popped up out of nowhere.
00:02:43
No, it's not coming.
00:02:45
Okay.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:02:52
Can we vote on the annual thing as long as we have a quorum, even though John's not here?
Kathleen Glenn-Matthews
Deputy Executive Director
00:03:02
Yeah, I mean, you just need to quorum.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:04
Okay, that's what I thought, but just, I don't know.
SPEAKER_05
00:03:06
I think I saw Michael out on the mall, but I'm not sure, so I'm blind as a bat.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:13
Well, we have a quorum right now.
00:03:15
That's true.
00:03:16
We can do anything we want.
SPEAKER_05
00:03:18
Oh, it's out of the five, not out of the, would be seven.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:22
because we've never had seven since I've been on them.
00:03:28
Maybe for like a second when I very first joined and then they like dropped like flies.
SPEAKER_05
00:03:45
How do you say yesterday what?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:48
I felt like it went well.
00:03:50
I feel like they were receptive to all of the asks and supportive of everything we were talking about and encouraging us to do more.
00:04:03
I disagree with some of the, I personally disagree that like now's the time
00:04:18
to do the operational assessments.
SPEAKER_04
00:04:21
I think that...
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:41
I can't say it to anybody.
00:04:43
No, but I was just thinking about it, and I think that we have to let the new...
00:04:50
I don't think that we should bring in a new ED and then say, oh, and by the way, we've also decided that you should do everything.
00:05:01
That doesn't feel like the right.
00:05:05
That is just my personal opinion.
00:05:10
That's the only thing that I came away from it.
00:05:15
I'm not sure now's the right time to do that.
00:05:20
But otherwise I felt like we got good support.
00:05:25
I think this will probably be pretty quick based on the heavy attendance in the room.
00:05:32
Okay, I'll call this meeting to order.
SPEAKER_04
00:05:41
Commissioner Moss?
00:05:43
Here.
00:05:44
Commissioner Hicks?
SPEAKER_01
00:05:45
Here.
SPEAKER_04
00:05:45
Commissioner O'Rourke?
00:05:47
Here.
00:05:49
Commissioner Payne?
SPEAKER_01
00:05:50
Here.
SPEAKER_04
00:05:51
We have a quorum.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:05:52
Thank you.
00:05:54
Okay.
00:05:54
Any moment.
00:05:55
We'll take a moment of silence.
00:06:03
All right.
00:06:09
I don't see anyone to give a public comment or PHAR comment, but I guess I'll just remind my fellow commissioners that Crescent Hall's beautification is tomorrow morning from 9 to 12.
00:06:21
If you want to come paint with me, I'm going to paint.
00:06:34
So that's that.
00:06:36
Do any of you have anything that you want to
00:06:40
OK, cool.
00:06:42
All right, so Resolution 1504 is up for approval for the submission of the Charlottesville Redevelopment and Housing Authority's proposed revised annual plan for 2026 to 2027.
00:07:06
Is there a motion to approve submission?
SPEAKER_04
00:07:11
Motion Second Commissioner Moss?
00:07:15
Yes Commissioner Hicks?
00:07:17
Yes Commissioner O'Rourke?
00:07:19
Yes Commissioner Payne?
00:07:20
Yes Motion passes
SPEAKER_02
00:07:25
All right.
00:07:27
Just for the public, if there is anyone watching online or the recording, could we get just like a brief explanation of the purpose of it and what engagement occurred as developing it?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:07:41
Yep.
Kathleen Glenn-Matthews
Deputy Executive Director
00:07:46
All right, so tonight we're here.
00:07:50
I'm Kathleen Glenn-Matthews, just for the record.
00:07:52
I'm the Deputy Executive Director of the Housing Authority.
00:07:55
This was to approve a revised version of the Housing Authority's 2026, 2027 annual plan that's currently in practice right now as of April 1st.
00:08:11
We,
00:08:12
Annual plans are important.
00:08:14
They're what we use to ask HUD for money, particular capital funds.
00:08:19
We have to follow a specific process every year, which involves resident participation and working with our resident advisory board, which is the board at PHAR.
00:08:32
This was the calendar we used to work on this revised plan.
00:08:37
We started in July.
00:08:38
We had some extensions that I'll talk about in just a second.
00:08:44
And if we are successful, and we just were successful getting this approved tonight, we'll be working on getting the resolution signed and some of the other paperwork.
00:08:56
I'll go over real quickly.
00:08:58
And then I'll be submitting this on the HUD portal
00:09:00
and John Sales will be submitting it via email to HUD.
00:09:08
This is all on our website and we had it posted at all of our offices and if anyone's ever having trouble finding it just let me know and I'll be really happy to share it.
00:09:20
We
00:09:22
who posted it July 1st.
00:09:24
And this is in response to West Stevens redevelopment planning.
00:09:29
It was about significant amendments and modifications and new activities in response to that redevelopment work.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:09:40
Is it fair to say, Kathleen, that the changes are primarily as a result of redevelopment or is there anything outside of that?
00:09:48
So it's all redevelopment.
Kathleen Glenn-Matthews
Deputy Executive Director
00:09:49
It was all completely focused on that.
00:09:51
and we also have John Sales with us too if anyone has questions for him.
00:09:57
We worked with the RAB from the beginning.
00:10:00
We even contacted them right before it was posted and then there were other meetings that happened that resulted in some revisions.
00:10:10
John met with Victoria from Legal Aid as well as some of the RAB and they went over some of the changes they wanted to make and
00:10:20
He had us make those changes which I talked about at the last board meeting and they reflected in the final draft.
00:10:28
So one was just a calculation change from 164 to 150.
00:10:33
We talked about adding
00:10:37
being clear about the resident amenity space would have a recreation center and SRO units as a desired thing.
00:10:45
We removed that we anticipated project basing all 126 TPVs back into the development.
00:10:55
Instead, we changed that to that any remaining units in phase one, we'd use PPVs from our regular program.
00:11:04
So those changes were made in a couple of different sections in B1 and B2, the exact same changes.
00:11:11
And those were asked for by the RAB and made in the plan.
00:11:18
We got everything signed by the city manager.
00:11:22
They were really great and quick to review what we sent them and got this back to us.
00:11:30
I've got a recording here of the PHAR letter that we got discussing the process itself.
00:11:42
And what I did is I took this PHAR letter and I put it side by side.
00:11:47
Can you see that all right?
00:11:49
With the letter from John Sales.
00:11:52
And most of it is just us saying that we made these changes.
00:11:59
and that we do support what they're saying, looking for ways to deploy public housing unit assistance and preserve those units as well as preservation of protections with our properties.
00:12:18
So that was a pretty straightforward process, particularly thanks to the meeting that happened.
00:12:24
And so when I had the hearing,
00:12:29
I had a decent turnout.
00:12:31
I just had a few things that came up.
00:12:35
Mainly about just acronyms, we had questions about why the changes were made, why the rep has to make the changes, and Mr.
00:12:49
Sales was able to answer all that.
00:12:52
We also had questions about what is an SRO, and we talked about that a little bit, and also that there is a hope
00:13:00
and this would be something that would also lean into the nonprofit too but I hope that we could wrap have wraparound supportive services with single-room occupancy also because we know that makes it more successful.
00:13:10
We talked a little bit about, there were questions about relocation options and we just said, you know, there would be consultation meetings.
00:13:17
There's already one scheduled soon.
00:13:19
And it's, you know, it's a work in progress right now, but the housing authority staff will be working really hard on that process with the residents.
00:13:30
I was just at the west of a meeting where they were letting them know about that as well, that they're going to be having many conversations around that.
00:13:37
We had a resident who came to the meeting and
00:13:41
raised concerns about security at West Haven.
00:13:44
And it's wanting us to focus on additional funding for security measures.
00:13:50
And Mr.
00:13:51
Sales explained some of our challenges with budgeting and for supporting those services, but also that we wanna work more with the safety committee and having meetings with the police and other resources
00:14:09
to air community concerns and really talk about what different things can look like with, you know, accountability in a neighborhood, what good policing looks like and other things as well.
00:14:22
And that's gonna be ongoing conversations.
00:14:25
So following this, some items to be signed will be this resolution that I'm grateful to you all for approving.
00:14:35
We have a certification of compliance.
00:14:38
and I'll show you all these forms in just a second.
00:14:41
A civil rights certification and a certification of payments to influence federal transactions.
00:14:46
And these are all just HUD documents that we have to do each time.
00:14:51
They've been attached to the annual plan since it was first post to July 1st for anyone who wanted to look at these HUD forms as well.
00:15:02
And
00:15:02
We went over that too with everyone a little bit.
00:15:06
But this is an example of a form here that's gonna be signed by Mr.
00:15:10
Sales and Commissioner O'Rourke.
00:15:14
And then we have our civil rights certification that will also be attached to the board resolution that they'll both sign.
00:15:23
and they will both be signing the resolution as well as this certificate about using federal funds.
00:15:32
And this is the resolution itself that you all just approved and we'll be attaching, we'll have a final draft that I'm sure Maria will be getting out to everyone to sign probably Monday, if not sooner, maybe even at Crescent Hills tomorrow.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:15:51
I can sign it.
Kathleen Glenn-Matthews
Deputy Executive Director
00:15:55
Any questions?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:15:58
Thank you.
Kathleen Glenn-Matthews
Deputy Executive Director
00:15:59
Thank you, Kathleen.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:05
I'm not sure if I see that John and Delphine have joined.
00:16:12
I don't know if either of you have anything that you want to say about anything.
Kathleen Glenn-Matthews
Deputy Executive Director
00:16:23
I don't want to comment.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:25
Okay, awesome.
00:16:28
Well, that actually concludes our agenda for this evening, unless anyone has anything else.
00:16:37
John, I hope you feel better.
00:16:40
Can we get a motion to adjourn, please?
SPEAKER_01
00:16:43
Motion.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:44
Second.
SPEAKER_04
00:16:45
Commissioner Moss?
00:16:47
Yes.
00:16:47
Commissioner Hicks?
00:16:48
Yes.
00:16:49
Commissioner O'Rourke?
00:16:50
Yes.
00:16:50
Commissioner Payne?
SPEAKER_02
00:16:51
Yes.
SPEAKER_04
00:16:53
All right.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:59
Maria, do you want me to sign them electronically or you want me to sign them right now?
00:17:03
Um, electronically.
SPEAKER_04
00:17:06
Okay.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:17:08
Usually that's what you want me to do.
SPEAKER_05
00:17:12
Thank you.
SPEAKER_04
00:17:17
No, you don't want it.
00:17:18
I won't bring it here.
SPEAKER_05
00:17:21
Okay.
00:17:21
Oh,
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:17:22
Does anybody know what the concert is tonight?
00:17:30
It looked a little hippie-ish.
SPEAKER_04
00:17:34
That's what Bridget said.
00:17:36
I said the guy was giving hippie vibes.
00:17:41
That's what she said?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:17:41
Okay, so that's a thing.
00:17:43
And then it looked like this long line going down the mall and I was like,
00:17:48
I don't know, but I just walked past everybody and I was like, I've got it very seriously.
SPEAKER_02
00:17:55
Well apparently they're like super popular and people are coming from like all over Virginia.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:18:01
I mean it looks like, I mean I don't, you don't normally see people lining up waiting to come in.
