At this point, I will hand things over to our County Executive, Mr. Jeff Richardson, for some brief information and introduction to the topic today.

Going through some of the changes that have been proposed to this ordinance.

When are we expecting to implement this ordinance?

And so section nine of the proposed ordinance, again, clarifies that it has a delay effective date of August 1, lasting for 60 days thereafter.

Do we have any information about the regulations that the governor's office put out today for businesses?

We will continue to see what you're speaking about.

Andy, would you like to just address schools?

So in each of those cases, schools have been excluded from the definitions that the ordinance is applicable.

I think that would be very important for our community to be able to see President Ryan's email to the Board of Supervisors and the City Council.

And I should leave it alone.

But at this point, with the ordinance that's being considered, again, the limit on 50 is pretty hard and fast when it comes to the indoor occupancy of food establishments.

Is it the 50%, 90 people, or is it no more than 50 people?

Thank you for clarifying that.

The idea behind this language in the ordinance is to require the person seeking entry without a mask to have

who is claiming the exemption to have proof of that exemption in hand at the time they're seeking entry to the business or food establishment or whatever it might be.

But I will say I have a little bit of concern with a four-day notice on someone having to get written medical proof before that would come into effect.

of the exemption is not necessarily going to foreclose people from getting services while they're waiting to get that exemption.

Are we providing that for the businesses?

the contract is signed and get the ambassadors on the ground and so this will take more than just a couple of days to get going.

Also regarding children playing soccer would that be limited to 50 or would they not be able to have group sports?

But again, if there are multiple gatherings taking place, those could be considered separate gatherings so that they would not together be considered 50.

things like that, correct?

calling out that we have a partnership with UVA and the City of Charlottesville and that regional partnership is critical for many many reasons and especially during this time as we deal with the COVID-19 pandemic and as I know those students return as he said some of the coming months could be challenging so it's important that that partnership remains strong and we work together as we keep our community safe.

So the courthouses and the judicial system are in line with what the board is proposing to do.

but would you tell us a little bit in the meantime what your staff, our communications person, possibly our economic development personnel will be doing to try to get this information out to folks who are businesses who may not be attuned to this currently?

Also, there's been significant media attention given to this as well, so I know that there's a concerted effort to get information into our community accordingly.

Board, what I think we can do at this time if there aren't any questions for um to understand or about the ordinance itself because I would imagine if you haven't already made a statement or would like to I think it would be appropriate if we call the question and then we can make statements during the discussion period of the motion.

I would move that we adopt the ordinance as amended and presented to us today.

I believe that this ordinance as it's now before us strikes an adequate and appropriate balance between protecting the health and welfare of our constituents and our businesses and I support it.

Again I just encourage folks to very scrutinize the ordinance and just as we have used information that has been public all along as to how we made this decision I believe we'll continue to get information whether it's trending up or down because obviously we will continue to monitor and make decisions as we need to moving forward and with that we can call the vote.
