    • 00:00:00
Kornkopf pipe, and the Nutting News.
    • SPEAKER_01
    • 00:00:04
      All right.
    • SPEAKER_04
    • 00:00:10
      All right.
    • 00:00:13
I guess we have a quorum, don't we?
    • SPEAKER_02
    • 00:00:19
      That clock says four.
    • 00:00:20
      All right.
    • SPEAKER_04
    • 00:00:21
      Let's roll on.
    • 00:00:24
So I'll call the meeting to order.
    • 00:00:26
We have a forum present, and I understand Director McNaughton seeks to participate virtually for a medical reason.
    • 00:00:36
So is there a motion to allow me to participate virtually for a medical reason?
    • 00:00:44
I move that we allow him to participate.
    • 00:00:47
      Second?
    • 00:00:47
      I second.
    • 00:00:48
      All right, all in favor?
    • 00:00:50
      Aye.
    • 00:00:50
      Is that good, Richie?
    • SPEAKER_02
    • 00:00:53
      And any opposed?
    • 00:00:55
      No.
    • 00:00:57
      So now he's admitted.
    • SPEAKER_04
    • 00:00:58
      All right.
    • 00:01:00
All right, so matters from the public.
    • 00:01:05
      Anyone signed up?
    • SPEAKER_05
    • 00:01:08
      One moment.
    • 00:01:09
      I apologize for the noise.
    • 00:01:11
I dropped the ball on that one.
    • 00:01:18
If there are, I'll come back to it.
    • SPEAKER_04
    • 00:01:19
      OK. All right.
    • 00:01:23
      Approval of the minutes.
    • 00:01:25
Are there any comments on the minutes?
    • 00:01:31
Is there a motion to approve the minutes?
    • SPEAKER_01
    • 00:01:33
I motion to approve the minutes.
    • SPEAKER_04
    • 00:01:34
      Is there a second?
    • SPEAKER_01
    • 00:01:35
      Second.
    • SPEAKER_04
    • 00:01:36
      All in favor?
    • 00:01:38
      Aye.
    • 00:01:40
      The minutes are approved.
    • 00:01:42
Financial report, there is no reports.
    • 00:01:46
As I understand it, the budget department is working to update their financial report, so we will cover the things that we want to cover.
    • 00:01:56
So at this point, it hadn't changed since the last meeting, so there was no need to bring it up.
    • 00:02:01
      So on to new business.
    • 00:02:05
Election of a new vice chair.
    • 00:02:09
Unsurprisingly, no one jumped off when we sent out the email saying that we had to volunteer to be Vice Chair.
    • 00:02:17
No objection, so I will move that Jeff be, or nominate Jeff as Vice Chair of the Union.
    • 00:02:27
      Is there a second?
    • 00:02:28
      Second.
    • 00:02:29
      Second.
    • 00:02:31
      Aye.
    • 00:02:31
      Aye.
    • 00:02:31
      All right, any opposed?
    • 00:02:35
      All right, congratulations.
    • 00:02:38
      That was easy.
    • 00:02:39
      All right.
    • 00:02:41
So, Richie, you want to talk about the remote participation box.
    • SPEAKER_02
    • 00:02:49
      In fact, I do.
    • 00:02:52
The General Assembly, for certainly clear reasons, made some amendments to the Freedom of Information Act as it applied to
    • 00:03:06
      virtual meetings and remote participation.
    • 00:03:10
So this is, for all intents and purposes, is just kind of housekeeping.
    • 00:03:14
And in terms of the changes that have been presented to you, in terms of the revised or the black line or red line, whichever you go by, policy, in terms of remote participation, and this is on both policies we've added in the first section,
    • 00:03:33
What we had done before is we had just, we had agreed to adopt whatever changes that the General Assembly made.
    • 00:03:42
And so whatever changes were made would be automatically become part of our policy.
    • 00:03:47
The General Assembly, however, suggested or required that we have to adopt our policy on an annual basis.
    • 00:03:55
So that kind of undermines what we try to accomplish.
    • 00:03:59
So because of that, we can't
    • 00:04:01
always adopt all their changes so we've added that unless otherwise required for Virginia law and that's under the remote participation policy and we've added a section that addresses annual adoption and so before we can resort to remote participation which is what Director McNaughton is doing
    • 00:04:20
And he's safe today because we're in June, we're not in July right now.
    • 00:04:24
And so what we do is we've added a section that says that we will annually revisit the policy and adopt or readopt that.
    • 00:04:33
And my suggestion will be we just do that at the annual meeting every year.
    • 00:04:38
      That makes sense.
    • 00:04:38
So that's a remote participation policy.
    • 00:04:41
All virtual meeting policy has the same changes, except they've added a couple.
    • 00:04:48
One actually I think is an improvement.
    • 00:04:51
We've gone from up to 25% of the annual meetings, so that would
    • 00:04:56
We'd be able to call up to three special meetings or emergency meetings, and they've upped that number to 50%.
    • 00:05:02
So that may put us around six, maybe six or seven, depending how many meetings we hold each year.
    • 00:05:09
      So that is an improvement.
    • 00:05:12
Then they've added another section about audio visual technology when it's available.
    • 00:05:18
It speaks to when the visual communication is voluntarily disconnected or otherwise fails.
    • 00:05:28
I suspect with our technical assistance that we will be able to identify those times when someone disappears from the screen and we will be able to discern whether it's voluntary or otherwise fails.
    • 00:05:42
Then when it comes to audio communication,
    • 00:05:44
Audio communication can voluntarily fail and not trigger this section, but if it involuntarily fails, then the director is not considered a part of the quorum.
    • 00:05:57
Again, I don't know how we discern what between involuntary and voluntary, but we'll cross that bridge when we get there.
    • 00:06:04
That addition to the policy is just verbatim from the new law.
    • 00:06:10
And then, of course, we have to revisit this every year, which we'll do at the annual meeting, to readopt or amend the policy.
    • 00:06:18
So those are the suggested and recommended amendments to the policy.
    • 00:06:23
And I certainly will entertain any questions.
    • SPEAKER_04
    • 00:06:27
      Any questions?
    • SPEAKER_02
    • 00:06:31
      All right.
    • 00:06:31
      So there is a motion.
    • 00:06:32
      I don't know.
    • SPEAKER_04
    • 00:06:33
      There you go.
    • 00:06:36
I'd like to make a motion.
    • 00:06:38
I move that the Economic Development Authority of Albemarle County, Virginia amend and readopt as amended this authority's remote electronic participation policy and all virtual meeting policy as noted in the attached policies.
    • 00:06:53
      Is there a second?
    • 00:06:54
      Second.
    • 00:06:55
      All right.
    • 00:06:56
      Any further discussion?
    • 00:06:58
      All in favor?
    • 00:07:00
      Aye.
    • 00:07:01
      Any opposed?
    • 00:07:04
      All right.
    • SPEAKER_05
    • 00:07:06
Chairman, if I could add for the record, there were no shoulder comments.
    • SPEAKER_04
    • 00:07:10
      Okay.
    • 00:07:12
      Thank you.
    • 00:07:14
So next is the continued preparation for the August 4th meetings with the Board of Supervisors.
    • 00:07:24
And I neglected to welcome Emily Kilroy to our first meeting or her first meeting as our interim executive director.
    • 00:07:34
      Is that right?
    • SPEAKER_02
    • 00:07:36
Did I get the title right?
    • Emily KilroyInterim Director of Economic Development
    • 00:07:38
      Close enough.
    • 00:07:40
      Close enough.
    • SPEAKER_02
    • 00:07:40
And Chair, could I take this opportunity?
    • 00:07:42
We have in the County Attorney's Office, Eleanor Smith, who is a summer intern.
    • 00:07:47
She's a rising fourth year at the University of Virginia.
    • 00:07:50
She's participating in a program, the name, I don't know.
    • SPEAKER_01
    • 00:07:53
      Roadmap Scholars.
    • SPEAKER_02
    • 00:07:54
Roadmap Scholar, which is a two-year summer program that prepares her for law school.
    • SPEAKER_04
    • 00:08:01
And is your job to dissuade her?
    • SPEAKER_02
    • 00:08:03
As long as I'm here two days, I haven't had much.
    • 00:08:09
      You have five weeks.
    • 00:08:11
      Thank you, sir.
    • 00:08:13
      You're welcome.
    • SPEAKER_04
    • 00:08:16
All right, so Emily, you want to start us off?
    • Emily KilroyInterim Director of Economic Development
    • 00:08:20
Yeah, I'll give just a couple, Director Long and I were able to meet a couple times over the past couple weeks.
    • 00:08:27
I've been in my role for just about a month at this point, but we were able to connect a couple times so that I could help be a good
    • 00:08:39
partner in making sure that both the EDA and the Board of Supervisors are in a good spot to have a good work session together on August 14th for your joint meeting.
    • 00:08:52
Whenever there's a joint meeting and it's not just presentations like the meeting that we had with the city last week,
    • 00:08:58
We want to make sure that everyone comes in with enough information so that staff don't spend the whole time talking and giving you all briefings on topics so that we leave as much time available for you all to have conversations with each other.
    • 00:09:11
One of the, as I understand it, one of the major topics for the agenda for that meeting will be the MOU that was adopted between the EDA and the board in 2017.
    • 00:09:23
      J.T.
    • 00:09:24
told me that the EDA was formed in 1976 but the 2017 MOU was the first and only in the series.
    • 00:09:33
Just to be clear, I wasn't here in 1976.
    • 00:09:38
      You weren't anywhere in 1976.
    • 00:09:43
The MOU was adopted in 2017 and said when the county adopts its first economic development strategic plan, the MOU should be revisited.
    • 00:09:52
      And that did not happen.
    • 00:09:54
And that plan went into effect in 2019.
    • 00:09:58
So we're doing a little bit of catch up, I understand.
    • 00:10:00
I wanted just to point out the Economic Development Strategic Plan is sort of, it guides the work of the office and it fits into sort of a tapestry of plans that the county has.
    • 00:10:20
So the comprehensive plan is sort of the 20-year vision document for the county.
    • 00:10:27
      The board looks to that
    • 00:10:30
Most primarily, you know, it's a land use document, but the chapters in Albemarle County's comprehensive plan cover a big range of topics, economic development is one of them.
    • 00:10:40
And so we look to ground our, the board looks to ground its work, the staff looks to ground its work, and the comprehensive plan, the
    • 00:10:51
Strategic plan that the county has is a board adopted document.
    • 00:10:55
And that kind of takes, we like to think of that as taking sort of the next five years of the comp plan.
    • 00:11:00
So what are the big visions set out in the comp plan?
    • 00:11:05
What are we going to do in the next five years to start to build momentum towards that?
    • 00:11:09
And so economic development is a key part of quality of life in the community.
    • 00:11:17
The current strategic plan that the board has.
    • 00:11:20
And then, of course, we've got Project Enable, which is how the staff really specifically look at what is the work that we're supposed to be doing.
    • 00:11:28
And that Project Enable, we're now calling it 1.0, was adopted in 2018 to take effect in 2019.
    • 00:11:36
And at the time, it was supposed to just be a three-year document.
    • 00:11:39
And then the pandemic, I think, kind of
    • 00:11:42
reset everyone's expectations for what made sense, and the work of the staff really pivoted during that time.
    • 00:11:48
And that sort of sets out, you know, if the plan's a 20-year document, the strategic plan's a five-year document, Project Enable was sort of a three-year document, and so that really is supposed to give us the details of what we're supposed to be doing.
    • 00:11:59
and the MOU is sort of the connective tissue between the board and the EDA.
    • 00:12:04
And so having those all work together helps us a lot, make sure that we're doing what we're supposed to be doing.
    • 00:12:12
And I think it helps the board and the EDA as well.
    • 00:12:14
So we're excited about the opportunity to talk about that in August with the board of supervisors.
    • 00:12:22
And today, it was really an opportunity for you all to
    • 00:12:27
highlight the things that you really wanna make sure that we cover in that discussion.
    • 00:12:30
I think heading into that joint meeting, we're not expecting to have a red line document for you all to be looking at, but really to sort of build consensus between the two bodies on what are the topics to work through to build a red line version that you all sort of after August 14th would work through at your meetings to get to a final resolved and adopted document.
    • SPEAKER_04
    • 00:12:59
Yeah, no, and I think just from a process standpoint, you know, we wanted to get feedback today so that, as Emily said, we could then provide that if we need to have
    • 00:13:10
      Another meeting.
    • 00:13:12
We can also have a special meeting in July.
    • 00:13:18
Do we have one scheduled or are we canceled?
    • 00:13:20
I think, did we keep it on the calendar?
    • 00:13:21
We have one scheduled for July 16th.
    • 00:13:23
Yeah, so I think we kept that meeting.
    • 00:13:25
That is often the one that gets canceled.
    • 00:13:27
      We sort of kept it.
    • 00:13:29
      We could use that.
    • 00:13:30
We could turn it into a virtual meeting if that was easier.
    • 00:13:33
We could sort of see where we want to go.
    • 00:13:36
But I think the idea is to
    • 00:13:41
      Look at that.
    • 00:13:48
So I think that these are the things that I shared with the
    • 00:13:52
with the board members to sort of think about.
    • 00:13:54
Some of which we've talked about and I've talked about with Economic Development Office and are the kinds of things that I think we need to talk about with the board.
    • 00:14:07
And you can sort of divide them into what are MOU type topics where we need to further divide that.
    • 00:14:14
And then what are sort of the bigger picture?
    • 00:14:16
What does the board want us to do?
    • 00:14:18
      What can we do?
    • 00:14:19
I've always felt it's important for us
    • 00:14:22
Be going in the same direction as the board and doing what the board wants us to do, just using the powers that
    • 00:14:34
And, you know, to give some history, as Emily pointed out, this MOU was new, and one of the reasons that it's in place was traditionally this EDA had not done much other than approve bonds, and that was really it.
    • 00:14:55
The county's overall focus shifted toward more economic development issues.
    • 00:15:01
We started to do more, we started to have more meetings, we started to get more involved, and we wanted to make sure we were all sort of heading in the same direction.
    • 00:15:10
And there have been EDAs and other places
    • 00:15:19
Let it off on their own in different directions.
    • 00:15:22
And we wanted to be clear that that's something we were going to do.
    • 00:15:25
I don't know if others have thoughts beyond these, the specific things that they want to talk about.
    • 00:15:35
I think that the one that I think is important and obviously came up last week at our joint meeting was the entrepreneurial system and how we're going to support that and what we need
    • 00:15:51
About that, there was a meeting hosted by the Central Virginia Small Business Development Center with various people in the community talking about what were the missing things in the community.
    • 00:16:09
      and Emily and J.T.
    • 00:16:10
were there, I was there, people from the city, entrepreneurs, investors, all sorts of folks.
    • 00:16:17
And so that topic is out there along the lines of what's going on.
    • 00:16:22
So I think one of the things that
    • 00:16:33
For instance, can we reach some agreements about how board authorized funds could be used?
    • 00:16:40
And because right now we tend to go through a process where it can be sometimes even back and forth as many as two times when the board of supervisors appropriates money and then we have to vote on it and sometimes they leave and go back again.
    • 00:16:55
So trying to streamline that in a way that the board is comfortable
    • 00:17:02
And I'd like to add, I think you're kind of fishing all around it, to have the global conversation in terms of forming a consensus about what smart growth looks like in all the world.
    • 00:17:22
It's very well written, thoughtfully done, but everything but the kitchen sink is in.
    • 00:17:33
So there's no, when I first read it, when I joined the board, I mean, you can fit almost any initiative, any project, any interpretation of what growth looks like, whether it's adding population.
    • 00:17:49
      housing, it's all in there.
    • 00:17:51
And I just, I'm a little confused about what our mission, what we agree is our mission.
    • 00:17:56
And probably never get full, full buy-in on exactly what that is.
    • 00:18:00
Cause I tend to have my own thoughts about it, which might vary with supervisors or board members, but I'd love to be pulling on the same orders, just to have some very open conversation about what we're most thinking.
    • 00:18:13
      I mean, cause my buy-ins,
    • 00:18:20
to think about how do we help the people who are already in all the world.
    • 00:18:24
That's one of my focus areas.
    • 00:18:30
And I'd like to see how that fits into other people's opinions on how much population do we want, who do we want to bring in, what kind of businesses do we want to bring, if any, all those things.
    • 00:18:43
That's what I'd like to have.
    • 00:18:44
I mean, I think you have it represented well in the list.
    • 00:18:48
Yeah, and I do think, I mean, historically, the direction from the Ford, I think, to the A.L.
    • 00:18:58
Feldman office has been that the focus was on growing businesses here.
    • 00:19:16
But that was sort of the consensus of the board in years past, whether it's currently the consensus of the board now or not.
    • 00:19:24
That's what we want to get that guidance from.
    • 00:19:35
Anyone else have anything they want to bring up?
    • SPEAKER_03
    • 00:19:45
The next slide also has some of the special powers of the EDA in case that elicits any thoughts around activities a director may be interested in or want to comment on.
    • 00:19:58
So I can toggle back and forth between these.
    • SPEAKER_04
    • 00:20:12
I mean a potential example of something that could be done that occurred to me after a joint meeting when Mickey Hastings was talking about the bio-open space that they're going to be occupying at the research farm.
    • 00:20:30
She mentioned that there was empty space up there that the foundation had and was looking to bring.
    • 00:20:36
      So one potential
    • 00:20:37
and we could do is try to come up with a way for us to get involved in helping lose that space to other people as they were able to subsidize that.
    • 00:20:47
Those are all things that we have the ability to do and maybe use it in a way that avoids suffering.
    • SPEAKER_01
    • 00:20:54
I think something else as we look forward to developing Anne Arundel County is one of the things I found very interesting about
    • 00:21:06
and just even some of the other businesses that we've talked to, the one who's doing the lab work to support the vineyards, right?
    • 00:21:17
So we're having that business grow, which therefore helps all these other businesses grow.
    • 00:21:22
So sometimes bringing in new business, it's new business to the county, but it's supporting infrastructure that is already there and makes
    • 00:21:33
reduces the cost to some of these larger industries.
    • 00:21:39
You see that with Biohub as well.
    • 00:21:41
They're bringing things that are supporting elements that are there for boosting everybody up.
    • 00:21:48
And I think that's something to be thinking about, absolutely to be supporting people who are already here, but also look to see maybe there's other industries and things that can have a broader scope
    • 00:22:01
      really helped lift all boats.
    • SPEAKER_05
    • 00:22:12
I've heard that concept referred to as cluster development, where you have the supporting organizations and businesses that are all intertwined, maybe not exactly the same thing.
    • SPEAKER_04
    • 00:22:27
So in terms of the actual meeting itself,
    • 00:22:30
How do we anticipate that going?
    • 00:22:34
Are we going to have to set up discussion points?
    • 00:22:38
How do those things, I'm trying to remember.
    • 00:22:39
I mean, we did one a long time ago.
    • 00:22:41
I don't remember much about it other than we can all talk on microphones.
    • 00:22:45
      That's really challenging.
    • 00:22:48
Is there any thought about how that process works?
    • 00:22:54
Someone kind of sort of lead the discussion?
    • Emily KilroyInterim Director of Economic Development
    • 00:22:58
Yeah, so there's probably not a set way that we have to do that.
    • 00:23:07
I think the way that staff usually supports the board is we can provide some slides to sort of tee up some questions to then pause and allow for discussion on the floor.
    • 00:23:21
And so if the EDA wanted to
    • 00:23:28
bring forward some set topics to raise to the board's attention.
    • 00:23:34
We can structure that as the EDA bringing those forward.
    • 00:23:37
If it's helpful to have staff kind of play that role, we can work together to build out what are those discussion points?
    • 00:23:45
Is it on the prior slide?
    • 00:23:47
      Is it sort of this?
    • 00:23:50
And we could talk a little bit about what each of those might look like, what some of the decision points might be,
    • 00:23:56
and then probably take it kind of bullet by bullet and see, let the board have a reaction and sort of talk through anything that they, any concerns or support that they have and then sort of let that dialogue flow from there.
    • SPEAKER_04
    • 00:24:11
      Well, that makes sense.
    • 00:24:11
I mean, I think it would be helpful then to have, maybe we work off some sort of list that says, here's some sort of general topics and maybe we're talking about balance.
    • 00:24:23
And then, you know, and maybe some of it is where do you see us going?
    • 00:24:32
What do you want for a supervisor?
    • 00:24:34
What do you want BEA to do?
    • 00:24:37
So that I think we have a better discussion reacting off a specific set of points than a certain, hey, let's just talk about this.
    • Emily KilroyInterim Director of Economic Development
    • 00:24:48
      Yeah, we can look at,
    • 00:24:52
One of the things that we have done over the past couple weeks is connect with the board to sort of tee up for them like, you know, here's the MOU and here are the topics that it covers and here's some of the activities that the EDA has done over the past several years.
    • 00:25:05
One of the things that we could do as a follow up is
    • 00:25:09
Again, sort of build this out a little bit in like a memo that we would share with both bodies.
    • 00:25:15
And then again, we could sort of use the time in the meeting to allow you all to kind of represent your thoughts on any of these and then, you know, let the board then have their dialogue as well.
    • SPEAKER_04
    • 00:25:30
      That makes sense to me.
    • 00:25:38
I'd love to have, you know, what are the priorities we can agree on?
    • 00:25:43
It's not 20, it's 3, it's 5, it's 7, so that we can compare what we're actually doing as a board against some standard we've agreed on is what we should focus on.
    • 00:25:56
And then I'll know when something comes before us, I'll be able to say, well, this doesn't
    • 00:26:02
We can vote on it even in the affirmative, but we can say that we want more of this, less of this, whatever it is.
    • 00:26:08
      So we know.
    • Emily KilroyInterim Director of Economic Development
    • 00:26:11
One of the other topics on the agenda is I don't know how much.
    • 00:26:19
I don't know how much we.
    • 00:26:21
      Catching up.
    • 00:26:23
So sorry if you know all of this.
    • 00:26:25
As I said earlier, Project Enable was supposed to be a three-year plan, so 2019 to 2022.
    • 00:26:34
We know that it is time to update that, and we'd like to start that process later this summer.
    • 00:26:40
and using that joint meeting with the board of supervisors as sort of as sort of the kickoff point.
    • 00:26:46
And so what we were planning to do at that time was sort of step through sort of the schedule and process.
    • 00:26:53
And that document, I think, will help elicit what you're looking for, for sort of what are we what are we.
    • 00:27:00
Where are we where are we supposed to be aiming our efforts and the MOU, I think, is the
    • 00:27:07
more to help understand sort of the roles and responsibilities and the tools that you all have in your toolkit to help support that.
    • 00:27:14
So I think I view the MOU as more of the how do we work together and the strategic plan as being sort of the what are we working on.
    • 00:27:21
And so that's, so right now I think there is a lot of opportunity to refine what's in that current strategic plan so that everyone has a better understanding of what is that vision and
    • 00:27:37
We can do with so much economic development in such a broad field, but you can't do everything.
    • 00:27:44
And so where should we be focusing our efforts is really helpful guidance for us as well.
    • SPEAKER_04
    • 00:27:49
I guess the way you can think about that, I think that's a really good way of providing it up is that the topic number one is sort of an MOU topic in the sense of here's a framework that they can
    • 00:28:04
to appropriate money and give us guidance on what we can do.
    • 00:28:08
Whether it's supporting the entrepreneurial ecosystem, that's much more of a sort of project label.
    • 00:28:17
      That's your sort of goal.
    • 00:28:18
That's one of our things we want to focus on.
    • 00:28:20
I think that that's a that's a good way to think about it.
    • 00:28:23
And I think maybe it also helps us divide up our list and maybe the broader pick topics are at the beginning and then we should say, OK, well, then how do we
    • 00:28:39
who we're talking about, but I think the more specifics come out in the project enable 2.0 development process.
    • 00:28:50
Do we have any feedback from the Board of Supervisors yet from their team about what they'd like us thinking about, or is that still a conflict?
    • Emily KilroyInterim Director of Economic Development
    • 00:28:59
So we met with them to, again, sort of share what's in the current MOU, thinking specifically about the MOU, what's in there now, and we shared a similar version of this list with them as well, just to sort of tee them up for
    • 00:29:21
to team them up to be able to give feedback.
    • 00:29:24
So we didn't ask them in the moment to provide direction to us on anything.
    • 00:29:31
But again, really in more of a, you probably haven't looked at this.
    • 00:29:34
If you weren't on the board in 2017, you may not have ever looked at this document.
    • 00:29:40
And so more of a familiarization at that point.
    • 00:29:43
Our goal over the next couple weeks is to make sure, again, that they have strong feedback to share, get that to staff so that we can share that with you all.
    • 00:29:54
And I would say sort of the same back to you all.
    • 00:29:58
If there's any strong feedback, our number one priority as a body is bullets two and five.
    • 00:30:05
That's great feedback for us so that we can, again, make sure that the board's aware of that and they can sort of come in with their thoughts sort of aligned.
    • SPEAKER_04
    • 00:30:15
Yeah, I think only, I guess, three members of the current Board of Supervisors are here.
    • 00:30:21
      Is that correct?
    • 00:30:24
So three, probably didn't have received.
    • 00:30:31
      All right, anything else?
    • 00:30:32
Obviously, if something comes to mind, we'll send it around.
    • 00:30:36
      We'll add it in.
    • 00:30:38
We try to work on having that document out.
    • 00:30:43
      Great.
    • 00:30:44
      All right, staff report.
    • Emily KilroyInterim Director of Economic Development
    • 00:30:49
      All right.
    • 00:30:51
      So, hi.
    • 00:30:55
I am in this position for a six month term.
    • 00:31:05
As you know, we've had a couple of directors over the past 13 months or so.
    • 00:31:10
I have been with the county for almost 10 years.
    • 00:31:15
Most recently in the Executive's Office working on special projects in our legislative program.
    • 00:31:19
I've been on the Ravana Futures team for almost almost two years.
    • 00:31:25
And so I had a close familiarity with at least one of the big projects that the Economic Development Office has been working on.
    • 00:31:32
      And so I'm excited to
    • 00:31:34
to sort of dive in and help support the team and you all and the work that you do and tackle some really big projects.
    • 00:31:41
So we're really excited about the opportunities for a refresh on the strategic plan and also
    • 00:31:49
at the MOU work that lies ahead.
    • 00:31:52
      So that's exciting.
    • 00:31:56
So we've got the joint meeting on the 14th.
    • 00:31:58
      It's from 5.30 to 7.30.
    • 00:32:00
      You'll be in this room.
    • 00:32:02
Chair Long and I have talked about the need for snacks because that is absolutely during dinner time.
    • 00:32:08
So we'll have come up with a plan for that.
    • 00:32:12
The staff over the past couple months, just to catch you up on some things that we've been working on, Ashley and J.T.
    • 00:32:20
presented part of a cohort at the Community Investment Collaborative for entrepreneurs doing small businesses in our region.
    • 00:32:30
on registering a business and navigating the zoning process to make sure that you are operating a legal business in either the city or the county.
    • 00:32:41
Obviously, we focused our efforts on the county.
    • 00:32:45
Anything you guys want to add?
    • SPEAKER_05
    • 00:32:47
It was a big group and it was really inspiring.
    • 00:32:51
There were probably 25, 30 entrepreneurs from across the region and many of them, as you can imagine, especially those that are entrepreneurs of a food
    • 00:33:03
Food nature or beverage nature, you know, there's a gray line.
    • 00:33:08
So they wanted to do business in both localities, perhaps.
    • 00:33:11
And I think it gave a good opportunity to get both sides of how to navigate that operational process.
    • 00:33:18
The University of Virginia's Office of Supplier Diversity was there as well.
    • 00:33:22
And this is another example of the way that our office supports
    • 00:33:33
      the entrepreneurial support study.
    • 00:33:36
We, like Emily said, the economic development is vast, but there's only so many things we can do, right?
    • 00:33:42
And we have to sometimes rely on other organizations and entities to provide that support when we don't have necessarily the bandwidth to do it.
    • 00:33:50
But it's always fun to show up and support those small businesses and see what's going on in the community.
    • SPEAKER_03
    • 00:33:59
My favorite business was a mobile glass blower.
    • 00:34:02
So you could be at your vineyard drinking wine, blow a wine glass, and then taste wine out of it.
    • 00:34:12
      Burn yourself.
    • SPEAKER_04
    • 00:34:13
The lawyer in me said, yeah, that seems like a really good idea that people have been drinking wine.
    • SPEAKER_03
    • 00:34:22
With a lot of coaching and supervision, it was not unsupervised glass blower.
    • SPEAKER_04
    • 00:34:29
      J.T.
    • SPEAKER_05
    • 00:34:36
and Emily and many of the board attended the Charlottesville Business Innovation Council, GALA, depending on where you're from.
    • SPEAKER_03
    • 00:34:51
Tom, would you like to talk about the event?
    • SPEAKER_04
    • 00:34:54
No, I thought it was a good event.
    • 00:34:55
It's always a nice event, a good chance to, I was really impressed by the members of the board of supervisors who were there talking to people.
    • 00:35:04
      It was a
    • Emily KilroyInterim Director of Economic Development
    • 00:35:14
      And then J.T.
    • 00:35:16
and I were able to spend a day and a half down in Danville for the Virginia Economic Development Association summer meeting hearing really amazing case studies and in a good setting for it with a theme of place-based economic development.
    • 00:35:33
      So
    • 00:35:34
How are you leveraging the assets in your community to then foster a strong business environment?
    • 00:35:41
So Danville's downtown has had a very radical transformation over a relatively short time period.
    • 00:35:48
The Danville team talked about when the tobacco industry and the textile industries both sort of left Danville, their whole downtown was warehouses to support those two industries.
    • 00:36:04
It was just a ghost town for quite a while.
    • 00:36:08
And they would go, members of the business community and local government would go and visit other downtowns that had revitalized, facing sort of similar industry upheaval.
    • 00:36:19
And when they were talking to folks, they would get really frustrated because everyone said, well, this is a 30 year turnaround.
    • 00:36:27
So, you know, the work that you're doing today is really for your kids.
    • 00:36:30
and your grandkids and it's not for you and so get yourself in that mindset and they took that challenge and said no thanks we're going to do it a lot faster and they're doing it.
    • 00:36:43
It was really incredible to see some of the work that they've been able to do talk about strategic vision and aiming you know aiming everyone in the same direction
    • 00:36:51
There's been a lot of folks coming together to attract investment and support small businesses and make things happen on a really, really short timeline.
    • 00:37:02
So I don't know if there's anything to highlight from you.
    • SPEAKER_03
    • 00:37:04
I think the EDA may be interested in some of their workforce development initiatives.
    • 00:37:09
They really put a premium on education and making sure that there were lots of career ladder opportunities at little or no cost for people to stay there.
    • 00:37:21
So if you were graduating from there, there was opportunity there and ways to enhance your skills and remain there.
    • 00:37:31
And that's something I've heard from our EDA before.
    • 00:37:34
So I took some notes about that.
    • 00:37:36
And yeah, it may come forward in the future.
    • Emily KilroyInterim Director of Economic Development
    • 00:37:41
      The Rivanna Futures update.
    • 00:37:45
      Big news.
    • 00:37:46
Last week, the Board of Supervisors approved the rezoning for a portion of the property that the county purchased.
    • 00:37:53
So the county now has 172 acres of light industrial and commercial land that it did not have last Tuesday, which is really exciting.
    • 00:38:02
I imagine you all have talked about the short supply of light industrial zone land in the county.
    • 00:38:09
and so this is a really big asset for us as we look towards the future.
    • 00:38:16
and then Chair Long referenced the Entrepreneurship Strategy session that was convened by SBDC and their venture central team.
    • 00:38:26
There's a partner initiative, the Regional Entrepreneurship Initiative and J.T.
    • 00:38:32
has been more closely involved in that.
    • 00:38:33
      So I'm gonna let him.
    • SPEAKER_03
    • 00:38:35
Yeah, that's a Go Virginia grant that you all heard about.
    • 00:38:40
presented here, and so that study's been completed, the results are being refined, and I think we can present, we can expect a presentation in the future around what are the gaps in our ecosystem, what are the opportunities
    • 00:39:00
What are the friction points between the people who live in the county but operate a business in the city but want to grow into the county but also are thinking about regional opportunities and interfacing with all of those different local governments, a role we could play would be trying to figure out
    • 00:39:19
Some examples are, you know, there are things you could do in a city-based business that you couldn't do in the county, and so an entrepreneur may not know that and be expecting those income streams as they move into the county and find that that's not available to them.
    • 00:39:36
We could do more work to be getting ahead of those sorts of issues.
    • 00:39:42
There's a lot more packed into the study and I look forward to sharing it with everybody when it comes out.
    • SPEAKER_01
    • 00:39:52
      That's our report.
    • SPEAKER_04
    • 00:39:55
      Any questions?
    • 00:39:59
All right, so next is the closed session of
    • 00:40:05
      Thanks for the motion.
    • 00:40:07
I move that the Albemarle County Economic Development Authority, the Virginia Freedom of Information Act, Section 2.2
    • 00:40:18
to Virginia under subsection 5 and 6 to discuss and consider the expansion of an existing Albemarle County business project.
    • 00:40:28
No previous announcement has been made of its interest in expanding its facilities in Albemarle County and the investment of public funds to support that expansion and the bargaining is involved and where it may be public commissioning would adversely affect the financial interests of the community and Albemarle County.
    • 00:40:44
      Is there a second?
    • 00:40:45
      Second.
    • 00:40:46
      All in favor?
    • 00:40:48
      Aye.
    • 00:40:50
      Opposed?
    • 00:40:52
      No?
    • 00:40:52
Sorry, I didn't mean to vote no.
    • 00:40:57
So we will go into closed session and we'll move over to Q35.
    • 00:42:08
      All right.
    • 00:42:13
Mr. Vice Chair, do you want to read the motion?
    • SPEAKER_02
    • 00:42:15
I think before that, I'd just like to put on the record and clarify that in terms of this meeting that Chair Long and Director Storm, that they recused themselves from that discussion and they actually exited the room and they did not participate in any discussion and they weren't present over here.
    • 00:42:33
Any discussion in that closed session?
    • SPEAKER_04
    • 00:42:38
I move that the EDA certified by recorded vote, and to the best of each director's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act, and identified in the motion authorizing a closed meeting were heard, discussed, or considered in the closed meeting.
    • 00:42:59
And we'll do a roll call.
    • SPEAKER_02
    • 00:43:02
      Director McNaughton.
    • SPEAKER_01
    • 00:43:05
      Aye.
    • SPEAKER_02
    • 00:43:08
      Director Mottola?
    • 00:43:09
      Aye.
    • 00:43:09
      Director Morrill?
    • 00:43:10
      Aye.
    • 00:43:11
      Director Johnson?
    • SPEAKER_01
    • 00:43:12
      Aye.
    • SPEAKER_04
    • 00:43:21
      Any unfinished business?
    • 00:43:25
      Anything else?
    • 00:43:29
      All right.
    • 00:43:32
      Ben, what a matter.
    • 00:43:34
Anything else that we need to bring up?
    • 00:43:37
So as I said, our next meeting is July 16th.
    • 00:43:43
We'll see if we need that meeting.
    • 00:43:45
If we don't, we'll probably need to answer a show of books.
    • 00:43:48
      I think some action.
    • 00:43:52
Oh, one thing I will, any comments from our joint meeting?
    • 00:43:57
Anything I thought it was good?
    • 00:43:59
I don't have anything in particular, but I think it was good that we had it, and I hope we can do it again in the future.
    • 00:44:07
Yeah, maybe even a brief opportunity for some unscripted exchange in the future.
    • 00:44:23
and we can read the minutes and everything.
    • 00:44:26
      The introductions for future.
    • 00:44:28
      Yeah, that's good.
    • SPEAKER_01
    • 00:44:29
      I apologize for missing it.
    • 00:44:30
I had a total calendar, snafus.
    • SPEAKER_04
    • 00:44:33
I mean, it was sort of lucky that we could do it on such short notice and everyone would be able to make it happen.
    • SPEAKER_02
    • 00:44:42
I think if we'd been planning for months, it might not have worked.
    • SPEAKER_04
    • 00:44:46
      Right, that's all I've got.
    • 00:44:51
      There's nothing else.
    • 00:44:52
      We adjourn.
    • 00:44:54
      Thanks, everyone.
    • 00:44:57
      Congratulations.
