Do any ARB members have anything to disclose?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:01:48
      No.
    • Chris HenningsenChair, Architectural Review Board
    • 00:01:49
      No.
    • 00:01:49
      No.
    • 00:01:50
      All right.
    • 00:01:51
      Sounds like no disclosures.
    • 00:01:54
Are there any members of the public that want to make a comment about a project that is not on the agenda for review?
    • SPEAKER_01
    • 00:02:07
I do not have anybody online.
    • Chris HenningsenChair, Architectural Review Board
    • 00:02:09
      All right, great.
    • 00:02:12
In that case, we do not have any consent agenda items today.
    • 00:02:16
We do not have any work sessions.
    • 00:02:21
So we will move to our one and only regular review item, which is ARB 2024-43 UVA Community Credit Union new headquarters.
    • 00:02:34
Chris, do you have your presentation?
    • 00:02:36
      Yes, yes, thanks.
    • Khris TaggartSenior Planner
    • 00:02:38
The application you're reviewing today is a review of architecture and site plan to construct the headquarters for UVA Commuting Credit Union in addition to associated site improvements.
    • 00:02:51
Site is at 1201 5th Street, which is north of I-64 and west of 5th Street.
    • 00:02:57
ARB reviewed an initial site plan involving building and site renovations to accommodate the same tenant in May of last year.
    • 00:03:06
The plan under review today replaces that plan.
    • 00:03:09
The existing building and the cell tower on site will be demolished to accommodate the proposed building.
    • 00:03:16
To summarize the staff report, there are minor comments on the architecture and site plan that need to be addressed.
    • 00:03:23
Building elevations are composed of regularly spaced bays with slight projections and recesses.
    • 00:03:29
The projecting bays are clad with brick and topped with a pediment gable on the entry bay and a parapet with cast stone coping and an aluminum cornice on the window bays.
    • 00:03:41
The recess bays are clad with metal panels and have a short cast stone base.
    • 00:03:45
All bays have regularly spaced windows and the aluminum panels separating the first and second floors.
    • 00:03:51
The forms detailing materials provide a strong connection to the historic architecture of the county.
    • 00:03:59
The changes to the site maintain an organized development plan, and the landscape plan shows new trees along the portion of the frontage that is adjacent to the project area.
    • 00:04:09
These trees meet size and spacing requirements, but are shown very close to the existing trees that are to remain.
    • 00:04:15
Adjusting and spacing the proposed trees to accommodate the existing trees would be appropriate.
    • 00:04:22
That staff recommends approval initial site plan without conditions and recommends the changes listed in the staff report be addressed with the final site plan submittal.
    • 00:04:32
I'd be happy to answer any questions you all may have.
    • Chris HenningsenChair, Architectural Review Board
    • 00:04:35
      All right.
    • 00:04:35
      Thanks for that presentation.
    • 00:04:38
Dave, do you have any questions?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:04:40
      Thank you for the presentation.
    • 00:04:41
      No questions.
    • Chris HenningsenChair, Architectural Review Board
    • 00:04:43
      Tara?
    • 00:04:44
      No, thank you.
    • 00:04:47
No, I don't have any questions.
    • 00:04:48
      Thanks, Chris.
    • 00:04:50
      I'm sorry, Chris.
    • 00:04:51
I don't have any questions either.
    • 00:04:53
So if the applicant has a presentation.
    • SPEAKER_06
    • 00:05:08
      Good afternoon, Mr.
    • 00:05:08
      Chair, members of the board.
    • 00:05:11
My name is Andrew Moore with Glaube & Holmes Architecture, Richmond, and we're the architect record for the project.
    • 00:05:17
I don't think I have too much more to add to what the staff has already presented so thank you for that.
    • 00:05:24
Just a few images here that may overlap with what you've already seen or may not.
    • 00:05:29
This is a site plan that shows a little more detail of the landscape and how the building fits into the landscape.
    • 00:05:37
Its adjacency to 5th Street and the really adjacency to the off-ramp from 64 as you can see it there.
    • 00:05:46
The floor plan, it's an office building that is organized with internal closed spaces and largely external open office, so lots of opportunity to connect the inside to the outside through the generous window openings.
    • 00:06:04
The elevations that were included with the packet, black and white here, but show the ordering of the exterior, the nod to traditional and classical architecture, but interpreted with a more contemporary and modern approach and materials.
    • 00:06:24
Here's the rendering that was also included with the package, just showing the general character and feel of the building, the series of pavilions that are interconnected with the metal panel.
    • 00:06:38
Here's a site section that shows the elevation on the right of Fifth Street and then the dashed line representing the grade that is current and then where it will be when the project is complete, or more or less,
    • 00:06:53
lowering the grade to be consistent with the lowest current level of the existing building.
    • 00:07:00
So the entire building is now out at the ground instead of partially recessed.
    • 00:07:09
And then here's the illustration of the pallet of materials.
    • 00:07:12
Simple pallet with two brick colors that have corresponding cast stone detailing and then metal panel.
    • 00:07:22
and then the cast stone coping top of the parable wall.
    • 00:07:30
Here are a couple of images that show before and after simulating what the building will look like in context.
    • 00:07:38
So this is the intersection there at 5th Street and 64.
    • 00:07:41
This is the current building as you see it here.
    • 00:07:44
And then this is a simulation of where the building will be when it's complete.
    • 00:07:55
      And that's all I have.
    • 00:07:56
Happy to address any questions you have.
    • Chris HenningsenChair, Architectural Review Board
    • 00:08:00
      All right.
    • 00:08:00
Thanks a lot for your presentation.
    • 00:08:04
      Start with Tara.
    • 00:08:05
      Do you have any questions?
    • SPEAKER_02
    • 00:08:06
No, I don't have any questions.
    • 00:08:07
      Thank you for the presentation.
    • Chris HenningsenChair, Architectural Review Board
    • 00:08:09
      Frank?
    • SPEAKER_02
    • 00:08:11
      I don't have any questions.
    • 00:08:12
      Thanks, Dave.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:08:15
I think I just had one question I think actually the elevation corresponding to this view is the gabled form of the pediment front visible behind that tree and how does it relate to the overall parapet of the building?
    • SPEAKER_06
    • 00:08:31
It's a little hard to tell in this image, so I'll go back to the three-quarter view.
    • 00:08:36
So we're looking at it from Fifth Street.
    • 00:08:39
If you could see the building from Fifth Street, this is how it would appear.
    • 00:08:42
So the gable is positioned in a way that it draws to the main entrance.
    • 00:08:47
So as you're coming from the parking lot across a pedestrian walkway where you see the figures are there, drawn into the main public entrance to the facility, and then behind that is the public-facing portions of the building.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:09:02
      Thank you.
    • 00:09:03
And the gable form stops at the wall that's behind it.
    • 00:09:06
      Is that correct?
    • 00:09:06
      That's correct.
    • 00:09:07
      Okay.
    • 00:09:07
      Thank you.
    • 00:09:08
      That was my question.
    • Chris HenningsenChair, Architectural Review Board
    • 00:09:10
      All right.
    • 00:09:10
I don't have any questions, but thanks for your presentation.
    • 00:09:15
Are there any members of the public that want to make a comment?
    • SPEAKER_01
    • 00:09:26
I do not have anyone with their hand up.
    • Chris HenningsenChair, Architectural Review Board
    • 00:09:28
      All right, great.
    • 00:09:29
We do not have any in-person members of the public.
    • 00:09:34
So the ARB will now go into discussion.
    • 00:09:38
      We'll start with Taro.
    • 00:09:42
      Do you have any comments?
    • SPEAKER_02
    • 00:09:43
I just wanted to say that I appreciate the presentation as presented by the applicant.
    • 00:09:47
I think it's consistent with a lot of the guidelines that we lay out in the ARB and that
    • 00:09:56
It's a sort of appropriate response to an existing condition and that's there, it references that, that proposes something more contemporary and appreciative of their design work and I don't have any issues about this project.
    • Chris HenningsenChair, Architectural Review Board
    • 00:10:15
      Thanks.
    • 00:10:16
      Frank?
    • SPEAKER_05
    • 00:10:17
      I agree with Taro.
    • 00:10:19
      I think it's a nice application.
    • 00:10:21
I think given the distance from the corridor and kind of the
    • 00:10:26
Awkwardness of how you view it.
    • 00:10:28
I don't think it'll have that much of an impact on the corridor specifically.
    • 00:10:33
Unfortunately, I think it'd be really nice if this was a building that was prominent on one of our corridors.
    • 00:10:39
      I think it's really nice.
    • 00:10:43
I think it's a nice use or kind of retrofit for the site and reusing some of the, what appear to be reusing some of the parking lots or at least kind of staying within that footprint.
    • 00:10:54
      So I appreciate that.
    • 00:10:56
      I think it's a really nice application.
    • 00:11:02
      Thanks, Dade.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:11:03
Sure, I'll add to the course of my colleagues and just say I think it's a very nice application and a nice proposal that I think relates well to the architectural precedents in our guidelines and appears to use some very appropriate and hit some materials.
    • 00:11:17
      So excited to see it.
    • 00:11:19
      I appreciate your observation.
    • 00:11:20
This would be nice to see more prominently on the court.
    • Chris HenningsenChair, Architectural Review Board
    • 00:11:25
Yeah all right thanks and yeah I hate to sound like we're the fan club but I agree also and I think it's a well done and will be a great addition to the entrance corridor.
    • 00:11:43
So if we could take a look at the recommended motion.
    • Margaret MaliszewskiPlanning Manager
    • 00:11:51
This is an initial site plan and a preliminary review of the architectural design and I need to... that.
    • 00:12:09
Our recommendation for the motion is to move just forward the comments listed in the staff report to the agent for the site review committee.
    • 00:12:19
Included in those comments are comments for the final site plan, assuming you want to see it all back again.
    • 00:12:27
      So that's included in there.
    • Chris HenningsenChair, Architectural Review Board
    • 00:12:31
I guess I'll just ask if anybody has any tweaks or changes to propose to any of the conditions.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:12:42
I don't and actually a question for staff and colleagues would be if there's a pathway to grant a conditional certificate of appropriateness today that because I think the comments that are remaining from my perspective could be administered by staff.
    • Margaret MaliszewskiPlanning Manager
    • 00:12:56
Sure you could make the motion we just talked about and then also just note that
    • 00:13:06
We recommend approval of the final architectural design with these conditions.
    • 00:13:12
I think that would be fine.
    • 00:13:12
If we find anything different as things move along, we can always bring it back to you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:13:17
      That'd be great.
    • 00:13:20
So in that case, would anybody like to make a motion?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:13:27
I think Dade has to see if I can state it correctly.
    • 00:13:31
So I would move for approval of a certificate of appropriateness for the architecture of the project subject to the conditions listed in the staff report.
    • Margaret MaliszewskiPlanning Manager
    • 00:13:42
And to forward the recommendations in the staff report to the agent for the site review committee.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:13:48
      Yes, please.
    • Chris HenningsenChair, Architectural Review Board
    • 00:13:51
      I'll second.
    • 00:13:53
      All right.
    • 00:13:54
If we could put that to a vote.
    • SPEAKER_01
    • 00:13:57
      OK, Mr. Henningsen?
    • Chris HenningsenChair, Architectural Review Board
    • 00:13:59
      Aye.
    • SPEAKER_01
    • 00:14:00
      Mr. Hancock?
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:02
      Aye.
    • SPEAKER_01
    • 00:14:03
      Mr. Matsuno?
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:04
      Aye.
    • SPEAKER_01
    • 00:14:05
      And Mr. Van Der Werf?
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:07
      Aye.
    • SPEAKER_01
    • 00:14:08
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:09
      All right, thanks a lot.
    • 00:14:12
So we'll move on to other business.
    • 00:14:14
Approval of the July 1 minutes.
    • 00:14:19
      Anybody want to?
    • 00:14:24
      So moved.
    • 00:14:27
      I'll second that.
    • SPEAKER_01
    • 00:14:31
      Okay, Mr. Van Der Werf?
    • 00:14:38
      Mr. Van Der Werf?
    • 00:14:40
      Aye.
    • 00:14:41
      Mr. Matsuno?
    • Khris TaggartSenior Planner
    • 00:14:43
      Aye.
    • SPEAKER_01
    • 00:14:44
      Mr. Hancock?
    • 00:14:46
      Aye.
    • 00:14:47
      Mr. Henningsen?
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:48
      Aye.
    • SPEAKER_01
    • 00:14:49
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:50
      All right, thanks a lot.
    • 00:14:52
Do any board members or staff have any other items to discuss?
    • 00:14:58
      No.
    • 00:15:00
      Great.
    • 00:15:01
      All right.
    • 00:15:01
In that case, the next ARB meeting is scheduled for August 5th, 2024.
    • 00:15:08
Unfortunately, I don't think I'll be able to attend that one.
    • 00:15:13
      I will also be away.
    • 00:15:15
      I will also be away.
    • 00:15:16
      I will also be away.
    • Margaret MaliszewskiPlanning Manager
    • 00:15:19
Clearly, we're missing out on some things.
    • 00:15:23
Okay, we'll look at that agenda and see how we can rearrange the items.
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:26
      Okay.
    • 00:15:27
      Thank you.
    • 00:15:28
      All right.
    • 00:15:30
So in that case, the meeting is adjourned until our next meeting at a yet to be specified time.
    • 00:15:40
But we are adjourning now at 1 17.
    • 00:15:44
      Yeah.
    • 00:15:47
      Thanks a lot.
    • 00:15:48
      Thank you.
