00:03:07
I said okay.
00:03:12
So how are y'all doing?
SPEAKER_03
00:03:17
That's a nice glass.
00:03:19
Thank you.
00:03:19
Hey, I need to come over to your office tomorrow.
SPEAKER_04
00:03:24
Come on over.
SPEAKER_03
00:03:25

00:03:34
That's right.
00:03:35
I did, yeah.
00:03:35
I did.
00:03:35
I'll try to catch it in the morning.
SPEAKER_04
00:03:37
Can we order something that hasn't came in yet?
SPEAKER_03
00:03:40
Yeah.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:03:56
That's why we up to two or three o'clock in the morning.
00:04:20
And I guess
00:04:26
Oh, so he on time too?
SPEAKER_03
00:04:29
Yeah, that's why it's going to rain.
00:04:31
Why?
00:04:32
Because you on time.
00:04:34
I'm always on time.
00:04:35
No, you're not.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:04:38
He mixed up.
SPEAKER_03
00:04:41
Whoa, whoa.
00:04:41
Hey, you going to relax like having a boy?
00:04:50
Right.
00:04:53
Hey, look, John don't have to run and give me no water tonight.
00:04:58
I bought my own.
00:05:10
Well, that was my exercise for today.
00:05:15
Either two I had to
00:05:20
walked in the hall and take trash and go wash clothes and go get them and bring them back and mop the floors and all that good stuff.
00:05:40
Thank God.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:05:41
He on the top of me.
00:05:43
They swore you in here?
00:05:45
No.
00:05:46
No?
SPEAKER_07
00:05:46
When did they say you were in here?
00:05:48
I just got noticed at the interview on the 20th.
SPEAKER_03
00:05:51
Okay.
00:05:53
So they'll swear in right after that.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:05:58
That's awesome.
SPEAKER_03
00:06:02
How do you feel?
00:06:06
Excited?
SPEAKER_03
00:06:06
Good.
00:06:08
Everybody running today, I don't know why.
00:06:16
Short meeting, is that what we saying?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:06:28
I said yeah, it shouldn't be long at all.
SPEAKER_03
00:06:35
We can get started.
SPEAKER_06
00:06:42
I'll text you that.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:06:43
Yeah, well, things got pretty intense.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:06:45
Yeah, I saw, yeah.
00:06:48
And I didn't know all of that.
00:06:50
One, though, together at the breakfast, the eagle's like, we probably both need to get to the, let's go to the school.
00:07:00
I'm like, all right, we can go after.
00:07:01
We were there till like one o'clock.
00:07:03
Second, I thought it was over.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:07:06
Oh yeah, the police were just warming up.
SPEAKER_03
00:07:17
And to her.
00:07:19
It ain't like there's gossip, but she says it to her.
00:07:27
Yeah, she knows she does her hair.
00:07:30
I was really afraid.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:07:33
Hey, she talked for half a year, let's see.
00:07:36
And call my daughter to come get me, I don't want to move with her right here.
SPEAKER_03
00:07:46
But she don't want to lose her place and I don't leave before she will make me move.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:07:51
Now, then today, apparently, he went to the UVA faculty senate and was like, I have a role in dangerous far left circles in Charlottesville.
00:08:01
And I have information.
00:08:03
And I was like, what are you talking about?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:07
He does.
SPEAKER_03
00:08:07
Everything's in production.
00:08:11
Should we do it?
00:08:13
Yeah.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:13
So let's just ask for it.
00:08:15
Miss Alice, sorry.
00:08:19
We're going to call this meeting to order.
00:08:21
Michael Payne is going to join us on Zoom.
00:08:27
Brigid is out of town.
SPEAKER_03
00:08:29
Oh yeah, she on her cruise.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:31
Yeah, and then Miss Harriett isn't sworn in yet.
00:08:33
So we'll, we have four.
SPEAKER_03
00:08:35
Are you joining us?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:36
She is.
00:08:38
So alright, good evening everybody.
00:08:42
I hear about call this meeting to order.
00:08:45
Ms. Carey, do you mind taking attendance, or excuse me, calling roll?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:08:49
Commissioner Goldblatt?
00:08:50
Here.
00:08:51
Commissioner Raudales?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:08:52
Here.
00:08:53
Commissioner Melloway?
00:08:54
Here.
00:08:55
Commissioner Washington?
SPEAKER_03
00:08:56
Here.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:08:58
Commissioner Witz?
00:09:01
Commissioner Mayne?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:09:06
All right, thank you, Miss Carey.
00:09:09
So we know that Mr.
00:09:12
Sales, our executive director, is actually at a cookout for our residents at Sixth Street, right?
00:09:19
Yeah, so.
00:09:21
No, no, Riverside.
00:09:21
Riverside, excuse me, thank you.
00:09:23
So he's on the grill right now doing his thing, so we appreciate him.
00:09:29
I know that we were going to have Miss Kathleen go over
00:09:35
on the strategic plan, but while she's waiting for folks downstairs, we probably can just go ahead and get started.
00:09:42
Since we've done the roll call, can we take a quick moment of silence, please?
00:09:52
Thank you.
00:09:54
and we will move forward.
00:09:56
Miss Carrie Devine texting Miss Glenn-Matthews to let her know we're about to get started.
00:10:02
Are there any public comments from PHAR or from anyone else?
00:10:09
Well, do we have to zoom up?
00:10:13
It's the Verilink.
00:10:15
The Verilink is up.
00:10:21
How do we work it?
SPEAKER_04
00:10:23
I brought the young lady from here.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:25
Oh, so it's already up.
SPEAKER_04
00:10:26
It should be.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:27
OK. All right, cool.
SPEAKER_03
00:10:29
All we see is a window.
00:10:37
Here she come.
SPEAKER_02
00:10:38
So sorry.
00:10:39
The Zoom from where the computer I projected from usually is not working tonight, and it will not let me join.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:49
Okay.
00:10:50
No zoom.
00:10:52
All right.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:10:55
You just want to send it to Mr. Payne?
SPEAKER_02
00:10:57
But it is the zoom is up and running.
00:10:59
It's just you guys will not be able to see.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:01
Oh, so they say everybody can hear you.
SPEAKER_02
00:11:05
Yes.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:05
Okay.
00:11:07
All right.
00:11:08
There's a public comment or somebody wants to talk on zoom.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:12
That might be an issue.
00:11:14
Okay.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:11:16
All right.
00:11:17
Well, that's fine.
00:11:19
And what we'll do is we'll go ahead and get started.
00:11:23
We believe that Mr. Payne, and again, we'll apologize for those who may not have just heard, but those who are watching, the Zoom link from the city is having a little bit of technical difficulties.
00:11:34
We currently can't see or hear you, but we understand that you all can hear and or see us.
00:11:40
So we're going to proceed forth with our
00:11:45
Infamous approval of the strategic planning session.
00:11:48
I wanted to allow my colleagues, before we kind of read or do an overview of this, if my colleagues have anything they want to add and or share prior to getting started.
00:12:02
Javier, Laura, Alice, anybody?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:12:05
I mean, I thought it was really great working with Sparkmill on this.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:12:12
Yeah, I will concur.
00:12:13
I thought this process was a really good one overall and I'll just read the first paragraph.
00:12:20
I'm sorry, Javier or Alice, do you have anything you want to say?
00:12:26
You're fine.
00:12:26
Okay.
00:12:26
Alright, so I'll read the first paragraph just as an overview and then also provide some background for those who may be watching.
00:12:31
So we went through a very strenuous process, including retreats, including informational sessions and surveys from staff and community members and then the commissioners as a whole.
00:12:46
And shout out to Spark Mill for putting this together and working with us.
00:12:50
The primary goals of the plan are to deepen our commitment to the model residents first, to advance resident wellbeing, drive redevelopment and preservation,
00:12:59
through collaboration with community and partners and equips CRHA with an organizational structure that stewards a healthy relationship with residents and the Charlottesville community.
00:13:09
The strategic plan reflects these three goals and is accompanied by an appendix of specific strategies and their intended results, as you all who may be not able to see.
00:13:20
For those who may not be able to have the document in front of you, again as we alluded to, we work with Spartan Mill, which is an organization out of Richmond and their strategic planning firm to facilitate this process.
00:13:34
The consultants from Spartan Mill collected information from four areas as part of the information.
00:13:38
and the rest of the community.
00:13:59
and established in 1954.
00:14:01
I was not aware of that.
00:14:05
We've got some history with this.
00:14:06
I'll just say that nicely.
00:14:08
CRHA provides low income residents, including seniors and disabled community members, with affordable housing opportunities in the city of Charlottesville.
00:14:16
We operate under the Virginia State and Federal Housing Regulations from the Department of HUD.
00:14:20
And the Charlottesville city appoints the seven member CRHA commission.
00:14:24
two of whom are public housing residents.
00:14:26
Commissioners are responsible for promoting policies and the selection of the CRHA's executive director.
00:14:32
Our vision is to strive to build exemplary communities that integrate essential services, empowering our most vulnerable population to thrive in the city of Charlottesville.
00:14:43
Our mission is similar in terms of CRHA as a resident centered organization committed to excellence in providing affordable quality housing, revitalizing community support, resident involvement,
00:14:53
in promoting upward mobility and self-sufficiency through partnerships in the public and private sectors.
00:14:59
Our goals and strategies, I mean, they're multifaceted.
00:15:03
Our first goal, a foster an environment that advances resident stability and well-being.
00:15:08
Second goal, community building.
00:15:09
We want to drive redevelopment.
00:15:11
preservation opportunities through community collaboration and partnership.
00:15:15
And in our third goal, Inspire Transformation equips the RHA with an organizational structure that stewards a healthy relationship with residents and the Charlottesville community.
00:15:24
And within each goal, there's a wide variety of different ways in which we are looking to provide impact.
00:15:29
And this strategy and this strategic plan as a whole, again, was created in conjunction with both staff, residents, as well as the commissioners.
00:15:38
I think I can speak for my colleagues when I say we all feel very confident
00:15:41
that their strategic plan was able to accomplish our set out mission and our goal.
00:15:46
And I believe that we all would say that this is a representation of where we are and where we want to be.
00:15:51
Colleagues, anything else you all would like to share?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:15:55
I'm really glad that we centered the residents first motto and our residents in this process.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:16:01
Yes ma'am, I agree wholeheartedly and I got to give some kudos to commissioners Dr. Goldblatt and Commissioner Wicks who especially Dr. Goldblatt like ensuring that in all of our conversations we think about not only grace but also different ways in which we can put our residents first so I appreciate your comments in that regard.
00:16:25
with his very linear focus in terms of ensuring that we're following the procedures and policies.
00:16:32
I think that is to be commended, Miss Alice, with your expertise in terms of a person actually living in public housing and the experience of what it's like to be here currently.
00:16:45
That input was invaluable so thank you as well and much kudos to our executive director and his wonderful staff, Mr.
00:16:53
Sales, Ms. Carey, Ms. Kathleen, Glenn-Matthews and everyone else who helped attribute to this.
00:16:59
We are really appreciative and I think that we can move forward with taking a vote to approve our strategic plan.
00:17:08
and Commissioner Payne, thank you so much for your value input.
00:17:14
It is greatly appreciated.
00:17:15
Sorry, Dr. Goldblatt.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:17:17
Commissioner Payne, do you have anything that you want to say about the strategic plan?
SPEAKER_04
00:17:24
I just asked if you have anything you want to say about the strategic plan.
00:17:38
No, set on the committee for it and looked at it and I think it's good.
00:17:45
I just look forward to what practically what it will look like.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:17:52
Yes, sir.
00:17:54
Well, thank you, Commissioner Payne.
00:17:55
Can you hear me?
00:17:56
This is Wes.
00:17:57
Yes.
00:17:58
Okay.
00:17:58
Thank you, Commissioner Payne.
00:17:59
We appreciate you.
00:18:01
And with that being said, we'll move to take a vote.
00:18:04
Yes.
00:18:04
And amazingly, prior to us taking a vote,
00:18:08
Our executive director has jumped off of the grill with charcoal on his pants and his hands.
00:18:15
Miraculously he did not bring us hamburgers or any refreshments.
00:18:20
Doc his pay, I'm making a motion.
00:18:24
Ms. Carey, you'd like to take a vote, excuse me, call out a voice vote for the approval of the strategic plan.
SPEAKER_00
00:18:32
I'll motion to approve the strategic plan.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:18:37
Second?
00:18:38
All in favor?
00:18:40
Aye.
00:18:40
All opposed?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:18:43
All right, motion carries.
00:18:45
Sorry, I got ahead of myself.
00:18:47
Excited about the implementation.
00:18:49
Excited, excited.
00:18:51
We have room for more public comments.
00:18:53
Is there anyone online or here who would like to say anything?
00:19:01
OK. Well, without hearing anything else, I'll entertain a motion to adjourn.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:19:06
So moved.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:19:08
I'll second the motion.
00:19:09
There's a second.
00:19:10
I thirded it.
SPEAKER_04
00:19:12
I'm so sorry.
00:19:14
Update, I spoke with Miss Thomas from here at City Hall.
00:19:17
Oh, thank you.
00:19:18
And we've been working on it, trying to get a meeting with City Council and with the board members.
00:19:23
We're still working on that with people's schedules and things.
00:19:28
We are working on it.
00:19:30
And I'll give you all an update one time in the morning.
00:19:33
Okay.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:19:33
Thank you.
SPEAKER_00
00:19:35
Councilor Smith is not in town and won't be back until the 10th and that's when she'll have the schedule.
SPEAKER_03
00:19:40
Okay.
00:19:42
Javier, while you got in here and can catch him, take him aside and talk to him.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:19:49
Alright.
00:19:51
So we have already moved to my adjournment meeting.
00:19:55
This meeting is hereby over.
00:19:58
Thank you.
SPEAKER_03
00:20:00
because, you know, trying to catch up with him is like finding a needle in a haystack.
SPEAKER_00
00:20:07
That was easy.
00:20:09
It was easy.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:20:11
It was totally easy.
00:20:13
It was totally easy.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:20:16
And the other thing that I think, I mean, the administration has always thought of is like when a whole, when students, they're just as dangerous.
00:20:24
They are very, very dangerous because
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:20:26
the people who always feel afraid of them chanting again, but whites who don't have a system that we're working on right now, they're the ones to stay.
00:20:38
They walk in and they keep talking about historical events that have happened in the past that have changed the procedures.
00:20:43
I was like, just say it, just say it, like when we rolled out the red carpet towards the premises.
00:20:50
As is our tradition here at the University of Michigan.
SPEAKER_04
00:20:53
So what's missing on the sheets?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:21:10
Well, so right now, I forgot.
00:21:13
Everyone wants to rest up.
00:21:16
What?
00:21:17
So no, Beth did not make a new one, and then I said, Kristin?
00:21:18
Yes.
00:21:19
She has to ask them back.
00:21:20
So we have videos, apparently her legal team is here.
00:21:21
So this one, so I'm going to put it on the charts.
00:21:22
The officer is claiming that she ducked.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:21:31
We have a faculty member who walks in, and this police officer was like, what?
00:21:45
She just got out of jail.
SPEAKER_06
00:21:49
Yeah, no.
00:21:50
But everyone, what did I tell you about?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:21:56
Aaron Till, but that's what Andrea was saying.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:22:05
She was up in here.
00:22:08
I didn't know where she was coming from.
SPEAKER_00
00:22:10
So hopefully, so then everyone else including her, so they've got no trespasses.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:22:16
I'll take care of you.
00:22:17
I would not be surprised if they said that they owned this building.
00:22:21
You could be anywhere.
00:22:21
What about all those parking lots in front of your car?
00:22:23
So we've got new trespass orders.
00:22:26
Students have university judicial committee charges.
00:22:30
And they're facing trespass charges from the 19th.
00:22:34
So the county prosecutor has already said that we will not seek jail time for any of them.
00:22:38
But hopefully, well, so right now, the big question is, was it legal to declare a homeless person dead?
00:22:44
Because you have to have imminent violence for violence.
SPEAKER_03
00:22:48
And they're really struggling.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:22:49
Like, do you see my body cam footage?
00:22:52
And it's like,
00:22:53
I'd like to see it.
00:22:59
I mean the good news is that local press is really like I've never done one of these things where like local press is actually on our side.
00:23:16
You were making a fine decision.
00:23:20
You said you'd take this to John.
00:23:22
He said I gotta go get you.
00:23:24
I said I gotta pop it.
00:23:24
It sounds like Amy Laufer, our delegate, wants to do an investigation.
SPEAKER_03
00:23:28
As she should, thank you.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:23:31
She wants to do an investigation.
00:23:34
In part because it's exactly the same.
