So there is that access easement for this property and with the one additional guest room we don't anticipate that there'll be any additional traffic that would be detrimental to the to the driveway the shared driveway and then that other property owner was of course notified of this request and they didn't express any concerns.

VDOT requires the county to sort of act as the guarantor and the best that the county can do in those circumstances then is to turn around and pass on its obligations to the owner's association or a responsible partner.

And I guess what you're saying is that there's not much we can do about that.

I think that the agreements, the pastor agreements that we have crafted are the best that we can do to try to cover as much county exposure as we can.

could become subject to the oversight of a service district, where it would become the point where we had a public works department or that it becomes an additional tax on the residents who receive the benefit from this, but it makes it an entirely public maintenance process.

The maintenance is strictly for the passage of pedestrians is my understanding on these sidewalks safe passage.

So there is some definition that VDOT has which would pass through to the new responsible party, is that correct?

From an administrative standpoint, it would make sense to have a single agreement with VDOT and then individual agreements with the individual developments.

This is simply for those situations where the sidewalk is going to be placed outside of the VDOT right away.

Again, going forward, staff is going to look to ensure that all of the sidewalks are within the right-of-way.

So along with all of the other improvements of a subdivision, these are bonded or included in that road bond.

So do we get to keep the bond for future maintenance or do we have to release it once the sidewalk is put in?

We release it with the agreement in place stating that the homeowner's associations will incur the cost for that maintenance.

Isn't this, the property owners that have these vacant spots, aren't they doing some of this work hiring businesses such as yourself to do this privately?

And we're always happy to jump in at that point and help them where we can.

Supervisor Palmer, I'd like to also add that we'll provide this information and data to developers that will help them with their own personal recruitment.

But anyway, so I didn't mean to add an additional question to you on that, but I had to.

you know I can answer these questions later one by one but basically a lot of that includes Charlottesville so you know a lot of those with the 10-minute drive times and all that that that is taking into account restaurants or things that are already in that that radius so we try to look at it like I mentioned at the very beginning I try to look at it not necessarily with the boundaries and the you know Charlottesville not included because again that's not really what the retailers are looking at.

But a lot of those big discounter clothing stores were the ones that were on top anyway, and I think they're strong enough to really make it through this.

But for the most part, our priority and our mission first is always backfill.

And my second question is basically what is your net deliverable or your goal for Albemarle County?

But I mean, our end goal is always to bring retail and all the good things that retail brings to a market.

And what is your success rate in doing that as you work?

So I would say our success rate is very high, but we don't have a, we can't.

Happy to help on the vision side of adding our knowledge and then also helping with the implementation when that time is there to make that outreach and make sure that that's a project that's in front of everyone that needs to be in front of them.

As Beth said, we have a number of data resources that we're always happy to provide to existing businesses if that is helpful and if that is approved by staff.
