    Excuse me, for the board discussion, and we'll be listening very carefully for any items the board wants to bring back for more general information or if there are items where the board may desire changes to the recommendations included in the proposed budget.

    So with that, I'll look at today's agenda, and there are three topics for today.

    No action is requested by the board today, though today's discussions are beginning to lay the groundwork in informing future board actions.

    So we have three topics here in the American Rescue Plan Act, housing initiatives and hearing from the Boys and Girls Club.

    And just to first glance, these may appear to be unrelated to each other, but their inclusion together on today's agenda is not a coincidence.

    Now we're going to take a moment and try to weave together how they are conceptually related in our budget process.

    So this relation is that while the fiscal year 23 budget makes transformational investments in our community, it does not address all community needs.

    But what the proposed budget does continue to provide for the board is some flexibility to address those needs that are not specifically mentioned.

    So what I mean by that is I will cover in just a few slides the ARPA recommendation for funding in fiscal year 23.

    The board may choose to amend that recommendation by reallocating funding among the proposal, but in addition to that, if desired by the board later in the process, there is a portion of that program that could be designated and programmed to a specific use at the board's direction.

    In addition to that ARPA flexibility, we have the housing initiatives where there is currently in the housing fund of a balance of approximately $1.8 million and another 3.1 that is proposed to be infused into that fund in the current fiscal year after this budget process concludes.

    So there are housing initiatives that if they not be addressed through the ARPA recommendation or anything in the ongoing portion of the budget, that provides some more flexibility from the board as they consider on April 20th how that funding may be used.

    So in summary, while today is really about the contents of the fiscal year 2020 proposed budget and some specific proposals, I also want to set the stage for the board to see where they have flexibility to adjust funding and address priorities without altering the current recommendations included in the budget.

    So with that conceptual overview, we are first going to start with ARPA, which stands for the American Rescue Plan Act.

    This recommendation is really based on the framework that was previously discussed with the board back in

    August of 2021.

    And after we get through this content, we'll pause for some board questions.

    So as we talk through our program, I'm going to talk through three things.

    First, a couple slides on just the background of this funding the county has received.
  • 00:03:38
    I'll then talk about what has taken place in fiscal year 22, and then we'll go ahead and look at fiscal year 23 and the recommendations.

    So this recommendation is background information really began to form about a year ago with an update during last year's budget process.

    In March of 2021, this bill was just signed into law.
  • 00:03:57
    And shortly after the county was informed, we would receive a formal allocation of $21.2 million.

    Half received in May 2021, the other half will be received in May of 2022.

    So in May, while we knew what that allocation would be, the guidance from the federal government around the reporting requirements, eligibility uses,

    The documentation was really just only beginning to trickle out at that point, as the US Treasury was really preparing what that guidance looked like.

    In fact, that guidance has been revised several times, most recently in January of 2022, when the federal government issued its kind of final rule for how funding should be used.

    So one of the things that is different around what is ARPA funding from what took place in federal funding the year prior with CARES, which was the Coronavirus Aid, Relief, and Economic Securities Act, is that CARES funding was primarily about what we call kind of the stop the bleeding approaches.

    We focus on immediate needs and quick responses to the pandemic.
  • 00:05:05
    ARPA is also intended to do that, but it's also got a focus on longer recovery projects and initiatives.

    And so accordingly, there is a spend plan that is much longer for ARPA funding than was available to for the CARES funding in 2020.

    So with that, the county has the opportunity to be a little more deliberate and strategic in terms of how that funding is being used to make investments.

    So with that timeline in mind, staff

    presented to the board a framework in August 2021 to allocate about $9 million in immediate means really to first support $4 million for economic vitality projects that includes both economic development and the human services side of economic vitality, really to focus on those mediated needs.

    We then looked and said to focus $4.5 million to leverage that for additional state funding for broadband,

    and the remainder, the majority of that total 21 million would be included today in the fiscal year 23 budget development process.

    So before we go into the recommendation on that remainder of the 21 million, I do also want to touch on the next slide.

    In addition to the formula funding, the county has received some other sources of ARPA funding outside of that formula.

    The county received a $400,000
  • 00:06:28
    revenue for a tourism recovery program from Virginia Tourism Corporation.

    That is related to tourism marketing and development.
  • 00:06:36
    That funding is being implemented in partnership with the Charlottesville Albemarle Convention and Visitor's Bureau.

    I should note that the city of Charlottesville also received an amount that is also being provided to the CACDP.

    The county is additionally has about $190,000 partnering with the Albemarle County Service Authority.

    which is really to support back payments for useful utility customer accounts.

    So finally, though nothing has arrived yet, we are watching very closely in the Department of Finance and Budget as the infrastructure law, as the programs, the administrative requirements, and anything else may come from that.

    What are those areas where we can position the county to be competitive in those fundings as well?

    We would certainly come back to the board as those are identified for additional kind of feedback and direction.

    What we kind of looked at with ARPA is that kind of the first just high level reaction and how those fundings could be used.

    would be to fill the gaps in projects that have already been prioritized by the board or to also continue to align projects or align funding with projects that are the strategic goals of the county.

    So that is more just a last bullet of just future looking.

    It's out there.

    We are continuing to monitor and gather whatever information sessions we can from the state and federal government.

    That is one where we are still very in the early stages of learning what could be available for the county to draw down.

    So with that background, I'll go to the next slide.

    And I want to talk about the fiscal year 22 projected use of ARPA funds.

    So again, that $9 million that I talked about being put to work in the current fiscal year.

    We provide, as part of the board's quarterly financial reports, information about how this funding is being used and what we're reporting to the U.S.
  • 00:08:19
    Treasury for compliance.

    But I want to walk through this by category to bring a little more life to that, knowing that not everyone listening to this call may be reading the financial reports that come out of the report.

    So these pieces of the donut on the slide are the areas that we report to the federal government by category.

    And I'm going to focus first on the infrastructure piece of the donut, which is the large blue piece.

    This is primarily used as a match for the Virginia Truck Virginia Telecommunication Initiative 2022 grant related expenses.

    This is a regional effort where the Thomas Jefferson Planning and District Commission is serving as a lead applicant.

    And the intent of this funding is that there would be approximately 627 miles of firewood that would be laid in the county to provide service to more than 5,000 locations.

    There is an approximate three-year project timeline of this wrapping up in spring of 2025.

    The rolling service would be provided as areas are completing work.

    And the board is well aware, I'll just share for others who may be listening, that broadband is one of the board's non-strategic priorities, so there's strong alignment

    The next category I would like to speak to is negative impacts in housing.

    These are the orange piece and the red piece shown on the donut.

    Just a few examples of how that funding has been put to work already.

    This is information that was submitted in the county's first compliance report through December 31st.

    So as the year goes on, these numbers will continue to increase.

    Some of this funding just examples, not everything.

    It was able to provide funding to The Haven to support emergency shelter for 85 people experiencing homelessness.

    There's the Pathways Program in partnership with the United Way, serving almost 1600 households with average assistance of around $800 and then partnering with the local food hub to distributing food shares to the residents of South Boone.

    The final summary of fiscal year 22 that I will touch on is on the next slide.

    The three smaller categories around premium pay, public health, and administration.

    For premium pay, this speaks to what the board approved in December related to the bonuses for police and fire rescue and sheriff sworn and uniformed employees.

    There is also the cost to public health include the cost for the testing under the county executive's order for employee testing.

    And finally, as one may expect in $21 million of federal funding, there is a notable administrative impact.

    So the cost that we are looking at to ensure that we are managing these funds, planning these funds, remaining compliant and reporting, we are covering the county's cost of that through ARPA funding as well.

    So that covers fiscal year 22, and so before I go into fiscal year 23, this may be a good time just for a show of hands if there's anything I've said today that the board would like to ask a question about before we dive into the new funding that the Board of Supervisors will be asked for input on.

    So this is a snapshot to look at the total ARPA formula funds of 21 million dollars in total.

    On the left, we have just a recap that we already discussed in this, so now I'm going to call our attention to the donut chart on the right, which is included in the fiscal year 23 proposed budget for the board's consideration today.

    And so just as I did before, I'm going to walk around this donut.

    There's just three pieces in this donut that I'm going to talk through.

    So going on ahead to the next slide.

    Just as we have committed funding to broadband prior, the recommendation includes adding an additional $2 million of infrastructure funding for broadband.

    This would be really primarily for projects in the development areas.

    knowing that most of what's called often the VAGI or FIDE grants have been more rural oriented.

    This would be part of the broadband office's total approach in terms of providing service for all in the county.

    We're also continuing the administrative costs with all the planning, implementation, and reporting for the ARPA state and local federal relief funding.

    And the third thing I want to slow down a little bit to take a little more time because this was not covered in fiscal year 22.

    is what we were calling the kind of the creation of an arbor reserve under what is the standard allowance, which is terminology from the U.S.
  • 00:14:44
    Treasury.

    So what that means, and I'll say this is a concept that has evolved a lot from what was finally approved on January 6th from the U.S.
  • 00:14:52
    Treasury to what was originally introduced over the summer when we were discussing with the board is that in the pandemic, local governments are allowed to essentially automatically claim up to $10 million in revenue loss.

    The county's proposal for that 10 million revenue loss would be to apply that in fiscal year 23 to public safety pay and essentially use that one-time savings to create an arbor reserve.

    For those who were on the board prior to 2020, during the CARES funding, this is a very similar experience where we worked to be able to provide the board flexibility
  • 00:15:32
    in order to essentially pick up big rockets, or I'm sorry, big rockets, big rocks of ARPA funding to streamline things administratively.

    So a question that may be on the board's mind or the public's mind is why am I making a point to call out this 10 million reserve?

    Why don't I just say what we're going to do with this 10 million reserve as part of the ARPA funding, our normal formula allocation.

    So before I talk about the what, I want to talk about the why on the next slide.

    So the why really begins with this is an approach to streamline the administrative requirements effective on April 1st, really just this Friday of 2022.

    Obviously, there are already compliance and reporting requirements already underway based on the previous interim guidance from the US Treasury.

    Those requirements will only become stronger as time goes on.
  • 00:16:24
    And so what we tried to look at as staff is that to the extent we can streamline and simplify our administrative processes and do them well, that allows for more funding and time that can be spent on providing services and getting that funding into the community.

    So when this $10 million reserve is created, the board really would have flexibility to program that however it would be desired.

    Staff's recommendation is to really continue to meet the original intent of ARPA, which is focusing on those immediate needs and that longer economic recovery, really to continue to focus on those ARPA eligible projects,

    and really to meet the timeline of continuing to get this funding, though not as aggressively as CARES, to get this funding obligated and expended in making the difference in investments in the community based on the same timeline from the U.S.

    So I do want to be clear on this last bullet point, just so it's not lost, that the Board really does have flexibility in this $10 million to reprogram that and make changes as directed from SAS recommendation.

    By this approach, there is more flexibility that would be allowed under the U.S.

    Treasury.

    Kind of the subtle difference is that while there is that flexibility, staff has recommended an approach to program these funds aligned with the original intent of ARPA in terms of how they are intended to be used in the community.

    So in terms of what that actual recommendation of the $10 million looks like, moving from the why to the what, the funding of this $10 million really falls into two buckets shown on this slide.

    On the left, when we were back with the board in August of 2021,

    The board provided direction to, in conjunction with our regular human services funding request process and the agency budget review team, ABRT, that coinciding with that we also hold a process for those agencies to make formal requests of ARPA funding.

    So that process took place and staff received a number of applications and recognizing that it was for a whole range of services that are sometimes challenging to compare to each other on the same group of criteria.

    Those agencies were really kind of put into three categories for funding.

    One looking at the negative economic impacts that would aid the non-profits, a second category for infrastructure, and a third category for housing.

    And I'll talk in a minute about what each of those components include.

    The remaining of the almost $6 million in projects was prioritized for infrastructure, economic development, and tourism.

    and then also some pandemic expenses and then some flexibility for the board of $1.7 billion that is currently unassigned.

    This speaks to where I spoke to at the beginning of this, the future flexibility that is available for the board.

    So to walk through this $10 million in a little more, kind of another layer down, a little more depth.

    On the next slide, we have a list of those agencies who are included in about the $900,000

    and Aid to Nonprofits.

    I'll share that this process was done in coordination with the ABRT process for human service agencies.

    Many of the same staff were involved because we wanted to ensure that we were sharing information among those two processes, and there was not duplication in this funding that was being recommended.

    The details of these specific programs are included in the book, so I'm not going to go through them in detail, but I'll just pause for a moment just for the board to read and take in that list.

    And so with that list, I'll go ahead to the next slide and talk about some of the community agency support that went into the infrastructure category and the housing category.

    The infrastructure being the two blue boxes on this slide.

    Water quality is a strong theme and intent of ARPA funding, and so this recommendation is aligned with that.

    There are two projects for the Redhill Water Treatment Plant and the Scottsville Water Treatment Plant that would look to make upgrades as described on the slide.

    Together, these would total $750,000.

    provided to the Rivanna Water and Sewer Authority.

    So finally, in red is there is $2.4 million provided for Premier Circle for their permanent supportive housing departments.

    This is funding that would support construction and development costs for 80 studio units for permanent

    Supportive Housing in Albemarle County.

    I will share, this will begin to go into the middle part of today's work session and also continue on April 20th as we talk about the housing fund with the board, is that there are many housing requests out there, maybe on the board's mind or the public's mind, why was this particular project prioritized?

    And so you will hear from the Department of Social Services in a few minutes about when we look at the county's housing programs and support,

    There's a wide spectrum of the programs they target and who is trying to be assisted from who is most vulnerable to less vulnerable.

    The premier circle, PSH or permanent supportive housing departments,
  • 00:21:46
    Also, when we looked at this project and we looked at the intent of ARPA funding on the timing, this is a project that would be aligned to meet that timing.

    And also, as we look at the county's leveraging of other sources, Premier Circle has been leveraging other funding.

    This really fills the gap to complete that project to bring it to fruition.

    So there are other housing requests out there, and there will be an opportunity to address those through more discussions in the housing fund.

    which again will be foreshadowing in just a few slides.

    Just wanted to take a moment on the ARPA funding to really talk about what is included for housing and why that was picked for the ARPA funding and rather than the housing fund.

    So one slide I have before I pause for more discussion around the fiscal year 23 ARPA recommendation.

    We have also included funding for some infrastructure projects.
  • 00:22:36
    As we updated the capital projects currently budgeted, we've added $500,000 of the $10 million to go to the currently appropriated phase of Miskin Run Park.

    Just to separate, this is separate from the athletic fields discussion, just looking at the other score infrastructure and current cost out there.

    This is to provide $500,000 to fund what is currently included in the CIP.

    We've also included a million dollars for a county sewer connection program.

    This was something the county executive spoke at a greater length in his budget presentation.

    But this is really about for individuals who are in the jurisdictional boundary for public sewer that are currently on septic.

    There is a connection cost out there that can be out of reach for many.
  • 00:23:17
    So this is a proposed program to provide fiscal support to low-income households to make that shift.

    As we look at those facilities that may be reaching a tipping point,
  • 00:23:30
    in terms of failure of Asian septic systems in the urban area and the environmental health hazards that may come with that.

    There are approximately 250 households that, because of where they're located, could be connected to the public system.

    The actual number served would, of course, depend as the programs continue to be developed and implemented.

    The next two points on this slide I will speak to are really around the economic development support.

    There's funding of $750,000 provided to the Charlottesville area community
  • 00:23:58
    Convention and Visitor's Bureau.

    The tourism industry was impacted significantly by the pandemic, and this has continued to provide support to that agency as they serve their role in regional tourism marketing to support that part of our economic recovery.

    And there's also $1 million that is not designated but is set aside as part of our fiscal year 2022 immediate needs that could support other ARPA-eligible economic development projects in the future.

    Final category I will speak to is what I'm calling $2 million in contingency, or 2.7.

    But there are two items included in this.

    The first is that we've reserved a million dollars for future pandemic expenses.

    What we've learned all the way over the last two years, whether it be through our own local reserves or CARES reserves or ARPA, is that a few months from now, we'll probably have some unexpected costs through a new twist in the pandemic that will need to be flexible to respond to.

    This million dollars

    as a flexibility that is able to continue to provide that pandemic response.

    As time goes on, if that amount is not needed in full or we can adjust to it, we'll continue to monitor that as we need to, and that could become available for something else.

    The final point in the slide is this $1.7 million that we have left unassigned.

    There are many community needs out there.

    This just provides a flexibility to the board.

    Staff can prepare a proposal.

    There may be items that are discussed either today or in the upcoming budget work sessions where that 1.7 million could be programmed specifically to the board.

    So that is one item that we did leave intentionally undesignated knowing that again flexibility to the board throughout the pandemic has been one of the areas that we have targeted.

    So as projects were prioritized, it was really looking to get that intent of using this $10 million for the same purpose as ARPA was laid out as they were laid out based on the timeline of projects.

    Members of the Board of Supervisors, I'm delighted to talk to you all this afternoon about housing initiatives.

    And the next slide has, I think, a really useful tool for helping to think about the spectrum of housing needs.

    We often talk about supporting affordable housing sort of generically, but in fact, there are many ways in which we can support the development of affordable housing.

    Folks on the inside of housing policy making and housing service providers think about these various, this continuum of these various buckets of service is all critical to having a robust and meaningful affordable housing system.

    Each one of these categories reflects a specific client population, a specific housing tool and intervention.
  • 00:41:08
    Sometimes there's one agency that does it all but most often there's one agency, there's an agency in each one of these kinds of intervention or buckets and sometimes some community agencies do more than one.

    If you think about Albemarle County's response, we have both some direct service housing initiatives and we also fund housing initiatives.
  • 00:41:37
    and then we collaborate with all service providers and across the continuum and trying to get our services available to all our kind of residents.

    So moving from the most vulnerable, as Andy had previously, Chief Bowman had previously identified, the most vulnerable to the least vulnerable along this continuum from homelessness shelters, there are some homelessness prevention activities as well, transitional housing, which we don't have very much of in this community.

    So on the next slide, we talk a little bit about

    What it is Albemarle County provides is a direct service housing provider to our Office of Housing and the very competent and very smart manager of the Office of Housing, Phillip Holbrook, is on the line in case there are specific questions that I'm unable to answer on this slide.

    We provide direct service using federal funds in three different categories.
  • 00:42:47
    Our biggest category is in tenant-based vouchers.
  • 00:42:50
    These are housing choice vouchers that support families who are living in poverty or severely housing burdens.

    This is both a homelessness prevention strategy and an affordable housing strategy.
  • 00:43:01
    You can see we provide more than 400 of these vouchers.
  • 00:43:06
    We also have project-based vouchers which are funding tools to support rents in very specific projects.

    They're property-based as opposed to being person-based and we support vouchers that support people with disabilities and vouchers that are connected to permanent supportive housing interventions, most notably at the crossings and there are some dedicated to the new Premier Circle project as well.

    We have a small 34-unit moderate rehab project as well.

    On the next slide, you can see that we use about $3.3 million in federal funds to provide this direct service housing program that essentially translates into $3.31 million in savings for the families that receive these vouchers.

    This is a critical direct service program that we provide.

    Moving from our direct service component to our funding component, the way Albemarle County funds housing projects, so we have $3.59 million in ARPA funding, including in fiscal year 22, we have supported our projects in both the homelessness and emergency shelter category and in the affordable rental housing category.

    Most of the projects in there are actually part of programs that our Office of Housing is doing, and we'll talk more about those in the next slide.

    Proposed in the fiscal year 23 budget is support for shelter for health and emergency, which is a domestic violence shelter that is by definition considered a homelessness prevention and homelessness service strategy per the U.S.

    Department of Housing and Urban Development.

    And PACHEN, which is an emergency overnight labor and shelter.
  • 00:45:08
    and then 2.4 million dollars in the permanent supportive housing category for the premier circle 80 units that Chief Berman previously mentioned.

    They've identified that there's lots of opportunities there with the premier circle project and notably Chief Berman identified that they were being asked to provide gap funding and the funding debt was already in place and the construction project was on the correct timeline to match ARPA.

    In addition, providing 80 units of permanent supportive housing for folks who are chronically homeless in our community has the very, very distinct possibility of ending chronic homelessness in our region, which is a pretty astonishing feat.

    So when the crossings was built, which is also a permanent supportive housing project, it took a pretty big bite out of the population of chronic homeless folks and 80 additional units would

    At this point, based on the folks that we know about in the system, would get us to a functional zero number for chronic homelessness, which would be a pretty amazing feat.

    I will say the Albemarle Housing Improvement Program, AHIP, which is funded by both ABRT, ARBRA, and in other categories, is a program that sort of defines a sort of characterization or definition that fits into multiple categories of an affordable housing preservation strategy, and it is a critical part of the continuum, even though it doesn't fit in nicely into any one of these single boxes.

    On the next slide, we'll talk a little bit about the housing projects that ARPA-funded housing programs that we'll be implementing to our Office of Housing, including the Moving Home Grant program, which addresses significant barriers to voucher recipients by paying security deposits and rental application fees, which are generally not allowable using federal funds.

    using federal HUD funds, and Bonus Fund program which increases the number of landlords willing to rent and use to folks who are using housing choice vouchers by incentivizing their participation, and the Good Neighbor program which provides critical and supportive tools to help folks stay in their housing once they get it and improves landlord relationships.

    On our next slide, we also have proposed in the fiscal year 23 budget a variety of support through our ABRT program to support housing programs, including AHIP, which I previously mentioned, which is affordable housing preservation, The Haven,

    which is categorized as a homelessness service or a day shelter, Pacham which provides an emergency low barrier overnight shelter, Piedmont Housing Alliance which falls neatly into the category of affordable housing, and Shelter for Health and Emergency as previously mentioned both domestic violence and emergency shelter, and the Blue Ridge Area Coalition for the Homeless formerly known as TJAC, the Thomas Jefferson Area Coalition for the Homeless for coordination of the overall homelessness system of care.

    So moving on to funds that we don't provide ourselves or manage ourselves, there's a tremendous amount of money that comes into our community to support housing programs that are funded

    either directly from the feds or from the federal government through our state partners including the vibrant communities initiative grant, home consortium, and then there are of course some potential grants as you are well aware the community development grant through the department of housing and community development.

    and then the Virginia Brownfields Restoration Economic Development Assistance Fund, which is a particularly good match for some of the projects, actually, like South Lid around their sector.

    And these are, of course, potential funds we are watching with great interest and meeting with great interest in infrastructure law.

    There's a tremendous amount of money that has

    to potential to have significant impact in our community, but we have yet to see how that money will be regulated or will funnel through either federal sources or state sources so that it gets to us.

    and on our next slide of course we have our own housing fund which was created in fiscal year 19 specifically to provide support for phase one of the Southwood redevelopment project and to provide support for housing ratios that are one-time cost and that support the county's strategic and housing goals.

    Past uses of the fund include obviously Southwood phase one and the temporary Southwood project manager recently approved by the board.

    Just to highlight before we look at this request, what is the support provided in the history of this request with more supervisors?

    Currently included in the fiscal year 23 proposed budget is a combination of operating support,

    Boys and Girls Club has been evaluated through the ABRT process we talked about today and they received about $58,000 of ongoing funding for some of those programs.

    They've also been through the ARPA agency process and received approximately about $150,000 for some of their programming.

    In addition to those outside contributions, the county also supports the Boys and Girls Club through a dollar a year lease.

    From studying the need for more out of school time programming, to discussing specific needs of populations attending school on Albemarle's most populated campus, to a market study of current offerings during after school programming, to site selection, and then relocation,

    You've been there alongside the club and the staff and volunteer board every step of the way.

    We're here to share an update on the completion of the Albemarle Campus Boys and Girls Club which is scheduled to open this fall and to formally request closing match funds of two million dollars toward completion of the facility.

    You've urged us to maximize collaboration, to show how this facility will benefit not only students and families attending adjacent schools, but also how it fits into the larger strategic plan of the county.

    Now that we've talked about the organization-wide services we provide and our collaboration during the COVID response, I'd like to focus on our $2 million request.

    On this slide, we see a rendering of the front of the new 52,000 square foot club, which is already under construction on the campus of Albemarle High School, Jouett Middle School, and Greer Elementary.

    Scheduled to open this fall, the state-of-the-art freestanding facility will provide year-round services to over 500 Albemarle County students.

    Our formal request of the county is in the form of $2 million to support the final building cost.

    Despite the increased cost of construction and materials during the past few years, the club has decided to keep its request at $2 million because of the generous private support that we have received from the community.

    At the same time, most of our private donations have already been identified, and this needed allocation could inspire the final push from our supporters who do ask us about county support of this effort.

    This facility will allow us to grow from a limited school year only location to one serving members year round.

    This huge increase in service and return to the county is before we even factor in daytime use of the facility by schools and government and even evening and weekend ability to reserve meeting rooms for community meetings and events, which we know is a significant need of the county, especially in this area.

    Next, I'd like to talk on the next slide about how we got here.

    The county's funding of our entire request to complete the building would continue our longstanding and strong collaboration and partnership.

    This process began in 2015 when, due to demand for increased capacity, our club began searching for alternative club spaces in the Jouett District.

    In February 2017, an Albemarle County Public Schools study reinforced this need, identifying the high cost barrier to afterschool programs in the area, as well as a capacity shortfall.

    The study prompted an RFP in 2018 to provide quality afterschool opportunities for ACPS.

    And in 2019, the club was selected to build a freestanding facility on the campus of Albemarle High School, which is again scheduled to open this fall.

    We focused on this area as it represents the largest population of students with the most significant economic need based on the free and reduced lunch rates available.

    When the club was selected for the RFP, the county granted the land for the club to build the new facility and we're incredibly grateful that the county has entrusted the club to transform this valuable location into a year-round resource for students, teachers, and the community.

    We then worked carefully with the schools on a collaboration beyond a typical lease, which will include daytime use of the facility and many other future considerations by the county and schools.

    Altogether, the lease agreement process took about two years, inclusive of a site change from behind Jouett to the current location.

    Next, I'd like to focus on the strategic plan overlap on the next slide.

    As we just saw on the timeline, this transformational project originated from common goals between the county, Albemarle Public Schools, and the club.

    And the same still holds true today when reflecting on Mr. Richardson's February 23rd fiscal year 23 budget overview.

    During that presentation, we noticed three main points of alignment between the county's strategic direction and this project, making it worthy of consideration for full funding.

    The club adds value in these three priority areas.

    First, school space needs.

    During non-club hours, ACPS will be able to use the club space for learning, and that's the STEM lab shown on the left.

    They'll also be able to use it for teacher training, PE classes, administration, administrative meetings, and other educational uses the county may find.

    Next, we noticed the need for outdoor recreational parks and amenities, which was, I believe, alluded to earlier in this meeting.

    The multiple outdoor sport courts, a multi-use athletic field, and direct access to nature trails offered here can lend a hand toward this priority.

    Lastly, as we more strongly focus on climate action planning, the solar panel roof on this facility aligns with the county's efforts to become a more sustainable community.

    So I'm advocating or asking the board at the appropriate work session to pull those positions forward to start in July 1 at a minimum.

    What are those things out there that we need to pay attention to knowing that we are really good financial stewards?

    And so I want to talk a little bit about how are we prepared for what might be coming.

    As you all know, Mr. Allshouse used to be in Department of Finance and Budget and was moved to the Community Development Department.

    He has since left, in that position, was moved to something different.

    And I think what I want to share with the board is that the need to have some sort of economic outlook, that skill set is needed, but us finding somebody to do that in-house is likely not going to be possible.

    So we have been looking for external resources to do that, third party.

    We are currently in negotiations right now to bring on a third party economist to provide economic outlooks much like you saw in the past to the board more frequently.

    There's a budget request in DFMB's budget.

    funding set aside for fiscal 23 because we knew that there was a gap in the service delivery of the county that we wanted to fulfill.

    The other piece that I think is going to help us make sure that we are prepared for any sort of recessionary pressures and our budget is responding to that is this revenue analyst that is also in the budget for fiscal 23.

    Having somebody who's constantly thinking about and looking at our revenues

    to be able to advise myself, Mr. Bowman, and Ms.

    Lin, who's over revenue administration, so that we can involve the county executive's office is going to be really vital because we are entering some interesting times in the world and in our country.

    And so that is also something that we're doing.

    And then the third thing, and what we are evaluating now, Mr. Galloway and board, is when we look at closing out fiscal 22, historically we've been in a position where we use that funding to pay for one-time consideration, one-time projects.

    I'm not sure how fiscal 22 is going to end, but we might be proposing to the board putting some of that funding aside.

    If our unemployment starts to do some interesting things, if we start to see sales tax pull back a little bit, we start to see people spending less money, that's what we're going to be evaluating.

    So I'm hopeful I put that all together of all the things that we're trying to do to make sure.

    VDOT has announced that the restroom facilities on both the eastbound and westbound

    Westbound sign of 64 are going to be closed and that they will starting just this week April the 1st and they are going to have temporary restroom facilities on both areas through September of 23.

    And of course, both areas will remain open.

    But they will be initially portable restrooms.
