So the questions that came up at the listening session, when do you all plan to address any of those?

So, outside of having that meeting next week, I can't give you the timeline yet, but as you're aware, last year it did take a couple months and based on the work of over a thousand people to work this operation, I would say that it will take that again.

So would it be safe to say that we could expect an answer in regards to the after action report if it's August now, October or November?

I can't promise that tonight.

That's part of the reason why we have an extra two minutes in terms of us responding and we can

I've called back a few people who asked to be followed up with, and then I've written up a summary of all the calls and shared it with Mr. Murphy.

So is there any way you could speak to what your hope is from the statement you made about next year?

And related to that, you also at one point had mentioned working with the community and the vision for what we do with these spaces, specifically those parks.

And I think that we need to acknowledge that, but then work as a community to look for ways for future August to be positive.

Am I right on that?

Since we've had those RFPs in for some time now, I can't imagine anybody honors that pricing and that we would probably need to put it out to bid again.

But the process is in place.

It needs to just be activated again and I guess at this point in time it should only be activated once we have a decision from the courts at this point.

Yeah, I mean, if you know what the outcome in court is, then council may want to revisit what the RFP says because you'll know that the, you know, perhaps the statue is or is not there, but no matter what the outcome is in court, there's the likelihood of some sort of appeal, so.

I mean, the statue situation is a long time ago.

There's absolutely nothing we can do.

With regard to the downtown park and doing a redesign, no.

some of us don't agree with at this time so we are trying to work through that but I think everybody is committed to making sure that the budget process overall and this leans more towards a participatory budgeting aspect and where there's more involvement from the community so it's still on the radar.

So is there any way that they could be involved in the implementation and or, I don't know if we would say decision making process, but I do think that their input is valuable.

Did you submit the budget that we received?

I did not, no.

The money that was allocated for the community to be able to vote on That amount 100% of it to go towards a community goal, which is not currently what is happening So that is what we're looking at cool

I think the mayor's hit on the head here at the end that you know we don't want to spend nearly as much on facilitating a process as we do for the community getting product of their work right and so whatever we can do to make sure as much of the money goes into either services or projects rather than paying somebody to navigate the process is what we're invested in.

Because that's obviously, especially as a new process, the major part of it is facilitation.

I think that we all have to have that conversation because we just received the budget and I don't even know if everyone has had the conversation about

We really, this is an opportunity to let the community decide what they want to do with this amount of money.

So we're going to have to make sure that...

But I don't want to go the other way, where it's only staff?

I don't think anyone is, or at least I'm not committed to that.

So it still was 6th Street, Crescent Halls, all of that still was open to somebody being able to come in there.

but I can say because I can contest to it and I could also have witnesses here on the next city council meeting that can say what was said and what was done that was the same letter that she's referring to that y'all have that all of it was not done correctly and I'm not going to be called a liar when you told it to the people and y'all said it in front of the people when y'all presented it.

We said that we would stop people from parking on all four sides of it, which is what we did.

And I said that several times, outside of Friendship Court, not deep inside.

So Mr. Murphy, just for, I know we have to continue to move on, but what I feel like I'm hearing from Ms. Parker and from others are they mean the actual spaces that are along the street that are actually on Garrett Street and the Monticello and the back on the hill.

So I think, yeah.

I think we all do.

So Chief Brackney is saying, for those who can't see, Chief Brackney is shaking their head, yes, the signs were up.

those are the three things that we did agree to in that meeting if you're correct and that's what your recollection is as well.

What was going to be the consequence if somebody violated?

But that's something that we can at least, it gives us a beginning point, something we can work from.

And I think you just articulate that and bring it back to the next council meeting.

a meeting or forum in Northern Virginia where there's an existing CRB they may want to attend one down in Eastern Virginia where there's already an existing CRB just to see how they function and how they work and depending on the time of that meeting it may even require an overnight stay so it just I mean it just depends.

So Mr. Murphy what would be the process of us to be able to allocate more funds but they need to provide a written request so could we just say we want to

When you meet on September 17th, you amend their budget with a new appropriation.

Is there a different process that y'all wanted to have?

No, no, it's just that we hadn't even been given that particular bit of information.

I asked Ms. Brazel to reach out to the CRB members in preparation for their second meeting to see what level of staff support they wanted or who they wanted in attendance at their second meeting and they did express that they wanted a city attorney representative in attendance at that second meeting and that was it for now until they kind of discussed what their future needs would be and I had a really good meeting

This morning from the CRB members who expressed that you know the administrative support piece is Important and we of course have that in place and ready to go for those folks Even something as simplistic as just making sure that we have copies of the the agenda for the meeting And that fell through the cracks this past month And Councillor Hill and I we talked about setting up a meeting with

the CRB members and any staff that you all wanted just to be clear on what you all would like us consider before the year before the bylaws are written because I feel like that is where the disconnect is coming that the bylaws are not written but there are changes that you all would like to make before the year is over is that correct okay

Do we want to have a meeting of a subsection of us and we can make it public if there's more than two of us that's fine with some of you or is it better for us to try to get representation at that meeting and make sure that we can address all your questions no later than that night we don't want to over we don't want to get in your way like you said you want us to be supportive but to stay out of the way so that's a balance that we want to provide but we want to make sure that you have the information and the support you need.

That would probably be something better addressed through emails to everyone.

There's a number of people who have to participate for this to be done.

Take a look at the contract and the actions taken on July 2nd as well as Mr. Schultz's comments about firing without cause and how that would relate compared to the July 2nd ratification.

Well I think that might limit us to just individuals who live in Charlottesville to be for people to choose to be elected from and I really do think that we need you know outside people from outside the area and in this in this position so that's that's my only comment.

I think those are just important considerations to be had and I just hope that we can really dig at that sooner versus later before we get too far along the process.

of both what we want the search process to look like, the engagement process to look like, and then some principles of the person that we're looking for to get the outcomes we want.

So hopefully, and that's just the beginning, you know, to get feedback on what this process should look like.

You've held your public hearing tonight, and then if any council member wanted to pull it and talk about it.

It's not actually a first reading.

So we don't even need first and second readings?

And again, as part of the consent agenda, if there's a motion to pass the consent agenda and it's passed by the council, that serves as enactment of the ordinance.

So we would call it an introduction and final reading instead of a first and second reading, to be clear?
