Do any ARB members have anything to disclose?
    • Taro MatsunoMember, Architectural Review Board
    • 00:02:17
      Yes.
    • 00:02:18
I would like to disclose that I rent property from the Scrooby family who's in the first item on the agenda and so I'll be recusing myself from that discussion.
    • 00:02:28
      All right, thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:02:31
If there are no other disclosures, are there any members of the public that want to make a comment about a project that is not on the agenda for review?
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:02:44
I do not have anyone at this time.
    • Chris HenningsenChair, Architectural Review Board
    • 00:02:47
      All right, thanks.
    • 00:02:50
There are no consent agenda items today.
    • 00:02:53
There is one regular review item today.
    • 00:02:56
It is ARV 2022-58 through B Verizon.
    • 00:03:02
      Margaret, are you ready?
    • Margaret MaliszewskiPlanning Manager
    • 00:03:05
I am attempting to share my screen.
    • 00:03:06
IT has improved my computer, so hopefully I won't freeze today.
    • 00:03:11
Give me a second and let's see if we can get this started.
    • 00:03:31
Are you able to see my slide?
    • SPEAKER_05
    • 00:03:34
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 00:03:35
      Great.
    • 00:03:35
      Okay.
    • 00:03:36
This is a request for a special use permit for a new monopole style cell tower and a related special exception request.
    • 00:03:43
There are three separate actions for the ARB today.
    • 00:03:45
One is an action related to the ground equipment.
    • 00:03:49
Two, a recommendation on the visibility of the monopole.
    • 00:03:52
And three, a recommendation on the special exception request.
    • 00:03:57
The proposed location of the monopole is the property at Tax Map 55, Parcel 14.
    • 00:04:03
That parcel straddles the interstate, but the monopole would be located just south of I-64 and approximately 800 feet east of Greenwood Station Road.
    • 00:04:13
The proposal is to install a 140 foot tall monopole approximately 30 feet and 8 inches from the I-64 right of way.
    • 00:04:22
The pole would be in a 20 by 20 fenced compound, and that would be in a 40 by 40 lease area.
    • 00:04:28
There would be assorted ground equipment, and the equipment would be enclosed by a 10-foot-tall board-on-board fence.
    • 00:04:36
There would be three arrays attached to the monopole, and that includes six antenna near the top of the pole.
    • 00:04:43
A balloon test was held on June 15th of this year to help determine visibility of the monopole, and this slide is a rough markup with a dark blue highlighting representing the distance along the I-64 entrance corridor from which the balloon was visible.
    • 00:04:59
This is a view from the interstate traveling westbound.
    • 00:05:02
The balloon was visible well above the trees without a wooded backdrop, and it was visible for approximately 3,370 feet in this direction.
    • 00:05:13
This is the applicant's photo simulation of the monopole from that vantage point, and it confirms that a significant portion of the monopole would be visible above the trees without a wooded backdrop.
    • 00:05:25
This is the applicant's photo simulation of the monopole as it would be viewed traveling eastbound on the interstate.
    • 00:05:31
The balloon, again, was visible in this direction, was visible for approximately 1100 feet, and the balloon test confirmed that the upper portion of the monopole would be visible well above the trees, again, without a backdrop.
    • 00:05:45
This is a photo from the site near the proposed monopole location, and it's looking out towards the interstate.
    • 00:05:51
The fence that is visible in the foreground of the photo marks the property line, and most of the vegetation is on the other side of the fence, although there are a few trees located along the property line.
    • 00:06:03
The interstate is visible in the photo just beyond the vegetation.
    • 00:06:08
      When moving along the interstate,
    • 00:06:10
The vegetation creates a fairly dense screen in the summertime.
    • 00:06:14
The wooden fence that is proposed would help screen the ground equipment and would not be inappropriate in the rural surroundings.
    • 00:06:24
So the ground equipment is expected to be sufficiently screened from here.
    • 00:06:31
Let me make one little adjustment so I can see a little bit better here.
    • 00:06:36
      Okay.
    • 00:06:36
The special exception request is to allow a greater distance between the back of the antenna and the face of the monopole.
    • 00:06:43
And just to paraphrase what the ordinance is saying, the ordinance states that the closest point of the back of the antenna can't be more than 12 inches from the face of the pole, and the farthest point can't be more than 18 inches.
    • 00:06:55
In this image, the orange circle shows 18 inches from the face of the pole to the back of the antenna.
    • 00:07:01
The analysis in the staff report did not explain that the 18 inches is not consistent in the proposal.
    • 00:07:08
So there's really a range of distance in this proposed layout.
    • 00:07:10
For example, the red line that is more towards the bottom of the diagram, that red line shows a distance of over two feet from the back of the antenna to the face of the pole.
    • 00:07:20
So the arrangement of antennas as proposed in this diagram
    • 00:07:23
would increase the overall width of the top of the facility.
    • 00:07:26
We have recommended approval of a consistent 18-inch standoff previously in other applications.
    • 00:07:32
We said that the difference between that 12 inches and the 18 inches at the top of the pole would not be readily distinguishable from the street.
    • 00:07:40
However, this proposal is different in that it would increase the overall width at the top of the pole from approximately six and a half feet to about eight feet.
    • 00:07:49
So the recommendation in the stack report is
    • 00:07:53
Still our recommendation, but want to be clear that the consistent 18-inch standoff is not what's being proposed.
    • 00:08:01
So again, there's three actions to take today.
    • 00:08:03
So we have three recommendations listed in the staff report.
    • 00:08:07
One, because the ground equipment isn't expected to be visible and the wooden fence isn't expected to appear out of place in the surroundings, we recommend approval of the certificate of appropriateness for the ground equipment and base station.
    • 00:08:18
Two, because the balloon, when it was visible from the entrance corridor,
    • 00:08:21
was well above the trees and was visible for distances along the I-64 entrance corridor, we recommend that the ARB forward a recommendation stating that the visibility of the monopole will not be sufficiently minimized.
    • 00:08:33
And three, we recommend forwarding recommendation on the special exception request that a consistent 18-inch standoff will not create significant additional negative visual impact as viewed from the I-64 entrance corridor.
    • 00:08:48
I'd be happy to try to answer any questions that you might have.
    • Chris HenningsenChair, Architectural Review Board
    • 00:08:52
All right, thanks a lot, Margaret.
    • 00:08:54
Frank, do you have any questions?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:08:57
      Yes, thanks, Margaret.
    • 00:09:01
Regarding the standoff distance, is 24 inches the max?
    • Margaret MaliszewskiPlanning Manager
    • 00:09:10
      What's being proposed?
    • 00:09:11
I don't know what the exact maximum distance proposed is.
    • 00:09:15
The diagram was not to scale.
    • 00:09:19
      OK.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:09:20
Did you have conversations with the applicant about, is this a matter of the diagrams wrong or, you know, and they're still, they're just proposing the 18 inch max or the diagram is how it's going to actually be?
    • Margaret MaliszewskiPlanning Manager
    • 00:09:35
I did not have discussions about it, but I believe the layout is what's proposed.
    • 00:09:40
I'm sure the applicant will be happy to provide additional detail on that.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:09:46
      Okay.
    • 00:09:48
      Thank you.
    • 00:09:48
I don't have any more questions.
    • Chris HenningsenChair, Architectural Review Board
    • 00:09:52
      All right, thanks.
    • 00:09:55
Dave, do you have any questions?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:09:57
Thank you, Chris, and thank you, Margaret, for the presentation.
    • 00:10:00
Margaret, you indicated that the proposed fence was appropriate for screening.
    • 00:10:04
Have we approved other applications with essentially just the fence for the screening, or is it common to require some planting associated with it as well?
    • Margaret MaliszewskiPlanning Manager
    • 00:10:14
I think it's more typical to have the wooden screening fence and the equipment painted that Java brown color.
    • 00:10:25
I can't think of a specific example where there was also plants added, but there probably may have been some.
    • 00:10:35
I just, I can't think of one off the top of my head.
    • 00:10:37
      Okay.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:10:37
      All right.
    • 00:10:38
Thank you very much for that perspective.
    • 00:10:39
      That's my only question.
    • SPEAKER_05
    • 00:10:44
All right, thanks a lot, Dave.
    • Chris HenningsenChair, Architectural Review Board
    • 00:10:46
I don't have any questions myself.
    • 00:10:52
Does the applicant have a presentation?
    • SPEAKER_08
    • 00:10:57
      Hi, good afternoon.
    • 00:10:58
I'm Lori Schweller, attorney with Williams Mullen, representing Verizon Wireless.
    • 00:11:02
Also with me today is Nate Holland, who is with GDN Consultants and is the project manager for this project.
    • 00:11:11
I have a presentation for you, which I'll
    • 00:11:16
      Cher,
    • 00:11:38
I just want to provide a little bit of context for our request today.
    • 00:11:42
As Margaret explained, this is the location of the proposed personal wireless service facility on Mr. Scrooby's property, tax map parcel 5514.
    • 00:11:53
And you can see that it's on a larger parcel.
    • 00:11:59
This is primarily used for grazing, and so he wanted to keep it in the corner so that he could continue to use the property for agricultural purposes.
    • 00:12:10
This property to the left here is also Mr. Scrooby's, and that was the location of the site a couple of years ago when we came to the ARB for approval at that time.
    • 00:12:22
And that location is about 740 feet.
    • 00:12:26
The new location, 740 feet east.
    • 00:12:29
of the prior location, which the ARB did find sufficiently minimized visibility from the entrance corridor.
    • 00:12:37
So I just want to explain why we are requesting this new recommendation of approval.
    • 00:12:43
So the ground elevation at the new site is about 33 feet lower than at the original site, which does require a taller monopole.
    • 00:12:53
So back in 2020 and 2021,
    • 00:12:57
When we did the balloon test that the ARB reviewed at that time, there was overwhelming opposition from Septenary Winery based on the visibility from the tasting room and from the vineyards generally.
    • 00:13:10
And wine club members statewide wrote in to community development with opposition about 150 emails in opposition.
    • 00:13:20
There was a recommendation of denial from the Ag Forestal Committee on economic grounds based on the aesthetics in relation to the entrance at Septenary Winery.
    • 00:13:32
There was vehement opposition from Mirador Farm farther to the west based on visibility from there.
    • 00:13:38
The ARB recommended approval because the proposed poll was not visible.
    • 00:13:48
but it was not very, very visible from I-64.
    • 00:13:51
And then we had support from approximately 35 residents in the area who were needing better service, communication services.
    • 00:14:03
So again, this is that location that we originally proposed and the view from Septenary Winery, you can see this is in the winter,
    • 00:14:14
      look like that.
    • 00:14:16
That's the photo sim showing you how that monopole would have looked at the entrance with the leaves off the trees.
    • 00:14:25
And this was the view just for context, again, from the Septenary Winery tasting room.
    • 00:14:31
You can see the pole there with the backdrop of the mountain from the tasting room.
    • 00:14:36
      And so
    • 00:14:40
Again, the view from I-64, however, was minimized.
    • 00:14:46
The pole was shorter and it was in a higher location to keep it shorter and hidden in the trees.
    • 00:14:54
So following that series of balloon tests and meetings with a lot of public opposition, Verizon continued to work on this site, which is very important.
    • 00:15:06
You can see the site location here in the center
    • 00:15:10
connects sites in Crozet and at the intersection of I-64 and 250 and then further west on I-64.
    • 00:15:19
It's a very important area that needs better service, not only for Greenwood residents, but also for service along I-64 corridor.
    • 00:15:31
So Nate Holland worked very closely with the neighbors to try to find a location that would be more suitable
    • 00:15:40
And like I said, we needed to increase the height because the height moving east above mean sea level ground elevation went down about 33 feet.
    • 00:15:51
So we raised the height of the pole so that it would still be able to provide service to the south over the trees.
    • 00:15:59
So the balloon test we most recently had, to which Margaret referred in her presentation to you,
    • 00:16:05
found that views from Septenary Winery were completely minimized.
    • 00:16:11
And so there's no issue of visibility from Septenary Winery.
    • 00:16:17
Views from Mirador here farther to the west were greatly minimized.
    • 00:16:21
The poll can just be seen, excuse me, the poll cannot be seen at all, but the antennas are just over the treetops, which is in line with county policy.
    • 00:16:32
      Unfortunately, however,
    • 00:16:34
The trade-off is that along I-64, which is an entrance corridor, the views are more visible.
    • 00:16:42
And Margaret gave you a good review of those.
    • 00:16:47
You can see going towards Charlottesville there, you can see over the trees, leaving Charlottesville greatly increased over the trees.
    • 00:16:59
And so I just wanted to give you that context to explain the reasons for that change.
    • 00:17:05
From your perspective, you might wonder why did you choose a location more visible from an entrance corridor?
    • 00:17:11
I do have more slides from both balloon tests and other information that could be helpful if you have questions about that.
    • 00:17:25
      But that's my presentation.
    • 00:17:26
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:17:29
      All right, thanks a lot.
    • 00:17:31
Dave, do you have any questions for the applicant?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:17:36
      No, thank you, Chris.
    • Chris HenningsenChair, Architectural Review Board
    • 00:17:38
      Frank, any questions?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:17:41
Yes, thank you for your presentation.
    • 00:17:43
Just wondering if you could clarify the question I asked Margaret, or if you know the answer to the standoff distance, if it's 24 inches max or if it varies, what is the maximum distance?
    • SPEAKER_00
    • 00:18:01
So it should, this is Nate Holland.
    • 00:18:04
      I'm checking with my engineer.
    • 00:18:05
Normally it should be 18 inches to the back of the antenna.
    • 00:18:10
So I think the drawing is a little skewed.
    • 00:18:14
So I'm asking him to revise that.
    • 00:18:16
I just don't have that yet.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:18:18
      Okay.
    • 00:18:19
But the antenna, or like you said, it's typically just consistently.
    • SPEAKER_05
    • 00:18:24
      Yes, correct.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:18:25
      Correct.
    • 00:18:26
      Okay.
    • 00:18:29
      Thank you.
    • 00:18:30
I don't have any other questions.
    • Chris HenningsenChair, Architectural Review Board
    • 00:18:32
All right, I don't have any questions either.
    • 00:18:35
Are there any members of the public that would like to comment?
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:18:43
      Yes, I have one.
    • 00:18:44
      Nancy, please unmute yourself.
    • 00:18:49
You'll have three minutes to speak.
    • 00:18:51
State your name and address if you're affiliated with a group or organization.
    • 00:18:56
And your time starts when you start speaking.
    • SPEAKER_06
    • 00:18:58
      Thank you.
    • 00:19:01
      Can you hear me?
    • 00:19:02
      Yes.
    • 00:19:03
Hi, my name is Nancy Schlichting.
    • 00:19:05
I represent Hope Burkhardt and Mirador Farm.
    • 00:19:09
I am, which is located in very close proximity to this proposed tower.
    • 00:19:16
First, I just wanted to point out that thus far, we have spoken to quite a few people who were very vocal in the last application.
    • 00:19:27
and they did not know about the balloon test and they are just now learning about that Verizon has submitted this new application.
    • 00:19:35
So in a couple of the other committee meetings, I just want to note that there may not have been as much locality as I believe there is out there and we're going to be submitting that to Mr. Fretz.
    • 00:19:50
I think it's important for this committee to know that this particular location
    • 00:19:56
While it may seem that it's the only logical solution, that just assumes that a cell phone tower needs to be placed in Greenwood.
    • 00:20:07
We do not agree that this is the only viable location that can assist Verizon in increasing its coverage, and we doubt that the coverage and capacity is actually even needed.
    • 00:20:17
But we believe that the entrance corridor is very important to this committee.
    • 00:20:21
We believe it's very important to Charlottesville.
    • 00:20:23
and we believe that the extreme visibility of this cell phone tower along I-64 would detract not only from the corridor but from Greenwood Historical District itself.
    • 00:20:36
      Thank you.
    • SPEAKER_05
    • 00:20:40
      All right, thanks a lot.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:20:43
There is no one else at this time.
    • Chris HenningsenChair, Architectural Review Board
    • 00:20:45
      All right, thanks Carolyn.
    • 00:20:47
      Uh-huh.
    • Chris HenningsenChair, Architectural Review Board
    • 00:20:48
ARV will now go into discussion.
    • 00:20:51
Frank, do you have any comments?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:20:55
      Thanks, Chris.
    • 00:20:58
Yeah, I mean, I think it's unfortunate the view heading west, I think is just, you know, in direct opposition to what we're trying to do on the entrance corridor.
    • 00:21:14
At this point, I think, I mean, I'm in agreement with staff's comments really on all three items.
    • 00:21:21
Um, you know, I think just looking at this location heading east, I think is acceptable that kind of level, you know, with the monopole in relation to the existing trees, I think that's kind of the character we're looking for.
    • 00:21:39
      So, um,
    • 00:21:43
      Yeah, those are my comments.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:21:47
      Thanks a lot, Dave.
    • 00:21:50
      Thank you, Chris.
    • 00:21:51
I think, like Frank, I'm in agreement with the staff's assessment.
    • 00:21:54
I think, you know, our county ordinance has done a good job, I think, of screening and incorporating this sort of infrastructure and, you know,
    • 00:22:05
Frankly, I'm a little surprised to see this application because the tower is so visible.
    • 00:22:10
I don't know that I've seen others that have been presented with this level of visibility.
    • 00:22:15
We've certainly appreciated our industry partners and their representatives working within the ordinance.
    • 00:22:20
And so I am, frankly, somewhat surprised that this one was presented because the level of visibility is so high.
    • Chris HenningsenChair, Architectural Review Board
    • 00:22:29
      All right, thanks a lot.
    • 00:22:31
I'm in agreement with my fellow board members and with staff's recommendations on all three.
    • 00:22:40
I'm totally in favor of better cell phone coverage everywhere, and I hate to be an impediment to that, but this is kind of egregiously visible from the entrance corridor, so I kind of have to go with staff's recommendations.
    • SPEAKER_05
    • 00:23:01
So I guess if we could see the recommended motion.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:23:12
Are you able to see my word document?
    • SPEAKER_05
    • 00:23:14
      Yes.
    • 00:23:15
      Thank you.
    • Margaret MaliszewskiPlanning Manager
    • 00:23:18
So I think you could, since it sounds like everyone is in agreement, it could be a single motion with the three actions as we described earlier.
    • Chris HenningsenChair, Architectural Review Board
    • 00:23:29
      All right.
    • 00:23:30
Is anybody comfortable making a motion?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:23:36
I'm happy to move to forward the recommendations outlined in the staff report to the agent without amendment.
    • 00:23:45
      OK, I'll second that.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:23:54
      Mr. Hancock?
    • 00:23:58
      Aye.
    • 00:24:01
      Mr. Henningsen.
    • Chris HenningsenChair, Architectural Review Board
    • 00:24:03
      Aye.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:24:04
      Mr. Van Der Werf.
    • Chris HenningsenChair, Architectural Review Board
    • 00:24:05
      Aye.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:24:06
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:24:09
      Thanks a lot.
    • Margaret MaliszewskiPlanning Manager
    • 00:24:11
Thank you board for your time.
    • Chris HenningsenChair, Architectural Review Board
    • 00:24:15
There is one work session today.
    • 00:24:17
It is on the entrance corridor design guidelines addendum for the university segment of Route 250 West.
    • 00:24:27
Margaret and Mariah, do you have
    • 00:24:31
I'm sure you do have your presentation ready.
    • 00:24:33
      Thank you.
    • Margaret MaliszewskiPlanning Manager
    • 00:24:37
      Very short presentation today.
    • 00:24:40
We just have this one sheet for you.
    • 00:24:44
This would cover the university section of the, or university segment of the 250 West corridor.
    • 00:24:52
It's basically from, at the west end, just east of White Gables to Old Ivy Road.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:25:00
Margaret, we can't see your slide good.
    • 00:25:03
      It's not in presentation form.
    • 00:25:05
      Really?
    • 00:25:06
      Let's try it again.
    • 00:25:07
      Hold on.
    • 00:25:10
      Let me stop sharing.
    • 00:25:30
      Let's try it again.
    • 00:25:32
      That looks good.
    • Margaret MaliszewskiPlanning Manager
    • 00:25:42
You still able to see it?
    • Chris HenningsenChair, Architectural Review Board
    • 00:25:45
      Yeah, much better now.
    • Margaret MaliszewskiPlanning Manager
    • 00:25:47
      Great.
    • 00:25:47
      OK, sorry about that.
    • 00:25:49
      That was totally operator error.
    • 00:25:50
      I apologize.
    • 00:25:53
So again, just that the easternmost segment of the 250 West corridor realized that we skipped a few segments in between.
    • 00:26:01
      We're still working on those.
    • 00:26:02
We had a couple of complicated segments and we'll come back to you with those next time.
    • 00:26:08
So just trying to get any comments that you might have on this particular segment today.
    • Taro MatsunoMember, Architectural Review Board
    • 00:26:19
Is that the queue for discussion?
    • Chris HenningsenChair, Architectural Review Board
    • 00:26:23
Dave, do you have any comments?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:26:27
      Not immediately.
    • 00:26:28
Let me listen to the discussion of my colleagues.
    • Chris HenningsenChair, Architectural Review Board
    • 00:26:31
      I may have something.
    • 00:26:34
      Frank?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:26:39
I'll kind of echo what I've been saying.
    • 00:26:40
I think it looks really good.
    • 00:26:41
      The format looks really good.
    • 00:26:44
      Just one question or thought.
    • 00:26:47
Is there anything on the south side of this segment, I guess, going into town after you cross 29 that we would want to consider?
    • 00:26:59
I think that's the low stone wall you mentioned.
    • 00:27:05
Just curious if there are any buildings
    • 00:27:08
along this segment or that portion of the segment that are worth reviewing.
    • 00:27:13
And then I'll just add, I do appreciate the replace the photo with the renovated building.
    • 00:27:20
That's a very recent example that I think would be helpful to future applicants.
    • Margaret MaliszewskiPlanning Manager
    • 00:27:29
We're thinking of putting in a photo of the building that's on the south side next to the medical building.
    • 00:27:44
It's the Sentara building that the AirB reviewed.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:27:50
And that's another recent project, right?
    • Margaret MaliszewskiPlanning Manager
    • 00:27:53
      Right.
    • 00:27:55
      Would that work for you?
    • 00:27:57
The image that has the low stone wall could be amended to move a little bit to show those, the lower
    • 00:28:07
      scale, earlier buildings there.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:28:09
My comment more is just to consider, you know, if there are things that you see maybe in that building, in the Nusant-Taro building, that would help an applicant, you know, if there's something successful or an idea from the guidelines that's demonstrated with that building.
    • 00:28:27
Just to consider there, because I know when you cross 29, a lot of the north side of this is kind of railroad tracks and more distant, you know, not necessarily buildings that front the corridor.
    • 00:28:40
      Sure.
    • SPEAKER_05
    • 00:28:44
We'll take a look at that.
    • Chris HenningsenChair, Architectural Review Board
    • 00:28:46
      Okay.
    • 00:28:48
      All right.
    • 00:28:49
      Thanks, Frank.
    • 00:28:50
Taro, do you have any comments?
    • Taro MatsunoMember, Architectural Review Board
    • 00:28:52
Yeah, I guess this is sort of along the lines of what Frank was mentioning.
    • 00:28:56
I was just wondering, I mean, I had to look down the corridor again, and I mean, I realize that they're not exactly examples that demonstrate the principles that we'd like to have happen in this corridor, but I guess I just wonder if the three images we show are giving, providing like enough
    • 00:29:20
I don't know, overall context of what actually exists there or a sense of what the character of that corridor is.
    • 00:29:31
I guess I get that there aren't that many great examples in this portion.
    • 00:29:39
But I feel like it's a little light right now on imagery generally for this segment.
    • 00:29:46
And I did kind of want to have a conversation of just what
    • 00:29:50
I think we could do to fill it out maybe if there are other examples of landscaping for instance or if there's I know in some of the previous segments we had used the language like this predates entrance corridor guidelines or something I'm not sure like the historical you know just when some of these developments happened in time relative to the guidelines but
    • 00:30:19
Maybe something like that could be helpful in at least communicating the things that we want to achieve, even if it's stuff that we would hope to avoid.
    • Margaret MaliszewskiPlanning Manager
    • 00:30:32
      Sure.
    • 00:30:32
Yeah, I think the landscaping is a little tough.
    • 00:30:39
On that north side, you've got the berm and the railroad.
    • 00:30:44
We could get an image that makes that more clear.
    • 00:30:49
On the south side, there aren't a whole lot of examples of standard entrance quarter guidelines frontage landscaping.
    • 00:31:02
      Totally.
    • 00:31:04
      So that's a little tough.
    • 00:31:15
And it is actually kind of a short segment, so there's not a whole lot to pick from.
    • Taro MatsunoMember, Architectural Review Board
    • 00:31:22
Well, that was what I was thinking, too.
    • 00:31:23
It's just also too bad that the only building that we show doesn't really have, I guess, would it be frontage on the entrance corridor.
    • Margaret MaliszewskiPlanning Manager
    • 00:31:38
True, the railroad is between it and the corridor.
    • 00:31:43
That is a building that the ARB reviewed.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:31:47
And we will have the building in the bottom left.
    • 00:31:52
That image will be replaced with a recent application.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:31:56
I don't know if these sections will still be two pages typically.
    • 00:32:04
if there would be any room for other photos.
    • 00:32:07
It seems like maybe the Ednam landscape of Wallen and Planting might be a useful one to include.
    • 00:32:14
White Gables fits into the sort of precedent of entries with landscaping and buildings recessed.
    • 00:32:23
Can you remind me, Margaret, what is the segment that we identified that's immediately west of this one?
    • Margaret MaliszewskiPlanning Manager
    • 00:32:30
It would include White Gables and
    • 00:32:33
      Oh, I see.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:32:35
      I see.
    • 00:32:35
I'm looking at this incorrectly with the dot.
    • 00:32:39
      Okay, I've got it.
    • Margaret MaliszewskiPlanning Manager
    • 00:32:41
Yeah, so the examples you just mentioned, they would appear in the other sector.
    • 00:32:46
      We sort of jumped, sorry.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:32:48
      No, no.
    • Margaret MaliszewskiPlanning Manager
    • 00:32:48
      We'll come back with those.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:32:49
      Not at all.
    • 00:32:50
      This makes sense.
    • Margaret MaliszewskiPlanning Manager
    • 00:32:51
We could, for the next meeting, we could just put some additional images together and not format them yet, but have you all look at those and see if we could pick from those if that would help.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:33:05
      Yeah.
    • 00:33:07
I think that maybe the interesting thing is I think the portion of Ivory Road east of the bypass is, I don't know what percentage of it, but almost all of it is foundation or UVA or soon will be.
    • 00:33:20
I don't know how many sites there are.
    • 00:33:21
besides Sentara and the, I forget, what is the older shopping center, that wrap place and the coffee place?
    • Margaret MaliszewskiPlanning Manager
    • 00:33:34
      West Ivy?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:33:36
Yes, yeah, I don't know if that, an image of that one might be worth including.
    • 00:33:41
Does the Shell Station fall in the city?
    • Margaret MaliszewskiPlanning Manager
    • 00:33:49
      No.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:33:51
I think that shows up elsewhere in the guidelines or references, but those may be worth including.
    • 00:33:56
Although I think the foundation may, in truth, dictate what the character of the corridor becomes.
    • Chris HenningsenChair, Architectural Review Board
    • 00:34:07
OK. Yeah, I guess my only comment would be just to echo what Frank said.
    • 00:34:11
I think that since on building would be a good addition just because it's a relatively recent ARB approved
    • 00:34:20
I also kind of agree with the general sentiment that it like I felt like there there could be more you know even more than that.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:34:40
There might be some elements, sorry to interrupt Margaret, of the town side shopping center that could draw on from materials to building form.
    • 00:34:53
Maybe not the location of the parking, but there are some other things that relate back to the guidelines.
    • 00:34:59
And then one just to Dade's point, Mariah, this might be a graphic clarification.
    • 00:35:05
It might help if maybe you tone down the red on everything west.
    • 00:35:11
you know, so that this section pops a little bit more, but that's minor.
    • Margaret MaliszewskiPlanning Manager
    • 00:35:24
I think it will help too when you see them in series that I think this one we jumped, but yeah, we can explore that.
    • 00:35:36
      Well, good comments.
    • Chris HenningsenChair, Architectural Review Board
    • 00:35:40
      All right, thanks a lot.
    • 00:35:43
And also, I mean, these are still looking really good.
    • 00:35:47
And in general, I think it's going in the right direction.
    • Margaret MaliszewskiPlanning Manager
    • 00:35:53
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:35:56
Next order of business is approval of the July 5th minutes.
    • 00:36:01
Anyone care to make a motion?
    • Taro MatsunoMember, Architectural Review Board
    • 00:36:08
I can make a motion to approve the nets.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:36:12
      I'll second.
    • Taro MatsunoMember, Architectural Review Board
    • 00:36:14
      Great.
    • 00:36:14
If we could go to a vote.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:36:17
      All right.
    • 00:36:17
      Mr. Van Der Werf?
    • 00:36:19
      Aye.
    • 00:36:20
      Mr. Henningsen?
    • Chris HenningsenChair, Architectural Review Board
    • 00:36:22
      Aye.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:36:22
      Mr. Matsuno?
    • 00:36:24
      Aye.
    • 00:36:25
      Mr. Hancock?
    • Chris HenningsenChair, Architectural Review Board
    • 00:36:27
      Aye.
    • Carolyn ShafferClerk, Planning Commission/Boards
    • 00:36:27
      Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:36:28
      All right.
    • 00:36:29
      Thanks a lot.
    • 00:36:31
The next ARB meeting is scheduled for August 1, 2022.
    • 00:36:35
This will be a virtual meeting.
    • 00:36:39
Are there any members who anticipate not being able to participate?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:36:48
I might have a conflict, but I should know by the end of this week.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:36:54
I may have a conflict as well if a meeting that's normally scheduled that day for me expands into this time.
    • SPEAKER_05
    • 00:37:03
      All right.
    • 00:37:05
      So I guess we'll have a conflict.
    • Chris HenningsenChair, Architectural Review Board
    • 00:37:10
OK, so maybe we'll kind of confirm by email once at some point before the next meeting.
    • SPEAKER_05
    • 00:37:22
See if we need to postpone.
