I'd like to make a motion to accept the consent agenda.

If I may, I'd like to make one comment just about Mayor Walker and that's just about the item A that that $50,000 did come from the standard which was the development on West Main Street and it did make good on its promise to give $50,000 to the city for its workforce development program and $50,000 to the FAR, Public Housing Association of Residents for their workforce training program.

Alright, next is our public hearing for the revised council policy and procedures.

Mayor Walker, there will be a presentation by Ms. Robertson, a brief presentation, any qualifying clarifying questions from council.

A good portion of the first day of the retreat was spent discussing how City Council might revise its meeting procedures to accomplish a certain list of objectives.

So if you have any questions, I'll be glad to answer them, but I think the procedures that we drafted and that were in your agenda packet were intended to accomplish those things.

I guess it would be after special recognitions and before community matters as it is today.

Is that, I don't quite see that being reflected here.

putting announcements or community meetings and scrolling that on the television screens as you go through the first portions of your meeting.

I mean, a lot of the awards and the recognitions and all that stuff kind of takes a lot of time.

for the other seven meetings, you wouldn't have it.

Because if we're talking about increasing engagement and especially looking at social media platforms to do that, I just think it's important that if, I mean I'm not a big social media person, but if something pops up.

This would say you can't text each other to talk about that item in a way that members of the audience couldn't be privy to.

you know public meeting of a public body and have a one-on-one conversation about something that I mean you've seen that happen many times and most or would I mean the equivalent would be saying that you know two colleagues as long should not be able to do that and is that the intent of this?

We try to make the definition very broad.

So I just wonder if we shouldn't, or if there's a way of writing this, I don't know how you enforce a shall be informal and conversational, and I know because there was discussion about this and I get it, but I just would be curious what colleagues think or when we hear from the public what their opinions about requiring ourselves to be informal and conversational.

I think we have until everyone has spoken we wouldn't jump in but once we got to that it could be like we're doing right now where we're not having a specific order followed and that was just a different document than this and so I just think that was the language I was remembering being kind of agreed upon that we would still start with everyone getting opportunity to speak and that's when we went to that whole discussion around how long do we give each other and we kind of loosen that the same

I mean one way of softening it might be just to take out, it could just say maybe undertake an informal conversational matter and that would itself be a departure and it would be up to the mayor to run the meeting or you know how, but I just want to suggest that as opposed to shell because it's.

But you can certainly have that read however you'd like to.

I just think it's clear that for some members of the public, more time to speak is really valuable.

So there was some flexibility, you know, that three minutes that they're speaking and then maybe we are responding and that there were still, I'm also just conscious of the fact that we have kind of expanded every speaker to five minutes is the total and granted there's a three-minute portion and a two-minute portion, but as I just think about

Thank you for reminding me, I forgot about that, that it really is like each person gets a five minute chunk, but two of those minutes are from a counselor.

So if they, if it's important to increase time, if people are seeing that they would like more time to be heard, then I think that's more important than a timeframe if we decide to respond.

I'd be willing to go to four minutes to see just as a inching along and see if that's enough.

We have to be prepared.

And we're going to be reviewing this in two months.

We have to keep that in mind.

I think sticking with three minutes would be okay, and then we're going to revisit these in two months anyway to see how it goes, whether people felt more heard.

There are several members on the list today that, you know, don't live in the city but that, you know, usually come and are very, you know, supportive.

And I think all of them look like they live in the city based on their addresses, or almost all of them.

Where there are two that didn't even, that didn't give.

Gather's not the first to raise it.

You know, that's a very different conversation.

But we open ourselves up for legal ramifications if we treat them differently.
