    • Margaret MaliszewskiPlanning Manager
    • 00:00:00
      Are you ready to start?
    • 00:00:03
      Yes, go ahead.
    • 00:00:04
      Great.
    • 00:00:06
Do any of the AirB members have questions before we get started today?
    • 00:00:10
We've got a little bit of a different process going.
    • Chris HenningsenMember, Architectural Review Board
    • 00:00:14
      No.
    • 00:00:14
      No, I don't.
    • 00:00:16
      Okay, great.
    • Margaret MaliszewskiPlanning Manager
    • 00:00:18
      I'm Margaret Maliszewski.
    • 00:00:19
I'm a manager in the planning division and I am calling the May 17th, 2021 meeting of the Albemarle County Architectural Review Board.
    • 00:00:28
We do have a quorum present.
    • 00:00:31
The ARB members that are present are present electronically and we have today Frank Hancock, Chris Henningsen and Frank Stoner.
    • 00:00:40
Because both of our chair and vice chair are absent, the first thing we need to do today is to elect a chairperson for the day.
    • 00:00:50
So would one of the Airbnb members like to make a motion to get that done?
    • Frank HancockMember, Architectural Review Board
    • 00:00:57
I'll move to elect Frank Stoner as chairperson for the day.
    • 00:01:02
      I'll second.
    • Margaret MaliszewskiPlanning Manager
    • 00:01:04
      Great.
    • 00:01:04
      Thank you.
    • 00:01:05
Carolyn, can you call the vote?
    • SPEAKER_12
    • 00:01:09
      Sure.
    • 00:01:09
      Mr. Hancock?
    • 00:01:12
      Mr. Henningsen?
    • Chris HenningsenMember, Architectural Review Board
    • 00:01:14
      Aye.
    • SPEAKER_12
    • 00:01:15
      Mr. Stoner?
    • Chris HenningsenMember, Architectural Review Board
    • 00:01:15
      Aye.
    • Margaret MaliszewskiPlanning Manager
    • 00:01:19
      Great, thank you.
    • 00:01:21
Frank Stoner will be our chairperson for the day and I will turn the meeting over to you.
    • Frank StonerMember, Architectural Review Board
    • 00:01:26
      Thanks, Margaret.
    • 00:01:27
      So we have a quorum.
    • 00:01:29
      Are there any disclosures?
    • Frank HancockMember, Architectural Review Board
    • 00:01:32
Yes, I will need to recuse myself from ARB 2021-42, the Starbucks plan.
    • Chris HenningsenMember, Architectural Review Board
    • 00:01:44
and I'll have to recuse myself from Scott's IV exon.
    • 00:01:50
Not sure what the number is on that.
    • Frank StonerMember, Architectural Review Board
    • 00:01:53
      I think it's 40.
    • 00:01:53
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 00:02:02
      Okay.
    • 00:02:02
All those announcements that were on that first sheet of the document sent out need to be read.
    • 00:02:10
Would you like me to read those into the record?
    • Frank StonerMember, Architectural Review Board
    • 00:02:13
Yeah, if you don't mind Margaret, that'd be great.
    • Margaret MaliszewskiPlanning Manager
    • 00:02:16

And for applicants who are making presentations, your presentation is limited to a total of 15 minutes, which you can divide among your team members.
    • 00:03:11
Carolyn will let us know when the 15 minutes are up.
    • 00:03:16
and I think that's it for all the announcements.
    • Frank StonerMember, Architectural Review Board
    • 00:03:22
      Great, thank you, Margaret.
    • 00:03:24
Are there any members of the public present today who want to make comments on items unrelated to the agenda items today?
    • SPEAKER_12
    • 00:03:38
I do not have anybody with their hand up at this time.
    • Frank StonerMember, Architectural Review Board
    • 00:03:42
      Okay, thanks, Carolyn.
    • 00:03:44
And we'll move to consent agenda.
    • 00:03:47
ARB 2021-37, the Green Bar Wawa initial site plan.
    • Margaret MaliszewskiPlanning Manager
    • 00:03:56
So as I mentioned in an email earlier, we had some technical issues on this item.
    • 00:04:04
So I would like to recommend that the item be moved from the consent agenda.
    • 00:04:10
We would need a motion from one of the ARB members to do that.
    • Chris HenningsenMember, Architectural Review Board
    • 00:04:15
So I'll move to move it off of the consent agenda.
    • 00:04:20
      I'll second.
    • SPEAKER_12
    • 00:04:25
Carolyn, can we have a vote?
    • 00:04:26
      Yes.
    • 00:04:27
      Mr. Stoner?
    • Frank HancockMember, Architectural Review Board
    • 00:04:28
      Aye.
    • SPEAKER_12
    • 00:04:30
      Mr. Hancock?
    • Frank HancockMember, Architectural Review Board
    • 00:04:31
      Aye.
    • SPEAKER_12
    • 00:04:32
      Mr. Hensington?
    • Frank HancockMember, Architectural Review Board
    • 00:04:34
      Aye.
    • SPEAKER_12
    • 00:04:35
      All right.
    • 00:04:35
      Thank you.
    • Margaret MaliszewskiPlanning Manager
    • 00:04:36
      Thanks, Carolyn.
    • 00:04:39
All right, I have a presentation for the Wawa application.
    • 00:04:44
I am gonna try and share my screen here.
    • 00:04:47
Are you able to see my PowerPoint slide?
    • Khris TaggartSenior Planner
    • 00:05:06
      Yep.
    • Margaret MaliszewskiPlanning Manager
    • 00:05:06
      Great.
    • 00:05:07
Let me make one more adjustment.
    • 00:05:12
This is an application for a Wawa convenience store and fuel pump canopy to be located at the southeast corner of the Route 29 and Greenbrier Drive intersection.
    • 00:05:23
The staff report for this application addressed the site plan for the proposal.
    • 00:05:26
It did not provide an analysis of the architectural design of the store or the canopy, although there were a few references to architectural issues based on information that was available in the site plan.
    • 00:05:36
And there was a glitch at our end in the submittals.
    • 00:05:40
The architecture was part of the applicant submittal and should have been addressed in the staff report.
    • 00:05:44
So in this presentation, I'll first summarize the site plan issues that were covered in the staff report, and then we'll come back to the architecture.
    • 00:05:52
So regarding site plan, we did identify some issues that will need to be addressed with the future submittal.
    • 00:05:59
And they range from landscaping, lighting to issues with equipment and the dumpster and the canopy.
    • 00:06:05
Landscaping does not meet all the guidelines requirements, in part because of the extent of utilities and easements that are on the property.
    • 00:06:13
      There are spacing issues.
    • 00:06:15
The large trees are provided along the frontages, but they're spaced very close together.
    • 00:06:19
There are also gaps in the planting of trees and shrubs along the frontages.
    • 00:06:28
Trees are not shown along all the perimeters of parking areas as the guidelines require, and there's no landscaping shown along the property line to offset impacts of the loading area, so we've made recommendations to address each of those issues.
    • 00:06:43
The lighting plan shows that there's excessive spillover at the Route 29 entrance and along Greenbrier Drive, and there's also excessive illumination under the canopy.
    • 00:06:55
In terms of equipment, the vent stacks for the underground storage tanks will be visible from the street.
    • 00:07:01
They're located very close to Greenbrier Drive, and a fire hydrant and water meter are located right at the entrance into the site from the Route 29 entrance corridor, and we've recommended moving these items and adding landscape screening.
    • 00:07:15
A berm is proposed at the rear of the site, and a chain link fence is proposed at the northeast corner of the site, and we've recommended grading for a more natural appearance and an alternate fence design.
    • 00:07:26
The proposal includes a dumpster structure like the one approved at Pantops.
    • 00:07:30
The proposed location is right in line with the entrance from Route 29.
    • 00:07:33
The Pantops dumpster was approved with gates that are white.
    • 00:07:37
That white color really stands out as you can see in the photo on the left side of the slide.
    • 00:07:41
And so we've recommended a more muted color that would blend better with the surroundings.
    • 00:07:50
All right, let's talk about the proposed architecture.
    • 00:07:53
The design of the store and the canopy are proposed to be the same as what was approved for the Pantops location.
    • 00:08:00
There are a few items to note.
    • 00:08:01
One issue is the size of the canopy.
    • 00:08:03
The approved Pantops size is 96 feet by 81 feet and the Greenbrier size on the site plan is 96 feet by 85 feet.
    • 00:08:10
So we've recommended revising to the smaller size.
    • 00:08:15
Another issue to note is that the right side elevation of the store building has much greater visibility at the Greenbrier site than at the Pantops location.
    • 00:08:23
The elevation does have some detailing, but has no windows and just one service door.
    • 00:08:27
As mentioned earlier, the loading area is proposed along this elevation.
    • 00:08:31
So we've recommended that some landscaping be added along the perimeter of the site to offset those visual impacts.
    • 00:08:38
Also, there's a discrepancy in the information for the canopy.
    • 00:08:41
The architectural drawings show dimensions like those approved for Pantops with the bottom of the eave at 14 feet, six inches, which in the earlier reviews was determined to be consistent with the actions quarter guidelines.
    • 00:08:51
Half of the canopy is noted at 2211 in the architectural drawings, but the luminaire summary in the lighting plan shows canopy fixtures, canopy fixture mounting heights up to almost 27 feet.
    • 00:09:03
So the lighting plan doesn't represent the canopy that's shown in the architectural drawings and revisions will be needed to the lighting plan.
    • 00:09:10
So I'll run through the architectural drawings so you can see them.
    • 00:09:12
This is the current condition of the site.
    • 00:09:15
This is the site with the proposed development.
    • 00:09:20
This is a bird's eye view of the existing condition and a bird's eye view of the proposed development.
    • 00:09:30
The fuel pump canopy elevations and perspective and the store building elevations.
    • 00:09:36
As I noted, the design is the same as the Pantops location and even these drawings still show the Pantops street names.
    • 00:09:44
So although the staff report did not include a detailed architectural analysis, the report did address the few architectural issues that we identified based on information that was available there.
    • 00:09:53
And after looking at the architectural drawings that were submitted, the only additional recommendation I'd make at this time would be to correct the street names in the elevation drawing titles.
    • 00:10:02
So our recommendation is for approval of the initial site plan with no conditions on that initial site plan, but with a list of recommendations for the final site plan to be submitted with the next.
    • 00:10:14
I'm happy to try to answer any questions that you have.
    • Chris HenningsenMember, Architectural Review Board
    • 00:10:35
      I don't have any questions.
    • 00:10:36
I have a question for the applicant, but no questions for you.
    • Frank StonerMember, Architectural Review Board
    • 00:10:46
Margaret, can you possibly go back to the perspective rendering from 29 heading north?
    • Margaret MaliszewskiPlanning Manager
    • 00:10:53
      Sure.
    • Frank StonerMember, Architectural Review Board
    • 00:10:55
      We're looking north.
    • Margaret MaliszewskiPlanning Manager
    • 00:10:59
Let me pull that up just a second.
    • 00:11:14
Are you able to see the slide?
    • Frank StonerMember, Architectural Review Board
    • 00:11:17
      I am, yep.
    • 00:11:26
      Okay, that's great, thanks.
    • 00:11:28
      I just wanted.
    • Margaret MaliszewskiPlanning Manager
    • 00:11:30
Okay, would you like me to leave it out?
    • Frank StonerMember, Architectural Review Board
    • 00:11:34
I think we'll see what the applicant wants to do.
    • Margaret MaliszewskiPlanning Manager
    • 00:11:39
Were there any other questions from ARB members?
    • Frank HancockMember, Architectural Review Board
    • 00:11:43
I just have a quick question, Margaret.
    • 00:11:46
Was the door off center on the Pantops building like it is in this application?
    • 00:11:54
Do you remember the front entrance?
    • 00:12:00
I guess it's the south elevation.
    • 00:12:05
      Or labeled south elevation.
    • Margaret MaliszewskiPlanning Manager
    • 00:12:07
      That's a good question.
    • Frank HancockMember, Architectural Review Board
    • 00:12:11
Maybe the applicant could shed light on that.
    • Margaret MaliszewskiPlanning Manager
    • 00:12:15
Okay, I don't have those other drawings right here.
    • 00:12:17
I'd assumed it was because the labels haven't changed, but...
    • SPEAKER_01
    • 00:12:23
      Thank you.
    • Margaret MaliszewskiPlanning Manager
    • 00:12:32
Okay, if the Airbnb members have no additional questions, I think we can move on to the applicant's presentation.
    • Frank StonerMember, Architectural Review Board
    • 00:12:45
      A representative from Wawa.
    • SPEAKER_02
    • 00:12:51
Hello everyone, this is Ryan Perkins with Kimley Horn.
    • 00:12:53
So we have Jeff Bell from Wawa on the line as well.
    • 00:12:59
And we have Mark Fontaine, he's the developer of this whole thing.
    • 00:13:04
And myself, Kimley Horn, and Carter Baum in my office as well.
    • 00:13:11
I don't have a presentation prepared, but I can share my screen and just kind of run through and address some of your comments.
    • 00:13:21
So I'll try to share my screen.
    • 00:13:22
Are you able to see my screen?
    • Frank StonerMember, Architectural Review Board
    • 00:13:29
      We are.
    • SPEAKER_02
    • 00:13:31
      OK.
    • 00:13:31
So, yeah, just a little bit about the project.
    • 00:13:33
Obviously, we're going on the corner of 2019 Greenbrier.
    • 00:13:35
It's an existing auto repair service.
    • 00:13:38
Here's the oblique rendering that Margaret had previously shown.
    • 00:13:42
Our parcel extends pretty far back here into the woods.
    • 00:13:46
It's a long rectangular shaped parcel.
    • 00:13:48
And obviously we're totally wiping out everything that is on the site today and moving forward with this layout.
    • 00:13:59
So the layout, as Margaret mentioned, is very similar to the layout that was proposed at the Pantops Wawa.
    • 00:14:07
where we have nine MPDs, the same 6,000 square foot convenience store, and the same amount of parking spaces, which is the code minimum.
    • 00:14:17
Obviously we have one entrance shown on 29 and one entrance shown on Greenbrier at this time.
    • 00:14:22
And then we also have a parking lot in the back that's part of the negotiation with this rehab hospital in exchange for us
    • 00:14:34
doing some improvements on their parcel, which is a small triangle in this area over here along Greenbrier.
    • 00:14:41
Wawa is going to go ahead and install 20 parking spaces for them to use.
    • 00:14:47
So this project, it's pretty tight from north to south.
    • 00:14:52
So we've done what we can with landscaping.
    • 00:14:55
The major issue with this site, the constraint of this site is the grading.
    • 00:15:00
      So we've
    • 00:15:02
We don't have a ton of flexibility on the site with grading, but we've done, like I said, what we can because this green bar entrance sits so low compared to the entrance off of 29.
    • 00:15:14
So if you looked at the grading plan as part of our plan set, you can kind of see the challenges.
    • 00:15:19
But with that, we set the site back as far as we could off of 29 to allow us to plant the required plantings and plant them outside of the existing easements that are on the property.
    • 00:15:32
We don't just have the 10-foot landscape strip along 29.
    • 00:15:35
We have roughly a 20-foot strip, which allows us to stay out of those existing utility easements and fiber optic lines and get the required planting zone.
    • 00:15:44
We did have a call with Margaret last week, and we discussed the plantings that we had proposed and the changes that she would like to see.
    • 00:15:53
And we're going to have no problem making those changes.
    • 00:15:56
It was changing plant material and changing the spacing.
    • 00:16:01
She also mentioned moving the fire hydrant that's here near the sign, the proposed fire hydrant, and getting that right along this frontage and moving it over to the side.
    • 00:16:12
So we're not going to have any issues doing that.
    • 00:16:15
As far as the building, just real quickly, yes, it is the same building as the Pantops site.
    • 00:16:24
Jeff could probably speak to this, but I'm pretty sure that the door, like you mentioned, is offset.
    • 00:16:29
      It's the same exact building.
    • 00:16:31
I'm pretty sure they are all offset.
    • 00:16:35
And then Margaret made the one comment about reducing the canopy by four feet in the dimension, the east-west dimension.
    • 00:16:44
      Jeff's on the phone.
    • 00:16:45
He can back me up probably.
    • 00:16:46
I don't think that's going to be an issue.
    • 00:16:48
So basically we'll just match the 81 foot dimension from the previous, the Pantops approved canopy and use that same exact canopy for this site.
    • 00:16:58
      I can't imagine that's going to be a problem.
    • 00:17:01
But yeah, that's all I've got really.
    • 00:17:06
If we can obviously answer any questions, any additional questions you have.
    • SPEAKER_06
    • 00:17:10
      Hey, hello everyone.
    • 00:17:13
      This is Jeb.
    • 00:17:13
      Can you hear me?
    • Frank StonerMember, Architectural Review Board
    • 00:17:15
      Yes.
    • SPEAKER_06
    • 00:17:16
      Okay, thanks.
    • 00:17:17
So I don't mean to be incognito here.
    • 00:17:19
I don't have the bandwidth to run my video, so apologies.
    • 00:17:22
But I could jump in here and pick up on some of those comments.
    • 00:17:26
      that Ryan alluded to.
    • 00:17:27
So the canopy dimensions, not sure why there's a discrepancy there.
    • 00:17:31
The intent, we can certainly match what we did at Pantops.
    • 00:17:36
And the building, yeah, the doors are offset.
    • 00:17:39
It's funny when you look at the front elevation, it's pretty obvious.
    • 00:17:45
It never really occurred to me that it's that far off in person because I think when you're
    • 00:17:49
Interacting with the store, it's just less obvious that it's offset like that.
    • 00:17:56
The reason is because of the vestibule inside.
    • 00:17:59
So those doors, you can see it in the plan view.
    • 00:18:07
I know you guys are all architects, so you can appreciate that.
    • 00:18:10
If we tried to move that over, I think it would just push all kinds of impacts throughout the inside.
    • 00:18:15
So we can talk more about that.
    • 00:18:17
And then the other comment I heard was about the trash compound door collar.
    • 00:18:25
And I agree, I think when you look at that on its own, it does look
    • 00:18:31
pretty stark and I agree I think looking at the trash compound more muted I think was the word color would look better I guess my concern is that the white matches the building and if that were you know a gray or something I don't know I can talk about with the design team but then it wouldn't match the building and then is that is that more awkward I don't know but I wanted to get get your thoughts on that.
    • 00:18:58
but I'll stay here if you got any more questions for me.
    • SPEAKER_02
    • 00:19:07
And Margaret, I'll also point out you mentioned the heights that were in the lighting study for the fuel can together, those are off.
    • 00:19:14
So we do need to reduce those heights and fix the lighting plan for you.
    • Margaret MaliszewskiPlanning Manager
    • 00:19:19
I should have mentioned that I have additional photos of the Pantops location if anyone wants to see something there and I can
    • 00:19:28
I'll show you the entrance there if you want to see that.
    • Frank StonerMember, Architectural Review Board
    • 00:19:32
Ryan, just to summarize, of the recommendations made, which ones can you guys not achieve?
    • SPEAKER_02
    • 00:19:43
I mean, all the recommendations were manipulating some of the landscaping and we don't have any problems with that.
    • 00:19:51
We were showing a berm in the back with a chain link fence.
    • 00:19:54
You know, we can make it more of a freeform berm in the back and remove that chain link fence and go with a different type of fence.
    • 00:20:01
So that's not going to be an issue.
    • 00:20:02
All the landscaping around the two frontages are not going to be an issue.
    • 00:20:06
It sounds like Jeff's willing to address some of the architectural changes.
    • 00:20:11
The lighting comments, those, some of those are just plan errors that we will have fixed.
    • 00:20:16
So I'm scrolling through right now.
    • 00:20:19
I don't think, and I can go to the list at the bottom.
    • 00:20:22
I don't think offhand that we have a problem with any of these.
    • Frank StonerMember, Architectural Review Board
    • 00:20:29
There was one comment related to the right side of the building and the blankness of that wall, I think.
    • 00:20:38
And I don't, the building is far enough back.
    • 00:20:41
I'm not sure it's a huge issue, but I don't know whether it's in there as a recommendation or requirement, but yeah.
    • SPEAKER_02
    • 00:20:50
That was noted and it was just to add whatever landscaping we can versus make changes to the building.
    • Margaret MaliszewskiPlanning Manager
    • 00:20:56
      That's right.
    • SPEAKER_02
    • 00:20:57
OK. We'll do what we can on that side to add some additional landscaping and I'll pull up my landscape plan just to show what we're working with.
    • 00:21:13
Unfortunately, there's overhead electric lines right along the property line.
    • 00:21:18
so that's why we haven't gone with large trees but we could certainly put in some shrubs here that you know don't grow up to you know beyond 10 feet or maybe some some kilometer trees so I think we can definitely help with that and we can provide a line of sight that shows you know where the southern the building to the south of us comes into play in terms of the line of sight and when you could you know when this would be black from view 129.
    • Chris HenningsenMember, Architectural Review Board
    • 00:21:49
The berm at the rear of the site that's mentioned in the staff report, what is the purpose of that?
    • SPEAKER_02
    • 00:21:56
Well, so the rehab folks behind us, they wanted some type of separation or block from the property, so they asked for a fence, and we just decided to add a berm as well.
    • 00:22:08
We have a fair amount of excess cut on the site as well, so part of that was not holding it off.
    • 00:22:15
So the conversation we had last week with Cleveland was Charles and Margaret was to make this more of a free form, make it look more like it fits in versus just a mound of dirt.
    • 00:22:26
So we have plenty of flexibility in the back portion of the site.
    • 00:22:29
This is the only part of the site where we have flexibility.
    • 00:22:31
So we told Margaret we work with her on that one.
    • Chris HenningsenMember, Architectural Review Board
    • 00:22:36
      Thanks.
    • Frank StonerMember, Architectural Review Board
    • 00:22:41
Any other questions for the applicant?
    • Frank HancockMember, Architectural Review Board
    • 00:22:45
No, I don't have any questions.
    • Frank StonerMember, Architectural Review Board
    • 00:22:51
OK, well, we'll close that section of the hearing and move to discussion.
    • Margaret MaliszewskiPlanning Manager
    • 00:23:01
Frank, can we ask Carolyn if she knows if there's anyone who's from the.
    • Frank StonerMember, Architectural Review Board
    • 00:23:11
      Oh, right.
    • 00:23:11
      Yeah, sorry.
    • 00:23:12
Carolyn, is there anybody from the public who has a comment or question about this?
    • SPEAKER_12
    • 00:23:18
I don't have anybody with their hand raised.
    • Frank StonerMember, Architectural Review Board
    • 00:23:20
      OK, great.
    • 00:23:35
      Chris, Frank, any thoughts?
    • 00:23:38
      Chris, why don't you start?
    • Frank HancockMember, Architectural Review Board
    • 00:23:41
I think it's a really nice site plan.
    • 00:23:45
I think, you know, with the relegated parking, I think the amount of landscaping, getting that extra 10 feet out front, you know, something that we struggle with with this corridor in particular is the overhead lines and trying to manage program with, you know, meeting these frontage landscaping requirements.
    • 00:24:07
So I think you guys have done a great job doing that.
    • 00:24:12
So yeah, I think the initial site plan looks great.
    • 00:24:15
As far as the architecture, I feel like we know this pretty intimately, having spent lots of time with this building and this canopy.
    • 00:24:25
So I really don't have any comments there either.
    • 00:24:29
Thank you for the reminder of the door being offset.
    • 00:24:34
It's just so symmetrical that facade just jumps out at you.
    • 00:24:40
In all honesty, I don't think that that will have much of an impact on the corridor.
    • 00:24:43
I don't know even how visible that front door will be looking through the canopy.
    • 00:24:51
So I think great package, great visualization.
    • 00:24:55
      So thank you.
    • 00:25:02
      Chris.
    • Chris HenningsenMember, Architectural Review Board
    • 00:25:03
Yeah, I did not have any concerns with anything over and above the recommendations made by staff.
    • 00:25:11
I think it was well presented and, you know, pretty clear cut.
    • 00:25:20
So thank you for the presentation.
    • Frank StonerMember, Architectural Review Board
    • 00:25:27
And I'll echo what Frank and Chris have just said.
    • 00:25:31
      I think it's a nice site plan.
    • 00:25:33
It's obviously an enormous improvement from what's there now.
    • 00:25:38
The low bar to get over.
    • 00:25:40
But I think you guys have done a nice job with the site.
    • 00:25:44
And obviously we know what it looks like because we got a couple of them up already.
    • 00:25:49
So I don't have any other questions or issues with what's been presented.
    • Margaret MaliszewskiPlanning Manager
    • 00:26:02
      Margaret, what action?
    • 00:26:45
Can you see the Word document?
    • Frank StonerMember, Architectural Review Board
    • 00:26:47
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 00:26:50
So the action for today is on the initial plan.
    • 00:26:57
      This is our standard format.
    • 00:26:59
You've got four different sections to it.
    • 00:27:01
The first bullet being recommending approval of the initial plan without any conditions.
    • 00:27:08
And then we have just the list of all the conditions.
    • 00:27:15
for the recommendations, the 27 comments for the next round of review.
    • 00:27:21
I've added here in red just to correct the street names referenced in the architectural elevations.
    • 00:27:28
That would be the only change from what was in the staff report.
    • Frank StonerMember, Architectural Review Board
    • 00:27:42
Anybody want to make a motion?
    • Frank HancockMember, Architectural Review Board
    • 00:27:48
I'll move to forward the recommendations outlined in the staff report to the agent for the site review committee.
    • 00:27:54
We didn't have any amendments, did we, Margaret?
    • Margaret MaliszewskiPlanning Manager
    • 00:27:58
One amendment was that last was item 28, which reads, correct the street names referenced in the architectural elevation drawing titles.
    • Frank HancockMember, Architectural Review Board
    • 00:28:06
      Yes.
    • 00:28:07
      Sorry about that.
    • Chris HenningsenMember, Architectural Review Board
    • 00:28:19
      So I'll second.
    • Frank StonerMember, Architectural Review Board
    • 00:28:24
      Silver?
    • SPEAKER_12
    • 00:28:26
      Aye.
    • 00:28:27
      Mr. Hancock?
    • 00:28:29
      Aye.
    • 00:28:31
      Mr. Henningsen?
    • Chris HenningsenMember, Architectural Review Board
    • 00:28:32
      Aye.
    • SPEAKER_12
    • 00:28:33
      Thank you.
    • Frank StonerMember, Architectural Review Board
    • 00:28:36
      Thank you.
    • SPEAKER_06
    • 00:28:38
      Thanks everyone.
    • Frank StonerMember, Architectural Review Board
    • 00:28:45
All right, we're going to move on to the regular review items.
    • 00:28:50
The first one on the list is ARB 2021-40, Scott's IDXON final site plan.
    • 00:29:03
      Thanks, Frank.
    • Khris TaggartSenior Planner
    • 00:29:05
The application I'm presenting on is the review of architecture and final site plan to construct a 3200 square foot addition to the existing service station and to complete associated site improvements.
    • 00:29:17
The site is located at 4260 Ivy Road on the north side of Route 250, approximately 265 feet east of the Route 250 and Ivy Peak Road intersection.
    • 00:29:28
On January 4, 2021, the AOB provided comments on the preliminary architecture and recommended approval without conditions on the initial site plan.
    • 00:29:38
The focus of staff's comments on the site plan and architectural drawings, as highlighted by the primary points of discussion in the staff report, center on the building design and landscaping in the perimeter parking area.
    • 00:29:52
With regards to the building design, windows have been added to the second story of the concrete block portion of the addition, and the windows on the corrugated metal portion have been shifted up to align with them.
    • 00:30:02
The windows on the second story of the south end of the building help relieve the blankness that was present along this elevation.
    • 00:30:09
Material and color samples have been provided as requested.
    • 00:30:12
The sample confirms staff's concerns regarding the utilitarian nature of the materials and the brandy nature of the building.
    • 00:30:21
      The proposed colors.
    • 00:30:23
Reducing the blue band by two feet in height and shifting the color stripes are positive changes.
    • 00:30:28
The placement instant emphasizes the trademark nature of the design and the use of the light gray color emphasizes the mass.
    • 00:30:36
Maintaining the red brick of the existing building, replacing the color stripes with architectural detailing, and the use of more muted earth tone color for the addition may allow for some minimal painted corporate colors to be used.
    • 00:30:49
Regarding landscaping proposed for the site, the plan has been revised to show trees and shrubs along the west perimeter, consistent with the rest of the site.
    • 00:30:58
Along the perimeter of the parking area, four large trees are shown.
    • 00:31:01
However, two additional trees are required and the two trees that are proposed north and south of the stormwater facility.
    • 00:31:07
may conflict with nearby pipes and hardscapes.
    • 00:31:10
In the report, staff had recommended shifting the two trees to the east of the stormwater facility, but after further review, the easements along the facility does not make this recommendation feasible.
    • 00:31:21
However, two additional trees are needed along the perimeter of the park area to satisfy the landscaping requirements.
    • 00:31:28
Because of outstanding architectural issues, we have not recommended approval of the final site plan at this time, but have provided a list of recommendations.
    • 00:31:37
I'd be happy to answer any questions that you all may have.
    • Frank StonerMember, Architectural Review Board
    • 00:31:45
      I don't have any questions.
    • Frank HancockMember, Architectural Review Board
    • 00:31:49
      Thanks, Chris.
    • Frank StonerMember, Architectural Review Board
    • 00:31:54
I don't have any questions either at this time.
    • 00:31:57
We have a representative for the applicant here.
    • Scott CollinsFounder
    • 00:32:03
Yes, this is Scott Collins with Collins Engineering.
    • 00:32:06
We also have the architect, Mark Kessner, available as well to talk about the project.
    • 00:32:11
Overall, starting with the site aspects of the project, and then I'll let Mark talk a little bit more about the architecture, but from a site standpoint, I wanted to talk about two things related to this project.
    • 00:32:26
One was about the screening on the site, specifically the
    • 00:32:31
the area where the cars are being stored for repair.
    • 00:32:36
This was a pretty big discussion during the special use permit process.
    • 00:32:43
And what makes this site a lot different than a typical sort of auto or body shop is that there's no difference between what the car looks like on this site when it's awaiting repair versus a car that's complete.
    • 00:33:00
The cars are not, they don't come in in pieces.
    • 00:33:05
      It's just a service station.
    • 00:33:06
It's not an auto body repair.
    • 00:33:08
They're not taking cars that have been in accidents.
    • 00:33:13
So really the car looks like a regular car just parked in a parking lot.
    • 00:33:17
The reason for this whole application is so that they can expand the bays while they work on the cars as opposed to what they have to do right now is when they make a diagnosis on the car, they have to, you know, while they're waiting for parts or waiting for
    • 00:33:37
Approval from the owner of the car to do the work.
    • 00:33:41
You know the car is sitting there taking up space on one of the lifts and they have to take it down, put it back together, take it down and move it out of the way and then go bring another car in.
    • 00:33:50
This allows them to actually have the car remain in the bay while they get the parts in and while they get authorization to proceed with the work.
    • 00:33:59
So really that's what's the whole process of this, the whole reason for this additional bays and
    • 00:34:06
with that really any cars that go out into this parking area like I said look like a regular parking like a regular parked car and this area because it's behind the building the building screening three-fourths of this area and with no real need to put sort of a fence behind to screen the
    • 00:34:30
the spaces from behind the building.
    • 00:34:33
So all you have is just really that little bit of viewshed you have, which is also shielded by the dumpster.
    • 00:34:40
What we're proposing to do is bring that dumpster fence.
    • 00:34:43
I know that probably didn't always, it's hard to see on the site plan, but we extended that fence sort of right in front of the dumpster and sort of cut off that viewpoint right there.
    • 00:34:55
So really you have the building here and the dumpster enclosure here really sort of screening this whole entire area.
    • 00:35:03
But then again, you're not you're just screening cars in a parking lot, not
    • 00:35:08
Cars that are being worked on.
    • 00:35:11
And plus you have all the additional landscaping that we provided along Route 250 and parking lot and everywhere else really creating that screening buffer.
    • 00:35:21
And so the idea is sort of kind of leave this area open and so they can move cars in and out
    • 00:35:29
of the area and not have to sit there and put fences and work on ways to get cars in and out if they put a fence there.
    • 00:35:39
And it's not doing much any good right now either because it's not screening the cars that are, there's no difference between the cars.
    • 00:35:48
So that was the main thing I really want to talk about as far as the, is from the screening standpoint.
    • 00:35:55
And as far as the location of those trees,
    • 00:35:58
Those utilities, those drain lines are, you know, we're talking about an eight inch under yard drain.
    • 00:36:07
You know, we can, we have a little flexibility with the, with how that works, but that shouldn't be, that's not a public utility.
    • 00:36:14
That's not a, it's not anything different from running the drain line or roof line through a subdivision or from somebody's house.
    • 00:36:22
So having it in near proximity of the trees, it's not going to affect.
    • 00:36:29
not going to affect the integrity of the tree or the drain pipe itself.
    • 00:36:33
I don't see a huge issue, but that can also be bent around a little bit to make a little bit more room.
    • 00:36:38
So I don't really see a huge issue with those locations of the two trees, but we're willing to talk about it and look at making some tweaks if we have to.
    • 00:36:48
So at that point, I'll turn it over to Mark who will probably talk more about the architecture aspect of it.
    • Mark KestnerPrincipal
    • 00:36:57
      Thank you, Scott.
    • 00:36:58
And thank you, Chris, for running through the proposal.
    • 00:37:02
I don't have another presentation, but I would like to address a couple of the recommendations that have been presented, which largely seem to be about color and coordination of color between the elements.
    • 00:37:19
When we took a close look at kind of what this building was, and if you look at any of the
    • 00:37:27
Service stations from this era, from the 50s, whether it's in Esso or Texaco or Gulf or whatnot, they're usually white or light gray.
    • 00:37:36
And they generally had a racing stripe around them.
    • 00:37:41
Texaco was green, Gulf was orange, Esso was red.
    • 00:37:44
So the brick was added to this building at a later point.
    • 00:37:49
It was not original to the building.
    • 00:37:51
So we think the color scheme that we have now is actually
    • 00:37:56
More consistent with what this building would have looked like back in the day when it was was built.
    • 00:38:05
And, you know, I think the comments are good about coordinating the color between the dumpster and the vending and the building.
    • 00:38:16
We feel good about the massing.
    • 00:38:17
This is not a big building.
    • 00:38:18
This is a relatively small building.
    • 00:38:20
      It's only 22 feet tall.
    • 00:38:23
So, you know, I think a polite stripe, we've reduced the stripe intentionally to be more consistent with the service stations of this period.
    • 00:38:35
You know, and I think if we're designing a service station, it should look like a service station.
    • 00:38:42
      If it's a house, it's a house, church, church.
    • 00:38:46
I feel good about the color scheme and the more we looked into what these service stations looked like at this period, the better I felt about how consistent it is with those and to not try to make it look like something that it's not.
    • 00:39:08
      So we're here for questions.
    • 00:39:10
I do appreciate everybody's time and hopefully we can
    • 00:39:15
Help Scott, and Scott Ram is also with us today to help us through this.
    • SPEAKER_10
    • 00:39:25
      Yeah, this is Scott Ram.
    • 00:39:26
      Thanks, Mark and Scott.
    • 00:39:27
I don't have anything else to add.
    • 00:39:29
I'm using their services to help me through this, so I'm happy to answer questions if any are needed to be directed to me.
    • Frank StonerMember, Architectural Review Board
    • 00:39:41
      That's great.
    • 00:39:41
      Thank you.
    • 00:39:42
      Thank you, Scott and Mark.
    • 00:39:46
      Appreciate the presentation.
    • 00:39:49
Are there any members of the public who wish to speak on this item?
    • SPEAKER_12
    • 00:39:56
      No, not at this time.
    • Frank StonerMember, Architectural Review Board
    • 00:40:00
      Okay.
    • 00:40:03
      Then we'll turn to discussion.
    • 00:40:04
Frank, it's just the two of us.
    • Frank HancockMember, Architectural Review Board
    • 00:40:14
      Sure.
    • 00:40:15
I think, you know, maybe this is a question for Scott Collins, just in looking at kind of the street view and the existing conditions, I think it shows that chain link fence with barbed wire, just to be clear, that's going away.
    • 00:40:32
I think that kind of reads as like the vehicle, you know, I don't know the right term, but containment area or waiting area.
    • 00:40:40
But there's not going to be, those elements are not a part of this plan.
    • 00:40:43
      Is that correct?
    • Scott CollinsFounder
    • 00:40:44
      That's correct.
    • 00:40:45
      Yes, sir.
    • Frank HancockMember, Architectural Review Board
    • 00:40:46
      OK.
    • 00:40:48
I think as far as the I guess we're in discussion now.
    • 00:40:52
This is Frank talking to Frank.
    • 00:40:54
      The site plan looks great.
    • 00:40:57
I think, you know, I appreciate the added landscaping.
    • 00:41:00
I think it's a pretty robust landscape plan.
    • 00:41:04
I like everything happening in the back of the building, even kind of, you know,
    • 00:41:11
Drive-up parking is relegated to the side.
    • 00:41:14
It's not competing with the architecture.
    • 00:41:17
So as far as final site plan, I think it's appropriate as presented.
    • 00:41:24
I mean, obviously there's some staff comments that I think the applicant's willing to address.
    • 00:41:31
One other piece we didn't talk about is the screening of the HVAC.
    • 00:41:35
Seems to me that's an easy fix that you could kind of continue that fence around.
    • 00:41:40
There's already portions of it, or just explain that that's fully screen.
    • 00:41:46
So those are my comments on the site plan.
    • 00:41:49
In thinking about the architecture, Mark, I really appreciate the context and hearing that, and I don't know if that was kind of discussed, you know, the first time we reviewed it.
    • 00:42:04
But I think that's important to place it in that context and, you know,
    • 00:42:08
gives us an idea of where your thinking is and what is driving some of these decisions.
    • 00:42:15
I think the thing that I may be struggling with is just the impact of that blue on the corridor.
    • 00:42:21
And it might just be a rendering how we're seeing it, but I feel like the impact of that blue band and in relationship with the existing red band on the fuel canopy
    • 00:42:37
I think it's just a lot of color and, you know, exasperated by the fact that it's a light colored building.
    • 00:42:46
      I'm okay with that.
    • 00:42:47
I think that's a good unifying element with you've got the different materials, you know, bringing it all together with the white color, I think works for me.
    • 00:42:56
I didn't know if you'd explored any, you know, any other way to use that blue that would have less of an impact.
    • Mark KestnerPrincipal
    • 00:43:09
So Frank, we did look at a number of scenarios with that blue band, and we have intentionally thinned it up so that it was more consistent with the thickness, if you will, of the red band.
    • 00:43:30
      It wasn't a competing band.
    • 00:43:34
We want the two colors to kind of complement each other, and I do understand there's
    • 00:43:40
There's a lot going on, but what we do think is happening with the, by leaving the, or by painting the brick on the existing and bringing some level of consistent backdrop to the overall mass, we think that helps minimize sort of the number of different things that are going on.
    • 00:44:05
We're trying to produce some consistency here.
    • 00:44:08
The brick that's on the building is,
    • 00:44:10
is not a great brick from the start.
    • 00:44:17
So we're trying to mitigate that and tie it into the existing, but also give that blue band a little bit of oomph, but not too much.
    • 00:44:30
      It's there for a purpose.
    • 00:44:32
      It's a strike for a reason.
    • 00:44:36
But could we make it a little thinner?
    • 00:44:38
      Sure.
    • Frank HancockMember, Architectural Review Board
    • 00:44:40
Or even is it a frame?
    • 00:44:42
I don't know, like if you explored something like that, but it just, I think that's the thing that just jumps out and screams trademark.
    • 00:44:51
It's just that amount of blue, you know, on the three prominent sides on the corridor.
    • Mark KestnerPrincipal
    • 00:45:00
Yeah, I think, and again, it goes back to context.
    • 00:45:02
When we look at these old stations, that's what they did.
    • 00:45:06
They put this band all the way around them.
    • 00:45:08
      It was, it's,
    • 00:45:10
I mean, if you Google 1950s service stations, every single picture has a colored band that stripes it.
    • 00:45:18
      So, and it's pretty cool.
    • 00:45:19
I mean, my great uncle read Exxon for 50 years in art.
    • 00:45:25
So I'm used to seeing it and it's pretty normal.
    • 00:45:34
      It's pretty cool.
    • 00:45:40
We can take it off the back.
    • Frank StonerMember, Architectural Review Board
    • 00:45:46
I'm kind of echoing Frank Hancock's thoughts on this.
    • 00:45:51
I like what you've done with the building.
    • 00:45:53
      I think it's completely appropriate.
    • 00:45:58
I too am struggling with this band, particularly when you, you know, if you look at the existing station in perspective as you're coming down the road, that is a bold branding element on the canopy now.
    • 00:46:16
If you guys were inclined to maybe change that, that might help.
    • 00:46:23
But I feel like there's too much happening.
    • 00:46:26
And while I appreciate the fact that this is consistent with how gas stations might have looked in the 60s, I think we're in a rural area, not an urban area.
    • 00:46:44
It feels too trademarked to me.
    • 00:46:50
It feels like it's too much, especially given the location, which is, again, Ivy is a small historic village.
    • 00:47:01
And if we were restoring this building to what it was originally, I think that would be one thing, but we're putting a big addition on it.
    • 00:47:11
      So I,
    • 00:47:13
I, in this case, I'm going to side with Mr. Hancock and ask if there are other solutions you guys could think of that might help achieve some of what you're trying to achieve, which I guess is to try to kind of unify the two masses or provide some consistency across those masses.
    • 00:47:37
I personally think you could take the front of the building and do from a color standpoint, maybe go with a slightly different color and actually instead of unifying the masses, actually keep them more separate.
    • 00:47:52
But that's well beyond our scope to get into that kind of detail.
    • 00:47:59
      But are there any other
    • 00:48:01
Thoughts, Mark, that you guys have as alternatives.
    • 00:48:05
Could you put could you do the blue, red and yellow on the canopy and not on the building?
    • 00:48:11
      Any thoughts there?
    • Mark KestnerPrincipal
    • 00:48:17
Scott, jump in anytime if you want to.
    • 00:48:19
I think that red wants to stay on the canopy.
    • 00:48:24
We're certainly open to studying the color scheme some more on the back.
    • 00:48:30
I guess if we could maybe talk about just the massing and the overall concept of painting the existing building as a starting point, that would help.
    • 00:48:44
We're trying not to go back to just the brick color, but Scott,
    • 00:48:50
What's your thought on the canopy?
    • SPEAKER_10
    • 00:48:52
So my guess would be that Exxon would not want the canopy to change.
    • 00:48:55
So that would be my first thought.
    • 00:48:57
I haven't asked because it hasn't come up before.
    • 00:49:03
But I would think that would be an issue with unbranding that canopy.
    • 00:49:09
It's a question for the who thinks if the Blue Strike was just across the front of the building versus all the way around.
    • 00:49:17
And if the front of the existing building was the gray and the addition was a different color, would something like that make a difference?
    • Frank StonerMember, Architectural Review Board
    • 00:49:27
Are the blue and yellow important because they're trademark colors or are they important for some other reason?
    • SPEAKER_10
    • 00:49:34
Yes, part of the Napa AutoCare trademark is.
    • Frank HancockMember, Architectural Review Board
    • 00:49:43
I think that'd be worth exploring.
    • 00:49:46
Just looking at something on the facade, I do think, Mark, to your question earlier about the massing and the unifying element of the color.
    • 00:49:56
Me personally, I think that's successful.
    • 00:49:59
I think the massing is appropriate.
    • 00:50:05
I think we've kind of worked through that.
    • 00:50:06
I think when the first time we saw the architecture and I think
    • 00:50:11
I think you've added the fenestration at the top.
    • 00:50:13
I think that was a nice element.
    • 00:50:15
And I think the actual, the color, you know, whether that's painting everything or just painting the red brick white, I think that's successful.
    • 00:50:24
So for me, it's really, it's just the paint trademark issue on the building.
    • 00:50:31
And I think to Frank Stoner's point that
    • 00:50:35
You've kind of already got it on the canopy and then you're doubling down on it on the building.
    • 00:50:40
So you have those two elements and sounds like maybe the canopy has to stay.
    • 00:50:44
So might be the building that gets another look.
    • Margaret MaliszewskiPlanning Manager
    • 00:50:51
I could just jump in for a second and point out that the fuel pump canopy guidelines state that architectural elements of the building shouldn't be altered to reflect trademark canopy design.
    • 00:51:04
But the intent of that guideline was really meant to not wrap the building in those color stripes like the canopy would normally have.
    • 00:51:19
So it was a pretty important part of the guidelines when those fuel pump canopy guidelines were first added to the guidelines document.
    • 00:51:36
It would set a difficult precedent for future gas stations.
    • Frank StonerMember, Architectural Review Board
    • 00:51:43
      Yeah.
    • Mark KestnerPrincipal
    • 00:51:46
So if we didn't wrap the building entirely, would that meet the intent of the guidelines?
    • Frank StonerMember, Architectural Review Board
    • 00:51:59
I'm guessing not, but Margaret, you can weigh in on that.
    • Margaret MaliszewskiPlanning Manager
    • 00:52:05
I guess I'm not wrapping the building entirely, could be multiple things, so I don't know.
    • Mark KestnerPrincipal
    • 00:52:13
      Yeah, okay.
    • 00:52:14
I think what I'm hearing is that the stripe is too much, the massing is okay, and the articulation of windows is okay.
    • 00:52:25
If we potentially kept the lighter color on the front existing piece and maybe painted the back different
    • 00:52:35
Complementary color, I could see that being a darker gray that would help to minimize that mass if you still think it's a problem.
    • 00:52:43
And then maybe look at something like a smaller stripe on the front of the building only.
    • Frank StonerMember, Architectural Review Board
    • 00:52:52
Could you just do signage there, Mark, that's in the three colors?
    • 00:52:58
If it's Napa, I don't know what the Napa sign would look like, and I don't know
    • 00:53:04
Margaret, would we approve a three-color sign like this as a separate application?
    • Margaret MaliszewskiPlanning Manager
    • 00:53:10
A sign can have three colors.
    • 00:53:14
A stripe on the building, although it would act as signage, wouldn't necessarily be counted all as signage.
    • 00:53:28
I think if a stripe was to be approved, it would be
    • 00:53:32
easier to accommodate on the added portion of the building, not on the front of the building.
    • Frank StonerMember, Architectural Review Board
    • 00:53:44
Yeah, it competes with the canopy in a way that again I think feels like too much.
    • SPEAKER_10
    • 00:54:01
This is Scott Ram for Frank.
    • 00:54:03
You were saying it competes with the canopy.
    • 00:54:04
If the canopy was another color like white, would that make a difference or a different color?
    • Frank StonerMember, Architectural Review Board
    • 00:54:10
      I don't know.
    • 00:54:10
      Yeah, good question.
    • 00:54:11
      It would certainly eliminate that.
    • 00:54:14
I mean, the canopy is quite bold.
    • 00:54:16
If you're driving down 250, you know, you're not going to miss it.
    • 00:54:22
      I think
    • 00:54:28
      It's hard to say.
    • 00:54:29
I think something other than a stripe, if you could do signage on the front of the building in three color that didn't sort of compete with that canopy stripe.
    • 00:54:43
I like Mark's idea of maybe painting the back of the building a slightly different darker gray.
    • 00:54:51
I think it might help mitigate what feels
    • 00:54:56
Like as you say, the building is not that big.
    • 00:54:58
So I think in real life, it probably is OK either way.
    • 00:55:05
I just think if the purpose is to attract attention and bring people to the building, I think you're doing that already.
    • 00:55:12
I don't think you need the stripe.
    • 00:55:13
And architecturally, I don't think it does much for you.
    • 00:55:20
and I think from a, yeah, just from our standpoint, looking at what kind of precedent that sets, that just opens a door that we probably don't want to open.
    • 00:55:32
I mean, you know, we just did Wall, you know, we beat Walla up on 29 multiple times on their first application.
    • 00:55:41
If they had come in with a straight building like this,
    • 00:55:49
I can tell you there's no way that ever would have been proved.
    • Mark KestnerPrincipal
    • 00:55:55
      There's did.
    • SPEAKER_10
    • 00:55:59
      OK, thank you.
    • Frank StonerMember, Architectural Review Board
    • 00:56:11
Frank, any other thoughts on your?
    • Frank HancockMember, Architectural Review Board
    • 00:56:15
      I agree.
    • 00:56:17
Frank, I think the other piece of this, there's just a lot going on with, you know, the gas prices sign, canopy, building stripe, you know, it's kind of three big trademark elements, which is something, you know, we spend a lot of time talking about the trademark building or trademark elements on the corridor.
    • 00:56:41
And I think this is just, we can't have that much color, that much,
    • 00:56:48
Yeah, right, especially as Frank Stoner mentioned in this context of the rural, more village feel where there's only a couple neighbors.
    • 00:57:01
So I think it's really important that this fit into its setting as much as possible architecturally.
    • Frank StonerMember, Architectural Review Board
    • 00:57:16
Mark, I don't know if that helps at all, but.
    • Mark KestnerPrincipal
    • 00:57:27
Yeah, I think we're, after all the conversation, I feel like we're very close to having a solution and I would, I don't know what sort of approval we might be able to come out with today with some conditions on
    • 00:57:44
on the color scheme, but I feel like we've largely talked about color only.
    • 00:57:49
So I think we can resolve that pretty easily.
    • 00:57:53
And if it is a sign, I understand that would be a different application.
    • Frank StonerMember, Architectural Review Board
    • 00:58:00
      Gotcha.
    • 00:58:00
So you're okay with conditional approval that the stripe go away?
    • Mark KestnerPrincipal
    • 00:58:05
      Yeah.
    • Frank StonerMember, Architectural Review Board
    • 00:58:06
      Okay.
    • 00:58:12
      Margaret, what,
    • Margaret MaliszewskiPlanning Manager
    • 00:58:15
      I'll share my screen.
    • 00:58:22
The staff report recommendation was just to provide a list of comments for the next submittal.
    • 00:58:29
Can you see the Word document with the 10 items listed?
    • Frank StonerMember, Architectural Review Board
    • 00:58:32
      Yeah.
    • Margaret MaliszewskiPlanning Manager
    • 00:58:33
So number one is the comment that relates to the colors.
    • 00:58:38
And I've made a change to number four based on the discussion about the fence.
    • 00:58:45
      I've just
    • 00:58:46
changed it to indicate that if a fence is required for vehicles awaiting repair, if the ordinance requires that, then a coordinated design would be needed.
    • 00:58:55
I don't think our intent was to say simply based on entrance quarter, you need to have a fence.
    • 00:59:00
If the ordinance requires it for that use, then the fence design would need to be coordinated.
    • Frank StonerMember, Architectural Review Board
    • 00:59:08
And do we know whether the ordinance requires it or not?
    • Margaret MaliszewskiPlanning Manager
    • 00:59:12
We were under the impression that it did, but we can resolve that at our end.
    • 00:59:17
We'll get with the planner who's reviewing the lead review on the site plan and we'll get that coordinated.
    • Frank StonerMember, Architectural Review Board
    • 00:59:45
Mark and Scott, does this condition work for you guys?
    • Scott CollinsFounder
    • 00:59:52
      I have one quick question.
    • 00:59:54
Margaret, I appreciate you updating number four the way you did, and I think that's fair.
    • 01:00:01
Just out of curiosity, if zoning and ARB and planners determine it is necessary, is that something we can work out administratively with you?
    • 01:00:12
      And if there was some
    • 01:00:15
If there was some discussion, further discussion about it, we would take it to as a maybe a work session.
    • 01:00:22
Is that the way that would work?
    • Margaret MaliszewskiPlanning Manager
    • 01:00:24
Well, that would be up to the ARB.
    • 01:00:26
I mean, depends what action they're going to take now.
    • 01:00:27
I think the issue here is that chain link is not something that we would approve.
    • Scott CollinsFounder
    • 01:00:39
      Understood.
    • 01:00:40
      Yeah.
    • Frank StonerMember, Architectural Review Board
    • 01:00:45
Frank, I don't know how you feel.
    • 01:00:46
I don't feel like it would need to come back to us over that particular issue.
    • Frank HancockMember, Architectural Review Board
    • 01:00:52
No, I would be OK if that was handled administratively.
    • Margaret MaliszewskiPlanning Manager
    • 01:00:59
Do you all want to see the color revisions back?
    • Frank HancockMember, Architectural Review Board
    • 01:01:06
      Yes.
    • Frank StonerMember, Architectural Review Board
    • 01:01:06
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 01:01:17
Do you want to do that in a work session type of situation or as a full review?
    • Frank StonerMember, Architectural Review Board
    • 01:01:24
I think work session is probably okay.
    • Frank HancockMember, Architectural Review Board
    • 01:01:27
      I agree.
    • 01:01:27
I think we're kind of there other than this issue.
    • Margaret MaliszewskiPlanning Manager
    • 01:01:44
So again, as this was in the staff report, we recommended it as just a list of comments to be addressed with another submittal.
    • 01:02:09
If the primary issue is the color,
    • 01:02:12
and you want to see that in a work session, then today you could make a motion for approval.
    • 01:02:19
This would still come back to you in a work session for number one.
    • Frank HancockMember, Architectural Review Board
    • 01:02:31
      I'm sorry.
    • 01:02:32
      I don't know if I fully understand.
    • 01:02:33
We would make a motion for approval with these conditions and
    • 01:02:41
That would ensure that it would come back as a work session, just the architecture, is that?
    • Margaret MaliszewskiPlanning Manager
    • 01:02:47
      Yeah, let me.
    • 01:02:52
So all the comments that were in the staff report would basically be conditions of final approval, but the architecture and the color would need to come back, would be required to come back for the work session part of that.
    • Frank StonerMember, Architectural Review Board
    • 01:03:09
      OK.
    • Frank HancockMember, Architectural Review Board
    • 01:03:15
Frank, I don't have any other comments.
    • Frank StonerMember, Architectural Review Board
    • 01:03:20
      No, I don't either.
    • 01:03:23
I think you would have to move, though.
    • Frank HancockMember, Architectural Review Board
    • 01:03:25
      Yes.
    • 01:03:27
I'll move for approval of the final site plan for ARB-2021-40, Scott's Ivy Exxon final site plan, with the conditions listed in the staff report amended as follows.
    • 01:03:43
Number one, add this review must be completed in a work session with the ARB.
    • 01:03:48
Item number four, strike and vehicles awaiting repair.
    • 01:03:54
      Add the following sentence.
    • 01:03:58
If a fence is required for vehicles awaiting repair, show a design that is coordinated with the overall development.
    • Frank StonerMember, Architectural Review Board
    • 01:04:13
      I'll second.
    • SPEAKER_12
    • 01:04:15
      Okay, Mr. Stoner?
    • 01:04:17
      Aye.
    • 01:04:18
      Mr. Hancock?
    • Frank StonerMember, Architectural Review Board
    • 01:04:20
      Aye.
    • SPEAKER_12
    • 01:04:20
      Thank you.
    • Scott CollinsFounder
    • 01:04:24
      Thank you, guys.
    • 01:04:25
      Thanks a lot.
    • SPEAKER_10
    • 01:04:27
      Appreciate it.
    • 01:04:30
      Thank you.
    • 01:04:30
      Thanks, everybody.
    • Frank StonerMember, Architectural Review Board
    • 01:04:37
Okay, we're gonna move on to
    • 01:04:40
Item ARB-2021-42, Starbucks 2231 Seminole Lane.
    • Khris TaggartSenior Planner
    • 01:04:52
Has the board members been swapped out?
    • Frank StonerMember, Architectural Review Board
    • 01:04:58
I think we might still be waiting for somebody.
    • Chris HenningsenMember, Architectural Review Board
    • 01:05:02
      Yeah, I'm here now.
    • SPEAKER_12
    • 01:05:04
      I swapped them out.
    • 01:05:05
      You're good to go.
    • Khris TaggartSenior Planner
    • 01:05:06
      All right.
    • 01:05:06
      Thank you.
    • 01:05:10
All right, the application I'm presenting on now is the review of architecture and final site plan to construct the 1200 square foot building that accommodated a drive-through Starbucks in addition to associated site improvements.
    • 01:05:22
The site is located at 2231 Simmel Lane.
    • 01:05:25
On March 1st, 2021, ARB provided comments on preliminary architecture and recommended approval while conditions on the initial site plan.
    • 01:05:34
Staff did have a number of minor comments on the site, but none of them were significant enough from keeping us from recommending approval of the final plan.
    • 01:05:41
So the focus is on the material samples provided and the three points that are listed as primary points of discussion and staff report.
    • 01:05:49
Other than removal of the mural from the south elevation, no changes have been made to the building design.
    • 01:05:55
In the review of the preliminary architecture, staff noted that the bond pattern, brick color, and strong texture of the walls contributed to a somewhat utilitarian appearance.
    • 01:06:04
However, the masonry samples provided, while not the traditional red brick, illustrate a brick color as a warmer tone that would be compatible with the surrounding context.
    • 01:06:14
Regarding the mechanical equipment, the architectural plans have been revised to show the location of the roof-mounted equipment, but it's still unclear whether the equipment will be visible from the entrance corridor and if any ground-mounted equipment is proposed.
    • 01:06:28
Staff recommends revising the architectural elevations to show the location and the height of the roof and wall mounted equipment and revising the site plan to show the location of ground mounted equipment or indicate on the plans that no ground equipment is proposed.
    • 01:06:43
With regards to the landscaping for the site, the plan has been revised to show the reduced width of the travelway at the south end of the site to allow for two additional large trees to be provided along the western perimeter.
    • 01:06:55
The spacing still exceeds 40 feet
    • 01:06:57
near the travelway at the north end of the site, but the trees provided exceed the minimum planting requirements.
    • 01:07:04
The species layout and limited planting area, however, will likely result in overcrowded trees and conflicts with surrounding hardscapes.
    • 01:07:12
Between the parking area and the drive-through travelway, trees that meet the spacing and caliber requirement and additional shrubs have been provided.
    • 01:07:19
However, there's a potential landscaping conflict at the northeast corner of the parking area due to a nearby pipe.
    • 01:07:25
Staff recommends removing the London Plain trees at the northeast and northwest corners of the parking area to avoid landscaping conflicts.
    • 01:07:34
Between the northern perimeter of the site and the drive-through travelway, the plan now shows four scarlet oaks which shrubs interspersed.
    • 01:07:41
Due to the limited planting area and their spread once mature, the proposed trees have the potential to conflict with the drive-through travelway and the landscaping on the adjacent parcel.
    • 01:07:51
Staff recommends replacing the starlit oats with medium-sized trees or more narrow commoner species.
    • 01:07:59
Staff recommends approval of the final site plan with the revisions in the staff report.
    • 01:08:04
I'd be happy to try to answer any questions that you all may have.
    • Chris HenningsenMember, Architectural Review Board
    • 01:08:12
      I don't have any questions.
    • 01:08:13
Thank you, though, for your presentation.
    • Frank StonerMember, Architectural Review Board
    • 01:08:18
I don't have any questions either, Chris.
    • 01:08:20
      Thanks.
    • 01:08:22
Is there a representative of the applicant who wants to speak?
    • SPEAKER_00
    • 01:08:28
      Yes.
    • 01:08:29
Hi, I'm Anna Fontaine from Timmons Group.
    • 01:08:32
      Can you hear me OK?
    • Frank StonerMember, Architectural Review Board
    • 01:08:33
      Yes, we can.
    • SPEAKER_00
    • 01:08:34
      OK, great.
    • 01:08:37
Thank you for that presentation, Chris.
    • 01:08:39
That was a good quick summary.
    • 01:08:42
I was actually hoping to clarify which trees, because Northeast and Northwest were referenced, but I just wanted to clarify which ones you wanted removed.
    • 01:08:52
So that screenshot did help answer that question.
    • 01:08:57
We do not see any major issues here on the roof mansion equipment.
    • 01:09:06
The intent is that it will not be visible from the road.
    • 01:09:12
And Martha is also online here.
    • 01:09:14
So I'll pass it over to her shortly.
    • 01:09:18
The only other things I wanted to address
    • 01:09:22
were that there were details that you had requested that we will add to the site plan, no problem.
    • 01:09:30
I think Martha will also speak to some of the colors of the walls in dumpster enclosure.
    • 01:09:45
I think all the other ones, like anything regarding the photometric plan, we are coordinating and we'll get updated for you.
    • 01:09:54
And I think that sums that up.
    • 01:10:01
Martha, do you wanna take over in talking to some of the architectural points?
    • SPEAKER_01
    • 01:10:09
      Sure.
    • 01:10:10
      Hi, everyone.
    • 01:10:11
Let me give a quick summary of the proposed sign.
    • 01:10:17
The building is 20 feet away from the access street with a large green area and showcasing a dark deep green metal canopy.
    • 01:10:28
with some metal screens that covers a small seating space.
    • 01:10:33
The canopy projects 10 feet up from the building providing coverage to building benches that are going to be cladded in wood.
    • 01:10:42
And to provide even more warmth on pleats and steels, we are proposing as well to clad the underside of the canopy with wood as well.
    • 01:10:52
We took in consideration the architecture of the area around us at the time they select all the materials for the skin of the building and that's why we move ahead and propose a brick that is going to be medium-grade tone and in a stack pattern that brings a lot of warmth
    • 01:11:15
and it's an earthy tone that it goes well with environment.
    • 01:11:21
We also took into consideration as well all the trails around the area when we proposed the building to be on 18 feet.
    • 01:11:35
One of the comments that Ana mentioned before
    • 01:11:39
The equipment and the roof is not going to be visible because we are planning to have a 10 feet clear inside of the main building.
    • 01:11:48
And it gives us a parapet that is going to project at least five feet that is going to cover all that mechanical that we are proposing.
    • 01:12:00
I don't know, Adam, if you want to add up anything on the proposed building.
    • SPEAKER_08
    • 01:12:10
Yes, is anybody sharing the deck or elevations?
    • SPEAKER_00
    • 01:12:18
I can share my screen if that helps.
    • SPEAKER_08
    • 01:12:22
This will be a drive-through only location at the intersection of 29 North and Seminal Lane.
    • 01:12:28
This will be the only Starbucks location on the northbound of 29 Charlottesville.
    • 01:12:32
The location will feature channels for our patrons, including drive-thru, curbside, pickup window for mobile orders, as well as traditional point of sale.
    • 01:12:41
The site will enjoy a large covered patio seating experience, providing the community and travelers an area of respite outdoors, surrounded by beautiful landscape and design.
    • 01:12:54
I would pass it off to Martha to speak to design, but she just kind of spoke a lot to it.
    • 01:12:59
So unless there is any questions about Starbucks operations at the site or how the store will trade, I would hand it back off to Anna.
    • SPEAKER_00
    • 01:13:14
      Can everyone see my screen?
    • 01:13:15
      Is that showing up?
    • Frank StonerMember, Architectural Review Board
    • 01:13:17
      Yes.
    • SPEAKER_00
    • 01:13:18
      OK, great.
    • 01:13:18
So here are the color elevations.
    • 01:13:24
and the, but this is all, Chris, just to be clear, this is what we submitted to you.
    • 01:13:30
So this is what you have seen.
    • 01:13:32
Nothing's changed thus far on these plans.
    • Frank StonerMember, Architectural Review Board
    • 01:13:46
What's the brown material on the building?
    • 01:13:49
      Is it a wood-like, yeah.
    • SPEAKER_00
    • 01:13:52
      This portion?
    • 01:13:53
      Yeah.
    • 01:13:54
I guess the color is looking kind of weird on this.
    • 01:13:58
Let me see if I can pull up a better, it is.
    • SPEAKER_01
    • 01:14:02
Yeah, that portion is gonna be a wood accent.
    • 01:14:05
Yes, we can see it better on the 3D.
    • Frank StonerMember, Architectural Review Board
    • 01:14:12
And at one point there was talk about like a mural on the wall next to that.
    • 01:14:19
Is that kind of off the table now?
    • SPEAKER_08
    • 01:14:22
Did you want to go ahead, Martha?
    • SPEAKER_01
    • 01:14:29
Yes, I was about to tell the board that it's not out of the question, but we want to pursue the approval of the mutual and another presentation and another submission.
    • Frank StonerMember, Architectural Review Board
    • 01:14:46
Chris, any questions for the applicant?
    • Chris HenningsenMember, Architectural Review Board
    • 01:14:52
No, my one question which was the height of the parapet was answered during the presentation and based on one of the other renderings where you kind of get a overhead view, it didn't look to me like that was really going to be much of an issue.
    • 01:15:12
It might have been the last one of the renderings where the equipment is visible but
    • 01:15:20
I don't think it would be visible from the ground.
    • SPEAKER_00
    • 01:15:23
And that would be the intent.
    • 01:15:30
And also just to circle back the, well, Martha covered the wall, so nevermind.
    • Frank StonerMember, Architectural Review Board
    • 01:15:45
I don't have any further questions.
    • 01:15:50
Are there any members of the public who wish to speak to this matter?
    • SPEAKER_12
    • 01:15:55
      Not at this time.
    • Frank StonerMember, Architectural Review Board
    • 01:15:58
      Okay.
    • 01:16:00
We'll close the public hearing and Chris, what are your thoughts?
    • Chris HenningsenMember, Architectural Review Board
    • 01:16:09
Yeah, I don't really have any concerns about this.
    • 01:16:13
I thought staff comments were reasonable.
    • 01:16:17
I think moving the issue of the mural to a kind of another venue or later date is a good idea.
    • 01:16:29
And I think, you know, even without the mural, I didn't see anything that was remotely objectionable about the proposal.
    • 01:16:40
To me, I didn't have any concerns that were above what was mentioned in the staff report.
    • Frank StonerMember, Architectural Review Board
    • 01:16:51
Nor did I, but I think it's a really nice plan.
    • 01:16:55
I'm not used to us asking people to take trees out, but I understand the reasons.
    • 01:17:04
So I don't have any further questions and I'm comfortable with
    • 01:17:09
Recommendations from staff and comfortable with what's been submitted.
    • 01:17:22
      Margaret?
    • 01:17:30
      Or Chris?
    • Margaret MaliszewskiPlanning Manager
    • 01:17:35
Can you see my Word document?
    • Frank StonerMember, Architectural Review Board
    • 01:17:38
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 01:17:39
      Great.
    • 01:17:39
So these are, this is the recommendation that was in the staff report.
    • 01:17:42
It was a recommendation for, hold on.
    • 01:17:46
Oh, I've got the wrong, I've got the wrong name in here.
    • 01:17:52
      Oh, look at this.
    • 01:17:59
This is a recommendation for approval of the Starbucks at 2231 Seminole Lane with the conditions listed in the staff report.
    • 01:18:07
And from your discussion, it didn't sound like there were any of these 14 items that needed to change.
    • Frank StonerMember, Architectural Review Board
    • 01:18:18
Is the applicant comfortable with these conditions and or recommendations?
    • 01:18:23
And I guess that's a question for you.
    • SPEAKER_00
    • 01:18:25
      Yes, we are.
    • 01:18:26
We feel good about these and don't foresee any any issues addressing all of the recommendations.
    • Chris HenningsenMember, Architectural Review Board
    • 01:18:35
All right, I'll move for approval of ARB 2021-42 Starbucks final site plan with the conditions listed in the staff report.
    • SPEAKER_12
    • 01:18:49
      All right, Mr. Stoner?
    • 01:18:54
      Aye.
    • 01:18:55
      Mr. Henningsen?
    • Chris HenningsenMember, Architectural Review Board
    • 01:18:57
      Aye.
    • SPEAKER_12
    • 01:18:58
      Okay, thank you.
    • Frank StonerMember, Architectural Review Board
    • 01:19:09
Thank you all for your presentation.
    • SPEAKER_00
    • 01:19:15
      All right, thank you.
    • 01:19:16
      Thank you, Steph.
    • Frank StonerMember, Architectural Review Board
    • 01:19:23
So I'm gonna move on to other business.

      We got Frank back.
    • 01:19:35
      The EC guidelines discussion
    • Margaret MaliszewskiPlanning Manager
    • 01:19:38
So this item was intended to be just getting feedback from the ARB members on the outline that we began discussing at the last meeting.
    • 01:19:47
I don't know if you all want to do that today or do you want to wait until we've got everybody present?
    • Chris HenningsenMember, Architectural Review Board
    • 01:19:55
      Personally, I
    • 01:19:56
I didn't have a problem with the outline presented, but I do think it would be better if we had a discussion with all the members present, just because it's been an ongoing discussion.
    • 01:20:11
So I wouldn't want to leave any opinions left expressed on it.
    • 01:20:18
      So that's just my opinion.
    • Frank HancockMember, Architectural Review Board
    • 01:20:22
      I agree.
    • Frank StonerMember, Architectural Review Board
    • 01:20:23
      Yeah, I agree as well.
    • Margaret MaliszewskiPlanning Manager
    • 01:20:25
Great, I will put it on the agenda for our next meeting.
    • Frank StonerMember, Architectural Review Board
    • 01:20:32
We have minutes to approve from the May 3rd meeting.
    • Margaret MaliszewskiPlanning Manager
    • 01:20:37
      Yes.
    • 01:20:42
Just need a motion for approval.
    • Chris HenningsenMember, Architectural Review Board
    • 01:20:45
      I'll move to approve.
    • Margaret MaliszewskiPlanning Manager
    • 01:20:53
      Second.
    • 01:20:59
Does anyone want to second the motion?
    • Frank HancockMember, Architectural Review Board
    • 01:21:01
I was not at the May 3rd meeting, so I was planning to abstain.
    • 01:21:05
So I don't know if I should second and then abstain.
    • Frank StonerMember, Architectural Review Board
    • 01:21:07
      Right.
    • 01:21:08
      Yeah, good point.
    • Margaret MaliszewskiPlanning Manager
    • 01:21:12
Technically, you don't have to abstain from approving minutes if you weren't at the meeting.
    • 01:21:18
      You can still do it.
    • Frank HancockMember, Architectural Review Board
    • 01:21:21
      Just makes me feel better.
    • 01:21:22
      I think they're good.
    • Margaret MaliszewskiPlanning Manager
    • 01:21:24
You could just appreciate the minutes.
    • Chris HenningsenMember, Architectural Review Board
    • 01:21:29
      They're good reading.
    • Margaret MaliszewskiPlanning Manager
    • 01:21:30
      That's right, yeah.
    • 01:21:33
We can also postpone them till the next meeting as well if that makes everyone more comfortable.
    • Frank HancockMember, Architectural Review Board
    • 01:21:40
      I'll second.
    • 01:21:41
We don't want them to think we couldn't get our business done.
    • 01:21:43
      Yeah.
    • 01:21:44
Because I feel like it's been a pretty good meeting.
    • 01:21:48
After everything we've had, you know, Frank taking over, Chris and I hopping out, Margaret, Chris, everybody doing all their parts.
    • SPEAKER_12
    • 01:21:59
      Okay.
    • 01:22:00
      Mr. Stoner?
    • 01:22:01
      Aye.
    • 01:22:03
      Mr. Hancock?
    • Frank HancockMember, Architectural Review Board
    • 01:22:05
      Aye.
    • SPEAKER_12
    • 01:22:06
      And Mr. Hensington?
    • 01:22:07
      Aye.
    • 01:22:09
I'm gonna start calling you Chris if that's okay.
    • 01:22:13
      Looking right at it.
    • 01:22:18
I thought it was bad with two Franks.
    • 01:22:24
      Two Franks and a Fred.
    • 01:22:29
Yeah, just too much, too many names.
    • Chris HenningsenMember, Architectural Review Board
    • 01:22:33
No, I've known that for years that my last name has probably three or four letters more than it ought to.
    • SPEAKER_12
    • 01:22:42
      I'm so sorry.
    • Chris HenningsenMember, Architectural Review Board
    • 01:22:43
You're not the first and you won't be the last.
    • Frank StonerMember, Architectural Review Board
    • 01:22:46
      All right.
    • 01:22:51
      I think that's it, right?
    • Margaret MaliszewskiPlanning Manager
    • 01:22:53
      Yes.
    • 01:22:54
The next meeting is June 7th.
    • 01:22:56
Does everyone plan to be in attendance?
    • Frank StonerMember, Architectural Review Board
    • 01:22:59
      Yes.
    • Margaret MaliszewskiPlanning Manager
    • 01:23:01
      God willing.
    • 01:23:02
      And it's 2 24.
    • 01:23:03
Frank, you can adjourn the meeting.
    • Frank StonerMember, Architectural Review Board
    • 01:23:07
I will move that we adjourn the meeting.
    • 01:23:16
      Thanks everybody.
    • Mark KestnerPrincipal
    • 01:23:18
      Thank you.
