Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:17:17
So Michael was going to check in to see if the city manager could send them a note to try to get their attention.
00:17:23
It'd be great to hear an update about that.
00:17:25
If there's been any movement, Mr.
00:17:28
Sales.
00:17:30
The last part of that is that it's very annoying that we have lights at our sites that are essential to be on for safety reasons that we have no ability to fix when they go out.
00:17:41
And in fact, I believe it's the majority of our lights.
00:17:44
in things like parking lots.
00:17:45
And so I just want to flag for the board that this isn't something we could do in the immediate future, but it's worth pursuing, I think, with Dominion what it would look like for us to buy those from Dominion and make them ours, what it would look like in terms of the infrastructure, especially as we redevelop, to take them back from Dominion because it's an ongoing problem.
00:18:05
Nobody has the time.
00:18:07
And it's also very frustrating for residents to make a really easy request for more lighting and to be told it's impossible to honor it.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:18:14
Do we know why Dominion owns them?
John Sales
Executive Director
00:18:23
Like why does Dominion own our lights?
00:18:35
The lights are so far in our property so it's not like it's right there at the sidewalk they're like inside of our property line so I thought that was strange as well but I did
00:18:57
on Thursday, and he is connecting me with the individual that's sending the letter and has a relationship with the community rep for the area to tag along with our issues that the city already has with them.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:19:11
Yeah, great.
00:19:12
I mean, I know that it's going to take a lot of electrical infrastructure because it's a lot of lights, but I think it would be good for us to have that on our horizon because people change in terms of their jobs at Dominion.
00:19:23
It's great that maybe there's someone now who would take care of it, but it's been such a big issue that I don't know we can rely on that and it would be better to have those in the house.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:19:33
Yeah, and I don't have any
00:19:35
Update at this point yet in terms of what would be involved in CRHA purchasing many of the lights from Dominion or if that's I still don't know if that's something that Dominion would even be open to or as part of like their process But as was referenced if at any point anyone on CRHA staff has an issue with Dominion always feel free to reach out to either City Council or the City Manager because we do have a
00:19:59
There's an employee at Dominion whose job is to basically be like a government liaison to local governments and they've been responsive to different issues in the past so that is a route that has I think some value.
00:20:15
The only other question, so there was the plan moving forward for West Haven and then the work order that's in place for the Dominion-owned lights, were at the other sites for what is not Dominion lights, are those also being, is that also moving forward in terms of procuring additional lighting there?
John Sales
Executive Director
00:20:32
So the sites that we have are South First Street, which we're working on to close some issues there, Preston Hall's, which is good, Mickey Madison, Riverside, or the three sites that are mainly known,
00:20:47
and so the only family site left over would be West Haven and that's the one where we're going to do the headlight replacement on the poles and then the upgrading and additional wall packs at West Haven so we would touch every set at that point.
00:21:02
We did go through the exercise of site light selection with residents for Mickey Madison and Riverside so if we did move forward with something with Dominion to take over that
00:21:13
That was the lighting situation there.
00:21:15
We would have already started engaging with the residents on what they would prefer to be seen, what they would prefer to have on site.
00:21:22
And so every site is being touched with what we're looking at based upon the wall packs being upgraded and then the work we're doing with demand.
SPEAKER_11
00:21:36
And that's just the update with the HUD inspections that we had.
00:21:40
We did verify.
00:21:41
We've completed the 24-hour, 30-day, and 60-day HUD request.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:21:46
Thank you.
00:21:48
Just a quick point, if I may, Madam Commissioner Wicks.
00:21:53
What?
00:21:55
You're running to me and I can't ask for permission to speak?
00:21:59
I want to say thank you Mr.
00:22:03
Sales as well as your staff we know the an update on the lights was a point of something that we were asking specifically for in terms of an update and we appreciate you all providing this update to us and again welcome and we look forward to chatting with you soon.
John Sales
Executive Director
00:22:22
Thank you.
00:22:22
So like Robert said, we did hire a construction coordinator who will be working on the site lighting at West Haven.
00:22:29
And so that's one of his first project is identified as a high priority item.
00:22:34
And so he started last week, got his training done last week and he finished what I think the procurement solicitation for the basketball court, the basketball goal back where there was damage or broken at Mickey.
00:22:48
So he got that done in his first week and he was working
00:22:52
I think Brandon sent over the lighting information and so he'll be working on that estimate and then the scope of work to go out for bid.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:22:59
Done as in it's replaced, the basketball, the backboard is replaced?
00:23:02
It's ordered, it'll be here.
John Sales
Executive Director
00:23:04
It's ordered and paid for and shipping.
00:23:07
It'll be here later on this week I believe.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:23:09
Great, great, thank you.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:23:10
Awesome, okay we will move to the housing director update.
00:23:22
Terry?
SPEAKER_03
00:23:23
Yes.
00:23:25
Hi, I'm Terry.
00:23:26
I'm filling in for the director since we don't have one at this time.
00:23:30
The vacancy numbers for West Haven are, we have two.
00:23:34
We have one in Madison, one in Riverside, one on Ridge Street.
00:23:39
We have four on Mitney.
00:23:42
Two of those we have applications for and they are ready for move in.
00:23:47
had one vacant at Sixth Street, one vacant at South First Street, and Dogwood has five vacancies, but they have applications and all of those are ready for move-in also.
00:24:01
The relocation of the Crescent Hall, we still have 24 vacant units.
00:24:06
There are 15 on the second floor waiting to be released.
00:24:10
All other units have approvals, just waiting for the move-in.
00:24:15
Delinquency, West Haven is at 59,017, South First Street is 46,811, Crescent Halls is 19,925, Sixth Street 19,409, Nadeem was nine, that was 253, Madison is 21,570,
00:24:43
Riverside is $22,292, Montrose is $1,493, Riggs, which is one resident, is $251, Daldwin is $59,775.
00:25:03
We do have a lot of training going on for the staff right now as far as the
00:25:10
All property managers are required to report to the bi-monthly on Wednesday's the safety meetings, the resident services meetings on the second Tuesday of the month,
00:25:31
the redevelopment meeting the first Thursday of the month, the CRHA senior management meeting weekly, and the relocation assessment team the third Monday of the month.
00:25:48
And I guess that's it for me.
00:25:49
Any questions?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:25:50
So just one question, the Dogwood, I think we've already confirmed this, the Dogwood portfolio, we don't know, a lot of those were carried over, we don't know how much of that is what we've incurred since acquiring it, or do we?
John Sales
Executive Director
00:26:02
I have a quick question.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:26:12
I know we discussed during our, I can't remember if it was our prior work sessions, specifically in regards to delinquency, we were going to have the residents get on a plan of sorts and work with, forgive me because I'm forgetting the term of the person who we were assigning them to.
00:26:30
How's that going?
John Sales
Executive Director
00:26:31
So I can have Miss Claudette Green, she's the Eviction Diversion Coordinator.
00:26:39
Eviction Diversion, thank you.
00:26:41
I can have her come and do a presentation.
00:26:46
The residents who have chosen to come and work with us, it has been successful.
00:26:50
We've gotten some that had a $10,000 balance all the way down to like three grand over a few months.
00:26:56
They had the resources.
00:26:58
They just weren't paying.
00:27:01
But for the folks who have not been willing to come, that's where we've had the largest challenge.
00:27:07
And I will say they typically carry the largest balance.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:27:10
And I'm assuming that we're moving forward with termination, excuse me, with eviction for those who don't choose to enter into our program?
John Sales
Executive Director
00:27:19
Yeah, unfortunately.
00:27:21
We actually have a decent number of evictions that are actually going through the process now.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:27:27
Understood.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:27:30
And you've been over it before, but in that process, part of it, correct, would be someone would get kind of like an eviction warning or that that's a possibility and they still have the upper, there's that warning before, you know, you proceed to eviction.
John Sales
Executive Director
00:27:42
Oh yeah, it's multiple notices that go out.
00:27:45
The eviction diversion coordinator sends out a notice.
00:27:48
They go knocking on doors to get them to come in and talk to them before anything moves forward to eviction.
00:27:57
We have several touch points or attempted touch points.
00:28:00
We provide a list of the resources that are available.
00:28:04
We've got into a partnership with the church where if the tenant pays a portion, they'll pay a portion.
00:28:10
but the families who aren't willing to come talk to us there aren't any resources that are willing to just cut the check without some engagement to ensure that this isn't going to be a repeat offense.
00:28:27
But I can have Miss Green come back next month and give an update on what actions we're doing.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:28:37
Thank you.
00:28:38
Any other questions on the housing director update?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:28:42
For the units that still have to be leased up at Crescent Halls, last term I remember the goal was end of April for the second floor to be complete and everyone's able to move in.
00:28:55
Is that still the timeline?
John Sales
Executive Director
00:28:56
We got the second floor today.
00:28:59
So they released the second floor to us today.
00:29:02
I'm correct on that, right Brandon?
00:29:04
Some of the units we got today, I think there were four or five units that still had some issues.
SPEAKER_00
00:29:09
We're good on our end, but we have a city inspection.
John Sales
Executive Director
00:29:12
City inspection?
00:29:13
Okay.
00:29:14
All right.
00:29:14
So city inspections tomorrow morning, hopefully we get it cleared and we'll have the second floor at that point.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:29:20
So end of April to early May is realistic.
00:29:23
Yes.
00:29:26
Thank you.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:29:27
So I've mentioned this before.
00:29:28
I'm just thinking about evictions.
00:29:31
I think that my position has been that I would love us to be, and I realize this is not really possible, but to be at a 0% eviction rate to do really everything we can.
00:29:41
And I think especially if we could focus on people who do have small balances and are being evicted, I think that we should really understand that there's distrust and there's reasons that people might struggle to
00:29:54
come meet, but if we could work with PHAR, if we could try to get people in there, because I think it's really, it's painful to think about people being evicted when they, I mean, again, I realize that people are working with them when they have small balances to really make any extra steps, and I don't know, we have a PHAR rep in the room, but people, I'm willing to help coordinate some of those efforts so that we can really set our goal to be as close to 0% as we can possibly get it.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:30:19
I don't want to derail the conversation.
00:30:22
I am aligned with you on the financial part.
00:30:27
I think that there are non-financial evictions that would prevent us from getting to that 0%.
00:30:41
Safety issues and other things that are often involved in this like I just want us to be mindful of that when we think about the zero percent like the financially totally aligned with you and creating unsafe an unsafe environment for all of our residents I think that could prevent us from getting there.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:31:02
Do we have a policy of sorts on that particular item?
John Sales
Executive Director
00:31:06
For policy on
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:31:09
So, for example, I think both of my colleagues, when you, I don't want to speak for you, but when you two describe minimal or small financial amounts, or excuse me, small amounts in which persons may be being evicted for, even though we hear Executive Director Sales and his staff speak eloquently about we provide several chances and so forth, I'm assuming you all are thinking,
00:31:37
if someone's been evicted for $500 or $1,000.
00:31:39
And if it's solely for the amount they refuse to pay, which I highly doubt is the case.
00:31:46
But maybe we could put in writing, if it's $500, we want to exhaust, or we have exhausted every opportunity, as I think I hear Mr. Sells saying.
00:31:58
But I think it's one thing for us to say it, but then for us to have it in writing.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:32:05
Yeah, I would love something like that and especially thinking about, you know, I'm thinking about the resident services, like if there are resident-led committees too that perhaps we could try to use to have residents come talk to people because I do, again, I'm not, I know the staff is really hard working in that, you know, I think that people are doing a great job.
00:32:25
I just want to make sure that people who are being evicted, that we are providing
00:32:32
all the resources we possibly can before that happens.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:32:37
Yeah.
00:32:37
And I think that's what I hear you saying, right Mr.
00:32:40
Sales?
00:32:40
But I think it's another thing for us to have it in writing.
00:32:44
So just, I'm not necessarily saying in terms of covering our behind parts, but we're going
00:32:50
more so just so that it is on paper and our partner organizations like PHAR and Legal Aid are well aware of again in writing these are all of the steps in which we have exhausted in addition to we have a higher staff person who's working specifically with this and then if an individual even if it is let's just say $300 and they're just refusing I'm absolutely not going to pay this and again as we alluded to we've exhausted everything and it's in writing then
00:33:21
That's how other steps get taken.
00:33:24
But I think again, we're in alignment.
00:33:25
I think just again, just to reiterate, maybe having something that writing would bode well for us in that regard.
John Sales
Executive Director
00:33:32
I think we'll have to use the per month instead of a dollar amount.
00:33:36
Just because the dollar amounts, you could be at 35 and 500 could take you more than one year.
00:33:43
And so we'll have to use the months to be consistent fair housing wise.
00:33:48
But yeah, we can get something drafted up.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:33:50
I think that's why your expertise is needed, Mr.
00:33:54
Sales, so appreciate you.
00:33:56
Colleagues, I guess how y'all feel about that?
00:33:58
I want to unilaterally make a decision.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:34:01
I'm fine with that.
00:34:02
I mean, I thought there was kind of a policy and process in place, but if there's not that's in writing, I definitely think that would be good to have.
John Sales
Executive Director
00:34:11
We have an eviction diversion plan that I can present you guys.
00:34:14
We did it two or three years ago when I first got here and COVID was really rampant and it's still in place.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:34:20
I'd also love to know if we're going to do this for this presentation.
00:34:24
I'd also love to just be thinking proactively about eviction.
00:34:27
I'm sure that people are doing this.
00:34:30
I'd love to know like flagging people who seem to be at risk so that we can be as proactive as possible so that before there's a balance, there's outreach there.
00:34:38
And I'd really love to hear some presentations about that.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:34:42
Presentation would be appreciated for me.
00:34:46
And for HUD, this is part of how they evaluate CRHA as an agency.
00:34:56
So either it could be now or at that presentation, just a reminder for us in terms of what are the consequences for CRHA if you have kind of permanent unpaid rent over a period of two, three, four years.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:35:10
TC, did you have something?
TC Nichols
Director of Finance
00:35:11
Yeah, on both of these.
00:35:13
Could you speak at the mic?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:35:16
Are the microphones, are they going to Zoom?
00:35:18
Can people hear us on Zoom?
SPEAKER_02
00:35:20
Yes.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:35:20
Cool, okay.
TC Nichols
Director of Finance
00:35:21
So for HUD, how we're scored, a perfect score is having AR less than 1.5%.
00:35:30
So basically anybody over two months.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:35:33
Sorry, just for persons who are listening, they may not understand the acronyms AR.
TC Nichols
Director of Finance
00:35:37
Hey, are accounts receivable?
00:35:39
So any tenant receivables beyond 1.5%, we start getting deductions from HUD on our REAC scores for Inspire as it's transitioning.
00:35:49
So that's roughly like nobody more than two months.
00:35:53
Bahan, which we have obviously far more than that.
00:35:57
And then what I was going to say before that piece to Senator Wieck's point with safety and evictions that are beyond financial, we do have a long waiting line and list that people that might deserve a shot if we have issues with other current tenants.
00:36:17
Indeed.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:36:19
I'm sorry, Commissioner Wicks.
00:36:20
I don't want to belabor this point.
00:36:23
I'll just only say one last thing, just kind of from my vantage point.
00:36:26
I think finding the balance is a challenge, to say the least.
00:36:33
But I think you make a very, very valid point that we have an extensive waiting list of people who desperately also need housing.
00:36:48
they too deserve an opportunity and again I think we just have to be able to find the balance because if we jump through a wide variety of different hoops providing persons 15 chances when there's you know again people who are waiting on the list who just can't get there I don't know if that's necessarily fair so again like finding the balance is important.
00:37:14
You okay Miss Alice?
SPEAKER_02
00:37:16
What are you going to do with the people that just won't accept the help?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:37:21
Right.
00:37:24
Yeah, and from my perspective, you want some water?
00:37:29
Can you hear some water?
SPEAKER_02
00:37:32
That's not fair.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:37:34
I agree.
00:37:36
I agree wholeheartedly, and I think
00:37:40
That's why I think we get into that question of finding the quote unquote balance of the persons who don't want help, the persons who refuse to make the changes, and then balancing that with the people who just may have some real barriers and for whatever reason haven't stepped up.
00:38:00
So yeah, I think the presentation will be, and then we can maybe have a more robust conversation about it.
00:38:08
Nothing further, Madam Vice Chair.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:38:13
Thank you, Dr. Bellamy.
00:38:17
All right, the HCV program manager update.
Zoe Paraquo
Housing Choice Voucher Program Manager
00:38:31
Good evening, everybody.
00:38:32
Good evening.
00:38:32
Good evening.
00:38:33
My name is Zoe Paraquo, the HCV program manager.
00:38:36
We have no major updates on the HCV program.
00:38:42
I'm not going to read the numbers to you, but inspections are going really well.
00:38:47
Our inspector hopes to be ahead of schedule by the end of this month.
00:38:52
For our recertifications, we only had one recert that was past due this month.
00:38:58
We've also assigned all participants to a caseworker at the beginning of this month to improve communication.
00:39:05
They can have one person who handles all the recertification and one point of contact.
00:39:12
But that's all.
SPEAKER_02
00:39:14
Thank you.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:39:21
Well, we sent Dr.
00:39:24
Sales away to get some water, so we have to wait for him to come back to give his update.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:39:37
I don't know where he's going to find the water.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:39:41
Yeah.
00:39:41
We've sent him on an endless mission.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:39:44
Well, is there a vending machine?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:39:46
Yeah, but you need to swipe in.
00:39:48
Swipe to get the clean mic.
00:39:50
Oh.
00:39:50
Let me hear him go.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:39:51
This place is serious.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:39:53
Oh.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:39:54
It hasn't always been like that.
00:39:57
Let me give him a call and ask him to come in.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:40:02
His phone's running.
00:40:02
Oh.
00:40:03
What's the total number of vouchers that we have?
00:40:05
I hate to make you look bad.
00:40:08
Okay.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:40:10
681 vouchers for those who didn't hear.
00:40:19
Thank you.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:40:29
Well, while we're waiting, anyone have anything else they want to tell us or talk about?
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:40:37
The Tosser League kicks off on May 31st.
00:40:43
I understand that Dr. Goldblatt, Commissioner Payne, Mr. Javier, Brigid, Alice, you are going to play in the golf tournament?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:40:55
The golf tournament?
00:40:56
That's not something you want me to do.
SPEAKER_02
00:40:58
I know you don't want me on the golf course.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:41:01
No, you all are signed up, TC, Emily, all of you.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:41:04
I can help with something, but for God it's not what you want me to do.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:41:08
No, you're playing.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:41:09
I'll send Austin and Connor.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:41:13
No, it's no substitutions.
TC Nichols
Director of Finance
00:41:16
Well, I know I'm not scheduled tonight, but the audits for the tax credit property, Self First Street and Crystal Halls are finished and completed.
00:41:26
They were completed with no adjustments and everything was all square there.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:41:32
And you were doing something that kind of struck me as crazy that it hadn't already happened, but you were taking an entirely manual system and getting it online.
00:41:41
What's the progress on that?
TC Nichols
Director of Finance
00:41:44
Really close.
00:41:45
Okay, cool.
00:41:46
So previously tomorrow we used the fee accountant for most of like all of our year-end closings and what have you.
00:41:53
We didn't really do bank reconciliations and things like that in-house.
00:41:57
So all that's basically wrapped up and next month we'll have everything closed out with in-house numbers out of our system, not from a fee accountant that I'll present.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:42:07
That's amazing.
00:42:08
You're right.
00:42:09
When you said it, I was like, wait, what?
TC Nichols
Director of Finance
00:42:11
Yeah.
00:42:12
Trying to automate as many, you know, just, you know, let technology do its job.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:42:15
So, yeah.
00:42:16
That's great.
00:42:17
All right.
00:42:18
Thank you.
00:42:21
Dr. Brellany went to try to find John.
00:42:28
He probably went to CVS.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:42:33
Do we want to allow for public comments?
00:42:36
Yes.
00:42:36
Are there any public comments?
00:42:40
Please.
00:42:44
Yes.
SPEAKER_06
00:42:51
I was hoping that, yeah, I was concerned why what's going on with that bed bugs around the community and Emily not being able to give me a ride home because of that and I wish that would have plenty, I wish
00:43:18
Jack Campbell will have plenty of, learn to have plenty of, so I can ride home with good friends.
00:43:27
But right this, in the meantime this summer, I'm going to ride the number one bus home.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:43:35
Okay.
00:43:36
Thank you.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:43:37
It's my understanding, and I know we have a maintenance person that we have pest control now in house, is that correct?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:43:41
Yes.
SPEAKER_11
00:43:44
As far as the bed bug issue, we have two methods of treatment.
00:43:49
The heat treatment we haven't applied yet.
00:43:52
We have the equipment and actually I already had the equipment here for a number of years and we got all that back together.
00:43:58
We have another gentleman soon to be hired, hopefully that's going to join with the guy we have now, he's excellent.
00:44:03
And we'll be applying the heat treatment as well as outside the chemical treatments.
00:44:08
Unfortunately, the heat treatment takes eight hours.
00:44:10
It's a long day.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:44:11
They're in there for eight hours with the heat treatment or they do it?
SPEAKER_11
00:44:16
They enter and exit just to monitor it, but it gets to 140 degrees.
00:44:20
Oh my gosh.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:44:21
People are presumably not in there when that's happening.
SPEAKER_11
00:44:25
What we do is try to schedule that well ahead of time so that the resident has time to make arrangements to be elsewhere during that time.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:44:31
Okay.
SPEAKER_11
00:44:32
And then with the
00:44:32
Other treatments, we have some that are intensive that take four hours and part of the notices that we've been struggling and trying to really get out is that they have where to be gone for four hours for their benefit.
SPEAKER_02
00:44:45
I only had the front of my mouth.
00:44:51
Where you going?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:44:51
It's in my ass.
00:44:53
Any other pest control questions?
00:44:56
No.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:44:57
Thank you.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:44:58
Thank you so much.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:45:00
If you actually ran a mile in that amount of time, that's like a million miles.
John Sales
Executive Director
00:45:05
I didn't start jogging, though.
00:45:07
I don't run that fast.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:45:09
I was sweating.
00:45:11
Look at her.
SPEAKER_02
00:45:12
Oh, Kathleen said that you stank.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:45:16
I know who's hearing.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:45:18
Well, John catches his breath.
00:45:20
Were there any other public comments?
00:45:23
Were there any other public comments?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:45:24
Yes, any other public.
00:45:26
OK, yeah, let's do another public comment while he fucks himself.
Emily Dreyfus
Interim Executive Director
00:45:29
This will be quick, Emily Dreyfus, really glad to hear that you all are going to look at the eviction policies and the policies that were passed several years ago were part of the ACAP and somehow they fell out of the ACAP but I would encourage you to look at those also because as I recall they were super thorough and helpful
00:45:49
and the other thing we heard from a lot of residents when we door knocked the people who were on the eviction docket last week is that they were told not to show up at court by their property manager and I don't know if that's because some of them had paid off the difference and their cases were going to be dismissed but I do think something in the policies about
00:46:11
whether or not staff tell residents to show up because years and years ago that was a pretty common practice in order to win the cases and obviously not a practice that Legal Aid or PHAR was in favor of.
00:46:26
Thanks.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:46:28
To clarify a practice to win the case on the side of the evicting party?
Emily Dreyfus
Interim Executive Director
00:46:34
Because if the tenant doesn't show up, it's a default judgment that goes to the landlord.
00:46:39
Right.
00:46:42
PHAR and Legal Aid don't want to see property managers discouraging residents from showing up and it would be great if the policies could speak to that.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:46:53
Okay.
00:46:54
Thank you.
Emily Dreyfus
Interim Executive Director
00:46:54
Thank you.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:46:56
We had an online comment.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:46:58
Oh, yes, there was a...
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:46:59
The gentleman read it.
SPEAKER_03
00:47:01
I mean... No, he just wanted to know where were we meeting at, because he couldn't hear the audio that well.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:07
Oh, okay.
00:47:07
Do we need to lean into these?
00:47:10
Is that better?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:11
Something else we should be doing?
00:47:13
I think we may just need to...
00:47:15
So is that Zoom created by the city?
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:18
No, that was created by me.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:20
Okay.
00:47:20
We might just have to make sure it's one.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:47:24
Yeah.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:24
Okay.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:47:25
So for those listening online, we're working on some kinks, but we'll have it already the next meeting.
00:47:32
I know that Mr.
00:47:33
Sales is up, but I don't know if you need another second.
00:47:37
Mr. Collins, did you have something you want to add?
00:47:42
I saw you sent your newsletter out.
00:47:46
I'm just trying to give Mr.
00:47:47
Sales a moment or two, but if not, it's fine.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:49
If I ran a 5 minute and 30 second mile... Yeah, I would want somebody... We're just looking out for Mr.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:47:55
Sales.
00:47:55
Sales, yeah.
00:47:56
Maybe you can sing us a song or something, Brandon.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:47:58
It's no one's birthday today.
00:48:01
It's my birthday on Thursday.
SPEAKER_14
00:48:03
Let's do it.
00:48:04
Let's do it.
00:48:05
Man, it's Thursday.
Emily Dreyfus
Interim Executive Director
00:48:06
You were just last Thursday?
SPEAKER_14
00:48:09
Birthday twins!
00:48:10
That's why I'm here, y'all.
00:48:13
On the count of three, we're going to sing Happy Birthday twice.
00:48:17
One for Miss Alice and one for Miss Goldblatt.
00:48:21
Happy birthday to you.
SPEAKER_13
00:48:26
Happy birthday to you.
00:48:29
Happy birthday dear Alice Happy birthday to you Happy birthday to you Happy birthday to you Happy birthday dear Laura Happy birthday to you
SPEAKER_14
00:49:00
Seriously, I'm glad you guys read the newsletter.
00:49:02
That's why I try to do it with your board meetings.
00:49:06
So take a look.
00:49:07
It's a busy spring and it's all good.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:49:10
Thank you.
SPEAKER_14
00:49:10
Okay.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:49:11
Thank you, Mr. Powell.
00:49:13
Okay.
00:49:13
Mr.
00:49:13
Sales, I hope you've got it.
00:49:15
Perfect.
John Sales
Executive Director
00:49:16
Just sweating.
00:49:17
That's it.
00:49:18
All right.
00:49:19
I'll keep it fairly short though.
00:49:21
So I want to give an update on SOP.
00:49:24
We did put it out for bid.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
00:49:26
Standard operating procedures for those who are listening.
John Sales
Executive Director
00:49:28
Yes, standard operating procedures.
00:49:30
We put out an RFP.
00:49:33
We received 14 responses.
00:49:35
None of them are housing-focused organizations or an industry.
00:49:39
We did reach out to four of them.
00:49:40
Specifically, one stated that they just needed more time to actually respond to it.
00:49:46
So we're currently going through the 14 that did respond and we're going to do interviews with three to five firms before we make a selection.
00:49:53
It should not need board action after you all gave guidance to move forward because we estimate that it's going to be under the threshold for you all to sign off on that.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:50:04
Just a quick, so wait, you got 14 and then you reached out specifically to four consultancies that work with housing authorities?
00:50:11
Okay.
John Sales
Executive Director
00:50:12
Yeah, so there are like four big ones that work in industry.
00:50:16
And so we reached out to all four of them.
00:50:17
Only one was like super interested, but they requested additional time to actually respond.
00:50:24
We only put it out for seven days for response.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
00:50:26
I think it's probably okay if they're not housing authority specific.
00:50:31
They might be able to dig in more so that anybody could figure it out.
00:50:35
I don't know.
00:50:37
Just my two cents.
John Sales
Executive Director
00:50:40
For staffing update, the construction coordinator did start on the 15th.
00:50:46
He will be focused on a parallel track project such as site lighting, HVAC replacement, electrical upgrades.
00:50:53
We're currently interviewing for the director of property management.
00:50:57
We're almost fully staffed and maintenance.
00:50:59
I believe you have one more technician that we need to hire.
00:51:05
The accessibility coordinated position is advertised and we're currently in the process of going through the candidates that have applied.
00:51:13
I think we have a total of five really good ones that have experience with translation services.
00:51:20
We're currently interviewing for the committee ambassador for Crescent Halls.
00:51:24
We also had a position come open that was in charge of our website.
00:51:29
And so we're modifying that position to be a communications specialist slash FOIA officer.
00:51:34
and so they'll be in charge of social media, press releases, websites and any FOIA duties.
00:51:43
For safety, we've developed an anonymous safety concern link on our website under the resident tab So residents can submit safety concerns directly to myself and the property manager.
00:51:55
We're the only ones that receive the email We've also put that on a business card and put it on magnets So magnets will be deployed at all of our units and the cards will be at the offices to be handed out as residents come in
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:52:10
Is there, I'm just wondering for people who are, for residents who might be less tech savvy, is there a, is there any other way for them to make anonymous?
John Sales
Executive Director
00:52:19
They could go into the office, any of the office and provide it, but of course then it's not really anonymous.
00:52:26
Yeah.
00:52:26
We can look into developing some type of drop box that may serve as that though.
00:52:33
We're currently under procurement for security services at Crescent Halls.
00:52:38
and we are analyzing the impact of designated visitor versus resident parking spaces at all sites.
00:52:46
So there's been a bunch of parking concerns that have been expressed.
00:52:52
almost every safety meeting from residents not having a spot when they come home late at night because a guest is parking or another vehicle is illegally parked.
00:53:03
And so at the last safety committee meeting we talked about the parking policy and any amendments.
00:53:09
And so we are proposing an amendment to the parking policy which will go out to all residents.
00:53:16
We're adding language in there around the handicapped parking.
00:53:20
Charlesville Police Department has been enforcing handicapped parking and they've written a few tickets and so we're going to add that language in the parking policy just so residents know we don't have a role in that enforcement it's actually a state code that allows the police department to enforce handicapped parking illegal handicapped parking
00:53:39
and so we're adding that and we're also proposing the change of language in our policy to allow the tow company to monitor the parking lot without us having to call.
00:53:51
We don't have staff on every site and so some sites get neglected when it comes to regulating the parking lot just because we don't have someone there every day like Mickey Madison or Riverside, there's no office there.
00:54:03
So we don't typically have staff there unless they're working, working on the site or working on the unit or passing out flyers.
00:54:09
But that's not every day and maintenance isn't going around looking at vehicles to see if they're illegally parked.
00:54:16
We've done that in the past, but there's also caused some issues with the residents when we've done that.
00:54:24
The no-tow days will stay the same.
00:54:29
I'll also add that some trash bins at West Haven and some other sites have not been dumped because of illegal parking because they blocked the trash bin and then the trash dumping just moves on.
00:54:43
We typically find out when we go by and we'll see it's illegal.
00:54:47
I think the last one happened on like a holiday and the city was sending us photos because they drove through and saw it.
00:54:58
But when you look back at the cameras the vehicle illegally parked there blocking it from being dumped.
00:55:06
The maintenance department, we've revamped the maintenance department which includes separating it from housing.
00:55:12
They've increased their maintenance technicians from three to six.
00:55:15
They have a new director which is Robert.
00:55:18
We're developing or editing the maintenance plan that was sent over to you last week or a couple weeks ago.
00:55:24
And so we're going through that maintenance plan.
00:55:27
We'll get that modified based upon the new services that we've taken in house.
00:55:31
such as pest control and grounds maintenance.
00:55:34
And so once that's modified, then it will go out to the public as well.
00:55:41
Public Housing and Maintenance will be collaborating to do quarterly inspections until it's determined that units can be moved to a biannual inspection.
00:55:50
Based upon the REACT inspections, it's clear that we need to have more eyes on the units at
00:55:56
more routinely.
00:55:58
And so we will be doing those quarterly in conjunction with housing and maintenance.
00:56:05
Both departments in HCB will be getting certified for Inspire inspections.
00:56:12
We're gonna be doing that in collaboration with the county.
00:56:14
I want county of housing, their department, so their HCB staff can also get trained at the same time our staff is getting trained for that new inspection module that's being rolled out.
00:56:27
Riddance are now also required to sign off on work orders when they are at the site.
00:56:43
The completion and satisfaction of those work orders that are completed.
00:56:47
We're not calling every resident is a QC type model.
00:56:52
And then Robert is going to be tasked with QC the actual quality of their work.
00:56:59
So going to the units and checking to make sure that the work was actually completed in good quality.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
00:57:03
Mr.
SPEAKER_02
00:57:03
Sales, we used to have a hang thing that the maintenance guys would put on the door when they were through, or had been there.
John Sales
Executive Director
00:57:15
We're doing that for tenants who aren't there, but if they're there, then we're requesting that they sign off on it.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:57:19
Can you just remind us, did all of our sites, which sites failed, the REAC inspection, Inspire?
John Sales
Executive Director
00:57:26
The one that we had recently, it was Mickey, Madison, Riverside, and the scattered houses, which is Elsom, Monticello, and Henson, and Ridge Street, the duplex on Ridge Street.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
00:57:37
Okay, thank you.
John Sales
Executive Director
00:57:42
Housing.
00:57:46
We're currently working on a on-call system for property management to where they rotate on weekends.
00:57:53
So just like maintenance has an on-call schedule, the property managers will have on-calls for emergencies.
00:58:00
That's a new process.
00:58:01
We've already started the rollout of it, acquiring the phone, the line, and we're working with them on developing the schedule.
00:58:10
the rotation for the property managers.
00:58:12
We're also looking to modify our working schedule to cover partial coverage on Saturdays.
00:58:19
So like a typical property management company is simply open half a day on Saturday.
00:58:23
We're going to get to that point where we're able to give residents services on Saturdays as well.
00:58:31
and HCV.
00:58:33
As of April 1st, we've implemented case management in HCV department.
00:58:37
So all the HCV specialists have a specific caseload.
00:58:41
This will make it easier for participants to know exactly who they're working with.
00:58:46
So when they come in and do an interim change, it's only one person.
00:58:50
Instead of having one person do one thing, one person do another.
00:58:53
So you have four different hands or
00:58:55
for groups of hands on the same thing.
00:58:57
In this case, it will only be one individual that's working with that client all the way through the process.
00:59:11
We've already developed the SOP for the case management based HCV, SOP, standard operating procedure.
00:59:19
It's been implemented, the staff was trained on it about a month before we started, and so they have that as their guidebook for when they're processing tenants all the way through.
00:59:32
One last thing.
00:59:34
We're working, the housing authority specifically is working on increasing the amount of touch points that they have with our residents.
00:59:41
So we've developed a site beautification day.
00:59:44
It's when all office staff can volunteer to work in communities to complete landscaping projects.
00:59:50
So we've done West Haven already.
00:59:51
We did West Haven in March.
00:59:53
And our plan is to do Mickey Madison and Riverside in May.
00:59:58
and I think at West Haven we had a turnout of 25, a total of 25 people, only two people out of all the office staff did not participate in it and so we're gonna look to do that monthly going forward, a rotation at different sites, just an opportunity for us to get out there and engage with the residents and address some of the needs on the site.
01:00:24
The property managers will also be doing monthly events at their sites for residents as additional engagement for them specifically without all the other staff or me there.
SPEAKER_00
01:00:37
I think that's all I have.
John Sales
Executive Director
01:00:39
I do have the inspection report that was asked about, but I had to redact it, and so I can send it to you guys.
01:00:48
I'll redact the specific addresses off of it, but I can send it to you guys.
01:00:53
What I did do is go through them and identify the issues that occurred the most.
01:01:00
So we had smoke detectors and CO detectors that were missing with a total of 41.
01:01:06
We had 18 window screens that were missing and 13 hot water tanks that had issues.
01:01:11
Either the pressure relief valve was not six inches off the ground or there were exposed wires at the bottom of the hot water tank that made it an extreme health and safety issue.
01:01:25
But I'll provide you all with the actual report so you all can go through it.
01:01:29
I will say the smoke detectors and CO2 detectors was definitely something that was eye-opening because we worked with the Charlottesville Fire Department to actually install smoke detectors and carbon dioxide detectors in every unit and for each of the bedrooms there was one installed in each bedroom based upon code and by the time we got to the inspection they were removed.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
01:01:54
So with the smoke detectors, is the situation something like a tenant, the battery runs out, they're removing it off the wall themself, or is it an issue on CRHA's end where it just
01:02:08
wasn't installed or followed up on.
John Sales
Executive Director
01:02:10
No, they're being removed.
01:02:11
You can see where the plate is still on the back, but the smoke detector is gone.
01:02:15
And oftentimes, we find them in the unit.
01:02:18
It was chirping, and they just took it down.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
01:02:21
Right.
01:02:22
And that's what I would have assumed.
01:02:23
So obviously, that's a huge safety issue.
01:02:27
What does that practically look like to ensure that's not happening for future inspections?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:02:33
because I'm trying to struggle to figure out what that would be.
John Sales
Executive Director
01:02:42
I think us just going in there more often and actually enforcing our lease so when we see it down it's engaging with the resident hey it's a violation of your lease for you to take this down if it is chirping please call it in and just
01:02:57
saying that, repeating that back, I mean, over and over again.
01:03:01
But at some point, if that continues to happen, there has to be, you have to level up your enforcement based upon their reaction to that.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:03:11
A fine.
John Sales
Executive Director
01:03:14
Well, you said fine?
01:03:20
I mean, we can, but
01:03:23
If they're not paying their rent, they're not going to pay the fine either.
01:03:26
And typically, they go hand in hand.
01:03:29
When we look at our inspection list and the big violators, they're also the ones that have huge balances.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:03:39
I think we should probably include that in the conversation next month.
01:03:44
When you were out
01:03:47
We discussed the report for next month.
01:04:01
So maybe we can include that in that discussion.
Laura Goldblatt
Member, Charlottesville Redevelopment and Housing Authority Board
01:04:08
This might be a totally stupid question, but sometimes you can hardwire those in.
01:04:14
I'm just wondering, as we redevelop, is that worth doing, or is that a big deal?
John Sales
Executive Director
01:04:18
So when you see a report, you're going to see even the hardwire ones.
01:04:22
Some of those were snatched down, too.
01:04:24
And the wires were exposed.
01:04:26
And so those received even higher points.
SPEAKER_02
01:04:30
But why?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:04:31
Because they're smoking too much in their apartment?
John Sales
Executive Director
01:04:34
Oh, I see.
01:04:34
Is that why?
01:04:35
They were burning up.
01:04:38
Smoking is definitely part of the problem.
SPEAKER_02
01:04:44
Interesting.
01:04:44
Well, they was going to have a lot of smoking if the smoke alarm went off.
John Sales
Executive Director
01:04:49
Well, I don't know if the smoke is causing it to go off, or they're worried that the smoke is going to cause it to go off, so they take it down.
01:04:56
Oh.
01:04:56
I don't know which one it is, but you can tell when you've walked into a smoking unit and a non-smoking unit.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:05:06
Thank you, Mr.
01:05:07
Sales.
01:05:08
Did you have anything else?
SPEAKER_02
01:05:09
And especially if you're not a smoker.
John Sales
Executive Director
01:05:13
That's true.
01:05:14
No, that's it.
01:05:14
But I'll send you all the redacted PDF after this meeting.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:05:18
Thank you very much, Mr.
01:05:20
Sales.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:05:20
Commissioner Wicks, can I add something really quickly?
01:05:23
Okay.
01:05:23
Also, if I may, I also wanted to give you and your staff some kudos.
01:05:32
Looking at the deputy's report from
01:05:36
Ms. Glenn-Matthews, I think there are a few different things that we want to highlight that I also see that you included as well that in your modesty you didn't
01:05:48
but the first part, staff are working to start, number two on the resident services from the ED's report, staff are working on starting a CRHA community-based MOCA chapter to start in the fall.
01:06:03
MOCA's a community organization led by Dr. Kevin McDonald and Dr. Joshua Epps.
01:06:10
They do a lot of work with our youth.
01:06:11
That is really, really, really good to hear.
John Sales
Executive Director
01:06:17
So we also have a youth coordinator that is in the pipeline.
01:06:21
You were about to say that.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:06:22
Yeah, I was about to say that too.
01:06:25
But kudos.
01:06:27
Also, we see that the youth coordinator position, as we've been talking about, is in the pipeline.
01:06:32
Also, kudos to CRHA.
01:06:35
You all put in a successful grant application, and we received funding from the City Vibrant Community Fund, and that goes directly to the youth coordinator position that I was about to talk about, and so Mr.
01:06:47
Sales wanted to say it since he forgot it, and then he wanted to say it when I said it.
01:06:51
But in any event, I just think, overall, within the report, in all seriousness, there's a lot of great work that's been transpiring from the grants.
01:07:04
perspective.
01:07:05
We see that there are some that have been applied to us in Terra and others in which we've done really well.
01:07:11
From a board's perspective, for those who are not aware, we last month completed or we had our meeting with Spark Mill, which was funded through our tier one VA housing grant.
01:07:23
That was really good.
01:07:24
Our five year annual plans have been going well.
01:07:27
And then, you know,
01:07:28
There's just a lot of good work that's been taking place.
01:07:32
I was really happy to hear you discuss about bringing on a communications person.
01:07:39
I think there may also be an opportunity for you, Mr.
01:07:43
Sales, or persons from your staff for us to maybe do a quick highlight video that we could send out to our residents just so they're aware of some of the things that are taking place.
01:07:55
I was really happy to see you.
01:07:56
and the staff, not just you, but the staff as a whole put forth some of the updates and announcements on the Facebook page and in addition to sending some of the words out, but we also know some people like things electronically in a visual form, so maybe that's something that the new communications person can think about, but I think collectively we got to do a better job.
01:08:18
I'm not being negative.
01:08:20
I would say collectively we all have to do a better job of speaking about some of the good work in which we're doing because when we don't talk about what we're doing people don't know and I think it's time for people to know all the good that is transpiring because the negative will be blasted.
01:08:41
And to that point, I know we had discussed before potentially setting up a bi-annual meeting with council.
01:08:50
If sometime we could get an update on that.
01:08:53
I know we had said something to Miss Thomas about getting some on the books.
01:08:57
So I think it's also important for them, council specifically.
01:09:01
not just Councilor Payne to hear some of the great work in which we're doing as well as city staff so that we continue to fortify and build that relationship.
01:09:12
So that concludes my comments.
01:09:14
Commissioner Wiggs.
01:09:18
It's your meeting.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:09:19
Does anyone else have any, are there any other public comments this evening?
01:09:28
Okay.
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
01:09:30
Just real quick, that made me, this is real quick, that made me, that reminded me the Strategic Plan Committee met after and there's a draft, so I think next meeting we'll vote on it and I can send that draft around to everyone so you can just review it with any feedback you have, but just wanted to put that out there.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:09:49
Great.
01:09:49
Yeah, I think we're supposed to approve, we're targeting to approve that in the May 9th meeting.
01:09:54
Correct.
01:09:55
I think that's what it is.
01:09:58
All right.
01:09:59
I believe that concludes our agenda for tonight.
01:10:04
Can I get a motion?
Michael Payne
Member, Charlottesville Redevelopment and Housing Authority Board
01:10:08
I think you can just adjourn.
01:10:09
I can just adjourn.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:10:10
Can I do this?
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:10:12
I move that we adjourn.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:10:14
You were waiting to do that.
Brigid O'Rourke
Vice Chair, Charlottesville Redevelopment and Housing Authority Board
01:10:19
I actually discovered the other day, I was like, why is this garlic in the back of my car?
01:10:25
And I realized it was because Savannah had borrowed it out of my camping van and I had taken it from her apartment probably like six months ago.
01:10:41
Yeah, that was good.
01:10:45
I was like, this is Stokely's interpretation of the arm meeting.
01:10:51
Have you seen this?
01:10:53
Oh yeah, that's what Stokely is.
Wes Bellamy
Chair, Charlottesville Redevelopment and Housing Authority Board
01:10:55
Yeah, where is Stokely?
01:11:05
What are you drawing?
