So with that in mind, I'm now going to start going by goal by goal and objective by objective in the strategic plan to tie how do those items in the five-year plan connect to the strategic plan.

Now, my stepping in like this is not to break the rhythm for the five-year forecast, but I just wanted the board to be aware of that because I found that very interesting from last Friday.

So for major capital projects like the courts facilities and renovation, the larger facility and the things that go with that are factored in as part of our CIP operating impacts in this as well.

But I just wanted to connect that and make sure that the board has heightened awareness for what you see on the slide and what we've made a financial assumption about.

I guess what I'm asking is why are we thinking there's going to be any kind of upward growth?

This is really looking at our revenues in total to say what is possible to happen based on what we know as of today.

Do you feel confident that our expenditures and revenues will, even without the unknowns or with the unknowns, will continue to grow?

Are we doing the right strategic work to say that we are monitoring those things to position the board to do their best work as we track all of these things?

Did I hear it correctly?

Yes, it's about 73, I believe, and I'm getting the head nod that that is about correct, so yes.

All right, next, Supervisor Galloway.

But the three questions was, what does it do well, what's missing, and what was the third question?

So I can incorporate it into my comments.

What are those areas where the board would like more information on?

I presume you're doing something, but I don't know what that is.

And that's all that they're responsible for.

So my next question, is this person has a little switch that he punches and a red light goes off in your office or something?

That just happens when you guys come in.

you know the average is four but when we do this line is it the four or is it something lower than the four like where's your for planning line that you like to go by to figure out that graph or chart so on this particular a couple ways I could answer this question I'll try this way first

Are you using 4% or are you using 2%?

But that's about what that percentage is.

So your assumption for that base is changing based on your info here?

Yes.

But at this moment, for planning purposes, there's no reason to go against what the historical trend was, which was four.

That assumption was 3.5%, but that will also get that updated in January for what that actual will be.

Can you go to that slide?

Yes.

I guess my question is what's the assumption for how beyond these type of specifics we get at those increased costs because our standards are higher for certain things and that equates to higher costs in other areas outside of what we would see on that slide.

And hopefully by this time next year, we can have more updated performance metrics and those sorts of things when we talk about the five-year plan and our accomplishments as it relates to the strategic plan.

Is that a fair question?

So we're having those conversations but Mr. Richardson I want to turn it over to you for any clarifiers.

And by the way, I did go from needing to leave to being on call, so I'm not going to be rushing out the door.

We just want to clarify right now there is not something included in this model.

So are you assuming something that's bigger than normal, or are we just going with our normal kind of progression over years for wages?

But it really would have to be a two-fold approach to kind of catch up and then to keep up with where the market is going from that.

So if you go back to your slide with the expenditure chart, that's going to change dramatically when we get the results of that study.

We've made an assumption that there is something in there, but I know that we will update that once we get the results from that report, both in terms of the total cost and whether and to what extent it's implemented in phases.

So we've got opportunity just in that to be able to close that gap, but right now we don't have the benefit of that information.

I don't really mean to focus on the unknowns because that's just an example list, but even the expenditure and revenue assumptions, there are dramatic differences that it would just be helpful to see how they do.

Maybe, Nelsie, we're not putting this in stone and we have the ability to come back and make changes.

And so that is why we want to have these discussions so we can set our calendar over the next few months and maybe even the next few years with our five-year financial planning to make sure we get things in front of you that need a decision about how we move forward.

So I'm going to stop there, but I really appreciate all the questions that others have asked because I have them too.

Is that factored into our planning as well or just a scenario planning?

you know a certain office or unit or service where there is more pressure or there's a loss in related funding they were able to have that ongoing dialogue as we say so we've had some of those meetings this week with our staff to ensure that we're we have our pulse on what are those things changed in those requirements that were kind of kept up to that so not to say that we are not specifically minded of those but I tend to think of those more in a budget framework rather than a long-range planning framework so if I'm hearing you right it's no different than

So no different than, oh, we need to provide this type of service so it's all built into that contingency.

Knowing that while we can be agile, we can always take lessons away from the aftermath of an event.
