SPEAKER_06
00:19:51
Mr.

00:19:52
Sales, anything to comment?
00:19:54
We made all of the changes that we discussed a few months ago that included removing our ability to tow together with the state inspection.
00:20:07
Because of state inspection,
00:20:09
and we've brought in the notice period for inaugural vehicles, which will also be seen as highlighted in 30 days.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:20:19
Okay.

00:20:48

00:20:51
Alrighty, next up, housing director update.
TerAna Banks
Director of Public Housing
00:20:58
Good evening to the board and to everyone that's there.
00:21:04
Really quickly, we don't have much
00:21:07
Tonight we are just planning for the year.
00:21:11
We'd like to encourage our partners to encourage our residents to attend the meetings that we plan.
00:21:19
We will try to have in-person and virtual option as we've had in the past.
00:21:25
We also are planning our events for the upcoming year so we may be reaching out to partners and some of the board members to participate and make donations just like they've done in the past.
00:21:41
We have completed our beginning of the year evaluation so we are scheduling
00:21:46
Team, trainings for this year and I think that's pretty much all.
00:21:56
We're just basically preparing for the year to come.
00:22:01
Did anyone have any specific questions on the report?
00:22:10
Okay, if not, that's all we have.
00:22:13
We just want to encourage our residents to come out to meetings and to participate in events this year and just encourage more team building and collaboration between the staff and the residents.
00:22:29
Thank you.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:22:30
Thank you, Miss Banks.
00:22:34
Okay, HCV program manager update.
John Sales
Executive Director
00:22:40
I'm going to do that one.
00:22:41
I'm the ACP program manager, that's LaShonda Esther.
00:22:46
The program has been pretty consistent.
00:22:48
We have 466 participants with a total half of about half a million dollars a year a month.
00:22:54
We have 1,700 families on our wait list.
00:22:57
We have not pulled from our wait list and we do not anticipate pulling from our wait list this year.
00:23:03
The mainstream program is steady at 34 families.
00:23:06
That program did enter into a shortfall last year
00:23:09
and so we have not pulled for that as well.
00:23:12
There's 45 vouchers at Crescent Hall's and so we have some vacancies there.
00:23:17
There's seven vacancies there.
00:23:19
and at South First Street, there's 24 project-based voucher units and so all 24 are leased up.
00:23:25
Tax Credit has, not Tax Credit, the crossings, I'm sorry, has 21, which means they have one voucher open.
00:23:34
Enhanced vouchers, we have five.
00:23:36
Emergency vouchers, we have 12.
00:23:38
And those vouchers, we are gonna start transitioning over to the regular voucher program because HUD has sunsetted that program.
00:23:47
The tenant protection vouchers, we have eight tenant relocation vouchers, we have eight FASH vouchers, we have three, but we're looking to apply for more.
00:23:56
FYI, we have 17 and we have 11 port vouchers.
00:24:00
You're gonna see that number has changed or it should have changed, it should have went down because we just did a large absorption because we had housing authorities that had not paid us since 2017.
00:24:15
and so it's only bad is that we continue asking for a check that we haven't received since 2017 so we've actually moved all those families on our regular program as of this VMS report this month and so that number dropped and we will be meeting quarterly with some of those big housing authorities to make sure they stay up to date on their payments going forward because I think the amount was a little bit over $300,000 so it was a pretty big number.
00:24:45
Cis Rep is consistent at 70 participants and there is not any room for growth at that program at the moment.
00:24:54
We're currently looking at the administration of the program and how it's currently
00:25:02
the current requirements for participants to be in self-sufficiency programs to make sure that folks are actually in those programs and they're working with the caseworker because we have folks who have been in the program since 2017 and self-sufficiency the way it's supposed to work your income should come up in that case a lot of them it's actually going down and so we need to figure out what's going on there and figure out if we
00:25:27
We need to add more resources or we need to talk to the city about how they can expand the funding just because the program is not, it's gonna take a lot longer for folks to get to where the city would like to see them get to.
00:25:44
We do have eight vouchers on the street and those are for people who are moving.
00:25:49
And that is all I have tonight.
00:25:55
Budget, the finance year basically ends on March 31st, and so just like public health, we'll be working to close out the grants and complete all inspections, so keep seeing inspections, get ready for our CMAP for the next two and a half months.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:26:22
All right, TC finance update.
00:26:29
Good afternoon, everyone.
SPEAKER_00
00:26:31
Hello.
00:26:32
Don't have too much.
00:26:33
We have our audit completed.
00:26:36
It has not been approved by HUD yet, so once that is, I'll get it in front of you guys.
00:26:41
No timeline on that.
00:26:42
By the time last year, it was already approved, but I know they've had some major staff changes, so really not sure what timeline to give you on that.
00:26:50
Our tax credit properties are under audit right now.
00:26:52
Those should be completed by April 15th.
00:26:55
So once those are completed, we'll get those in front of you as well.
00:26:58
Budget is kind of the biggest thing in wrapping up for year end so currently working on that pretty diligently and we'll have that ready for you by the March board meeting.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:27:11
Alright, any questions for TC?
00:27:12
Alright, thank you very much.
00:27:20
Okay, we'll now open it up again for public comment and FAR comment.
SPEAKER_03
00:27:46
Hi, how are y'all doing?
00:27:49
So something we have coming up is our financial literacy event on March 2nd.
00:27:54
That's going to be at Crescent Halls.
00:27:57
We're also planning a trivia night for voter engagement and voter education.
00:28:02
That's going to be sometime in April.
00:28:05
That's all thanks to a grant that we got through the National Low Income Housing Coalition, which we're very excited for.
00:28:12
Additionally, we have our community power labs coming up.
00:28:15
They're the last Thursdays of every month.
00:28:19
and our internship class is going well.
00:28:21
We actually just started our public speaking section today which went really, really well and so we have some interns here who were very excited to learn about public speaking.
00:28:33
So yeah, just lots of different programming coming up.
00:28:35
We are also looking to have a resource fair, spring resource fair with different partners including CRHA so that residents know what resources are available to them and yeah.
00:28:50
Thank you.
SPEAKER_08
00:28:52
Awesome.
00:28:52
Thank you.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:28:58
Do we have any other, anyone else who wants to comment?
00:29:07
Okay.
00:29:08
Well, I wasn't expecting it to be such a short meeting, but that concludes our agenda for tonight.
00:29:16
So may I get a motion to adjourn?
SPEAKER_06
00:29:19
Motion.
Brigid O'Rourke
Chair, Charlottesville Redevelopment and Housing Authority Board
00:29:21
Second?
00:29:22

00:29:25
Aye.
00:29:26

00:29:26
All opposed?
00:29:28
