SPEAKER_01
00:00:00
If you'd like me asking, do you mind at home, but my daughter wouldn't let me.
00:00:06
She wouldn't let you home.
00:00:09
I can't do that, I have to be on my own.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:00:10
If you'd like to do that with me, it's gonna be fine.
00:00:18
Okay.
00:00:22
Yeah, full scope out of the spot, probably by the community center.
00:00:25
Yeah, that's what you're thinking.
Kathleen Glenn-Matthews
Deputy Executive Director
00:00:27
Or the playground.
00:00:29
but there gets other traffic.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:00:33
Well, and this is just food.
00:00:37
It's not a sexy pantry.
00:00:39
Although the sexy pantry is quite popular and we have, are we on Zoom?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:00:45
Yeah, we are.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:00:48
We have quite some interesting conversations.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:00:56
Have you seen Miss Alice?
00:00:57
What?
SPEAKER_01
00:00:58
I'm trying to figure what went first.
00:01:07
Other one of them, the first date.
00:01:13
It wasn't one was, I can't remember what it was.
00:01:19
I can't remember what it was.
00:01:21
I tell you what, they disappeared all the condoms.
00:01:27
They still in there.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:01:28
Well, no.
00:01:29
I mean, one of the baskets was empty.
00:01:31
That might be because we stocked a lot of them.
00:01:36
And we had several people tell us about how they did treat them.
00:01:41
I know some people's preferences.
00:01:46
We were asked maybe if we offered any services.
00:01:49
I mean, let's worry about it.
00:01:58
All right, we're gonna need to see you, Javier.
00:02:05
We're gonna need one more person.
00:02:08
One more to show up in person for a set quorum.
00:02:13
So.
00:02:13
There go one.
00:02:15
Well, he's not in person.
SPEAKER_01
00:02:18
Oh.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:02:20
I'm sorry you're feeling bad, Mr. Payne.
00:02:27
We're waiting.
00:02:28
We don't have a quorum in person yet.
SPEAKER_01
00:02:34
Well, we got two more people coming in person.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:02:40
Well, we are hoping.
00:02:48
If not, we won't have a quorum.
00:02:52
So we need to
00:02:55
Wes is gonna be late, I didn't know about Laura, but I mean it is only 6.03, we're just really pumped to get it started.
00:03:05
As always, we're always ready to get it going.
00:03:10
How are you?
00:03:11
Good.
00:03:13
So we'll give it a couple more minutes.
00:03:23
Now we have a quorum.
SPEAKER_01
00:03:28
They probably took it off when they went out.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:03:34
I realized when I got here that I didn't have my cell phone, so I couldn't text anyone.
00:03:39
Should we get started or are we gonna wait?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:03:50
We're waiting for you so we would have a quorum.
00:03:53
Oh, here I am.
00:03:56
Here is
00:03:57
Commissioner Goldblatt, all right.
00:04:00
Call the meeting to order.
00:04:03
Can we get a roll call please?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:04:05
Yes, Commissioner Washington?
SPEAKER_01
00:04:08
Here.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:04:08
Commissioner Hicks?
00:04:10
Here.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:04:11
Commissioner Wicks?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:12
Here.
00:04:12
Commissioner Goldblatt?
00:04:14
Here.
00:04:15
Commissioner Rosales?
00:04:17
Present.
00:04:18
Commissioner Payne?
00:04:20
Present.
00:04:21
Great, yeah.
00:04:25
All right.
00:04:26
Okay, we'll take a, do a moment of silence.
00:04:36
All right, general announcements, meeting dates and reminders.
00:04:41
Our next board working session is on Thursday, September 13th.
00:04:46
And then our next regular board meeting will be Monday, September 23rd.
00:04:51
We have the Redevelopment Committee meeting every first Thursday of the month.
00:04:56
on the, oh, wait, do we have, oh, 13th, not 17th.
00:05:04
Sorry, I'm confused, because then it says two Thursdays below for the redevelop, oh, sorry, the redevelopment committee meeting will be on September 5th at three, and the admin redevelopment meeting will be on September 19th at one.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:05:20
So the 13th of September is a Friday, so I assume we mean the 12th, right?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:05:28
Yes, okay.
00:05:34
All right, and then we have the safety committee meeting every other Wednesday at four, so September 4th and September 18th.
00:05:44
And then the resident services committee meeting will be September 10th at one.
00:05:50
Are there any other announcements?
00:05:57
Okay.
00:05:58
Move forward to public comments.
00:06:08
All right, any updates from commissioners?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:06:21
All right, moving out of line.
00:06:26
Did we ask for far comments?
00:06:28
I'm sorry, far comments.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:06:30
Okay, no problem.
00:06:33
That's okay.
00:06:35
I thought you might have flagged me down.
00:06:37
Okay, so next move for approval of the board minutes from July 22nd.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:06:43
I move to approve the board minutes from July 22nd.
SPEAKER_00
00:06:47
I'll second the motion.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:06:52
Thank you.
00:06:55
All in favor?
00:06:57
Aye.
00:06:58
All opposed?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:07:02
All right.
00:07:04
So now move to resolution 1478, authorizing the safety contract.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:07:13
Do we have any comments about this?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:07:18
I believe that Mr.
00:07:20
Sales discussed this with everyone in their separate 2-2-2-1s.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:07:32
Does anyone from CRHA, is there anything you want to add to perhaps what we heard from Mr.
00:07:36
Sales about that contract?
Kathleen Glenn-Matthews
Deputy Executive Director
00:07:41
It does not require a vote because it's under $100,000.
00:07:44
The information is being provided for transparency.
00:07:49
We'll be working with the current and the new company to ensure we get continuous coverage.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:07:56
And actually, I guess I didn't say it out loud.
00:07:58
The resolution 1478 is authorizing the execution of a security contract for Kress and Hulse.
00:08:11
Okay.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:08:13
So we don't need to do anything about this.
00:08:15
It's just FYI.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:17
Sounds like it.
00:08:19
Yeah, because it's less than $100,000.
00:08:20
Okay.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:08:20
Okay.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:23
All right.
Kathleen Glenn-Matthews
Deputy Executive Director
00:08:23
Housing director update.
00:08:40
I have a brief thing that's kind of an intersection of housing.
00:08:46
So I just want to know that the report was attached, but we also want you to know we received a 91 on our Crescent Hall's fire inspection.
00:08:55
All the violations identified have been completed.
00:08:58
About 90% of the violations were from the contractor.
SPEAKER_00
00:09:01
Sorry to interrupt, but we can't, I don't think we can hear you online.
Kathleen Glenn-Matthews
Deputy Executive Director
00:09:06
Is this better?
SPEAKER_00
00:09:08
Yes.
00:09:09
Okay.
Kathleen Glenn-Matthews
Deputy Executive Director
00:09:11
We received a 91 on our Crescent Hall's Inspire inspection.
00:09:16
All the violations identified have been completed.
00:09:19
About 90% of the violations were from contractor's work and we're preparing for inspections at Sixth Street and West Haven for September.
00:09:29
West Haven is the last week of the month and Sixth Street is the first week of September.
00:09:36
But Mr.
00:09:36
Sales just wanted me to share that with you.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:09:39
Okay, thank you.
00:09:40
Where does Inspire, I'm sorry 91, is that like, what is it?
Kathleen Glenn-Matthews
Deputy Executive Director
00:09:45
It's good, okay.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:09:47
Oh good, okay.
00:09:52
Okay, do we have an H, we have the attachment D for the HCV program manager update, is there anything to be called out there?
00:10:08
It's going to be a really fast meeting.
00:10:09
Yeah, seriously.
00:10:12
Okay.
Kathleen Glenn-Matthews
Deputy Executive Director
00:10:13
No, but if anyone has any questions, still let us know.
00:10:16
We're still looking at doing some type of trainings around wait lists.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:20
Okay.
00:10:20
Awesome.
00:10:20
Thank you.
00:10:22
Are there any notes or comments on the finance update?
Kathleen Glenn-Matthews
Deputy Executive Director
00:10:29
just that they're continuing to improve systems.
00:10:32
It's pretty exciting.
00:10:33
A lot of new things are coming in play, especially with the larger grants we're getting.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:39
Awesome.
00:10:46
Okay.
00:10:47
Mr.
00:10:48
Sales is not here, so I'm just guessing we're not doing an ED update, unless Kathleen, did you have any?
Kathleen Glenn-Matthews
Deputy Executive Director
00:10:56
No.
00:10:56
He didn't send anything.
00:10:59
Okay.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:11:07
I guess this is back to public comments.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:08
We're back to public comments.
00:11:10
Do we have any public comments this evening?
00:11:19
Or PHAR comments?
Kathleen Glenn-Matthews
Deputy Executive Director
00:11:23
I can give an update on the Josh Plus grant we received.
00:11:26
Oh great.
00:11:28
We've just hired a program manager who will be starting in the third and I'm going with her and our property manager to Philadelphia for a training for the program and are looking at, we have six months to set it up with a launch at the beginning of the year.
00:11:45
It's a four year program with site based in West Haven with a lot of partnerships with workforce and we're really excited to see things get off the ground with that.
00:11:57
So we're always looking for more space.
00:11:59
So if anyone knows of any budget office space, please let us know.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:12:05
So one of the things that Michael and I had talked about on our 2221, just to maybe let the other commissioners know, is the ethics policy that we'd wanted the board to work at.
00:12:14
So I think that's going to come up at our next work session so that we can review it and approve it.
00:12:20
And that way the nonprofit can make use of it.
00:12:22
So just to give people a heads up, I think that's supposed to be coming.
Kathleen Glenn-Matthews
Deputy Executive Director
00:12:26
And did you talk about possibly having two commissioners for the city council?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:12:32
Yes, I think it's going to be Brigid and I are going to be the two.
00:12:37
I don't know if we're targeting what date specific which meeting.
00:12:41
I hadn't heard which meeting.
Kathleen Glenn-Matthews
Deputy Executive Director
00:12:42
And once that happens, one of the follow-up steps will be
00:12:49
talking about CNE about a no contest clause with PHAR for funding and some of the other requests that were out there.
00:12:57
We also have the beginning of some surveys.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:13:13
Do you know, Kathleen, I think we were looking at nine
00:13:16
15 or 10-7 or 10-21, do you have any, or 9-16?
00:13:23
Do you know what, if the date has landed?
Kathleen Glenn-Matthews
Deputy Executive Director
00:13:25
I don't think so, are you aware?
00:13:28
We'll have to follow up on that.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:13:31
I think you just sign in there.
Annette Wilcox
00:13:34
Or it'd be somebody who's here.
00:13:36
No, it's for you to sign in.
Kathleen Glenn-Matthews
Deputy Executive Director
00:13:38
All right.
00:13:41
Can you follow up with them on that date?
00:13:45
for the council meeting.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:13:48
Just so we make sure we show up.
Kathleen Glenn-Matthews
Deputy Executive Director
00:13:52
No problem.
Annette Wilcox
00:13:53
Okay, do we, any other comments before we move to public comment?
SPEAKER_01
00:14:17
No.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:14:18
All right.
00:14:19
PHAR comments or public comment?
00:14:24
Ms. Carr.
00:14:26
Do you want to hear from Ms. Carr?
SPEAKER_02
00:14:31
Do you really want to hear from me, huh?
00:14:40
So one of my concerns was that Wednesdays, CRHA have maintenance meetings and safety meetings and it's been a lot of concern with people bringing maintenance within safety and safety within maintenance and I'm, you know,
00:15:05
One of the things is when people, problems happen at any given time.
00:15:10
So just because of the separation, I think that it needs to be where people can just voice at that particular time.
00:15:18
And that's been one of the biggest issues that I'm seeing right now, is that maintenance and safety being separated, people are seeing it in different times.
00:15:28
We don't know when safety's gonna happen and somebody's gonna talk about it, or if maintenance come up at safety time.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:15:35
Yes, so blurry lines between the meetings.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:15:37
Is that okay?
00:15:37
Is that something that we could address with staff?
00:15:40
Oh, thank you so much.
00:15:43
You're welcome.
00:15:43
To make sure that, you know, we obviously want to hear residents' concerns, and so is it okay to, when residents come, they should bring up what's on their mind?
00:15:51
Is there an issue with that on the staff side?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:15:58
I don't think so.
00:15:59
I think some maintenance issues
00:16:01
can be safety, some safety issues or maintenance, it's like a riddle.
00:16:08
So I mean, I don't know, I've been in the safety meeting where when maintenance issues have come up, I don't think it's a big deal.
00:16:13
If it's a, I don't know, I guess I'd just be like that one we know how to fix because it's a maintenance issue.
00:16:22
Some of the safety issues are not so easily resolved.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:16:28
Yeah, thank you.
00:16:29
And you can let people know that if they come, we're happy to listen to anything.
00:16:33
Yep.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:36
Ms. Giles?
00:16:39
No?
SPEAKER_00
00:16:40
Okay, no problem.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:44
I just didn't want to leave you out.
00:16:46
All right.
00:16:48
Are there any other comments on the Zoom?
00:16:54
Or in the room?
Annette Wilcox
00:17:00
Good evening, my name is Annette Wilcox.
00:17:03
I'm calling to find, yeah, I would agree that when my phone got out of line because of several storms, and I'm gonna try to get, when the repairman comes to fix my Bright Speed phone, I will try to get directions
00:17:29
How to control the phone line is not my fault.
00:17:34
And maybe it's just I'm going to try to do what I can so people don't get worried and have trouble looking, reaching for me.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:17:52
Thank you.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:17:59
Okay.
00:18:02
Does anyone have anything else this evening?
00:18:07
All right.
00:18:08
If not, I would look for a motion to adjourn.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:18:14
So moved.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:18:16
Do I give a second?
SPEAKER_01
00:18:18
I'll second.
00:18:21
All in favor?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:18:25
Thank you.
00:18:27
Thank you.
00:18:27
Thanks, everyone.
SPEAKER_00
00:18:29
Take care, everyone.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:18:32
Bye.
00:18:34
Wes wasn't going to be here.
00:18:35
Oh, I texted him.
00:18:36
No, he was going to be here.
00:18:37
I texted him because he was running late.
00:18:39
And I was like, don't take him all day.
00:18:42
We're going to leave.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:18:44
Did you bike ride him?
00:18:45
I did.
00:18:45
Yeah, I just, like, it's my first, you know, because I used to be a big, like, commuter.
00:18:49
And then when I got pregnant, they were like, shh.
SPEAKER_01
00:18:53
Oh, mercy, mercy, mercy, mercy.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:18:56
And then it just like sat because I was like, well, if I have to go to daycare suddenly, and then I was like, you know what, I'm just gonna get a child's bike, child's fuel on the bike, and if I have to, we'll just figure it out.
00:19:08
So I scoped out a route today.
00:19:09
You took your dog?
00:19:10
His new daycare.
