There is one consent agenda item today.
    • 00:06:01
It is ARB 2021-137, Stonefield C2-1.
    • 00:06:09
Would any members like to bring that off of the consent agenda for discussion?
    • 00:06:18
      That's a no.
    • 00:06:23
Can I get a motion to approve the consent agenda?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:06:28

      Mr. Henningsen?
    • SPEAKER_06

      Aye.
    • SPEAKER_08
    • 00:06:46
      Mr. Van Der Werf?
    • Chris HenningsenChair, Architectural Review Board
    • 00:06:50
      Thank you.
    • 00:06:51
So there are no regular review items today.
    • 00:06:55
So we'll move to the work session, which I will be recusing myself from.
    • 00:07:01
So if I could hand it over to Frank Hancock.
    • SPEAKER_06
    • 00:07:07
      Thanks, Chris.
    • 00:07:08
      Thanks.
    • 00:07:15
Carolyn, does Chris go into a breakout room?
    • Frank HancockVice Chair, Architectural Review Board
    • 00:07:18
I forget how we do this.
    • SPEAKER_08
    • 00:07:20
He just needs to turn his camera off and meet himself so he's not watching.
    • 00:07:25
      There you go.
    • 00:07:26
      That's it.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:07:27
      Perfect.
    • 00:07:29
OK, now I'll ask Chris Taggart with the Planning Division of Community Development to provide a presentation.
    • Khris TaggartSenior Planner
    • 00:07:40
      One second.
    • SPEAKER_06
    • 00:07:47
Are you viewing the title screen?
    • Khris TaggartSenior Planner
    • 00:07:49
      Yes.
    • 00:07:52
      Just give a quick refresher.
    • 00:07:54
On May 18th, 2021, the ARB approved the final site plan pending staff approval of several conditions.
    • 00:08:02
Condition one related to the building design required review by the board during a work session.
    • 00:08:07
Advocates submitted revised designs to address this condition.
    • 00:08:12
A submittal that addresses the remaining conditions have not been submitted at this time.
    • 00:08:19
In staff's cursory review of the revised middle, we noted the following.
    • 00:08:22
The architectural design, the building, and the addition remains largely unchanged.
    • 00:08:27
The blue, yellow, and red color stripes have been removed from elevations, which significantly reduces the trademark appearance of the development.
    • 00:08:36
And the paint color has been revised from a light gray to a dark gray.
    • 00:08:40
The paint color of the addition has been revised from a light gray to a dark gray.
    • 00:08:44
The paint color for the existing building remains light gray.
    • 00:08:49
The board's action on this item should be to confirm that the revised design maintains a connection to the historic architecture of the area and does not use trademark colors as a major design element.
    • 00:09:03
I'd be happy to answer any questions.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:09:06
      Thanks, Chris.
    • 00:09:08
Now I'll ask board members, starting with Frank Stoner.
    • 00:09:12
Do you have any questions for Chris?
    • Frank StonerMember, Architectural Review Board
    • 00:09:15
Chris, the only question I have when I look at that rendered
    • 00:09:18
Picture, I don't know if we can bring that back up.
    • 00:09:22
It may just be a function of the fact as a rendering that the last one we looked at, which looks at it from the other direction, from the west side, I guess.
    • SPEAKER_06
    • 00:09:38
      This one?
    • SPEAKER_07
    • 00:09:46
      Not that one.
    • 00:09:47
      Not that one?
    • 00:09:48
      No.
    • SPEAKER_06
    • 00:09:52
      These?
    • Frank StonerMember, Architectural Review Board
    • 00:09:55
      My image isn't changing.
    • 00:09:56
I don't know if anybody else is.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:10:00
      Yeah, it's still doing that.
    • SPEAKER_06
    • 00:10:13
      So not that one.
    • 00:10:14
      Oh, there it is.
    • Frank StonerMember, Architectural Review Board
    • 00:10:19
So in this one, it appears that the back portion of the two-story is a lighter gray than the front.
    • 00:10:29
But again, that may just be a rendered, maybe a rendering.
    • Khris TaggartSenior Planner
    • 00:10:32
Yeah, I see that as well.
    • 00:10:34
I think it might be, but not the comprised answer.
    • SPEAKER_07
    • 00:10:38
That's the only question I had.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:10:46
      Thanks, Frank.
    • 00:10:47
Dave, do you have any questions for staff?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:10:50
      Thank you, Frank.
    • 00:10:51
Chris, thank you for your presentation.
    • 00:10:52
      No questions.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:10:57
And I don't have any questions either, Chris.
    • 00:11:00
      Thank you for your presentation.
    • 00:11:01
At this time, do we have the applicant or representative for the applicant that would like to make a presentation?
    • SPEAKER_07
    • 00:11:16
      I do not.
    • 00:11:18
      OK, hold on.
    • SPEAKER_08
    • 00:11:21
Is Scott and Diane Ram supposed to be making a presentation, Chris?
    • Margaret MaliszewskiPlanning Manager
    • 00:11:27
Carolyn, I think Mark Tesser is.
    • SPEAKER_07
    • 00:11:30
      Is it okay?
    • 00:11:30
      Hold on.
    • 00:11:36
      I have promoted him.
    • 00:11:42
      Mark, you're ready.
    • 00:11:43
You have 15 minutes for your presentation.
    • 00:11:51
      Please unmute yourself.
    • SPEAKER_06
    • 00:11:52
      Hi, good afternoon.
    • Mark KestnerPrincipal
    • 00:11:53
      It's Mark Kessner.
    • 00:11:54
      Happy new year to everyone.
    • 00:11:56
There's no presentation other than what Chris has already done here.
    • 00:12:02
We're here to answer questions, but I think we have addressed the concerns that came out of the last meeting with the color scheme and the branding.
    • 00:12:14
We've taken all branding off the building.
    • 00:12:17
and have simplified the color scheme.
    • 00:12:19
So the back portion is a darker gray.
    • 00:12:23
The rendering, Frank, that you were questioning, the color in the rendering is due to a material change from CMU to metal.
    • 00:12:34
And it's just how that is coming off in the rendering.
    • 00:12:37
But the light gray is to respect the existing building and be close to the original color, which was white at one point.
    • 00:12:48
and the darker gray is just to compliment the light gray.
    • 00:12:51
And we've reduced the signage to a very small, polite sign, which we understand will go through a different review, but we've coordinated the dumpster screening, fence screening and vending machine color.
    • 00:13:07
So our hope is that we've come to the right spot here, but happy to answer any questions.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:13:20
      Thanks, Mark.
    • 00:13:22
Frank Stoner, do you have any questions, any additional questions for Mark?
    • Frank StonerMember, Architectural Review Board
    • 00:13:27
      I don't.
    • 00:13:28
Mark, I think the plan looks great.
    • 00:13:32
      Huge improvement, for sure.
    • 00:13:33
Thanks for taking the time to do it.
    • 00:13:37
      Thank you.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:13:38
      Thanks, Frank.

Thank you, Mark, as well, for updating the color and the design.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:13:51
And I don't have any questions either.
    • 00:13:53
      Thank you, Mark.
    • 00:13:55
Carolyn, is there anybody from the public that wishes to comment?
    • SPEAKER_08

    • 00:14:05

    • 00:14:10

    • 00:14:16
So I'm the applicant, so I don't have any questions.
    • SPEAKER_08
    • 00:14:19
      Okay.
    • SPEAKER_00
    • 00:14:20
      Thanks for us.
    • 00:14:22
I was trying to get logged into the meeting and that's how it comes up.
    • SPEAKER_08
    • 00:14:26
      Okay.
    • 00:14:27
Then I do not have anybody with their hand raised.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:14:33
So that was someone speaking in favor of the applications.
    • 00:14:36
      Is that correct?
    • SPEAKER_08
    • 00:14:37
      That was the owner.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:14:40
      Thank you.
    • 00:14:42
And now we will go into discussion starting with Frank Stoner.
    • Frank StonerMember, Architectural Review Board
    • 00:14:50
Yeah, I don't have much to add, Frank.
    • 00:14:55
I think the color change is a big improvement and certainly getting rid of that color band makes a huge difference as well.
    • 00:15:03
      I think it looks good.
    • 00:15:04
      I'm prepared to approve it.
    • 00:15:08
      Okay, thank you, Frank.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:15:10
      Dave?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:15:11
Likewise, like Frank, I'm prepared to approve it.
    • 00:15:15
And I think, you know, the site plan which we previously approved in the incorporation of landscape is going to be a significant improvement for the corridor.
    • 00:15:22
      So pleased to see that.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:15:25
      Thanks, Dade.
    • 00:15:26
I think we're all in agreement.
    • 00:15:28
      I think it looks good.
    • 00:15:30
I appreciate the applicant making the changes and coming back to us today.
    • 00:15:35
Do we want to go ahead and review staff's recommended motion in action?
    • 00:15:44
      or is that Margaret?
    • Margaret MaliszewskiPlanning Manager
    • 00:15:46
      I've got it.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:15:48
      Thank you.
    • Margaret MaliszewskiPlanning Manager
    • 00:15:49
Are you able to see your Word document?
    • SPEAKER_07
    • 00:15:56
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 00:15:58
My suggestion for your motion, if you're sounds like you're all happy with what you've seen today, make a motion for approval of the revised architectural design as illustrated presented today.
    • 00:16:14
and that would eliminate condition number one from the May 18th action letter.
    • 00:16:19
That's just to note that there are still outstanding conditions that staff will be dealing with final approval.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:16:28
      So moved.
    • 00:16:30
      Seconded.
    • 00:16:31
      Do I have a second?
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:16:35
      I'll second it.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:16:36
Carolyn, could you please call the vote?
    • SPEAKER_08
    • 00:16:42
      Yes.
    • 00:16:43
      Mr. Stoner?
    • 00:16:45
Aye Mr. Hancock Aye Mr. Van Der Werf Aye All right, thank you.
    • 00:16:54
We'll let Mr. Fissig to know he can come back.
    • SPEAKER_06
    • 00:17:05
      All right.
    • Chris HenningsenChair, Architectural Review Board
    • 00:17:08
We're now on to other business.
    • 00:17:09
      Thank you all.
    • SPEAKER_06
    • 00:17:10
      Have a nice afternoon.
    • Chris HenningsenChair, Architectural Review Board
    • 00:17:14
So next up is approval of the December 20th, 2021 minutes.
    • 00:17:21
Would anyone like to move to approve the minutes?
    • SPEAKER_06
    • 00:17:28
      So moved.
    • 00:17:31
      Second.
    • SPEAKER_08
    • 00:17:34
      All right.
    • 00:17:40
      Mr. Stoner?
    • 00:17:41
      Aye.
    • 00:17:42
      Mr. Hancock?
    • 00:17:43
Aye Mr. Henningsen Aye Mr. Van Der Werf Aye Thank you.
    • Chris HenningsenChair, Architectural Review Board
    • 00:17:53
      Great.
    • 00:17:54
So our next meeting will be Monday, February 7th at one o'clock.
    • 00:18:01
The next meeting will be a virtual meeting.
    • 00:18:05
And does everyone expect to be able to attend?
    • 00:18:10
      Yes.
    • 00:18:12
      Great.
    • Frank StonerMember, Architectural Review Board
    • 00:18:14
Hey Margaret, can I ask a quick question in terms of the timetable for replacing FRED?
    • 00:18:21
Are there applicants already or we have to start that process?
    • Margaret MaliszewskiPlanning Manager
    • 00:18:31
      That's a good question.
    • 00:18:33
The clerk's office is aware that the position is open.
    • 00:18:39
I believe we checked last week and the website already has that opening listed.
    • 00:18:45
And so that will move as quickly as I assume as quickly as applications are received.
    • Frank StonerMember, Architectural Review Board
    • 00:18:58
So in the meantime, if if an applicant comes forward and two of us, for example, have to recuse ourselves, then what happens?
    • 00:19:09
Because then there's not a quorum, right?
    • Margaret MaliszewskiPlanning Manager
    • 00:19:12
Yeah, I think that's a special situation and we can double check with the county attorney's office.
    • 00:19:17
But if we start out with a quorum and
    • 00:19:21
And we lose the quorum just because of a conflict of interest.
    • 00:19:26
I believe that the review and the action can continue, but we'll double check that.
    • Chris HenningsenChair, Architectural Review Board
    • 00:19:32
      OK. All right, great.
    • 00:19:38
Well, if nobody has anything else.
    • 00:19:43
We can adjourn the meeting next Monday, February 7th.
    • 00:19:50
      Time is 19.
    • Frank StonerMember, Architectural Review Board
    • 00:19:54
      Wow.
    • Chris HenningsenChair, Architectural Review Board
    • 00:19:54
      Thanks, everybody.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:19:55
      Yeah.
    • 00:19:56
      Thanks, Chris.
    • 00:19:57
      Nice work.
    • 00:19:58
Chris, thank you for all your service.
    • Dade Van Der WerfMember, Architectural Review Board
    • 00:20:02
      Oh, my pleasure.
    • 00:20:02
      Thank you.
    • Frank HancockVice Chair, Architectural Review Board
    • 00:20:03
      Yes, thank you, Dave.
    • 00:20:04
      Well, thank you.
    • 00:20:06
      Take care, everybody.
