    • 00:01:49
      No.
    • Chris HenningsenChair, Architectural Review Board
    • 00:01:49
      Great.
    • 00:01:51
Carolyn, are there any members of the public that want to make a comment about a project that is not on the agenda for review?
    • SPEAKER_07
    • 00:01:58
No, I don't have anybody from the public.
    • Chris HenningsenChair, Architectural Review Board
    • 00:02:01
      All right, thanks.
    • 00:02:02
There are no consent agenda items today.
    • 00:02:05
Although there are two applications listed under regular review items on the agenda, we will only be reviewing the first one today.
    • 00:02:15
The applicant for the second item, ARB-2022-94, RioPoint, has requested deferral.
    • 00:02:24
So we will move to ARB 2022-93, Galaxy Farm Preliminary.
    • 00:02:31
Chris, are you ready with your presentation?
    • SPEAKER_04
    • 00:02:33
      Yes.
    • 00:02:34
      Thanks.
    • SPEAKER_05
    • 00:02:35
      A second.
    • Khris TaggartSenior Planner
    • 00:02:41
The proposal in front of you today is the final site plan and preliminary review of architecture for 16 attached townhomes in addition to 43 detached residents with associated site improvements.
    • 00:02:55
This initial site plan for this project was approved in August of 2021.
    • 00:03:02
Site is located on Galaxy Farm Lane, which is on the north side of Route 20 near the intersection with Mill Creek Drive and Route 20.
    • 00:03:09
The surrounding area is mostly rural and residential with some commercial parcels interspersed.
    • 00:03:16
Town homes are grouped into one group of four and two groups of six units within the development.
    • 00:03:23
A complete landscape plan and architectural drawings have been included with this middle.
    • 00:03:28
The landscape plan shows a mix of deciduous tree species between lot 4 and 5 and 15 to 21 in the entrance quarter.
    • 00:03:35
They're expected to filter views of the development from the entrance quarter.
    • 00:03:39
However, there are a few interior tree and utility conflicts that would need to be resolved.
    • 00:03:46
Regarding the architecture, a single design is shown in the color renderings and multiple designs are shown in line drawings for the townhomes.
    • 00:03:53
Power designs have not been keyed to the site plan, so it is unclear where they are located.
    • 00:03:58
Keying the various designs to the site layout will be needed.
    • 00:04:03
Design shown in color renderings has a brick base with a mixture of horizontal and vertical siding above.
    • 00:04:10
The rear and side elevations feature material and color changes as well as changes in depth and that help add visual interest and break up the elevations.
    • 00:04:19
However, one of the colors proposed, Arctic White, which is used in several locations on the front, rear, and side elevations, is one that has been limited by the board in review of similar developments to trim and decorative features.
    • 00:04:36
Common theme of the design shown in the line drawings is a stone base that varies in height with either a single type or mixture of horizontal shake in vertical side and above.
    • 00:04:48
The rear and side elevations of these designs feature a single material and potentially a single color.
    • 00:04:54
Due to distance and sight elements between the entrance quarter and the townhomes, the views of these buildings is expected to be filtered, limiting the need for additional architectural features.
    • 00:05:06
However, wall colors and warmer earth tones that vary from one townhome to the next would help both blend the buildings into the surrounding context and reduce the scale of the townhome blocks.
    • 00:05:17
Staff has provided three recommended points of discussion and we've listed a number of recommended changes in the staff report.
    • 00:05:23
I'd be happy to answer any questions.
    • 00:05:26
      All right, thanks, Chris.
    • Chris HenningsenChair, Architectural Review Board
    • 00:05:30
Frank Hancock, do you have any questions?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:05:32
      Sure, just a couple.
    • 00:05:34
      Thanks, Chris.
    • 00:05:36
Given the kind of distance from the corridor, do we consider the landscaping as like frontage landscaping?
    • 00:05:43
Does it have to meet those requirements as far as the
    • 00:05:47
      Larger tree sizes.
    • 00:05:50
      Landscaping in the buffer.
    • 00:05:52
      Proposed landscaping.
    • Khris TaggartSenior Planner
    • 00:05:55
In the initial site plan review, we considered the nature of naturalistic arrangement.
    • 00:06:04
Not sure if caliber size was considered in that review.
    • Margaret MaliszewskiPlanning Manager
    • 00:06:12
I think previously in situations like this, we would not apply those larger sizes and the closer spacing, if it's the trees you're talking about that are closest to the townhouse blocks, we would just, if it was out close to the street, we would limit it to that.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:06:27
      Okay.
    • 00:06:28
And then just curious, what kind of governs the plantings that are shown as far as requirement?
    • 00:06:36
Is that a buffer requirement or is that more,
    • 00:06:41
and a staff level review that prompts that landscaping.
    • 00:06:45
Just curious of what we're, how we're reviewing that.
    • Khris TaggartSenior Planner
    • 00:06:51
      Which landscaping the?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:06:53
Basically thinking about the proposed plantings between the back of the units and the buffer, the development side of the buffer, I guess not the, does that make sense?
    • Margaret MaliszewskiPlanning Manager
    • 00:07:04
I think that that location would be, we'd be applying the guideline that talks about adding landscaping to long elevations or elevations without detail.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:07:16
      Okay.
    • 00:07:18
      Oh, my screen went blank.
    • 00:07:20
      Can't see the plan.
    • 00:07:21
      Can't ask any more questions.
    • Chris HenningsenChair, Architectural Review Board
    • 00:07:25
      Thanks.
    • 00:07:25
I don't have any more questions.
    • 00:07:27
      All right.
    • 00:07:27
      Thanks.
    • 00:07:28
Tara, do you have any questions?
    • 00:07:29
      No, I don't.
    • 00:07:30
      Thank you.
    • 00:07:31
Frank, do you have any questions?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:07:33
      David?
    • 00:07:34
      Chris, thanks for the report.
    • 00:07:36
Could you highlight on the screen here for us just the area of the riprap and things you were questioning the visibility of?
    • Khris TaggartSenior Planner
    • 00:07:42
So the area of riprap is these areas, there's some here, and I think, yeah, I think that makes up all the areas.
    • 00:07:53
So the existing vegetation along 20 here,
    • 00:07:58
It's shown in the staff, the photos taken in the staff report.
    • 00:08:01
And then with the site visit, the riprap was below 20.
    • 00:08:08
So it was initially thought in the initial site plan would be more visible, but with a site visit, you get time for really low visibility.
    • 00:08:17
      Thank you.
    • SPEAKER_02
    • 00:08:19
      No other questions.
    • 00:08:20
      All right.
    • Chris HenningsenChair, Architectural Review Board
    • 00:08:20
      Thanks, David.
    • 00:08:21
I don't have any questions either.
    • 00:08:23
      Thanks for the report.
    • SPEAKER_04
    • 00:08:25
Does the applicant have a presentation?
    • SPEAKER_10
    • 00:08:33
      Good afternoon, Ashley Davies.
    • SPEAKER_08
    • 00:08:34
Nice to see all of you.
    • 00:08:36
I just have a brief PowerPoint that helps basically key us into exactly where the various designs are on the units are on the site, if that might help the discussion at all.
    • 00:09:05
and I also have Scott Collins with me from Collins Engineering if you all have any engineering related questions of him.
    • 00:09:14
This is an overall color rendering of the site so you can see the features a little bit better, all of the open space.
    • 00:09:27
The site is primarily single-family detached homes with the three areas of attached
    • 00:09:35
product that staff has already mentioned.
    • 00:09:39
As you can see from this, for any of the units we're at least 300 feet away from the road if not more with a variety of buffering via landscape happening in between those areas or
    • 00:09:57
      built single-family homes.
    • 00:10:00
So we recognize there will be some visibility of these units, but it's probably going to be pretty limited.
    • 00:10:08
And then if we zoom into the area that we're discussing today, you can see that it's three different unit types that we're talking about.
    • 00:10:20
So in the brownish color here, those are front-loaded townhomes,
    • 00:10:27
The kind of pinkish reddish color is a two over one product that is more front loaded.
    • 00:10:36
And then we also have a townhouse product that is rear loaded that will have the frontage along this open space amenity shown as block eight.
    • 00:10:51
So the first grouping we'll talk about is lot 22 through 27.
    • 00:10:58
and today we're really looking for
    • 00:11:05
      Feedback.
    • 00:11:06
So this is showing kind of the general design of what this unit type will look like, but you'll notice this is even one short of what it will actually be.
    • 00:11:19
So this is not an exact depiction, but we would love any feedback like we've already gotten from staff on the concept, the colors,
    • 00:11:34
the features, that sort of thing would be really helpful.
    • 00:11:38
But this shows you that rear elevation and how you would access the one-story units down below which will be affordable units on the site.
    • 00:11:54
And then there are those side elevations and I guess the areas of the lighter Arctic white that staff commented on would like to see
    • 00:12:04
Different coloring and warmer tones on the site.
    • 00:12:07
      So that's those areas.
    • 00:12:10
And this kind of goes through the general material choices for those units.
    • 00:12:23
So let's see the next grouping.
    • 00:12:27
      We're gonna go 18 through 21.
    • 00:12:30
So these are the ones that are closest to the entrance corridor where you will have buffering between the rear of the lots, but they probably have the potential to be maybe a little more visible than some of the other units.
    • 00:12:50
So this will be the front elevation, which is, will not,
    • 00:12:56
be visible at all from the entrance corridor.
    • 00:12:58
And these are the same elevations that you all saw in your packet, but you did not have the render.
    • 00:13:07
This is just the colored version of those.
    • 00:13:10
So same design, but this gives you an idea of those color choices.
    • SPEAKER_10
    • 00:13:21
And then, yeah, the rear elevation of those.
    • 00:13:29
And yes, then the final grouping is 54 through 59.
    • SPEAKER_08
    • 00:13:33
And this is that front elevation that would be directly on the open space and
    • 00:13:47
      Yeah, I would say.
    • 00:13:48
And then there were also questions about the fencing on site that will certainly make sure that we have those details in the next submittal.
    • 00:13:59
But this gives you an idea of general privacy fencing or security fencing on site.
    • 00:14:11
So we can go back to any of those slides if you want to
    • 00:14:16
speak specifically about one section or the other.
    • 00:14:21
But yeah, basically we've got two different home builders, three different architects, so different choices going on in those areas right now, but we'd love to get your feedback on the concept as it stands now.
    • 00:14:39
      So thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:14:40
      All right, thanks.
    • 00:14:42
Let's see if board members have questions for the applicant.
    • 00:14:47
Dave, do you have any questions?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:14:53
No, I appreciate walking us through the elevations.
    • 00:14:58
Let's head, I guess you're looking for preliminary feedback now.
    • 00:15:01
And is that something that we would do in our discussion or we provide right as we go?
    • Chris HenningsenChair, Architectural Review Board
    • 00:15:07
Well, I guess, yeah, we'll do that in discussion maybe.
    • 00:15:11
      Okay, that sounds good.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:15:12
We'll just see if anybody has any questions.
    • 00:15:15
I guess one question maybe going to the next group of townhouses and maybe the next elevation.
    • 00:15:28
      It looked like
    • 00:15:30
Well, all of these, but one, it seems have the same eve height, I assume floor elevation.
    • 00:15:37
Is it feasible in the site plan for them all to have the same eve?
    • SPEAKER_10
    • 00:15:43
That might be a Scott question.
    • SPEAKER_01
    • 00:15:51
      Yeah, Scott Collins, civil engineer.
    • 00:15:55
You're looking for some type of variation in the height.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:15:57
Well, I just noticed in this one that there's very little other than the one unit at the end that steps up in height.
    • 00:16:05
Conversely, would it be possible for them all to be the same height?
    • SPEAKER_01
    • 00:16:09
Oh, to be the same height.
    • 00:16:12
I believe we could probably make them all the same height.
    • 00:16:15
      That'd be more desirable.
    • 00:16:17
Let me check one last thing.
    • SPEAKER_04
    • 00:16:23
I think we can work that out, yes.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:16:27
And then I guess I appreciated maybe in the, well, sorry, we'll reserve comments for discussion later.
    • 00:16:32
      No further questions.
    • Chris HenningsenChair, Architectural Review Board
    • 00:16:34
      All right, thanks, David.
    • 00:16:36
Frank Stoner, do you have any questions?
    • Frank StonerMember, Architectural Review Board
    • 00:16:40
I don't really, other than a quick question on 22 through 27, is that it?
    • 00:16:50
Really just more curiosity in anything.
    • 00:16:54
You guys are using black vinyl on the front.
    • 00:16:58
and it looks like you're not using black vinyl on the back, on the rear of those same units.
    • SPEAKER_08
    • 00:17:04
Are you talking about the base squares?
    • Frank StonerMember, Architectural Review Board
    • 00:17:07
Yeah, so you can see the windows themselves are black, the doors are black and then when you go to the rear elevation, all white or something.
    • SPEAKER_08
    • 00:17:20
Yeah, I think something is strange happening in the rendering because it looks like
    • 00:17:25
in this central portion of the rendering that it's white, but I know in their material package that everything's called out in black.
    • 00:17:36
So I think maybe their rendering just needs to be updated so they'll be consistent.
    • SPEAKER_04
    • 00:17:44
Yeah, that's really the only question I had.
    • Frank StonerMember, Architectural Review Board
    • 00:17:47
For the most part, none of this is visible.
    • Chris HenningsenChair, Architectural Review Board
    • 00:17:49
Tara, do you have any questions?
    • Taro MatsunoMember, Architectural Review Board
    • 00:17:54
This is slightly outside the scope of this individual project, but I was wondering if you could speak to if there are any plans to develop Block 7 along a similar model as well, or if that's intended to remain open space?
    • SPEAKER_08
    • 00:18:10
      Sorry, where is that?
    • 00:18:11
You're talking about in the front?
    • Taro MatsunoMember, Architectural Review Board
    • 00:18:12
It's the adjacent piece of land, yeah.
    • 00:18:14
Or is that going to remain?
    • SPEAKER_08
    • 00:18:14
That's just going to remain open space.
    • Taro MatsunoMember, Architectural Review Board
    • 00:18:16
      Okay, great.
    • SPEAKER_02
    • 00:18:20
      That's all.
    • 00:18:20
      Sure.
    • 00:18:21
      Frank?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:18:22
Thank you for walking us through that.
    • 00:18:24
That was very helpful and to see this color rendered plan.
    • 00:18:29
My question was about the fence.
    • 00:18:31
Just curious in updating or clarifying, are you going to show location?
    • 00:18:36
      Is that the main question?
    • 00:18:37
That was my question as to where the privacy fence is going.
    • SPEAKER_08
    • 00:18:42
Yes, we will show that on the updated plan set.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:18:46
and I don't have any more questions, thank you.
    • SPEAKER_08
    • 00:18:49
      All right, thanks.
    • Chris HenningsenChair, Architectural Review Board
    • 00:18:51
      I don't have any questions.
    • 00:18:54
So Carolyn, are there any members of the public that would like to make a comment?
    • SPEAKER_07
    • 00:19:01
No, I don't have anybody viewing from the public.
    • Chris HenningsenChair, Architectural Review Board
    • 00:19:04
      All right, great.
    • 00:19:06
The ARB will now go into discussion.
    • 00:19:09
Tara, do you have any comments?
    • Taro MatsunoMember, Architectural Review Board
    • 00:19:12
I guess the only thing in the staff report there was an image of the current street view.
    • 00:19:20
Is there any way we could pull that up?
    • 00:19:22
      I guess my sense is
    • 00:19:26
I don't know how visible a lot of this would be from the entrance corridor.
    • 00:19:31
And to the extent that the applicant is able, at the next time we meet, to provide some sort of way of visualizing against this image of what's there on the side of the road, if there's any way we could just at least get a sense for where those buildings will be and their massings.
    • 00:19:49
But otherwise, they don't have a lot of concerns about the project as presented for that reason.
    • 00:19:56
Yeah, that's kind of how I'm feeling right now.
    • 00:19:58
      All right, thanks.
    • Chris HenningsenChair, Architectural Review Board
    • 00:20:00
Frank Hancock, do you have any comments?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:20:02
      Sure, I agree with Taro.
    • 00:20:04
I think it's far enough away and it benefits from the stream and open space and existing trees that are going to remain.
    • 00:20:14
So, no, I think it's not going to have a huge impact on the corridor, so.
    • 00:20:23
And I don't know, sorry, if we need to see it again, this is a final site plan review, is that correct?
    • Khris TaggartSenior Planner
    • 00:20:31
Yeah, this was a final site plan preliminary architecture, but staff recommendation was of approval, so it would be down to a staff level review if the recommendation stays unchanged.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:20:47
Yeah, and I'd be okay with that, so I'll add.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:20:53
I agree with my colleagues that I think the distance from the EC coupled with sort of the layering of landscape mean that I don't think this will have a very significant impact
    • 00:21:07
and I would be comfortable with the overall approval and deferring to staff level review at this point.
    • 00:21:13
I think the designs presented I think are appropriate.
    • 00:21:17
I think the first complex presented has a nicer maybe variety of forms and features and less repetition in terms of sort of the dormers and the roof scape.
    • 00:21:27
So I think if the applicant wants to consider adding some more of that variety to the other units, they would be enhanced, but I don't think it's critical in terms of the impact on the corridor.
    • Chris HenningsenChair, Architectural Review Board
    • 00:21:37
      Thanks, Dade.
    • 00:21:38
Frank, do you have any comment?
    • Frank StonerMember, Architectural Review Board
    • 00:21:40
I agree with everything everyone said.
    • 00:21:41
I don't really have anything to add.
    • 00:21:44
      I agree with Dade.
    • 00:21:45
I think the first set of townhomes, which is obviously a different architect and probably a different builder, may not have the opportunity to expand that.
    • 00:21:54
But I thought that was a nice composition and something we haven't really seen much of.
    • 00:22:02
      So, that's all I have.
    • SPEAKER_02
    • 00:22:06
      All right.
    • 00:22:06
      Thanks.
    • Chris HenningsenChair, Architectural Review Board
    • 00:22:07
I'm also in agreement with everything that's been said.
    • 00:22:11
I didn't see anything objectionable about it and I think the buffer is of a significant enough size that visibility would be pretty limited anyway.
    • 00:22:26
If everybody else says I'd be comfortable with approval and staff level follow up after this.
    • SPEAKER_02
    • 00:22:34
So I guess we could call up the recommended motion.
    • Khris TaggartSenior Planner
    • 00:22:42
There was that one item there, the kind of the thought of the Arctic White, if the board had any thoughts on that or wanted to keep that unchanged.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:22:56
The use of the Arctic White.
    • Taro MatsunoMember, Architectural Review Board
    • 00:22:59
Yeah, my feeling was that, you know, sort of going off of what Frank had mentioned earlier, that the composition had a decent amount of variety in that context.
    • 00:23:10
I think that Arctic White is appropriate if the applicant wanted to pursue it, but I know we had already had this conversation.
    • 00:23:17
So I think it's a reasonable use of it and that it recedes a little bit given the darker siding on the more prominent portions.
    • 00:23:24
So I'm inclined to let it go.
    • 00:23:27
But if anyone else has the
    • 00:23:28
      Differing Opinion.
    • 00:23:30
We can certainly have it out here.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:23:33
      How was the guideline written?
    • 00:23:35
Wasn't it like if it's a dominant or the majority material didn't have something to do with that?
    • Margaret MaliszewskiPlanning Manager
    • 00:23:45
I don't think that the guidelines not that specific.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:23:47
or what we reviewed, when we reviewed this a few meetings ago at North Point, was it North Point?
    • Margaret MaliszewskiPlanning Manager
    • 00:23:54
Yeah, the decision was to limit it to trim and what was the word?
    • 00:24:00
      Decorative.
    • SPEAKER_04
    • 00:24:02
      It seems consistent.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:24:07
Maybe it's a question for the applicant too, that was something we didn't ask.
    • SPEAKER_04
    • 00:24:14
seemed willing to look at alternative colors.
    • SPEAKER_08
    • 00:24:24
I can certainly take that back to the architect to see if they have other thoughts on colors that they might want to use.
    • 00:24:35
But yeah, I think if we have flexibility there, that's great.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:24:42
Sorry, remind me which block we're looking at that has just one of these.
    • SPEAKER_08
    • 00:24:49
I think we were talking about the pink area.
    • 00:24:54
So this is the grouping that you were concerned about.
    • 00:24:59
      That's the pink.
    • 00:25:01
      Yeah.
    • 00:25:03
So what would, I guess, primarily potentially be visible is this side elevation is what faces
    • 00:25:12
The entrance corridor, it's probably, I don't know, 350 to 400 feet away.
    • 00:25:19
This looks like it's rendered in something other than... No, it looks creamier than this, so I'll see if they can find something a little more mellow than the Arctic.
    • SPEAKER_10
    • 00:25:37
      But I agree with you.
    • 00:25:40
So we can certainly turn that, make it maybe a little more earthy than it is right now.
    • Chris HenningsenChair, Architectural Review Board
    • 00:25:51
I, for one, tend to agree with what Tara said.
    • 00:25:55
I think it's enough of a variety of colors.
    • 00:25:58
      The Arctic white isn't dominant.
    • 00:26:01
But if the architect is willing to tone the color down a little bit or up,
    • SPEAKER_02
    • 00:26:09
That would just make it a non-issue.
    • SPEAKER_05
    • 00:26:13
      OK.
    • 00:26:15
Certainly take that back to them.
    • 00:26:17
      Thanks.
    • 00:26:24
Would you like to review the list now?
    • SPEAKER_04
    • 00:26:26
      Thank you.
    • Margaret MaliszewskiPlanning Manager
    • 00:26:43
Okay so we've got the list of comments that were in the staff report one through nine and I just took a few notes while you were having your discussion.
    • 00:26:59
Ten would be about adjusting the eve height to be equal and I'm not sure which blocks that was maybe 18 to 21 and 54 to 59.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:27:11
Yeah, for me personally, that's not critical.
    • 00:27:15
I think if it were either even or there were perhaps two steps, but again, it's distant enough, I don't think it's critical to the approval.
    • Margaret MaliszewskiPlanning Manager
    • 00:27:22
Okay, 11, make the drawings consistent regarding the black or white windows.
    • 00:27:28
12, maybe submit a visualization of the development from the entrance corridor street.
    • 00:27:33
13, consider adding more variety in blocks 18 to 21 and 54 to 59.
    • 00:27:38
And 14, consider limiting Arctic white to trim and decorative features.
    • 00:27:44
So I'm happy to make additional adjustments to those.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:27:54
      Thank you, Margaret.
    • 00:27:55
I might just suggest adding the word consider in front of adjust on number 10, consider adjusting.
    • SPEAKER_04
    • 00:28:22
      All right.
    • SPEAKER_02
    • 00:28:23
Does anybody have any additional comments or would someone like to make a motion?
    • SPEAKER_04
    • 00:28:30
      I guess.
    • 00:28:35
      Whatever is the suggestion.
    • Frank StonerMember, Architectural Review Board
    • 00:28:38
Just a suggestion, so it doesn't matter if it's if we're asking for something.
    • 00:28:43
Did it only apply to the units that are visible, which would be.
    • 00:28:49
      That block before.
    • SPEAKER_04
    • 00:28:54
It's actually visible from the EC.
    • Margaret MaliszewskiPlanning Manager
    • 00:29:01
Your review is limited to those three blocks that we were, in terms of the buildings, is limited to the three blocks that we were looking at.
    • Frank StonerMember, Architectural Review Board
    • 00:29:08
Yeah, I guess what I'm trying to say is if the other two blocks, if two of those three blocks really aren't visible from the EC,
    • Margaret MaliszewskiPlanning Manager
    • 00:29:19
Then should we limit our comments to the units that are- Sure, if the board believes those are not visible, then no need to comment on them.
    • 00:29:30
We feel like they're going to be a little more visible than you all think they are.
    • Frank StonerMember, Architectural Review Board
    • 00:29:37
Well, I'll throw that out for consideration.
    • Taro MatsunoMember, Architectural Review Board
    • 00:29:42
I kind of think just given that we have our impressions of what's visible or not, but we don't really
    • 00:29:48
We haven't seen that demonstrated as a graphic.
    • 00:29:51
I think it's fair to comment on the other blocks, but...
    • Frank StonerMember, Architectural Review Board
    • 00:30:01
I think it's fair to comment, I guess, if we're compelling them to do something in a block that they're pretty certain is not visible.
    • Taro MatsunoMember, Architectural Review Board
    • 00:30:11
Are you thinking of considering adding more variety or the Eve height or...
    • Frank StonerMember, Architectural Review Board
    • 00:30:17
Again, anything that's a suggestion you can take or leave.
    • 00:30:21
If it's a requirement, my personal opinion, it should be limited to the things that are within our clear purview, which are whatever's actually visible.
    • Margaret MaliszewskiPlanning Manager
    • 00:30:36
While you're thinking about that, let me just add one other item we should have pointed out earlier.
    • 00:30:42
We need a boundary line added to the site plan to show what is that exactly required on the site plan itself.
    • 00:30:53
The single family detached houses on those individual lots don't really
    • 00:30:57
require a site plan if they're shown on the plan without that boundary line and technically all the requirements would apply to those as well so we just need that boundary between the that shows exactly what's required on the site plan so we have it all all clear.
    • SPEAKER_05
    • 00:31:38
I think the applicant has a question or a comment.
    • SPEAKER_08
    • 00:31:49
I think we just wanted a clarification on
    • 00:31:55
Number 12, if this after today is going for staff review and we, I guess we intentionally didn't come forward trying to say that this is not visible from the entrance corridor.
    • 00:32:13
We recognize that it's limited visibility or I think we can probably all agree on that.
    • 00:32:20
      I guess I'm wondering
    • 00:32:21
if a visualization is also necessary if we're not trying to make that claim.
    • SPEAKER_02
    • 00:32:27
      I guess that's a good point.
    • Chris HenningsenChair, Architectural Review Board
    • 00:32:32
In my opinion, the visibility issue almost muddies the waters a little bit.
    • SPEAKER_02
    • 00:32:39
I didn't see anything that I thought was objectionable in the presentation, even if it was just bare dirt between the,
    • 00:32:49
the road and those buildings so I just personally I think if we took that off the table I would be comfortable just with approving the buildings subject to you know staff review
    • 00:33:08
      just from what I've seen.
    • 00:33:10
I'll just leave that to everybody else.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:33:14
      I think I agree, Chris.
    • 00:33:15
I think the elevations that were presented today with the key plan were helpful in understanding what would actually be there in a way that the submission didn't provide.
    • 00:33:23
      So I'm good.
    • SPEAKER_05
    • 00:33:26
      I agree.
    • 00:33:29
I think that sounds fair enough.
    • SPEAKER_08
    • 00:33:32
And then just what I didn't quite understand what you were saying about 15 other than the fact that single family detached is running on its own.
    • 00:33:43
system versus the attached units is really all we're considering.
    • Margaret MaliszewskiPlanning Manager
    • 00:33:48
Without a boundary between what is required to be shown on the site plan and what you're just showing, because it's convenient to have everything on the plan, then we'd be looking at the street trees all the way through where the single family detached is, technically without that line, even the architecture of the detached.
    • 00:34:10
      So it's just the, yeah.
    • 00:34:12
We haven't been consistent with that in the past.
    • 00:34:14
We just need to get that on the plan now so that it's clear what's falling within the entrance corridor.
    • 00:34:22
      Site plan versus a subdivision.
    • SPEAKER_08
    • 00:34:24
      Exactly.
    • 00:34:25
      Okay, thank you.
    • SPEAKER_04
    • 00:34:31
All right, does anybody have any further adjustments or questions?
    • 00:34:38
      No.
    • SPEAKER_02
    • 00:34:40
Would anybody like to make a motion?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:34:46
I'll move for approval of the Certificate of Appropriateness for ARB 2022-93 Galaxy Farm with the following adjustments to the recommendations in the staff report.
    • 00:34:58
At item 10, consider adjusting the eve height to be equal in blocks 18 through 21 and 54 through 59.
    • 00:35:05
At item 11, make the drawings consistent regarding black or white windows.
    • 00:35:14
      At item
    • 00:35:16
Welles, consider adding more variety in blocks 18 to 21 and 54 through 59.
    • 00:35:21
At item 13, consider limiting Arctic white to trim and decorate to fig features.
    • 00:35:28
At item 14, add the site plan boundary to the plan.
    • SPEAKER_04
    • 00:35:33
      All right.
    • 00:35:34
      Thanks, David.
    • 00:35:35
      Anybody like to second?
    • 00:35:38
      I'll second.
    • 00:35:41
      All right.
    • SPEAKER_04
    • 00:35:41
      Thanks, Frank.
    • 00:35:42
We can put that to a vote.
    • SPEAKER_05
    • 00:35:46
      Mr. Stoner.
    • SPEAKER_10
    • 00:35:47
      Mr. Stoner.
    • 00:35:51
      Marilyn.
    • SPEAKER_07
    • 00:35:56
      Mr. Stoner.
    • 00:35:57
      Hi.
    • 00:35:59
      Mr. Hancock.
    • 00:36:02
      Hi.
    • 00:36:02
      Mr. Matsuno.
    • SPEAKER_04
    • 00:36:03
      Hi.
    • SPEAKER_07
    • 00:36:04
      Mr. Henningsen.
    • SPEAKER_04
    • 00:36:06
      Hi.
    • SPEAKER_07
    • 00:36:07
      Mr. Van Der Werf.
    • SPEAKER_04
    • 00:36:08
      Hi.
    • 00:36:14
      All right.
    • 00:36:15
      Thanks a lot, Carolyn.
    • Chris HenningsenChair, Architectural Review Board
    • 00:36:17
All right, there is one work session today.
    • 00:36:21
It is on the entrance corridor design guidelines addenda.
    • 00:36:26
Mariah has a presentation ready, I hope.
    • SPEAKER_05
    • 00:36:55
I'm sorry All right My notes
    • Mariah GleasonUrban Designer
    • 00:37:24
      All right.
    • 00:37:25
      Thank you for your time.
    • 00:37:26
Today, we're going to be looking over the draft agenda for the Route 631 portion of the entrance corridor and associated segments.
    • 00:37:39
This is for the Raya Road West portion of the corridor.
    • 00:37:47
So looking at the corridor sheet for the portion, again, this portion of Route 631, which is west of Route 29.
    • 00:37:57
As you may know, the survey for the portion east of Route 29 has not been completed at this time.
    • 00:38:02
It's part of the next survey round within.
    • SPEAKER_10
    • 00:38:07
      Sorry, I've lost my mouse.
    • Mariah GleasonUrban Designer
    • 00:38:14
      OK.
    • 00:38:18
Within the corridor map, we've added a new layer of symbology to reference the overlapping Rio 29 form-based code area located along the corridor, symbolized in yellow.
    • 00:38:30
In addition, we included a minor stylistic update to the template.
    • 00:38:34
We've replaced the colon in the title with backslashes for a lighter, cleaner, updated feel.
    • 00:38:43
We as staff did question whether this corridor should ultimately be combined with another portion of an entrance corridor.
    • 00:38:51
The ones we discussed were whether it should extend across Route 29 to include the route 631 East, which is Railroad East, which again has not been surveyed, or should it be combined with the route 743 Hydraulic and Earlysville Roads.
    • 00:39:13
      So that's the corridor sheet.
    • 00:39:15
The corridor was divided into two segments.
    • 00:39:19
The first segment is located between Earlysville Road and Woodburn Road, which is more rural in nature with wooded frontages or backdrops and several single-family residential properties located along the segment, although there were a few instances of commercial developments.
    • 00:39:39
This is the associated precedent imagery.
    • 00:39:42
We cataloged commercial and residential developments along the corridor.
    • 00:39:46
And then the final segment is what we called the Rio West commercial covering the portion of the corridor between Woodburn Road and Route 29 Seminole Trail.
    • 00:40:01
Like the Route 29 segment from our last meeting, this segment falls within the Rio 29 form-based code area.
    • 00:40:08
Following ARB's previous feedback, we included a map of the Rio 29 form-based code map as well as descriptions of the character areas and their recommendations which communicate the desired form and feel of each respective area.
    • 00:40:24
Just to note that the edge area of the form-based code
    • 00:40:29
does not intersect any portion of this corridor, but we still included a description of the edge character to provide a complete explanation of the regulating plan and to shed light on the flex area's transitional qualities between the core and edge areas.
    • 00:40:48
And so that is the corridor in its segments.
    • Chris HenningsenChair, Architectural Review Board
    • 00:40:54
      All right.
    • 00:40:54
      Thanks, Mariah.
    • 00:40:56
See if anybody has any questions or comments.
    • 00:41:01
      Frank Hancock.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:41:03
      Sure.
    • 00:41:04
      Great work.
    • 00:41:05
      I like the added symbology.
    • 00:41:07
It's beautiful and makes a lot of sense to your question about does this want to combine with the other corridor?
    • 00:41:21
to me it kind of resembles the character of the corridor east of 29 and that could make sense then the question is how far you know yeah how big and unruly it becomes but I would be okay with that I don't have anything else to add my initial thought was
    • 00:41:46
Our initial question I had was, do we want to outline the county-wide certificate of appropriateness condition for the form-based code, but maybe that's not necessarily needed in this place.
    • 00:41:59
And an applicant would probably be aware of that.
    • 00:42:03
You know, this document might not be needed to alert them to that, but nice work.
    • SPEAKER_04
    • 00:42:12
      Thanks, Frank.
    • 00:42:13
      Frank.
    • Frank StonerMember, Architectural Review Board
    • 00:42:15
I'd echo everything Frank Hancock said.
    • 00:42:18
I think I could go along with the idea of combining those two segments as well.
    • 00:42:26
One of the questions I did have related to the rural section to the West, in light of what I think is a multifamily development project coming in in front of that nursing home,
    • 00:42:46
Development, and I haven't seen the site plan.
    • 00:42:51
I've seen a preliminary site plan, but this building's not oriented parallel to the E.C.
    • 00:42:59
      Street, which I agree with.
    • 00:43:02
I just wonder if that project came under review, would it pass that test?
    • Margaret MaliszewskiPlanning Manager
    • 00:43:13
I'm sorry, are you asking would it pass the test of being oriented parallel?
    • SPEAKER_10
    • 00:43:20
My memory is that they are.
    • 00:43:25
Yeah, for the most part they are, yeah.
    • Taro MatsunoMember, Architectural Review Board
    • 00:43:33
I guess for the issue of the segments,
    • 00:43:39
      Sorry.
    • Frank StonerMember, Architectural Review Board
    • 00:43:40
      No, go ahead.
    • 00:43:40
      No, I'm done.
    • Taro MatsunoMember, Architectural Review Board
    • 00:43:41
Oh, would it make sense to include Rio Road West, the portion covered by the route 20 of the Rio 29 form-based code up to the portion east that is also governed by that code?
    • SPEAKER_01
    • 00:43:53
      Yeah.
    • Taro MatsunoMember, Architectural Review Board
    • 00:43:53
So then all that's one chunk.
    • 00:43:56
And then everything west of that, of Woodburn, I guess, could go with hydraulic so that those are governed together.
    • 00:44:04
So then we've kind of cut it, cut at least one out.
    • 00:44:08
      That makes sense too.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:44:10
      And that treats the area.
    • SPEAKER_02
    • 00:44:13
Yeah, I think that makes sense.
    • 00:44:16
Yeah, I think that makes a lot of sense too.
    • SPEAKER_05
    • 00:44:20
I agree with the other suggestions.
    • SPEAKER_10
    • 00:44:29
You mean the portion on hydraulic, not the Earlysville?
    • SPEAKER_04
    • 00:44:36
      Correct?
    • SPEAKER_10
    • 00:44:37
      I think so, yeah.
    • SPEAKER_05
    • 00:44:37
      OK.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:44:50
So does Earlysville become non-arterial after it crosses the reservoirs that kept everybody coming from the boathouse, I guess that's the volume.
    • Chris HenningsenChair, Architectural Review Board
    • 00:45:11
Yeah, I thought the addition of some further information about the Rio small area plan was really helpful, too, on this sheet.
    • SPEAKER_02
    • 00:45:21
So I think that really falls in line with Tara's suggestion to just make that one segment with its own rules and precedent.
    • 00:45:37
      I thought that was great.
    • 00:45:39
Does anybody have any additional questions or comments?
    • SPEAKER_04
    • 00:45:46
      No, thank you.
    • SPEAKER_02
    • 00:45:47
      Well, thanks a lot.
    • Chris HenningsenChair, Architectural Review Board
    • 00:45:51
Would anybody care to make a motion to approve the November 21st, 2022 minutes?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:45:57
Mariah might have had, did you have another?
    • Mariah GleasonUrban Designer
    • 00:45:59
I do have one follow-up question.
    • 00:46:01
When it comes to putting the corridors together, would it be okay if we're combining segments along 743 and 631 to combine those corridors into a single corridor sheet as well?
    • 00:46:17
If the segments will span both corridors, should we also combine the corridors together?
    • 00:46:26
      on a corridor spreadsheet.
    • 00:46:30
So this would essentially be revised to include everything from Trader Joe's up to I guess beyond Fashion Square Mall down to where 631 actually ends on the east side.
    • Frank StonerMember, Architectural Review Board
    • 00:46:53
So you're suggesting we combine 631 with 743, the hydraulic, so we combine that western section of Rio Road West gets combined with the hydraulic?
    • Mariah GleasonUrban Designer
    • 00:47:10
Yes, because, so the segments, if we're saying that the segments can extend across two corridors,
    • 00:47:18
It seems to me to make sense to then do a corridor sheet that includes both of the corridors that one segment would extend across.
    • 00:47:29
So if the Rio rural segment is going to go from Woodburn on the west to some point along Hydraulic
    • 00:47:43
then this entrance corridor sheet would then be revised to acknowledge 743 and 631.
    • 00:47:52
      Is that okay?
    • SPEAKER_10
    • 00:48:01
We haven't combined entrance corridors before.
    • Taro MatsunoMember, Architectural Review Board
    • 00:48:07
Are you basically saying like, because on the list of entrance corridors, it lists like 631 and then 743 and then route 29, blah, blah, blah.
    • Mariah GleasonUrban Designer
    • 00:48:16
And so, so we would essentially in the table of contents, if we were to think about it like that, they, they would be listed together, reference one page, and then with the segments for each of them, they would have a range.
    • 00:48:30
So it would go and they would have an overlapping range.
    • 00:48:34
Oh no, I'm sorry, they wouldn't.
    • 00:48:35
The table of contents would say 743, 631, and we would say it goes from the intersection of Hydraulic Road with Route 29 and then across, and then part of it would go up Earlysville Road, and then the other part would follow 631 down to its intersection with, I think, John Warner Parkway.
    • Chris HenningsenChair, Architectural Review Board
    • 00:49:09
I guess I'm, so Ryer Road West and Ryer Road East, are they two separate entrance corridors right now?
    • Mariah GleasonUrban Designer
    • 00:49:19
No, they're both 631, they just, we put them in different surveying rounds, so we don't have the information for East right now.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:49:28
      And does 631,
    • 00:49:32
      So Rio is 631 or?
    • 00:49:34
      Yes.
    • 00:49:35
Okay, and when it becomes the John Warner Parkway, is it still 631 or is it something else?
    • 00:49:43
      Something else.
    • 00:49:44
Okay, so does it simplify to Route 631 and Rio to the John Warner Parkway becomes the segment?
    • 00:49:52
And then the others, or maybe that's what's already planned.
    • 00:49:55
And then hydraulic south of Earlysville is another segment.
    • 00:50:00
It was sort of a horse shape.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:50:01
So Rio Rural would stay in the 631.
    • 00:50:05
And this would just be combined with Rio East.
    • SPEAKER_02
    • 00:50:11
Until Hydraulic gets renamed Rio South, then Lincoln.
    • 00:50:15
      Is that coming?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:50:16
I have no idea, but it is a little confusing that the road changes names.
    • Frank StonerMember, Architectural Review Board
    • 00:50:23
If the characteristics are the same or similar enough,
    • 00:50:28
I think what you're suggesting makes sense.
    • Margaret MaliszewskiPlanning Manager
    • 00:50:33
Hydraulic is the next one we're working on, so let's just see how it comes out.
    • SPEAKER_10
    • 00:50:39
We'll come back around to this question next time.
    • 00:50:46
      Might be premature.
    • Mariah GleasonUrban Designer
    • 00:50:51
It is interesting that this actually acts as a ring road in some ways.
    • 00:50:56
You can stay on one road and not know that it changes three times.
    • SPEAKER_05
    • 00:51:09
      Were there any other comments?
    • 00:51:18
I love some of your captions for these pictures.
    • Mariah GleasonUrban Designer
    • 00:51:38
We plan to get an updated photo of the Blake Senior Living Center or Senior Living Community once it's complete.
    • 00:51:47
      And also the Hardee's.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:51:50
Sadly, I think that big oak tree died.
    • 00:51:54
      It's in that picture.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:51:55
      I think that's right, Pam.
    • 00:51:57
      Which one?
    • SPEAKER_05
    • 00:52:00
One of the many that they were trying to preserve.
    • SPEAKER_04
    • 00:52:02
      Yeah.
    • SPEAKER_05
    • 00:52:11
      All right.
    • SPEAKER_02
    • 00:52:14
      Well, thank you.
    • 00:52:16
If there are no other questions or comments, would anybody like to move to approve the November 21st, 2022 minutes?
    • Chris HenningsenChair, Architectural Review Board
    • 00:52:30
      So moved.
    • 00:52:34
      Seconded.
    • 00:52:36
Carolyn, could we put that to a vote?
    • SPEAKER_07
    • 00:52:39
      Yes, Mr. Stoner?
    • Chris HenningsenChair, Architectural Review Board
    • 00:52:40
      Aye.
    • SPEAKER_07
    • 00:52:42
      Mr. Hancock?
    • Chris HenningsenChair, Architectural Review Board
    • 00:52:43
      Aye.
    • SPEAKER_07
    • 00:52:44
      Mr. Matsuno?
    • SPEAKER_02
    • 00:52:46
      Aye.
    • SPEAKER_07
    • 00:52:46
      Mr. Henningsen?
    • SPEAKER_02
    • 00:52:47
      Aye.
    • SPEAKER_07
    • 00:52:48
      Mr. Van Der Werf?
    • SPEAKER_02
    • 00:52:50
      Aye.
    • SPEAKER_07
    • 00:52:51
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:52:51
      All right, thanks a lot.
    • 00:52:54
The next ARB meeting is scheduled for December 19, 2022.
    • 00:52:59
This will be an in-person meeting.
    • 00:53:02
Are there any board members who will not be able to attend?
    • 00:53:07
      I will be away.
    • 00:53:09
I will not be able to.
    • 00:53:11
I also am planning on being out of town that day too, so.
    • Margaret MaliszewskiPlanning Manager
    • 00:53:20
Can anyone who is not able to be here in person, is anyone able to?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:53:25
I will probably have, yeah, assuming I have cell service, I could probably participate.
    • SPEAKER_10
    • 00:53:35
      Okay, well, let me,
    • 00:53:41
We visit what's on the next agenda and...
    • SPEAKER_04
    • 00:53:50
It was just one sign, the sign application that we believe the board needed to review.
    • Margaret MaliszewskiPlanning Manager
    • 00:53:59
Let me look at what's on the schedule for next time and see if there are any adjustments we can make and I'll email the group and see what we can figure out.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:54:08
And the next meeting after that is the third, the Tuesday after observance of New Year's Day.
    • 00:54:14
And is that our annual meeting where we adopt the schedule?
    • SPEAKER_10
    • 00:54:17
      Yes.
    • SPEAKER_04
    • 00:54:19
And I know in advance I will not be able to attend that meeting.
    • Margaret MaliszewskiPlanning Manager
    • 00:54:33
And just as a heads up, we're not planning to make any changes to the standard schedule.
    • 00:54:39
We'll still be meeting first and third Mondays at one o'clock.
    • SPEAKER_10
    • 00:54:46
      Great.
    • 00:54:47
OK, so we'll be in touch about the meeting on the 19th.
    • SPEAKER_04
    • 00:54:51
      All right, thanks, Margaret.
    • Chris HenningsenChair, Architectural Review Board
    • 00:54:55
Do any board members or staff have any other items that they would like to discuss?
    • SPEAKER_02
    • 00:55:04
      All right.
    • Chris HenningsenChair, Architectural Review Board
    • 00:55:06
      Well, thanks.
    • 00:55:07
This meeting is adjourned until our next meeting, which may not be December 19th, but it is 1 57 by my watch.
    • 00:55:21
      Thanks a lot.
    • 00:55:22
      Thank you.
