    • 00:01:56
      No.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:01:59
      Great, thanks.
    • 00:02:00
Carolyn, are there any members of the public that want to make a comment about a project that's not on the agenda for review?
    • SPEAKER_01
    • 00:02:07
Not at this time, there isn't, no.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:02:10
      All right, sounds good.
    • 00:02:12
So I do not see any consent agenda items today and there are no work sessions today.
    • 00:02:19
There are two regular review items.
    • 00:02:23
Chris Taggart and Margaret Maliszewski from the Planning Division of Community Development will be presenting them.
    • 00:02:30
The first regular review item is ARB 2021-131 Discount Tire Final Site Plan.
    • 00:02:42
and I'll ask you, Chris, for the presentation.
    • SPEAKER_07
    • 00:02:45
      Thanks.
    • Khris TaggartSenior Planner
    • 00:03:07
Alright, the application I'm presenting on today is the final review of architecture and site plan to construct a discount tire vehicle service facility in addition to the associated site improvements.
    • 00:03:20
The site is located at 1636 Seminole Trail.
    • 00:03:23
On July 19th, the ARB recommended approval of the initial plan and provided comments on the preliminary architecture.
    • 00:03:30
On October 4th, a work session was held where the ARB provided comments on the revisions made to the north elevation.
    • 00:03:38
To summarize the staff report, the focus is largely on the forms and materials used in the building design and site landscaping.
    • 00:03:47
Minor changes have been made to the building design, including revising the CMU finish, one of the ACM panel colors, adding plant trellises along the north elevation and changing the metal cap at the top of the building to consistently match one of the CMU colors.
    • 00:04:03
However, the renderings have not been revised accurately show the scale and finish of the proposed masonry and the design of the east elevation features the ACM bay that is monumentally scaled.
    • 00:04:14
The scale of this bay is further highlighted by the bright white color proposed for the panels and the lack of a canopy.
    • 00:04:21
revising the white panel color to one that's more muted, aligning the top of the storefront on the east elevation to the height on the south elevation, adding canopy to the east elevation, and reducing the scale that ACM may provide us greater sense of human scale and cohesion along the entrance quarter elevation.
    • 00:04:41
Regarding the north elevation, the plant trellises helped add visual interest, but the gap at the bottom of the trellises breaks up the connection established with the garage bay doors on the south elevation, and there appears to be a conflict with ground-mounted equipment, mechanical equipment.
    • 00:04:59
Staff recommends revising the trellises to extend to the ground to match the bay doors, relocating the mechanical equipment.
    • 00:05:07
Regarding the landscaping for the site, the building has been shifted back to increase the planting area along the frontage.
    • 00:05:13
This allows for the plantings to be clear of easements, but there's still a conflict with overhead line.
    • 00:05:19
This can be resolved by further increasing the planting area, but that will likely require eliminating some spaces in the parking road along the frontage.
    • 00:05:26
Currently, there are five more parking spaces than required.
    • 00:05:31
Along the north side of the parcel, a mixture of ornamentals and shrubs have been added at the top of the retaining wall to help soften the appearance of the north elevation.
    • 00:05:39
But due to the deciduous plantings, the appearance for the entrance corridor will not be consistent year-round.
    • 00:05:47
Staff recommends revising the deciduous landscaping to evergreens for more consistent appearance.
    • 00:05:52
The other primary landscaping issue from the previous middle was the insufficient landscaping of the base retaining walls.
    • 00:05:59
No landscape has been added, but the maximum wall heights have been reduced, and the taller parts of the wall are further from the entrance floor, so impacts will be reduced.
    • 00:06:09
Staff recommends approval of the final site plan with the revisions listed in the staff report.
    • 00:06:13
I'd be happy to try to answer any questions.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:06:20
      Great.
    • 00:06:20
      Thank you, Chris.
    • 00:06:22
I'll ask the ARV members if you have any questions first.
    • 00:06:27
      Chris Henningsen?
    • SPEAKER_07
    • 00:06:30
      Thanks for the presentation.
    • 00:06:32
I don't have any questions at this time.
    • 00:06:35
      Thanks.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:06:37
      Thanks, Chris.
    • 00:06:38
      Frank Stoner.
    • Frank StonerMember, Architectural Review Board
    • 00:06:42
      Chris, thanks.
    • 00:06:42
      That was great.
    • 00:06:43
Do we, by chance, have a photographic or rendered version just showing more context?
    • 00:06:53
I know we've looked at it before, but
    • 00:06:56
I'm just struggling to remember what's on either side.
    • Khris TaggartSenior Planner
    • 00:07:00
      Either side of the building?
    • Frank StonerMember, Architectural Review Board
    • 00:07:07
      Yeah, the building itself.
    • Khris TaggartSenior Planner
    • 00:07:41
Are you viewing my screen now?
    • 00:07:56
      Yeah, perfect.
    • 00:08:00
The site of a former Wendy's enterprise would be to the north and public stores would be speedway gas stations to the south.
    • Frank StonerMember, Architectural Review Board
    • 00:08:15
      Okay, that's what I thought.
    • 00:08:17
I wasn't sure the relationship of Enterprise just from a setback standpoint to what they're proposing to build.
    • 00:08:27
You know, their building sits back further than the Wendy's does, I think, right?
    • Khris TaggartSenior Planner
    • 00:08:33
      Correct.
    • 00:08:34
I'm not sure relationship-wise now with pushing the building a bit further back to accommodate the frontage landscaping with the relationship.
    • 00:08:44
is to the Enterprise at its current time.
    • Frank StonerMember, Architectural Review Board
    • 00:08:49
And I assume the trees that are shown in this aerial between Enterprise and Discount Tire would go away as part of the site work or are those actually on the Enterprise site?
    • Khris TaggartSenior Planner
    • 00:09:07
I believe those would go away, but let me
    • SPEAKER_07
    • 00:09:19
Yeah, that was really going away.
    • 00:09:25
      Okay.
    • 00:09:25
      Great.
    • 00:09:25
      Thank you.
    • 00:09:26
      That's all I had.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:09:28
      Thanks, Frank.
    • 00:09:29
      Frank Hancock, any questions?
    • Frank HancockMember, Architectural Review Board
    • 00:09:32
      Yes.
    • 00:09:33
      Thanks, Chris.
    • 00:09:34
Just one question about the white ACM panel.
    • 00:09:40
Couldn't remember if that was a comment from the initial site plan or if that was something we discussed at the work session.
    • Khris TaggartSenior Planner
    • 00:09:50
It was a comment from the initial site plan, a preliminary architectural drawing.
    • 00:09:58
So that's not a brand new comment for this?
    • 00:10:00
      No.
    • Frank HancockMember, Architectural Review Board
    • 00:10:02
      OK. That's it.
    • SPEAKER_07
    • 00:10:05
      Thank you.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:10:07
      Thanks, Frank.
    • 00:10:08
Chris, I only had one question.
    • 00:10:10
It was a really helpful presentation where you showed that long red rectangle and mentioned conflicts with the overhead lines.
    • 00:10:19
Was that red rectangle representing where the overhead lines were?
    • Khris TaggartSenior Planner
    • 00:10:23
Yes, it was highlighting the approximate location.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:10:26
      Got it.
    • 00:10:27
And is the only conflict that one tree that's up in the corner that it overlaps with?
    • Khris TaggartSenior Planner
    • 00:10:35
      Due to species, we're
    • 00:10:39
We're respecting the one tree you pointed out and potentially the other two north of that entrance to the site, the height and spread of the proposed species.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:10:52
      Got it.
    • 00:10:53
      OK, great, thank you.
    • 00:10:56
All right, I'll ask for the applicant's presentation now.
    • Ryan YaugerBohler Engineering
    • 00:11:06
Good afternoon, this is Ryan Yaugher with Boulder, representatives from the architectural team here with me as well.
    • 00:11:12
Definitely appreciate the review of the final site plan application and all the previous meetings as well.
    • 00:11:18
As you're aware, we have the initial site plan meeting as well as a work session to kind of hash out the individual items here, so we feel confident going in and very receptive of the comments here that Chris has made as an overall standpoint.
    • 00:11:32
      I believe rather than
    • 00:11:34
      Have a separate presentation.
    • 00:11:36
Would like to try to tailor our coordination and questions to the landscaping frontage area that you guys were just speaking to.
    • 00:11:45
Frank, to answer your question that you were inquiring about, the existing Wendy's was about 40 feet off the property line, whereas the new building placement here for the discount tire is about 100 feet, so there's a 60-foot pushback with this application based on the existing buildings that are there.
    • 00:12:00
That does, in fact, allow for that planting area to be placed in front, exclusive of the existing utilities that are there and some of the overhead lines.
    • 00:12:11
I will share my screen momentarily here.
    • SPEAKER_07
    • 00:12:25
And then as this comes up,
    • Ryan YaugerBohler Engineering
    • 00:12:27
I did highlight the red line that is there on the screen.
    • 00:12:30
Is everybody able to see that currently?
    • 00:12:32
So that is the existing approximate location of overhead line versus the tree placement of the current proposed landscaping plan.
    • 00:12:41
We do have some room there to maneuver trees a little bit further away from that overhead line while still preserving those spaces there in the front.
    • 00:12:50
However, those spaces in particular are very important to the end user here to allow for customer service as they first come into the center there before getting serviced in the actual entire bay.
    • 00:13:01
So I would like to open up the discussion mainly over all this area here, looking to potentially shift some trees
    • 00:13:10
around, maybe move them up a little bit closer to the parking.
    • 00:13:13
We might be able to potentially move on into the parking and park on an island here for one of those.
    • 00:13:21
But it would be kind of parking in between the trees there rather than through a frontage in front of the parking.
    • 00:13:26
So this is an option there.
    • 00:13:27
But overall, as in summary, very receptive to comments understood going forward.
    • 00:13:33
I feel confident we can address the list here that Chris has in front of us.
    • 00:13:37
Just wanted to hash out and talk about this parking area.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:13:43
      Great.
    • 00:13:44
      Thank you, Ryan.
    • 00:13:45
      That's helpful.
    • 00:13:49
And I guess I'll open it up to ARB members to see if there are any questions or thoughts on what's been presented.
    • 00:13:58
I'll start with Frank Stoner this time.
    • Frank StonerMember, Architectural Review Board
    • 00:14:02
      Thanks, Fred.
    • 00:14:04
I don't think I have any further questions of Ryan.
    • 00:14:11
      Ryan, thanks for sharing this.
    • 00:14:12
      It looks like
    • 00:14:14
Yeah, there are a couple options maybe for relocating what's in the power or around that power line.
    • 00:14:24
I must say, I don't have some of the other issues raised.
    • 00:14:30
Chris's report, I guess we can discuss more in committee in our session, but I'm generally pretty comfortable with what I see here.
    • SPEAKER_07
    • 00:14:48
      Okay, great.
    • 00:14:49
      Thanks, Frank.
    • 00:14:50
      Yeah, sure.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:14:52
      Frank Hancock.
    • Frank HancockMember, Architectural Review Board
    • 00:14:54
      Yes, thanks, Ryan.
    • 00:14:56
Just want to check on a couple things to my question for Chris earlier.
    • 00:15:00
Sounds like you guys are okay with revisiting the color of that ACM, the white, because that was one of the comments.
    • 00:15:09
Just curious how you feel about that.
    • SPEAKER_00
    • 00:15:12
      Can I, I'm sorry, Frank.
    • 00:15:14
This is Dev with, I'm a principal and architect with architecture resource team in Phoenix.
    • 00:15:20
Can we talk about that a little bit since you brought that up, the white color of the ACM?
    • Frank HancockMember, Architectural Review Board
    • 00:15:25
      Yes.
    • SPEAKER_00
    • 00:15:26
So Discount Tire has about 1200 stores nationwide in more than 35 States.
    • 00:15:33
And about three years ago, they embarked on a mission to give a new facelift to all their stores.
    • 00:15:40
And this was keeping in line with what was happening in the retail business.
    • 00:15:45
I'm sure you have seen retail facelift upgrades to Wendy's to McDonald's.
    • 00:15:50
      McDonald's was really the pioneer.
    • 00:15:52
      They started it first.
    • 00:15:54
And you're seeing that across from pandas and everybody else.
    • 00:15:57
It was time for discount also to catch up.
    • 00:15:59
And three years ago, they hired a branding firm out of Chicago to come up with a new vision.
    • 00:16:07
That white ACM is part of their branding image nationwide.
    • 00:16:12
And we definitely want to work with you guys and arrive at a color that helps us both.
    • 00:16:18
But that comment is very generic in terms of a more muted color.
    • 00:16:24
Can we get some help in terms of what the color palette might be from where we can choose something that still follows the branding image and mission that discount wants to portray nationwide?
    • 00:16:35
and at the same time satisfy your needs also if the white is too bright or whatever the issue may be.
    • Frank HancockMember, Architectural Review Board
    • 00:16:43
      Thank you for that context.
    • 00:16:47
You know, just thinking through a couple of things to consider, you know, the amount of it, I think would be something to look at.
    • 00:16:57
And then also as Ryan mentioned, perhaps landscape, you know,
    • 00:17:04
Do some things on the site that could help minimize the impact of that color and that feature on the entrance corridor.
    • SPEAKER_00
    • 00:17:13
      Understood.
    • 00:17:14
      OK.
    • 00:17:15
Right now, the way the landscape sits, you're not really going to see that much of the ACM visible as it seems in the rendering.
    • 00:17:27
And especially when you are driving at whatever the speed is along Seminole Trail, imagine filtered through trees, the building that you're going to see behind, it's really not as much as it
    • 00:17:41
is deceiving in an elevation if you will.
    • Frank HancockMember, Architectural Review Board
    • 00:17:45
I agree and I think you know the site plan is really nice that the building is pushed back and you have created that you know larger planted area out front you know you've eliminated one of the entrances I think those are all positive things so maybe if we you know we get down to it it might just be a visualization exercise that you know helps
    • 00:18:10
Helps everybody understand what the full impact of that is.
    • SPEAKER_00
    • 00:18:14
      Understood.
    • 00:18:16
And yes, as somebody mentioned, you know, the building is set back quite a bit.
    • 00:18:19
      It's almost 100 feet from.
    • 00:18:20
So it really visually it's way further back than you are normally used to seeing retail upfront near a street.
    • SPEAKER_07
    • 00:18:30
      Yes.
    • Frank HancockMember, Architectural Review Board
    • 00:18:32
      Well, thank you.
    • 00:18:33
That's helpful to hear some of that background.
    • 00:18:35
And then I did have just one other quick question, Ryan.
    • 00:18:39
Want to make sure you guys are okay with doing evergreens along that, is that the north property line?
    • 00:18:45
Where I think the rendering kind of looks like crepe myrtles.
    • 00:18:50
I think that would go to helping the first point about the white ACM panels as well.
    • Ryan YaugerBohler Engineering
    • 00:18:57
Yes, we can look into evergreens and we were certainly trying to provide a variety of plant types in there from color aspect as well, just from the overall site side of things, but we can look into that with greens.
    • SPEAKER_00
    • 00:19:10
And I have one more comment about the switch gear also.
    • 00:19:15
We have the green plant trellis and we'll take them down to the ground level.
    • 00:19:20
If we do take them down to the ground level, the switch gear will be screened behind it.
    • 00:19:24
      Would that be acceptable?
    • 00:19:26
Because that switch gear is a pretty expensive exercise to move as it increases the run of the primary then from the transformer to the SES.
    • 00:19:35
and everything from the switchgear is all secondary.
    • 00:19:40
So that was also a question.
    • 00:19:41
If you're able to screen it, if you're able to even paint it in the same color as the plant material and help it disappear, would that be something that the board would consider?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:19:51
I think that's a good, sorry, go ahead, Frank.
    • Frank HancockMember, Architectural Review Board
    • 00:20:02
I'm just looking at it now.
    • 00:20:04
      You know, I think that
    • 00:20:06
falls under needing to be completely screened.
    • 00:20:09
And that could be, you know, there could be a couple of different strategies for doing that.
    • 00:20:13
You know, if it is this trellis, you know, we as a board would just need to understand how that would completely screen it, maybe and what that, how that system works, if it's pulled away from the building, or is there something else that completely screens it?
    • SPEAKER_00
    • 00:20:31
Well, you won't even see it.
    • 00:20:33
If that trellis, right now you see a small rectangular opening underneath because of which you're able to see a portion of that switch gear.
    • 00:20:41
But if you visualize that screen going all the way down to the bottom, then you don't see anything behind it.
    • 00:20:49
and we will even paint the switchgear in the same color so it disappears even more.
    • 00:20:52
The little bit of gray that would have been visible through openings, even that won't be as visible as a switchgear cabinet.
    • 00:21:02
In fact, it will almost completely disappear.
    • Frank HancockMember, Architectural Review Board
    • 00:21:07
Yeah, and then I think we would just be looking into plant type I think would be critical as something that would completely screen it.
    • SPEAKER_00
    • 00:21:15
      Right.
    • 00:21:16
And you would want that plant material to last all year round also so you don't have times of the year where the plant material is not growing and now the equipment is visible.
    • 00:21:27
      Correct.
    • SPEAKER_07
    • 00:21:28
      Okay.
    • Frank StonerMember, Architectural Review Board
    • 00:21:31
      Hey, Chris.
    • 00:21:33
      Sorry.
    • 00:21:33
Just wondering, Chris, could you pull up those elevations?
    • 00:21:37
I'm looking at them on my screen, but I think it's helpful in this conversation to at least be able to identify exactly where the switch gear is.
    • 00:21:48
And also I had a question about the white paneling as well, where it turns the corner.
    • 00:21:55
If you look at the south elevation, it
    • 00:21:59
It looks like that white panel terminates.
    • 00:22:03
And then there's like a red, yeah, there's a red bar, which I would have expected to be white.
    • 00:22:09
      Right.
    • SPEAKER_00
    • 00:22:09
Actually, in the design, that sidebar is all red color.
    • 00:22:13
It's a discount tire red, which has already been changed here to a more mutated color.
    • 00:22:20
But in the new brand image, it's a thin red line that you see from the sides that mimics the discount tire red color.
    • Frank StonerMember, Architectural Review Board
    • 00:22:28
      I see.
    • Khris TaggartSenior Planner
    • 00:22:28
Let me go to the previous highlighted.
    • Frank StonerMember, Architectural Review Board
    • 00:22:33
      Okay, I see.
    • SPEAKER_00
    • 00:22:35
So your observation is correct, Fred.
    • 00:22:37
It is white that turns to red on the side.
    • 00:22:43
And going back to the white ACM, when I was talking about that, that whole thing is a package with their branding.
    • 00:22:51
So it would have been nice to keep that red and the white in the front if the board is acceptable to it.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:23:06
Frank Stoner, did you have any other questions?
    • Frank StonerMember, Architectural Review Board
    • 00:23:09
      I don't think so.
    • 00:23:10
There's no portion of that red strip that's visible on the white panel in front.
    • 00:23:15
It's only visible once you turn the corner.
    • SPEAKER_00
    • 00:23:18
      Correct.
    • 00:23:19
      That's right, Frank.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:23:20
      OK.
    • 00:23:22
While we're on these images, if I could, and Chris, I'm sorry, I'll get to you in just a second for questions.
    • 00:23:26
But since Frank Hancock brought up the question of the switch gear, if you scroll down, I guess, and go to the
    • 00:23:36
      Floor Plans, Chris.
    • 00:23:40
There you can see the switchgear extends beyond the face of the building.
    • 00:23:44
And I was a little bit confused if that's a pad for the electrical switchgear and if that actually represents the box or the rectangle.
    • 00:23:52
How is the screen that's flush with the wall, I assume, going to screen that system?
    • SPEAKER_00
    • 00:23:59
Well, we have done this in the past in multiple states where the screen is actually composed of
    • 00:24:06
and Gates also around the switch gear so you actually have those openable gates because that switch gear needs to be serviced very seldomly but it does need to be serviced at times and then you need to have access.
    • 00:24:19
In other cases we have done a trellis which is removable
    • 00:24:23
So they completely remove it, not removed by the general public, but only with specialized trades that can come in and remove it, work on the switchgear and reinstall it back on.
    • 00:24:33
But that then affects the plant growth and everything else too.
    • 00:24:37
Usually doing the gates works out much better because it maintains the continuity of the vines and everything else.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:24:45
So you're saying that there would be a
    • 00:24:48
Trellis that would essentially come along the face of the building and then go up and around the switch gear and then continue again on the face of the building?
    • SPEAKER_00
    • 00:24:54
Well, it will be a straight line in front of the switch gear, but that straight line will have built-in gates in it, which allow it to open.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:25:04
      Okay.
    • 00:25:06
So the entire panel will be offset from the face of the building?
    • 00:25:10
      Correct.
    • SPEAKER_00
    • 00:25:11
      Yes.
    • 00:25:12
So there will be no green screen that's adjacent or on the face of the building?
    • 00:25:17
      Correct, not at that location.
    • 00:25:18
The other locations, they will be up close to the building wall and anchored to the wall itself, but at the switch gear, it will be more offset.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:25:26
      Okay.
    • SPEAKER_00
    • 00:25:28
      Great.
    • 00:25:28
      Okay.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:25:28
      Thank you.
    • 00:25:31
      Chris Henningsen, any questions?
    • 00:25:33
      Sorry.
    • 00:25:37
      Sorry, Frank.
    • 00:25:38
      We'll come back to you.
    • 00:25:40
      Yeah, no problem.
    • Chris HenningsenMember, Architectural Review Board
    • 00:25:42
      Chris Henningsen?
    • 00:25:45
Getting back to the switchgear, is that in plan, what we're looking at right now, where the switchgear box appears to be about three feet wide, or at least the panel, the screen panel covering it would have to be about three feet away from the wall.
    • 00:26:06
      Is that accurate?
    • 00:26:07
Do you know approximately how deep that switchgear cabinet is?
    • SPEAKER_00
    • 00:26:12
The switchgear cabinet usually is about six feet wide by two feet deep and the trellis would be a foot away from the switchgear so it'll be three feet from the wall and the width is much larger because I think the goal was to mimic the garage doors on the other side.
    • Chris HenningsenMember, Architectural Review Board
    • 00:26:32
I'm just wondering if it's going to have the same visual effect in reality being three feet away from the wall as opposed to the other panels which are right on the wall.
    • 00:26:46
I wonder if it's, you know, in elevation it all looks exactly the same but, you know, in reality it's, I think, going to look a little bit different and I'm just wondering
    • 00:26:58
if that is going to work visually.
    • SPEAKER_00
    • 00:27:03
So you're concerned, Christian, about the side being visible because of it being open?
    • Chris HenningsenMember, Architectural Review Board
    • 00:27:10
Yeah, I guess so that three foot gap between the screening and the actual wall of the building, the switch gear to inhabit that area,
    • 00:27:23
It's not going to look like a panel that's against the building.
    • 00:27:27
It's going to be this freestanding panel that's like three feet away from the building.
    • 00:27:33
So I think driving by in a car
    • 00:27:40
I mean, really, much of what we're talking about on this side of the building, I don't think is gonna be all that visible, but at least as a straight on shot, like if you're looking at the front of the building, for example, from Seminole Trail, you're actually gonna see this three foot gap between the freestanding screen panel.
    • SPEAKER_00
    • 00:28:02
      You're right.
    • 00:28:03
      You're right, Christian, about that.
    • 00:28:04
So let me take it back to Discount Tire and see if we can do a return panel.
    • 00:28:10
or best would be to just relocate it elsewhere and them to just take on the added cost of running extended primary lines.
    • 00:28:20
I can take that back to them and maybe present some solutions.
    • Chris HenningsenMember, Architectural Review Board
    • 00:28:26
I'm just wondering if, I mean, even it might be a matter of the
    • 00:28:31
switched gear panel being painted the same color as the wall behind and just not having the screen panel in that location.
    • SPEAKER_00
    • 00:28:41
That would be very helpful, Chris.
    • Chris HenningsenMember, Architectural Review Board
    • 00:28:42
I mean, we can certainly do that.
    • 00:28:48
To me, it seems like having the screen offset is going to be more of a kind of visual
    • 00:28:59
would look less good than just having the switchgear painted to match the background and kind of disappear into the wall.
    • SPEAKER_00
    • 00:29:10
      I agree.
    • 00:29:11
And in fact, Chris, to be honest with you, majority of the stores have it painted to match the wall color.
    • 00:29:17
      You are right.
    • 00:29:18
I mean, doing that contraption around it is definitely more
    • 00:29:23
It's doing less harm, not as much good, you know?
    • Chris HenningsenMember, Architectural Review Board
    • 00:29:28
Yeah, I think, I mean, keeping them further back where they do kind of mirror the bay doors on the other side of the building makes sense.
    • 00:29:38
It's just this one particular location, you know, it looks better, I think, in elevation than I think would look in reality.
    • SPEAKER_00
    • 00:29:48
      I agree.
    • 00:29:50
In fact, if we just take that front one out and just paint the switchgear in the same wall color, I think that will make it blend much, much better.
    • 00:30:00
I think that's a great suggestion, Christian, if the rest of the board would agree.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:30:06
      I think that's a good idea.
    • 00:30:08
I think it's something we can talk about in discussion as well.
    • 00:30:12
And, you know, I'm also thinking about a situation we had, if I'm remembering correctly, this is years ago,
    • 00:30:18
at the, is it the vitamin shop across the street?
    • 00:30:23
Remember how there were some utilities on the side facing the entrance corridor, Margaret, and we had them screen them, and I think they built a screen fence around them, if I'm not mistaken.
    • 00:30:43
but another option here might be to simply do a small low screen wall that's made of the same material that that adjacent wall is made of if we're concerned about actually seeing the utility itself.
    • 00:31:02
Something we could talk about as an option.
    • 00:31:06
      Okay, great.
    • 00:31:08
      Well, thank you.
    • 00:31:11
Chris, any other questions or comments from the board for the applicant?
    • Chris HenningsenMember, Architectural Review Board
    • 00:31:16
No, I don't have any other questions.
    • 00:31:19
      Thanks.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:31:20
      OK, great.
    • 00:31:21
Carolyn, is there a member of the public who would like to comment on this?
    • SPEAKER_01
    • 00:31:27
      No, not at this time.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:31:28
      OK, that sounds good.
    • 00:31:31
      Well, applicant, thank you.
    • 00:31:33
We will now go into discussion.
    • 00:31:36
And I'll go around the horn again and ask for thoughts.
    • 00:31:40
This may be one of those situations where we kind of all come off mute and discuss different options, but I'll start with Frank Hancock.
    • Frank HancockMember, Architectural Review Board
    • 00:31:49
      Thanks, Fred.
    • 00:31:52
Yeah, it sounds like the applicant's willing to address all of staff's comments.
    • 00:31:59
I'll probably repeat what I said at the last review, but I think it's a really nice site plan.
    • 00:32:04
I think it's a vast improvement of what's out there now.
    • 00:32:10
I don't think the building will have a huge impact on the corridor.
    • 00:32:15
So, you know, to me, the white ACM panel, you know, maybe there's a visualization that shows that, you know, a little bit more accurately than kind of what we looked at.
    • 00:32:29
I mean, it's really, you know, the elevations and the perspective that we looked at, you know,
    • 00:32:38
They were more to show materials and not necessarily to show it in context.
    • 00:32:43
But I think having the understanding of the setback, understanding that additional area for landscaping out front, I think they have a minimal impact or could have a minimal impact.
    • 00:32:57
I appreciate the applicant's willingness to tone down the red.
    • 00:33:02
That's something we've seen a lot of is that one branded color a lot of times.
    • 00:33:08
The red in combination with the white might have read more like a, you know, more of a branded element.
    • 00:33:16
      So I think that's successful.
    • 00:33:21
The last thing I'll add, I think we need to think about this switch gear as something that needs to be screened completely.
    • 00:33:31
So Fred, I know you were mentioning, you know, whether that's an actual enclosure
    • 00:33:37
I think that would need to be solid.
    • 00:33:39
I don't know that a trellis with plants growing on it with an operable gate to me that I don't know that that would meet our requirements of being screened completely.
    • 00:33:52
Or as staff noted, maybe that's just it's relocated.
    • 00:33:59
Maybe the switch gear, you know, and the applicant can make the case to that it could be on that side, but just shifted a little bit further down or
    • 00:34:07
There's some strategic landscaping, some evergreens that would screen it completely.
    • 00:34:12
      So those are my thoughts.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:34:18
      Great, great thoughts.
    • 00:34:20
      Thanks.
    • 00:34:21
      Chris, any comments or thoughts?
    • Chris HenningsenMember, Architectural Review Board
    • 00:34:25
Yeah, I think I'm kind of to echo what Frank Stoner said a little bit earlier.
    • 00:34:31
I generally don't really have any big concerns about
    • 00:34:36
What's presented, I think we're just down to some finer grain details.
    • 00:34:43
So I personally don't have a problem with the white ACM panels considering that it's just one part of the building and part of the building that's going to have some pretty significant landscape in front of it.
    • 00:34:59
And other than that, I think figuring out a way to screen that electrical
    • 00:35:07
I feel like there is a better way than that landscape, the plant screen, but I don't think that's a real big hurdle.
    • 00:35:19
So I don't have any specific comments beyond what's mentioned in the staff report.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:35:29
      Great.
    • 00:35:29
      Thanks, Chris.
    • 00:35:31
      Mr. Stoner?
    • Frank StonerMember, Architectural Review Board
    • 00:35:34
Just for clarification, my understanding is that the switchgear is in a cabinet, is that correct?
    • SPEAKER_00
    • 00:35:42
Yes, it is in a cabinet.
    • Frank StonerMember, Architectural Review Board
    • 00:35:44
Okay, and that cabinet could be painted the same color as the wall.
    • SPEAKER_00
    • 00:35:47
      Correct.
    • Frank StonerMember, Architectural Review Board
    • 00:35:51
      Okay.
    • 00:35:52
Yeah, Fred, I would echo what I said before and I think what Chris said.
    • 00:35:56
I don't have an issue with the white panel.
    • 00:35:59
In fact, in some respects, I wouldn't mind seeing it actually wrap that corner rather than putting the red strip there, but that's not a big deal.
    • 00:36:09
I think, as the gentleman noted, I think we're seeing a lot of this rebranded architecture on all kinds of fast food and service.
    • 00:36:21
locations along the corridor, and so I think it's a clean look.
    • 00:36:27
I don't really have an issue with it.
    • 00:36:29
I tend to agree with Chris as well.
    • 00:36:31
I think they're better off to paint the cabinet if it can't be moved, and I can understand why they wouldn't want to.
    • 00:36:38
I think if it's painted the same color as the wall, given how far back this building is from the corridor, I just don't see it being an issue.
    • 00:36:48
      Thank you.
    • 00:36:50
So yeah, that's kind of where I am.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:36:57
      Great.
    • 00:36:57
      Thanks, Frank.
    • 00:36:59
So I'll echo much of what was said, starting with the ACM.
    • 00:37:03
I don't have a problem with the white ACM.
    • 00:37:05
I know we've seen it on other projects, like the Toyota dealership, I think, up on Pantops and maybe some other areas.
    • 00:37:12
I, like you, Frank, would prefer the, I mean, I don't have a strong feeling about this,
    • 00:37:20
I believe what we were asking for was a more muted color rather than the red edge.
    • 00:37:25
And one other option is rather than introducing another color to that panel, just having it be white.
    • 00:37:31
So wrap white along that narrow edge.
    • 00:37:34
So it seems like it's a uniform kind of monolithic piece, which makes sense to me.
    • 00:37:41
It's also very narrow on the edge.
    • 00:37:44
And I don't think you're going to see it much at all as you're driving along northbound.
    • 00:37:50
As far as the landscape, I'm not sure if we talked about the trees that are conflicting with the overhead lines and the applicant's ideas about possibly moving one of the larger trees into the parking area, but I would be very supportive of that as an option and then want to make sure that the lower screening shrubs that I think are below the overhead line are substantial and effective at screening the parking as much as possible.
    • 00:38:19
under there, so I'd be supportive of that.
    • 00:38:21
And then lastly, the switch gear.
    • 00:38:24
I generally agree with the idea that painting the panel to match the side of the building would be acceptable.
    • 00:38:32
My only concern, and maybe the reason why I would probably prefer
    • 00:38:36
Some form of a structural wall that's made of that same material facing the corridor is just to keep in mind precedent and what we've done if it's visible and if it's mechanical equipment from the entrance corridor.
    • 00:38:50
I know in other examples we've asked the applicants to be sure that there was either a fence or some sort of screen that would block it visually.
    • 00:38:58
and maybe that just needs to be on the side that's parallel with the entrance corridor.
    • 00:39:02
It doesn't even need to wrap, but because that might prevent or present difficulty with opening the doors on the switch gear.
    • 00:39:10
So maybe painting the cabinet and then a wall, small wall that disguises it parallel with the entrance corridor.
    • 00:39:16
I know we're not supposed to design these things, but it's just a detail.
    • 00:39:22
Then I think that was all of my comments.
    • 00:39:25
      So thanks everyone.
    • 00:39:27
Any bounce backs just quickly about the landscape and the conflict with the overhead line?
    • 00:39:34
Does anyone have any concerns with the applicant's idea of moving a large tree back into the parking area?
    • 00:39:46
      OK. OK, great.
    • 00:39:48
Well, Chris, can we pull up your recommendations?
    • 00:39:51
      We'll go through them.
    • Margaret MaliszewskiPlanning Manager
    • 00:39:54
I'm going to try to pull that up.
    • 00:39:56
Sorry for the technical issues earlier.
    • 00:39:58
      No problem.
    • 00:40:00
I'm going to try and share again, see what happens.
    • 00:40:11
Are you able to see my Word document?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:40:14
      Yes, we are.
    • Margaret MaliszewskiPlanning Manager
    • 00:40:16
      Great.
    • 00:40:18
The recommendation is for approval with the conditions that were listed in the staff report.
    • 00:40:24
I've highlighted a few here that sounded like you had most discussion on.
    • 00:40:32
I didn't hear discussion about the form and distribution of materials in number three.
    • SPEAKER_00
    • 00:40:39
      Oh, we can do that.
    • 00:40:40
      That's easy.
    • 00:40:40
We can align the storefront heights and everything the way they have been asked for.
    • 00:40:44
      We can do that.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:40:46
Maybe it's that last sentence, which talks about reducing the scale and revising the white ACM to a more muted color.
    • 00:40:56
      We just described that.
    • Margaret MaliszewskiPlanning Manager
    • 00:40:57
Just described this portion of it.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:40:59
      Yeah.
    • Margaret MaliszewskiPlanning Manager
    • 00:41:01
OK. And then number five says the same thing.
    • SPEAKER_00
    • 00:41:06
yeah and number four we can do a wing wall so that the gear is screened completely from Seminole Trail it will be in the same direction as the front edge so we can do a little wing wall that's attached to the building will be painted in the same color as the building it will screen the unit it will not hinder its opening of the doors and everything so make it functional also and at the same time it will screen it from Seminole Trail
    • Margaret MaliszewskiPlanning Manager
    • 00:41:35
If I understood that that's a wing wall and that would be to be screening the switch cabinet.
    • 00:41:42
Number four is talking about taking the trellises all the way down to the ground.
    • SPEAKER_00
    • 00:41:49
      Correct.
    • 00:41:50
To match the garage doors, but not the one in the front.
    • 00:41:53
Eliminate the one in the front by the switch gear.
    • Margaret MaliszewskiPlanning Manager
    • 00:41:56
      Correct.
    • 00:41:56
Do the ARB members want to keep number four as it's written?
    • 00:42:02
revised the plant values to extend down the elevation to match the form of the bay doors along the south elevation.
    • Chris HenningsenMember, Architectural Review Board
    • 00:42:11
That would make sense to me.
    • 00:42:12
      OK.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:42:14
It makes sense to me, yep.
    • 00:42:17
And remove the one other areas as well.
    • 00:42:20
      Sorry, Frank.
    • Frank StonerMember, Architectural Review Board
    • 00:42:22
Sorry, do we need to add that we're removing the one on the closest to the corridor there?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:42:28
      Yeah, good call.
    • 00:42:41
      Thank you.
    • 00:42:43
And then number seven, I think we are saying that relocation is still an option if the applicant chooses to go that direction, but an alternative could be to add a wing wall and paint the cabinet to match the building.
    • SPEAKER_00
    • 00:43:03
      Right.
    • 00:43:04
      All of it.
    • 00:43:05
      Yeah.
    • 00:43:05
And thank you for that too.
    • 00:43:06
      Thank you so much.
    • Frank StonerMember, Architectural Review Board
    • 00:43:21
And I guess we're asking them to consider relocation.
    • 00:43:27
So we might rather than saying revise site plan and consider revising.
    • Margaret MaliszewskiPlanning Manager
    • 00:43:48
The other one I'm tired of is number 11, revise the plan to provide additional planting area along the U29 frontage to accommodate required furnished trees free of utilities.
    • 00:44:00
Note that this will likely require the elimination of some parking spaces in the eighth space rear adjacent to the 29 frontage.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:44:08
Yeah, I think what we're saying is alternatively, the applicant may locate larger trees further into
    • 00:44:19
the planting area towards the building and one in the parking area to eliminate one parking space.
    • 00:44:44
      Does that sound right, everyone?
    • Frank StonerMember, Architectural Review Board
    • 00:44:47
      Yep.
    • 00:44:48
So again, I guess we change that revise to consider revising since we're providing it.
    • Margaret MaliszewskiPlanning Manager
    • 00:45:01
Just to be clear, it's not you can consider both of them to do nothing.
    • 00:45:08
      It's one or the other.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:45:11
      Is that accurate?
    • 00:45:16
      I don't know.
    • 00:45:18
      One or the other.
    • 00:45:20
Like, for example, with the switch gear, they can either relocate the switch cabinet to eliminate the visibility or add a wing wall and paint the cabinet to match the building.
    • 00:45:34
Is that what you were asking, Margaret?
    • Margaret MaliszewskiPlanning Manager
    • 00:45:37
      It is.
    • 00:45:37
Somebody might read it to mean you can consider either one and do nothing.
    • 00:45:43
      Got it.
    • 00:45:50
to make sure that, just to be sure that the app can understand that it's one or the other for both number seven and number 11.
    • Frank StonerMember, Architectural Review Board
    • 00:45:57
      Right, right.
    • Margaret MaliszewskiPlanning Manager
    • 00:45:59
      Okay.
    • Frank StonerMember, Architectural Review Board
    • 00:46:00
Can we go back to three for a minute?
    • Margaret MaliszewskiPlanning Manager
    • 00:46:03
      Sure.
    • Frank StonerMember, Architectural Review Board
    • 00:46:06
And I just question with regard to the scale of the, let's see, reducing the scale of the ACM Bay,
    • 00:46:18
I don't think we're asking them to do that anymore, are we?
    • SPEAKER_00
    • 00:46:25
      Right.
    • 00:46:25
That was my understanding that we are not doing that.
    • 00:46:27
      You are correct.
    • 00:46:28
      Right.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:46:32
      I think that's correct, Frank.
    • 00:46:34
In fact, I think just having it slightly higher helps to accentuate it and make it stand out as an entrance.
    • Frank StonerMember, Architectural Review Board
    • 00:46:42
      I agree.
    • 00:46:42
I like the current design better than pulling that down.
    • 00:46:46
      I do too.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:46:48
Chris and Frank, are you okay with those?
    • Chris HenningsenMember, Architectural Review Board
    • 00:46:51
Yeah, now I'm on board with that.
    • Margaret MaliszewskiPlanning Manager
    • 00:46:55
Would it be simpler to eliminate the first sentence from number three and then just say a line?
    • 00:47:01
      Yes.
    • SPEAKER_07
    • 00:47:02
      Will that work?
    • 00:47:04
      Yep.
    • 00:47:04
      Yep.
    • Margaret MaliszewskiPlanning Manager
    • 00:47:23
And I didn't hear discussion about the canopy.
    • 00:47:27
Do you want to keep this adding a canopy to the EC elevation?
    • SPEAKER_00
    • 00:47:33
      Is there a door there?
    • 00:47:36
Which one are we talking about, number eight?
    • Margaret MaliszewskiPlanning Manager
    • 00:47:39
We're still clarifying number three, where it says, it now says align the storefront heights on the EC elevation with those on the south side.
    • 00:47:52
adding a canopy to the EC elevation.
    • 00:47:56
My question is, does the ARB want to keep the phrase adding a canopy to the EC elevation?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:48:05
I don't see the need to do that.
    • 00:48:07
I mean, as Frank, you're pointing out, there is no actual entrance there, right?
    • Khris TaggartSenior Planner
    • 00:48:11
      I don't think so.
    • 00:48:12
      There is an entrance there.
    • SPEAKER_00
    • 00:48:14
Oh, there is on the entrance on the
    • 00:48:17
      No, there isn't.
    • 00:48:18
The entrance is on the other two sides, the longer sides.
    • 00:48:21
There is no entrance on the front elevation, if you will.
    • 00:48:25
If you want to pull up the floor plan, I can show you, Chris.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:48:32
Let me pull it up real quick.
    • 00:48:36
I see the one you're talking about, Chris.
    • 00:48:37
It does look like there's one face down from score.
    • 00:48:40
      Yeah, right there.
    • 00:48:44
      That's actually not under the
    • 00:48:47
White and going back right here.
    • SPEAKER_00
    • 00:48:52
      It's outside of that.
    • 00:48:53
Yeah, that's what I was trying to say.
    • 00:48:54
It's not within that white frame element, if you will.
    • 00:48:58
It's outside of that, but it is facing seminar trail.
    • 00:49:01
So are you thinking about a canopy above that, a trellis or a canopy above it?
    • Margaret MaliszewskiPlanning Manager
    • 00:49:14
I think the recommendation was made to add a canopy there because it's a more traditional part of a building front and emphasize that the front is facing the entrance corridor street even if it's not exactly the way the building's being used and adding a canopy there might help with the scale of that larger feature.
    • SPEAKER_00
    • 00:49:40
We can add a canopy there.
    • Khris TaggartSenior Planner
    • 00:49:44
Shifting, aligning, and adding a canopy.
    • SPEAKER_00
    • 00:49:48
Yeah, but the canopy would be, just so I understand correctly, only in that central portion.
    • 00:49:54
Not above the white frame or not over the red.
    • 00:49:56
It's just in the middle portion, if you will.
    • 00:49:59
      Is that what I understand?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:50:02
      I think that's what we're talking about.
    • 00:50:03
      Yes.
    • SPEAKER_00
    • 00:50:04
      Okay.
    • 00:50:04
      Yeah.
    • 00:50:04
      All right.
    • 00:50:05
      Yeah.
    • 00:50:05
We can add a canopy there.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:50:10
ARB, are you okay with all of that?
    • 00:50:12
I know we're kind of in discussion, but it's sort of also a conversation.
    • Margaret MaliszewskiPlanning Manager
    • 00:50:23
So can you see the word document again?
    • 00:50:26
      Yeah.
    • 00:50:27
Okay, so maybe just for clarity here, we'll say adding a canopy to the middle bay of the EC elevation.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:50:35
      Yeah, that'll be helpful.
    • Margaret MaliszewskiPlanning Manager
    • 00:50:44
Are there other items on the list that board members would like to look at?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:51:01
      I think we're good.
    • 00:51:04
      Sounds like we're okay.
    • 00:51:07
      All right.
    • 00:51:07
Well, with those changes, does anybody want to tackle a motion?
    • SPEAKER_07
    • 00:51:24
      I'll make a motion.
    • Frank HancockMember, Architectural Review Board
    • 00:51:26
I'm going to need some help.
    • 00:51:34
I'll move to approve the certificate of appropriateness for ARB-2021-131.
    • 00:51:41
Discount tire final site plan with the conditions listed in the staff report amended as follows.
    • 00:51:50
      Edit number three to read
    • 00:51:53
Aligned the storefront heights on the EC elevation with those on the south side, adding a canopy to the middle bay of the EC elevation.
    • 00:52:00
Edit number four to read or add the sentence, remove the trellis closest to the EC street to number four, strike number five.
    • 00:52:16
Edit number seven to read, consider revising the site plan
    • 00:52:22
to relocate the electrical switch cabinet to eliminate visibility from the EC.
    • 00:52:26
Alternatively, add a wing wall and paint the cabinet to match the building.
    • 00:52:31
Add a node to the site plan to identify the cabinet.
    • 00:52:37
Edit number 11 to read, consider revising the plan to provide additional planting area along
    • 00:52:46
The route 29 frontage to accommodate required frontage trees free of utilities.
    • 00:52:50
Note that this will likely require the elimination of some parking spaces in the eight space parking row adjacent to the route 29 frontage.
    • 00:52:57
Alternatively, locate larger trees further into the planting area towards the building and one in the parking area, eliminating one parking space.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:53:09
      Masterful motion.
    • 00:53:13
      Do we have a second?
    • Chris HenningsenMember, Architectural Review Board
    • 00:53:15
      I'll second.
    • 00:53:15
That was quite an effort there.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:53:19
And Carolyn, could you call the vote, please?
    • SPEAKER_01
    • 00:53:24
      Yes.
    • 00:53:25
      Mr. Stoner?
    • 00:53:27
      Aye.
    • 00:53:28
      Mr. Hancock?
    • 00:53:29
      Aye.
    • 00:53:30
      Mr. Henningsen?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:53:32
      Aye.
    • SPEAKER_01
    • 00:53:33
      Mr. Missel?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:53:35
      Aye.
    • 00:53:35
      Thank you.
    • 00:53:36
      Thank you, Chris.
    • 00:53:37
      And thank you, applicant.
    • SPEAKER_00
    • 00:53:40
      Thank you so much, everybody.
    • 00:53:41
This was very helpful and very engaging a discussion.
    • 00:53:45
      So appreciate everybody's time.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:53:47
      Thanks for your collaboration.
    • 00:53:49
      We appreciate it, too.
    • 00:53:50
      Thank you.
    • 00:53:51
All right, we will now move on to the second regular review item, which was the first ARB 2021-126 Chipotle.
    • 00:54:04
Margaret, do you have your presentation?
    • Margaret MaliszewskiPlanning Manager
    • 00:54:06
I am going to try to share this again, see if it works this time without crashing my computer.
    • Frank HancockMember, Architectural Review Board
    • 00:54:14
One thing to know, Fred, I forgot to mention this at the beginning.
    • 00:54:17
I will need to leave the meeting at 1.25 or so.
    • 00:54:21
      I apologize.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:54:22
      2.25?
    • Frank HancockMember, Architectural Review Board
    • 00:54:23
      Excuse me.
    • 00:54:24
      Yes, 2.25.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:54:26
      OK, sounds good.
    • 00:54:28
      Thanks, Frank.
    • 00:54:31
We'll still have a quorum of people over.
    • SPEAKER_07
    • 00:54:41
Are you able to see my PowerPoint slide?
    • Margaret MaliszewskiPlanning Manager
    • 00:54:43
      Yes.
    • 00:54:45
      Just one, not two?
    • SPEAKER_01
    • 00:54:46
      Good, okay, great.
    • Margaret MaliszewskiPlanning Manager
    • 00:54:50
Okay, this is a proposal to replace an existing vacant restaurant building in the Hollymead Town Center with a new structure that houses a Chipotle restaurant.
    • 00:54:59
The building is located just north of the PetSmart store and south of the Target store and parking lot, and it's immediately adjacent to Route 29.
    • 00:55:08
The existing building was approved by the ARB as part of the ARB in the hometown center, and the approved design is closely coordinated with the other buildings in that shopping center.
    • 00:55:20
Proposed building design would maintain a minimal connection to the other buildings by using the same brick for the lower portion of the walls.
    • 00:55:29
The proposed design incorporates new elements that would reduce the connection of the new building to the existing buildings, and they include a gray color for the upper wall,
    • 00:55:37
A metal element at the drive-through window and another feature on the drive-through elevation that's composed of a series of metal tubes.
    • 00:55:48
This design also uses less detail to break up the walls than the other buildings in the shopping center.
    • 00:55:54
And this is particularly evident in the ethos band at the top of the wall that's very tall.
    • 00:55:59
Because the ethos element appears top heavy, we've recommended that it be revised to be reduced in height or to incorporate detailing to reduce the scale.
    • 00:56:07
And we've also recommended that additional information be provided to clarify the appearance of the metal tubes.
    • 00:56:15
The proposed building is smaller than the existing one, and a drive-through lane is proposed around the north, south, and east sides of the building, and it's at east side of the entrance corridor.
    • 00:56:26
The proposal also retains the screening wall on the entrance corridor side of the site, and it extends that to enclose a new dumpster.
    • SPEAKER_01
    • 00:56:37
Margaret, your slides are not moving at all.
    • 00:56:39
      They're not moving?
    • 00:56:41
You're still on the first slide that says what the project is.
    • Margaret MaliszewskiPlanning Manager
    • 00:56:46
Well, I am having trouble then with this.
    • 00:56:53
I don't know how to fix that.
    • 00:56:54
      Let me stop sharing.
    • 00:56:57
Chris Taggart, are you still with us?
    • 00:57:03
Could you pull up my presentation and I will run through it again?
    • SPEAKER_07
    • 00:57:07
I'm still having this issue of
    • Margaret MaliszewskiPlanning Manager
    • 00:57:18
I'm just having this odd issue where I now can't get out of my PowerPoint.
    • 00:57:25
      What are you all seeing?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:57:28
      Nothing.
    • 00:57:30
      Nothing is being shared.
    • SPEAKER_01
    • 00:57:32
Yeah, we're just seeing the gallery.
    • 00:57:35
      OK. Well, that's good.
    • Margaret MaliszewskiPlanning Manager
    • 00:57:39
Chris, are you able to find my presentation for us?
    • Khris TaggartSenior Planner
    • 00:57:43
      OK.
    • 00:57:44
      They're reviewing it now?
    • SPEAKER_01
    • 00:57:46
I can see it, but it's the whole thing.
    • 00:57:48
      It's not in presenter mode.
    • 00:57:50
      There you go.
    • 00:57:52
      Here we go.
    • Margaret MaliszewskiPlanning Manager
    • 00:57:53
      OK, next slide, please, Chris.
    • 00:57:58
      Thank you.
    • 00:57:58
OK, again, quickly, sorry to repeat.
    • 00:58:01
We have something to look at.
    • 00:58:03
This is a proposal to replace the existing restaurant building that was the TGI Fridays at the Hollymead Town Center.
    • 00:58:11
It would be replaced with a new restaurant building.
    • 00:58:14
Again, it's located just north of Petsmart
    • 00:58:16
south of Target in the parking lot, and it's adjacent to the Route 29 entrance quarter.
    • 00:58:21
      Next slide, please.
    • 00:58:24
      Thanks.
    • 00:58:25
The existing building, if you can hit your...
    • 00:58:28
There should be an animation there, Chris.
    • 00:58:32
      You can just...
    • 00:58:33
      There you go.
    • 00:58:35
So that building was approved by the ARB as part of Area B in the Hollymead Town Center and the approved design.
    • 00:58:40
      There's another taproom.
    • 00:58:42
      Thank you.
    • 00:58:43
It's closely coordinated with the other buildings in the shopping center.
    • 00:58:46
      Next slide, please.
    • 00:58:49
That proposed design would maintain a minimal connection to the other buildings in the shopping center by using the same brick on the lower portion of the walls.
    • 00:58:59
The proposed design incorporates new elements that are not in the shopping center.
    • 00:59:04
      That's that gray color alcohol.
    • 00:59:06
      There you go.
    • 00:59:06
      Thank you.
    • 00:59:07
A metal element of the drive-through window.
    • 00:59:10
      There you go.
    • 00:59:11
And another feature on that wall, which is those series of metal tubes.
    • 00:59:17
      Thanks, Chris.
    • 00:59:19
The design also uses less detail to break up the walls than the other buildings that are in the shopping center.
    • 00:59:24
And this is evident mostly in the ethos band at the top of the wall.
    • 00:59:29
It's very tall, appearing top heavy.
    • 00:59:34
And so we've recommended that it be revised to be reduced in height to incorporate or to incorporate detail and to reduce that scale.
    • 00:59:42
      Okay, next slide, please.
    • 00:59:46
The proposed building is smaller than the existing one.
    • 00:59:49
The drive-through lane, thank you, is proposed around the north, south, and east sides of the building, and that east side is what faces the entrance corridor.
    • 00:59:58
      Next slide.
    • 01:00:01
The proposal also retains the screening wall on the entrance corridor side of the site, and it extends to enclose a new dumpster.
    • 01:00:09
And I think there should be some highlighting there, Chris.
    • 01:00:11
There you go, and one more.
    • 01:00:14
There you go, and there's the dumpster.
    • 01:00:15
      Okay, next slide.
    • 01:00:17
Extension of the wall would be completed with materials to match the existing, and the drawings show the wall as a solid wall.
    • 01:00:24
      Next slide.
    • 01:00:26
But the existing wall includes some windows, an arrow to point that out, thanks.
    • 01:00:31
And those windows don't provide a view into any interior space, but they do help break up the length of that wall, and so we've recommended that they be retained.
    • 01:00:39
      Next slide.
    • 01:00:42
The landscape plan that was previously approved for this portion of the development includes a substantial quantity of trees and shrubs along the entrance corridor.
    • 01:00:50
      Next slide.
    • 01:00:53
And when the leaves are on the trees, visibility of that existing building is very much reduced.
    • 01:00:58
And when the leaves are off the trees, the structure is readily visible through the landscaping.
    • 01:01:03
      Next slide.
    • 01:01:06
The proposed landscape plan does not show the full extent of the landscaping that was previously approved.
    • 01:01:13
So we've recommended that the plan be revised to make it clear that the previously approved frontage landscaping is to remain in place.
    • 01:01:21
      Next slide.
    • 01:01:23
New lighting is proposed for the site and the building, and we've made several recommendations to make the lighting consistent with the entrance corridor guidelines and with the lighting in the rest of the shopping center.
    • 01:01:35
      There we go.
    • 01:01:37
So that's the end of the slides that I have to show you.
    • 01:01:42
The action that you want to take today is an action on the initial site plan and to provide comments on both the site and architectural design for the next submittal.
    • 01:01:53
Our recommendation is to recommend approval of the initial plan without conditions.
    • 01:02:00
And I can pull up a more readable list of those
    • 01:02:04
conditions when you are ready to see them.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:02:12
      Great.
    • 01:02:16
      Thank you, Margaret.
    • 01:02:18
      That was very helpful.
    • 01:02:20
I'll ask the ARB members now if you guys have any questions.
    • 01:02:23
      I'll start with Chris.
    • 01:02:25
      Any questions for Margaret?
    • Chris HenningsenMember, Architectural Review Board
    • 01:02:27
      Margaret, thanks for that presentation.
    • 01:02:29
I don't have any questions at this point.
    • 01:02:32
      Thanks.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:02:33
      Thanks, Chris.
    • 01:02:34
      Frank Hancock?
    • Frank HancockMember, Architectural Review Board
    • 01:02:36
Yes, Margaret, is the existing screen wall the only element that is to remain?
    • 01:02:43
      It's not a renovation.
    • 01:02:46
      It's a teardown in a new building.
    • Margaret MaliszewskiPlanning Manager
    • 01:02:49
That's what it looks like to me, yes.
    • Frank HancockMember, Architectural Review Board
    • 01:02:51
OK. Just curious, do you know much about the history of the windows that are in that screen wall?
    • Margaret MaliszewskiPlanning Manager
    • 01:03:01
      Yeah, do you have?
    • 01:03:03
Is there something in particular you're wondering or?
    • Frank HancockMember, Architectural Review Board
    • 01:03:05
Although you're gonna say you have a lot of time for me to tell you the story.
    • Margaret MaliszewskiPlanning Manager
    • 01:03:12
When that section of the center was reviewed by the ARB, there was a lot of concern about having the backs of the building spacing the street and having blank walls facing the street.
    • 01:03:22
And so that was, that treatment was settled on to make that design.
    • Frank HancockMember, Architectural Review Board
    • 01:03:32
So that was, they were kind of as a result of the ARB review, came out of ARB review?
    • Margaret MaliszewskiPlanning Manager
    • 01:03:40
      Yes.
    • 01:03:42
      Yeah, that's my memory.
    • 01:03:43
You also have, you have like a different treatment on the target, on the target wall.
    • 01:03:50
There's not exactly all true windows.
    • 01:03:54
So another treatment was tried there.
    • 01:03:56
And at the moment I forget what's on the PetSmart side of the building, but that was the ARB trying to,
    • 01:04:02
make sure that more of an active elevation facing the street.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:04:09
      Okay, thank you.
    • 01:04:13
      Thanks, Frank.
    • 01:04:14
      Frank Stoner?
    • Frank StonerMember, Architectural Review Board
    • 01:04:16
      Thanks, Margaret.
    • 01:04:17
I don't have any questions right now.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:04:21
      All right, thanks.
    • 01:04:22
Margaret, I just have one question.
    • 01:04:24
This may sound kind of silly, but if they are retaining the existing screen wall,
    • 01:04:31
What visibility is there of this building with that existing screen wall there from the entrance quarter?
    • Margaret MaliszewskiPlanning Manager
    • 01:04:38
Right, well, based on the existing building, again, when the leaves are on the trees, the visibility is very much reduced.
    • 01:04:45
But just driving by last week with the leaves off the trees, you can see right, you get a clear view of it.
    • 01:04:52
It's not a long sustained view, but the parts of the building and definitely the screen wall are visible.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:05:02
      Got it.
    • 01:05:03
And sort of from an oblique angle, more than the building sticking above the screen wall?
    • 01:05:08
Or is it above the screen wall also?
    • Margaret MaliszewskiPlanning Manager
    • 01:05:15
      That's a good question.
    • 01:05:16
I don't know that you would see much of the building above the screen wall be more the screen wall and then an angled view of the overall.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:05:25
      Yeah, got it.
    • 01:05:27
      Got you.
    • 01:05:29
      OK, that's great.
    • 01:05:30
      Thank you.
    • 01:05:31
Applicant, do you have a presentation for us?
    • SPEAKER_04
    • 01:05:36
Hi, yes, this is Carter Baum with Kimley-Horn.
    • 01:05:38
I have a few things to add, I guess, regarding the screen while you are just discussing.
    • 01:05:44
If I can, I can share my screen and kind of show you what the street view looks like, if that's helpful.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:05:50
      Yes, thank you.
    • 01:05:51
Go ahead and do that here.
    • SPEAKER_04
    • 01:05:54
So this is, of course, with leaves on the trees, but here is your screen wall with the windows.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:06:00
      Carter, we're not seeing anything.
    • 01:06:02
At least I'm not seeing anything.
    • 01:06:05
      Okay.
    • 01:06:08
      There we go.
    • 01:06:10
      There we go.
    • SPEAKER_04
    • 01:06:11
      You see it now?
    • 01:06:12
      Okay.
    • 01:06:13
      Yeah.
    • 01:06:13
      All right.
    • 01:06:14
So here's the existing screen wall with windows.
    • 01:06:16
      It's about 17 feet high.
    • 01:06:18
We haven't taken a field measurement yet, but we believe it's about 17 feet high.
    • 01:06:22
And then on top of that,
    • 01:06:24
The road in front of the building sits an additional 17 feet below the finished floor of the existing building.
    • 01:06:31
So there's a significant amount of elevation change between where your car is sitting on the road and the building.
    • 01:06:38
So it's our belief that leaving this buffer in place and leaving the screen wall in place will significantly reduce any visual you have of the proposed building.
    • 01:06:46
The new building won't be towering over top of the screen wall by any means.
    • 01:06:52
So that's just one point I wanted to make as far as screen wall and plantings go.
    • 01:06:56
The only other thing I'll mention with regard to the ethos, again, we're going to do some field measurements and our architect is going to revise his drawing.
    • 01:07:08
Our intention is to match the surrounding buildings of the shopping center.
    • 01:07:12
We're not going to overdo the height of that ethos.
    • 01:07:16
      So we will get that
    • 01:07:17
Field measurement done before this next submittal and revise the architectural drawings to show a matching face to the surrounding buildings.
    • SPEAKER_07
    • 01:07:29
      Great.
    • SPEAKER_04
    • 01:07:31
And other than that, Margaret, thank you.
    • 01:07:33
We we don't have any other concerns with the comments you provided.
    • 01:07:36
Some of the lighting things you mentioned are no problem.
    • 01:07:38
We can get those we get that adjusted for you on the next submission.
    • 01:07:43
But yeah, happy to answer any other questions you guys have.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:07:47
      Excellent.
    • 01:07:47
      Great.
    • 01:07:48
      Thanks, Carter.
    • 01:07:48
      We appreciate it.
    • 01:07:51
Chris, do you have any questions for the applicant?
    • Chris HenningsenMember, Architectural Review Board
    • 01:07:57
Yeah, I guess when you said just now talking about taking the field measurements and kind of matching the ethos band, are you talking about the actual kind of profile and
    • 01:08:12
Detailing of that existing wall or is it just kind of the height of that existing or the proposed BFS band?
    • SPEAKER_04
    • 01:08:24
Yeah, so we don't have the measurement for what it is today and on those buildings in the wall.
    • 01:08:29
So that's what I was mentioning when I said field measurement.
    • 01:08:31
We're just going to take that measurement and copy that to the new building face.
    • 01:08:36
Is that, was that your question?
    • Chris HenningsenMember, Architectural Review Board
    • 01:08:38
Yeah, I guess if it would, you know, the existing wall and I guess the existing building has kind of this built up PFAS profile at the top, like, you know, like molding.
    • 01:08:51
Is the proposed gonna have a similar, you know, profile or is it, are you still talking about the, just kind of a flat panel at the top of the Chipotle?
    • SPEAKER_04
    • 01:09:06
Oh, no, we're trying to match just just like we're not trying to reinvent anything new here.
    • 01:09:11
      All right.
    • 01:09:12
      Thanks.
    • 01:09:12
      That was a.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:09:15
      Great, thank you, Chris.
    • 01:09:16
      Frank Hancock.
    • SPEAKER_07
    • 01:09:20
      Thanks, Carter.
    • Frank HancockMember, Architectural Review Board
    • 01:09:21
One quick question, the existing screen wall, that's really to be left as is right, the.
    • 01:09:28
Architectural rendering elevation showed it just as solid brick, but there's more detailing.
    • 01:09:35
In addition to those windows, is the intent to just leave it as it is?
    • SPEAKER_04
    • 01:09:39
      Yes, that's correct.
    • 01:09:41
      The windows will stay.
    • 01:09:42
We'll get that revision or that elevation updated.
    • 01:09:44
And I believe Margaret mentioned we're going to extend it to the left to incorporate the dumpster.
    • 01:09:50
That's just going to match the existing pattern that's out there.
    • 01:09:54
But yet everything where the windows are will remain as is.
    • 01:09:58
      OK, thanks.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:10:02
      Thanks, Frank.
    • 01:10:02
      Frank Stoner.
    • SPEAKER_07
    • 01:10:04
      Thank you, Carter.
    • 01:10:05
I don't have any additional questions.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:10:09
Thank you, Frank, and I do not either.
    • 01:10:12
So we appreciate, again, your time, Carter and Carolyn.
    • 01:10:18
Is there any public comment related to this application?
    • SPEAKER_01
    • 01:10:22
      No, there sure isn't.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:10:24
      OK, sounds good.
    • 01:10:26
Carter and other applicants, we will go into discussion now and go around the room.
    • 01:10:33
      in reverse order.
    • 01:10:34
Frank Stoner, any thoughts for discussion?
    • Frank StonerMember, Architectural Review Board
    • 01:10:40
      I don't think so, Fred.
    • 01:10:41
I'm pretty comfortable with what they've shown, subject to the modifications I think they've committed to.
    • 01:10:48
I don't think visibility is a big issue, given that photo from the entrance corridor kind of reinforced that.
    • 01:10:57
I just don't see it as being a big deal.
    • 01:11:03
      Uncomfortable.
    • 01:11:05
      Great.
    • 01:11:05
      Thank you.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:11:07
      Frank Hancock.
    • Frank HancockMember, Architectural Review Board
    • 01:11:10
      I agree with Frank Stoner.
    • 01:11:11
      I think it's a nice site plan.
    • 01:11:13
I like how they kind of weave the drive-through in and keep that existing screen wall.
    • 01:11:20
      It's a nice solution.
    • 01:11:22
No, I don't have anything to add on top of what's on the staff report.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:11:30
      Great.
    • 01:11:31
      Thanks, Frank.
    • 01:11:32
      Chris?
    • Chris HenningsenMember, Architectural Review Board
    • 01:11:33
Yeah, I also don't really have any concerns over and above the recommendations in the staff report or concerns about any of those recommendations.
    • 01:11:44
So I'm pretty comfortable with that.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:11:49
      Thanks.
    • 01:11:51
      Thank you.
    • 01:11:51
      This is an easy one.
    • 01:11:52
I share all of your thoughts and opinions.
    • 01:11:55
So I think we're all on the same page.
    • 01:11:59
I guess with that, Margaret, do we need to take a look at the staff recommendations?
    • 01:12:06
Sounds like there may not be any adjustments, but it doesn't look like we need to make a motion either, correct?
    • Margaret MaliszewskiPlanning Manager
    • 01:12:14
Actually, this is an action on an initial site plan and it looks like I'm going to have trouble sharing again.
    • 01:12:21
So I'm just, I'm going to run out of that if I can.
    • 01:12:27
      My computer is just unhappy.
    • 01:12:30
It is an initial site plan.
    • 01:12:34
So you would be making a motion and it would be for to recommend approval of the initial plan with the recommendations in the staff report.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:12:46
      Great.
    • 01:12:47
Do we have a motion to that extent?
    • Chris HenningsenMember, Architectural Review Board
    • 01:12:51
      I'll move to
    • Fred MisselVice Chair, Architectural Review Board
    • 01:12:57
      Do we have a second?
    • Frank StonerMember, Architectural Review Board
    • 01:12:59
      I'll second, sir.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:01
      Thank you.
    • 01:13:02
Carolyn, can you call the vote, please?
    • SPEAKER_01
    • 01:13:04
      All right.
    • 01:13:04
      Mr. Stoner?
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:05
      Aye.
    • SPEAKER_01
    • 01:13:07
      Mr. Hancock?
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:10
      Aye.
    • SPEAKER_01
    • 01:13:10
      Mr. Henningsen?
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:12
      Aye.
    • SPEAKER_01
    • 01:13:13
      Mr. Missel?
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:14
      Aye.
    • SPEAKER_01
    • 01:13:15
      Thank you.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:17
      Great.
    • 01:13:17
      Thank you.
    • 01:13:17
And thanks again to the applicant.
    • 01:13:19
Margaret, thanks for your help with that one.
    • 01:13:22
      Moving on to other business.
    • 01:13:24
There are two other business items for today.
    • 01:13:27
First one is, can I get a motion to adopt the November 15th, 2021 ARB minutes?
    • SPEAKER_07
    • 01:13:35
      So moved.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:38
      Second.
    • 01:13:38
      Second.
    • 01:13:40
      Great.
    • 01:13:40
      And vote please, Carolyn.
    • SPEAKER_01
    • 01:13:42
      Alrighty.
    • 01:13:43
      Mr. Stoner?
    • 01:13:45
      Aye.
    • 01:13:46
      Mr. Hancock?
    • Chris HenningsenMember, Architectural Review Board
    • 01:13:48
      Aye.
    • SPEAKER_01
    • 01:13:48
      Mr. Henningsen?
    • Chris HenningsenMember, Architectural Review Board
    • 01:13:50
      Aye.
    • SPEAKER_01
    • 01:13:51
      Mr. Missel?
    • Fred MisselVice Chair, Architectural Review Board
    • 01:13:52
      Aye.
    • 01:13:54
And the next meeting is scheduled for December 20th, 2021.
    • 01:14:01
I feel like we should have some sort of a Christmas party at that time, but we'll probably all be pretty getting sick of Christmas parties by that point.
    • 01:14:09
So maybe we don't want to have one.
    • 01:14:12
Is everybody planning to be able to be here for the 20th?
    • Frank StonerMember, Architectural Review Board
    • 01:14:16
I do not think I'll be here.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:14:19
      OK.
    • 01:14:21
Margaret, maybe if you could just check with Dade and make sure he's still able to make it.
    • 01:14:26
I do plan to make it as well.
    • Margaret MaliszewskiPlanning Manager
    • 01:14:29
      OK.
    • 01:14:31
Can I just jump in with two items real quick?
    • 01:14:39
Just a reminder that the first meeting in January is your annual meeting, and that's when we'll be adopting the meeting schedule for the year and electing chairperson and vice chair, so just keep that in mind.
    • 01:14:54
But we do like to get a jumpstart on getting the schedules for the year settled.
    • 01:14:59
So just wondering at this point, is everybody feeling still okay with first and third Mondays at 1.30?
    • 01:15:06
      Go ahead.
    • 01:15:09
      At one o'clock?
    • 01:15:12
      Everybody's still good with that?
    • 01:15:15
      Yeah.
    • Margaret MaliszewskiPlanning Manager
    • 01:15:16
      Okay.
    • 01:15:17
And then just a second item.
    • 01:15:20
On many of these projects, we do still have physical material samples that we receive and we are reviewing when we're preparing the staff reports.
    • 01:15:30
So when you're all looking at those reports, if you're wanting to see those samples, just give me or Chris a call and we can set up a time for y'all to come in and look at them.
    • 01:15:41
I've been meaning to include that little blurb when we let you know all the staff reports are ready and we have been failing to do that.
    • 01:15:50
So just wanted to make that note today.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:15:57
      Thanks.
    • 01:15:57
      Great.
    • 01:15:57
      Sounds good.
    • 01:15:58
      Thank you.
    • 01:15:59
      Thanks, Margaret.
    • 01:16:01
      Any other comments, questions, discussion?
    • 01:16:07
      All right.
    • 01:16:08
Well, Margaret, Carolyn, Chris, thank you all as always.
    • 01:16:11
And with that, I will adjourn the meeting until December 20th.
    • SPEAKER_07
    • 01:16:16
      See you all then.
    • Fred MisselVice Chair, Architectural Review Board
    • 01:16:17
      Thanks everybody.
    • 01:16:18
      Take care.
    • 01:16:19
      Bye.
