At KTEC we currently are serving students from Louisa and Fluvana.

what our stakeholders and what our students are asking for.

though all 100 will not be able to attend.

Is that because there's like a conflict in terms of scheduling with the county?

It's on a first-come, first-served analogy.

So the demand, so to speak, for KTEC services for our students is actually higher than the 60 or so would indicate.

For the upcoming school year, that is absolutely correct.

but some of which I guess you're hoping are you hoping to essentially build like an adult educational adult educational services along the line of what they have there now to just keep that going in other words that that extra expense is the idea basically that the city is going to pick that up

But most certainly, if down the road Albemarle wants to do something different, then we have to decide how can KTEC best serve us and our greater region.

Would it sort of be bolted on to what you're doing or are you going to kind of set it aside and let it be managed on its own?

So we all win.

In other words, it seems pretty clear that the prior arrangement, there was some unhappiness there or whatever, but what's our sort of expectation that going forward things are going to be different or better for

incentivize this situation so that they can stay in this but naively I don't want to naively say that we would not be working to ensure that we have a plan for this building and I think that we would do that in collaboration with city staff and city council.

It sounds like the answer to that is you guys have got a strong plan, a strong team, you're committed to, okay, yeah, that's all I have.

We weren't equal in a plan because they have plans that are specific for their students and we need to be fact.

I don't understand that.

So I just wanted to make sure that I say that because I think that that's a lot of the driver behind this conversation.

Are you saying that the plan that the folks were developing the way they could do what they do was basically get Charlottesville out or that they were planning to keep Charlottesville there and also do other things that they wanted to be doing other than KTEC?

That's between the school board and the superintendent.

Is that something that's still, or is it kind of figured out?

Do we have a similar sort of thought right now about what our county would be once we take over for those counties to continue?

Yes we do and that's so that's included so we start to optimize that budget talked about and I did not my slides but the where we start to talk about this budget and the slots yes we do and we can provide provide that to them it's in the presentation where it talks about the slots

I just want to make sure that I'm hearing Mr. Snook.

after to still have questions about how students will be integrated.

I guess one of the things that I'm hoping to do this evening is to some of the questions that have been given to people who have been asking us.

The answer for obvious reasons and to see if there is an answer.

We just need to get for them that number, which is significantly lower than what they did in tuition.

I guess that's fair to say.

Why do we do that?

would be the electric, it would be their instructional material.

Why do we want to adopt a situation where we're not expecting anybody else to share in the average cost of operation?

That bigger discussion about what happens with adult ed, what the opportunities are, that's a bigger discussion that I think is less about the transition and more about the task force that Mayor Snook called for in the earlier discussions about this opportunity.

There are an awful lot of businesses that have gone bankrupt charging only marginal cost, like virtually all of them.

the concept of marginal versus the term you're using is one I'm not as familiar with but this is more about what are the overheads or the fixed costs that you're going to incur no matter more or less what's going on in that building and with ownership we felt like okay we can take the responsibility of those costs and then there are the direct programming costs which we really need to be very wise and intentional about how those are allocated Mr. Mayor is your point do you think that these indirect costs of utilities should be rolled into the tuition

And the next question is, is it expected to come from the city and some additional appropriation to the school division to be able to make up those fixed costs that aren't being disseminated or aren't being spread among all participants?

That is an answer to one of the questions that's been floating around out there and something that was discussed before the decision or recommendation to purchase.

If the county pulls out.

But it's not us.

It's going to be you all.

I mean the schools have no taxing authority so this is a conversation about resource allocation and the will of the community.

But that being said, we need to look at this as a value added.

If the partnership before the split up happened wasn't working apparently, at least not from the county's perspective, how do we know that what we're doing going forward is going to work?

and that's what I stand before you today saying is that I put our students first.

And I appreciate that, but we also need to champion the CTE program.

I'm also reaffirming that we don't wait until the day when someone says that they don't want to be in this relationship anymore that we make plans for what happens next.

We have a CTE person currently at KTAC.

Are they for like 20, like if I wanted to go back and learn how to be an auto mechanic, would the person that you're referring to who's in the high school help me become an auto mechanic?

he would meet with that person.

It sounds like it's going to help subsidize this.

More than thinking about it.

Okay.

is encapsulating messages that you need to hear.

Is that locked in or

No.

Which I know presents, you know, opportunities, but I'm unsure, like, kind of if that were the case, kind of what the vision and long-term goal would be at that point.

whenever Albemarle chooses to do whatever they're going to do that we're prepared to do what's next for our students and our community.

You need to plan and act accordingly, but just continue to be open to dialogue and conversations.

And so if there's some notion that they've already decided on setting up this center, too, or something.

I think they're working towards a plan.

And we need to have the community approach.

And we add that with some help with PVCC or from other resources and help our local work economy have the people they need to do the jobs and to invest in the skills so that we're helping folks build good lives.

But that is a topic based on your concerns, the foundation's concerns that can be addressed in the work groups.

and the KTEC Foundation Board lists a number of questions, most of which strike me as great questions for us to be working on over the next year, but not questions that we can reasonably expect anybody to have an answer for right now.

That's correct.

That's kind of where I'm coming from.

We recognize that there's still a lot of work that needs to happen moving forward, but we really need city staff at the table with us because this cannot be something that we do in a silo.

With a lot of forward-thinking ideas about this field, and I would suggest all of us go back and reread it, because I found it to be interesting reading.

So I'm comfortable with where the recommendations are at.

This is the first time I can remember getting the kind of information necessary for us to be able to say that we're actually doing that.

But this year, we wanted to highlight it more clearly so that Council, you know, will understand that staff is already following up on the Tier 1, Tier 2, and Tier 3 concept as recommended in the Affordable Housing Plan.

Do we have an agreement to move it to the May 1st meeting for the second reading?

You probably explained this to me and I should know it, but is this, is HOPS part of this or HOPS is separate?

is part of this current budget that the city council approved, I believe, last week or a couple of, yeah, last week.

So are we surprised that AHIP did not pass muster?

So that was the email we received from them today.

So that's why they didn't spend their money?

I just want to provide the information to city council.

Or do you feel that they could find somebody and they might run out of money?

We are not sure whether we are going to grant them the one year until we get some additional information from them.

funding where they're at, but that's just my perspective.

That is the posture at this time, provided staff can support it, our goal would be to make sure that we can continue to do that since it is a high demand opportunity.

I don't know if they're already fully aware, but I'm just anticipating some of them will have a rough adjustment to moving from virtual to an in-person quorum, which I think is inevitable, but I don't know if there's anything we can do in terms of outreach to try to mitigate that.

So they would start, they could start immediately after your action tonight.

I don't think there's anything to really do about it.

Many, they were supposed to be having quorums in person anyway.

How many have they actually been doing?

I don't know of any.

If they haven't been, they're not telling.

I can't keep up with all of them.

So the resolution before you is to appropriate $5 million as a bondable activity, authorize the city manager to execute an agreement with CRHA to acquire the portfolio and within that acquisition the city retains half interest in the property and first right of refusal on any future sale.

Or can we simply accept it as suggesting an amendment to the original proposal and go ahead and approve it?

So that's altering what we're trying to accomplish.

And I appreciate your having incorporated those into, I gather there will be some sort of memorandum of understanding.
