Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:00:00
clear characters and it was maybe there's one more I like it was all very interesting.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:00:21
Yeah, John texted me this morning and he's like,
00:00:26
I'm very sick.
00:00:29
And he's like, but I got a Z-Pak, so I might be there.
00:00:32
And I was like, yeah, no.
00:00:33
No.
00:00:33
Please don't be there.
00:00:36
I would prefer you to not be there.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:00:39
Please stay far, far away.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:00:40
Yeah.
00:00:41
But if it's a far pass, I'll get booties.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:00:43
Yes.
00:00:45
I feel like I had a student who was in the ER yesterday with a strep and some stomach viruses going around.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:00:53
So yeah.
Annette Wilcox
00:02:02
If I'm a couple minutes late, sorry.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:02:04
Oh, we haven't started yet.
00:02:06
We haven't started.
00:02:07
We're right on time.
Annette Wilcox
00:02:23
I wasn't here last week because I had a, yeah, I didn't want to go.
00:02:29
I was tired.
00:02:31
That's fair, yeah.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:02:33
That's fair.
Annette Wilcox
00:02:35
I might have someone for the board.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:02:49
Awesome.
00:02:50
Yeah, it looks like I've seen it pop up that they seem to be advertising a little better because I've seen the need for a board
00:02:59
for participation for all the boards in a couple different places.
00:03:04
Which is... For location?
00:03:07
You don't need to write anything for location.
00:03:10
We know where we are.
00:03:15
Yeah, so I've seen it for a bunch of different boards, because it used to be...
00:03:20
I often wouldn't see anything unless you signed up for the email.
Annette Wilcox
00:03:24
I don't have time to write my address.
00:03:28
My address has not changed.
00:03:30
But that's fine.
00:03:31
That's fine.
00:03:34
In case of a true emergency, my phone, I'm giving you my phone number in case of a true, intimate weather emergency.
00:03:45
Oh, okay.
00:03:46
And if somebody calls in sick.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:49
Okay, sounds good.
00:03:53
Alright, let's give Maria a second.
Annette Wilcox
00:03:55
Yeah.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:57
Call our meeting to order.
00:03:59
Oh, you can just sit it down there and we'll pick it up when we get any leftover papers.
00:04:10
Just, you can just, thank you.
00:04:12
I'm sorry.
Annette Wilcox
00:04:18
Wait a minute, thank you.
00:04:23
This is for the.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:25
Yeah, we'll get it when the meeting's over.
Annette Wilcox
00:04:28
I know.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:29
Yes, it makes it easier for me.
00:04:34
Yeah, we just got, when we pick the, this, okay.
00:04:40
All right, Maria, you ready?
Kathleen Glenn-Matthews
Deputy Executive Director
00:04:42
Yes, I'm ready.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:43
Okay, we will call the meeting to order.
00:04:47
May I please have a roll call of commissioners?
TerAna Banks
Director of Public Housing
00:04:50
Commissioner Hicks?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:51
Here.
TerAna Banks
Director of Public Housing
00:04:52
Commissioner Rosenblith?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:53
Here.
TerAna Banks
Director of Public Housing
00:04:54
Commissioner O'Rourke?
00:04:55
Here.
00:04:56
Commissioner Bain?
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:04:57
Here.
TerAna Banks
Director of Public Housing
00:04:58
Thank you.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:05:00
All right, we'll take a moment of silence please.
00:05:13
All right, general announcements.
00:05:16
Our next
00:05:17
CRHA board work session is Thursday, May 14th at 6 p.m. Our next regular board meeting is Monday, May 25th.
00:05:27
That's Memorial Day, so maybe not.
00:05:31
We'll update that.
00:05:34
I don't know what we're doing.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:05:35
Can we just reschedule?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:05:37
Yeah.
00:05:40
The redevelopment committee meeting is every first Thursday of the month from 3 to 4.
00:05:46
on Zoom, the Safety Committee meeting is every second Wednesday of the month at noon, and there's in-person or a team meeting, and then Residence Services is quarterly on the second Tuesday of the month from one to two.
00:06:05
Do any commissioners have, oh no, I'm not there yet, sorry.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:06:11
Any reminders or anything?
00:06:16
The city is currently accepting applications for boards and commissions.
00:06:20
The current deadline is May 1st, and one of those boards is Charlottesville Redevelopment and Housing Authority, this board, for one at-large seat and then one resident commissioner seat.
00:06:31
So if anyone either here knows of someone interested or anyone watching is potentially interested, those seats are open to apply for, again, with a deadline of May 1st.
00:06:44
Thank you, Michael.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:06:47
Okay, I will open it up now for public comment.
SPEAKER_02
00:06:53
Hi, I'm Victoria O'Rourke.
00:06:55
I'm an attorney at the Legal Aid Justice Center.
00:06:58
Thank you commissioners.
00:07:00
I just wanted to make a public comment again about the minimum rent and our suggestion that CRHA consider eliminating the minimum rent.
00:07:08
I know this is something the board has thought about before and I just wanted to bring one new angle
00:07:14
about sort of the finances of the minimum rent issue.
00:07:17
There are pending cases right now that CRHA has against tenants who only pay $35 in rent.
00:07:23
And that means that tenant makes $116 a month or less, which is very, very little income.
00:07:30
It's almost impossible that CRHA would ever recover that income from those people through the court process.
00:07:35
Thankfully, CRHA actually doesn't try to garnish people's wages.
00:07:39
But even so, they would be legally prohibited from doing so because those people make so little money.
00:07:44
and it costs $61 for each of those filings plus attorney's fees.
00:07:50
So this is just sort of our pitch to say like it doesn't make sense from CRHA's perspective but it also doesn't make sense from a tenant perspective.
00:07:57
These are people who make so little money and they really need that extra $35 in order to pay for emergency expenses, childcare expenses, things like that.
00:08:07
So we would just urge from both the housing authority and from the tenant perspective to eliminate the minimum rent
00:08:13
and I think it would save a staff burden as well of having to file those UD's, having to appear in court, that kind of thing.
00:08:20
So I think a lot of stress would come off the tenants and there would be less administration for the staff.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:26
So thank you.
00:08:27
Thank you.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:08:28
I had spoken to John about that in our 2221 meeting and he had, like we had spoken about maybe kind of CRHA coming, like figuring out if they could run numbers and take those things into consideration so maybe that's
00:08:43
something we can kind of start to think about more over the summer and get a sense of how that would impact the budget and figure out if we can make a good argument.
00:08:55
I think obviously it's already a good argument for residents potentially, but if we can understand what the financial impact of that would be, I think that would be a helpful thing for all of us as we think about it before our next fiscal year.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:09:12
Awesome, thank you.
00:09:14
Do we have any other public comment?
Annette Wilcox
00:09:18
Yes.
00:09:27
Fridays after five, that bag check has been an issue for the past two years out of dance concerts.
00:09:41
and I heard, yes, that I wish to secure, yeah, I'm gonna try to get the city manager to show me where to go for dance concerts.
00:10:00
So I don't have to, yeah, and try to bring, not try to bring just my, it's my keys and my money.
00:10:11
my sunglasses I should bring and keys so I can put them I'll try to put them in my bag so they don't get lost this and that really has got to stop and I don't deserve because it's a it's been a safety for guns and weapons and I don't do do that
00:10:39
I'm gonna try to discuss that with my city manager eventually.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:10:48
Okay.
00:10:50
Thank you.
00:10:51
Thank you.
Annette Wilcox
00:10:53
Thank you.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:59
Miss Giles, do you have any PHAR comments this evening?
00:11:03
You might?
00:11:04
Okay.
00:11:05
We'll save it.
00:11:07
Alright, any updates from commissioners or topics for discussion?
00:11:16
Okay, next up is the approval of the board minutes from March 23rd.
00:11:22
Can I get a motion to approve?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:11:33
Motion.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:35
and a second.
00:11:37
Second.
00:11:39
All right.
00:11:40
All in favor?
00:11:41
Aye.
00:11:42
All opposed?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:11:44
And I'll just abstain as I wasn't at the meeting.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:49
All right.
00:11:50
Next up, we have a property management update.
TerAna Banks
Director of Public Housing
00:11:55
Good evening to the board and everyone that's there in person.
00:12:04
We have a few things.
00:12:06
We sent out a spring reminder notice that contained a bunch of reminders for all the properties, so every family got one.
00:12:21
Reminders of proper parking passes.
00:12:24
We have a few days
00:12:26
Until 5-1, residents have had over two months to now come in and provide their required documents to get their new updated passes.
00:12:42
And we have sent reminders out through TextMyGov.
00:12:47
We are using that a lot more.
00:12:50
So to all partners,
00:12:52
Instead, we are asking everyone to encourage residents to sign up for those reminders from TextMyGov.
00:13:01
It's a much more efficient way to send out reminders rather than posting papers on people's door, which we still do obviously, but we also had our first beautification day last month.
00:13:18
We actually did two sites.
00:13:21
We did an initial run at West Haven and we did Riverside.
00:13:26
It turned out really well.
00:13:29
We were able to
00:13:32
Get that done.
00:13:33
Our next beautification day is?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:13:38
It's May 8th at Mickey and Madison.
00:13:40
I was looking at it this morning.
TerAna Banks
Director of Public Housing
00:13:42
OK.
00:13:43
Thank you.
00:13:45
So we greatly encourage all of our partners to, if you can, please come join us in beautifying our properties.
00:13:59
Let's see, we did want to highlight that we have a lot of trainings for staff coming up.
00:14:09
We are really ramping up on training this year.
00:14:12
We do it every year, but we pretty much have the year planned out.
00:14:18
And if there's any trainings that partners would like to see or have, please do feel free to reach out.
00:14:26
and we can talk about and plan those trainings or learning sessions.
00:14:36
I believe that is all I have.
00:14:38
Does anyone have any questions?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:14:45
All right.
00:14:46
Thank you, Miss Banks.
00:14:47
Thank you.
00:14:50
Okay, HCV program update.
Kathleen Glenn-Matthews
Deputy Executive Director
00:14:55
All right.
00:14:56
All right, if you look at the Excel spreadsheet we have for the each of you report, you'll see that they're continuing to work on regular inspections and research.
00:15:07
There's currently 623 head vouchers, three stuff, and 66 key straps.
00:15:13
Right now there's two vouchers on the street for older individuals trying to get those vouchers mixed up.
00:15:20
There's nothing major right now for HPV.
00:15:23
We don't plan to release any vouchers at the moment until after the redevelopment units come online.
00:15:33
Any questions?
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:15:36
No.
Kathleen Glenn-Matthews
Deputy Executive Director
00:15:40
Thank you, Kathleen.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:15:43
Sure.
00:15:43
Okay, resident services.
00:15:46
Kathleen.
Kathleen Glenn-Matthews
Deputy Executive Director
00:15:46
Yeah.
00:15:50
Some of the resident service staff presented at the Virginia Workforce Symposium in Harrisonburg last week on building community resilience to economic challenges.
00:16:00
It's the first time we attended one of those symposiums.
00:16:04
It was a new experience for us, but we think we will return because we're working on building out economic opportunity programs.
00:16:12
We discussed our ongoing work towards defining
00:16:16
more effective self-sufficient programs to meet the needs of residents.
00:16:21
We talked a lot about the importance of wraparound services and the need to prevent the risk of housing instability and that we really need to make sure the individual has housing stability before they can be successful in the workplace.
00:16:38
It was overall a good experience.
00:16:40
There was a lot of different workforce providers there
00:16:45
are often just pushing to get someone employed and maybe not pausing to see what might be happening in the household.
00:16:54
The eviction diversion program continues to be challenging.
00:16:58
We're hopeful to hear, seeing if we're able to get some funding from the city and we appreciated the support on this.
00:17:07
We currently have a resident service position posted.
00:17:12
I did a bit of door knocking since we have an open position right now at six sites and it was really helpful for me to do that myself just to get a better feel for what might incentivize some of our community to come talk to us more and I do think having some rental assistance funds that could be talked about for them coming to me with us would really help.
00:17:40
I'm very excited about the city council approving the nonprofit and are eager to assist in setting up this process and thank you also to the board for supporting that.
00:17:51
Our youth services program continues doing beautification and we give stipends to our young community members at different sites who help with this.
00:18:02
We really feel it fosters pride and connection with our young residents, with our neighborhood and we're continuing to build out that program.
00:18:11
Just a couple of things upcoming.
00:18:15
We hope to hear in the next month or two about our grant application to the Department of Labor.
00:18:21
We will definitely update you once we do hear that.
00:18:25
We're finalizing our draft of the emergency plan and disaster response.
00:18:31
As soon as we have final management team approval on that, we're gonna move to community meetings to review the draft and get feedback
00:18:42
and the last thing I had is we'll be starting planning for the annual plan process late spring, early summer, so you'll be hearing a lot about that.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:18:58
Any questions for me?
00:18:59
As for the nonprofit, does that mean now that we have the city approval that we can file the paperwork with the IRS and like what's the kind of, what's the timeline there now that we've gotten that
00:19:10
Item checked off, and are there other things that would be helpful for the board to do in support of that process?
Kathleen Glenn-Matthews
Deputy Executive Director
00:19:17
The next step will be working with our council, Miss Carnes, who I just noticed is also on here, and I'm not quite sure about the timeline.
00:19:26
Are you able to comment on that, Miss Carnes?
Delphine Carnes
CRHA Legal Counsel
00:19:33
Yes, so once we create the entity and obtain an EIN,
00:19:37
We just need to work through the process for the 1023 application, which is the application with the Internal Revenue Service for the formal tax exempt status.
00:19:51
So I will work with John and with Kathleen on the estimated budget for the first year of operations of the entity.
00:20:00
And then we have to also submit projections for the two years after that.
00:20:06
So we'll work on a budget, we'll work on refining the mission and activities, and then we'll submit for IRS approval.
00:20:14
And it takes on average about six months, but that's just an average, that's not a commitment.
00:20:21
It all depends on how many applications are submitted to the IRS and how long it takes them to turn around any response.
00:20:29
They may ask for additional information, they may ask for additional documentation, but usually it's about six to nine months between the date of the submission and the actual approval of the tax exempt status.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:20:44
Thank you.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:20:51
If not,
00:20:53
Not a question, but a comment on the eviction diversion
00:21:02
request and topic just that the city has obviously adopted our budget and we had kind of broader funding for CRHA as a fundamental agency as well as funding for capital projects obviously, but unfortunately it was not included in the budget, the request for additional funds for the eviction diversion program.
00:21:24
That said,
00:21:25
It's not the end of the ability for that to be funded because there are both existing surpluses and contingency funds that are available for one-time expenditures, which this would be.
00:21:38
Longer term, there's always additionally the potential for a year in surplus, but that would necessarily be towards
00:21:48
into the year beginning of next year.
00:21:50
And I know the need is more immediate than that.
00:21:53
All of which say if there's any either community members or CRHA board members who would be interested in emailing city council as a whole about why funding that is a priority, I think that would definitely be useful just to try to elevate it as
00:22:16
Top priority for how the city should allocate our existing surpluses.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:22:23
Do you think that there's any specific things that we should say that might be persuasive?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:22:31
Well, I know a few weeks ago, Kathleen had emailed out just kind of a one-pager type document explaining the program as well as some talking points.
00:22:41
I think that's certainly a good place to start.
00:22:46
OK.
00:22:47
I mean, in general, obviously, just that it's in the city's interest to not have people displaced and enter homelessness.
00:22:59
And it requires investment and a lot of intentionality.
00:23:04
And you can't do it without investment.
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:23:10
Great.
00:23:11
Kathleen, would you be able to send that to me, please?
00:23:14
Would you send that to me, please, the one-pager?
00:23:16
Yeah, thank you.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:23:27
Okay.
00:23:30
Any other questions for Kathleen?
00:23:35
No.
00:23:36
Okay.
00:23:37
Ms. Sciles?
00:23:39
No.
00:23:41
All right, any other topics folks would like to raise while we are together?
Annette Wilcox
00:23:50
In case we can't have a public housing authority on Memorial Day, which is the fourth Monday of May, which...
00:24:06
I can call and let you know.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:24:08
Yeah, we don't know yet.
00:24:10
We just realized that we need to change that.
Annette Wilcox
00:24:14
Can we switch backwards to May?
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:24:20
I don't know.
00:24:20
We'll have to figure it out.
00:24:22
We'll talk to Mr.
00:24:23
Sales offline, and we'll follow up.
Annette Wilcox
00:24:24
Yes.
00:24:26
And please break these outlets.
00:24:29
I just gave you my address.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:24:32
Yes, ma'am.
00:24:35
Thank you.
00:24:35
OK. That concludes our agenda for this evening.
Annette Wilcox
00:24:38
I'll try to find it in that packet.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:24:43
OK. Can I get a motion to adjourn?
Gillet Rosenblith
Member, Charlottesville Redevelopment and Housing Authority Board
00:24:49
Motion.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:24:51
And second?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:24:52
Second.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:24:54
All in favor?
00:24:55
Yes.
00:24:56
All opposed?
00:24:59
All right.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:25:00
Meeting adjourned.
00:25:02
Good night.
00:25:03
Thank you.
Kathleen Glenn-Matthews
Deputy Executive Director
00:25:09
That was it.
