00:00:30
Thank you.
Dade Van Der Werf
Member, Architectural Review Board
00:00:31
I'm sorry, Henningsen.
00:00:32
Oh, well, I thought I heard Van Der Werf again.
00:00:35
But yeah.
00:00:37
Did I hear twice?
00:00:39
Or did I?
SPEAKER_01
00:00:40
Oh, I said Van Der Werf twice.
Dade Van Der Werf
Member, Architectural Review Board
00:00:41
Okay.
SPEAKER_01
00:00:42
Sorry about that.
00:00:43
Henningsen, I'm glad to have you back.
00:00:48
All right.

00:01:57
No.
00:01:59
All right, great.
00:02:00
Are there any members of the public that want to make a comment about a project that is not on the agenda for review?
SPEAKER_01
00:02:08
Not at this time.
Chris Henningsen
Chair, Architectural Review Board
00:02:10
All right, great.
00:02:12
We do not have any consent agenda items today.
00:02:15
We do not have any work sessions today, so we will roll into our one regular review item, which is SP 2024-20, Carter Machinery, outdoor storage, display, and sales.
Khris Taggart
Senior Planner
00:02:33
Yes, good afternoon.
00:02:34
The application being reviewed today is an advisory review for a special use permit.
00:02:39
Proposals establish outdoor storage display and sales associated with the development of an equipment rental facility.
00:02:46
A special permit for outdoor storage is particular to the entrance corridor.
00:02:50
Machinery and equipment sales service and rental is a by-right use in the zoning district, but outdoor storage in the entrance corridor is a special use.
00:02:58
There'll be three parts to your action today.
00:03:00
One is to provide a recommendation special use permit.
00:03:03
The other is related to changes to the concept plan.
00:03:05
And third is comments on the site plan.
00:03:12
The site is located at 721 Rio Road West, north side libraries to the west, and several commercial properties to the north and east.
00:03:23
The concept plan shows portions of the existing warehouse being demolished, areas for outdoor storage to the southeast and southwest of the remaining structure, security fencing enclosing the storage area, interior planting islands along the front of the building and storage area, and additional parking spaces.
00:03:42
Entrance quarter guidelines stipulate that storage areas should be situated in a location that eliminates visibility if and if after appropriate siting the area still has a negative visual impact on the entrance quarter, screening should be provided.
00:03:56
In an attempt to screen these areas from the entrance quarter, the concept plan shows fencing, evergreen trees, and existing vegetation to remain.
00:04:04
However, the fencing shown is not screening fencing.
00:04:06
The evergreen trees will take time to mature, and existing vegetation near the western parcel boundary has been removed, which is expected to allow clear visibility of the equipment and storage areas from various points along Ryle Road.
00:04:20
Staff recommends the concept plan B rise to eliminate the 11 space parking row south of the east of the building and replace it with a row of evergreens and to show evergreen screening the L-shaped planting island near the western parcel boundary.
00:04:38
Along the frontage there's currently a small planting strip with no frontage landscaping and the concept plan does not propose to add any.
00:04:44
39 parking spaces are shown but only seven required by ordinance.
00:04:51
Staff recommends eliminating the parking and paving an adjacent route or road, increasing the planting area's depth, and showing landscaping that better satisfies the entrance quarter frontage landscaping requirements.
00:05:05
Along the eastern parcel boundary, the concept plan shows existing vegetation.
00:05:12
However, this vegetation is off-site and sparse in some locations.
00:05:16
From Route 29, filter views of the storage area expected through the site entrances and breaks in the intervening development.
00:05:23
Staff recommends rising the concept plan to show evergreen screening along the eastern parcel boundary.
00:05:30
Staff also recommends a few conditions for outdoor storage, for the outdoor storage area, lighting and landscaping plans.
00:05:38
Equipment, staff recommends several revisions to the concept plan prior to planning commission review.
00:05:47
With the revisions prior to the PC review and the conditions shown in the staff report, staff recommends no objection to the SP requests.
00:05:57
We also have recommendations listed in the staff report that were provided for the site plan submittal.
00:06:04
I'd be happy to answer any questions you may have.
Chris Henningsen
Chair, Architectural Review Board
00:06:06
All right.
00:06:07
Thanks a lot, Chris.
00:06:09
I guess I'll start with Dave.
00:06:12
Do you have any questions?
Dade Van Der Werf
Member, Architectural Review Board
00:06:13
Thank you for your report, Chris.
00:06:15
No questions.
Taro Matsuno
Member, Architectural Review Board
00:06:16
Taro?
00:06:18
Chris, just to clarify, so you had mentioned in the diagram the 11
00:06:24
Space parking area that you were recommending to be converted to landscaping that was on the entrance corridor or side of the road where the red box is indicated?
Khris Taggart
Senior Planner
00:06:35
Correct.
00:06:36
In front or as it is just in kitchen conditions are in front of the building that's being removed.
00:06:43
They're proposing adding parking spaces.
00:06:45
So we're requesting those parking spaces not be added in a planting area being provided along the
00:06:54
That's the front between the Rile Road and the storage areas, an additional row of evergreen shrubs.
00:07:01
Great.
Taro Matsuno
Member, Architectural Review Board
00:07:02
And then I guess the question it raised, because I think when I was reviewing, I had some confusion around the parking area that was indicated.
00:07:09
Had you considered parking along the area that's currently designated for evergreen shrubs to screen equipment?
00:07:20
Just seeing as there's
00:07:23
It seems like that side would be closest to the equipment that would be stored in the back.
Khris Taggart
Senior Planner
00:07:30
separate from Evergreens, that was staffed for recommendation of providing another row, so a double staggered row of Evergreens in that area, and then frontage, removing parking spaces along the frontage, and the parking paving along the frontage to provide frontage landscaping, so it was kind of a two-fold recommendation.
00:07:51
Great, okay, well, thank you for clarifying that.
Taro Matsuno
Member, Architectural Review Board
00:07:53
Sounds good.
00:07:54
And Frank Stoner.
Frank Stoner
Member, Architectural Review Board
00:07:56
Thanks, Chris.
00:07:56
Could you pull the site plan up again?
00:07:58
One second.
00:08:11
I want to clarify how many parking spaces we're talking about eliminating.
00:08:16
And if we're eliminating the parking spaces adjacent to the fence and the screening,
00:08:31
Could that be mitigated with a privacy fence there instead of?
Khris Taggart
Senior Planner
00:08:34
This is the Levin Space parking road.
00:08:45
And then this would be the parking and paving.
Frank Stoner
Member, Architectural Review Board
00:08:48
In your view, if there was a privacy fence where the evergreens are now, would that
00:09:00
eliminate the need to remove those parking spaces or?
Khris Taggart
Senior Planner
00:09:03
I think it would be, it could be a possibility.
00:09:11
Not all the equipment heights were provided.
00:09:14
They're just kind of maximum height.
00:09:15
So there would still be the potential for visibility even above a screening fence.
00:09:24
Providing a screening fence, I think would possibly eliminate the need to remove those particular parking spaces.
00:09:31
Likely in conjunction with providing a planting area for frontage landscaping.
Frank Stoner
Member, Architectural Review Board
00:09:38
Would it be possible to look at this on Google Earth to just sort of get a view from the street?
Khris Taggart
Senior Planner
00:10:16
These buildings are being removed.
Frank Stoner
Member, Architectural Review Board
00:10:19
The original building to the right stays.
00:10:22
And then as you go west, just curious as to what the landscaping in front of the library looks like.
00:10:46
Certainly deeper, but pretty low.
00:11:00
Okay.
00:11:01
Thank you.
Frank Hancock
Vice Chair, Architectural Review Board
00:11:02
Appreciate it.
00:11:05
Thanks, Chris.
00:11:07
Understand this is a recommendation we're forwarding to the Planning Commission regarding the special use
00:11:15
Just thinking about next steps.
00:11:18
Will we see this again?
00:11:19
Will we see anything for the architecture?
00:11:23
Or is it this is the only time we'll see this?
Khris Taggart
Senior Planner
00:11:29
So I guess depending on the recommendations, it could potentially, or for the SP review, it could come back to the board if it's not all, because staff's recommendation was if all the revisions to the concept plan were done, we recommend approval.
00:11:47
So it's kind of a gray area if only some are done.
00:11:52
and you can look at the conditions and actions.
00:11:56
And if you're okay with not, or not seeing those again, if only three out of six rub revisions that are done, it might be a possibility.
00:12:07
There were, at this time, there were no architectural changes proposed, but this would come back as a site review, likely a major amendment, I believe.
Frank Hancock
Vice Chair, Architectural Review Board
00:12:17
Okay, that don't make sense.
00:12:19
Yeah, I guess that's what I'm thinking about is like, when these buildings are removed, what we're left with, and how that's visible from the corridor.
00:12:30
But since it's like a retrofit and not a new building, is that in our purview to review that?
00:12:37
Like, you're just looking at the, I guess, east and west, well, the visibility of this building from the corridor.
00:12:45
I didn't know if
Khris Taggart
Senior Planner
00:12:48
I guess you're referring to, although there aren't, I guess the most technical sense, architectural changes proposed, but there are technical changes in the sense that the building being removed will allow visibility of elevation that wasn't previously visible.
00:13:06
Correct.
Frank Hancock
Vice Chair, Architectural Review Board
00:13:07
Okay.
00:13:09
Or is this that they get disapproval
Frank Stoner
Member, Architectural Review Board
00:13:16
and Force Changes to the existing building, is that correct?
Frank Hancock
Vice Chair, Architectural Review Board
00:13:20
Well, didn't we look at a building up 29 North that something similar happened?
00:13:26
They removed a portion of the building and we were left with, yeah, and so I would, like we don't know when they removed that, we don't know what's there unless you do.
00:13:37
Can I chime in here?
00:13:39
Then that's visible.
SPEAKER_09
00:13:40
Representing the applicant.
SPEAKER_03
00:13:42
Connor, you can't talk right now until it's your turn to give your presentation.
00:13:46
Sorry.
Margaret Maliszewski
Planning Manager
00:13:48
It's possible that that could be reviewed with the demolition permit.
Frank Hancock
Vice Chair, Architectural Review Board
00:13:52
Oh, okay.
00:13:54
Yeah, I mean, it's more of a, like, does that fall under our, or under ARB guidelines?
00:14:03
It's more of a procedural question versus
00:14:07
Yeah, I'm just unsure if you didn't know.
Margaret Maliszewski
Planning Manager
00:14:09
Yeah, I think that the demolition requires, I believe it would require a demolition permit.
00:14:14
Any permit on the entrance corridor would require some level of approval, so I think we could take a look at that.
Frank Hancock
Vice Chair, Architectural Review Board
00:14:23
Other than that, I don't have any questions.
Chris Henningsen
Chair, Architectural Review Board
00:14:24
Thank you.
00:14:26
All right, I don't have any questions, so weren't already asked.
00:14:32
This will move on to the applicant's presentation if they're ready.
SPEAKER_03
00:14:38
Connor, if you can unmute, are you going to be the one doing the presentation?
SPEAKER_09
00:14:42
I'll do the presentation, and we have Aaron Breed, who's a civil engineer, Lindsey Byer, who's an architect, and Carter Berkey, who's facilities manager for Carter Missionary, if you all have any specific questions that they could answer.
SPEAKER_03
00:14:55
OK, I'm going to start your time now.
00:14:56
You'll have 15 minutes.
00:14:58
And when you have a minute left, I'll interrupt you and let you know.
00:15:01
OK, thank you.
SPEAKER_09
00:15:04
Thank you.
00:15:07
I've got a quick slide show that will just go over mostly some of the images that you all have seen and hopefully
00:15:15
Clear up kind of the order of operations in which we're looking to do things.
00:15:20
So this we should come before you in the future with a site plan review with some proposed modifications to the exterior of the building with the demolition.
00:15:32
as well as potential sign permits.
00:15:35
So this is likely the first time of a few times you may see us in front of you.
00:15:41
And again, here's just for the special use permit for the outdoor storage.
00:15:46
So just some quick background.
00:15:49
Carter Machinery Company, this location will be a Carter rental facility.
00:15:55
If you Google
00:15:57
Google it, you'll see Carter Rental, The Cat Rental Store, Charlottesville.
00:16:01
We're currently operating, we received our zoning clearance about a month ago.
00:16:06
All equipment that we are currently renting out is being stored inside the large warehouse.
00:16:12
So we're seeking the special use permit to be able to move that storage outside because the warehouse will be repurposed later on once that equipment's moved.
00:16:23
Carter has about 50 locations across Virginia D.C. and Maryland.
00:16:28
This is just a quick picture references of some of the equipment that's rented from the facility.
00:16:35
If you go to the website, these are different types of equipment that you'll see that you can rent.
00:16:41
Importantly, we cannot rent
00:16:46
Heavy equipment as defined in the zoning ordinance from this location.
00:16:52
So none of the equipment rented meets the Virginia DMV standards for overweight or over-dimensional vehicle configurations.
00:17:01
That is equipment that is rented at different carter facilities, but this location will not feature any heavy equipment or any heavy vehicle rentals.
00:17:11
Site location, we've seen the overview.
00:17:13
Existing site conditions,
00:17:15
I just want to point out the very narrow existing landscape buffer right here.
00:17:21
You've seen the concept plan just to talk a little bit about some of the staff recommendations.
00:17:31
This area, can you see my mouse?
00:17:36
This area right here is really what we're talking about in terms of visually seeing the
00:17:43
equipment that will be rented.
00:17:44
The proposed buildings to be demolished here, here, the concrete slab will remain and this upper portion will have some amount of equipment storage as well as the back portion.
00:18:00
Only seven parking spots are required for the ordinance, but that's partially because of the very small
00:18:10
650 square feet of customer service area.
00:18:15
And so while most of this facility will be used by Carter, only a small portion will be open for the rental office.
00:18:26
So staff, both of staff comments would suggest expanding this row of evergreens here to eliminate these 11 portions of parking, as well as extending the landscape from here out would reduce parking by between 20 and 25 spaces.
00:18:45
There is, there are a few spaces outlined here.
00:18:50
Unsure if we're going to keep those because most of the equipment will come through here.
00:18:56
And so we just have a little bit of a concern about the significant reduction in parking, again 20 to 25 spaces if we were to move this section and this section leaving really only front, a few spaces in front.
00:19:11
There's possibly room to extend this planting buffer to include a double row.
00:19:18
We're also open to different types of fence screening in front of these parking spaces.
00:19:26
We'd also like additional input from you all about what you would maybe like to be seeing done here.
00:19:34
Again, the planting, existing planting meeting is very, very small.
00:19:39
As you saw at the libraries, theirs has been pushed back a good amount but their building also is significantly farther back so we would lose a good amount of space in here and it's questionable if we would be able to keep parking spaces here just from dimension requirements.
00:20:05
Just to highlight again which buildings will be removed
00:20:09
This building will remain.
00:20:10
These will be removed.
00:20:12
This back one removed.
00:20:14
And these are some site sections.
00:20:18
The properties starts at about 515 feet elevation near the road and it drops about 10 or 11 feet towards the back of the property.
00:20:29
So there is a fair amount of screening just by the elevation change.
00:20:34
The largest piece or the tallest piece of equipment when it is stored folded would be 12 feet and those larger pieces of equipment would be stored in the back.
00:20:49
So even without screening in the front portion evergreens or fencing, the majority of the equipment in the back will be...
00:21:01
Sorry, is that a question?
00:21:06
will be screened there.
00:21:08
And the bottom section here, this is the proposed security fencing that we have for behind the evergreen plantings.
00:21:17
The rest of the property where it's not visual from the street will be chain link fencing.
00:21:24
And then this is just the concept plan again to close here and open any questions for us.
00:21:33
Thank you.
Chris Henningsen
Chair, Architectural Review Board
00:21:36
Thanks for your presentation.
00:21:39
I guess we'll start with Frank Stoner.
Frank Stoner
Member, Architectural Review Board
00:21:45
I don't have any questions.
Dade Van Der Werf
Member, Architectural Review Board
00:21:48
Thanks.
00:21:49
Dade.
00:21:51
Thank you for your presentation.
00:21:52
In terms of the double row of evergreens recommended by staff, if in lieu of removing the parking, if that were provided behind
00:22:03
The row in the current plan, I guess, reducing the storage area slightly.
00:22:08
Is that an option?
SPEAKER_09
00:22:15
Aaron, could you chime in on the potential room that we have here?
Dade Van Der Werf
Member, Architectural Review Board
00:22:21
Yes.
00:22:21
Yeah.
00:22:22
Hearing your concerns about the amount of parking reduction,
00:22:28
In terms of your overall priorities, would it be preferable to reduce the storage area to accommodate a double row of trees or reduce the parking?
SPEAKER_06
00:22:42
So if I could jump in, this is Aaron Breed with Balzer & Associates.
00:22:47
Right now where we have between the security fencing and the row of 11 parking spaces, there's a 10-foot green space area.
00:22:56
We looked at that.
00:22:58
One option I think would maybe provide a little better benefit is we can move those spaces towards Rile Road a little bit and that would provide a deeper green space area which would allow enough room to get in a double staggered row of evergreens along that security fencing and keep that evergreen in front of the fencing to help provide a little better visual impact.
Dade Van Der Werf
Member, Architectural Review Board
00:23:26
Thank you.
Chris Henningsen
Chair, Architectural Review Board
00:23:29
All right, Frank Hancock.
Frank Hancock
Vice Chair, Architectural Review Board
00:23:32
Sure.
00:23:32
Just one question.
00:23:33
Did you look at the possibility of adding street trees where some of the parking spaces are along Rio?
00:23:46
Just in your calculation of the overall number of parking spaces you might need for expansion or how that works with your program.
SPEAKER_09
00:23:59
And I suppose that's a question for conversation in terms of what number of, really what the extension of the landscape buffer here would be acceptable in that if we were to do cutout tree plantings like this at the entrance and then still leaving this narrow buffer, just also recognizing the power lines up here so any tree planting would be
00:24:28
Redbud size or similar.
00:24:34
But given if we don't reduce our parking, we do need to add to at least two large tree plantings somewhere within the parking area.
SPEAKER_06
00:24:51
And this is Aaron Breed again.
00:24:53
In the landscape islands that are
00:24:57
Closer to the front of the building, those where we're proposing some street trees there.
00:25:03
But like Connor said, along Rile Road with the overhead power line, it drastically limits landscape options there because of the overhead lines.
Frank Hancock
Vice Chair, Architectural Review Board
00:25:15
Are there other utilities running along Rile Road that prohibit you from putting any plantings in or is it just a function of or a
00:25:27
We might be limited with the tree size and height.
SPEAKER_06
00:25:30
There are some underground utilities running along that frontage.
00:25:34
I believe there's a gas line that goes to the, I think it's a, and I apologize, I think it's a four inch line, but I'm not 100% sure there.
00:25:44
Most of the other lines are just the overhead lines going through there.
Frank Hancock
Vice Chair, Architectural Review Board
00:25:51
And then last question, did you look at,
00:25:54
Like formalizing the Western side, right now it's just a kind of a full expansive asphalt, almost from building to building, from your building to the library.
00:26:06
I guess, is there no requirement to define, you know, drive aisle or any parking?
00:26:15
Just curious if you looked at that.
SPEAKER_09
00:26:20
Eric, could you talk a little bit about that?
00:26:22
We talked about it.
00:26:23
It is a bit strange in that the library and this properties seem to run together there.
00:26:31
And it is a parcel means parcel private drive through that section.
00:26:37
And we did talk about just the amount of room needed between the building and the back gate to be able to drive in and out the rental equipment.
00:26:50
So there's no formal landscaping there, just a kind of strange asphalt meets asphalt.
SPEAKER_06
00:27:06
Correct.
00:27:07
Like Connor was saying, that is there's a 30-foot shared access easement between the two properties to allow
00:27:17
both parcels have access to the entrance at the intersection there.
00:27:22
And with that, with sort of the asphalt to asphalt, it doesn't really lend much opportunity to put in much as far as landscaping through that corridor.
Frank Hancock
Vice Chair, Architectural Review Board
00:27:34
Okay, thank you.
00:27:38
I don't have any more questions.
SPEAKER_09
00:27:40
And I think as we move forward into finishing this concept plan, there's
00:27:47
A good amount of flexibility to respond to staff comments here.
00:27:51
And again, just looking for clarification, whether it's from ARB or staff on what amount of reduction is acceptable without considering the need for parking along here.
Chris Henningsen
Chair, Architectural Review Board
00:28:17
Are there any easements along the front associated with that gas line or the overhead electric?
SPEAKER_06
00:28:28
Yes, there are existing easements along that frontage.
00:28:32
All right, thanks.
Chris Henningsen
Chair, Architectural Review Board
00:28:37
All right, are there any members of the public that want to make a comment?
Taro Matsuno
Member, Architectural Review Board
00:28:41
Oh, I have a question for the applicant.
00:28:45
Sorry.
00:28:46
It's OK.
00:28:46
Are the equipment areas in the concept plan, there's like a cluster of what looks like smaller equipment and then larger equipment in the rear.
00:28:55
Is this intended to be the showing how different equipment would be stored on the site or how the applicant proposes to use the property or
SPEAKER_09
00:29:13
This is more demonstrative of just where equipment would be on the site and highlighting that there would be two main equipment storage areas, this front section with the concrete pad and the back section, which is mostly a gravel lot with some existing pads from the prior facility.
Taro Matsuno
Member, Architectural Review Board
00:29:36
So there's no suggestion that, you know, larger equipment won't be in that front area, for instance.
SPEAKER_09
00:29:45
All right, so 12 feet high is the tallest piece of equipment we would have and we would keep anything.
00:29:51
The proposed fence height, again, it is right now, at least the design, there is not offering full screening, but the equipment would stay around six to eight feet at the proposed fence height here with taller equipment in the back.
00:30:08
Okay, great.
00:30:09
Thank you.
00:30:09
That's helpful.
Chris Henningsen
Chair, Architectural Review Board
00:30:12
All right, thanks.
00:30:14
I asked my question out of turn.
00:30:17
So are there any members of the public that want to make a comment?
00:30:24
All right, well, thanks.
00:30:25
In that case, the ARB will now go into discussion.
00:30:29
We'll start with Taro.
Taro Matsuno
Member, Architectural Review Board
00:30:31
Great.
00:30:32
I wanted to thank the applicant for making the presentation.
00:30:35
I think there are certainly some benefits to having a use on the site that retains what I think is probably the nicest building on site and makes use of the site.
00:30:54
I think
00:30:54
It sounds encouraging that there's some room to address staff's comments as far as providing evergreen screening along the portion where we'll have greater extent of visibility.
00:31:12
So I'm looking forward to seeing that.
00:31:15
As far as tree planting in the parking area, that's directly on Ryer Road.
00:31:24
I think it would be important to understand if any easements or utilities prevent the placement of any trees in that area, but in general I think that I'm in agreement with some of my colleagues that planting is in some of those parking spaces to the extent that, you know,
00:31:44
you are willing to propose them would help meet the intent of the entrance corridor guidelines and I guess the only other comment I had is that speaking to Frank's comments around some of the boundaries of the site that there are portions on the
00:32:11
I guess the page south of the concept plan as well where it's a little unclear as to what's going to be happening, whether the landscape of the buffer along Ryer Road is going to be formalized or whether there's existing asphalt that's just going to remain or if a curb would be extended onto the site side of the parking area.
00:32:36
So I think
00:32:38
Providing some clarity as to what exactly is going to be happening there would be helpful for us to see as well.
00:32:44
Yeah, thank you.
00:32:46
I appreciate your time.
Chris Henningsen
Chair, Architectural Review Board
00:32:48
Thanks.
00:32:49
Frank Hancock.
Frank Hancock
Vice Chair, Architectural Review Board
00:32:51
Sure.
00:32:53
I agree with Tara.
00:32:56
I think and agree or thank the applicant for a willingness to work with us.
00:33:05
I think it would be nice to have some of those parking spaces given over to tree plantings or even just kind of an enhanced landscape character.
00:33:17
The library site, although it didn't really look it in the image that we looked at, is pretty heavily landscaped and pretty thoughtfully landscaped.
00:33:26
And at times, you know, most of the time looks really nice.
00:33:31
It has a lot of seasonality.
00:33:32
So just thinking about this site in context, you know, I think there needs to be maybe a little bit of higher level
00:33:42
given kind of the visibility of some of these things.
00:33:46
I would be interested in seeing on the east side maybe either per staff's comments the double row or looking at a fence that would actually screen the equipment.
00:34:02
and I think Dade made a good point that we don't have to necessarily eat into the parking area, that that could come kind of in board into the storage area if there's room.
00:34:16
But yeah, I appreciate the retrofit of the project.
00:34:19
I think, you know, anytime you're giving new life to an existing building and cleaning up with the demolition of some of those other buildings, I think will look nice.
00:34:29
And I do think if we see this again at a site plan level or demo permit level, I think it would be interesting just to see on that west side, you know, have that dimensioned out where you showed the 30 foot access easement and then what remains between that and the west facade of the building, you know, something to address kind of the asphalt.
00:34:53
Wasteland or Expanse and I driving in and out of there it's a little confusing too and especially when you add now if you have you know heavy equipment being delivered or sent out I think there can be some issues there.
00:35:09
Thanks.
00:35:11
Dade?
Dade Van Der Werf
Member, Architectural Review Board
00:35:14
Thank you and I agree as well with Frank and Taro and appreciate the applicant's proposal in retaining the existing portions of the existing use and especially their indicated willingness to be flexible in developing the landscape plan.
00:35:29
I think, as Frank pointed out,
00:35:33
I think would be interested in seeing some additional planting immediately adjacent to the corridor if understory ornamental trees, redbuds, etc.
00:35:44
are
00:35:45
possible under the power lines, I think that would be very positive and then additional ground level plantings to tie in potentially to the adjacent library landscape.
00:35:55
I think it would further be ideal if the space is near the building and perhaps an additional space or two if some of the parking is exchanged could be used for a larger canopy tree just to further enhance the landscape of the corridor.
00:36:11
I think like Frank would be open either to a double row of evergreens or a single row with an effective screening fence and I appreciate Frank's insight about an observation about the extent of asphalt the contiguous nature of that between the two properties and I think like him would be interested in some exploration of whether there was a way to
00:36:37
further define the access on this property and perhaps break up that expanse with landscape.
00:36:48
And I think in that context of the applicant's flexibility of increasing maybe the landscape, decreasing the parking could certainly be, I think that could be a fair exchange to support additional parking on site beyond what's required by the code.
00:37:04
Thanks, Frank.
Frank Stoner
Member, Architectural Review Board
00:37:07
Thanks.
00:37:07
I'm generally in agreement with my cohorts here.
00:37:12
If I understand correctly, really the scope of our review today is focused on the special use permit for outdoor storage, which puts kind of the focus on the fence and the landscaping.
00:37:27
I agree either double row or an opaque fence would make sense.
00:37:35
I think based on what I see at the library, I'm guessing that we're pretty limited in terms of what we can do next to the corridor with regard to any sort of meaningful trees out there.
00:37:47
I'll be interested to see this come back in site plan form, maybe with the proposed modifications to the building.
00:37:57
The building to me is maybe a bigger issue than the storage, quite honestly, because it's not exactly an architectural wonder.
00:38:12
If there was a way to pull some of that parking away from the building and get some landscaping up against the building, that would be nice.
00:38:19
Or again, to take some of the parking spaces that are immediately adjacent to the building to create some landscape beds
00:38:27
Something that's got some vertical size and evergreen character to it that might help sort of buffer the blank walls of the building, but I assume we'll talk about that when it comes back.
Frank Hancock
Vice Chair, Architectural Review Board
00:38:44
All right, thanks.
Frank Stoner
Member, Architectural Review Board
00:38:45
Yep.
Chris Henningsen
Chair, Architectural Review Board
00:38:46
So yeah, I'm also in agreement with everybody.
00:38:48
I think generally I support the overall idea and kind of agree that some way, shape, or form of more landscaping would be appropriate.
00:39:01
So I'm interested to see what it looks like when it comes back.
00:39:12
I guess if we could take a look at the motion
Margaret Maliszewski
Planning Manager
00:39:41
So the recommendation is, so there's a recommendation for the special use permit.
00:39:49
And that is, as staff is recommending it, that's dependent on revisions to the concept plan.
00:39:57
So this first group of comments are recommended changes to the concept plan.
00:40:03
The second group is the recommendation on the special permit.
Khris Taggart
Senior Planner
00:40:07
And to add, it wasn't brought up much in discussion.
00:40:10
There is the recommendation of evergreens along the eastern parcel boundary that we need to think on and comment.
Chris Henningsen
Chair, Architectural Review Board
00:40:35
I guess maybe just at the risk of going out of order a little bit, looking at the recommendations on the special use permit, I didn't have take any issue with any of those.
00:40:50
They seem like fairly reasonable kind of boilerplate recommendations.
00:40:56
So does anyone have any comment on that?
00:41:01
And then we can go into the
00:41:04
Concept plan recommendations.
Dade Van Der Werf
Member, Architectural Review Board
00:41:08
That sounds like a good approach to me, Chris.
Chris Henningsen
Chair, Architectural Review Board
00:41:11
All right.
00:41:12
So I think we're good on the special use permit recommendations.
00:41:19
Concept plan.
Dade Van Der Werf
Member, Architectural Review Board
00:41:23
Wanted to continue going in reverse order.
00:41:25
I guess maybe at number five, we could change the word eliminate to significantly reduce
00:41:35
So I think that's consistent with what we discussed.
00:41:51
I don't know if we would add like a number seven that would be consider or explore reductions in pavement and further definition of
00:42:04
Dryvile, and increased landscaping at west property border.
Margaret Maliszewski
Planning Manager
00:42:11
Could you say that one more time, please?
Dade Van Der Werf
Member, Architectural Review Board
00:42:13
Let's see.
00:42:14
Explore reductions in pavement, further definition of dryvile and increased landscaping at western property boundary with library parcel.
SPEAKER_01
00:42:34
Thank you.
Dade Van Der Werf
Member, Architectural Review Board
00:42:48
I don't know whether for number three folks would stick with Eliminator, we would change that as well to significantly reduce.
00:42:56
For number three, why don't we say something like, sorry.
00:42:59
Please go ahead, Taro.
Taro Matsuno
Member, Architectural Review Board
00:43:00
But why don't we do something like revise the concept plan to provide additional evergreens or opaque landscaping fence or something like that.
00:43:14
I'm agnostic to whether the parking stays, but I think it's important that additional screening is provided.
Chris Henningsen
Chair, Architectural Review Board
00:43:27
I guess to clarify, that 11 space parking route, is that immediately in front of the evergreens that are currently proposed?
00:43:36
Right.
00:43:36
Yes.
Khris Taggart
Senior Planner
00:43:56
And then, Chris, you were noting that you had a recommendation to provide evergreens at the... Yeah, recommendation number two is the evergreens, the L-shaped planting island, which is on the western parcel boundary, and then evergreens along the eastern parcel boundary.
00:44:13
It sounds like in your discussion that might be either an or opaque fence instead of a security fence along that eastern parcel boundary.
00:44:25
or I guess either parcel boundary you know pick fence would kind of get to that point of screening the screening fence versus a security safe or safety fence so maybe it's just so is that visible from the corridor?
00:44:42
Along the eastern parcel boundary it's visible through the all site landscaping because it's not as dense as kind of illustrated in the concept plan through entrances
00:44:55
into developments along Route 29 and just the breaks in the buildings along Route 29.
Frank Stoner
Member, Architectural Review Board
00:45:04
When you talk about the L shape, though, that's on the western side.
Khris Taggart
Senior Planner
00:45:08
Right.
00:45:08
Yeah.
00:45:09
And then the visibility in between the from the entrance along Rile Road, looking into the rear of the site.
00:45:18
The landscaping has, or the vegetation that was there currently has been removed in establishing the temporary site, so.
Dade Van Der Werf
Member, Architectural Review Board
00:45:28
So I think item two should have eastern revised to western and then we should add an item that defines the southern boundary needing either evergreens or screen fencing.
00:45:41
Sorry, the eastern boundary.
00:45:42
Oh, eastern, yeah.
00:45:44
It could be added to item two or it could be another item.
Margaret Maliszewski
Planning Manager
00:45:47
I'm sorry, can you say it again?
Dade Van Der Werf
Member, Architectural Review Board
00:45:50
So for item two, change eastern to western.
00:45:54
Is that correct, Chris?
Chris Henningsen
Chair, Architectural Review Board
00:45:56
No, it's both.
00:45:57
It's both.
Dade Van Der Werf
Member, Architectural Review Board
00:45:58
Oh, okay.
00:46:00
Okay, sorry, I've got it.
00:46:01
Thank you.
00:46:02
Now I understand how it's written.
00:46:04
Sorry for the slow uptick.
Taro Matsuno
Member, Architectural Review Board
00:46:07
The one and two each correspond to western and eastern boundaries.
Khris Taggart
Senior Planner
00:46:12
One is for the western boundary and two is for the eastern.
00:46:15
Two is a continuation of
00:46:18
provide evergreens in that L-shaped planting island along the western boundary and evergreens along the eastern boundary.
00:46:26
Okay, thank you.
00:46:28
Sorry, I didn't read carefully.
Taro Matsuno
Member, Architectural Review Board
00:46:32
Okay.
Frank Stoner
Member, Architectural Review Board
00:46:33
Just to be clear, these are all recommendations, not requirements for the concept plan?
Margaret Maliszewski
Planning Manager
00:46:41
Staff is recommending that these changes be made to the plan before it goes to the Planning Commission.
Frank Stoner
Member, Architectural Review Board
00:46:49
So we won't see.
Margaret Maliszewski
Planning Manager
00:46:50
And you can, if you want to see it back, we can bring it back to you.
Dade Van Der Werf
Member, Architectural Review Board
00:46:55
I would trust staff to review the implementation of these.
Margaret Maliszewski
Planning Manager
00:47:02
Well, I would say that significantly reduced is kind of a broad concept, then you might be interested to see it.
00:47:08
Okay.
Dade Van Der Werf
Member, Architectural Review Board
00:47:09
Yeah.
00:47:13
So we can assess whether it's significant or not.
Frank Stoner
Member, Architectural Review Board
00:47:21
If that doesn't hold them up, I don't know.
Margaret Maliszewski
Planning Manager
00:47:27
Are there other changes to the first set of comments?
Taro Matsuno
Member, Architectural Review Board
00:47:37
I guess I'm going to suggest we offer eight under the consider or explore
00:47:47
Consider or explore substitution of parking spaces adjacent to the building for larger trees adjacent to the existing building.
Frank Stoner
Member, Architectural Review Board
00:48:09
and or landscaping to the extent, parking back, could you actually get some green space between the parking and the building that would be?
Taro Matsuno
Member, Architectural Review Board
00:48:22
Or yeah, so sorry, maybe it's explore increased landscaping in front of the existing building, including a planting strip or larger trees in place of parking spaces, something like that.
Margaret Maliszewski
Planning Manager
00:48:43
Can you just repeat that one more time?
Taro Matsuno
Member, Architectural Review Board
00:48:46
Explore providing increased planting in front of the building to remain, including planting strip or substitution of parking spaces for trees or trees for parking spaces, substituting a tree for a parking space.
00:49:24
and then eight can go away.
Khris Taggart
Senior Planner
00:49:47
So with increased understanding of item number two, are you okay with both those items as written?
Taro Matsuno
Member, Architectural Review Board
00:50:00
Yeah.
00:50:04
Should we go to the third section, the site plan?
00:50:22
Could I ask from a process perspective that we're writing?
00:50:32
I was wondering about the changes to the building itself.
00:50:37
Is that going to get picked up in site planner or are we going to?
00:50:43
Yeah, great.
Chris Henningsen
Chair, Architectural Review Board
00:50:49
All right.
00:50:50
Any other tweaks or anything?
00:50:52
Alright, in that case, anybody like to make a motion?
Dade Van Der Werf
Member, Architectural Review Board
00:51:03
Move to recommend no objection to the request for a special use permit with the recommended revisions to the concept plan and conditions of approval as amended.
00:51:12
Item three, strike the text and replace with revise the concept plan to provide additional evergreens or opaque fence at the 11 space parking row.
00:51:22
Item five,
00:51:23
strike eliminate and replace with significantly reduce at item seven explore reductions in pavement and further definition of the drive aisles and increased landscaping at the western property boundary shared with the library at item eight explore increased planting in front of the building to remain including a planting strip or substitution of trees for parking spaces no changes to recommendations um relative to the special use permit and
00:51:49
for the recommendations for the site plan with the addition of item 11 show all proposed changes to the building to remain.
00:51:57
All right, thanks.
Chris Henningsen
Chair, Architectural Review Board
00:51:58
I'll second that.
00:51:59
So if we could call the vote.
SPEAKER_01
00:52:04
Mr. Henningsen.
Chris Henningsen
Chair, Architectural Review Board
00:52:06
Aye.
SPEAKER_01
00:52:06
Mr. Hancock.
Chris Henningsen
Chair, Architectural Review Board
00:52:07
Aye.
SPEAKER_01
00:52:08
Mr. Stoner.
Chris Henningsen
Chair, Architectural Review Board
00:52:09
Aye.
SPEAKER_01
00:52:09
Mr. Matsuno.
Chris Henningsen
Chair, Architectural Review Board
00:52:11
Aye.
SPEAKER_01
00:52:11
Mr. Van Der Werf.
Chris Henningsen
Chair, Architectural Review Board
00:52:12
Aye.
00:52:13
All right, thanks a lot.
00:52:15
So we will move on to other business.
Margaret Maliszewski
Planning Manager
00:52:19
Can I interrupt for just a second?
00:52:22
I just want to clarify that the board does want to see the revised concept plan back again.
Frank Hancock
Vice Chair, Architectural Review Board
00:52:29
Yes.
Frank Stoner
Member, Architectural Review Board
00:52:31
Well, site plan.
Frank Hancock
Vice Chair, Architectural Review Board
00:52:35
You're okay with not seeing revisions to the concept plan?
Frank Stoner
Member, Architectural Review Board
00:52:40
Okay, seeing the site plan.
00:52:41
Yeah, I don't.
Frank Hancock
Vice Chair, Architectural Review Board
00:52:42
Yeah, I think I'm okay.
00:52:45
For this to move forward and then we would see it again at site plan or demo plan or whatever the next step is but as far as I think but I think the issue is that it goes to the
Margaret Maliszewski
Planning Manager
00:52:56
So the concept plan would be revised to address that first set of comments.
00:53:05
It could come back to you so that you can confirm that that's what you wanted.
00:53:08
If you don't think that's necessary, it would go onto the Planning Commission and then onto the board, and whatever concept plan gets approved there, that will sort of set the...
00:53:24
when the site plan comes in the site plan will have to be consistent with that concept.
Dade Van Der Werf
Member, Architectural Review Board
00:53:27
Right and so it's necessary I think for us to get the updated concept so that then the planning commission doesn't approve a concept plan that then sets the basis so that we really don't have the room to ask for the different at that point we'd be requesting a site plan that was different than the concept plan that the planning commission had approved.
00:53:43
So I think it's cleaner if if we
00:53:48
If we have an agreement on the concept plan before then it gets the Planning Commission's buy-in and then before the applicant submits a site plan.
Margaret Maliszewski
Planning Manager
00:53:57
And that is consistent with how your review of special use permits typically goes.
Frank Stoner
Member, Architectural Review Board
00:54:04
So is it going to the board just for the special use permit for the outdoor storage?
Margaret Maliszewski
Planning Manager
00:54:09
Yes.
Dade Van Der Werf
Member, Architectural Review Board
00:54:10
And this doesn't hold that up, or the question of the use permit, or it doesn't?
Margaret Maliszewski
Planning Manager
00:54:17
The special use permit is for the outdoor storage.
00:54:20
All the screening and fencing and landscaping changes that we've recommended are specifically associated with that storage use, so it's tied to that concept plan that would go to the planning commission and onto the board of supervisors.
Dade Van Der Werf
Member, Architectural Review Board
00:54:39
Because I know on some other applications we've received, when there's a plan approved by the Planning Commission, it has tied our hands in terms of being able to ask for updates in site planning, I think, or restricted it.
00:54:54
So I think this is the best chance if members feel like the landscape changes are important ones to incorporate.
Frank Stoner
Member, Architectural Review Board
00:55:02
Why wouldn't the site plan come to us before it goes to the Planning Commission?
Margaret Maliszewski
Planning Manager
00:55:06
The Special Use Permit will run its course, it will go through the review process, and then the applicant will prepare a site plan which will then go through its own review process.
Frank Stoner
Member, Architectural Review Board
00:55:16
The concept plan... And wouldn't that come to us before it goes to the Planning Commission?
Margaret Maliszewski
Planning Manager
00:55:20
The site plan will not go to the Planning Commission or the Board of Supervisors.
00:55:23
The concept plan is associated with the Special Use Permit application.
00:55:28
that will be taken through its process.
00:55:30
If that's approved, then the applicant will prepare a site plan, which will come to you, but does not require planning commission or board of supervisors approval.
Frank Hancock
Vice Chair, Architectural Review Board
00:55:44
I mean, I think the question, you would, staff would review, they would resubmit to you to address these comments prior to it going to the planning commission.
00:55:58
I guess it, you know, I think there's, we want to be sensitive.
00:56:03
We don't want to hold up the process.
00:56:05
We feel like these aren't major changes.
Dade Van Der Werf
Member, Architectural Review Board
00:56:10
I mean, if we just change the word significant reduction to a specific number, that would give staff, I think what they needed.
Frank Hancock
Vice Chair, Architectural Review Board
00:56:16
And that, maybe that's the question is- Well, we would need to make it much more prescriptive.
Dade Van Der Werf
Member, Architectural Review Board
00:56:20
So it was check, check, check.
Frank Hancock
Vice Chair, Architectural Review Board
00:56:22
Yeah.
Frank Stoner
Member, Architectural Review Board
00:56:27
Yeah, I feel like we're, if the scope is really just about outdoor storage as it relates to the special use permit, a lot of what we're talking about is not related to outdoor storage, it's related to other issues.
00:56:45
And I guess the special use permit is a way to get some of these other things done
00:56:52
But I would ask if they weren't doing outdoor storage, somebody could move in there tomorrow as a buy rate and we couldn't do a thing.
00:56:59
But I worry about just overstepping our bounds as it relates to what it is we're actually reviewing for.
Chris Henningsen
Chair, Architectural Review Board
00:57:10
Yeah, because it seems like the special use permit is just the issue of like, can you have outdoor storage on this site?
00:57:17
How is it screened?
Margaret Maliszewski
Planning Manager
00:57:19
This particular special use permit is particular to sites in the entrance corridors.
00:57:24
It's all about the visual impact on the entrance corridors.
00:57:27
and so the comments that staff recommended in those first two groups, we do feel those are directly related to the proposed use and there are items intended to offset the negative visual impacts on the entrance corridor street.
00:57:51
And the applicant would like to comment.
Dade Van Der Werf
Member, Architectural Review Board
00:57:55
Are you okay with that?
SPEAKER_03
00:57:59
Connor, go ahead and unmute yourself.
SPEAKER_09
00:58:08
Hello, can you hear me?
SPEAKER_03
00:58:13
Yep, we can hear you.
SPEAKER_09
00:58:15
Now, I was just also seeking clarification on if this were to come back to you all to review one more time, which we're okay with.
00:58:27
But again, the question of would that push back the subsequent planning commission that we are scheduled for in November?
00:58:35
That was just my concern.
00:58:37
We're totally okay with revising to these comments, but we're just curious
00:58:44
If that would push back the Planning Commission to December or further?
Margaret Maliszewski
Planning Manager
00:58:49
I don't have that schedule in front of me.
SPEAKER_03
00:59:06
Planning Commission.
Margaret Maliszewski
Planning Manager
00:59:21
November 13th So when could a revised concept plan be submitted?
SPEAKER_09
00:59:40
For these revisions, we could probably get something within the next week or two.
00:59:45
They're not really substantial.
00:59:47
Since staff comments, we've kind of already spoken about them.
00:59:51
So it would just be updating the visuals and figuring out ultimately how much parking.
00:59:59
So two weeks, if needed.
Margaret Maliszewski
Planning Manager
01:00:12
So that brings us to the next ARB meeting date.
01:00:18
So if you all were okay just seeing it on the fly without any staff review, if two weeks turnaround is needed by the applicant, that's what would have to happen.
Dade Van Der Werf
Member, Architectural Review Board
01:00:37
Would we be allowed to look at it as other business?
Margaret Maliszewski
Planning Manager
01:00:39
Okay, no, yeah, we would need,
01:00:45
We would need the revised concept plan by end of business on October 29th.
SPEAKER_09
01:00:58
We can work with that.
Margaret Maliszewski
Planning Manager
01:01:01
To just be able to post it, we still wouldn't have time to prepare a staff report or review it.
01:01:08
I think that would be all right.
01:01:11
Does that work for the applicant?
SPEAKER_09
01:01:13
Yes, it does.
01:01:13
Thank you for that flexibility.
01:01:14
Appreciate it.
Frank Stoner
Member, Architectural Review Board
01:01:23
All right, great.
Dade Van Der Werf
Member, Architectural Review Board
01:01:24
All right.
01:01:26
We'll see you November 4th.
01:01:29
Gonna miss approval of the minutes, though.
01:01:33
Unless you want to move for the message to part.
Chris Henningsen
Chair, Architectural Review Board
01:01:37
All right.
01:01:40
Speaking of which,
01:01:43
Does anybody want to move to approve the October 7th minutes?
Dade Van Der Werf
Member, Architectural Review Board
01:01:48
So moved.
Chris Henningsen
Chair, Architectural Review Board
01:01:51
Second.
01:01:52
All right, great.
01:01:53
If we could call a vote.
SPEAKER_03
01:01:57
Mr. Van Der Werf.
Chris Henningsen
Chair, Architectural Review Board
01:01:59
Aye.
SPEAKER_03
01:02:01
Mr. Matsuno.
01:02:02
Aye.
01:02:03
Mr. Hancock.
Chris Henningsen
Chair, Architectural Review Board
01:02:04
Aye.
SPEAKER_03
01:02:05
Mr. Henningsen.
Chris Henningsen
Chair, Architectural Review Board
01:02:06
Aye.
01:02:07
Thanks a lot.
01:02:09
Do any board members or staff have any other items?
01:02:15
Looks like a no.
01:02:19
The next ARB meeting is scheduled for November 4th.
01:02:23
Are there any board members who will not be able to attend that?
01:02:30
All right, so looks like you will have a quorum.
01:02:34
In that case, the meeting is adjourned until the next meeting on Monday, November 4th, 2024, and it is 2.04 by my watch.
01:02:46
Thanks a lot.
Dade Van Der Werf
Member, Architectural Review Board
01:02:48
Thank you.
Chris Henningsen
Chair, Architectural Review Board
01:02:49
Thank you very much.
