I have reached out to my Planning Commissioner and so with that I would move that the Board approve sending the Breezy Hill application back through the Planning Commission before it comes to the Board.

So just to add that to the conversation.

That's my condition for approval.

I just believe that that's appropriate.

The little bit I know about the revised application is that it may not require another public hearing, but it will still just take time to get to the commission and then on to the board.

And it will, Greg, it will require a public hearing on the board for the Board of Supervisors, my assumption is, and that may be hard to schedule quickly, so.

It may or may not be required, but I know that I think the practice has been when projects are revised to any degree, I think the inclination is to hold another public hearing.

For the Planning Commission or for the Board?

For the Board.

Like I said, I do understand that the Planning Commission had a line agenda that would be able to be heard from them and then come to us hopefully in December.

It looks like the space is available for them.

But it's one of those things where a little slower gets us there faster in the end.

Well, and then again, they may be delayed also, so we don't know yet, after the Planning Commission.

Yeah, I think we are, but there was a problem with the link that we had, so I'm not sure whether everybody has the correct link or not.

I know that we didn't have a lot of claims, but could you explain just a little bit about how you came up with the 7% briefly last year, maybe so I understand a little bit better.

There are a couple factors that play into that as well as our reserve amount and I'm going to ask Claudine Cloutier, our Benefits Program Manager to address that one.

So the combination of that change to our expected behaviors in the year and also our pharmacy savings put us in this position where we are now.

So given that a lot of it was elective procedures that were put off, can we expect that to increase now that more elective procedures are being done?

I don't remember exactly, but I guess my question is, are we still using the same area?

So that's the region that I think when we shared this before, once we realized that we are in that region, the board said, well, we should stay there.

I think at one point we were talking about maybe the Southern region.

because I think the eastern region had some states that had some unions and we thought that might be impacting the projections.

I'm always usually a little nervous and cautious about projecting revenues and what we're going to spend, but the process meets my expectations and I don't really have any more questions right now.

Yep, is there a reaction to the Supervisor's question?

and I believe you have nine strategic initiatives in the 2022 plan and I believe the broadband is number nine and a number of board members have been looking over the last several months with the state initiatives as well as counties across Virginia and that's answering her question from a staff perspective and she may have been also looking at school board and other board members for reaction to that.

So yes, I think it aligns.

and it's an ongoing process so I'm pretty much I'm fine with that, it's kind of what I expected at this point in time and thank you for all your work and I'm done.

uh appreciate because there are so many unknowns it sounds like he might have said that y'all are anticipating zero percent revenue and Ned you were saying maybe it should even be less than that um I think that might bear fruit in in certainly in the city um that things are not going to be as rosy as as as we think and we should be prepared for that um so yeah just a lot of unknowns for me and I'm sorry I can't speak more I had an emergency hearing so I had to hop off and hop back on but I will try to watch what I can later

We do have some time here, and I'll obviously invite others if you, I won't go through the whole order again, but I'll go to Mr. Alcaro just as he had mentioned he had a couple other items, and then if others do as well, you'll have the opportunity to do so.

the strategy and I would say that the capital planning and budget process is definitely aligned with my expectations and I look forward to being part of the process.

Chairman Page, I think we're at the point where they asked us to wrap up.

The pandemic really revealed to us quite a few things about that equity issue so again we are aware of all of these things and we are trying our very very best to work on them and again we do need the supervisors to help us especially with the broadband but with other issues too that we'll be bringing to you with our budget proposal so thanks.
