but it's under the same exact timeline.

that would be well into the scope of this, of the first tranche, quite frankly.

And we'll be prepared to speak more about that project and what we could do as we as we get further along in this.

So just explain those two funds.

I know you had done some research on that.

Yes, give me just one second and I will bring that up.

So Kim, can you just share with the board that the state funding that we're aware of for the two programs

So that would be funding from ARPA that went directly to the state to help with the emergency rental assistance payments for renters.

Is the money we're using now, is that filling gaps right now?

Kilroy.

I'm just wondering what the latest update is.

But we've done a lot of, we were able to provide a lot of support to the community over the course of the life of the CARES funding as well.

I didn't confuse it more.

I understand we can't put this money into reserve but let me ask this question because this is we've been getting a ton of emails about using ARPA money to put into like a housing trust fund is that considered putting it into reserves if it doesn't have so you have to attach we're going to have to tell the the federal government we use it for this thing not this

It needs to be spent on something in the time period.

So the itemization, will that be coming to us in these reports as in we've already done this, or is this somehow going to be something board can put eyes on and see ahead of time?

We kept the board in the loop, but there was executive authority to be able to spend it based on the parameters of what we think is the need of the community at the moment.

I mean, it's good.

Supervisor LaPisto-Kirtley, your hand's up, so I'll go there and just go through the round.

Yes, I just, and I think Supervisor Malek had her hand up before I did actually.

Well, I'm just going to go through the round.

It's coming in through CVEC, CenturyLink, Dominion, etc.

So our 100,000, we'd have to show it was a complete project.

And that complete project would, if it's done by the end of 2023, which is what we're projecting to.

So we actually have to pay and the expense is all tightened up, project is complete.

And can those monies be used?

Gardner, administrative fees and costs that we can use the funding for?

And so I'm happy to do some digging on that for you and come back with some more detailed information on, you know, can it be used for the administration offset for affordable housing?

so if we had a brand new program let's say it was an affordable housing related program you can set it up that you hire somebody for a specific period of time and it only coincides with that grant so as long as the grant is there they're paid out of that grant they would have that role um and so there's ways that you can go about it where it isn't built in we're not building in an ongoing cost using one-time funding we can set that up thank you and i know we have done that over the years before

Again, my name is Stacey Pethea, the Housing Policy Manager for Albemarle County, and we're here tonight with the public hearing on CPA 2020-001, Housing Albemarle, the proposed new housing policy for Albemarle County.

No, I see two different versions of the slide.

Dr. Pethea, you're gonna wanna hit display settings

That includes my presentation and I am open for questions.

Thank you, Stacy, Supervisor LaPisto-Kirtley, questions for staff at this point?

According to your last slide for board full implementation or approval, that would be six years from now?

Most of them will be completed within the first one to three years, depending upon the amount of background work that needs to happen.

Absolutely.

Yes.

Are they showing?

I'm not sure anyone's going to be building anything between now and then, because it takes shape.

So the current policy would remain in effect with the 15% affordable housing under rezoning and special use permits.

So if the first program didn't work that well, what's going to ensure the success of this new proposal?

So it has made it difficult to pair low and moderate income home buyers with the proper units.

But aren't you also changing the AMI criteria, not using the county, but using statewide?

With the rental units, the target households are 60% AMI or less, but that does not affect the pricing of the rental units.

With that, I'm going to stop and I'm going to pull a Supervisor McKeel and I'm going to listen to some of the other supervisors.

That's the privilege of going first.

So just as an example of one group of workers that do have trouble living here.

That's a bit out of my purview, but that is a potential correct.

What was your answer?

That's out of my responsibility to look at face-gates.

But could you help me with what this other types of counties support actually, what you're referencing?

So looking beyond the incentive package, the other support would include any funds provided to, say, the housing fund or a potential future housing trust fund.

It just seems like it's vague.

I can fix that.

I guess I'm trying to help me understand how all of that marries together because we don't need to be doing three inventories and three studies, right?

appropriate for an affordable housing development.

I do.

I understand how important that is.

Maybe hearing it will help me understand that section.

to support if they were not going to do that and they were thinking of turning the ability into market rate units, working with owners of affordable housing to find ways to help preserve at least a number of those units, if not all.

So the Zero Interest Housing Rehabilitation Loan program, is that something we help them find or we're going to provide that?

That could be done through the housing fund, actually.

So we could use trust fund money to just do that program and then they apply to us for it.

The city of Richmond has done something similar with their housing plan.

The materials, do we have some prohibition in place now that limits that from being used?

I don't think there's anything in Virginia laws that says we cannot do that.

but I mean you say in other emerging technologies and I just wanted to be clear if there was some sort of regulation or something in place that prevented that now that people don't think that they can't do that now that they have to wait for this policy in place to do that.

Right, no, not as far as I know.

So we'll go to the public hearing and I'll ask Mr. Morris do we have folks signed up for all right so I will go to Supervisor Price to go through our public speaking public hearing guidelines.
