And if someone hasn't complied at that point, because we're not under the same set of operative facts, if it's still the same violation, are you saying then it would have to go into court or civil summons?

That's what I thought.

So the zoning compliance folks would still go out to the place where the complaint has originated and try to get them to fix it before they would get the $500 fine, is that correct?

The code compliance officer goes to the site and determines that a violation exists.

and some things can't be cleaned up in 10 days.

That's not a requirement.

Can you give an example of something that this isn't going to work for because we don't have 24-hour

So the locality has the ability to tailor the schedule of civil penalties for the particular violation itself.

So if this were to pass and we got this ability, then before that was instituted, staff would go through that process of figuring out how it should all work within our system.

I think that is the best and the fairest way to implement this kind of enabling authority.

The BMPs do play a big part for crop land and for forestry operations.

Supervisor Malek, is your hand raised there?

And so while there have been tremendous advances in agriculture practices, in some places, there are many, many who do not, because there are no rules to say that you shall.

I may not have said it strongly enough because I didn't realize that we'd have the pushback on the Chesapeake Bay Preservation Act and the recommendations and all, so I am definitely in favor of this.

And I would also say, after going back again, looking at the couple of JLARC reports, not only funding, but the staffing for needed technology modernization.

I think the VEC issues now are a good example of how just because you buy something, you know, it may not necessarily solve the problem but I'm definitely, this is far better than doing nothing, that's for sure.

Yes and yes for technology modernization and staffing as we know we also need to continue to improve both of those within the county as well.

I'm Rachel Falkenstein, planning manager, and I am joined by my colleague, Mikayla Acardi, who's going to kick off our presentation today, and then I will close this out.

And I guess I want to just make sure, and I know you all will do this, but we have to make sure that work is married with the work that you all are doing.

information about those approaches and how the best way is to get information that is I think our main accomplishment in 2015 was having a document that was readable by everybody and able to really share even though it was huge we're able to share the many different sometimes competing chapters in everybody's lives and so I look forward to this I think you have a good plan.

The complexity of these processes and the quantity of moving parts makes it admirable even to have been able to develop this plan that you've presented to us and I concur with the project goals and your phasing plan and thank you and the rest of the county staff for the work you've done to help us understand where we are.

But if you could help me with that, that's my first question.

Goal two is focused on the equity topic.

Because we've been talking about that for a lot of years, and you mentioned the dark skies.

So hopefully there'll be a detailed session where we can provide that information to you.

I'm sure you have an idea of what those things are, but I'd love to at some point get a list of what staff feels like are the priorities for that.

If I'm understanding the question, you need to know which zoning districts we would update, or I just want to make sure I'm understanding what you're asking.

And I'm curious what those ones are so that the board understand what the limitations of our efforts are as we go forward.

It's a good answer, but it's not.

And I just think that's a missing part of my understanding.

need updating, including the planned development districts.

And you mentioned the zoning districts, so clearly you're right.

So we could do the work of prioritizing where these changes should be made with the comp plan and then follow that up quickly with the zoning ordinance and the zoning map.

We'll continue to discuss that with Cat and maybe this can be a topic that we bring to the Regional Transit Partnership as well to discuss further.

I mean, I'm just very concerned.

Well, we'll talk about it with Cat and see what kind of solutions we can come up with.

Because won't each entity have four possible

So we can't be positive that we are guaranteed all four of their submissions.

We might get one or two, OK.

And then the ones that are lower priority, I think we'd pass the TJPDC to do for us.

Is that something that can be helpful in order to sort of keep these items being discussed and also make it a little easier when staff gets around to the point of going forward with one of these?

So if you wouldn't mind, I'd like to talk more with our FES division and see if there's some sort of approach we can work out with that.

and you know sometimes it's if it's an application coming before the board we don't have a choice but when we're looking at transportation if you don't look at the various options then you're really kind of going in with a narrow-minded approach and so we really appreciate I think if I can speak for the board we appreciate your wide approach at looking at all the different possibilities before narrowing down what really appears to be the best course of action and so really really appreciate the thoroughness of what you'll do thank you so much
