SPEAKER_05
00:00:00
James, we good?
00:00:03
All right, we are in session for July 9th, ACA meeting.
00:00:14
Any matter of question on the agenda?
00:00:30
Assuming everybody has a chance to look over the minutes.
00:00:37
Motion to approve.
00:00:39
Do you have 11 minutes?
00:00:44
Is there a second?
SPEAKER_00
00:00:47
Second.
SPEAKER_05
00:00:48
Discussion?
00:00:50
All in favor?
00:00:54
Aye.
SPEAKER_04
00:00:55
All right.
00:00:55
What the hell?
SPEAKER_05
00:00:59
Minutes approved.
00:01:00
All right, Dean.
SPEAKER_02
00:01:03
Thank you.
00:01:05
We have one donation proposal tonight.
00:01:08
The applicant, Chris McLean, is here with us and presumably happy to take any questions.
00:01:16
But I'll give a brief presentation beforehand.
00:01:20
The property in question is just outside of Charlottesville and Barracks Road.
00:01:27
You can see it's just to the north of Bellfield is here off the bypass.
00:01:37
Just beyond this on the right is the Mennonite Market just before Barracks Road becomes Garth Road.
00:01:47
Interestingly, it is
00:01:50
in both the development area and the rural area.
00:01:53
So there's a bit of detail that I'll get into when we get there.
SPEAKER_03
00:01:59
You're welcome.
00:02:00
You've been there.
SPEAKER_01
00:02:02
I have been there.
00:02:02
Now with your mother there.
SPEAKER_02
00:02:08
And because it's in the development area, it's zoned R1.
00:02:14
instead of zoned RA, which is what we're used to seeing.
00:02:18
R1 means one dwelling unit per acre.
00:02:21
We think because of the significant critical slopes, they couldn't do the full 32 dwellings.
00:02:27
But we think it's reasonable that someone could buy it and put in 15 to 20 dwellings there, ignoring the potential for a rezoning act by the board in the future.
00:02:39
So it's, yes, detached.
00:02:43
So this proposal we've said would eliminate approximately 15 to 20 dwellings.
00:02:49
I need to make a correction here to this bottom item.
00:02:54
When I first worked on this proposal, I was under the impression there was only one dwelling, and the applicant was asking for the right to build a second dwelling, which would mean it doesn't meet the minimum standard, and staff would recommend denial later on.
00:03:12
I discovered that there is a second dwelling above the garage.
00:03:15
There's a garage apartment that has a full kitchen, bath, bedroom that counts as a full dwelling.
00:03:22
So there are two dwellings on the property and they would like to reserve the right to have two dwellings.
00:03:31
I believe they want to replace the garage apartment with something else, but I'll let Chris talk more about that.
00:03:38
So that no is now a yes.
00:03:41
My apologies for getting that wrong.
00:03:45
To talk a bit more about the development area, rural area issue.
00:03:53
You'll see the colorful areas here, the yellows, blues and greens.
00:03:57
That's the development area boundary.
00:04:01
You see yellow says in the comp plan this should be neighborhood density residential.
00:04:06
So that's in the comp plan listed for development.
00:04:11
The blue section is a kind of leftover from the 29 Bypass project.
00:04:19
This was the route when that was proposed.
00:04:23
So it's listed as institutional.
00:04:26
It would likely be a mix of park and green systems and neighborhood density residential now.
00:04:30
And the green area is Parks and Green Systems.
00:04:33
So although it's in the development area, that's listed as to be protected as natural resources that should be preserved.
00:04:42
Most of that is wooded critical slopes.
00:04:46
So because there are conflicting goals in the comp plan for this parcel, it wasn't a simple case of saying a conservation easement is consistent with comprehensive plan.
00:04:57
We needed to take it to the Planning Commission
00:05:00
which has the power to say one way or another yes, no.
00:05:04
Is it compliant with the comprehensive plan?
00:05:07
So in December, they reviewed this and because of the significant green area in the development area section, they ruled that an easement would be consistent with the comprehensive plan.
00:05:22
So you don't have to worry about that.
00:05:24
I'm just explaining kind of the background of this project.
SPEAKER_01
00:05:28
You have some documentation in the file to that effect.
SPEAKER_02
00:05:31
Yes.
SPEAKER_01
00:05:31
Good.
SPEAKER_02
00:05:36
So getting on to more regular business, the values on the property include
00:05:44
About 20 acres in a mountain protection area highlighted here in orange.
00:05:49
Essentially the property is that whole mountain protection area.
00:05:52
It's Stillhouse Mountain.
00:05:54
It has frontage on an entrance corridor.
00:06:01
It's also visible from at least one scenic byway that I've confirmed.
00:06:07
Chris has said that it's visible from a lot more.
00:06:11
I'm not sure it matches how many scenic byways it's visible from.
00:06:14
I've confirmed that it is visible from Garth Road.
00:06:20
The blue line that cuts across here, this is the development area boundary.
00:06:25
It's also the watershed boundary.
00:06:26
So everything to the north of it, north and west, is in watershed.
00:06:34
And the areas in gray are critical slopes.
00:06:40
So there's significant steep slopes on the property.
00:06:44
Turning those into a proposal,
00:06:49
We have this.
00:06:51
There would be no subdivisions allowed.
00:06:53
As I mentioned, two dwellings permitted, the existing main large house and the small garage apartment or their replacements.
00:07:04
Their replacements would need to be in the building envelope, the yellow area here in the center.
00:07:13
The proposal also includes a 400-foot setback where no structures over 50 square feet would be permitted.
00:07:20
And to protect the critical slopes, the proposal includes restrictions to say no clearing for agriculture.
00:07:29
And although commercial forestry is permitted, there would be no clear-cutting permitted.
00:07:36
So commercial harvest, but the forest has to remain.
SPEAKER_01
00:07:43
at least in some form, it cannot be cleared.
SPEAKER_02
00:07:59
And I just wanted to highlight the building envelope because this was a change that I sent around yesterday.
00:08:05
We were trying to get a building envelope that represented the locations the landowner wished to build, possibly, but avoided as much critical slope as possible.
00:08:20
You'll see it does include some areas of critical slope here in the back.
00:08:26
Chris says they're not actually that steep, or at least some of them are not that steep.
00:08:31
It's very possible that this critical slope map is incorrect.
00:08:36
In any case, they wouldn't be allowed to build anything on those slopes.
00:08:40
per county zoning unless they first proved that they're not slopes of 25% or greater.
00:08:49
Are the DPLOs existing structures?
00:08:53
Yes, this is the main dwelling, the garage, and a few accessory buildings.
00:09:02
Yes, this is Ward Tower.
00:09:04
So there is a utility easement extending to the southeast and then up to Barracks Road.
00:09:13
And there's an access easement along this driveway here.
00:09:18
I think that is everything.
00:09:20
Yep, the proposal meets the acceptance criteria.
00:09:23
So staff recommends approval.
00:09:26
And I'm happy to take any questions.
00:09:29
And Chris is here as well.
SPEAKER_04
00:09:33
This one?
SPEAKER_02
00:09:38
Yeah, stable equipment shed.
SPEAKER_03
00:09:42
The still is, right?
00:09:45
The still is in the Crip slope area in the northern part of the property.
SPEAKER_05
00:09:51
I think that's why they call it still.
SPEAKER_03
00:09:55
There's a hidden spray there.
SPEAKER_04
00:10:01
Any questions?
SPEAKER_00
00:10:04
I was kind of curious and I just mentioned this to James that on the county records it shows that the land is currently under land use?
SPEAKER_03
00:10:16
Just the forest part, I believe.
SPEAKER_00
00:10:19
Oh, because this new system doesn't break it out like the old one did, but part of it is under land use.
SPEAKER_03
00:10:24
That's, yeah, and it was done by my parents, so I actually don't know the details.
00:10:30
But I assume that the 15, sorry, the 21 acres of cars, at least that qualifies.
00:10:38
Maybe there's 10 acres there of open space, I don't know.
SPEAKER_01
00:10:46
So, Chris, you're planning on building a new house up there where the garage isn't?
SPEAKER_03
00:10:51
So the garage apartment has some structure issues.
00:10:59
And it's also a 1930s garage, so it's not very tall.
00:11:03
You can't get cart in it currently.
00:11:06
I thought you had a Maserati.
00:11:11
No.
00:11:11
No.
00:11:17
Yeah, and honestly, there's no plan to do anything, but we wanted to give our, my wife's in-laws, the option of building there.
00:11:31
I don't think they would ever do that, but there's no plan.
00:11:36
There's also no money to do anything with it, but it seemed reasonable to have something besides the
00:11:46
the garage apartment that literally you can see through down through the concrete floor into the lower double underneath the garage.
00:11:54
I'm not sure you can work from park to park.
SPEAKER_01
00:12:00
I think this is great.
00:12:01
Obviously, I've been thinking about this for 10 years so far, at least with your mother.
00:12:08
But I'm just wondering, I think it's generally, as you pointed out, bad form to have
00:12:14
unbuildable areas that are allegedly targeted for protection within the building envelope.
00:12:21
So is there a reason not to move the building envelope on the northeast bit that's just above the swing of the driveway there?
00:12:34
Would there be a problem with just moving that up like to the driveway?
SPEAKER_02
00:12:39
Do you mean
00:12:40
bringing it back to here.
SPEAKER_01
00:12:43
Well, you'd have to go straight because you've got a building right there, but just kind of follow the lines.
00:12:49
You take the very east-west bit of the driveway and shoot it straight across to avoid.
00:12:56
I think the odd little marginal bit, okay, if it's hard to get it out, but that bit is on the edge.
00:13:06
And that would be my only hesitation about this project.
SPEAKER_02
00:13:11
And so we proposed that version, if I'm understanding you correctly.
00:13:17
Do you want to explain, Chris, why you asked for a bit further out?
SPEAKER_03
00:13:22
Yes.
00:13:23
Just my knowledge of the property is that kind of where the cursor is straight back to the left corner, front corner of the Water Tower property is not steep.
00:13:39
So I would just
00:13:41
I'm fine to say if there's critical slope there we wouldn't build on it but to exclude it because the map says it's critical slope is challenging.
00:13:59
The
00:14:01
The place that would make sense to put a new garage in or new garage slash, when James and I talked about it, the little building in the back.
00:14:13
It's a former equipment shed that is now a couple of stalls as well.
00:14:22
That generator would be a place to put something new versus where the current structure is.
SPEAKER_01
00:14:32
No, I was thinking you could leave that area in but take out some of the sort of broken back triangle there.
SPEAKER_03
00:14:41
To the left?
SPEAKER_01
00:14:43
Yes.
SPEAKER_03
00:14:45
I mean to the north?
SPEAKER_01
00:14:48
To the west and
00:14:50
North, like right there.
SPEAKER_03
00:14:54
If it's, yeah, if it's from that curse, I mean, I can work with James to fine tune that, but if it's from the, you know, maybe where the cursor is and take out the, what it looks like a darker shade, that's not wrong.
SPEAKER_01
00:15:12
Okay.
00:15:16
With an amendment of that sort, I would
00:15:20
Make a motion to approve.
SPEAKER_05
00:15:23
Is that a motion?
00:15:28
That's a motion.
00:15:29
Is there a second?
00:15:30
Second.
00:15:32
Is there further discussion?
00:15:33
Yeah.
SPEAKER_04
00:15:38
There's a debate about what's been slow in place.
00:15:42
We have, in this easement and this falling on
SPEAKER_01
00:15:54
Right.
00:15:55
But it has a vaguely improper feel to it from an easement point of view.
00:16:01
And you'll forgive me for being that sort of person.
00:16:09
You don't want the Internal Revenue Service to look at something and say, these are the areas that the donor organization said it wants to protect.
00:16:22
and yet those are exactly the areas you've outlined for building.
00:16:26
This is the sort of thing that the IRS sets its hook into.
00:16:32
And nobody likes the feel of that hook, whether it be the landowner or the donor organization whose credibility can get challenged in the worst of times.
00:16:46
If it's in fact critical slopes, I was just hoping we could cut across there.
00:16:54
If there's an error in the map and it's important to fix it, then maybe we could fix it.
00:17:00
But one way or another, if we could resolve that conflict, at least other than in a sort of de minimis perspective.
00:17:11
Like you've got that little business south.
00:17:15
And that's hopeless.
SPEAKER_04
00:17:17
It's in the middle of the donut, you know?
00:17:41
because I don't think it affects what they do with that area.
SPEAKER_03
00:17:46
It's raining.
00:17:47
It's nice.
00:17:49
The lawyer in me wants to speak.
00:17:51
Could we say, could you all say, irrespective of the map, you can't build on critical slopes, no structures on critical slopes?
SPEAKER_01
00:18:02
I think it would be better if you'll sort out, if there's a sort of compromise having to do with that northerly bit,
00:18:11
If there's a place that you really believe is not critical slope, go out and look at it and figure it out and take it out of the map or something.
SPEAKER_03
00:18:22
James, would you put your cursor back where we kind of were talking about just to make sure we're all in the same place?
SPEAKER_01
00:18:27
Yeah, yeah, up in there, yeah.
SPEAKER_03
00:18:29
Is that fine if we moved it to there?
00:18:32
Yeah, that's fine with that.
SPEAKER_01
00:18:34
Take out all but a sort of de minimis bit in there.
SPEAKER_03
00:18:38
from there to the north and west.
00:18:42
It's that darker shade underneath the yellow.
SPEAKER_05
00:18:46
Yeah, because it looks like there's clearing and then woods to the left, like to the right of the cursor, it looks like it's woods.
00:18:52
It's all woods.
00:18:53
It's all woods.
SPEAKER_03
00:18:54
So I was thinking the lighter area and then to the north and west, take that out of the yellow.
SPEAKER_02
00:19:04
So take this part out, this triangle that I'm somewhat drawing here and leave this rectangle in.
SPEAKER_01
00:19:17
Yeah, I think there's obviously you're going to want to leave the building that's in there in.
00:19:22
It was a good building spot once.
00:19:25
It probably would be a good building spot again.
00:19:29
But yeah, that's just my theoretical objection.
SPEAKER_02
00:19:34
How do you feel about this arrowhead shaped area here?
SPEAKER_01
00:19:41
If you can get it out, great.
00:19:43
If not, you know, if it's really, really steep, there's no reason to have it in a building envelope.
00:19:52
So maybe you all could just sort it even if you have to go there.
SPEAKER_05
00:19:57
Good.
SPEAKER_04
00:20:02
It is shown as critical slope only.
00:20:12
Yeah, but you're saying critical slope.
SPEAKER_05
00:20:24
It's not going to be built up in the first place.
SPEAKER_04
00:20:26
But she's trying to say, well, let's not have it become an issue in the IRS.
00:20:35
I mean, I think right there, I'm not going to be sitting here looking for reasons to be that way.
00:20:41
You've got right where the cursor is right now.
00:20:44
Wouldn't they solution it?
SPEAKER_01
00:20:46
I think it's very unusual to see donut holes
00:20:53
Building Envelopes.
00:20:54
So the fact that that's wholly in the interior of a building envelope, I would sort of give it a pass for, you know, if it's totally unbuildable and everybody wants to make it a doughnut hole, I don't care.
SPEAKER_05
00:21:10
And from our perspective, it's our best to have to take out the critical slopes that we can.
SPEAKER_04
00:21:16
Sherry, would your objection be obviated?
SPEAKER_01
00:21:26
That's not what I was recommending.
00:21:30
I was recommending just deal with the little northerly bit there.
00:21:37
Yeah, but I think it just it has more you really then have to go out and make absolutely sure that every single bit is
00:21:54
is really 20% or whatever it is.
00:21:57
Is it 20%?
00:21:57
25%.
00:21:57
25%.
00:22:00
Maybe there are some mistakes in the map.
00:22:03
Anyway, I was trying to sort of not be too draconian about it, so I was just worried about that northerly bit.
00:22:12
If everybody's happy to cut out that interior place where your little red cursor is, that's fine.
00:22:21
I don't have an opinion on the sort of arrow shaped thing behind the building.
SPEAKER_04
00:22:28
It's close to the building, I just don't know.
00:22:52
I mean, that wasn't my recommendation.
SPEAKER_01
00:23:17
My recommendation was just to pull in the building envelope.
SPEAKER_05
00:23:23
I feel like by saying what is, by taking out the critical slopes, you suggested that you might end up with more or less also, you know, that we need to leave latitude there in saying that these aren't, we acknowledge that these might not actually be the critical slopes.
00:23:55
of figuring out if you did want to do something back there.
00:24:00
And it says it's critical slope here now.
00:24:03
Sarita goes out there and says it's not.
00:24:09
Do it.
00:24:10
But then we've taken it out of the building and stepped backwards.
00:24:16
Right.
SPEAKER_01
00:24:23
I'm not sure what you're proposing.
SPEAKER_05
00:24:25
I've just said it was more just kind of looking for a concept that I'm all right with either following what you proposed or what Chris proposed.
SPEAKER_04
00:24:45
Well, it's the authority, I mean.
00:24:47
I certainly would spend more time on this.
00:24:54
I think if you can make it work a little better, but nobody knows you.
00:24:59
That's not transmitted to the IRS.
00:25:01
They're going to still look at that and say, there's a building area, overlays.
00:25:06
It still says that, even if you take that top corner of them.
00:25:13
I mean, you can say, well, you've done something.
00:25:16
Well, that doesn't go in correctly.
00:25:19
But this is...
SPEAKER_01
00:25:21
I think it would be less
00:25:26
Clear.
00:25:27
I think if you leave it the way it is, it's a little bit confrontational, as it were.
00:25:35
I'd be surprised if you would get a challenge with an interior section being in a building envelope.
00:25:44
But who knows?
00:25:45
The IRS is an odd creature.
00:25:48
But even if you just say you want to be a donor organization that does what it should,
00:25:54
I think having a minimal amount of either critical slopes or wetland or whatever the resource of the moment might be within your building area is good.
00:26:09
I mean, we often are trimming building areas.
00:26:13
If we've got a big river here and a building area here, we trim them so that we don't have overlap.
00:26:22
So it just strikes me as a good practice.
00:26:23
So that's what I think to recommend.
SPEAKER_05
00:26:34
Will you restate your motion?
SPEAKER_01
00:26:38
Will I say it again?
SPEAKER_05
00:26:39
Yeah.
00:26:42
I'm looking for a second.
00:26:44
We have a second.
00:26:45
Okay.
00:26:46
Oh, that's fine.
SPEAKER_01
00:26:49
Let me get this vote on.
00:26:52
I mean, my proposal, my amendment, sorry, not my amendment, because you didn't ask it be amended.
00:26:59
But my motion was just for approval, pending working on that upper corner to reduce the amount of critical slopes that is included within the building area.
SPEAKER_05
00:27:13
Thanks.
00:27:14
And Sharon, you seconded it?
00:27:15
Yes, I will.
00:27:16
Okay.
SPEAKER_05
00:27:18
Have we discussed?
00:27:21
All in favor?
00:27:22
Aye.
SPEAKER_03
00:27:24
Opposed?
00:27:26
Thank you guys.
00:27:28
I mean, I can show you that this is, I'm not sure, James, that I've seen this good a version of this as I guess Scott worked on this.
00:27:39
I can, if you all want to not have to worry about this again, I can show you what can be trimmed out, what I think could be trimmed out to see if y'all are comfortable with that.
SPEAKER_01
00:27:50
And then James can- My hope would be staff and the landowner would sort this out.
00:27:54
We don't see us again.
00:27:56
Does that work for you all?
00:28:02
If it works for the county attorney, it works for all the damn wrestlers.
SPEAKER_03
00:28:05
I can take the cursor and show you all and James what I think is reasonably cut out.
SPEAKER_02
00:28:14
So, yeah, I don't feel completely confident knowing what you would
00:28:25
Be confident, the IRS wouldn't.
SPEAKER_01
00:28:26
Just make an effort, James.
SPEAKER_02
00:28:28
It's all I am.
00:28:31
I will always make an effort.
SPEAKER_05
00:28:33
Yeah, if you feel comfortable, James.
00:28:37
If it would make me feel more comfortable, would you pass it by me also?
SPEAKER_02
00:28:41
That's probably where this is heading, where we try to work something out tonight.
SPEAKER_01
00:28:45
I mean, you've got to do a BDR anyway, right?
SPEAKER_02
00:28:48
Yes.
SPEAKER_01
00:28:49
So you're going to go out there.
SPEAKER_02
00:28:50
Yes.
SPEAKER_01
00:28:51
You all can look about if you see an area that is clearly not critical slope that's in there, simply document it near baseline report saying this area was classified as critical slopes, but upon field investigation, we see it isn't.
00:29:07
And for that reason, it's still in here.
00:29:11
Yeah.
SPEAKER_04
00:29:13
Members of the authority have the confidence in our leadership, let's say.
SPEAKER_02
00:29:21
Okay, thank you.
SPEAKER_01
00:29:23
Thank you, Chris.
00:29:27
Thanks for making this happen at Longline.
SPEAKER_03
00:29:28
Yeah, I know.
00:29:29
I'm glad you finished.
00:29:33
We've got three or four more easements as well.
00:29:36
Oh, so not to take our time, so Green County?
SPEAKER_01
00:29:41
Yeah, can we do an easement in Green County?
SPEAKER_03
00:29:43
Can you do an easement in Green County?
00:29:44
Sure, what the heck?
00:29:45
I mean, technically you can, and there's
00:29:51
Oh, maybe 500 acres that the family is willing to donate and he's been on.
SPEAKER_01
00:29:56
It's not on the boundary of Albemarle County, is it?
SPEAKER_03
00:30:00
No, but it's on the Swiftron River, which comes into Rivanna.
00:30:04
Unfortunately, the north floor, not the south.
SPEAKER_05
00:30:10
It's the Great House of Water.
SPEAKER_01
00:30:15
Well, Councilman?
SPEAKER_06
00:30:18
I'm not aware of any instance in which this authority has taken an easement outside of Albemarle County.
00:30:28
So we would need to look at this.
SPEAKER_01
00:30:29
We haven't done it, although it's been talked about.
00:30:32
There was some project in
00:30:35
having to do with Pretty Creek where somebody wanted us to do something that was in a wrong county.
SPEAKER_06
00:30:40
Yeah, I'd want us to take a look at that before we make any commitments.
SPEAKER_01
00:30:42
Okay.
00:30:43
No, I thought we had actual authority to do it, although I'm not familiar with it.
00:30:46
There are plenty of holders that could do that, so I'm not sure it's essential, you know.
SPEAKER_05
00:30:55
Thank you.
00:30:56
You all want to shut?
SPEAKER_02
00:30:57
Oh, please, shut.
00:30:58
Shut.
00:30:59
Thank you.
SPEAKER_05
00:31:00
I move that the alcohol oxidation easement 40 convene closed meeting pursuant to section 2.2-3711A, 3rd Virginia, under subsection 8, consult with legal counsel regarding specific legal matters.
00:31:15
Thank you.
SPEAKER_02
00:31:18
Could you carry on, Jay?
00:31:20
Sorry.
00:31:21
You got to specific legal matters.
SPEAKER_05
00:31:24
related to the interpretation of conservation easement language addressing permitted land uses which requires provision of legal advice by such counts.
SPEAKER_02
00:31:35
Do we need a second?
SPEAKER_05
00:31:35
There needs to be a second followed by a roll call.
00:31:40
Do we vote on it too?
SPEAKER_02
00:31:41
Yes.
00:31:41
Roll call.
00:31:43
Director Sunnell?
SPEAKER_05
00:31:45
Yes.
SPEAKER_02
00:31:47
Director Buttrick?
00:31:48
Aye.
00:31:49
Director Emmitt?
00:31:52
Aye.
00:31:52
Director Merrick?
SPEAKER_05
00:31:53
Yes.
SPEAKER_02
00:31:53
Director Moses?
00:31:54
Aye.
SPEAKER_02
00:31:58
Yes, thank you.
SPEAKER_05
00:32:00
Just bear with me while I sort this out.
SPEAKER_02
00:32:29
We are recording and we're sharing this and you can all see this.
SPEAKER_05
00:32:38
I move that the Albemarle Conservation Easement Authority certified by a recorded vote that's the best of each member's knowledge from public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act identified in the motion authorizing the closed meeting were heard, discussed, or considered closed.
00:32:59
Do I have a second?
00:33:00
Second.
SPEAKER_02
00:33:02
Director Fennell?
SPEAKER_05
00:33:04
Aye.
SPEAKER_02
00:33:05
Director Buttrick?
SPEAKER_05
00:33:07
Aye.
SPEAKER_02
00:33:08
Director Emmitt?
00:33:09
Aye.
00:33:10
Director Merrick?
00:33:12
Aye.
00:33:12
Director Moses?
00:33:14
Aye.
00:33:15
Thank you.
SPEAKER_05
00:33:18
Okay.
00:33:18
Anything you did?
00:33:24
Any poll?
00:33:24
Any poll?
SPEAKER_01
00:33:27
Can I ask my usual annual question as to how we're doing with monitoring and what's become of the money that comes from the Department of Taxation for that purpose?
00:33:40
Not that you necessarily are going to know that now, but could we have an update on that in an ensuing month?
SPEAKER_02
00:33:48
Yes, we have received money this year from VLCF and so I expect there'll be an agenda item next meeting to do the regular allocation.
00:34:01
I think you split it in half and put it in restricted and we can show you at that time the funds and would you like a monitoring?
SPEAKER_01
00:34:12
Yeah, we need to know, like, you know, how many easements are we monitoring?
00:34:19
How many years go by before we monitor each one?
00:34:23
I mean, not each one, but, you know, roughly speaking, are we on a three-year plan or what?
00:34:31
Have we hired anybody this summer to help you?
00:34:34
You know, that sort of thing.
SPEAKER_02
00:34:35
So I can tell you that Montana Locher, used to be Montana Hill, is still our field monitor.
00:34:43
She works 30 hours a week and is paid with the money that this body results.
SPEAKER_03
00:34:49
That's right.
SPEAKER_02
00:34:49
She's been in that position since the summer of twenty four.
SPEAKER_01
00:34:54
Well, that's good.
00:34:57
I mean, something's happening.
00:34:58
Yes.
00:34:59
How many hours a week?
SPEAKER_05
00:35:01
Thirteen, I think.
