    • 00:01:37
      Thank you.
    • 00:01:38
      Sounds like no disclosures.

      Public comment.
    • 00:01:42
Carolyn, are there any members of the public wishing to comment on any items not on the agenda for review?
    • SPEAKER_00
    • 00:01:47
      Not at this time, no.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:01:49
      Thank you, Carolyn.
    • 00:01:50
We have no items on the consent agenda today and no work sessions, so we will move to our one regular review item.
    • 00:01:58
ARB 2021-109 Take 5 oil change.
    • 00:02:03
Chris, will you make your presentation?
    • 00:02:05
      Yes.
    • SPEAKER_06
    • 00:02:05
      Hold on one second.
    • 00:02:15
      All right.
    • Khris TaggartSenior Planner
    • 00:02:16
The application being reviewed today is the review of architecture and the final site plan to construct a 1,465 square
    • 00:02:30
Subject property is located on the north side of Route 250 at the intersection with Pantops Cornerway.
    • 00:02:36
ARB reviewed a rezoning for the overall Pantops Corner site in 2013, and since 2018 has approved site plans for the nearby self-storage building, hotel, and gas station.
    • 00:02:47
On August 16th, the ARB recommended approval of the initial site plan and provided comments on the preliminary architecture.
    • 00:02:55
To summarize the staff report, the focus is largely on the building's updated materials,
    • 00:03:00
      and the wall sign.
    • 00:03:04
The wall material of the full-size brick base has been revised from ephus to a thin brick, making brick the primary building material.
    • 00:03:12
The brick colors have been revised since the drawings were submitted, but in stats review of updated brick colors, they're expected to have an appropriate appearance.
    • 00:03:22
The Take 5 oil chain signs shown on the building elevations look like cabinet-style signs, which are not the preferred sign type in the entrance order.
    • 00:03:29
Illumination type is not indicated on the drawings, but external eliminations is preferred for the illumination of graphics.
    • 00:03:37
If internally illuminated, only the letters and number may illuminate.
    • 00:03:41
Pantone equivalents for the proposed signs have also not been indicated, but the red and yellow colors shown have the potential to be very intense and may not be appropriate for the entrance forum.
    • 00:03:52
While color samples would be required for review, no
    • 00:03:58
could allow for more flexibility and colors.
    • 00:04:02
Regarding the landscaping for the site, the row of shrubs along the frontage has been shifted within the parcel line and small planting islands have been added near the northeast and southeast corners of the building.
    • 00:04:13
The planting island visible from the entrance quarter helps to add visual interests along this end of the building, but it does little to break up the amount of paving between the building and the entrance quarter.
    • 00:04:24
Staff recommends approval of the final site plan where the revisions is
    • 00:04:27
      listed in the staff report.
    • 00:04:29
I'd be happy to answer any questions.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:04:34
      Thank you very much, Chris.
    • 00:04:35
So I'll ask members if they have any questions for staff, starting with Chris.
    • 00:04:45
      You're muted, but I saw a no.
    • SPEAKER_03
    • 00:04:48
      Yes, that's a no.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:04:50
      Thank you, Chris.
    • 00:04:52
      Frank Stoner.
    • Frank StonerMember, Architectural Review Board
    • 00:04:56
      I don't have any questions.
    • 00:04:57
      Thanks.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:05:01
      Fred.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:05:03
      Thanks, Dave.
    • 00:05:03
      Thanks, Chris.
    • 00:05:04
      Great presentation.
    • 00:05:05
      So quick couple of questions.
    • 00:05:06
One, you mentioned the Pantone colors for the sign.
    • 00:05:10
      Correct.
    • 00:05:11
And we don't have those yet.
    • 00:05:12
Can you remind me, it's been too long since I've seen it.
    • 00:05:16
Do we still have like the recommended shades of Pantone colors in red and yellow and the things that are not approvable?
    • 00:05:22
      We still have that.
    • 00:05:23
      Yeah.
    • 00:05:24
So provide that to the end.
    • 00:05:26
and the other thing is from a signage standpoint, did you, I may have missed this in your staff report, did you review the size of the sign relative to the building facade?
    • 00:05:36
Or is it a separate approval?
    • Khris TaggartSenior Planner
    • 00:05:37
It would be a zoning of a maximum allowed and then the ARB can, it can be reduced from that.
    • 00:05:45
Zoning allows the maximum allowable size limit, but an entrance quarter that might not always be the case, might be based off of the,
    • 00:05:55
of where the sign is being placed onto the building.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:06:00
      Got it.
    • 00:06:01
And so is the sign approval something that we're handling today?
    • Khris TaggartSenior Planner
    • 00:06:05
      No.
    • Fred MisselVice Chair, Architectural Review Board
    • 00:06:06
      That's it.
    • 00:06:08
      Thanks, Dave.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:06:11
      Sure.
    • 00:06:11
      Thank you, Fred.
    • 00:06:14
      Let's see, Frank Hancock.
    • Frank StonerMember, Architectural Review Board
    • 00:06:17
      I don't have any questions.
    • 00:06:18
      Thanks, Chris.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:06:21
      And thank you, Chris.
    • 00:06:22
This may be more of a question for the applicant.
    • 00:06:24
It looked like in some of the renderings there were a tree or two that appeared alongside the adjacent property.
    • 00:06:29
I guess that's the west side of the property.
    • Khris TaggartSenior Planner
    • 00:06:33
      Yeah, I noticed that, too.
    • 00:06:34
I wasn't sure if that was just a rendering because it didn't appear on the site plan.
    • 00:06:39
It was just in the renderings.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:06:41
OK, I didn't see those in the landscaping plan.
    • 00:06:44
And Chris, can you just confirm to the landscaping the number of trees and plants and everything is in compliance right now?
    • Khris TaggartSenior Planner
    • 00:06:51
      Say that in part again.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:06:54
The planting plan meets the portal.
    • 00:06:57
      Yes.
    • 00:06:58
      Thank you.
    • 00:06:58
      That's all.
    • 00:07:00
Would like to invite the applicant to make a presentation, Kevin Shaffer.
    • Kevin SchaferStudio Director
    • 00:07:07
      Good afternoon, everybody.
    • 00:07:08
      Hope everybody's doing well.
    • 00:07:10
I'm going to share my screen.
    • 00:07:12
Thank you, as always, to staff for your thoughtful comments and
    • 00:07:21
Adequate summary, very, very well presented, the major changes.
    • 00:07:25
The major changes, as Chris has already mentioned, is that we went to a field, the body of the building is now brick, a thin brick in lieu of the eaves, and the site plan has been revised to try and reduce the amount of asphalt
    • 00:07:42
through the introduction of a couple of landscaping islands that occur immediately adjacent to the garage door base.
    • 00:07:49
And I think they'll have a pretty high impact from the entrance corridor.
    • 00:07:53
I wanted to touch to briefly on the couple of comments from staff and address the questions that we heard from the board today.
    • 00:08:01
The reason that we had some refinement from the brick that was submitted until now is we like to get with Deb Brown at Allied Concrete who's just a great resource and she is very familiar with things like
    • 00:08:17
Freight considerations and availability considerations and things like that.
    • 00:08:21
So she directed us to two very, very similar bricks than what was called out originally.
    • 00:08:27
We went from the Feldhaus, which is a Glengarry product, a thin brick from the urban gray to the classic gray, just because it's available in the United States and it's in stock in certain areas.
    • 00:08:41
I wanted to answer Chris's question from the previous
    • 00:08:46
meeting when we had direction from the thin brick.
    • 00:08:48
This does have corners that appear to be the full dimensionality brick, and they have some edge caps and things like that.
    • 00:08:57
This is the Feldhaus, the Glengarry Feldhaus coming from Germany.
    • 00:09:03
      It's the thin brick.
    • 00:09:05
I have a sample of the white.
    • 00:09:07
      It's a very it's a smooth
    • 00:09:10
Brick, it's got a real modern look.
    • 00:09:13
      I think it's a real refined look.
    • 00:09:15
And I think in a classic gray, it's going to look really sharp.
    • 00:09:18
And then the other sample we have is the black satin that's switched from the carbon black, also a Glengarry product.
    • 00:09:29
This satin black is a US brick just due to availability and also because the carbon black was coming from Iowa.
    • 00:09:40
So freight costs were considerable given the small amount.
    • 00:09:44
I did want to point out that the black satin brick found along the base is going to be in a utility size.
    • 00:09:53
So it's more of a commercial size brick.
    • 00:09:57
      It's the bigger size brick.
    • 00:10:00
Regarding the signage, it's kind of always this odd overlap between
    • 00:10:08
The client and the owner who have their preferred sign vendors who's going to submit a sign application at a later date.
    • 00:10:15
We always take the comments that we get from the board and direct our clients and our owners towards the the entrance corridor sign guidelines, which spell out the the Pantone colors, as Chris mentioned.
    • 00:10:28
And we also always bring in the cabinet sign discussion.
    • 00:10:32
The owner has talked about channel letters and maybe an exterior lit
    • 00:10:38
logo that would comply with the entrance corridor guidelines.
    • 00:10:42
But as Chris mentioned, that would all be handled at the sign permit application.
    • 00:10:46
I just wanted to pass along that we do we do convey the entrance corridor guideline requirements from a signage perspective.
    • 00:10:54
So with that, I just I wanted to provide clarity on how we got to a little bit of our revisions with the BRIC.
    • 00:10:59
I want to again, thank staff and thank the board.
    • 00:11:02
And if you have any further questions for me, I'm happy to answer them.
    • SPEAKER_06
    • 00:11:13
      Thank you very much.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:11:15
So do you members have any questions for the applicant, starting with Greg Hancock?
    • SPEAKER_04
    • 00:11:21
      Yes.
    • 00:11:21
      Thanks, Kevin.
    • 00:11:22
      Great presentation.
    • 00:11:24
      One quick question.
    • 00:11:25
The thin brick, is that also the utility size?
    • Kevin SchaferStudio Director
    • 00:11:31
No, the thin brick would be a standard brick size, so the base is is a more, you know, wider, fatter dimensional brick, the utility brick.
    • 00:11:41
That's a full depth too, so we are going to have a physical water table there.
    • 00:11:45
And then it transitions to the thin brick, which is a more common size, the standard size, and the thin brick dimension.
    • 00:11:54
      Okay.
    • 00:11:55
      Thank you.
    • 00:11:57
      How was that?
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:11:59
      Thank you, Frank.
    • 00:12:00
      Fred?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:12:02
      Thanks, Dave.
    • 00:12:03
      Thanks, Kevin.
    • 00:12:04
      No questions from me.
    • 00:12:05
      I appreciate it.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:12:07
      Thank you, Frank Stoner.
    • Frank StonerMember, Architectural Review Board
    • 00:12:10
      Kevin, thanks.
    • 00:12:11
If you have a minute, can we just go back and look at the elevation?
    • 00:12:14
I don't know if you have an updated rendering reflecting the brick that you just showed us.
    • 00:12:23
And maybe that was on the rendering we looked at before.
    • 00:12:26
But if you could pull it up just one more time, just so I'm clear in my own head about.
    • Kevin SchaferStudio Director
    • 00:12:33
      Can you see my screen?
    • Frank StonerMember, Architectural Review Board
    • 00:12:34
      Yeah.
    • Kevin SchaferStudio Director
    • 00:12:35
      All right.
    • 00:12:36
Let me flip through to here.
    • 00:12:39
      OK.
    • 00:12:39
the base brick, kind of our lower heavier.
    • 00:12:47
      Sorry, what was that?
    • SPEAKER_06
    • 00:12:55
We can see your file tree, but we can't see the rendering.
    • 00:12:59
      All right.
    • Kevin SchaferStudio Director
    • 00:13:11
      Better?
    • Frank StonerMember, Architectural Review Board
    • 00:13:11
      Yeah, there we go.
    • Kevin SchaferStudio Director
    • 00:13:14
You would think after 18 months of Zoom meetings, and it's still, but every time, okay.
    • 00:13:20
The heavy brick masonry base that's found here, the darker color, that would be the U.S. brick, the black satin brick here.
    • 00:13:34
A little hard to hold up the shrub sample, but that's the utility size there.
    • 00:13:41
Pretty dark, has some cooler tones to it.
    • 00:13:46
And then the rest of the body here, other than our tower element, would be the thin brick in classic, right?
    • Frank StonerMember, Architectural Review Board
    • 00:13:54
The tower element is Evos, or?
    • Kevin SchaferStudio Director
    • 00:13:58
      Yeah, that remains as Eves.
    • SPEAKER_06
    • 00:14:00
      Okay.
    • 00:14:03
      Perfect.
    • 00:14:04
      That's my only question.
    • 00:14:05
      Thanks.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:14:08
      Thank you, Frank.
    • 00:14:09
      Chris?
    • SPEAKER_03
    • 00:14:12
So there's still a band on the side and then there's kind of a lintel statement over the garage door.
    • 00:14:20
Is that Efes also or is that, I think last time it was a break metal.
    • 00:14:27
      Is that what it is?
    • Kevin SchaferStudio Director
    • 00:14:29
      Yeah, that's correct.
    • 00:14:30
It would be like a frame out with a break metal wrap.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:14:37
Thank you, Chris, and thank you again, Kevin, for your presentation.
    • 00:14:40
I apologize if I missed it, but in terms of the trees that are shown in this view, I don't believe those are on the landscape plan.
    • 00:14:46
Is there an intention to lay them along the adjacent property?
    • Kevin SchaferStudio Director
    • 00:14:51
No, I think that was, I defer to the landscape plan as the correct one.
    • 00:14:56
I'm not sure if there was room there.
    • 00:14:58
It was an idea we had at one spot, and I think it was a layer that was turned on during the rendering process.
    • 00:15:02
      I apologize.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:15:03
      Yeah, that's quite all right.
    • 00:15:05
      Thank you for clarifying.
    • 00:15:07
      Don't have any other questions.
    • 00:15:09
Carolyn, are there any members of the public wishing to comment?
    • SPEAKER_00
    • 00:15:15
No, sir, not at this time.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:15:18
      OK, thank you.
    • 00:15:19
We'll go into discussion and I guess start off with Frank Stoner.
    • 00:15:24
And Chris, would you also go ahead and pull up the recommendations as we're discussing?
    • SPEAKER_06
    • 00:15:32
      Thanks, Dave.
    • Frank StonerMember, Architectural Review Board
    • 00:15:35
I don't really have much in the way of comments.
    • 00:15:38
      I think it's a nice application.
    • 00:15:40
      And it's pretty straightforward.
    • 00:15:47
I guess we, to your point, the trees that are shown along that boundary between this property and the, I forget what's adjoining, is it the store?
    • 00:15:58
      No, it's not the storage.
    • 00:16:00
What's immediately to the left of this?
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:16:02
I think it's at the O. Henry Auto Parts that's in the former.
    • Frank StonerMember, Architectural Review Board
    • 00:16:05
      Oh, that's right.
    • 00:16:05
      OK.
    • 00:16:07
So I guess there's that wall, but that's really not an issue for this for this application, at least in my mind.
    • 00:16:17
So anyway, I yeah, I don't really I think it's really nice plan and I'm prepared to support it.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:16:28
      Thank you, Frank, Chris.
    • SPEAKER_03
    • 00:16:31
Yeah, I'm also supportive of this.
    • 00:16:36
I think the changes that we've seen since the last go round are all positive, and I think it's appropriate.
    • 00:16:46
The substitute brick colors just seem similar to what's been proposed, so I think that's as long as they can just submit the documentation for that.
    • 00:16:59
You know, it doesn't seem like an actual change, just a substitution.
    • 00:17:03
      So that's all.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:17:06
      Thank you, Chris.
    • 00:17:08
      Fred?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:17:10
      Thanks, Dade.
    • 00:17:11
So, yeah, my only I agree with everything everyone said, so I'll save time and not repeat.
    • 00:17:17
The one thing I would still want to know more about is the sign.
    • 00:17:21
But I realize that that's a separate decision.
    • 00:17:23
And I appreciated the applicant showing the typical branding for Take Five.
    • 00:17:28
and the contrast to what we're actually seeing here, which is quite an extreme contrast.
    • 00:17:32
So thank you for that and look forward to seeing how things get worked out with the sign.
    • 00:17:37
One thing I'll mention is the exterior lighting option feels to me, I mean, I'm not, you know, we're not designing this, but it feels to me like it might lend itself to a gooseneck light fixture or something that could be an external source of light and maybe work out best.
    • 00:17:54
      We're all concerned.
    • 00:17:55
      That's it.
    • 00:17:56
      Thank you.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:17:58
      Thank you, Fred.
    • 00:17:59
      Frank Hancock.
    • SPEAKER_04
    • 00:18:02
I'm in agreement with my colleagues.
    • 00:18:04
I think it's a nice application and appreciate the applicant's willingness to make these changes and again, put forth a really nice package.
    • 00:18:18
      So thank you, Kevin.
    • 00:18:22
      Yeah.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:18:25
      Great, thank you, Frank.
    • 00:18:26
Yeah, I agree with all my colleagues and would just extend my thanks as well to the applicant, Kevin Yuen, Design Develop, always do a nice job presenting these.
    • 00:18:35
Appreciate the adjustments since our last meeting and appreciate you representing the guidelines, sharing them with your clients.
    • 00:18:43
      Thank you, guys.
    • 00:18:45
So with that, are there any changes necessary to the motion?
    • SPEAKER_06
    • 00:18:56
And if there are none, is anybody prepared to move?
    • Fred MisselVice Chair, Architectural Review Board
    • 00:19:02
      Sure.
    • 00:19:02
I'll move that we approve the certificate of appropriateness for ARB 2021-109, take five oil change with the conditions listed in the staff report as follows, without amendments.
    • SPEAKER_06
    • 00:19:15
      I'll second.
    • Dade Van Der WerfChair, Architectural Review Board
    • 00:19:17
      Thank you.
    • 00:19:17
