    • 00:01:52
      No.
    • Chris HenningsenChair, Architectural Review Board
    • 00:01:53
      No.
    • 00:01:55
      All right.
    • 00:01:56
Are there any members of the public that want to make a comment about a project that is not on the agenda for review?
    • SPEAKER_01
    • 00:02:02
I do not have anyone new.
    • Chris HenningsenChair, Architectural Review Board
    • 00:02:05
      All right.
    • 00:02:05
      Sounds good.
    • 00:02:07
We do not have any consent agenda items today, and we do not have any work sessions today.
    • 00:02:15
So we will roll into our one and only regular review item, which is ARB 2024-33 Flow Kia.
    • 00:02:28
And Margaret has a presentation ready, I'm sure.
    • Margaret MaliszewskiPlanning Manager
    • 00:02:35
Okay, today we are reviewing the proposed renovation for the Flokia building at Pantops.
    • 00:02:40
This is your second review of the architectural design and it's a first review of the corresponding site changes.
    • 00:02:47
The site is located on the north side of Route 250 East.
    • 00:02:50
It's a short distance east of Town and Country Lane.
    • 00:02:53
The existing building, as you probably remember, was constructed as a restaurant.
    • 00:02:57
It was associated with the Town and Country Motor Lodge, which was originally located just to the west.
    • 00:03:01
and those buildings were part of a group of buildings in the area of Route 250 built in the mid-50s in popular roadside architectural styles.
    • 00:03:10
In this proposal, the front portion of the building would be demolished and it would be replaced with a new showroom building.
    • 00:03:15
The rear service portion of the building would be retained and renovated.
    • 00:03:20
You completed a review of the architectural design for this project on February 19th of this year.
    • 00:03:25
There were seven comments resulting from that review that required revisions.
    • 00:03:30
The first comment was about providing physical samples of the materials to confirm primarily that reflectivity wasn't going to be excessive.
    • 00:03:39
      Those samples were provided.
    • 00:03:40
They're actually on the stage behind you if you want to look at them.
    • 00:03:44
The black panel there doesn't appear to be overly reflective and the silver panel does, however, have a metallic finish.
    • 00:03:53
It's used for the angled elements in the building, the entrance surround, and columns on the front elevation.
    • 00:04:00
Given those locations and the amount that's proposed, we don't expect that metallic panel to have a negative impact on the street.
    • 00:04:07
The second comment from February was to ground the building and acknowledge the vertical supports.
    • 00:04:14
To do that, the angled elements were reorganized on both of the side elevations and the front columns were moved to the outside of the curtain wall.
    • 00:04:23
And we feel those changes do help ground the building and establish rhythm.
    • 00:04:27
The service bay was also reduced in height and that helps with the scale and massing.
    • 00:04:33
The third comment asks for confirmation that the window glass conforms to the standard requirements.
    • 00:04:38
The note appears in the plan and the manufacturer's website describes the glass as neutral in color.
    • 00:04:45
There were two comments about mechanical equipment.
    • 00:04:49
A building section was included in this middle that shows the equipment locations and heights level with the parapet.
    • 00:04:54
The equipment is also shown in the perspective images.
    • 00:04:59
Comments from February included a request for information on exterior lighting.
    • 00:05:04
There are no wall-mounted fixtures shown on the drawings and the site plan shows one pole light to be removed.
    • 00:05:11
We've noted also that the current pole fixtures on site don't match what's on the previously approved site plan, so an updated photometric plan will be needed.
    • 00:05:20
Finally, in the previous review, we noted that a new retaining wall is proposed on the east side of the site.
    • 00:05:26
We noted that the site plan amendment would need to include a landscape plan addressing two issues and that would be the existing landscaping that would be impacted by the new construction and there's an easement in the area that would need some coordination.
    • 00:05:40
      A landscape plan was provided.
    • 00:05:41
It does include trees and shrubs along the retaining wall that are coordinated with the previously approved design.
    • 00:05:47
However, the easement was not addressed.
    • 00:05:49
      That remains an outstanding issue.
    • 00:05:53
The landscape plan shows significantly fewer shrubs at the parking lot perimeters than the previously approved plan shows and it looks like some shrubs have been lost from the site over the years.
    • 00:06:03
So we've recommended that a consistent row of shrubs be shown on the plan and we've added minor comments about tree species and notes on the plan as well.
    • 00:06:12
Our recommendations for approval with the conditions listed in the staff report and I'd be happy to answer any questions you have.
    • Chris HenningsenChair, Architectural Review Board
    • 00:06:18
All right, thanks a lot for that presentation.
    • 00:06:22
Tara, do you have any questions for staff?
    • 00:06:25
No, thank you for the presentation.
    • 00:06:27
      Frank?
    • SPEAKER_05
    • 00:06:29
      No, thank you, Margaret.
    • Chris HenningsenChair, Architectural Review Board
    • 00:06:31
I don't have any questions either, believe it or not.
    • 00:06:35
So if the applicant has a presentation, now would be the time.
    • SPEAKER_02
    • 00:06:45
      Great, thank you.
    • 00:06:47
      My name is Kevin Shaffer.
    • 00:06:50
      I'm with Design Develop.
    • 00:06:52
Thank you Margaret for that thorough presentation and the staff report and the guidance that
    • 00:07:01
pretty much covered actually all the revisions to the architecture that I was gonna run through.
    • 00:07:07
So I just wanted to let you know if there's any questions, we're here to answer them.
    • 00:07:13
I think that Margaret did a great job going through the revisions.
    • 00:07:16
So I'm actually just gonna turn it over to Justin at this point and let him talk through some of the site plan revisions and comments that have been ongoing.
    • Justin ShimpFounder and Principal Engineer
    • 00:07:30
Good afternoon, Justin Schimpf, the engineer for the project.
    • 00:07:33
I think most of our questions or comments would make for some clarifications we want from the staff.
    • 00:07:38
Some of the comments not being included is a timing issue.
    • 00:07:41
We submitted this to the county earlier than before the ARB meeting you all had last time, basically.
    • 00:07:48
So a few things didn't get addressed because they came up afterwards.
    • 00:07:52
Starting with a simple one, the Lumos easement just serves the building.
    • 00:07:57
It's always fiber optic, but they no longer use that anymore, and we're having a hard time getting Lumos to respond.
    • 00:08:04
So it's not an easement for some other adjoining business, et cetera.
    • 00:08:08
      It's service to that building.
    • 00:08:10
      That particular company requires it.
    • 00:08:12
Esmont on your own property for their own hardware.
    • 00:08:15
So if that note could be revised to sort of say, you know, if possible or something, and that's such that if we can never get anything, we're not worried about putting trees in there because if we hit the lawn, it's going to disturb our own service.
    • 00:08:28
we'll of course have it marked and we'll avoid it during construction but that's what it is so if we could get that maybe clarified just in the event we can never get them to confirm anything about it and then the other comments I think Margaret if I understand correctly is really the prior approved site plan essentially showed the standard rows of shrubs that have disappeared over time and you all want to see those back per standard so that's understandable so I don't think we have any particular
    • 00:08:54
      Concerned about those items.
    • 00:08:56
The other change or conditions was to change the zelkova, different species, which makes sense that we are gonna retain, in this picture right here, if you look, there'll be a couple of zelkova in the very front here, and then a couple is in the back that are as part of this row, and then we'll replant with something different species in the middle.
    • 00:09:18
The retaining wall grading is taking out all of those trees.
    • 00:09:21
in this area, and we're basically, our proposal originally was to replant with the same species.
    • 00:09:26
We're just gonna swap that one out, so it's no longer on the county's approved list.
    • 00:09:32
So I think that's really the only concerns we had about the recommendations.
    • 00:09:36
If we could just get maybe a little leniency on the Lemos easement because of its unique circumstance, we should otherwise be able to address the comments.
    • Chris HenningsenChair, Architectural Review Board
    • 00:09:51
      That's all I have.
    • 00:09:52
All right, thanks a lot for that presentation.
    • 00:09:57
Frank, do you have any questions for the end?
    • SPEAKER_05
    • 00:09:59
Sure, Justin, I guess the question for you, are the trees in the easement like small trees?
    • 00:10:08
Are there any like large canopy trees?
    • 00:10:10
      The Lumos easement?
    • 00:10:12
      Yes.
    • Justin ShimpFounder and Principal Engineer
    • 00:10:13
There are, I have to zoom in on this a bit.
    • 00:10:22
      So opposed plants.
    • 00:10:29
      The easement's right here.
    • 00:10:31
This is one of the lines right there.
    • 00:10:33
Then it goes to the edges retaining wall.
    • 00:10:35
So actually it looks like we just got, there's hollies and service berries kind of back in the easement area.
    • 00:10:42
The larger trees are actually in the front of it.
    • 00:10:45
      Yeah.
    • 00:10:46
      Okay.
    • 00:10:46
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:10:48
      Thanks, Taro.
    • 00:10:50
      Do you have any questions?
    • 00:10:51
      No, thank you, Justin.
    • 00:10:53
      All right.
    • 00:10:53
No, I don't have any questions either.
    • 00:10:55
      Thank you.
    • 00:10:57
Are there any members of the public that would like to make a comment?
    • SPEAKER_01
    • 00:11:04
      I don't have anyone.
    • Chris HenningsenChair, Architectural Review Board
    • 00:11:06
      All right.
    • 00:11:06
      Thanks a lot.
    • 00:11:07
ARB will now go into discussion.
    • 00:11:11
I guess we'll start with Taro if you have any comments.
    • Taro MatsunoMember, Architectural Review Board
    • 00:11:15
Just that I appreciate the design teams addressing the comments.
    • 00:11:22
I think that the renderings as presented show significant development.
    • 00:11:30
I think that a lot of our concerns and comments have been addressed.
    • 00:11:35
And yeah, I appreciate the work that's gone into it and the presentation.
    • 00:11:41
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:11:42
      All right.
    • 00:11:43
      Thanks, Frank.
    • SPEAKER_05
    • 00:11:45
      Yeah, I agree.
    • 00:11:48
      Great presentation.
    • 00:11:49
It's very helpful how you highlight the revisions and how you speak about it.
    • 00:11:56
I think just looking at that easement might be a question for you, Margaret.
    • 00:12:03
Is there something that the applicant can include in the plans as far as
    • 00:12:12
Understanding that it's more of a private utility.
    • Margaret MaliszewskiPlanning Manager
    • 00:12:15
Yeah, I think given that additional information we can come up with a different note for the plan.
    • 00:12:21
I've got some alternate wording in the conditions here we can look at when we get to that point.
    • SPEAKER_05
    • 00:12:27
And knowing it's not the, you know, that the large trees will remain.
    • 00:12:33
      Yeah, I think it's a nice application.
    • Chris HenningsenChair, Architectural Review Board
    • 00:12:36
      All right, thanks.
    • 00:12:37
      I'm in total agreement.
    • 00:12:38
      I thought I was
    • 00:12:40
Great, well presented revisions and I thought the revisions themselves addressed the previous comments very well.
    • 00:12:48
So I guess if we could take a look at the recommended motion.
    • 00:13:11
I guess I'll just ask the other members if they have any tweaks or anything.
    • 00:13:15
Tara, do you have any changes?
    • Taro MatsunoMember, Architectural Review Board
    • 00:13:22
      Just reviewing now.
    • 00:13:27
Margaret, that language seems to find me.
    • 00:13:30
Not that I would have anything more precise to propose.
    • Chris HenningsenChair, Architectural Review Board
    • 00:13:43
Does anyone feel that it looks so good they want to make a motion on it?
    • Taro MatsunoMember, Architectural Review Board
    • 00:13:54
Yes, I'll move to recommend approval to ARB 2024-33 flow KIA with the conditions listed in the staff report, including number one, to include an updated photometric plan, two, to add notes to the plan and clarify the extent of landscaping to remain, three, to revise the landscape plan to provide a consistent row of shrubs, four, to replace the zelkova serrata with a tree that's included in the pellet planning lists.
    • 00:14:21
Sorry, do I have to read all these?
    • Margaret MaliszewskiPlanning Manager
    • 00:14:23
      No, actually.
    • SPEAKER_05
    • 00:14:25
I think because it's such a short meeting, we should.
    • 00:14:28
      Just pad it out.
    • Taro MatsunoMember, Architectural Review Board
    • 00:14:32
      I do make that motion.
    • Margaret MaliszewskiPlanning Manager
    • 00:14:36
Just for the record, the motion.
    • Taro MatsunoMember, Architectural Review Board
    • 00:14:39
      Sorry.
    • 00:14:39
      Yeah.
    • 00:14:39
Redoting the revision to number six to coordinate the proposed work with the LUMO season.
    • SPEAKER_05
    • 00:14:46
      I'll second.
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:48
      All right.
    • 00:14:48
      Great.
    • 00:14:50
We could call a vote on that.
    • SPEAKER_01
    • 00:14:53
      Mr. Henningsen.
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:54
      Aye.
    • SPEAKER_01
    • 00:14:55
      Mr. Hancock.
    • 00:14:56
      Aye.
    • 00:14:57
      Mr. Matsuno.
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:58
      Aye.
    • SPEAKER_01
    • 00:14:58
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:01
      All right.
    • 00:15:01
      Thanks a lot.
    • 00:15:04
      All right.
    • 00:15:05
      On to other business.
    • 00:15:07
My favorite part, which is approval of minutes from the April 15th, 2024 meeting.
    • 00:15:14
I'll move to approve the minutes.
    • 00:15:20
      I'll second.
    • SPEAKER_01
    • 00:15:23
      Mr. Henningsen?
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:27
      Aye.
    • SPEAKER_01
    • 00:15:27
      Mr. Hancock?
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:28
      Aye.
    • SPEAKER_01
    • 00:15:29
      Mr. Matsuno?
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:30
      Aye.
    • SPEAKER_01
    • 00:15:30
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:31
      Thanks a lot.
    • 00:15:35
Do any board members or staff have any additional items other than the one that is listed?
    • 00:15:43
I guess it's just listed for me.
    • Margaret MaliszewskiPlanning Manager
    • 00:15:45
      I do have one item.
    • 00:15:48
Would you like to move to that now?
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:50
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 00:15:52
I've got a little short PowerPoint to show you.
    • 00:16:04
Okay, what I want to report on today is about the landscaping at the stormwater facility that's near the retaining walls at the Altoview Apartments, previously Presidio, called Presidio, which we discussed a few months back.
    • 00:16:19
We have learned that some of the trees that are planted around that facility should not have been approved in those locations because they are located on top of the dam.
    • 00:16:29
So we've coordinated with the various players in this and we've asked for the trees that need to be removed to be moved and replanted in nearby locations and that's what we're looking at on this, get a little bit closer here, on this plan.
    • 00:16:46
the trees that are the red circles are the ones that are in locations that should not have been approved and those trees would be moved to the locations that are marked by the blue circles so they would all get moved to locations that are better for the facility and can be approved so this is really just for information there's not a whole lot of other options here and we appreciate the
    • 00:17:15
applicants being willing to move them to acceptable locations.
    • 00:17:21
      Any questions?
    • Taro MatsunoMember, Architectural Review Board
    • 00:17:23
Can I just ask how it came up, how this issue was identified?
    • Margaret MaliszewskiPlanning Manager
    • 00:17:30
I think it was one of the inspectors was looking at the project and just was out there and realized they were not there, not in places where they should be.
    • Taro MatsunoMember, Architectural Review Board
    • 00:17:40
      So they were not
    • 00:17:45
      drawn in the incorrect location.
    • 00:17:48
They were planted in the incorrect location.
    • Margaret MaliszewskiPlanning Manager
    • 00:17:51
Yeah, the locations that you see in red are what was shown on the plan that was approved and that should not have been approved there.
    • 00:17:59
They were planted where they were shown, but should never have been shown there.
    • 00:18:09
      Other questions?
    • SPEAKER_05
    • 00:18:10
      No.
    • 00:18:11
      Thanks, Margaret.
    • 00:18:12
      Yeah, thanks a lot.
    • Chris HenningsenChair, Architectural Review Board
    • 00:18:17
Alright, so our next meeting is scheduled for May 20th, 2024.
    • 00:18:22
Are there any members who don't think they'll be able to attend?
    • 00:18:29
      I plan to attend.
    • 00:18:30
      Same here.
    • 00:18:31
      Yeah, me too.
    • 00:18:34
Seems like we'll have a quorum at least.
    • 00:18:39
In that case, the meeting is adjourned to the next meeting on May 20th, 2024.
    • 00:18:44
