Frank Hancock
Member, Architectural Review Board
00:02:00
No.
Dade Van Der Werf
Chair, Architectural Review Board
00:02:01
Okay.
00:02:03
Great.
00:02:03
And that item for the record, of course, is ARB-2021-76 Galaxy Farm.
00:02:10
Great.
00:02:10
So it sounds like it remains on the consent agenda.
00:02:15
I guess we'll look for a motion to approve the consent agenda.
Frank Hancock
Member, Architectural Review Board
00:02:19
I'll move to approve the consent agenda.
00:02:22
Is there a second?
Dade Van Der Werf

Next, we'll go to regular review items.
00:02:42
There's one regular review item today, which Chris Taggart will present.
00:02:46
That's item ARB 2021-77, Take 5, Oil Change.
00:02:53
Chris, are you making a presentation?
00:02:55
Yes, Dave.
00:02:57
Second?
Khris Taggart
Senior Planner
00:03:03
Are you viewing the slideshow screen?
SPEAKER_00
00:03:21
Yes, we are.
Khris Taggart
Senior Planner
00:03:24
The proposal being reviewed today is the initial site plan to construct a 1465 square foot oil change facility with associated site improvements.
00:03:34
Subject property is located on the north side Route 250 at the intersection with Pantops Cornerway.
00:03:40
ARB reviewed a rezoning for the overall Pantops Corner site in 2013 and since 2018 has approved site plans for the nearby self-storage building, hotel, and gas station.
00:03:54
To summarize the staff report, the focus is largely on the building materials and its location relative to adjacent structures.
00:04:02
As viewed from the entrance quarter, the mix of walled materials established as the primary building material and the proposed masonry is in a shade of black, both of which are not reflective of the traditional architecture of the county.
00:04:16
Staff also noted that the placement of the building is not aligned with the neighboring structures along the entrance quarter, but bringing the building closer to the frontage appears to be unlikely.
00:04:26
Regarding the initial site plan, staff is recommending approval with the recommendations listed in the staff report addressed with the final site plan submittal.
00:04:35
I'd be happy to answer any questions.
Dade Van Der Werf
Chair, Architectural Review Board
00:04:40
Thank you very much, Chris.
00:04:43
Frank, do you have any questions?
00:04:46
No and all.
00:04:46
Thanks, Chris.
00:04:48
Thank you.
00:04:49
Chris?
Chris Henningsen
Member, Architectural Review Board
00:04:50
Yeah, I don't have any questions either.
00:04:52
Thanks, Chris.
Dade Van Der Werf
Chair, Architectural Review Board
00:04:55
None for me either.
00:04:56
Thank you very much, Chris, for your presentation.
00:04:59
Would you like to invite the applicant to make their presentation now?
Kevin Schafer
Studio Director
00:05:05
All right, thank you very much.
00:05:06
Let me share my screen here.
00:05:10
Can you see my screen?
00:05:13
Yes, thank you.
00:05:14
Great.
00:05:16
Good afternoon.
00:05:16
My name is Kevin Shaffer.
00:05:17
I'm the studio director for the Charlottesville Office of Design Development.
00:05:21
Joining me on the call today is Justin Shimp with Shimp Engineering who has performed the civil and site work for this submission as well as Austin Cox who is serving as the owner's representative for Take 5 oil change.
00:05:35
Thank you as always to both Chris and Margaret for their helpful guidance throughout the ARB process.
00:05:41
We appreciate the review and the thoughtful staff comments and we look forward to gathering input and comments from the board.
00:05:50
I'm pleased today to be presenting a proposed oil change facility along the Route 250 entrance corridor, immediately east of Free Bridge, as one of the remaining vacant parcels associated with the Pantops corner development.
00:06:04
Immediate adjacent uses along the vehicle-centric corridor include a Wawa convenience store and fuel dispensary, an O'Reilly auto parts store, and several automotive dealerships, including the Flow Mazda, BMW, and Volkswagen dealerships currently under construction.
00:06:23
The site itself is smaller than many adjacent parcels and therefore the proposed building is also comparatively smaller, but it is still within keeping of a corridor that houses various styles, forms, scales, and materials.
00:06:39
Take Five Oil Change is a rapidly growing national brand in the quick oil change service industry.
00:06:46
With over 500 locations across the nation, Take 5 is interested in the Pantops corner location because of the high daily traffic counts, the ease of access on and off the major corridor, and the adjacency to similar automotive service-based uses.
00:07:03
Understanding the Albemarle County-specific entrance corridor guidelines will alter the national brand standards for Take 5 buildings.
00:07:10
We are grateful that the owner and the national brand have approached the design with flexibility
00:07:16
to ensure compliance with the design standards.
00:07:19
Take Five's interest in this location is substantiated by their willingness to alter their brand design by taking direct cues from the language found in the design guidelines.
00:07:29
The proposed design responds directly to the entrance corridor guidelines to the following.
00:07:35
The traditional three-part composition found in traditional and historic structures within the area is on display here.
00:07:42
through the use of a strong, visually heavy masonry base, an eavesbody, and a cornice line marked by brake metal horizontal banding and coping trim.
00:07:53
The tower element features a traditional hipped roof clad in a traditional standing seam metal roof material.
00:08:02
The project takes many of its cues from its immediate adjacent context, particularly the material palette and roof forms found at the adjacent voilas
00:08:11
as well as the material and color palette of the adjacent O'Reilly's.
00:08:17
Being relatively small in scale, the proposed project continues to relate to a human scale and visually reduce its height by introduction of a horizontal band at the header of the 12 foot tall overhead bay doors.
00:08:30
Appropriate amounts of glazing and a legible and orderly rhythm help maintain a project of human scale while limiting any large swaths of blank ephs.
00:08:41
This band in combination with coping trim contributes to limiting any areas of blankness above the bay doors.
00:08:50
A simple legible material palette defines a cohesive whole complemented by a unifying flat roof found on the main body of the background building.
00:09:01
Long flat facades are eliminated by the introduction of this hipped roof tower element that elevates the roof to establish a hierarchy.
00:09:09
creating a location for signage and breaking the plane of the main roof by extending beyond the building formed by 12 inches.
00:09:19
Given the small scale and size of the building, the effectiveness of unifying groups is limited.
00:09:25
However, the repetition of the bay doors, the east columns, and the exterior lighting sconce does create a repetitive motif that contributes to the legibility of the cohesive whole and limits blankness along any facades.
00:09:40
We appreciate the staff's comments and would like to address them quickly now before we begin to gather feedback from the board.
00:09:50
We will be providing samples for all materials and colors as part of our final submission for site plan review.
00:09:55
And we're happy to add the standard window glass note to our architectural drawings.
00:10:00
A lighting plan will also be included with the final submission being mindful of the county's entrance corridor requirements as well as zoning requirements for lighting
00:10:09
including limiting light to below 20 foot candles at an individual spot, using fixtures with a color temperature below 3000 K and employing full cutoff fixtures.
00:10:20
We will be revising the landscape per staff's minor comments, including providing a three and a half inch caliber trees along the Route 250 entrance corridor and revising the plan to ensure the row of shrubs along that entrance corridor frontage remains within our parcel boundaries.
00:10:36
A sign permit application will follow separately, though the owners are aware of the entrance corridor sign specific guidelines.
00:10:46
We agreed with staff's comment number four regarding a dumpster enclosure that coordinates with the main building material palette, and we'll be proposing a six foot tall CMU dumpster enclosure that is clad in use and features composite board trim
00:11:01
Composite doors painted in the same Sherwin-Williams deep forest brown as the proposed metal trim and exterior doors found on the main building.
00:11:09
The dumpster enclosure will appear as an accessory structure to the main building, but will not draw attention to itself from the entrance corridor.
00:11:19
Regarding staff comment number five in the mechanical equipment, the majority of the building is unconditioned and open air, and the only conditioned area of the facility
00:11:29
are the manager's office, the waiting room, and an ADA restroom facility, all of which will be serviced by a P-TAC unit found in the facade facing away from the entrance corridor and therefore not visible.
00:11:42
Electrical service and meters will be located on the wall facing O'Reilly's and will also be limited from visibility due to the proximity of the adjacent structure.
00:11:53
Finally, we are interested to hear the board's thoughts on comment number two regarding revising the mix of wall materials to make brick the primary building material.
00:12:02
We incorporated the brick to help establish the masonry base of the building, and then used the east field to serve as the body of the building.
00:12:10
To us, the breakdown of the material was appropriate for the entrance corridor guidelines, and we took extra care to show score joints in the east in thoughtful, purposeful locations to incorporate a more panelized look.
00:12:22
that takes precedence from metal panels found throughout the adjacent automotive dealerships.
00:12:29
A concern in going to Albrick would be that the visually heavy masonry base that is being established may be lost.
00:12:35
However, we do acknowledge there are opportunities to either accentuate the tower element or complement the composition through the addition of more brick.
00:12:43
If the board feels staff's comment is warranted, we do have some options we would like to gather feedback on given the preliminary submission not requiring any action from the board.
00:12:53
And so with that, I'll conclude by expressing our gratitude again to county staff and the board.
00:12:59
We look forward to hearing any comments you may have, and I'm happy to answer any questions.
00:13:04
Thanks.
Dade Van Der Werf
Chair, Architectural Review Board
00:13:07
Thank you very much, Kevin.
00:13:08
Nice presentation and nice materials as always.
00:13:12
Let's see, I guess, Chris, do you have any questions?
Chris Henningsen
Member, Architectural Review Board
00:13:16
Just one, and I apologize because it's probably shown on the elevations, but
00:13:22
Intermediate band, the horizontal bands below the roof coping, that secondary one, is that also EIFS or is that break metal to match the roof band?
Kevin Schafer
Studio Director
00:13:40
That would be break metal.
00:13:42
Okay.
00:13:42
And it would protrude from the EIFS to slightly a couple inches.
00:13:46
Gotcha.
00:13:47
Okay.
00:13:47
Thanks.
Dade Van Der Werf
Chair, Architectural Review Board
00:13:50
Frank, any questions?
Frank Hancock
Member, Architectural Review Board
00:13:54
Thanks, Kevin.
00:13:55
Great presentation.
00:13:58
Just a quick question on the site plan.
00:14:00
I guess space between the building and 250, kind of that turnaround where you would come back around.
00:14:09
Is there any way to increase landscaped area there or is that kind of maxed out from the turning radii you need?
Kevin Schafer
Studio Director
00:14:20
That would be in this location here.
00:14:22
Let me go to the landscape plan, actually.
Frank Hancock
Member, Architectural Review Board
00:14:27
Yes, where your cursor is now, just as you exit the building, is that all necessary just to turn there, or is there any way to decrease the amount of asphalt increase?
Kevin Schafer
Studio Director
00:14:42
I'll let Justin jump in here.
00:14:44
I'll punt down on the turning radius questions.
Justin Shimp
Founder and Principal Engineer
00:14:50
Yes, one second.
00:14:52
Yeah, Justin Shimp here, the engineer for the project.
00:14:56
So the turning radius, I did not measure those, but I think it comes from there.
00:15:00
It's actually, we're short by like five feet of the company's desired standard.
00:15:06
It is, if you have a couple of cars coming out, I think if somebody, you want somebody to be able to pull forward, like if they have to pull out and kind of walk in and pay or something like that, and then a car come out and around them.
00:15:17
I think that's the origin of that depth.
00:15:19
So it's,
00:15:20
Maybe it could be cut a foot or two but I think if you it's 50 feet so if a car sticks out 20 feet you have to come around them 30 feet it's probably pretty tight.
00:15:30
We do actually have a fair amount of landscape room really if you look at the plan here there's I think 20 feet or so probably more space maybe than the Wawa had so we do need to pull our shrubs in so they're on our property but I think we were able to strike a reasonable balance here but I do but I think the reason for that sort of
00:15:49
Elongated Pavement Area, so somebody can pull out and you can kind of pull around them to keep traffic moving.
Frank Hancock
Member, Architectural Review Board
00:15:58
Thank you.
00:15:59
That was the only question I had, Dane.
Dade Van Der Werf
Chair, Architectural Review Board
00:16:04
OK, yeah, thank you, Frank, and I appreciate your asking that, I guess, to tag onto it.
00:16:10
Is there room between sort of the northern drive-through lane and then the northernmost return drive lane?
00:16:17
for any kind of landscape or planted area to reduce the overall asphalt effectively from that area drain back to the building in the zone.
Justin Shimp
Founder and Principal Engineer
00:16:35
So it's a small landscape island perhaps right in front of the office we're talking about?
00:16:44
Yeah, I think we, I need to double check with the site development, but I think we probably could put a little landscape island after, maybe Kevin could remind me of the doors.
00:16:58
I think the door comes in that side of the sidewalk.
00:17:01
Is that right?
Kevin Schafer
Studio Director
00:17:02
Yeah, that's correct.
00:17:03
But it is kind of centered right there, so.
Justin Shimp
Founder and Principal Engineer
00:17:06
There could potentially be a small right.
00:17:09
So for example, directly in front of that wall, not really there as easily, but really in the front of that, we could have a small landscape island in that zone.
00:17:18
And likewise, behind where there's the AC unit vent is there, I think there's some space for a little landscape island.
00:17:27
So to your left there, right there,
00:17:29
No one's going to drive right there, so I think that could be developed into a small landscape island where someone comes out and around basically.
Dade Van Der Werf
Chair, Architectural Review Board
00:17:41
Great.
00:17:41
It seems like it might be a nice way to relieve a bit the expansive asphalt there and maybe create a little more landscaping and buffering to the building.
00:17:49
But one related question is, does that return drive lane have to be on the north side of the building, or is there any chance that it would work equally well on the south?
00:17:58
I just think that might allow the building to be a little closer to the entry drive to the development and it would potentially remove vehicular traffic from the pedestrian approach to the door.
Justin Shimp
Founder and Principal Engineer
00:18:14
So basically mirror and essentially you drive around so you drive in
00:18:20
Again, I want to talk to the developer about that.
00:18:22
I think the only thing about that is it puts it sort of in a backwards circulation pattern when a driver's used to, you know, if it's in a one-way loop, basically, you kind of come in, you stay to the right and you swing around.
00:18:33
So I think, I think it's probably just an operational preference.
00:18:37
You know, it could be done, I think, but operationally, I think that would create sort of a crossing motion.
00:18:43
Some confusion.
00:18:44
Yeah, exactly.
00:18:45
This is a cleaner vehicle circulation.
Dade Van Der Werf
Chair, Architectural Review Board
00:18:47
Okay.
00:18:47
Well, thank you.
00:18:49
That's all of my questions.
00:18:51
Although I know you mentioned, Kevin, you had some options.
00:18:56
We haven't been into discussion about materials.
00:18:59
Personally, I think it would be interesting and worthwhile to consider some alternatives to EFS and adjust the overall proportion.
00:19:07
Recently, I think it was a Jiffy Lube and a Sleep Number installation.
00:19:14
I think both of which may have had some EFS, but
00:19:17
significantly less than as proposed here.
00:19:19
So be interested to see the options that you might have.
Kevin Schafer
Studio Director
00:19:24
OK. Yeah, that sounds great.
00:19:27
Happy to show.
00:19:28
One of the things we were considering is how to keep the legibility of the, you know, kind of the dark, visually heavy base that I keep referring to while introducing a brick field.
00:19:43
And then I think there is an opportunity to use the material to
00:19:48
Elevate the tower element and continue to establish that hierarchy.
00:19:52
One of the things we're still discussing internally is does the brick go on the tower element or does the the eafs go on the tower element?
00:20:04
Does the eafs go on the main body of the building?
00:20:08
We chose in this representation to show a gray brick that would
00:20:14
be on the main body of the building to further limit the amount of ephs we were having.
00:20:20
And one of the things that the ownership group asked me to discuss with you would be maybe the appropriateness or the acceptability of a thin brick.
00:20:36
This is a product that we're looking at from Glengarry, a thin brick veneer.
00:20:42
looks like a brick, but it's just a much thinner brick version.
00:20:48
Glengarry is a relatively high quality brick.
00:20:52
This would potentially be a brick that we would suggest for this color palette.
00:20:57
It still allows for the legibility of the dark masonry base.
00:21:03
And one reason that we felt the thin brick could be worthwhile
00:21:10
appropriate was that then we could have a water table at our base that kind of accentuated that base element and protruded proud of this main wall brick.
00:21:24
So those are the systems we're considering and sort of the application that we're considering going back to the thin brick in the body of the project.
00:21:39
with Love Board's input on that or thoughts on that.
Dade Van Der Werf
Chair, Architectural Review Board
00:21:45
Great, thank you.
00:21:45
I guess, Frank and Chris, any immediate thoughts?
Kevin Schafer
Studio Director
00:21:49
Yeah, man, would you mind zooming in a little bit?
00:21:51
It's tough for me to see.
00:21:53
Yeah, sorry.
00:21:54
We tried to put four on a single page here, but.
00:21:57
Thank you.
00:21:59
It's a little hard to see, but we would have a water table break here around the base, and then the brick would be basically everywhere, the main body.
Chris Henningsen
Member, Architectural Review Board
00:22:12
Can you clarify, and I think the higher end thin brick systems have this, but would this have the corner pieces where it at the corners looks like a full size brick or do you know, Calvin?
Kevin Schafer
Studio Director
00:22:33
You know, I don't know off the top of my head.
00:22:37
I can do a little bit of research and ensure that, but
00:22:42
I know what you're talking about in terms of the corner bricks that make it look like the real bricks.
Chris Henningsen
Member, Architectural Review Board
00:22:49
Yeah, I mean, in my opinion, thin brick, it's a real brick and it has a real joint.
00:22:58
So whether it's four inches nominally thick or one inch thick, it's what you see from the surfaces is the same.
00:23:09
The corners are the only place that you could
00:23:11
kind of tip your hand as far as it not being a real brick.
00:23:16
So just my personal opinion is that I would have absolutely no problem with a thin brick as opposed to a full brick veneer because at that point you're just talking about the composition of the wall and not what you perceive as the material of the wall.
00:23:38
So that's just my opinion on it.
Dade Van Der Werf
Chair, Architectural Review Board
00:23:44
Well, I'm inclined to agree with you, Chris, and appreciate you asking.
00:23:47
I share the same question about the corners, and I think as long as they can be convincing that it's a full dimensional brick, and they appear to be in the marketing material that Kevin is showing at the moment, would have no concern about that.
00:24:02
I think for my take, you know, if the facade facing the EC could be
00:24:08
fully brick or even more fully brick with brick at the tower element and the walls.
00:24:13
I think that might be still even more appropriate in the interest of economy to the extent that the facade's not visible from the EC.
00:24:21
I would not object to the applicant including some EFS there as a way to manage the overall material palette and budget.
Kevin Schafer
Studio Director
00:24:34
Noted.
00:24:35
One of the challenges that comes once you have a brick element on these tower is now we've got to structurally support that clear span, but obviously if it's the thin set brick that gets a lot more easy and simple.
00:24:50
At one time we had talked about the dark brick really taking over that whole
00:24:56
the entrance tower element and that became pretty challenging and costly from a structural perspective.
Dade Van Der Werf
Chair, Architectural Review Board
00:25:05
Well, and if it were helpful in the same way that the panel behind the take five signage might be EFS and framed into the overall brick tower, you can panelize potentially the sides of the tower.
00:25:19
If the corner is red as brick, I think that would be,
00:25:23
You know, more appropriate and traditional for our area.
Kevin Schafer
Studio Director
00:25:28
OK.
00:25:31
Yes, these elements here became the brick.
Dade Van Der Werf
Chair, Architectural Review Board
00:25:38
But I think, you know, overall, the form scale, massing, hierarchy, you know, got a good job with that.
00:25:44
So appreciate your willingness and the applicant's willingness to consider further refining the material.
00:25:53
Are there any other, sorry, I guess we've entered discussion for a bit.
00:25:57
Are there other items you'd like us to discuss or consider today, Kevin?
Kevin Schafer
Studio Director
00:26:02
I think all the other comments were relatively straightforward.
00:26:07
If there are any thoughts or concerns about the dumpster enclosure, that was one thing that was still a little bit open-ended from staff's comments.
Frank Hancock
Member, Architectural Review Board
00:26:24
One thought on the dumpster enclosure, is it tall enough?
00:26:35
Six feet tall.
Kevin Schafer
Studio Director
00:26:38
We can go to eight feet, I think is probably more standard and appropriate.
Frank Hancock
Member, Architectural Review Board
00:26:43
And that could be depending on, you know, what what goes in there, but.
00:26:49
No, I appreciate it, I appreciate you showing an option too, I think.
00:26:55
that the option you showed with an additional brick I think is more appropriate.
00:27:03
But I don't have any other questions.
00:27:05
If we're in, are we in discussion, Dade?
00:27:08
Are we still in?
Dade Van Der Werf
Chair, Architectural Review Board
00:27:11
Well, I just wanted to see if there were any other items to discuss.
00:27:13
I guess before we enter discussion formally, I should ask Carolyn if there are any members of the public wishing to comment.
SPEAKER_00
00:27:19
There is not.
Dade Van Der Werf
Chair, Architectural Review Board
00:27:21
Okay, thank you.
00:27:23
Then yeah, certainly we can enter discussion.
Frank Hancock
Member, Architectural Review Board
00:27:28
Yeah, I think great presentation.
00:27:30
I'll go ahead, Dade.
00:27:34
You know, I appreciate the economy of the site plan.
00:27:39
You know, if we could get a little landscaping in per Dade's suggestion, I think that would be nice.
00:27:48
Just it's just a large, expansive asphalt that it's not going to have any parked cars on it.
00:27:53
You know, it's more
00:27:56
that might be noticeable and might have an impact on the corridor.
00:28:00
But yeah, I agree with Dave, your comments on the massing, the scale, I think the composition is nice.
00:28:10
It's very similar to the Wawa.
00:28:12
I don't know how visible it will be just because of its size and the building it's right next to.
00:28:22
And there's a decent amount of landscaping
00:28:25
from the Wawa site coming down the hill.
00:28:30
Yeah, and I agree with staff's comments, but nice presentation.
00:28:38
And thank you for your willingness to work with us and share alternatives.
Dade Van Der Werf
Chair, Architectural Review Board
00:28:47
Thanks, Frank.
00:28:48
Chris?
Chris Henningsen
Member, Architectural Review Board
00:28:50
Yeah.
00:28:52
share the compliment on the quality of the presentation as usual.
00:28:57
And I guess to address a staff comment that we hadn't talked about, I personally am fine with the use of the non-traditional brick color.
00:29:10
I think just the use of brick is a nod to the traditional materials of the area.
00:29:19
So I think
00:29:21
using the gray brick or a combination of the dark gray and a lighter brick color would be appropriate.
00:29:30
And also to kind of share my agreement with Dade's comment about the massing, which I think is done very well for this application.
00:29:45
So that's about all for me.
Dade Van Der Werf
Chair, Architectural Review Board
00:29:52
Great, thank you, Chris.
00:29:53
Well, I'm just sad that I agree with my colleagues.
00:29:56
A nice presentation and appreciate the flexibility and willingness to work within the county guidelines and adjust the palette.
00:30:05
First to ask comments, I think like Chris, I'm comfortable with the use of gray brick and with some other contrasting color and the other brick above that to preserve that strong sense of a base.
00:30:19
Yeah, so I look forward very much to seeing the next
00:30:22
Next updated submission.
00:30:23
Are we ready to go to a motion and review of the staff's comments?
00:30:30
I guess, Chris, can you pull those out?
Kevin Schafer
Studio Director
00:30:34
I may need to stop sharing.
Dade Van Der Werf
Chair, Architectural Review Board
00:30:48
Right.
00:30:49
Chris, may I ask if you could zoom in a little?
00:30:50
I'm working with a small screen down.
Khris Taggart
Senior Planner
00:31:10
Are you able to view it now?
Dade Van Der Werf
Chair, Architectural Review Board
00:31:11
I am, yes, yeah.
00:31:12
And let's see, are there comments included here regarding the architecture for the applicant's information?
00:31:18
Is there any that we want to amend or add?
Khris Taggart
Senior Planner
00:31:22
There's this general one regarding revising the wall, mixture wall, I'm not sure if it needs to be.
Dade Van Der Werf
Chair, Architectural Review Board
00:31:29
Yeah, so I think that one can remain.
00:31:33
I don't know if we want to add that thin brick is acceptable provided that the corners appear as full-dimensional brick.
Khris Taggart
Senior Planner
00:31:51
right at the corners again.
Dade Van Der Werf
Chair, Architectural Review Board
00:31:57
Up here as full-dimensional bricks.
00:32:01
I don't know.
00:32:02
Chris, would you work that any other way?
Chris Henningsen
Member, Architectural Review Board
00:32:05
No, I think you can hit it.
Dade Van Der Werf
Chair, Architectural Review Board
00:32:07
OK. And in terms of the, I guess we're approving the site plan today.
00:32:12
Is that correct?
00:32:13
So do we, if regarding the island and planting, is that something that we need to add, or we would add that as a recommendation or a requirement?
00:32:26
Okay, this is initial site plan, so we're still, we're gonna see the final.
00:32:33
So should we just add an item of 10?
00:32:36
Or 9C is fine, yeah, either way.
00:32:42
Oh no, 10 makes more sense.
Khris Taggart
Senior Planner
00:32:45
Yeah, nine's related to the design.
Dade Van Der Werf
Chair, Architectural Review Board
00:32:48
Yeah, so I guess, you know, create a landscape,
00:32:55
Islands, between the travel lanes adjacent to the office and waiting area.
00:33:08
Frank, do you have any recommendations for what to consider for that area or Chris?
Frank Hancock
Member, Architectural Review Board
00:33:17
I think the only thing is, should it be consider adding?
00:33:21
Yeah, that would be fine.
Dade Van Der Werf
Chair, Architectural Review Board
00:33:32
And do we need to add a comment about the height of the dumpster enclosure?
00:33:38
Or is that already covered?
Frank Hancock
Member, Architectural Review Board
00:33:43
And I just need to be ensured dumpster enclosure, you know, wall height exceeds dumpster height or dumpster is fully concealed.
00:33:53
I think, yeah.
Dade Van Der Werf
Chair, Architectural Review Board
00:34:13
And I guess we didn't discuss dumpster enclosure material.
00:34:19
I don't know whether others agree it would be preferable if it could be brick if exposed.
00:34:24
I mean, if it's heavily landscaped and screened, it may be less of a concern.
00:34:28
And thin brick is certainly probably aesthetically okay, but practically, it might be worth considering dimensional brick in that area just because of the sort of abuse that it might take.
00:34:42
but I don't know, Frank and Chris, any thoughts about the dumpster enclosure material?
Chris Henningsen
Member, Architectural Review Board
00:34:49
Yeah, maybe just that it matched the building material coming from that pile of materials.
00:34:59
Yeah, I think that's well said.
Khris Taggart
Senior Planner
00:35:03
Take this out or add to that sentence.
Dade Van Der Werf
Chair, Architectural Review Board
00:35:06
Well, actually, I think- No, actually, yeah.
00:35:08
Yeah, thank you.
00:35:09
Yeah, Chris, you've got it covered.
00:35:12
Great, you're well ahead of us, thank you.
00:35:17
Great, anything else folks would like to adjust?
00:35:29
Okay, well, do we have a motion?
Frank Hancock
Member, Architectural Review Board
00:35:38
I'll move to forward the recommendations outlined in the staff report
00:35:42
To the agent for the site review committee as follows.
00:35:49
Item number two amended to include thin brick is acceptable provided that the corners appear as full dimensional brick.
00:35:57
And add item number 10, consider adding a landscape island between the travel lanes adjacent to the offices and the east end of the site.
00:36:08
and add item number 11, ensure that the dumpster enclosure wall height exceeds the height of the dumpster.
Dade Van Der Werf
Chair, Architectural Review Board
00:36:17
Thank you.
00:36:18
Is there a second?
00:36:19
I'll second the motion.
00:36:21
Thank you, Chris.
00:36:21
Carolyn, would you call the vote?
SPEAKER_00
00:36:23
Yes.
00:36:24
Mr. Van Der Werf?
Dade Van Der Werf
Chair, Architectural Review Board
00:36:25
Aye.
SPEAKER_00
00:36:26
Mr. Henningsen?
Dade Van Der Werf
Chair, Architectural Review Board
00:36:28
Aye.
SPEAKER_00
00:36:29
Mr. Hancock?
Kevin Schafer
Studio Director
00:36:31
Aye.
SPEAKER_00
00:36:32
Thank you.
Dade Van Der Werf
Chair, Architectural Review Board
00:36:34
Thank you very much.
Kevin Schafer
Studio Director
00:36:36
Thank you all very much.
00:36:37
We appreciate the feedback.
Dade Van Der Werf
Chair, Architectural Review Board
00:36:40
Thank you for your presentation.
00:36:42
All right, moving on to other business.
00:36:45
We, I believe, have just one item, approval of the minutes for July 19, 2021.
Chris Henningsen
Member, Architectural Review Board
00:36:50
I'll move to approve the minutes.
Dade Van Der Werf
Chair, Architectural Review Board
00:36:56
Thank you, Chris.
00:36:59
I'll second.
00:37:00
Thank you, Frank.
00:37:01
Carolyn?
SPEAKER_00
00:37:03
Aye.
00:37:03
Mr. Van Der Werf?
Dade Van Der Werf
Chair, Architectural Review Board
00:37:05
Aye.
SPEAKER_00
00:37:06
Mr. Henningsen.
Dade Van Der Werf
Chair, Architectural Review Board
00:37:08
Hi.
SPEAKER_00
00:37:09
Mr. Hancock.
Dade Van Der Werf
Chair, Architectural Review Board
00:37:11
Hi.
SPEAKER_00
00:37:12
Thank you.
Dade Van Der Werf
Chair, Architectural Review Board
00:37:13
Great.
00:37:13
Thank you, everyone.
00:37:15
Great.
00:37:15
Well, before we move to the next meeting and adjournment, anything, Frank or Chris, you'd like to address today?
Chris Henningsen
Member, Architectural Review Board
00:37:23
No, I'm good.
00:37:24
Thank you.
Dade Van Der Werf
Chair, Architectural Review Board
00:37:24
Great.
00:37:25
All right.
00:37:25
Well, thank you very much to everyone and Chris and Carolyn for your time.
00:37:30
So our next meeting is September 7th, 2021.
00:37:33
That's a Tuesday meeting.
00:37:36
Frank and Chris, are you available on that day?
Khris Taggart
Senior Planner
00:37:39
Yes.
00:37:40
Yes.
Dade Van Der Werf
Chair, Architectural Review Board
00:37:42
I believe I should be too.
00:37:50
Great.
00:37:51
So we'll have a quorum and maybe even be complimented by Fred and Frank as well.
00:37:56
Great.
00:37:56
Well, with that, we'll adjourn.
00:37:58
Our next meeting is Tuesday, September 7th, 2021.
00:38:01
Thank you very much, everybody.
