Yes, our plan at this time is to discuss it a little bit more because we haven't really had a lengthy discussion about it, but we plan to use a search firm to help us with the search, which is standard practices.

We worked through COVID, which took up a lot of time.

and then from that with the untimely death of George Floyd, we started having a number of protests and different things like that in the city and working day in and day out, many, many hours, it takes a toll on you mentally and physically.

So I just thought it was a good time to step away to take care of myself.

So my first question is how much severance, if any, will Dr. Richardson be getting as part of his resignation?

So the only thing that changed in Dr. Richardson's contract was the time period for the effective date of the resignation.

So the other parts of the contract, which included a year salary, they are still intact.

So I do have a follow-up question, which is kind of thinking about over the last couple of years since August 12th of 2017, there's been relatively high turnover in some of the high-level positions, thinking about city manager and police chief, different positions like that.

Have there been, are you concerned about the high turnover rate in those leadership positions, Mayor Walker?

Yes, all of us are concerned about those high turnover rates.

The goal is to stabilize the organization.

I think if you pay attention to election cycles, the intention behind every council member at this time is to create a thriving community

and for us to do that, we will need a stable organization.

So yes, it's concerning to us and it's a goal to repair it.

Fortunately, I don't have to go into details because all of the challenges we faced over the past few years have been public.

For those of us and for people who are going to be reading our stories and watching our stories that aren't intimately involved with city government, I wonder if you could take a moment to kind of explain what your role as a city manager is and was and how the extreme climate changed that role.

As city manager, you know, I run the day-to-day operations of the city as council makes policy.

That means all of the city departments, they all report to me.

And we carry out anything that you can think of in the city that makes the city work, whether it's from, you know, water, gas, whether it's fixing the streets.

whether it's us here taking your payments for your utility bills.

It's a number of things that I do on a day-to-day basis.

But is every day the same?

No, because you never know what's gonna happen in the city where you have to change your day-to-day operations.

I know that in general, local government management tends to move around a lot, but it is a tough situation to be in when you're reporting to both the council and to the voters in a sense.

But is Charlottesville particularly challenging?

Is it a bunch of people who are too smart for their own good?

Or why would you say that we have had so much turnover?

And I'd like to hear from both the manager and the mayor on that.

I would say from my standpoint as city manager, it's very challenging.

Like I said, there's many hours that are put into this position, a lot of late nights and weekends.

So, you know, it's just according on, you know, how you're built and how you handle that.

And as far as the moving around, you know, that's the nature of this business.

You work for the will of the council.

and then you have your own personal goals.

So that all is dependent upon the culture of this profession in terms of moving from place to place.

And I would say, yes, anyone who monitors our situation would not hesitate to say that it is difficult to

both be, I'm sure, an employee of the city and an elected official in the city.

So it's quite a challenge.

I think, you know, there are days where, I mean, I have talked to at least four of the counselors extensively about this matter, and there are probably days that we're all like, how long can we do this?

And then there's something that leads us back to the reason why we ran

campaigns in the first place and took an oath and that we get right back up and we start doing the work again.

And hopefully at some point there'll be more trust within the community relationships and there'll be more, you know, a healthier spirit within our internal workings and that it'll come together and that we'll have a healthier environment.
